bwohl Windhoek zu den zwanzig teuersten Städten Afrikas gehört, scheint die Stadt im Vergleich zu anderen Städten des Kontinents weniger teuer geworden zu sein. Der Numbeo-Lebenskostenindex stufte Windhoek in diesem Jahr auf Platz 13 der teuersten Städte Afrikas ein, während der Index Namibia für 2021 auf Platz 10 einordnet hatte. In 2020 lag Windhoek auf Platz 4 des Kontinents, währen Windhoek im vergangenen Jahr nicht auf dem Index vertreten war. Die zehn teuersten Städte in Afrika sind dem Index zufolge Dakar im Senegal, gefolgt von Addis Abeba in Äthiopien, Abidjan in der Elfenbeinküste, Harare in Simbabwe, Johannesburg in Südafrika, Lagos in Nigeria, Pretoria in Südafrika, Gaborone, Botswana, Kapstadt in Südafrika und Khartum im Sudan. Der Index untersucht die relativierten Kosten für verschiedene Kategorien wie Miete, Lebensmittel-, Restaurantpreise und die lokale Kaufkraft der Bevölkerung. Aus der Studie geht hervor, dass eine Person in Johannesburg mindestens 42 000 N$ benötigt, um den gleichen Lebensstandard in Windhoek mit 37 300 N$ zu halten, vorausgesetzt, man zahlt Miete in beiden Städten. In Pretoria bräuchte man 39 000 N$, um den gleichen Lebensstandard zu halten, den man mit 37 800 N$ in Windhoek sich beköstigen könnte, vorausgesetzt, man zahlt auch hier Miete in beiden Städten. In Kapstadt bräuchte man 44 000 N$ um den Le-

bensstandard zu halten, den man mit 36 900 N$ in Windhoek haben kann. Der Studie zufolge kostet die Miete für eine Ein-Zimmer-Wohnung im Zentrum von Windhoek etwa 6 388 N$ und in den Vororten etwa 5 000 N$. In Johannesburg kostet die Miete im Stadtzentrum 7 024 N$ und in den Vororten 6 434 N$, während sie in Pretoria unterschiedlich die Miete 5 483 N$ und 5 966 N$ kostet und in Kapstadt 11 835 N$ beziehungsweise 8 129 N$ in den Vororten kostet. Neben der Miete können die monatlichen Nebenkosten in Windhoek für eine Wohnung von 85 Quadratmetern 1 590 N$ betragen. In Johannesburg kosten die Nebenkosten 1 503 N$ und in Pretoria 1 511 N$ pro Monat. In Johannesburg belaufen sich die Ne-

benkosten auf 1 853 N$, in Pretoria 1 682 N$ und in Kapstadt auf 1 274 N$ pro Monat. Der Kauf eines neuen Volkswagen Golf oder eines gleichwertigen Autos kostet in Johannesburg etwa 347 050 N$, in Pretoria 300 000 N$ und in Kapstadt 320 000 N$, während er in Windhoek das Fahrzeug 150 000 N$ kosten soll. Die monatlichen Unkosten für eine private Vorschule oder einen Kindergarten für ein Kind belaufen sich in Windhoek auf etwa 2 124 N$, während sie in Johannesburg 4 012 N$, in Pretoria 3 836 N$ und in Kapstadt 3 836 N$ betragen. Bürgermeisterin will Schulkindern helfen

tenvereinigungen und die Lehrergewerkschaft NANTU dem Bildungsministerium und der zuständigen Ministerin Anna Nghipondoka die schlechten Ergebnisse der Abschlussprüfungen für die 12. Klasse die Schuld geben, hat die Swakopmunder Bürgermeisterin eine pragmatische Initiative ergriffen. Wie die dortige Stadtverwaltung gestern mitteilte, berief Bürgermeisterin Dina Namubes letzten Freitag ein Treffen mit den besten Schulabgängern einiger Swakopmunder Schulen ein. Sie diskutierte mit ihnen über das aktuelle Bildungssystem und die niedrige Anzahl von nur etwa 3 800 erfolgreichen Absolventen gegenüber den 38 000 Kandidaten. Namubes und Stadtratsmitglied Claus Goldbeck erkundigten sich bei den Schülern über die Probleme und Schwierigkeiten, die sie aus Sicht der Schulabgän-

ger über die Änderung des Lehrplans und des Bildungssystems empfinden und was sie beim Lernen behindert. „Die Bürgermeisterin möchte einen Plan entwickeln, um den Swakopmundern und möglicherweise ganz Namibia bei der Untersuchung des Problems zu helfen. Sie brachte die besten Schüler der Namib High, der West Side High und den Nachhilfelehrer Elvino Bezuidenhoudt, der auch Schüler der Westside High hilft, zusammen, um an der Suche nach einer Lösung teilzunehmen. Es habe aufschlussreiche und erleuchtende Diskussionen mit Empfehlungen und Ideen gegeben, welche positive Veränderungen für die Gesellschaft als Ganzes bewirken können. Der Stadtrat will in Zukunft mehrere Debatten zu verschiedenen Bildungsthemen führen und beabsichtigt auch, Methoden zur Verringerung der Lärm- und Umweltver-

Swakopmunder Wasserzufuhr bleibt gedrosselt

gedrosselte Wasserzufuhr von NamWater nach Swakopmund bleibt auch nach dem 18. Januar in Kraft. Die Swakopmunder Stadtverwaltung hatte am Montag die Medien darüber informiert, indem sie ihnen einen diesbezüglichen Brief von NamWater, datiert vom 5. Januar, weitergleitet hatte. Wie schon kurz vor Weihnachten habe ein Schwefelausbruch im Atlantik vor der Küste die Entsalzungsanlage bei Wlotzkasbaken erneut lahmgelegt. Die Anlage sei am Silvesterabend gegen 21 Uhr wieder in Betrieb genommen worden, sei aber am 5. Januar gegen 12 Uhr wieder wegen eines erneuten Schwefelausbruchs „bis auf Weiteres“ gestoppt worden. Die Swakopmunder Stadtverwaltung soll nun die nächtliche Wasserrationierung von 22h bis 5 Uhr morgens, die für den 21. Dezember bis zum 18. Januar gilt, auch danach fortsetzen. Laut NamWater habe sich der Pegel in den Reservoirs für Swakopmund und die Uranminen Rössing und Husab „auf knapp über fünfzig Prozent“ erholt. NamWater wird nach dem 18. Januar die Lage erneut begutachten.

