tr r Mohammetd bin Rashid inaugurates Global Agenda Councils' sessions Vice President and Prime Minister of UAE and Ruler of Dubai HH Sheikh Mohammed bin Rashid A1 Maktoum, opened today Nov. 7, 2008 the Global Agenda Councils' sessions in Jumeirah in Dubai. Over 700 economists and heads of the economic councils, as well as Klaus Schwab, founder of the World Economic Forum are attending the sessions. Sheikh Mohammed welcomed in the speech the particrpants, hopirg for the success of summit and adoption of resolutions that would serve the world economy and ease repercussions of the current global financial crisis. Sheikh Mohammed congratulated in his speech the U.S. President elect Barak Obama and his new administration. Commenting on some of the world's current crises, Sheikh Mohammed said wars and use of force never solved problems. "Let's look at some of the problems such as the Israel and the Palestinians, Iraq, Sudan, Somalia and Afghanistan. We can only say that Allah the Almighty has given us brains to use," Sheikh

Mohammed said.

"Afghanistan," he continued, "looks like a bird trying to fly but held back by strong winds." Sheikh Mohammed suggested that "if we could use some sense and economy in the war-torn areas, we would have overcome lots of problems which cost huge amounts of money, probably enough to get the U.S. economy out of its current turmoil. Therefore, we hope that the new (U.S.) administration will use sense."

Sheikh Mohammed said the Global Agenda meeting was held "in a difficult time, at a special place in the region. It is a meeting for making history." "Let me assure you that we in the UAE, the nation of the future, shall not be deterred (by the current financial crisis). We proved to the whole

world that we are capable of turning risks into opportunities." Sheikh Mohammed the current global crisis was a result of policies that went wrong.

"Lending policies, mortgages and credits in the United States and Europe have wreaked havoc on the global economy," Sheikh Mohammed said.

He added that, oblivious of the crisis signs, top executives in

leading financial

institutions

raced to get huge bonuses.

Sheikh Mohammed said that he warned of a global financial crisis during a visit to China last year. "The signs were obvious then; volatile financial markets, uncontrolled escalating energy and

oil prices and rising inflation." "We do not want to create a mere value-driven economy, but a true public-private partnership that would serve interests of the community and safeguard local and global economies." Sheikh Mohammed said the strict financial regime adopted by the GCC countries enabled them to weather the financial crisis. "However,t' he went on "we live in a global village, and if the global economy is hurt, we also get hurt. Under the leadership of my brother President His Highness Sheikh Khalifa bin Zayed A1 Nahyan, we have taken some precautionary measures to protect our national economy. " Sheikh Mohammed concluded by saying that there were many lessons to be drawn from that crisis.

providing relief assistance to disaster-afflicted areas. The most notable example was the participation of the army in the reconstruction of Kosovo as well as in providing relief to the displaced Kosovars. The pioneering role played by the UAE in this regard has received commendation and admiration from the international community, particularly from the former United Nations Secretary General Kofi Annan. Annan described the airport built by the UAE in Kukes area in A1banra as the best assistance ever donated to Albanians since the Kosovo crisis. "Without that airport, the massive UN-led relief assistance provided to the Kosovars would have been very difficult to deliver, remarked the LIN chief'. It is to be recalled that the UAE army's participation in relief operations, and subsequently in the peacekeeping operations in Kosovo, was ordered by late Sheikh Zayed. "The move to assist the Kosovars is a humanitarian obligation. God created human beings as brothers and also to be useful to one another. He who is devoid of humanity is not a human being" Sheikh Zayed said in remarks he made as the Kosovo crisis began to unfold. The UAE task force was the first inten-rational force to cross the Albanian border to secure entry routes and checkpoints in Kosovo. sible through sound planning, administration and good arrnament policy. The UAE, in building such a strong affny, does not harbour any intentions to invade any country but is simply fulfilling its national defence obligations. By developing the defensive capabilities of our military we intend not to engage in combat with anybody or invade any country but rather to safeguard our achievements, maintain our stability and prosperity and defend our territorial integrity. In order to fully meet its national obligations, the affny adopted a multi-faceted strategy, based on training, human resources development, upgrading of the skills of its personnel and good armament policy that would keep the afiny on par with world's modern armies. This strategy, said the report, was evolved upon the directives of President Sheikh Zayed, who is also the Supreme Commander of the UAE Armed

Forces. It must be pointed out that the progress made so far in modernising the army is a process that has been in motion over the years. The achievements made by the afiny were not realised by mere coincidence. Rather, it was the ultimate results of a strong resolve to build a modern army and equip it with the latest military technology. This is a view shared by General Sheikh Mohammed bin Rashid Al Maktoum, UAE Mce-President and Premier and Ruler of Dubai, who describes the resolve of the UAE leadership to modemise the Armed Forces as part of an encompassing vision for maintaining the country's stability, security, territorial integrity as well as peace and justice. This is the vision which gave rise to the unification of the various forces of the emirates into a strong federal army, a move that was congruent with the spirit of the UAE federation. Since the unification.

the army has followed afl armament policy that is based on diversity and selection of quality defence equipment, says. General Sheikh Mohammed bin Zayed

Al

Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces.

