President Hassan Sheikh Mohamud, plans to implement over the next four years to promote the country’s development and economic recovery. These initiatives will cover a range of areas, including religion and endowment, natural resources, infrastructure, technology and e-governance, education, real estate and housing, youth, and health. In the religious sector, the government plans to construct fives Mosque Complexes and a Dar Al Ifta, that will be instrumental in fostering a culture of Islamic tolerance and peace and countering extremist views. With regards to utilizing natural resources, the government will work towards normalizing the Shabelle River, establish fishing villages in each Federal Member State (FMS), form a Somali Petroleum (Commercial) Company to explore and develop the country’s oil resources, and implement a water desalination project. On infrastructure, the government will undertake several major road and transportation projects, including the Mogadishu-Eyl Road, the Mogadishu-Adale Road, a new Mogadishu Airport and a Port, as well as a Special Economic Zone in Mogadishu. In the field of technology and e-governance, the government will implement a National ID system, develop an efficient one-person one-vote platform, and digitize all government services and information into a single government portal. In the field of education, the government envisions to establish the Somali Institute of Government, the Somali Institute of Technology, a Teacher Training College in each FMS, while also opening a branch in each FMS capital for the Somali National University. In the real estate and housing sector, the government will develop affordable housing project for IDPs, and build convention centers. For youth empowerment, the government will establish youth centers in major cities to provide safe places for young people to engage, learn, network, and find opportunities. Lastly, in the health sector, the government plans to build King Salman Referral Hospital. To successfully implement these initiatives, the Somali government will need the unwavering support of its brotherly countries. These projects will not only benefit the people of Somalia but also contribute to the stability and development of the region. Hence, we call on our international partners to join us in this endeavor by investing in these projects and supporting the Somali people as they work towards a brighter and prosperous future. NATIONAL ECONOMIC COUNCIL | JAN 2023 5 Project Name Construction of Five Mosque Complexes Sector Religion/Endowment Project Description The proposed project aims to address the urgent need for a platform for informed Islamic discourse in Somalia by constructing “Darul Iftaa” center. This center will serve as a hub for providing insight into the Islamic perspective on personal, social, and global issues. The goal of the project is to enrich understanding, debate, and discussion by providing an Islamic dimension to queries and specific concerns, and in parallel, counter the extremist ideologies and beliefs that are terrorizing innocent civilians in Somalia. Rationale/Community Impact There is an increasing need for accurate and moderate Islamic perspectives in Somalia, especially in light of the ongoing violence and extremism in the region. Darul Iftaa center. It offers our community and government religious guidance and advice through the issuing of fatwas on everyday and contemporary issues. It will provide a forum for informed, inclusive and constructive discussions on Islamic teachings, as well as providing credible theological counter-arguments against extremist ideologies. This will help to promote peace and stability, while also providing a much-needed resource for the Somali community. Darul Iftaa center will be staffed by qualified and reputable Islamic scholars who will provide guidance, training, and counseling to visitors and the community at large. It will provide an array of services including educational seminars, workshops, research, and publications on Islamic topics and issues. The center also plans to establish strong links with the local community by involving local leaders and organizations in its development and operation. This will help ensure that the center is responsive to the needs of the community and is an effective tool in promoting peace and development Potential Cost The estimated cost of construction and initial operation of Darul Iftaa center is $5 million. NATIONAL ECONOMIC COUNCIL | JAN 2023 7 Project Name Somali Fishing Village Program Sector Economic Development | Sub-Sector: Fishing Sector Project Description The Somali Finshing Village Program aims to support the development of the fishery industry in Somalia with the goal of contributing to the food and economic security of Somalis in fishing communities. The program’s objectives are divided into short-term and long-term goals. In the short-term, the program aims to enhance fisheries in six coastal towns or villages in Phase 1 and an additional six in Phase 2 by providing fishing gear, cold storage infrastructure, training for fishers, creating Beach Management Units to coordinate efforts, and establishing a central distribution hub in Benadir. In Phase 2, two additional distribution hubs in the North and South of Somalia will be added to supply a larger