Kautionsantrag verworfen

Windhoek (sno) • Ein weiterer

Antrag auf Kaution des im HeckmairMordprozess angeklagten amerikanischen Staatsbürgers Kevan Townsend wurde vom Obergericht in Windhoek am Montag abgewiesen. Das berichtete die namibische Tageszeitung (The Namibian) gestern. Die Richterin Dinnah Usiku strich den Antrag vom Gerichtsregister und gab an, dass die Sache nicht richtig beim Gerichtshof eingehändigt worden sei. Ihr zufolge waren der vorhergegangene Kautionsantrag und dessen Einzelheiten ihr nicht vorgelegt worden und konnte sie deshalb nicht wissen, warum dieser abgelehnt worden war. Richter Orben Sibeya hatte diesen vorhergegangenen Antrag auf Kaution von Townsend abgewiesen. Eine erneute Kaution darf nur beantragt werden, wenn neue Fakten und/oder neue Gründe dem Kautionsantrag beigelegt werden. Usiku gab an, dass Townsend, sobald die nötigen Unterlagen beim Obergericht eingereicht würden, erneut einen Kautionsantrag einreichen könne. Townsend und sein amerikanischer Landsmann Marcus Thomas werden davon beschuldigt, zum Jahresanfang 2011 den namibischen Gastronomen André Heckmair in der GusindeStraße in einem Fahrzeug mit einem einzelnen Kopfschuss ermordet zu haben. Der Prozess wird von Oberrichter Christie Liebenberg angehört und soll nach Angaben der Gerichtsunterlagen am 14. März am Obergericht in Windhoek fortgeführt werden. Der Prozess geht in sein zwölftes Jahr.

• Lehrergewerkschaft NANTU: Neues zentralisiertes Auszahlungssystem gescheitert Die Kritik am namibischen Bildungssystem wird trotz der Einführung eines neuen Systems zur Auszahlung der Gelder immer lauter. er Zugang zu qualitativ hochwertiger Bildung bleibt ein Wunschtraum: Schätzungsweise müssen sich 1 726 Schulen das Jahresbudget von 183,6 Millionen N$ teilen, was durchschnittlich nur 106 376,65 N$ pro Schule entspricht – kaum ausreichend, um jeden Schüler zu versorgen. Jüngst trat ein zentralisiertes Auszahlungssystem für Bildungszuschüsse des Bildungsministeriums in Kraft, über das die Mittel direkt an die Schulen gezahlt werden, wodurch bis zum 8. Dezember 2022 für das Schuljahr 2023 bereits insgesamt 183,6 Millionen N$ an die Schulen ausgezahlt wurden. Allerdings sind magere 58 Prozent dieser Mittel für Lehrstoff und Entwicklungsmaterial vorgesehen, um erforderliche Lehrbücher, Schreibmaterialien und andere Ressourcen abzudecken. Bisher haben drei abgelegene Schulen in den Regionen Kunene und Kavango-West aufgrund von Dokumentationsschwierigkeiten ihre Zahlungen noch nicht erhalten.

In Barracken müssen Schulkinder vor allem in den nördlichen Regionen den Unterricht beiwohnen, da nicht genügend Gelder locker gemacht weden.

Laut der Staatssekretärin für Bildung, Sanet Steenkamp, erwartet das Ministerium, dass das neue System der Direktzahlungen die Schulverwaltung verbessert. Unterdessen ist das System aber von einer erstaunlichen Ausfallrate von knapp über 80 Prozent betroffen, inmitten von enormem Mangel an Klassenräumen, schlecht ausgestattetem Lehrpersonal und einem unerreichbaren Minister, bzw. Ministerin. Dies ist die Ansicht des amtierenden Präsidenten der Lehrergewerkschaft NANTU, Daniel Humbu, der die Regierung aufgefordert hat, öffentlich zuzugeben, dass

an den Schulen für den neuen Lehrplan und die Lehrer wurden vor der Einführung des Lehrplans nicht angemessen geschult. Tatsächlich wurde die Mehrheit der Lehrer während des Überprüfungsprozesses im Jahr 2015 nicht konsultiert. Die Regierung hat geplant, zu scheitern“, sagte er. Die Regierung habe es zudem bis heute versäumt, Lehrer auszubilden, die für den Unterricht des AS-Niveaus in Schulen verantwortlich sind, und der neue Lehrplan habe Lehrer zu Administratoren gemacht, da 80 Prozent der Unterrichtszeit nun für Bürokratie anstatt zur Unterrichtsvorbereitung

sie wiederholt davor gewarnt wurde, den umstrittenen Lehrplan einzuführen. Die Gewerkschaft hat auch damit gedroht, ihre Mitglieder von den Schulen abzuberufen, wenn die Schulen die Personalnormen der „Operation NANTU ON“ nicht einhalten. Humbu zufolge wurde der überarbeitete Lehrplan übereilt ohne angemessene Planung und Unterstützung eingeführt, und die Regierung hat es kläglich versäumt, angemessene finanzielle Ressourcen bereitzustellen, um die Einführung des neuen Systems zu unterstützen. „Es gibt keine angemessenen Lehr- und Lernressourcen

und -forschung aufgewendet würden. Seit der Abschaffung der Schulgebühren in den staatlichen Schulen und der Einführung des sogenannten „Free Education System“ scheinen sich städtische Schulen daher teils kaum noch über Wasser halten zu können. Steenkamp gab an, das Ministerium habe ursprünglich geplant, mindestens 1 000 N$ pro Schüler und Jahr an Schulen bereitzustellen, aber die nationale Finanzlage mache dies unmöglich. Daher werde die jährliche Zuweisung von 200 N$ für Grundschüler und 300 N$ für Schüler der Sekundarstufe beibehalten.

nährungsprogramm der Vereinten Nationen (WFP) und Tololi Online wollen einen virtuellen Marktplatz einrichten, um den Marktzugang für lokale Landwirte zu verbessern und das Einkommen dieser Bauern zu steigern. Etwa 70 Prozent der namibischen Bevölkerung sind für ihr Einkommen und ihren Lebensunterhalt von der Landwirtschaft abhängig. Der virtuelle Marktplatz hat bisher über 100 Kleinbauern mit lokalen Märkten verbunden und wird mehreren Akteuren entlang der Lebensmittelwertschöpfungskette zugutekommen – vom Landwirt bis zum Verbraucher.