Training Training had been a core policy in the overall strategy for modernising the UAE anny. To achieve that objective several military schools were set up along side the main military colleges, which have continued to provide training in military sciences at various levels. In addition to military sciences, sfudents at these colleges and schools are offered courses in other branches of knowledge so as to prepare them for different conditions as they pursue their military careers. ity, thanks to the care and follow up lent by President H.H.Sheikh Khalifa brn Zayed Al Nahyan", said General Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice- President and Premier and Ruler of Dubai . The UAE Armed Forces had taken part in military and humanitarian operations outside the country like the liberation of Kuwait, peacekeeping missions in Lebanon, Somalia and Kosovo and relief and reconstruction efforts in Iraq", he added. "We are glad that our sons in the Armed Forces have shown high capability in dealing with modern weapons including the high and sensitive advanced electronic software," he remarked. He also paid tribute to the late

Sheikh Zayed

bin Sultan Al

Nahyan for his vital role in building the UAE modern arrny. The 32nd. Anniversary of the

Unification of the UAE Armed

Forces, which came

about

through a resolution passed by the UAE Supreme Council in

I97 6, was a significant turning point in the formation of the

UAE Federation. From these early beginnings, the country and, indeed, its armed forces, have built up a formidable reputation, the envy of many nations around the world. As in its many spheres of endeavour, the UAE armed forces have been an active participant in many sensitive regions of the world, not necessarily partaking in armed conflicts but also providing refuge,, succor and aid where needed in ex-

emplary fashion. The successes that the Armed Forces had made would not have been possible

without the unfailing supporl of Sheikh Zayed bin Sultan Al Nahyan. While UAE citizens can be justly proud of their armed forces, it must be recognised that the armed forces have been provided with every opportunity to receive not only the best training possible, but also state-of-the-art equipment to ensure adequate defence against any perceived aggression.

We Renew Promise and PledgG to sacnifice ouP Lives to our Beloved Homeland will receive the blessed day, the 2nd. of December, the thirty-seventh anniversary of our National Day .I am glad I have the honor in this memorable occasion to extend to His Highness Sheikh Khalifa bin Zayed Al Nahyan, UAE President and Supreme Commander of the Armed Forces, Sheikh Mohammed bin Rashid Al Maktou*, Vi..President and Prime Minister and Ruler of Dubai, and to their Highnesses members of the Supreme Council of the Federation, rulers of the emirates, and to HH. General Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the armed forces, our deepest congratulations and felicitations calling , on God to return this occasion to them , to our homeland and to our armed forces with prosperity, good fortune and blessings. Such national and eternal occasion requires proper celebration. This memory requires from us to stand then find out and learn lessons from its originality which motivates us to move forward with firm steps to realize greater achievements in various fields, such as developing the economic, social and political aspects at the domestic level, and developing relations with the GCC , Arab, regional or global countries at the external level. The last thirty-seven years have witnessed unprecedented cultural revival accompanied by a qualitative development of the armed forces that relied on state-of-the-art weapons and on an indigenous qualified cadre who absorbed the enormous technological progress in all areas of military industries. Thus our armed forces have become a modern military institution well- disciplined and proud of its strong personnel and its sophisticated equipment while always ready to make sacrifice and defend the homeland, protect its achievements and sanctities. Our armed forces bravely stood side by side with sisterly country, Kuwait, a member of the GCC states in 1991 in order to achieve security and stability in the region. Our armed forces also had effective presence in the Arab and international cooperation. On all occasions in which our armed forces participated, they set a wonderful and honourable example in adhering to the traditions and dedication to dufy with the ability to give and assuming responsibility so ably and honestly, faithfully and with a sense of commitment. There is no doubt that both their humanitarian contribution confirms that the planting of the late Sheikh Zayed bin Sultan AI Nahyan has paid dividends. So , our armed forces have become qualified to shoulder their national responsibility, and always side with the right responding to any state of emergency that threatens the security and peace. Personnel of the UAE armed forces will keep their promise and ptedge and will be faithful in their performance, loyal to their leadership, persistent to bear their responsibilities and carrying out their duties selflessly and with dedication. As we celebrate this glorious occasion, we take this opportunity to reaffirm to His Highness President of the UAE our keenness to make more effort and renew the promise and pledge to sacrifice our Iives to the nation and be loyal and vigilant soldiers whose main purpose is to keep their beloved homeland safe and secure.