domestic market and support exports. In the long-term, the program aims to promote sustainable and profitable fisheries throughout the region by providing village-level models of governance and training, creating infrastructure that supports a thriving export market, and investing in fishing gear and training to increase domestic catch and consumption of fish. Rationale/Community Impact The overall goal of the Somali fishery industry cluster is to create an environment and ecosystem that utilizes almost the entire fish for commercialization. By doing so, the value extraction from fish will be increased, new business opportunities, jobs and companies will be created. The current focus is on commercializing the traditional seafood, which is about 50% of the fish’s weight, but the program aims to utilize almost 100% of the fish’s content. One major initiative to create the fishery industry cluster is the Somali Fishing Village Program, which will strengthen the capacity and infrastructure in Somali fishing villages in a way that will ensure longterm success. The program will focus on community-based training of fishers in the use of modern fishing techniques, increasing the number of people involved in fisheries, creating more advanced cold storage capacity to support an export market, and implementing beach management units as a mechanism for village coordination, localized fisheries management, and data collection & analysis. The overall impact of this program will be that Somalia’s fishery sector will significantly improve, strengthen the contribution of small-scale fisheries to benefit the fishing communities, harness significantly the benefits of Somalia’s fisheries through accelerated marketing and export, increase the value creation and value capturing in the overall fishery value chain, enhance the capacity building of people and institutions to ensure a sustainable development to capture fisheries based on current and emerging trends, challenges and needs. Potential Cost Total capital investment needed is $35.06 million dollars. Natural Resources:


8 NATIONAL ECONOMIC COUNCIL | JAN 2023 Natural Resources: Project Name Water Desalination Sector Physical Sectors | Sub-Sector: Water Supply and Sanitation Project Description According to a UNICEF survey from 2015, access to clean, piped water in Somalia stands at only 35%. This lack of access affects many of the country’s urban and peri-urban poor, including internally displaced persons (IDPs), who often rely on small-scale water vendors for their needs. Drought and displacement further exacerbate this issue, as water needs are often met through costly water trucking to storage facilities in permanent settlements. The Federal Government of Somalia is committed to addressing this issue by improving safe water supply coverage through a program of rehabilitation, expansion, and improvement of water infrastructure. The goal of this program is to reduce the incidence of waterborne diseases and establish a network of safe water supply points across the country. One solution being considered is sea water desalination, which has been found to be a promising way to expand water access. The project aims to establish 500 desalination plants, powered by solar energy, over a period of three years in main coastal cities and rural settlements along the coast. Each plant will have a capacity of desalinating 5,000 liters of seawater per day, with a total annual output of 1.8 million liters and cumulative production capacity of 1 billion liters per year from all 500 plants. The project will be operated through a tripartite partnership between local government, private sector, and local communities. Rationale /Community Impact The project aims to increase equitable access to safe and affordable drinking water by establishing a network of desalination plants across Somalia. The country is facing water shortages due to climate change, contamination, and unsustainable water usage practices, which are exacerbating water scarcity across the country. An innovative, affordable, and environmentally friendly solution like desalination is needed to enhance water production and safe consumption in areas with acute shortages. Desalination can not only provide drinking water but also boost agricultural yields, especially in communities affected by recurring failed rainy seasons. Desalination can serve as an effective mechanism for drought relief that addresses climate-induced water shortages year-round, while also providing the public with access to clean and safe portable water. It will also increase self-sustainability for local communities that lack adequate water supply while reducing reliance on costly delivery of water from outside sources. Desalination can diversify the water supply, improves the economic viability of municipalities and reduces vulnerability to fluctuations from unreliable single sources. To minimize the carbon footprint, the project will rely on green desalination models that utilize solar and wind energy to power the plants. The project will have national coverage and establish 500 desalination plants across Somalia, providing a water access solution that uses a network approach to benefit a large proportion of the population. Potential Cost The total cost of construction is estimated at $175 million.


