Deutsche Bildungsministerin in Namibia Windhoek (km) • Die deutsche Bundesmi-

nisterin für Bildung und Forschung, Bettina Stark-Watzinger, befindet sich vom 26. bis 30. März auf einer Reise durch Südafrika und Namibia, um neue deutsch-afrikanische Kooperationen in Bildung und Forschung zu initiieren. Wie das Bundesministerium angibt, geht es dabei um eine „engere Zusammenarbeit in der Gesundheitsforschung, die Entwicklung von grünem Flugbenzin mit Südafrika und der Aufbau der Wasserstoffforschung in Namibia“. Zunächst eröffnete Stark-Watzinger gestern in Kapstadt die Konferenz der Forschungsnetzwerke für Gesundheitsinnovationen in Subsahara-Afrika (RHISSA). „Das BMBF fördert RHISSA seit 2016. Afrikanische und deutsche Wissenschaftlerinnen und Wissenschaftler erforschen dort gemeinsam Themen, die die Gesundheit der afrikanischen Bevölkerung besonders bedrohen.“ Auf der Liste stand für Stark-Watzinger auch das deutsch-südafrikanische Forschungsprojekt Care-O-Scene, das an erneuerbarem Kerosin im Luftverkehr forscht, sowie das Square Kilometre Array, das weltweit größte und empfindlichste Radioteleskop. In Namibia besucht Stark-Watzinger heute das Klimakompetenzzentrum SASSCAL. „Es wurde durch das BMBF gegründet und inzwischen mit fünf Ländern des südlichen Afrikas in eine internationale

mnesty International hat seinen Jahresbericht zur Menschenrechtslage weltweit veröffentlicht und sich besorgt angesichts der zahlreichen Krisenherde auf dem Globus gezeigt. Nach Angaben der Generalsekretärin Agnès Callamard hat der Angriffskrieg Russlands gegen die Ukraine die Energie- und Ernährungskrisen weiter verschärft. Besonders besorgniserregend sei weltweit der Trend, dass Proteste und Demonstrationen verstärkt mit Polizeigewalt niedergeschlagen würden. „Weil die Preise überall gestiegen sind und die Menschen immer mehr von Unsicherheiten betroffen sind, gehen sie auf die Straße. Doch dort werden sie oft unterdrückt und mundtot gemacht“, sagte Callamard am Montag. Laut Amnesty International hätten im vergangenen Jahr 85 Länder, mehr als die Hälfte der 156 bewerteten Staaten, unrechtmäßigen Zwang gegen Demonstranten angewendet. Ferner starb am darauffolgenden Tag der 33-jährige Necius Tuhafeni im Staatskrankenhaus von Oshakati, nachdem er von Tsumeb überwiesen und eingeliefert worden war. Es wird behauptet, dass der Verstorbene zwischen dem 28. Februar und dem 1. März zu unbekannter Zeit in Kuvukiland in Tsumeb angegriffen wurde und sich dabei eine Wunde am Kopf zuzog. Er wurde in das staatliche Krankenhaus in Tsumeb eingeliefert und zur weiteren medizinischen Behandlung in das staatliche Krankenhaus von Oshakati verlegt, wo er am 25. März starb. Der Bericht besagt ferner, dass eine 16-Jährige am vergangenen Donnerstag von einem 53-jährigen Mann in Rundu vergewaltigt wurde. „Es wird behauptet, dass der Verdächtige unrechtmäßig und absichtlich Geschlechtsverkehr mit einer Minderjährigen ohne ihre Zustimmung hatte. Der Verdächtige ist noch nicht verhaftet worden, aber bekannt“, so der Polizeibericht.

geeinte internationale Front in wichtigen Entscheidungsfragen erreichen könne, sei aber auf der anderen Seite unglücklicherweise keine Vorlage für ähnliche Krisen weltweit – da die internationale Gemeinschaft anderen Konflikten so unentschlossen wie eh und je gegenüberstehe. Vertreter von Amnesty International in afrikanischen Ländern prangerten bei der Verabschiedung des Berichts außerdem an, dass gegen gewaltsame Konflikte auf dem afrikanischen Kontinent nach wie vor nichts unternommen werde. Man beobachte ein eklatantes Scheitern der Führung in afrikanischen Ländern und im Westen, wenn es um die Behebung von Krisen und Konflikten in Afrika gehe. Vor allem die Afrikanische Union erhielt viel Kritik von Amnesty International, da sie untätig bleibe und schweigend zusehe. Wie Amnesty International beschreibt, leiden unter gewaltsamen Konflikten in Afrika vor allem Zivilisten, in erster Linie Kinder und Frauen. Krieg bringe sexuelle Gewalt, Vergewaltigungen, Verstümmelungen und sexuelle Sklaverei. In Krisengebieten

sei aber gleichzeitig der humanitäre Zugang zu Maßnahmen reproduktiver Gesundheit eingeschränkt. Frauen würden nicht zu Entscheidungsfindungsprozessen und politischer Partizipation zugelassen. Zudem sehe man auf dem afrikanischen Kontinent, dem globalen Trend entsprechend, dass das Recht der Versammlung, zu Protesten und die Meinungsfreiheit immer mehr eingeschränkt würden.

Lage in Namibia

Das trifft auch auf Namibia zu, wie der Länderbericht von Amnesty International darlegt. „Am 13. Mai gingen namibische Polizeibeamte mit exzessiver Gewalt gegen friedliche Demonstranten in der Hauptstadt Windhoek vor. Lokale Händler protestierten, nachdem die Behörden gefälschte Waren, die sie bei den Händlern beschlagnahmt hatten, zerstörten. Die Polizei feuerte Tränengas und Gummigeschosse auf die Menge und verletzte Demonstranten“, kritisiert Amnesty International. Kritik äußerte Amnesty International auch an einem geplanten Gesetz gegen Cyberkriminalität, das dem Parlament im Februar 2022 vorgelegt wurde. „Sollte es in Kraft treten, könnte es die Rechte auf freie Meinungsäußerung, Versammlungsfreiheit und Privatsphäre einschränken. Insbesondere wurden

Bedenken geäußert über Bestimmungen, die willkürliche geheime Durchsuchungsbefehle zulassen und dem Minister für Informations- und Kommunikationstechnologie große Macht geben.“ Laut UNICEF waren 2022 außerdem 64 200 minderjährige Frauen in Namibia verheiratet, 15 500 davon waren gar jünger als 15 Jahre. 38 Prozent der Frauen in jungen Ehen erlebten geschlechterspezifische Gewalt in der Ehe. Laut Afrobarometer halten 57 Prozent der Namibier geschlechterspezifische Gewalt in ihren Gemeinden für häufig. Wie Amnesty International zudem in Erinnerung ruft, empfahl das CEDAW-Komitee der Regierung, die namibischen Abtreibungsgesetze zu revidieren und Abtreibung zu entkriminalisieren. Im Oktober hielt ein Parlamentsausschuss auf Petitionen von Frauenorganisationen hin Konsultationen in dieser Frage ab. Auch in den Rechten für Mitglieder der LGBTQ-Gemeinschaft hätten sich noch keine positiven Entwicklungen abgezeichnet. Und zu guter Letzt nennt Amnesty International auch das Scheitern zivilgesellschaftlicher Organisationen vor Gericht gegen die Aktivitäten ReconAfricas im Norden Namibias, die die Rechte indigener Völker einschränken und die Umwelt bedrohen.