Ermittlungen gegen Polizisten

PLÖTZLICH ERHÖHTE PREISE FÜHREN ZU CHAOS IM NORDEN

Für diejenigen, die es während der Ferien in den Norden des Landes verschlagen hatte, wartete zu Ferienende eine böse Überraschung. Die Transportanbieter, die vor allem mit Kleinbussen und Siebesitzern Reisende durchs Land befördern, hatten sich ohne Ankündigung für eine Erhöhung der Transferkosten entschieden – und das ohne nötigen Grund, da die Spritpreise nicht gestiegen waren. So verlangten die Transportunternehmer zum Beispiel für ein Fahrt von Oshakati nach Walvis Bay eine Pauschale von 700 statt der bisherigen 450 Namibia-Dollar, was einem 55-prozentigen Aufschlag gleichkommt. Deswegen kam es vor Ort an den üblichen Abfahrtplätzen wie der Okatana-Tankstelle und dem Aupa-Indongo-Markt zur totalen Überfüllung durch Reisewillige, die versuchten dort eine günstigere Mitfahrgelegenheit zu ergattern. Sogar die Polizei patroullierte vor Ort, um ein Chaos zu verhindern. Der Polizeikommandant der Region Oshana, Kommissar Naftal Lungameni Sakaria, drückte sein Mitgefühl für Reisende aus, sagte jedoch, die Polizei habe kein Mandat, die Transportpreise zu kontrollieren. • FOTOS: TUYEIMO HAIDULA

die Bilanz, die aus einem Unfall resultiert, der sich bereits am 30. Dezember in der Ondangwa-Region ereignete. In der Frontalkollision involviert war der ranghohe Polizist Joseph Shikongo. Der Kommissar wurde bei dem Unfall verletzt und ins Krankenhaus Ongwediva Medical Park eingeliefert, aus dem dieser vergangene Woche wieder entlassen wurde. Jetzt bestätigte der Polizeisprecherin Kauna Shikwambi, dass gegen den leitenden Polizeiangestellten ein Ermittlungsverfahren eingeleitet wurde. Bisher hatte sich die Exekutivbehörde nicht zu dem Vorfall geäußert oder irgendwelche Details bekanntgegeben. amibia hat bis Sonntag zwei Fälle der neuen Coronavirus-Subvariante XBB.1.5 mit dem Spitznamen Kraken registriert, die als die immunevasivste und ansteckendste gilt. Gesundheitsminister Dr. Kalumbi Shangula erklärte jedoch, es bestehe kein Grund zur Panik, da bisher noch keine Krankenhauseinweisungen erfolgt seien und es derzeit auch keine Krankenhauseinweisungen im Zusammenhang mit Covid-19 gebe. „Unsere Situation ist stabil. Bisher haben wir keinen, der wegen Covid-19 ins Krankenhaus mussten. Wir sind nicht übermäßig besorgt, auch wenn wir immer noch neue Fälle registrieren. Wir sind gut vorbereitet, falls es schlimmer wird. Wir haben unsere Kapazitäten angepasst, da wir verschiedene Covid-

Bis Freitag wurde die Untervariante bisher in 29 Ländern nachgewiesen, und es wird erwartet, dass sie in den kommenden Wochen, wenn weitere Tests durchgeführt werden, in weiteren Ländern aufgespürt wird. In Südafrika und Nigeria wurden in der letzten Woche ebenfalls Fälle der neuen Untervariante festgestellt. Während in China in jüngster Zeit ein sprunghafter Anstieg neuer Covid-19-Fälle zu verzeichnen war, hat das asiatische Land noch keine Fälle der neuen Untervariante registriert. Unterdessen forderte Shangula alle Namibier auf, sich gegen Covid-19 zu impfen, um eine mögliche Gesundheitskrise abzuwenden. Internationale Experten sind jedoch besorgt, dass die neue Untervariante die Immunität durch frühere Impfungen unterlaufen könnte.

er ukrainische Präsident Wolodymyr Selenskyj hat die Lage in der schwer umkämpften Stadt Soledar im östlichen Gebiet Donezk als hoch angespannt beschrieben. „Es ist sehr schwer: Es sind dort kaum noch intakte Wände übrig“, sagte Selenskyj in seiner Videobotschaft in der Nacht zum Dienstag mit Blick auf die ukrainischen Soldaten in der stark zerstörten Stadt. Auch seine Vize-Verteidigungsministerin Hanna Maljar sprach von massiven russischen Angriffen. Ungeachtet der schwierigen Lage versicherte Selenskyj: „Auch wenn die Besatzer jetzt ihre größten Anstrengungen auf Soledar konzentriert haben, wird das Ergebnis dieses schweren und andauernden Kampfes die Befreiung unseres gesamten Donbass sein.“ Der Widerstand der ukrainischen Soldaten in Soledar verschaffe der ganzen Armee Zeit, so der Staatschef. „Die Schlacht um den Donbass dauert an.“ Zuvor hatte auch die stellvertretende Verteidigungsministerin