NATIONAL ECONOMIC COUNCIL | JAN 2023 9 Project Name Establishment of Somalia Petroleum Company Sector Extractive Industries /Petroleum Project Description Somalia has been identified as a country with significant unexploited oil and natural gas reserves. Recent seismic data conducted by Soma Oil & Gas has discovered potentially rich oil reserves in survey oil blocks. The proposed project is the establishment of a Somali Petroleum Company, with the goal of playing a key role in meeting the world’s growing energy demands in an environmentally, socially, and economically sustainable way. The company will also aim to advance the local oil and gas services and equipment industry and develop a thriving regional hub for the sector in both Federal and Federal Member States Rationale/Community Impact • The Somali Petroleum Company will set high standards of performance and ethical behavior, which will serve as an example for other multinational companies in the country to follow. • Additionally, the company will enhance the efficient and effective use of Somalia’s petroleum industry, providing trade and investment facilitation services to attract international players to set up bases in the country. This will contribute to sustainable development by balancing shortand long-term interests and integrating economic, environmental, and social considerations into decision-making. • This company will also help to secure long-term and stable source of revenue to the government and will create job opportunities and help to boost the local economy. Potential Cost The total capital investment for this project is $100 million. The cost would include infrastructure and building construction, equipment and supplies, staffing and training, and initial operating expenses. Natural Resources:


10 NATIONAL ECONOMIC COUNCIL | JAN 2023 Technology /e-Governance: Project Name Electronic Voting Platform Sector Election Management/E-Voting Systems Project Description The proposed project aims to implement an online voting system which will enable citizens to vote online using the latest technology. The Federal Government of Somalia’s E-Voting Platform will be the first online voting system to be developed in Somalia and will be used to securely conduct votes and elections. The implementation of this project comes at a time when the FGS is planning to move away from traditional-based systems of electing public servants and is determined to implement a one-person, one-vote system using online platforms. The E-Voting platform will enable the election commission to seamlessly conduct elections throughout the country and announce results in real-time. In a country recovering from a prolonged conflict, the integrity of elections is of paramount importance in building citizen trust in the government’s electoral body, and this platform can help to reduce election disputes. Rationale /Community Impact • The e-Voting platform promises to raise Federal Government of Somalia (FGS) governance standards and transparency, as well as reduce the administrative costs related to paper ballots. • It also allows for results to be announced immediately after voting has ended, making the process more efficient. The convenience of being able to vote from the comfort of one’s home or office reduces the possibility of voter fatigue and encourages more citizens to vote online. • As a digital platform, the system eliminates the need for paper ballots or in-person voting, and by limiting the number of times a voter can cast a ballot, it helps safeguard the validity of citizens’ votes. • This platform will help FGS save time, adhere to best practices, and fulfill internal and/or external standards, such as those related to third-party vote administration demands. • Furthermore, the benefits of such an electronic platform are far reaching and will be felt by the government, political parties and more importantly by the citizens of Somalia. Potential Cost The total capital investment for this project is $3.5 million, including the costs of system development and implementation. Investing in this e-Voting platform is a wise decision that will bring measurable benefits in terms of transparency, cost savings, and the integrity of the electoral process.