Aufräumaktion in Swakopmund

Mitarbeiter der Stadtverwaltung von Swakopmund werden vom 17. bis 21. April 2023 eine Reinigungskampagne auf allen städtischen Grundstücken durchführen. Die Stadtverwaltung erklärte: „An der Aufräumaktion werden alle Mitarbeiter sowie die Verwaltung beteiligt sein, und es werden folgende Bereiche gereinigt: Alle Büros, Sitzungsräume, die Personalküche, Toiletten, Lagerräume, Flure, Garagen, Fahrzeuge, Parkplätze, Wartebereiche für Kunden, die städtischen Gärten und Treffpunkte wie die Raucher- und Mittagspausenbereiche“. Botschaften verschlingen viel Geld

ministerium benötigt 932,7 Mio. N$ im neuen Haushaltsjahr und davon werden knapp zwei Drittel, sprich 599,1 Mio. N$, alleine nur für die Botschaften und Konsulate im Ausland benötigt. Außenministerin Netumbo Nandi-Ndaitwah teilte dem Parlament mit, dass verschiedene Projekte Namibias als regionale Infrastrukturprojekte im SADC-Infrastrukturplan aufgenommen wurden. Diese sind eine Stromleitung nach Südangola, das umstrittene Baynes-Stauseeprojekt am Kunene-Fluss, eine Eisenbahnlinie von Grootfontein über Rundu und Katima Mulilo nach Sambia, eine große Solaranlage mit Botswana und die schon lang geplante ZiZaBoNa-Stromnetzanbindung im Vier-Länder-Eck von Namibia, Simbabwe, Sambia und Botswana. Ab diesem Jahr werden namibische Diplomaten bei der Universität von Namibia ausgebildet - im Februar wurde die „Namibia School of Diplomatic Studies“ eingeweiht. Nandi-Ndaitwah sagte auch, dass Namibia seine Beziehungen zu Staaten, die nicht zum geografischen Westen gehören, ausweiten will. „Länder des entwickelten Nordens bleiben wichtige strategische Partner, durch die Namibia seine nationalen Interessen verfolgen kann”, sagte die Ministerin. Der mittlere Osten werde zukünftig an Bedeutung gewinnen, da Namibia sich durch die gefunden Ölvorkommen vor seiner Küste an diese Länder wegen ihrer Erfahrung im Ölsektor wenden wird. Die Ministerin streifte den UkraineKonflikt mit einem Satz und sagte nur, dass Namibias Grundgesetz die friedliche Lösung von Konflikten empfehle. Zu den Verhandlungen mit Deutschland über Reparationen sagte sie nur, diese stünden kurz vor dem Abschluss.

schulbildung, Technologie und Innovation (MHETI), Itah Kandjii-Murangi, hat vor kurzem eine Reise in die nördlichen Regionen unternommen, um die Berufsbildungszentren (Vocational Training Centres, VTCs) zu besuchen und zu dieser Gelegenheit mit der Verwaltung, den Auszubildenden und restlichen Akteuren zu sprechen. Zu diesen Zentren gehören Valombola in Ongwediva (Oshana-Region), Nakayale in Outapi (Omusati-Region) und Eenhana VTC in der Ohangwena-Region sowie das neu errichtete VTC in Khorixas. Letzteres liegt in der Kunene-Region und soll bis Juni 2023 fertiggestellt werden, sodass die ersten Auszubildenden im Juni/Juli 2023 erwartet werden. Während ihres Besuchs sagte Kandjii-Murangi, es sei von größter Bedeutung, dass die VTCs ihre Kompetenzen und Fähigkeiten in den Bereichen grüner Wasserstoff, Öl, Gas, 4IR und anderen möglichen Zukunftsfeldern neu positionieren. Namibia sei imstande, die erforderlichen Kenntnisse, Kompetenzen und Fähigkeiten in diesen Bereichen zu erlangen und künftigen Erwartungen gerecht zu werden. Dementsprechend sollten namibische Universitäten und Berufsschulen in der Lage sein, schnell zu wachsen und einen Pool von Experten und Technikern für diese neuen Wachstumsbereiche aufzubauen.

schaft wird fünf bis sieben Jahre benötigen, um sich von Dürreperioden, einer klammen Wirtschaftslage und Covid-19 zu erholen. Das teilte der Chef der Nationalen Planungskommission (NPC), Obeth Kandjoze, am Montag mit. Kandjoze kündigte an, dass daher der jetzige nationale Entwicklungsplan (NDP5), der auf fünf Jahre, von 2017-18 bis Ende März 2022, ausgearbeitet war, noch zwei Jahre länger gelten werde. „Die Welt und Namibia erlebten in den letzten Jahren wirtschaftliche

Turbulenzen, Dürre, eingebrochene Rohstoffpreise und Covid-19 mit verheerenden Folgen. Das hat unsere Wirtschaft um fünf bis sieben Jahre zurückgeworfen”, sagte Kandjoze. Die Regierung unternahm mit der Harvard Universität eine Studie zu nachhaltigem und integrativem Wohlstand für Namibia, um dadurch eine Strategie für die wirtschaftliche Erholung zu formulieren, die in den sechsten nationalen Entwicklungsplan (NDP5) einfließt. Das Kabinett habe daher beschlossen, diesen Plan in den nächsten zwei Jahren abzuschließen, und Pro-

jekte des Harambee Wohlstandsplans II zu beschleunigen. Zeitgleich soll der NDP6 erstellt werden, der von April 2024 bis März 2031 gültig sein wird. Parallel dazu werde jetzt eine Analyse der Vision 2030 durchgeführt, dem langfristigen Entwicklungsplan, der bis März 2030 dauern soll. „Gleichzeitig markiert 2030 auch das Ende der globalen nachhaltigen Entwicklungsziele der Vereinten Nationen“, sagte Kandjoze. „Die Fertigstellung dieser Entwicklungsrahmen wird uns in andere langfristige Planungszyklen hineinführen.”

Simataa, hat die Beförderung der stellvertretenden Staatssekretärin im Ministerium für Geschlechtergleichstellung, Armutsbekämpfung und Soziale Wohlfahrt, Martha Mbombo, zur vollwertigen Staatssekretärin bekanntgegeben. Mbombo tritt ihr neues Amt am 1. April für eine feste Amtszeit von einem Jahr und zwei Monaten an. Darüber hinaus hat Simataa die Wiederernennung der Staatssekretärin des Ministeriums für Fischerei und Meeresressourcen, Annely Haiphene, für eine weitere Amtszeit von fünf Jahren ab dem 1. August sowie die Wiederernennung des Staatssekretärs im Ministerium für Gesundheit und soziale Dienstleistungen, Ben Nangombe, für weitere vier Jahre und sechs Monate bekanntgegeben.

Windhoeks Parkplätze werden privat verwaltet

hoek hat KeyPlot Investments mit der Verwaltung der Parkplätze im zentralen Geschäftsviertel beauftragt. KeyPlot Investments hat die Rechte für die Bewirtschaftung der gebührenpflichtigen Parkplätze im Stadtzentrum zwischen Bahnhofstraße (Kerinastraße), Robert Mugabe Avenue, Lazarettstraße, Jan Jonker Weg, Talstraße und Mandume Ndemufayo Avenue erhalten. Das Unternehmen wird auch den überdachten Parkplatz am Town Square und die Parkplätze gegenüber der Windhoeker Polizeiwache verwalten. Auf der Grundlage der von der Stadt Windhoek genehmigten Gebühren, die am 1. Juli 2022 in Kraft traten, müssen Autofahrer für das Parken in der „City Centre Parkade“ 2 N$ für die ersten 20 Minuten, 5 N$ für eine Stunde und 42 N$ für acht Stunden bezahlen. Für das Parken auf der Straße in der Stadtmitte (CBD) müssen Autofahrer 8 N$ pro Stunde, 5 N$ für das Parken in der Innenstadt und 3 N$ für das Parken in den Randgebieten des CBD bezahlen.

ichter Christie Liebenberg hörte sich am Dienstag im Obergericht in Windhoek die Schlussplädoyers im Wasserfall-Mordprozess an. Die Geschwister Azaan Madisia und Steven Mulundu sind beide wegen des Mordes, Raubes und wegen Justizbehinderung im Fall Shanon Wasserfall angeklagt. Madisia sieht sich jedoch zusätzlich zwei weiteren Klagen wegen Betrugs angeklagt. Staatsanwalt Henry Muhongo erklärte vor Gericht, Madisia könne sich

nicht auf Selbstverteidigung berufen, da sie vor Gericht ausgesagt habe, sie sei der verstorbenen Wasserfall ins Schlafzimmer gefolgt. „Ihre Behauptung, sie sei angegriffen worden, kann nicht stimmen, weil sie ihrer angeblichen Angreiferin gefolgt ist. Sie wurde nicht angegriffen“, so Muhongo. Madisias Anwalt, Albert Titus, konterte diese Ansicht und meinte, Madisia werde sich nicht auf Selbstverteidigung berufen, sondern vielmehr auf das Argument ihrer Absichten, als sie Wasserfall umstieß. „Selbst bei einer Verurteilung wegen fahrlässiger Tötung schreibt das Gesetz vor, dass

ein Angeklagter vernünftigerweise vorhersehen konnte, dass die Person in Folge seiner Handlungen sterben könnte. Madisia sagte dem Gericht, sie habe nicht vorhersehen können, dass die Verstorbene aufgrund ihrer Handlungen sterben würde.“

