Selection Procedure All candidates applying for the recruitment will be called for the 1st stage of the recruitment which will either be (1) written test or (2) PET/PST, Documentation and trade test. Detailed scrutiny of their eligibility will not be undertaken before PET/PST, documentation and Trade Test. Therefore, it will be the responsibility of the candidate to verify their eligibility as prescribed in the notice before appearing for the recruitment process.

PHYSICAL ENDURANCE TEST Run: 800 Meters to be completed in 3 minutes and 15 seconds. Long Jump: 11 feet (in 3 chances) High Jump: 3 feet 6 inches (in 3 chances) Note: Ex-servicemen candidates are exempted from PET events.

TRADE TEST AND WRITTEN TEST Those who qualify in the PET will be put, physical measurement and detailed verification of eligibility standards/documentation will be put through the following tests. Any candidates who do not secure the minimum qualifying marks in these test as shown against each, will be eliminated from that particular stage and will not be allowed to appear in the further tests: 1. Driving Test for heavy vehicle (Total Marks 50; Qualifying Marks 25). Practical knowledge of motor mechanism and ability to carry out minor repair of vehicles (Total Marks 30; Qualifying Marks 15). The written test will be either OMR/Computer based Test. The question paper will be set to assess the General Awareness/General Knowledge, Knowledge of Elementary Mathematics, Analytical Aptitude and Ability to Observe and Distinguish Patterns and to test the basic knowledge of the candidate in English/Hindi at 10th standard. The questions will be set bilingual in English/Hindi. The Written Test will be of 100 marks consisting of 100 objective type multiple choice questions to be answered in two hours.

MEDICAL EXAMINATION Only these candidates who have qualified both the stages will be required to appear in the Medical Examination. However, the number of candidates to be called for medical examination would depend on the merit position of the candidates in written examination and cut-off marks in each post and each category with reference to the number of vacancies in each post and each category.

1. DRIVING SKILLS & VEHICLE MAINTENANCE Driving in traffic is more than just knowing how to operate the mechanisms which control the vehicle; it requires knowing how to apply the rules of the road (which govern safe and efficient sharing with other users). An effective driver also has an intuitive understanding of the basics of vehicle handling. In general, there are two types of driving skills. 1. Driving as a physical skill 2. Driving as a mental skill

DRIVING AS A PHYSICAL SKILL In terms of the basic physical tasks required, a driver must be able to control direction, acceleration, and deceleration. For motor vehicles, the detailed tasks include: 1. Starting the vehicle's engine with the starting system 2. Setting the transmission to the correct gear 3. Depressing the pedals with one's feet to accelerate, slow, and stop the vehicle, and if the vehicle is equipped with a manual transmission, to modulate the clutch 4. Steering the vehicle's direction with the steering wheel 5. Operating other important ancillary devices such as the indicators, headlights, windshield wipers, and operating the stick shift in some cases when the vehicle is not an automatic 6. Watching the road conditions in all directions around the vehicle (including frequent checks behind the vehicle using mirrors) to monitor the relative location of other vehicles (including bicycles), and pedestrians

DRIVING AS A MENTAL SKILL Driver error is an important factor in collisions, which result in the death of many thousands of people annually. Preventing collisions involves more than just fang the rules of the road literally; defensive driving also involves the cultivation of good habits, maintaining attention, and a thoughtful, cooperative attitude. One of the latest researches showed that music could also affect 3

4 the driver's attention on the road: classic music leads to calmness, while hardrock makes the driver accelerate. Both could lead to car accidents, since both make the driver lose concentration. Avoiding or successfully handling an emergency driving situation can involve any of the following skills: 1. 2. 3. 4. 5. 6. 7. 8. 9.