NATIONAL ECONOMIC COUNCIL | JAN 2023 11 Technology /e-Governance: Project Name National ID Sector Information Communication Technology (ICT) / Multi-sector Project Description Estimates suggest that over 77 percent of Somalia’s population does not have an official identification document. Existing ID systems are fragmented and designed to meet specific program needs rather than to serve as a foundational, multipurpose identification for the entire population. Therefore, Somalia currently lacks a basic identification system capable of facilitating service delivery, validating voter lists, or enabling basic administrative functions such as compiling vital statistics. The proposed project aims to address this issue by creating a biometric National Identity Card system that enables registration for all Somali citizens. The program will be implemented by the National Population Identification and Registration Authority (DADSOM), which is an autonomous Authority established in 2020 with the mandate to establish, own, manage, operate and maintain the foundational system of the National identity in Somalia by generating a unique lifetime National Identification Number. Rationale/Community Impact • The lack of a national ID system in place, and Somalia has the lowest rate of birth registration among children under five in Sub-Saharan Africa at 3.5 percent. • The lack of an ID system makes it difficult for financial service providers to fulfill international customer due diligence requirements, including ‘Know Your Customer’ (KYC) and anti-money laundering (AML) measures. • The FGS requires voter registration as a prerequisite for future one-person one-vote elections. • The identification system is essential for the effective and efficient provision of social protection, basic services, and humanitarian assistance to vulnerable groups, including digital cash transfer programming (CTP). • The creation of a national ID will improve the key planning and administrative capacity of the FGS agencies, including developing timely and accurate official statistics, increasing tax revenue, controlling immigration at border control posts, and responding to security threats. Potential Cost The estimated capital investment required for this project is $20.9 million. The cost of creating a national ID varies from as low as US$1.16 per head up to approximately US$10 per head.

This includes interactions such as Government to Citizen (G2C), Government to Business (G2B), Citizen to Government (C2G), and Business to Government (B2G). By implementing this e-government platform, the FGS will shift towards a more transparent, secure, modern, and mobile environment that allows for easy access to government services and information, regardless of location or device. In addition to streamlining interactions, the e-government portfolio of services will also include services specifically tailored to businesses and citizens, as well as an open data portal. Rationale /Community Impact • The ultimate goal of e-government is to provide residents with a wider range of public services in a more effective, efficient, and economical manner. • Implementing these e-government services will give individuals and businesses greater access to information about government services and tenders. • Additionally, transitioning away from paper-based systems can save a significant amount of time, money, and help protect the environment. • Investing in this e-government platform is a wise decision not only for the government but also for the citizens, businesses, and environment, with the potential to bring measurable benefits. Potential Cost The total capital investment for this project is $25 million, which includes costs for hardware and software, development, maintenance, and implementation. Technology /e-Governance:


NATIONAL ECONOMIC COUNCIL | JAN 2023 13 Project Name Somali Institute of Government (SOMIG) Sector Education & Capacity Building Project Description The Somali Institute of Government (SOMIG) will be established to support the transformation of the Somalia Civil Service in line with the country's development policies and strategies. The goal is to create a civil service system that is effective, transparent, accountable, learning, and adaptive. To achieve this, the Institute will focus on building the capacity of the civil service at both the federal and regional levels by providing specialized education, training, research, and consultancy programs and services. The need for SOMIG arose from the acute shortage of trained workforce in the country and the challenge of carrying out the duties and responsibilities of various agencies in the federal member states (FMS) Rationale/Community Impact SOMIG will provide training, consultancy and research services that will inform public policy, promote national development and set standards of competence and integrity in the Public Service. Building the capacities of the country’s civil service through specialized education and training, will lead to more effective, efficient and professional service delivery that will benefit the entire community. The Institute will design and offer specialized undergraduate and postgraduate educational programs, to provide advanced training for civil servants and prepare them for higher levels of responsibility. SOMIG is expected to give special attention to the capacity-building needs of disadvantaged regions and women. Potential Cost The construction of the SOMIG infrastructure is estimated to cost US$ 2.5 million. Education


14 NATIONAL ECONOMIC COUNCIL | JAN 2023 Education Project Name National Teacher Education Centre (6 centres, 1 for each Federal Member State & Mogadishu) Sector Education & Capacity Building Project Description Access to quality education in Somalia is hindered by a critical shortage of qualified teachers. The last cohort of qualified secondary teachers graduated from Lafole College in Mogadishu in 1990, and the last primary teacher graduated from Halane in 1985. This longstanding lack of trained educators has resulted in a significant gap in the education system. To address this pressing issue, the Ministry of Education in Somalia aims to establish a National Teacher Education Centre (NTEC) to provide comprehensive and relevant teacher education and training programs. NTEC will be a publicly-managed institution, and will require the construction of various facilities such as classrooms, a science laboratory, a computer laboratory, a library, offices, a cafeteria, a playground, mosques, a dormitory, a guest house and students’ bus. Rationale /Community Impact • NTEC will address the critical shortage of qualified teachers in Somalia, by creating a sustainable and sufficient pool of educators for primary and secondary education. • By coordinating all teacher training activities in the country, NTEC will ensure that all educators are trained to the highest standards. • NTEC will assist in the design of both pre-service and in-service teacher training programs, to ensure that all teachers are equipped with the latest pedagogical techniques and strategies. • The increase in the number of qualified teachers who possess current pedagogical skills will result in improved student outcomes and better educational outcomes for the country. • The creation of a significant number of qualified female teachers in primary and secondary education schools will help to address gender disparities in education. • This initiative will help create a positive public image of the Federal Government, as it shows the government’s ability to provide essential goods and services to the community. Potential Cost The construction of the NTEC infrastructure is estimated to cost around US$15 million, which is a significant investment in the future of education in Somalia. The benefits of this project will far outweigh the cost, as it will greatly contribute to the development and progress of the country. This investment will help ensure a bright future for the children of Somalia by providing them access to quality education, which is a fundamental right.