Mangel an Beweisen

Titus und Mulundus Rechtsvertreterin Tanya Klaazen sagten dem Gericht, dass der Staat keine ausreichenden Beweise vorgelegt habe, um weitere Möglichkeiten aufzuzeichnen, die Zweifel an Madisias Absicht, Wasserfall zu töten, aufkommen lassen würden. „Der Staat räumt große Teile der Version der Angeklagten ein“, sagte Titus dem Gericht. Muhongo zweifelte jedoch die verschiedenen Versionen von Madisias Aussage an. Titus sagte dazu, dass das Gericht zuvor die Möglichkeit er-

wähnt hatte, dass ein/e Angeklagter/e eine falsche Aussage macht, weil er/ sie glaubt, dass die Wahrheit nicht glaubwürdig erscheinen würde, und dies sei der Grund, den Madisia für die widersprüchlichen Versionen angegeben habe. Muhongo argumentierte auch, dass sowohl Madisia als auch Mulundu wussten, dass sie für ihre Taten zur Rechenschaft gezogen werden konnten, da Madisia Mulundu sagte, dass sie etwas „falsch“ gemacht habe, als sie ihn anrief, um ihr mit der Entsorgung der Toten zu helfen. Klaazen wiederum argumentierte darauf, dass dies ein „irreführendes“ Argument sei und dass Mulundu glaubte, der Tod von Wasserfall sei ein Unfall gewesen. Liebenberg wird voraussichtlich am 16. Mai ein Urteil in dem Mordprozess fällen.

Namibischer Gepard in Indien verstorben Windhoek (km) • Einer der namibi-

schen Geparde, die im vergangenen Jahr nach Indien exportiert wurden, ist an Nierenversagen verstorben. Das teilte das namibische Umweltministerium am Montagabend mit. Es handelt sich dabei um das fünf Jahre alte Weibchen Sasha, das sich schon seit einigen Monaten in medizinischer Behandlung befand (AZ berichtete). Wie der Cheetah Conservation Fund (CCF) auf Anfrage der AZ mitteilte, waren alle Geparde vor der Auswahl für den Export medizinisch untersucht worden: „Sashas Nierenwerte waren zwar leicht erhöht, sie zeigte jedoch keine klinischen Anzeichen, hatte keine Anzeichen einer Infektion, und ihr Ultraschall zeigte keine Anomalien, so dass dies darauf zurückgeführt wurde, dass sie zum Zeitpunkt der Untersuchung leicht dehydriert war“, sagte Susan Yannetti vom CCF. Sasha habe während ihres Aufenthalts in Namibia keine klinischen Anzeichen einer Krankheit gezeigt. „Sie wurde daher als gute Kandidatin für die Umsiedlung nach Indien und die Auswilderung im Rahmen des Gepardenprojekts angesehen.“ Nach Angabe von Yannetti sei es Sasha bei ihrer Ankunft in Indien zunächst sehr gut gegangen. Sie habe sich eingelebt, ohne dass irgend-

Demnach begann Sasha im Januar, Symptome zu zeigen, und ihr Gesundheitszustand verschlechterte sich rasch. „Blutanalysen ergaben ein Nierenversagen, das sich innerhalb von drei Tagen stark verschlimmerte, was eine sehr schnelle Entwicklung darstellt und nicht mit chronischem Nierenversagen und hämolytischer Anämie vereinbar ist. Außerdem entwickelte sie eine Gastritis (Erbrechen, Durchfall, Appetitlosigkeit), eine häufige Erkrankung bei Geparden,

die einer sehr stressigen Situation ausgesetzt sind“, so Yannetti. Laut CCF hat das indische Veterinärteam unermüdlich gearbeitet, um Sasha zu helfen, und das CCF-Veterinärteam war während des gesamten Zeitraums zur Unterstützung in ständiger Bereitschaft. Obwohl sich Sasha zunächst erholte, konnten sich ihre Nieren scheinbar nicht von dem akuten Nierenversagen erholen, und sie starb am 27. März. „Es wurde eine Nekropsie durchgeführt. Es bleibt zu hoffen, dass die Ergebnisse der Sektion selbst sowie

die histopathologischen Befunde mehr Aufschluss über die Ursache für Sashas rapiden Nierenverfall geben werden“, sagte Yannetti. Nach Angaben von Romeo Muyunda, dem Sprecher des namibischen Umweltministeriums, geht es den verbliebenen Geparden sehr gut. „Die Idee, Geparde in Indien wiedereinzuführen, wird durch diesen Einzelfall nicht aufgehalten. Wir glauben fest daran, dass diese großzügige Spende die globale Verbreitung der Geparde diversifizieren und ihren Schutzstatus verbessern wird.“

tung der NamCor-Aufsichtsratsvorsitzenden, Jennifer Comalie, wegen des angeblichen Besitzes von Drogen im Wert von knapp 57 000 N$, beruht laut Zynikern auf vorsätzlich gepflanztem Beweismaterial. Comalie hätte eigentlich gestern zu einem Vorstellungsgespräch in der namibischen Entwicklungsbank (Development Bank of Namibia, DBN) erscheinen sollen, denn sie galt als bevorzugte Kandidatin, die Bank künftig als Geschäftsführerin zu leiten. Stattdessen verbrachte Comalie den Tag vor Gericht und kämpfte für ihre Freilassung auf Kaution. Der Staat stellte ihrem Antrag nichts entgegen und so wurde der Fall auf den 30. Juni vertagt. Gestern sah sich Comalie aufgrund der Menge der Drogen nicht nur dem Risiko einer leichteren Klage wegen Drogenbesitzes ausgesetzt, sondern dem ernsthaften Vorwurf des Drogenhandels. Sie war am Montag verhaftet worden, nachdem sie sich für eine Aufsichtsratssitzung im Hauptquartier des staatlichen Treibstoffvertreibers NamCor eingefunden hatte. Die NamPol-Pressesprecherin, Kommissarin Kauna Shikwambi, hatte bestätigt, dass ein Hinweis an die Polizei wegen des illegalen Besitzes von Drogen zur Verhaftung von Comalie geführt habe. Der Drogenfund folgte ironischerweise dem Versuch des Aufsichtsrates, NamCor-Geschäftsführer Immanuel Mulunga zur Verantwortung zu ziehen, nachdem dieser ohne die nötige Ermächtigung des Rates ein Investment von 100 Millionen N$ in ein angolanisches Öl-Gemeinschaftsunternehmen getätigt hatte. Die firmeninternen Kämpfe dauern bereits seit einiger Zeit an. Durch die Entdeckung großer Ölreserven in Namibia hat sich der Wert der NamCor-Aktien zusehends verbessert. Dies soll noch vor der eigentlichen Ölproduktion zu einem Kampf um die Kontrolle über das Unternehmen geführt haben.

ine Welle riss das Boot herum, die Folge: Platzwunde über dem rechten Auge und eine Gehirnerschütterung. Das niederländische Besatzungsmitglied Rosalin Kuiper wurde aus ihrer Koje katapultiert und durch die Kabine der hoch-technologisierten Yacht Malizia geschleudert. Der Lohn? Als erste segelt die Crew des vom deutschen Skipper Boris Herrmann gesteuerten Boliden auf dem Wasser um das Kap Horn. Jetzt geht es links ab in den Südatlantik mit dem nächsten Ziel vor Augen – Die Hauptstadt der Region Santa Catarina Itajaí in Brasilien. Das Malizia-Team beherrschte vor allem die raue See im Südpolarmeer. Das bullige Formel-1-Geschoss wurde erst wegen des voluminösen Bugs im Vergleich zur Konkurrenz belächelt, doch der Entwurf des 41-jährigen Herrmanns zahlte sich aus. Dennoch

beträgt der Vorsprung auf den Verfolger des Teams Holcim-PRB nicht mal 40 Kilometer. Mit der Umsegelung des berühmten Kap Horn vor Holcim-RPB streicht das Team auch die Roaring Forties Trophäe ein. Mit der nun angefangenen dritten Etappe bricht bald auch die Halbzeit der Weltumseglung an. Für das Team

Malizia gab es neben dem Unfall Kuipers weitere Rückschläge. Nach einem Mastschaden in den ersten Tagen der dritten Etappe wurde eine Rückkehr nach Kapstadt in Erwägung gezogen. Für den Skipper ist diese Vorbeifahrt, die er nun bereits zum fünften Mal hinter sich hat, etwas Besonderes.