GENERAL RULES OF DRIVING The general rules of driving are: 1. Keep left on a two-way road to allow traffic from the opposite direction to pass on your right and on a one-way road to allow vehicles behind you to overtake from your right. 2. When turning left, keep to the left side of the road you are leaving as well as the one you are entering. When turning right, move to the centre of the road you are leaving and arrive near the left side of road you are entering. 3. Slow down at road junctions, intersections, pedestrian crossings and road corners and wait until you are sure of a clear passage ahead. If you are entering a main road where traffic is not being regulated, give way to vehicles passing on your right. 4. Hand signals are necessary at certain times. When slowing down, extend your right arm palm down and swing it up and down; when stopping, raise your forearm vertically outside the vehicle; when turning right or changing lane to the right hand side, extend your right arm straight out, palm to the front; when turning left or changing lane to the left hand side, extend your right arm and rotate it in an anti-clockwise direction. To allow the vehicle behind you to overtake, swing your right arm backward and forward in a semi circular motion.

5. Do not park at or near a road crossing or on top of a hill or on a footpath; too near a traffic light or pedestrian crossing; on a main road or a road with heavy traffic; in front of or opposite another parked vehicle to cause obstruction; on roads that have a white line; near a bus- stop, school or hospital entrance; right next to a traffic sign thereby blocking it for others; at the entrance of a building; near a fire hydrant thereby blocking access to it; where parking is specifically prohibited. 6. The Registration Mark of the vehicle should be clear, legible and visible at all times. Do not load the motor vehicle so as to obstruct the tail lights or any other lights or marks required on the vehicle for its safety. 7. Do not drive on a one way road except in the direction permitted. Reversing into a one way street in the wrong direction, is also prohibited. 8. Do not cross the Yellow Line dividing the road even while overtaking. On roads with defined lanes use appropriate indicator signal before changing lanes. 9. Do not cross the Stop Line painted on the road when you stop at a road junction or intersection or a pedestrian crossing. In no case should your stationary vehicle project, beyond this line. 10. Towing is permitted only for mechanically disabled or incompletely assembled motor vehicles, registered trailers and side cars. Vehicles other than these may be towed for delivery to the nearest garage or petrol pump in case of untimely breakdown. 11. Use the horn only when essential and do not use it in a silence zone. Do not fit loud, multi-toned or harsh and shrill sounding horns or alarms in your vehicle. Vehicles with altered silencers are also prohibited on the road. 12. Directions given to drivers either through police officers regulating traffic or through road signs or traffic signals should be followed at all times. Violation of these is an offense. 13. Maintain an adequate distance from the vehicle ahead of you to avoid collision if that vehicle suddenly slows down or stops.

6 14. Do not brake suddenly except for safety reasons. 15. On mountains and steep roads the vehicle driving uphill must be given the right of way by vehicles coming downhill. If the road is not sufficiently wide, pull your vehicle to a stop on the side of the road and allow the driver going uphill to proceed first. 16. When road repair work is going on, slow down and drive at a speed not exceeding twenty five kilometers per hour. 17. Do not drive backwards longer than necessary, and do ensure that you do not cause danger or inconvenience to any other person or vehicle while doing so. 18. Do not drive on the road if you are unwell or after taking medication that is likely to impair your driving abilities including tonics that may have an alcohol content in them. 19. Always give way to pedestrians if there is danger to their safety. Take extra care if they are children or elderly people. There are some obvious places and times where you should take extra care like shopping centres, busy intersections, schools, parks and residential areas where children and others have a greater need of crossing the road. Also, in wet weather, people may hurry and take risks. At night remember that pedestrians may not always be aware how hard it can be for you to see them. Be careful when approaching parked cars or buses. It is difficult to see or anticipate people crossing from behind them. Slow down at pedestrian crossings or intersections, specially if you are turning. You must give way to pedestrians on a pedestrian crossing. This means you must approach the crossing at a speed which will let you stop in time. Not all pedestrians look before they step onto a crossing. So watch out for anyone approaching and be ready to stop. You must stop if a pedestrian is on a school crossing. This applies even if there is no crossing supervisor present. Stop at the stop line until all pedestrians are off the crossing. 20. Never indulge in Zig-Zag Driving. 21. Do not overtake another vehicle that has stopped at a pedestrian school crossing. That driver may have stopped, or may be stopping, for a pedestrian you cannot see.