NATIONAL ECONOMIC COUNCIL | JAN 2023 15 Project Name Somali Institute of Technology (Ex Industriale) Sector Education Project Description The shortage of skilled and experienced professionals and experts in the ICT sector is a major challenge facing Somalia. To address this issue, the proposed project aims to increase the size and quality of the ICT-skilled workforce base in the country by establishing the Somali Institute of Technology (SIT). The institute will provide practical-oriented, middle-level ICT training as an alternative to the theoretically-grounded degrees offered by universities and other tertiary institutions in this specialization. SIT will offer education and training in all fields related to the information and communication sectors, including telecommunications services, computer engineering, and information technology. As a technology-specialized institute, it will teach and train highly skilled personnel in emerging fields of ICT such as nanotechnology, the internet of things (IoT), and cyber security to fast-track national development and realize technological leapfrogging. Rationale/Community Impact • Advanced digital skills are essential for employment in the 21st century, and Somalia needs to improve the ICT skills and capabilities of its population to meet labor market demands in the digital economy. • SIT will produce highly competent professionals who are well-versed in various fields of technology and able to solve digital transformation challenges to adapt the country well in a rapidly changing world. • The institute will provide professional development for civil servants and the general public to keep pace with the evolving ecosystem through teaching, training, seminars, workshops, and conferences. • SIT will also contribute to the Government of Somalia’s digital and cyber security skill-building initiatives. Potential Cost The estimated cost for this project is $23 million. The cost includes the establishment of the STI headquarters in Mogadishu and 7 other branches in the Federal Member States. The cost breakdown includes the construction and infrastructure of the institute, acquisition of equipment and technology, as well as the salaries and training for the faculty and staff. Additionally, the cost may also include potential costs for ongoing maintenance and updates to the technology and equipment used within the institute. Education


16 NATIONAL ECONOMIC COUNCIL | JAN 2023 Project Name National Teacher Education Centre (6 centres, 1 for each Federal Member State & Mogadishu) Sector Education Project Description The Somali National University (SNU) is currently the only publicly funded higher education institution (HEI) that provides free, quality education to Somali nationals. SNU has an illustrious history, dating back to its establishment as an extension of the higher institution of Economics and Law created by the Italian colonization, and officially renamed in 1970. Prior to its closure in 1990 due to the protracted civil war, SNU had 7,500 students enrolled in 11 different faculties. The university has educated thousands of students, including Somalia’s current President, Dr. Hassan Sheikh Mohamud. The Federal Government of Somalia (FGS) approved a plan to reopen the Somali National University in 2013, and the FGS officially reestablished the university in 2014. Currently, the university has two branches outside the capital of Mogadishu, located in Puntland and Galmudug states. To meet the needs of society and fulfill the political pledge of a “Somali National University branch in each federal member state’s capital”, this project aims to address the need for a federal expansion of the Somali National University in each of the federal member states capital by establishing inclusive nationwide higher education services in all FMS. This project aims to achieve this by building new campuses, administrative buildings, libraries, learning facilities, classrooms, meeting and reading-rooms, and other socially and academically viable services for a learning environment such as excavation of wells, gardens, multipurpose rooms, and mosques. Rationale /Community Impact This expansion of the national university branches in the federal member states’ capital will respond to social demand and developmental imperatives. It facilitates meeting public expectations and the satisfaction of the general public for knowledge and higher education delivery at free and affordable public university in the FMS branches. This expansion will increase the national enrollment rate of the university by bringing education closer to students’ doorsteps. It will create employment opportunities for thousands of Somali teachers and administrators. As all hurdles to accessing public education are reduced or eliminated, this will enhance the creativity and inventiveness of Somali students. By establishing university branches in each of the federal member state’s capital, the project will provide more accessible and convenient higher education opportunities for all Somali citizens, regardless of their location. This will also promote equity in education and help to bridge the education gap between urban and rural areas. Potential Cost The estimated capital investment required for this project is $80 million. These costs include the construction of new buildings, classrooms, libraries, gardens, administrative offices, meeting halls, mosques, and the excavation of drinkable water wells. Education