IOC-Entscheid zu Russland-Athleten

DOSB-Chef Weikert schließt Olympia-Boykott deutscher Sportler aus Frankfurt/Main (dpa) • Der Deut-

sche Olympische Sportbund lehnt eine Teilnahme von Sportlern aus Russland und Belarus an internationalen Wettkämpfen weiter ab, erwägt für den Fall einer kompletten Rückkehr von Athletinnen und Athleten beider Länder auf die Sportbühne aber keinen Boykott der Olympischen Spiele 2024 in Paris. „Ein deutsches Team wird starten, einen Boykott schließen wir aus grundsätzlichen Erwägungen aus“, sagte DOSB-Präsident Thomas Weikert. Das Internationale Olympische

Komitee kam gestern in Lausanne zusammen, um über eine Empfehlung für den künftigen Umgang mit russischen und belarussischen Sportlerinnen und Sportlern zu beraten. Diese sind wegen des russischen Angriffskriegs gegen die Ukraine derzeit mit wenigen Ausnahmen von allen internationalen Wettbewerben ausgeschlossen. „Wir als Deutscher Olympischer Sportbund können uns die Teilnahme von russischen und belarussischen Sportlerinnen und Sportlern im Moment nicht vorstellen. das IOC anders entscheidet, was sich abzeichnet, dann müssen unserer Ansicht nach bestimmte Voraussetzungen für einen Start von Athleten aus diesen Ländern gelten. So sollten Angehörige des russischen Militärs nicht starten dürfen. Zudem müsste für die Athleten und Athletinnen, die antreten dürfen, eine völlige Neutralität gelten, also keine nationalen Symbole, Farben und keine Hymnen. Und es muss die Dopingfrage geklärt werden“, forderte Weikert. Der 61-Jährige befürchtet, dass die Teilnahme russischer Athleten an den Spielen in Paris zu Propaganda-Zwecken missbraucht werden könnte. Es sei kaum zu verhindern, „dass in Russland mit den Athleten Werbung gemacht wird“, sagte er. „Deshalb unsere Haltung: Wir wollen nicht, dass sie wieder starten dürfen. Meine Vorahnung ist aber, dass das IOC eine Zulassung empfehlen wird.“

„Kap Horn ist für mich mit vielen Erinnerungen verbunden, und diese Linie als Erster zu überqueren bedeutet fast mehr, als der Etappensieg, nicht in Bezug auf die Punkte, sondern in Bezug auf das, was es bedeutet. Ich bin stolz auf das Team und dieses Boot! Das Boot hat sich im Südpolarmeer wirklich bewährt und gezeigt, wie zäh es ist”, so der Oldenburger. Für die Malizia und Crew geht es nun in vergleichsweise eher ruhigere Gewässer. Mit dem Erreichen Itajaís wurden weitere 12 750 Seemeilen (23 613 km/Faktor 1,852) absolviert. Weiter geht es dann auf der 14. Ausgabe des Ocean Race mit insgesamt 32 000 Seemeilen Distanz zum kleinsten Bundesstaat der Vereinigten Staaten, Rhode Island in der Region Neuengland. Auf der Passage nach Newport werden 10 279 Kilometer zurückgelegt. Danach folgt noch die Etappe 5, von Newport zur zweitgrößten Stadt Dänemarks, Aarhus (6 482), weiter über Kiel nach Süd-Holland, Den Haag (1 482), bevor die sechsmonatige Weltumseglung nach den letzten 4 074 Kilometern mit dem großen Finale in der Ligurischen Provinz Italiens in Genua endet. Dann, nach rund 59 264 absolvierten Kilometern, kommt die Malizia planmäßig am 15. Juli an. Boris Herrmann kann auch endlich, wie seine Besatzungsmitglieder, seine Familie in die Arme nehmen. Vielleicht gibt es dazu ja auch noch eine weitere Trophäe.

Erst einmal beschnuppern

sein erstes Training mit den Stars des FC Bayern München absolviert. Der neue Coach des deutschen Fußball-Rekordmeisters leitete am Dienstag auf dem Vereinsgelände an der Säbener Straße die Einheit mit einem kleinen Kader um die nicht für Länderspiele nominierten Profis wie Thomas Müller oder Leroy Sané. Von der Einheit waren nur die ersten 15 Minuten für Medienvertreter offen. Vier Tage vor dem Bundesliga-Klassiker gegen Borussia Dortmund wirkte Tuchel tatendurstig. Sané gab er zum Auftakt einen lieb gemeinten Tritt Richtung Hintern. Insgesamt 13 Spieler absolvierten im Münchner Sonnenschein die erste Einheit, beobachtet von zahlreichen Fotografen und Kameraleuten. Tuchel (49) stand an der Seite von Co-Trainer Arno Michels (55) und verfolgte das Training aufmerksam. Zum Trainerstab gehört außerdem Zsolt Löw (43). Anthony Barry (36) vom FC Chelsea soll als weiterer Assistent folgen.

Erlebnisse des Bergmannes Robert Baer 1884-1885 75

Im Oktober des Jahres 1884 betritt der 23-jahrige Bergmann Robert Baer 70 in Angra Pequena, dem heutigen Lüderitzbucht, erstmals afrikanischen Boden. Kurzentschlossen hatte er das Angebot angenommen sich als 65 Assistent des Leiters einer 10-köpfigen Bergbauexpedition an der Suche nach Bodenschätzen in dem erst kurz zuvor unter Reichsschutz gestellten „Lüderitzland” zu beteiligen. Die 60 Expedition stand unter enormem Erfolgsdruck. Das Auffinden von abbauwürdigen Erzen war Lüderitz’ letzte Hoffnung aus dem von ihm 55 erworbenen Landstrich an der südwestafrikanischen Küste doch noch die dringend benötigten Gewinne zu 50 erwirtschaften. Robert Baers Briefe und Tagebucheintragungen bilden die Grundlage dieses Buches, das neue Einblicke in die Anfänge des ehemaligen 45 deutschen Schutzgebietes gewährt. 1. Folge Vorwort

Am 28. 08.1884 erschien in den Dresdner Nachrichten ein Artikel, der über eine sächsische Bergbauexpedition berichtete, die35von dem Bremer Kaufmann Adolf Lüderitz „zum Zwecke wissenschaftlicher Forschungen nach dessen Besitzungen in Südwestafrika gesandt wurde“. Einer der zehn Expeditionsteilnehmer war Robert Julius Baer, der Urgroßvater meiner Frau, 30 damals ein 23-jähriger Absolvent der königlichsächsischen Bergschule zu Freiberg, der als sog. „Bergwerkscandidat“ bei den Freiherrlich von Burgkschen Steinkohlewerken im heutigen Freital beschäftigt war. 25 Im Jahre 1884 war die deutsche Öffentlichkeit von einem regelrechten „Kolonialfieber“ befallen. Die neu erworbenen Kolonien bzw. „Schutzgebiete“, wie die offizielle Bezeichnung lautete, waren eines der vorherrschenden The20 men in der damaligen Presse. Reichskanzler Fürst Otto von Bismarck, dessen Außenpolitik bis dahin eher von kolonialer Zurückhaltung bestimmt war, hatte dem Drängen der immer stärker werdenden innerdeutschen15Kolonial-