Politikerin Faezeh Haschemi ist wegen angeblich systemkritischer Äußerungen zu fünf Jahren Haft verurteilt worden. Dies berichteten die Onlinezeitungen „Hammihan“ und „Emtedad“ gestern unter Berufung auf ihren Rechtsbeistand. Das Urteil ist demnach noch nicht rechtskräftig. Haschemi war Ende September verhaftet worden, weil sie sich mit der Frauenbewegung solidarisiert hatte. Die Behörden werfen ihr vor, zu Protesten aufgerufen zu haben. Die 60 Jahre alte Haschemi ist die Tochter des 2017 verstorbenen Ex-Präsidenten Ali Akbar Haschemi-Rafsandschani und gehört seit Jahren zu den Kritikern des islamischen Systems. Die ehemalige Abgeordnete und Sportfunktionärin ist der politischen Führung der

Islamischen Republik ein Dorn im Auge und wurde bereits mehrmals festgenommen. Haschemi war als Frauenaktivistin stets gegen den Kopftuchzwang, obwohl sie sich selbst traditionell kleidet und verschleiert. Sie war Herausgeberin der Tageszeitung „San“ (Frau), die wegen ihrer feministischen Ansichten 1999 schließen musste.

China würde bei Invasion Taiwans wohl unterliegen Washington/Peking (dpa) • Eine In-

vasion Taiwans würde für China wohl nicht mit einem Sieg enden - und erhebliche Verluste für alle Kriegsparteien zur Folge haben. Das ist das Ergebnis eines Berichts des Zentrums für internationale und strategische Studien (CSIS) in Washington. Laut dem Bericht, der auf 24 durchgeführten Kriegssimulationen basiert, würde Taiwan im Falle eines Angriffs Chinas „in den meisten Szenarien als demokratisch und unabhängig bestehen bleiben“. Der zu zahlende Preis wäre jedoch für alle beteiligten Staaten enorm hoch. Die Chinesen würden demnach in den meisten der durchgeführten Simulationen zwei US-Flugzeugträger versenken. Zudem müssten die USA zwischen zehn

und 20 weitere Kriegsschiffe als Verlust verkraften. 3200 US-Soldaten könnten innerhalb von nur drei Wochen getötet werden. Weiter hieß es, Taiwans Streitkräfte würden zwar nicht vollständig bezwungen, jedoch stark geschwächt werden. Sie müssten eine Insel verteidigen, auf der die Grundversorgung zusammengebrochen ist. Für China hätte eine Invasion demnach jedoch noch weitaus größere Verluste zur Folge. Nicht nur würde der Angriff scheitern. Rund 10 000 chinesische Soldaten könnten fallen und Zehntausende in Kriegsgefangenschaft landen. Zudem würde die Volksbefreiungsarmee 155 Flugzeuge und 138 Kriegsschiffe verlieren. Die Marine des Landes würde „in Trümmern liegen“.

Der FC Bayern kann nach Informationen der „Bild“ doch noch auf einen Transfer von Yann Sommer hoffen. Die Münchner müssten dem Bericht zufolge aber für den Torhüter des Bundesliga-Konkurrenten aus Mönchengladbach mehr bezahlen als eigentlich geplant. Demnach wäre die Gladbacher Vereinsspitze bei einer Summe zwischen acht und zehn Millionen Euro bereit, den vertraglich bis Ende Juni gebundenen Schweizer abzugeben. er amerikanische Autohersteller General Motors will zusammen mit Andretti Global von Rennfahrer Michael Andretti in die Formel 1 einsteigen. Das kündigten die beiden Unternehmen in einer digitalen Pressekonferenz an. Einen genauen Einstiegszeitpunkt nannten sie nicht. „Wir werden so

schnell auf der Strecke sein, wie es Sinn macht“, sagte Michael Andretti, Sohn der Rennlegende Mario Andretti. Sie seien zuversichtlich, dass es bald sein werde. „Heute ist der erste Schritt auf dem historischen Weg, das General Motors hoffentlich in der Formel 1 starten wird“, sagte GM-Präsident Mark Reuss. FIA-Boss bin Sulayem twitterte umgehend nach dem Ende der Pressekonferenz, dass er die Nachricht „begrüße“. Klarer Topkandidat auf eines der beiden Cockpits ist Colton Herta. Im Jahre 1929 in Windhoek geboren lernt Peter Stark, wie so viele „Südwester”, schon als Kind den Umgang mit einer Jagdwaffe und von einem Farmarbeiter das Verhalten des Wildes. Seine Liebe zur freien Natur, dem Reitsport und vor allem der Jagd, verführten ihn zu Abenteuern, die ihn oft in Schwierigkeiten brachten. Seine Einstellung zur Jagd ändert sich drastisch, als er von der Abteilung Naturschutz der ehemaligen SWAAdministration angestellt wird und er nun die Wilddiebe aufspüren muss, um das Wild im Etoscha-Nationalpark als Wildhüter zu beschützen.

Mein Amt als Naturschutzbeamter nahm ich sehr ernst, konnte es aber nur in meiner dienstfreien Zeit ausüben, wenn ich zum Wochenende nicht mit meinen Mannschaften zu irgendeinem Turnier ging. Wir übernachteten dann so wie zu alten Zeiten im Busch in meinem Trainingsgebiet. Dieses Gebiet und sein Wild hütete ich als wär’s mein Eigentum. Ich verbrachte zahllose Nächte im Ansitz auf Wilddiebe. Hier hatte ich es mit äußerst gewieften Gegnern zu tun. Die Wilddiebe kamen aus allen Bereichen des Lebens. Polizisten, Verkehrsbeamte, Militär, Städter und Farmer, alles klaute. Fast alle hatten moderne, schnelle Fahrzeuge, Funkverbindung, Gewehre mit Schalldämpfern, Nachtsichtausrüstung und die besten Ferngläser. Für meine Naturschutzarbeit hatte man herzlich wenig Verständnis. Von meiner eigenen Einheit wurde mir ein meist uralter, abgeschriebener Landrover zur Verfügung gestellt. Meine Gehilfen waren unerfahrene Korporale oder Truppler aus meiner eigenen Kompanie, die ich nach jeder neuen Einnahme neu anzulernen hatte. Dabei musste ich schwer aufpassen, denn manche wurden bewusst auf mich angesetzt, um vorzeitig meine Gegner von meinen Vorhaben zu unterrichten. Das merkte ich meist zu spät. Scherzhaft sagte ich oft, auf mich als Person würde besser aufgepasst als auf den jeweiligen Staatspräsidenten. Laufend musste ich Sherlock Holmes spielen. Nur den Allerwenigsten konnte ich vertrauen. Einer überragte alle meine Helfer um Haupteslängen, Korporal Leo Koekemoer. Er entwickelte sich unter meiner Anleitung zu einem sehr guten Spurenleser und er konnte mich in meiner Abwesenheit vertreten. Es war mein eigenes Risiko und das Risiko war groß. Leider musste er mich nach seiner Dienstpflichtzeit wieder verlassen. Dafür ist er noch heute einer meiner besten, treuesten jugendlichen Freunde. Um Erfolg gegen Wilddiebe haben zu können, konnte ich nur durch Überraschung Erfolge erzielen. Nachts ohne Lichter in dem bombenbestückten Gebiet herumzufahren war gang und gäbe. Jederzeit konnte man mit einem Freipass in den Himmel fliegen. Ich verließ mich auf

