))Haryana's main seasonal river, the Ghaggar-Hakra, known as Ghaggar before the Ottu barrage and as the Hakra downstream of the barrage, rises in the outer Himalayas, between the Yamuna and the Satluj and enters the state near Pinjore in the Panchkula district, passes through Ambala and Sirsa, it reaches Bikaner in Rajasthan and runs for 460 km before disappearing into the deserts of Rajasthan. ))The seasonal Markanda River, known as the Aruna in ancient times, originates from the lower Shivalik Hills and enters Haryana west of Ambala, and swells into a raging torrent during monsoon is notorious for its devastating power, carries its surplus water on to the Sanisa Lake where the Markanda joins the Saraswati and later the Ghaggar.  Haryana Other Rivers ))Southern Haryana has several southeasts, north-west flowing seasonal rivulets originating from the Aravalli Range in and around the hills in Mewat region, including, ¾¾Sahibi River(called Najafgarh drain in Delhi). ¾¾Dohan river(tributary of Sahibi, originates at Mandoli village near Neem Ka Thana in Jhunjhunu district of Rajasthan and then disappears in Mahendragarh district) ¾¾Krishnavati river(former tributary of Sahibi river, originates near Dariba and disappears in Mahendragarh district much before reaching Sahibi river) ¾¾Indori river(longest tributary of Sahibi River, originates in Sikar district of Rajasthan and flows to Rewari district of Haryana), these once were tributaries of the Drishadwati/ Saraswati  Important Canals of Haryana: ¾¾Western Yamuna Canal ¾¾Bhiwani Canal ¾¾Jawahar Lal Canal ¾¾Bhakra Canal ¾¾Gurgaon Canal ))Western Yamuna Canal- The Western Yamuna Canal is derived from the western bank of river Yamuna from a place called Tajewala in Yamunanagar district. This canal was named "Western Yamuna Canal" because of its removal from the west bank. ))This canal of Haryana is the oldest and major canal of the state which was built in 1879. Through this canal, Ambala, Karnal, Rohtak, Panipat, Sonipat, Hisar, Sirsa etc. districts as well as parts of Delhi and Rajasthan are irrigated. The total length of this canal including its branches is 3226 km.

))The Western Yamuna Canal has three major branches - Hansi branch, Sirsa branch, Delhi branch. ))Bhakra Canal- Bhakra Canal has been constructed by constructing a dam on the Sutlej River, this dam has been built at Nangal in Himachal Pradesh. After irrigating in Patiala and Rupnagar districts of Punjab, this canal enters Haryana from Tohana (Fatehabad). ))A total of 6 hectares are irrigated by this canal including districts like Hisar, Sirsa etc. Main Branches of Bhakra Canal - Fatehabad Branch, Ratia Branch, Rodi Branch, Barwala Branch ))The credit of the original builder of Bhakra Nangal Dam and Bhakra Canal goes to Sir Chhotu Ram. ))Bhiwani Canal- Bhiwani canal is a small canal derived from Bhakra canal, through which irrigation is done in Bhiwani district of Haryana state. ))Jawahar Lal Canal- Jawahar Lal Canal has been taken out from Bhakra Canal, from which Mahendragarh district is irrigated. ))Gurugram Canal- The Gurugram Canal has been taken out by constructing a dam on the Yamuna river at a distance of 2.4 km from a place called Okhla Barrage in Delhi. Haryana Budget 2021-22 ))The Chief Minister of Haryana, has presented the Budget tatol Rs. 1,55000 crore for the financial year 2021-22 on March 12, 2021, which is 13 percent more than the previous financial year budget (Rs. 1,42000 crores).

BUDGET HIGHLIGHTS ))The Gross State Domestic Product (GSDP) of Haryana for 2021-22 (at current prices) is projected to be Rs. 8,87,252