75 bewegung nachgegeben und, eine günstige außenpolitische Konstellation nutzend, die Lüderitzschen Erwerbungen zusammen mit anderen überseeischen Gebieten 70 unter „Reichsschutz“ gestellt. Es waren vorrangig wirtschaftliche Interessen, aber auch risikobereiter Unternehmergeist, die Kaufleute wie Lüderitz dazu bewogen hatten, das Wagnis einzugehen, sich in einem noch weitgehend65 unbekannten Erdteil zu engagieren. Nachdem die politische Unterstützung gesichert war, galt es zu erforschen, ob in dem von Kritikern als „Sandbüchse“ bezeichneten südwestafrikanischen Gebiet durch die Ausbeutung von Bodenschätzen auch Ge60 winne zu erzielen waren. Nirgendwo sonst hat die nur 30 Jahre andauernde deutsche Kolonialgeschichte so deutliche Spuren hinterlassen wie in Namibia. Hierzu gehören nach wie vor zahlreiche 55 Ortsnamen, das architektonische Bild in Städten wie Windhoek, Swakopmund und Lüderitzbucht, sowie die Feststellung, dass die deutsche Sprache immer noch eine gewisse Verbreitung und Bedeutung hat. Heute leben noch fast 20.000 deutschspra50 chige Namibier im Land. Jährlich sind mehrere zehntausend deutsche Touristen von dessen faszinierender Natur und Landschaft beeindruckt. Es ist daher naheliegend, dass das deutsch-namibische Verhältnis durch enge 45 kulturelle Brücken gepflegt und gefördert wird. Hierzu gehört auch die Beschäftigung mit der gemeinsamen Geschichte, gerade weil diese durch blutige Kolonialkriege, in denen der deutsche Herrschaftsanspruch vor allem im Hererokrieg zeitweise 40 zur Vernichtungsstrategie ausartete, belastet ist. Dabei stand am Anfang keine militärische Eroberung, sondern eine Landnahme durch Verhandlung, Kauf und Vertragsabschlüsse mit den einheimischen Häuptlingen, 35 auf deren Kooperation man zunächst angewiesen war. Von einigen Marineoffizieren abgesehen, die hin und wieder mit ihren Kriegsschiffen eher symbolisch „Flagge zeigten“, waren es neben den bereits seit Beginn des 19. Jahrhunderts30wirkenden Missionaren Kaufleute, Naturforscher, Geologen, Jäger und Ingenieure, die die Aktivitäten der ersten Jahre dominierten. Die frühe Phase der deutschen Besitzergreifung war nach Horst Gründer 25 noch von einem „weitgehend gleichberechtigten, kaum rassistisch eingefärbten Verkehr zwischen den Kolonialeroberern und den Großleuten und Kapitänen“ bestimmt. Gleichwohl wird man bereits aus den Berichten der frühen Kolonialpioniere ein 20 als selbstverständlich empfundenes kulturelles Überlegenheitsgefühl des Europäers und ein gewisses Sendungsbewusstsein, mit der Kolonisierung auch die „Errungenschaften“ einer modernen Industrienation15zu verbreiten, un-

Nach Staatsexamen, Promotion und klinischer Tätigkeit wurde er Sanitätsoffizier (Arzt) der Deutschen Bundeswehr. Seine Laufbahn führte ihn über mehrere5 Stationen im In- und Ausland, darunter mehrere Einsätze, u.a. 1993 in Somalia. Zum Abschluss war er Amtschef des Sanitätsamtes der Bundeswehr im Range 1

schwer heraushören können. Viele Deutsche, auch solche mit gehobener Bildung, konnten sich dem damals vorherrschenden Zeitgeist sozialdarwinistischer70Prägung nicht entziehen.

Tagebuch und Briefe aufbewahrt

Dies gilt auch für Robert Baer. Er hat über sein mehr als einjähriges Afrikaabenteuer Tagebuch geführt und 65 in insgesamt 23 Briefen seinen Eltern ausführlich von seinen Erlebnissen berichtet. Die Dokumente wurden sorgfältig aufbewahrt, von Generation zu Generation weitergegeben und sind noch heute vollzählig im Familienbesitz. 60 Robert Baers Enkel, mein Schwiegervater Eberhard Baer, begann etwa hundert Jahre nach der Expedition mit deren Auswertung. Seine umfangreichen Vorarbeiten, die er leider nicht zum Abschluss bringen konnte, habe ich fortgesetzt und aus den Tage55 buchaufzeichnungen, den Briefen und der das Thema begleitenden Literatur den folgenden Beitrag zur frühen Geschichte der deutschen Kolonialzeit im heutigen Namibia zusammen50

gestellt. Vor allem kommt es mir darauf an, die bisher nur marginale Berichterstattung über eine der ersten Forschungsexpeditionen in Süd30 westafrika zu ergänzen und die eher negative Tendenz früherer Bewertungen dieses Unternehmens zu korrigieren und zu objektivieren. Die in Tagebuchform verfassten Briefe bilden das Gerüst des Berichtes und sind dementspre25 chend immer wieder als Zitate eingearbeitet, werden allerdings in der heutigen Schriftweise wiedergegeben. Mein besonderer Dank gilt meiner Schwiegermutter Charlotte Baer, die mir bei der Entzifferung der 20 altdeutschen Handschrift sehr geholfen hat. Darüber hinaus bedanke ich mich bei den Mitarbeiterinnen und Mitarbeitern des sächsischen Hauptarchivs in Dresden, des Universitätsarchivs und der Bibliothek der Technischen Universität/ 15 Bergakademie Freiberg,

eines Generalstabsarztes. Schon seit vielen10Jahren widmet er sich der Geschichte 10 des 19. Jahrhunderts, was zu Publikationen über die Revolution von 1848/49 in Baden und den Amerikanischen Bürgerkrieg führte. Nach der Verabschiedung aus dem aktiven 5 Dienst liegt sein Interessenschwer- 5 punkt, angeregt durch den Nachlass des Urgroßvaters seiner Frau, bei der deutschen Kolonialgeschichte. 1

der Abteilung Berlin-Lichterfelde des Bundesarchivs, des Staatsarchivs Bremen und insbesondere bei Frau Christa Unger vom Bergarchiv Freiberg für 70 die Hilfe und tatkräftige Unterstützung bei der Auswahl und dem Auffinden des Archivmaterials aus dem 19. Jahrhundert. Sehr herzlich darf ich mich bei der Namibia Wissenschaftlichen Gesellschaft für die Herausgabe des Buches bedanken. Insbesondere Frau Waltraut 65 Fritzsche und Frau Conny von Dewitz haben seine Entstehung in konstruktiver Zusammenarbeit und vielen guten Ratschlägen begleitet. Die abgebildeten historischen Schwarzweißfotos vermitteln den Eindruck einer kargen und 60 eher tristen Landschaft. Sie werden daher durch einige moderne Farbaufnahmen ergänzt, da nur diese die tatsächliche, überaus beeindruckende Farbenpracht der Wüsten- bzw. Halbwüstenlandschaft55Namibias zum Ausdruck bringen können. Einen Teil davon haben dankenswerterweise Erika und Rolf Gerken zur Verfügung gestellt, die uns auf unserer ersten Namibiareise im Jahre 2008 begleitet haben. 50

Die Beschäftigung mit unserer kolonialen Vergangenheit hat in der Geschichtsforschung der vergangenen 30 Jahre deutlich an Fahrt aufgenommen, zumal sie immer mehr als Vorgeschichte zum vieldiskutierten Globalisierungsprozess interpretiert wird. Die Vorlesung von Privatdozent Dr. Roland Wenzlhuemer zur „Einführung in die deutsche Kolonialgeschichte“, die ich im 25 Sommersemester 2012 an der Ruprecht-KarlsUniversität Heidelberg als Gasthörer besuchen durfte, hat mir in diesem Sinne wichtige Anregungen zur Beschäftigung mit den historischen Rahmenbedingungen gegeben. 20 Abschließend bedanke ich mich vor allem bei meiner Frau Barbara Dick, geb. DIE DEMONSTRATIONEN BEGINNEN SCHON

Windhoek – Obwohl der Präses der Evangelisch-Lutherischen Kirche, J. L. de Vries, gestern mittag gegenüber der AZ noch erklärt hatte, er erwarte keine Demonstrationen im Zusammenhang mit dem Fall Dunze, hat er selbst bereits damit begonnen. In einem Brief an die AZ, der das Datum vom gestrigen Tage trägt, bittet er um die Veröffentlichung einer Presseerklärung, die sich mit der „Verbannung” von Pastor Gerhard Dunze befasst. Dies, obwohl Pastor Dunze als Oberhaupt nicht der ELK angehört. Die Erklärung enthält scharfe Angriffe gegen die Regierung, die DELK und die Allgemeine Zeitung. In der Presseerklärung, die von Präses de Vries namens der Kirchenleitung der ELK unterzeichnet ist, heißt es u. a.: „Die Zeit des Schweigens ist vorbei. Wir sind nicht mehr bereit, den Druck der Regierung auf die einheimischen Kirchen stillschweigend zu dulden. Das jüngste Beispiel von Bestrebungen, unsere lutherischen Kirchen zu isolieren und die Ausübung unserer Gottesdienste zu behindern, ist die Verbannung von Pastor Dunze. Am 23. März 1973 ist ihm mitgeteilt, dass er das Land bis

Ende März verlassen muß, wenn er sich nicht strafbar machen will. Mitglieder der DELK-Gemeinde Mariental haben anscheinend den Sieg errungen, weil sie es sind, die nach einer Information eines Beamten der Sicherheitspolizei, den Volksratsabgeordneten Piet Roux gebeten haben, zu der Verbannung von Pastor Dunze beizutragen. Unterstützung haben sie auch in der Allgemeinen Zeitung gefunden, deren Feldzug gegen Pastor Dunze nichts anderes als ein psychologischer Terror war. Die beklagenswerte Rolle, die die DELK bis heute in dieser Angelegenheit gespielt hat, braucht nicht genannt zu werden.”