meinen Schutzengel und der hielt weiterhin seine schützende Hand über mich. Wenn ich meine Erfolge mit denen in Etoscha vergleiche, waren es herzlich wenige. Zumindest war meine Person sehr gefürchtet und bekannt und das war schon viel wert. Meine Hauptaufgabe war es jedoch, Kompaniechef zu sein. Ich hatte ca. 120 Soldaten unter mir. Die Routine nahm viel Zeit in Anspruch. Ich versuchte immer, für meine Truppen ein guter Vater zu sein, sehr streng, aber gerecht. Das hat man mir auch immer wieder nachgesagt. Mein größter Wunsch war es, einen positiven, unternehmungslustigen Geist und Stolz in meiner Kompanie zu entwickeln. Oft hatten sie zuviel Stolz und Unternehmungsgeist und ich musste dann viel Verständnis für meine Leute aufbringen. Wir ließen uns einfach nicht unterkriegen. Mehr als einmal hatten sie die Truppen anderer Kompanien vertrimmt und ich musste dann die Kastanien aus dem Feuer holen. Für mich galt stets der große Grundsatz: „Richtig ist richtig, verkehrt ist verkehrt!“ Jedes Jahr wurden die verschiedenen Trophäen zwischen den Kompanien und Einheiten ausgetragen. Eine Trophäe mussten sie gewinnen: Die Kompanie mit den besten Schießresultaten.

Mit meiner Verwaltungsarbeit hinkte ich meist sehr hinterher, einfach deswegen, weil ich nie genug Personal hatte. Meine Leute, die mir zugeteilt wurden, wurden oft auf Fortbildungskurse geschickt. Dann ging ich morgens schon um zwei Uhr ins Büro und erledigte meine Schreibarbeiten selbst, damit ich bei Tagesanbruch mit meinen Dienstpferden arbeiten konnte. Den Rest des Tages war ich mit der Ausbildung von Truppen und Pferden beschäftigt. Später hatte die Einheit einen Bestand von über siebenhundert Pferden. Für den Ankauf von Pferden war ich auch verantwortlich. Die meisten Pferde kaufte ich bei Züchtern und Farmern in Südwestafrika. Ich kannte die Züchter und die meisten Farmer persönlich und wusste, dass sie ehrlich waren. Halbwilde Pferde konnte ich spottbillig auch auf den Farmen kaufen und die Pferdetransporte von über 120 Pferden zweimal im Jahr wurden per Eisenbahn nach Potchefstroom geschickt. Beherzte Truppen mussten dann unter meiner Anleitung und Aufsicht die Pferde zähmen und einreiten. Wer am besten mit Pferden umging, bekam mehr als einmal einen zusätzlichen Wochenendpass. Das zog bei den Truppen! Ich hatte voll und ganz die Verantwortung für die Entwicklung der Sportpferde und der Reiter. Ich konzentrierte mich dabei auf Springen, Dressur und Vielseitigkeit. Vielseitigkeit (military) war mir der liebste Sport. Das waren Reiter und Pferde mit Mumm

in den Knochen! Mittwochnachmittags war Sport angesagt: Ich wählte Schießen mit der 9 mm-Pistole und mit der R1. Meine Soldaten gewannen viele Medaillen. Ich selbst konnte mehrmals den Preis für den besten Schützen in meinem Bereich gewinnen. Mit all der Verantwortung, die auf mir lastete, war jeder Tag voll ausgefüllt und ich fiel so manchen Abend todmüde ins Bett, nur um von vier Uhr früh am nächsten Morgen wieder auf den Beinen zu sein. Es war eine harte Arbeit und oft mit viel Frust verbunden. Nach fünf Jahren als Major wurde ich zum Kommandanten (Oberstleutnant) befördert. Aus den von mir ausgebildeten Reitern wurden einige mehrfache südafrikanische Meister, im Springen wie auch in der Dressur und vor allem in der Vielseitigkeit entwickelten sich langjährige Meister. Heute noch, wenn ich als alter Mann ein Turnier besuche, kommen immer wieder erfolgreiche Reiter zu mir, nur um mich zu sehen und mit mir zu plaudern. Unter ihnen habe ich heute noch gute Freunde. Alle hatten mal bei mir ihre Ausbildung durchgemacht. Mehrere dieser Reiter besitzen heute gutgehende Turnier- und Reitställe und bedanken sich immer wieder bei mir, dass ich ihnen die Grundlage für einen erfolgreichen Lebensweg vorbereitet habe. Dann wird mir warm ums Herz, denn dann hat die Aufgabe des Lebens einen Sinn gehabt.