NATIONAL ECONOMIC COUNCIL | JAN 2023 17 Project Name Affordable Urban Housing for IDPs Sector Recovery | Sub-Sector: Affordable Housing Project Description The Project is aimed to provide sustainable housing solutions for an estimated 2.1 million internally displaced persons (IDPs) in Somalia, particularly in urban areas, where the majority of IDPs reside. The project’s goal is to prevent forced evictions for 450,000 to 600,000 IDPs and provide protection for IDP households by supporting the creation of livelihoods to ensure that households can sustainably pay their rent and gain employment. The project will construct minimum 21 square meters housing units as the average household size of IDPs in Somalia is slightly 3.9. 30% of the total land will be reserved for open spaces including public gardens, streets, and sidewalks. The project scope includes land acquisition, urban planning, and construction, establishment of a housing fund, operations in multiple member states, and strong linkages with commercial development and support for provision of essential services such as power, water, sanitation, and education, and health services across select municipal areas in Somalia. Rationale/Community Impact The rationale behind this project is to provide an affordable and sustainable housing solution for Somali IDPs that can be replicated and scaled, combining infrastructure, water and sanitation, power and private sector services, using a blended financing instrument/housing fund as part of a new spatial development model that supports job creation. The project will support a quicker transition to durable shelter solutions for IDPs and addresses some of the underlying structural deficiencies that perpetuate and compound the challenge of providing durable solutions such as land tenure issues, improved planning, better coordination of services across different populations and sectors. This will ensure that the top leadership of the country is always informed and aware of the state of government activities, enabling them to make sound decisions that will benefit the people of Somalia. Decades of armed conflict, natural disasters, and disease outbreaks have further compounded these difficulties. As a result, the country’s infrastructure is in dire need of improvement. This is crucial for promoting trade and tourism, and for the overall development of the country. The proposed project is the construction of a Convention Centre in Mogadishu, the capital and largest city of Somalia. The centre will be one of the largest in the region and its goal is to provide a state-of-the-art conference facility for hosting major exhibitions, conferences, and social events. It will be a conference center with a seating capacity of around 2,500, an ICT section, and a cultural exhibit hall. Rationale/Community Impact The prolonged civil war and limited financial capacity in Somalia has made it difficult to conduct large conferences with the necessary facilities. The convention centre will provide a much-needed solution to this problem, with ample capacity to accommodate thousands of people for international and national gatherings. It will also provide a versatile and multi-functional space for hosting business exhibitions, conferences, summits, sports events, and social events. These centers will serve as hubs for mentorship, skill-building, and community engagement, with a specific focus on promoting peace, entrepreneurship, employment, and countering extremist ideologies. Rationale /Community Impact Somalia has a large youth population that is at risk of being marginalized and susceptible to extremist ideologies. These youth centers will provide a safe and positive environment where young people can come together, receive mentorship and training, and become active members of their communities. By providing opportunities for skill-building and economic empowerment, the centers will also help to create jobs and stimulate economic growth. Additionally, the centers will play a crucial role in promoting peace and stability in the region by providing alternatives for youth who may be at risk of radicalization. The centers will provide a range of activities, including vocational training, counseling, and sports activities. The centers also aim to establish strong links with the local communities by involving