WEITERE DEMONSTRATIONEN GEPLANT?

ÜBERRASCHENDE KRITIK FRANKREICHS

New York – Frankreichs UNO-Botschafter Louis de Guiringaud gab eine überraschende Erklärung in New York vor der Presse ab: Südafrika habe nicht die notwendigen Schritte unternommen, um für UNO-Generalsekretär Dr. Waldheim einen positiven Bericht an den Weltsicherheitsrat in der Südwestafrikafrage zu verfassen. Der französische UNO-Botschafter sprach vor der Vereinigung von UNOKorrespondenten. Ein Korrespondent fragte den Botschafter nach den Aussichten für eine Beilegung der Streitigkeiten zwischen den Vereinten. Nationen und Südafrika in der Südwestafrikafrage. De Guiringaud antwortete, er sei nicht optimistisch, ,weil ich nicht glaube, dass die Südafrikaner die Schritte unternommen haben, die dem Generalsekretär gestattet hätten, dem Weltsicherheitsrat einen positiven Bericht zum Ende des nächsten Monats vorzulegen”.

Dâures to spearhead trendsetting development Curbing carbon emissions

fforts to establish Africa’s first net zero village in the Dâures constituency officially kicked off on Friday. The four-phase project is projected to be done by 2032. The first phase (2022-2023) involves the drilling of commercial boreholes for the sourcing of water supply for the pro-

ject and the construction of a reverse osmosis facility of 120 cubic metres.

VARIOUS PROJECTS COMING

Speaking on the occasion, Till Mansmann, the innovation commissioner for green hydrogen at the German federal ministry of education and research (BMBF), highlighted that four German-Namibian pilot projects on green hydrogen are in the pipeline. “The Daures project was the first of the pilot projects to be approved and has already progressed a step further. Funding worth 12 million euros will be used to get the required building equipment here, on the ground.” The other two projects will focus

on reducing the carbon footprint of the Walvis Bay port. “These projects will see the construction of a hydrogen refuelling system and a

hydrogen truck port. These will be the first African port projects of this kind. The third project will focus on developing the first locomotives capable of operating on both diesel and hydrogen fuels.”

Mansmann said the groundbreaking ceremony for the Daures Green Hydrogen Village project marks the start and the laying of the foundation of the first net zero village in Africa. “The net carbon dioxide (CO2) emissions of the village will be zero and

this approach effectively counteracts the accumulation of greenhouse gasses in the atmosphere – assisting with the removal of carbon dioxide from the atmosphere as it is produced.” Other highlights include air-conditioned greenhouses with hydrogenpowered fuel cells supplying the energy. “People here will be the first to harvest an estimated 500 tonnes of tomatoes and 600 tonnes of carrots grown in climate neutral conditions per year. For this to work, we need green hydrogen and green ammonia. Namibia has enormous potential to produce both locally and at low cost.”

Dâure Daman traditional authority chief Zacharias Seibeb urged the developers of the Daures Green Hydrogen Village to ensure that all people rightfully benefit from the opportunities the project will bring about. “Many projects come to areas and setup. When the owners of these projects want land or support, they say all the right things. After the projects commence, we sometimes do not hear from the initial people who applied and made promises and commitments. We want to see progress and real change.”

T

he kayak anglers had a good time at Mile 14 with some big kob caught. Calmer waters made for some good days along the shoreline. While some tried to catch dinner others just enjoyed the beach with their friends and family. Mile 17’s Black Rocks slightly north from the parking, also produced some nice kob. Mile 11 and Mile 13 gave some galjoen and from Mile 8 towards the south close to the pump station

some blacktail were caught. Pally Karstens again hit the northern shores and got rewarded with a nice kob. He used sardines and octopus as a combination bait. This often seems to trigger the fish to take the bait. Pally was fishing at the Canopy area and got rewarded for traveling the huge distance. Over the last twe weeks he was lucky to catch quite a few kob and steenbras over 10 kilograms each. Mile 72 again delivered a couple of monsters but some anglers were not lucky enough to

catch any. Sometimes a deeper cast could help this situation. The upcoming Easter Angling Competition will take place on 8 April along the coast. The weigh in will be held at the Henties Bay Sport Club. The angler with the winning fish will pocket N$5 000, but there are plenty more prizes for kob, steenbras, galjoen and blacktail. Tickets are available at most tackle stores along the coast. The fishing area will be from Paaltjies right up the border fence of the Skeleton Coast entry point. Good luck to all participating.

GREAT FIGHTERS

A lot of reports of “catching a few” along the coast came through. Anglers going out to the Jakkalsputz area reported slow fishing whereas anglers in the Mile 32 area were rewarded with some galjoen when the

water was slightly rougher. Die Walle also produced some steenbras. They are great fighters and are excellent to be caught on lighter tackle. Steenbras are also delicious, especially when baked in an oven. The kob season is slowly coming to an end. Although we do catch them all year round, the bigger breeding fish will be slightly less in winter. The good news is that the winter will see galjoen catches picking up. Galjoen can be caught on white mussel, crayfish, blackmussel and redbait. Redbait is available at leading tackle shops but can also be picked up in areas such as Mile 68 and Sarah se Gat as well as Tolla se Gat. Conditions for the week look favourable with predictions of strong south west winds this weekend. Tight lines!

Green industrial economy

‘Pregnant with potential’ Namibia has an opportunity to draw on a number of natural resource endowments that are critical for the world’s transition to a netzero economy, the country’s first green hydrogen commissioner says. STAFF REPORTER

esearch conducted by global management consulting firm McKinsey & Company, in conjunction with government, estimates that a full deployment of Namibia’s Synthetic Fuel Strategy could result in 84 000 direct jobs from activities that include electrolyser assembly, wind and solar farm construction and pipeline operation. In addition to this, 60 000 jobs related to concrete manufacturing, basic metals manufacturing and outsourced business services are estimated to be unlocked. Finally, using the social accounting matrix, 136 000 jobs are estimated to be induced with restaurants, homebuilding, car manufacturers, clothing manufacturers and others identified as potential contributors to this number. The strategy further estimates that Namibia’s gross domestic product (GDP) could expand by 34% in real terms by 2030 and by 50% by 2040), compared to 2021. “These opportunities, no matter how remote, are worthy of serious

pursuit,” says James Mnyupe, economic advisor to president Hage Geingob and Namibia’s first green hydrogen commissioner.

Critical endowments Namibia has an opportunity to draw on a number of natural resource endowments that are critical for the world’s transition to a net-zero economy, Mnyupe says. “In particular, Namibia has worldleading wind and solar energy resources that can form the backbone to establishing a competitive green industrial economy. “Namibia’s own emerging experiences with green hydrogen investment opportunities are testament to this possibility. “Moreover, Namibia has substantial deposits of rare earth, lithium and other minerals which are critical to the energy transitions and have seen substantial price increases over the past five years. “In addition to that, Namibia’s invasive encroacher bush and its potential for hosting abundant forests of seaweed mean that Namibia may be able to unlock sustainable sources of carbon which when combined with the green hydrogen molecule and other ingredients, could enable Namibia to manufacture low carbon synthetic fuels,” he says. These resources, combined with Namibia’s proximity to some of the continent’s largest economies and access to excellent maritime transport corridors, provide Namibia with a rich basket of building blocks, Mnyupe says.