OVERTAKING

1. In case of overtaking, if the driver of the vehicle in front of you indicates that he is turning right, you may pass from his left. Remember not to cut in onto heavy vehicles. They need more room to slow down and stop.

7 2. Do not overtake when you think it might endanger other traffic on the road; if the road ahead is not clearly visible, for example, near a bend or a hill. If you know that the vehicle behind you has begun to overtake you; if the driver ahead of you has not yet signalled his agreement that you pass him. If you cannot see for more than 150 meters ahead, because of a hill or curve or if the road is narrowing, avoid overtaking. 3. If a vehicle has stopped at a pedestrian crossing, intersection or railway crossing, do not overtake it. In a multi-lane road, you must remember to give way to traffic already in the lane you are moving into. 4. When being overtaken do not increase the speed of your own vehicle. This creates confusion for the driver trying to overtake you.

Abrupt acceleration leads to greater fuel consumption. Don't floor accelerator immediately after starting. Shift to top gear at about 40-50 km. Maintain a constant speed. Don't keep changing gears. Maintain proper tyre pressure. Use only recommended spark plugs. Check your air cleaner. Dirt restricts air flow and increases fuel consumption. 8. If your clutch is slipping, get it checked immediately. 9. Check electrolyte level, specific gravity and battery terminals periodically.

2. DRIVING LICENSE To drive a motor vehicle in any public place an effective Driving License is necessary. By effective Driving License it means license issued to a person authorizing him/her to drive vehicle of that particular category.

ELIGIBILITY FOR A DRIVING LICENSE

1. Those who have completed 16 years of age and are less than 18 years are eligible for a license to drive only two wheelers up to 50 cc engine capacity. For this, they require the consent of their parents / guardians. 2. Persons who are 18 years of age or above are eligible to obtain a license for a motorcycle equipped with gears and also for a motor car.

Persons above 20 years of age are eligible to obtain a license to drive a transport vehicle, i.e., a vehicle used to carry passengers or goods for hire or reward etc. such as a taxi, auto-rickshaw, bus or truck. However, no person shall be granted a learner's license to drive a medium or heavy goods vehicle or passenger vehicle unless he holds a driving license valid for a Light Motor Vehicle (LMV) for at least one year. A learner's license is essential for obtaining a driving license. TYPES OF DRIVING LICENSES There are different types of licenses issued by the RTO offices. Here we will discuss each of them separately. 1. Learner Driving License: This is a temporary license that is valid up to 6 months from the date of issue. It is basically issued to learn driving of Motor Vehicles. The following points need to be kept in mind by a Learner's License holder : (a) The learner's license holder should get training under the supervision of a Permanent driving license holder. (b) The learner license holder has to display symbol -L in a Red colour that should be visible from a distance. (c) In case of commercial vehicle, the learner licensee has to undergo training either from Government Motor Driving School or Motor Driving Schools authorized by the State Government. (d) In addition to practical training, the learner's license holder should also learn about the vehicles' mechanism, road symbols or signs etc. (e) If you are learning how to drive a two-wheeler, you cannot carry any other person on the pillion except your instructor. 2. Permanent Driving License: Permanent driving license is issued to those who become eligible for it after thirty days (to apply within 180 days) from the date of issue of the learner license. Person suppose to get permanent driving license should be conversant about the vehicle systems, driving, traffic rules & regulations. 3. Motorcycle License or Two-wheeler License: Two-wheeler license is issued by the Regional Transport Authority (RTO) to permit driving of only two-wheeler vehicles like bike, scooter and moped. 4. Light Motor Vehicle License (LMV): Light Motor Vehicle License is issued to drive light vehicles like auto rickshaws, motor car, jeep, taxi, threewheeler delivery vans, etc. 5. Heavy Motor Vehicle License (HMV): Heavy Motor Vehicle License is issued to drive heavy vehicles like trucks, buses, tourist coaches, cranes,