local leaders and organizations in the development and operation of the centers. This project will help in the efficient utilization of hospitals and primary health care services. Currently, hundreds of thousands of Somali citizens seek medical care outside of their country each year, often traveling to countries such as Turkey, India, Kenya, and Ethiopia. The Federal Government of Somalia (FGS) is committed to improving health-care delivery in the country, in order to save lives and reduce the financial burden on its citizens. Rationale/Community Impact • The establishment of a referral hospital in Somalia will ensure that patients receive optimal care close to their homes. This will ensure that patients who need specialized services can access them in a timely way and at a reduced cost compared to seeking such services outside of the country. • Additionally, a referral hospital staffed with experienced doctors will build the capacity of Somali doctors and medical students, thereby enhancing access to better quality care for future generations. • This project will also help strengthen the fraternal relationship between the Kingdom of Saudi Arabia and the Federal Republic of Somalia, as Somali citizens will benefit from Saudi-funded health care services. • Investing in the development of a referral hospital in Somalia is a cost-effective measure that will bring measurable benefits to the health and welfare of the Somali people, and will further strengthen the ties between the Kingdom of Saudi Arabia and Somalia. Potential Cost The total capital investment for this project is $100-11o million, which includes the cost of construction, as well as the initial costs of staffing the hospital with professional health experts.

The prolonged armed conflicts in the country have created a significant maintenance backlog for road infrastructure. The international community’s support, in addition to humanitarian aid, is crucial for the recovery and sustainable development of the country. The project aims to provide a modern and efficient infrastructure by constructing highways between the capital city of Mogadishu and the coastal cities of Warshiekh and Adale. The Mogadishu-Adale Road will begin from the southern part of Mogadishu and head southward, passing through Warsheikh to Adale. The road infrastructure will provide the basic backbone for social and economic development of the country. This investment will not only help improve the quality of life for people in the region but will also help stabilize the country and create a sustainable future for all Somali citizens. The road is an earth road travelling along the Indian Coast eastwards of Mogadishu, and it is classified as national primary road according to the Somalia’s road network classification as it connects more than two regions. This road connects five regions. Investing in this road is a crucial first step toward the area’s sustainable development which will in turn spur significant economic growth improve community connections and growth; improve ties between the public and the private sector. 24 NATIONAL ECONOMIC COUNCIL | JAN 2023 Project Name New Mogadishu Airport Construction Sector Infrastructure Project Description Physical infrastructure, particularly roads, airports, ports, and other facilities, is urgently needed in Somalia to improve the transportation of goods, services, and people. A recent study by the National Economic Council of Somalia highlighted that priority should be given to roads and bridges (88%), followed by ports and airports (84%). Mogadishu’s Aden Adde International Airport, despite undergoing renovations by a private Turkish company in 2013, still lacks the necessary infrastructure and capacity to meet international standards and the needs of the growing travel industry. In particular, the airport has faced a number of accidents and incidents related to limited terminal space and baggage handling. To address these issues, the proposed project is to construct a new international standard airport in Mogadishu. This new airport will feature a high-security area and reduce the time required for boarding and waiting for baggage on arrival. Adequate car parking will also be included to accommodate the number of cars coming to pick up or drop off passengers. Automated parking lots will be available to park hundreds of cars, and facilities for online ticketing and boarding pass will also be provided. Additionally, a visitor’s area with a cafeteria or restaurant will be provided to avoid airport security breaches, and waiting and rest places for transiting passengers, such as hotels within the airport, will also be included. Rationale /Community Impact This new airport with necessary facilities will have a significant impact by providing adequate service for cargo, aircraft, passengers, modern ticketing and boarding pass facilities, and a visitors’ area. Furthermore, the