Impactful In turn, these opportunities allow government to consider the possibility of incubating impactful green industrialisation opportunities that could generate signiicant economic and – critically – employment opportunities. Turning this strategy into reality will require a whole-of-government approach, Mnyupe says. “To this efect, the Namibian government in partnership with its development partners, including the Dutch government, the German government and the European Commission, have started developing a donor-funded implementation programme that will bring together the best experts in this ield from Namibia and abroad to help Namibia prioritise and operationalise the necessary concrete strategic steps. “The mobilisation and scaling of a green industrial economy will commence with identifying and scoping and then advancing of key priority pioneering projects,” he says. Mnyupe continues: “A list of energy-intensive industries that would beneit from lowcost electrons and molecules in Namibia would be the starting place and reined

over time by considering industry insights (current drivers of plant location, trade volumes, etc.), additional regional beneits (e.g. regional inputs sourcing) and interviews with leading industrial players to stress test attractiveness and feasibility of locating plants in low-cost regions. “Each new project and industry adds assets and capabilities (e.g., common infrastructure, excess electricity) that can be leveraged into the next industry and project. “Also, green industrial sectors will scale at diferent points in time in the coming years. Namibia needs to know which industries to pursue, when and how one can support growth of the other. “The objective would be to provide a clear view on that sequencing and timing, and highlight the critical links from one industry that support the next such that Namibia can gear towards progressive accumulation of productive capacities, well-targeted ‘long jumps’ and know-how agglomeration,” Mnyupe says.

Examination The risks and socioeconomic opportunities for Namibia stemming from these opportunities will need examination, he says. “In particular, we will consider various

issues including, how the scaling of each major industry could impact the economy (GDP, trade balance, etc.) and jobs, including market demand to scale-up local SMEs (e.g., construction irms) and JV or other technology transfer opportunities. “Key resource needs including land, need for specialised labour, or inancing needs will be identiied early and key stakeholders prepared to unlock these through various policy actions. “Key risks such as environmental, supplychain dependencies, technology and traderelated obstacles are some of the risks that will need mitigation. “By combining the risks and opportunities, we will determine the relative value of industries ( jobs, GDP, margins, risk exposure) and thus help to determine the right relative allocation of resources to these industries (e.g., land, government attention, inancing, etc.). “We will use these indings to suggest which level of government ownership and leadership might be optimal for each type of opportunity and which ones can be fully driven by the private sector. This analysis will support the design of a ‘Strategic Land Allocation Framework’ for Namibia,” Mnyupe says.

Discoveries In February 2022, global energy majors Shell, TotalEnergies and Qatar Energy announced two discoveries of oil and gas in the Graf and Venus inds, merely weeks apart. According to global market intelligence irm Wood Mackenzie, the Namibian deepwater discoveries contributed to the highest value of global inds in 2022, alongside discoveries in Guyana and Brazil, making clear the signiicant role these discoveries will play in kickstarting long-term socioeconomic growth in the country. During the 2022 edition of the continent’s premier event for the oil and gas industry, African Energy Week (AEW), whereby both Namibia and Technip Energies played a central role, the French irm signed a deal with the country’s national oil company Namcor for the collaboration on the development of the two discoveries.

Myriad of players To advance priority projects will require the coordinated engagement of a myriad of players including, project owners, key equipment suppliers, of-takers, foreign governments, various inancing institutions amongst a few, he says. “The Namibian Government is signalling its thinking early because we would like to enable the ordinary Namibian to best prepare to get involved in areas they are best equipped to contribute to. This initiative will help kick-start a twoyear efort designed to lay the foundations for green industrialisation in Namibia. John Heywood once said ‘many hands make light work’,”Mnyupe says. According to Mnyupe: “Namibia is pregnant with potential and to birth this envisioned green industrial revolution, its citizens will need to move together as one nation. “With the support of the president and cabinet, I intend on serving Namibia over the next two years to realise this ambition and create a strong foundation for a viable pathway towards the goals of Vision 2030 – which, though ambitious, should never be allowed to become out of reach,” Mnyupe concludes.

China’s BRI bailout lending at record levels Rescue loans total US$240 bn Chinese banks have an interest in ensuring that their biggest overseas borrowers are suiciently liquid to continue servicing outstanding BRI project debts.

hina has emerged as a lender of last resort for developing countries that are having diiculty repaying their Belt and Road Initiative (BRI) debts. According to a new study by researchers at AidData, the World Bank, the Harvard Kennedy School, and the Kiel Institute for the World Economy, Beijing has dramatically expanded emergency rescue lending to sovereign borrowers in inancial distress—or outright default. Analysis of a new dataset demonstrates that, by the end of 2021, China had undertaken 128 rescue loan operations across 22 debtor countries worth US$240 billion. These operations include many so-called “rollovers,” in which the same short-term loans are extended again and again to reinance maturing debts. Less than 5% of Beijing’s overseas lending portfolio supported borrower countries in distress in 2010, but that igure soared to 60% by 2022. China has responded to the rising tide of debt distress by pivoting away from infrastructure project lending and ramping up liquidity support operations. Interest According to the authors, Beijing does not ofer bailouts to all BRI borrowers in distress: lowincome countries are typically ofered a debt restructuring that involves a grace period or inal repayment date extension but no new money, while middle-income countries tend to receive new money—via balance of payments (BoP) support—to avoid or delay default. Chinese banks have an interest in ensuring that their biggest overseas borrowers are suficiently liquid to continue servicing outstanding BRI project debts. Middle-income countries, which represent 80% or more than US$500 billion of China’s total overseas lending, pose major balance sheet risks, so Chinese banks have incentives to keep them aloat via bailouts. Low-income countries, which represent only 20% of China’s total overseas lending, are less important to the health of the Chinese banking sector and rarely get bailed out. “Beijing is ultimately trying to rescue its own banks. That’s why it has gotten into the risky business of international bailout lending,” said Carmen Reinhart, one of the study’s authors. “But if you are going to bail out a borrower that is in default or teetering on the edge of default, it’s important to have a clear understanding of whether you are trying to solve a short-term liquidity problem or a long-term solvency problem,” Reinhart said.

es for credit rating agencies and international institutions that monitor the adequacy of the foreign exchange reserve holdings and levels of public debt exposure. Nearly all PBOC swap line borrowings are initially scheduled for repayment within 3-12 months. However, many central banks that borrow from the PBOC see their inal repayment dates repeatedly extended. The authors ind that the de facto repayment period of the average PBOC swap line borrowing is 40 months, after accounting for “serial rollovers.” The discrepancy between de jure and de facto maturities has made it easier for governments to not acknowledge PBOC swap line borrowings as sources of public debt exposure, since international reporting rules only require disclosure of public debts with maturities that exceed one year.

Not cheap The authors of the new study ind that China has channelled bailout funds to countries with low foreign exchange reserve levels and weak sovereign credit ratings.

Inflate The authors also ind that borrowing from Beijing in emergency situations is not cheap: whereas a typical rescue loan from the International Monetary Fund (IMF) carries a 2% interest rate, the average interest rate attached to a Chinese rescue loan is 5%. “Our indings have implications for the global inancial and monetary system, which we see becoming more multipolar, less institutionalised, and less transparent,” said Christoph Trebesch, a co-author of the study. “We see clear historical parallels to when the US started its rise as a global inancial power, from the 1930s onwards and especially after World War II.”

Central bank Another key insight from the study is that the global swap line network overseen by China’s central bank—the People’s Bank of China’s (PBOC)—has become an increasingly important tool of overseas crisis management. By 2022, the PBOC had used its swap line network to provide US$170 billion in emergency liquidity support to central banks around the globe. Central bank borrowings from the PBOC have introduced a new set of surveillance challeng-

The study also highlights another controversial issue: whether central banks may be using (unreported) PBOC swap line drawings to artiicially inlate their headline foreign exchange reserve numbers. If a borrower can use PBOC swap line drawings to repay dollar- and euro-denominated debts, then such drawings may be especially useful during a balance of payments or debt crisis. However, if a borrower can only use the RMB liquidity from its PBOC swap line as “window dressing” to bolster gross foreign exchange reserves, then its net reserve position and ability to service dollar- and euro-denominated debt remains unchanged. “Much more research is needed to measure the impacts of China’s rescue loans—in particular, the large swap lines administered by the PBOC,” said Brad Parks, a co-author of the study. “Beijing has created a new global system for cross-border rescue lending, but it has done so in an opaque and uncoordinated way,” said Parks. “Its strictly bilateral approach has made it more diicult to coordinate the activities of all major emergency lenders, which is concerning because sovereign debt crisis resolution usually requires some level of inter-creditor coordination.” - Aiddata.org

Trust, conidence, contagion and systemic risk

When banks go bust: Four factors at play Banks are in the news again. Two bank failures in the US, and the forced takeover of Credit Suisse by UBS in Switzerland, have triggered the worst turmoil in the banking sector since the 2008 financial crisis. There’s talk of a lack of trust, of a collapse in confidence, of contagion and systemic risk. Jannie Rossouw, visiting professor at the Business School of the University of the Witwatersrand, explains why they’re concepts worth understanding.