Jakarta (dpa) • Ein schweres Erdbeben in Indonesien hat über Hunderte Kilometer Erschütterungen ausgelöst. Die US-Erdbebenwarte USGS gab die Stärke mit 7,6 an. Die indonesische Behörde BMKG schätzte die Stärke auf 7,9. Einwohner in der nordaustralischen Stadt Darwin rund 600 Kilometer weiter südlich spürten die Auswirkungen deutlich. Nach diesen Angaben dauerte das Beben zwei Minuten.

Teheran (dpa) • Die schwierige Wirtschaftslage im Iran schlägt sich auch auf dem Automarkt des Landes nieder. Laut einem Bericht der Zeitung „Hammihan“ sind die Autopreise im vergangenen Monat im Vergleich zum Vormonat um 40 Prozent gestiegen. Ein Import von Fahrzeugen aus dem Ausland könnte die Preise wieder senken, hieß es. Der Iran leidet unter den internationalen Wirtschaftssanktionen.

Paris (dpa) • Bei einem Lawinenabgang in den französischen Alpen ist ein Mensch gestorben. Die Lawine sei im Ubaye-Tal abgegangen, berichtete der Fernsehsender BFMTV. Mindestens sieben Skifahrer seien von den Schneemassen mitgerissen worden. Fünf wurden verschüttet, vier von ihnen überlebten und wurden gerettet. Den Angaben zufolge handelt es sich bei der Toten um eine Frau.

Der unbemannte Frachter habe sich am Montag auf den Weg zurück zur Erde gemacht, teilte die USRaumfahrtbehörde Nasa mit und wird heute erwartet.

Die staatlichen Schulen in der Megametropole würden bis Ende der Woche zu bleiben, hieß es von der Bildungsbehörde. Auch Privatschulen wurde geraten, dem Beispiel zu folgen. Zuletzt sei in Delhi demnach eine Temperatur von 1,9 Grad gemessen worden - so kalt sei es in Delhi in den vergangenen zehn Jahren äußerst selten gewesen.

Kalifornien erlebt derzeit eine dritte Woche schwerer Winterstürme mit starkem Regen, heftigen Winden und Überschwemmungen. Erst am Montag ordneten die Behörden in mehreren Regionen erneut Evakuierungen an. Im Süden des Westküstenstaates, in der Region um die Küstenstadt Santa Barbara, wurde vor Überschwemmungen sowie Schlamm- und Gerölllawinen gewarnt. Betroffen war auch der Ort Montecito. Viele Bäche und Flüsse im bevölkerungsreichsten Bundesstaat der USA sind als Folge der Winterstürme über die Ufer getreten, Straßen in den am schwersten betroffenen Regionen teilweise unbefahrbar. Müllabfuhr im All

• Wie Start-ups das Weltall aufräumen wollen Im Orbit der Erde wird es immer voller. Metallteile schwirren um den Planeten und bergen Risiken für die Raumfahrt. Deshalb müssen sie entfernt werden. Einige Unternehmen sehen darin einen Zukunftsmarkt. Von Jessica Lichetzki, dpa FRANKFURT/MAIN

an braucht sie für Handyempfang, Bankgeschäfte oder Navigationssysteme: Satelliten dienen im Weltraum längst nicht allein der Forschung. Doch viele der Flugkörper sind mittlerweile funktionslos und umkreisen die Erde als Weltraumschrott. Mit Hilfe von Startup-Unternehmen möchte die europäische Weltraumagentur ESA für mehr Ordnung sorgen. Manche Firmen hoffen auf gute Geschäfte. Gemeinsam mit dem Schweizer Start-up-Unternehmen Clearspace will die ESA einen Roboter in die Erdumlaufbahn schicken, der mit seinen Greifarmen Trümmerteile und defekte Satelliten entfernen soll. Clearspace-1 soll 2025 zur ersten Aufräumaktion ins All starten. „Der Markt steckt noch in den Kinderschuhen, aber wir müssen ihn fördern“, erläutert Holger Krag, Leiter des Programms Weltraumsicherheit der ESA. Mehr als 100 Millionen Euro investiert die Agentur in das Projekt. Auch Privatinvestoren sind an der Mission beteiligt. Derzeit befinden sich mehr als 35 000 Flugkörper im All, die größer als zehn Zentimeter sind. 130 Millionen Teile sind kleiner als ein Zentimeter. „Wie bei allen Umweltproblemen muss man erstmal Müll verhindern, bevor man Müll abräumt. Sind wir gut im Verhindern? Nein“, betont Krag.

Daher müsse eine Aufräumaktion her. Geplant ist, dass der Müll beim Eintritt in die Erdatmosphäre verglüht. In der Zukunft sollte Müll gleich verhindert werden, sagt der Experte.

Auf die Industrie setzen

Noch sei das Projekt relativ kostspielig. „Natürlich ist Raumfahrt teuer. Auch eine Abräummission ist sehr teuer, vor allem die erste“, berichtet der Experte. Man setze in diesem Bereich, ähnlich wie bei der Autoproduktion, auf die Entwicklung von Routine. Auch Manuel Metz vom Deutschen Zentrum für Luft- und Raumfahrt sieht in Aufräummissionen ein künftiges Geschäftsmodell. „Die Idee ist ganz klar: Es soll eine Perspektive geben, kommerzielle Dienste und Anwendungen damit umzusetzen.“ Krakenartige Roboter, die den Müll aus der Umlaufbahn fischen, reichten allein nicht aus, erläutert Metz. Vielmehr müsse es ein Zusammenspiel verschiedener Technologien geben. „Ich habe den Eindruck, dass die Industrie da eine Marktperspektive sieht. Es gibt in mehreren Ländern verschiedene Ansätze, die erprobt werden.” Teilweise werden bereits Satelliten mit spezifischen Griffen ausgestattet, um die Flugkörper später leichter zu entfernen. Wichtig seien außerdem Beobachtungstechnologien, um die Objekte genau zu lokalisieren. Eine solche Monitoring-Strategie verfolgt beispielsweise das hessische