project will enable reliable airport security for passengers and airport workers, with sufficient car parking slots for all passengers. Potential Cost The construction of this international standard airport with a hotel, adequate baggage handling, automated car parking slots, visitors area, cargo storage facilities, aircraft storage, passenger shelters, terminal buildings, and modern building systems, is estimated to cost $700 - $850 million USD. NATIONAL ECONOMIC COUNCIL | JAN 2023 25 Project Name New Mogadishu Port Construction Sector Infrastructure Project Description Somalia’s long coastline and numerous maritime transport facilities, including the major ports of Mogadishu, Bosaso, Berbera, and Kismayo, offer significant potential for trade and commerce. In 2013, the government approved a 20-year agreement with the Turkish corporation Al-Bayrak to modernize and maintain the Port of Mogadishu. While this partnership has improved port services, there are still limitations in terms of capacity and environmental and security challenges that must be addressed. To address these challenges, the proposed project is to construct a new standard port in Mogadishu with a new cargo corridor and shipping facilities. The current port is located in the heart of the city, between the airport and the Statehouse, causing significant transportation difficulties for cargo and containers and increasing the risk of security incidents, road accidents, and traffic jams. The new port will be strategically located to alleviate these issues, while also enabling higher volumes and larger vessels and reducing environmental and security risks. Rationale/Community Impact The construction of a standard and modern port with a cargo corridor and necessary facilities is crucial for the country’s economic development and regional trade integration. It will save time and money by reducing disruption and shipping, while enabling increased trade and commerce. Potential Cost The construction of a new standard port, cargo corridors and other shipping facilities is estimated to cost $500 - $650 million USD.v Infrastructure


26 NATIONAL ECONOMIC COUNCIL | JAN 2023 Project Name Mogadishu Special Economic Zone (MSEZ) Sector Economic Governance, Sub Sector Concession Project Description The proposed project is the establishment of a Special Economic Zone (SEZ) that expands the current footprint of the Mogadishu International Airport (MIA) or Jazeera to include other satellite investment areas. This anchor investment will not only support the formalization of the economy, significant expansion of national and international Small to Medium Enterprises (SMEs), and the strengthening of Mogadishu as a trading hub, but it also broadens the revenue base for the Federal Government, potentially mobilizing millions of dollars to support fiscal sustainability. Additionally, it could provide the basis for regional commodity trading. Alongside the Mogadishu SEZ, complimentary infrastructure such as roads connecting production centers with ports will be developed, setting up Container Depots and Container Freight Stations where necessary to enhance trade recordation and formalization and to lower trade logistics costs. The SEZ would be operated through a Concession/Public Private Partnership (PPP) model on a Build, Operate and Transfer (BOT) basis, with a 30-year operating concession. It would also lead to the extension of government presence and services in conflict areas. The project will develop both forward and backwards linkages with trade and service value chains, be supported by ancillary investments, and generate spinoff projects. It will integrate with Mogadishu Port and security will be provided by UNMAS. Rationale /Community Impact The potential macro-economic benefits of this project include significant induced and catalytic impacts on economic growth and employment in Mogadishu and its market environment, as well as net government revenue increases from SEZ Authority Fees, Sales Tax, and increased economic growth and trade. It also supports Economic Counter Insurgency (E-COIN) and political benefits by providing fiscal support to the Federal Government and providing a counterbalance to port and freezone development in Somaliland and Puntland. It could become a ‘cash cow’ for the federal Government, supporting long-term sovereignty. Additionally, the project will support the National Development Plan (NDP) Private Sector Development by improving access to financial services and markets, catalyzing investment opportunities for the private sector, building public-private-partnerships and social franchising networks to improve access to quality social services and support fiscal sustainability goals. Potential Cost The total cost of the two-phase project (years 1-10) in the form of Capital and TA Financing, Public and Private is estimated at $457 million – $ 557 million. Infrastructure