03 crore. This is an annual increase of 7% over 2019-20. As per the revised estimate of 2020-21, GSDP is estimated to decrease by 2% over the GSDP in 2019-20. ))Total expenditure for 2021-22 is estimated to be Rs. 1,55,645 crore, an annual increase of 14% over 2019-20. As per the revised estimates, total expenditure in 2020-21 is estimated to be 3% less than the budget estimate (a decrease of Rs 4,605 crore). ))Total receipts (excluding borrowings) for 2021-22 are estimated to be Rs. 93,480 crore, an annual increase of 13% over 2019-20. In 2020-21, as per revised estimates, total receipts (excluding borrowings) are estimated to fall short of the budget estimate by Rs. 15,826 crore (a decrease of 17%). ))In 2021-22, the revenue deficit is estimated to be Rs. 29,194 crore, which is 3.29% of the GSDP. In 2020-21, the state has estimated a revenue deficit of Rs. 20,856 crore (2.73% of GSDP) at the revised stage. ))The fiscal deficit in 2021-22 is estimated to be Rs. 34,004 crore (3.83% of GSDP). In 2020-21, the fiscal deficit is estimated to be 3.36% of GSDP at Rs. 25,713 crore, which is higher than the budget estimate of 2.73% of GSDP at Rs 25,682 crore.  Budget Policy : ))Medium term expenditure framework (MTEF) reserve fund - Rs. 8,585 crore has been allocated towards the MTEF reserve fund. The fund will be spent on special projects in health, agriculture and infrastructure sectors such as upgradation of district hospitals, micro irrigation, and expansion of metro network. ))Agriculture - Kisan Mitra Yojana will be launched to facilitate financial services (such as deposit and withdrawal of cash) for farmers. Har Khet Swasth Khet Abhiyan will be launched to focus on soil quality. ))Education - Rs. 700 crore will be allocated towards the promotion of technology-based learning in all government schools (includes the provision of tablets and digital classrooms). To promote inclusivity in education, free education will be provided to students of class 9 to class 12. ))Haryana’s Economy GSDP- Haryana’s GSDP (at constant prices) is estimated to contract by 5.7% in 2020-21 as compared to 2019-20. In comparison, the overall GDP of the country is estimated to contract at a higher rate of 8%. ))Sectors - In 2020-21, the contribution of agriculture, manufacturing, and services sectors in the economy was 19%, 30%, and 51%, respectively. The agriculture sector is estimated to grow by 4.3% in 2020-21 whereas the growth in manufacturing and services sectors is estimated to decline by 9.6% and 5.7%, respectively.

Haryana Current ))Per capita income - The per capita income of Haryana in 2020-21 (at constant prices) was Rs. 1,63,992, which is 7% lower than that in 2019-20 (Rs. 1,76,199). ))Unemployment - According to the Periodic Labour Force Survey (July 2018-June 2019), the unemployment rate in Haryana was 9.2%, which is significantly higher than the all-India level (5.8%).  Budget Estimates for 2021-22 ))Total expenditure in 2021-22 is estimated to be Rs. 1,55,645 crore. This is an annual increase of 14% over the actual expenditure in 2019-20. This expenditure is proposed to be met through the receipts (other than borrowings) of Rs. 93,480 crore and borrowings of Rs. 58,314 crore. ))Total receipts for 2021-22 (other than borrowings) are expected to register an annual increase of 13% over 2019-20. As per the revised estimate for 2020-21, receipts (other than borrowings) are estimated to be 17% less than the budget estimate and total expenditure is estimated to be 3% less than the budgeted estimate. ))For 2021-22, the state has estimated a fiscal deficit of 3.83% of GSDP. This is lower than the 4% limit allowed by the central government for the fiscal deficit of states for the year. The fiscal deficit is estimated to be 3.36% of GSDP in 2020-21 (revised estimate), which is higher than the budget estimate (2.73% of GSDP). In 2021-22, the state estimates to have a revenue deficit of Rs 29,194 crore (an annual increase of 31% from 2019-20). This is mainly due to decline in the expenditure on the grain supply scheme from Rs. 14,730 crore at the budget stage to Rs. 12,301 crore at the revised stage (a decrease of 16%). A negative capital outlay means that the recoveries in the sector have been higher than the expenditure. ))Capital expenditure for 2021-22 is proposed to be Rs. 38,718 crore, which is an annual increase of 6% over 2019-20. Capital expenditure includes expenditure affecting the assets and liabilities of the state, such as: (i) capital outlay, i.e., expenditure which leads to the creation of assets (such as bridges and hospitals), and (ii) repayment and grant of loans by the state government. The capital outlay in 2021-22 (Rs. 9,318 crore) is estimated to annually decrease by 27% from 2019-20. ))Revenue expenditure for 2021-22 is proposed to be Rs. 1,16,927 crore, which is an annual increase of 17% over 2019-20. This includes expenditure such as payment of salaries, pensions, interest, and subsidies. In 2020-21, revenue expenditure at Rs. 96,991 crore is estimated to be 8% less than the budget estimate (Rs. 1,05,338 crore).