Start-up Vyoma. Das Unternehmen will mit eignen Satelliten Echtzeitdaten sammeln, die Weltraummüll lokalisieren können. Im Erdorbit gebe es viele Satelliten, die Ausweichmanöver machen müssten, weil die Daten teilweise bis zu 48 Stunden alt seien, berichtet Mitgründer Stefan Frey. Echtzeitdaten würden die Prognose über mögliche Kollisionen mit Weltraumschrott verbessern und eine aktive Entfernung ermöglichen. Die Daten liefern beispielsweise Auskunft darüber, ob und wie schnell sich ein Objekt dreht. Datensammeln ist allerdings nicht billig. „Bei bodengestützten Sensoren liegt der Preis zwischen 2 500 und 90 000 Dollar pro Monat für die konstante Überwachung von einem Objekt“, berichtet Frey. Das Start-up wolle sich nicht auf ein Objekt beschränken, sondern mehrere überwachen. „Bei uns gibt es einen Skalierungseffekt“, sagt der Unternehmer. Die Überwachung eines Objektes soll dadurch im Monat ein paar Hundert Euro kosten, so dass auch einige von ihnen in den Blick genommen werden können. Der erste der beiden Vyoma-Satelliten soll 2024 starten. Kommerzielle und institutionelle Kunden gebe es bereits. „Das wird erstmal reichen, um einen Katalog aufzubauen von Objekten, die größer als 20 Zentimeter sind“, sagt Frey. Anschließend sollen zehn weitere Überwachungssatelliten folgen. Nach einer Mission sollen die Satelliten in eine bestimmte Umlaufbahn gebracht werden, um herunterzukommen und in der Erdatmosphäre zu verglühen. „Wir wollen das All ja nicht selber zumüllen.“

Es gab demnach zwar Fortschritte zwischen 2000 und 2021: Die Sterblichkeitsrate von Kindern unter fünf Jahren ist um 50 Prozent zurückgegangen, die der Älteren bis 24 Jahre um 36 Prozent und die Zahl der Totgeburten um 35 Prozent. Dennoch: Wenn Mütter während der Schwangerschaft und Geburt besser betreut gewesen wären und junge Leute Zugang zu einer guten Gesundheitsversorgung gehabt hätten, hätten die meisten der Todesfälle vermieden werden können, teilte das UNKinderhilfswerk Unicef mit.

Durch verstopfte Straßen in den Stoßzeiten habe ein durchschnittlicher Pendler im vergangenen Jahr dort 74 Stunden verloren. In Berlin kam er demnach auf 71, in Hamburg auf 56 Stunden im Stau. In London (156 Stunden), Chicago (155 Stunden) und Paris (138 Stunden) ist es demnach weit schlimmer. Für Palermo (121 Stunden) ermittelte Inrix eine Durchschnittsgeschwindigkeit von gerade mal 14 Stundenkilometern in der Innenstadt.

It is no secret that parents are truly essential for each child to feel cared for and supported in their life. Parents and children should connect and promote positive ways of interaction to keep relationships knit. riends are people who have similar interests and interact with each other, or a person who you bond with. Children develop friendships with those they interact with in different environments. Friendships have great benefits for children when the right friends are chosen. Ensure that they know how to select the right ones and that they are good friends to others as well. Choosing the right friends will not only make their relationships easier to be in, but will also keep them away from harmful situations that are sure to happen if they pick the wrong ones to interact with and get attached to. aising a teenager can be one of the most stressful stages of parenthood. Teenagers can become very difficult to deal with and raise, so they may test your patience, but you need to keep in mind that they too are going through a difficult time and are confused. “My children all changed when those teenage years hit, and they definitely tested me, but I always reminded myself that I am the parent and I needed to learn to understand them,” mother of three, Cynthia Martin, said. She added that when it comes to your feelings about your child’s behaviour, do not feel bad for feeling bad.

Expanding SARB mandate talks downplayed

The South African Reserve Bank (SARB) has repeatedly said bolstering economic growth and job creation fall outside the scope of monetary policy.

outh African President Cyril Ramaphosa played down suggestions that an amendment to the central bank’s mandate is imminent, while confirming that a possible change remains under discussion. Any change to the mandate of the South African Reserve Bank (SARB), which focuses on curbing inflation, will take time, Ramaphosa told reporters in Johannesburg on Monday. Last week Gwede Mantashe, the chairperson of the ruling African National Congress (ANC), said the party had agreed at its national conference to change the mandate, prompting a decline in the value of the rand. “It requires a constitutional amendment, it’s not just a matter you embark on,” Ramaphosa said. “It’s not something that’s about to happen, it’s something that’s being debated.”

South Africa’s economy is being held back by regular power cuts and the nation has one of the world’s highest unemployment rates.

One of those was a constitutional amendment, she said, while stressing that the party is committed to protecting the bank’s independence. Plan to scrap TV licences in South Africa The majority of South Africans don’t pay their TV licences, affecting the SABC’s bottom line.

T

he ruling African National Congress (ANC) stands firm on its plan for the South African Broadcasting Corporation (SABC) to eliminate TV licences and rather introduce a new tax. EWN reported that Khumbudzo Ntshavheni, an ANC NEC member and South Africa’s minister of communications, reiterated the party’s push toward an alternative method of taxing TV ownership during a policy briefing this past weekend. Ntsahvheni was quoted saying that the process of drafting the framework

for the new method has already begun within the government itself. This echoes previous statements and policy positions from the ANC in August 2022, where the party pushed forward with a proposal that a deviceindependent levy be charged – adding that the current licensing scheme is not working. The ANC has noted in the past that it wishes for the SABC to be funded from the national fiscus, but it also finds it necessary to have a household levy or public media levy. The broadcaster’s annual performance plan, released in May 2022, showed the new levy would mean that South Africans who do not have a television set will still be required to contribute. In essence, the levy will apply to all households and businesses in the