9 goods carriages, etc. A person with HMV license can drive light vehicles but Light Motor Vehicle License does not permit to drive heavy vehicles. 6. International Driving License: The motor licensing authority also issues International Driving License. The validity of this license is for one year. Person visiting the country is required to collect the license from there within one year period. Apart from address proof and birth certificate, one has to produce a valid passport and valid visa while applying.

VALIDITY OF DRIVING LICENSE Driving license is valid for 20 years from the date of issue or till you turn 50 years of age, whichever happens earlier. However, for a commercial, passenger or goods vehicle it must be renewed after every three years.

NATIONAL ROAD SAFETY WEEK The observance of the Road Safety Week starting on the first Monday of every year is an occasion for the community to strengthen its resolve to make the traffic better managed & the roads safer. It is widely recognized today that the challenge of educating our young generation to make road safety a habit has to be met collectively by the entire community.

Vehicles Inspector's Office after the recipient has passed a driving test and has proved the required age. The Driving License in India is segregated as Motorcycle License, Light Motor Vehicle (LMV) license, and Heavy Motor Vehicle (HMV) License. Learner's License is issued after passing a theory test. The legislation of Driving License is done through the 'Rules of the Road Regulation' and the Motor Vehicle Act 1988. The driver of the vehicle is required to keep the original copy of the license while driving.

3. FIRST AID First Aid is the temporary help given to an injured or a sick person before professional medical treatment can be provided. This timely assistance, comprising of simple medical techniques, is most critical to the victims and is, often, life saving. Any layperson can be trained to administer first aid, which can be can be carried out using minimal equipments. Basic training in first aid skills should be taught in school, in work places and, in general, be learnt by all, as it is mandatory to our modern and stressful life.

AIMS

The 3 main aims of first aid, commonly referred to as the "3 Ps" are: 1. Preserve life 2. Prevent further injury 3. Promote recovery

FIRST AID SYMBOLS

Although commonly associated with first aid, the symbol of a red cross is an official protective symbol of the Red Cross. According to the Geneva Conventions and other international law, the use of this and similar symbols is reserved for official agencies of the International Red Cross and Red Crescent, and as a protective emblem for medical personnel and facilities in combat situations. Use by any other person or organization is illegal, and may lead to prosecution. The internationally accepted symbol for first aid is the white cross on a green background shown at the start of the page.

FIRST AID KITS

First Aid Kits help in any emergency. If some one is injured, cut, burned, emergency first aid kits come in handy. Few injuries do not require immediate medical attention. Knowing how to treat minor injuries using a first aid kit can make a difference in an emergency. Items for a first-aid kit are as follows: F First-aid book F Sterile adhesive bandages in assorted sizes F Small roll of absorbent gauze or gauze pads of different sizes F Adhesive tape F Triangular and roller bandages F Cotton (1 roll) F Band-aids F Scissors F Pen torch

4. COMPRESSED NATURAL GAS (CNG) CNG is the short form of Compressed Natural Gas. The Natural Gas has less energy density as compared to Liquid Fuel and hence it is compressed to over 200 Kg/ cm² (g) pressure to make it CNG for use in the automobile sector. In its natural form it is colourless, odourless, non-toxic and non-carcinogenic. However, this natural gas is mixed with an odorant to add flavour similar to the odour of LPG from a domestic cylinder so as to facilitate detection of its leakage. The typical composition and physical properties of CNG (i.e. Compressed Natural Gas) is as follows:

PHYSICAL PROPERTIES

Non-toxic - Natural gas being lead/sulphur free, its use substantially reduces harmful engine emissions. When natural gas burns completely, it gives out carbon dioxide and water vapour.