Evasion

The majority of South Africans don’t pay their TV licences, affecting the SABC’s bottom line. The group’s annual report for 2022 showed that there was an evasion rate of 81.7% over the course of the year. The SABC has a database of 10.5

holding a license. “While there are legislative prescripts enabling imprisonment for non-compliance, the limited resources and costs implications make enforcement economically unviable,” said the SABC. The company added that the collection cost for TV license fees in South Africa had also increased to 8.9% in 2022 from 8.1% in 2021. According to SABC, the new scheme will aid in the company becoming financially viable. The SABC reported a loss of R258 million and a negative cash flow of R353 million for the financial reporting period in 2022. SABC’s working capital remains healthy, with a net current asset of R767 million. Despite this, the SABC expects to only break even in 2022/23. -BusinessTech

South Africa’s policy certainty eases WILLIAM BREDERODE South Africa’s policy uncertainty eased in the fourth quarter of 2022 after rising to record levels, though it remains in negative territory. This is according to the NorthWest University Policy Uncertainty Index (PUI), and comes as some of the negative influences either subsided or were priced in by the market, said report author Professor Raymond Parsons on Monday. Earlier in 2022, the index rose to record levels not seen since 2016, driven in part by global uncertainties including the Russia-Ukraine war. In the fourth quarter, however, it fell from those highs, dropping from 59.6 in Q3 2022 to 53.2 in the last quarter of the year. The baseline for the index is 50, so the reading is still in negative territory. But, the report’s authors say that the positive indicators for policy certainty in the last three months outweighed the negatives. The report notes that high levels of policy uncertainty have been shown, empirically, to deter investment, employment, and output. “Elevated policy uncertainty in many countries contributes to sluggish growth. Economic policy uncertainty then has actual consequences for the economy,” write

lot of the change that comes about through a process like psychotherapy (or even just reading a self-help article or book and trying to put those ideas into effect in your life) requires forming new habits. Habits of thinking differently, of reacting differently, of behaving differently. And it can be a frustrating process as you wait for these changes to take effect and become more automatic, as habits do.

How long does it take to form a new habit? A week? A month? A year?

Contrary to popular opinion, most people will not be successful at forming a new habit in their life in just 21 days. It’s too short a time period for the neuropathways to form the habit-friendly patterns in your brain for the new behavior you’re trying to embrace. The myth of 21 days may have come, according to PsyBlog, from a book about research conducted on how long it took amputees to adjust to the loss of a limb. But that research was published in 1960 and didn’t really examine habits, but rather adaptation to a life-changing event.

At Least 2 Months to Form a New Habit

Researchers (Lally et al., 2009) wanted to better understand how long it took, on average, for a group of people to form a new habit in their life, such as going for a daily run or eating a piece of fruit every day. The study was published in the European Journal of Social Psychology by Phillippa Lally and colleagues from University College London. At least 2 months (or about 66 days, on average), according to this study of 96 people. And good news — the researchers did not find that missing one opportunity to perform the new habit behavior did not materially affect the habit formation process. You can safely forget or skip a day and still successfully build that new habit. Back in 2009, PsyBlog examined the topic for a blog entry that looked at what the research tells us about how long it takes us to form a new habit. was marked variation in how long habits took to form, anywhere from 18 days up to 254 days in the habits examined in this study. As you’d imagine, drinking a daily glass of water became automatic very quickly but doing 50 sit-ups before breakfast required more dedication (above, dotted lines).

The researchers also noted that:

• Missing a single day did not reduce the chance of forming a habit. • A sub-group took much longer than the others to form their habits, perhaps suggesting some people are ‘habit-resistant’. • Other types of habits may well take much longer. So 66 days later, a simple habit might be in place and on automatic pilot. But as the research shows, it could as long as 8 and a half months for more complicated habits to take hold. Don’t let this dissuade you from trying to retain a new habit. The simple upshot from this research is that habits take time to form — likely 3 times as long as you may have thought. If you’re like most people, give yourself at least 3 months to form a habit, and your new habit should take hold in your life without further effort.  – psychcentral.com

Disabled people in UK unable to afford food Nearly one in three disabled people had been forced to reduce their spending on food.

isabled people in the United Kingdom are among the hardest hit by the cost-of-living crisis, a new report has concluded, with comparatively low incomes leaving them exposed to soaring prices. The Resolution Foundation, an independent think-tank, said that more than 40 percent of people with a disability could no longer afford to keep their homes warm compared with 23 percent of the non-disabled population. Meanwhile, nearly one in three disabled people had been forced to reduce their spending on food. Fewer than one in five people without disabilities reported the same issue. “Disabled people have been stung not just by fast-rising energy prices but also by increasing food prices,” the report said. “They are more likely to be worried about the cost of essentials and to say that the crisis is making their health worse,” it added. The UK’s inflation rate is currently above 10 percent – the highest level since the 1980s. But even before the crisis, those with a disability were far more likely to live in materially deprived households, the Resolution Foundation said. Thirty-three percent of adults in the lowest-income households had a disability. By comparison, in the UK’s richest households, just nine percent of adults had a disability.

age people, more than 2 000 of whom reported a ­long-term illness or disability. The think-tank cited a 44 percent income gap between disabled and non-disabled people. Adults with an underlying disability were found to earn a median income of 19 397 pounds (US$23 373) a year, whereas those without a disability earned 27 792 pounds (US$33 488). The gap is partly a result of the relatively low employment rate among disabled people, the report said, with 54 percent of disabled adults in work, compared with 82 percent of non-disabled adults. “But employment status explains only a third of the income gap between working-age disabled and non-disabled people,” the foundation said.

Recent government moves to offer disabled

people support – such as the repeat of a 150-pound (US$180) cost-of-living payment in 2023 and a commitment to raise disability benefits in line with inflation – would help them weather the economic turmoil, said the group. But Charlie McCurdy, an economist at the thinktank, said further measures are necessary. “More policy work will be needed, not just through this crisis, but to make more progress on closing the huge income gaps that already existed between disabled people and the rest of the population,” McCurdy said. In an emailed statement to Al Jazeera, a spokesperson for the Department for Work and Pensions said the government recognised disabled people face additional costs and was “committed” to protecting the most vulnerable. As part of a 37-billionpound (US$44.6bn) package of support, the government has supported six million people with a disability or health condition over the past year, the spokesperson said.