T

he whole principle of banking is built on trust. Clients deposit money with banks to receive interest and trust that their deposits will be repaid at maturity. Banks lend money to borrowers, trusting that lenders will pay the interest on borrowed funds and will repay the borrowed capital in accordance with the loan agreements. Staf members work at banks, trusting the institution’s ability to pay salaries and provide other agreed beneits. Bank supervisors trust that their models and control mechanisms will raise warnings about liquidity, solvency and other risks facing any bank in a timely fashion. This will allow them suicient time to step in, for instance by appointing a curator for a bank about to get into trouble. In South Africa, the South African Reserve Bank is responsible for bank supervision. Stakeholders trust that it will do its job and keep their money safe. They trust that the individuals managing the banks will do so in a proper and sound way, thus not putting the economy or the banking system at risk. Lastly, shareholders in a bank provide the permanent capital for the institution, based on the trust that their investment will grow in value and pay them dividends over time.

Confidence All this conidence rests on the ability of banking institutions to manage risks appropriately. The very basis on which banks operate is risky. Banks are exposed to various types of risks that can contribute to failure. This is where conidence is important. Banks are in the business of taking short-term deposits and converting those into long-term borrowing. Loan duration is longer than deposit (also called funding) duration. Therefore, if all depositors are spooked, and lose conidence in the bank’s ability to keep their money safe, they might start demanding repayment of their deposits on the same day. A bank can simply not meet such a demand for simultaneous withdrawals. Another major potential hurdle is liquidity risk. Liquidity risk emerges when depositors want their deposits back and the bank can’t repay them all at once. It can trigger other problems. Liquidity risk can also emerge when the assets of banks drop in value. The assets of a bank are the loans made to the public. Defaults on the repayment of such loans require write-ofs. This erosion of asset value can trigger liquidity and solvency risks. Silicon Valley Bank in the US invested heavily

in government bonds. When bond rates increased, the capital value of the bonds held by the bank declined. This resulted in a liquidity shortage and a solvency crisis. Once suicient risks are triggered, a bank will run into serious inancial diiculty. It might not survive, because trust will be shattered. Under such circumstances, the authorities appoint a curator to manage the bank’s afairs. A curator will either manage a bank back to sound health, or will wind down its business and bring the bank to a closure. In recent years in South Africa, VBS Bank and African Bank were placed under the control of curators. VBS Bank was completely insolvent and therefore closed. Many depositors sufered large losses. In the case of African Bank, the curator could split the assets into a “good bank” (performing assets) and a “bad bank” (non-performing assets). These two parts were managed diferently, with the good bank and performing assets moved back into private management as African Bank. The non-performing assets were kept apart and managed with the aim of recovering as much as possible from lenders.

Contagion Contagion happens when a lack of trust in one banking institution spreads to others. This happened in 2008, when so-called subprime mortgage bonds were repriced with higher interest rates and borrowers could not aford larger repayments. Problems at some banks resulted in distrust in the whole banking industry. In the past two weeks, there was again a risk of contagion after problems emerged at Silicon Valley Bank and at Credit Suisse in Switzerland. In both instances, the regulators stepped in to contain fears about the banking system. It was agreed that Credit Suisse would be sold to UBS,

another Swiss bank. The announcement of this sale contained fears of contagion. Contagion can spread beyond the banking system. Financial contagion refers to the spread of an economic crisis from one market (for instance the banking sector) or one country to other markets (for instance the insurance industry) or other countries. Under these conditions, conidence in industries or even in countries can dissipate overnight. This is what happened in 2008, when

It is therefore impossible to pronounce on the soundness of the [African] continent’s banking system. there was doubt about the continued existence of the international banking system. Under such conditions, people revert to cash and keep their savings in banknotes. This in itself places a liquidity squeeze on the banking system, as cash lows out of the system.

Systemic risk? Systemic risk is linked to contagion. It’s the risk of a breakdown of an entire system rather than the failure of an individual institution. A typical example is where the failure of an individual bank results in the failure of more banks, then the failure of the banking system and then the failure of the entire inancial system. Systemic failure can occur because diferent inancial institutions hold exposures against one another. If bank A has a substantial deposit with

bank B or insurer C and any one of the latter two run into inancial diiculty, the result can be that bank A also faces inancial diiculty. Conidence in banking is hard-earned and easily shocked. This makes individual banks and the banking sector susceptible to knockon efects from other institutions.

What can be done to manage these factors?

Risks in banks are managed at two levels. The management of the bank is responsible for its sound operation. Management must assess and mitigate risk. In the recent case of SVB in the US, reports suggest that the bank didn’t manage its risk portfolio well, putting it at risk from major changes in the market, like sustained higher interest rates. At the same time, banks are subject to supervision by the authorities. Banks must meet the regulatory requirements of supervisors and manage their afairs accordingly. In South Africa, legislation makes provision for diferent types of banks to allow for diferent levels of sophistication in banking operations.

Africa

Africa is a vast continent of 54 countries. African countries are also at vastly diferent levels of economic development. It is therefore impossible to pronounce on the soundness of the continent’s banking system. The Bank of Namibia (BoN) last week issued a statement, saying the country’s banking system remains resilient and sound, with solid capital and liquidity bufers in place to withstand risks emanating from internal and external shocks as the world reels from the closure of a number of regional banking institutions in the United States and a global systemically important bank based in Europe.

L

oadshedding in South Africa is causing trade disruptions both from the demand and supply side. The value of Namibia’s imports from South Africa is on a downward trend, according to data provided by the Namibia Statistics Agency (NSA). The value of imports from South Africa declined to N$3.6 billion in January 2023, from N$4 billion recorded in December 2022. On the other hand, the value of exports from Namibia to South Africa increased to N$2 billion in January 2023, from N$1.4 billion recorded in December 2022. February’s trade statistics will be released today. Fin24 recently reported that South Africa posted a current-account deficit for the first time in three years in 2022 as imports increased and power shortages and rail constraints curbed exports, heightening the nation’s vulnerability to external shocks. The balance on the current account, the broadest measure of trade in goods and services, swung to a deficit of 0.5% of gross domestic product, or R31.8 billion, from a surplus of 3.7% in 2021. It’s the first annual shortfall since 2019 and comes after coronavirus restrictions and global supply-chain disruptions suppressed imports. Looking at the demand for live animals, Namibia’s exports decreased by 16.9% year-on-year in February 2023 due to lower demand for weaners from South Africa, according to Simonis Storm. have been decreasing due to a decrease in demand as a result of loadshedding. South African farmers struggle to slaughter live animals and retailers struggle to store finished meat products in freezers or fridges due to electricity supply disruptions. Should electricity supply issues be resolved, farmers will have excess stock to sell and so prices could drop even further, Simonis Storm said. “Engagements with various stakeholders indicate that sales for basic food items have been declining in recent months and “no buying power amongst consumers” is frequently cited as the main reason for this. We therefore see both a decrease in demand for meat products both from certain abattoirs and consumers, leading to lower prices. However, regulated pig prices are on an upward trend in order to assist

local producers with market access given the 44.9% year-on-year decrease in pork imports in February 2023.”

High diesel and logistics costs will increase consumer prices in Namibia even further as products are transported mainly by trucks from South Africa to Namibia. It is therefore worrisome to see certain entities recording double digit inflation, especially Oceana and Tiger Brands which manufacture basic food items for Namibian households, Simonis Storm pointed out. Namibia sourced most of its

imports from South Africa in January. According to the Namibia Statistic Agency (NSA), overall food inflation locally stood at 14.5% in February 2023, compared to 5.5% and 14.3% recorded in February 2022 and January 2023, respectively. Selected food items that recorded high inflation rates include fruits (26.8%), bread and cereals (22%), oil and fats (17.9%), sugar, jam, honey, syrups, chocolate and confectionery (12.5%), fish (10.1%) and meat (9.4%). Overall, Namibia recorded an annual inflation rate of 7.2% in February 2023, compared to 4.5% registered in February 2022. In January 2023, inflation stood at 7%. The two main contributors to the annual inflation rate for February 2023 were food and non-alcoholic beverages and transport.

COMPANY NEWS IN BRIEF FNB SA LAUNCHES RAFT OF NEW CREDIT OPTIONS Banking group FNB is now offering inverters, UPS systems, solar backup, and complete off-grid solutions from its banking app. This includes both products and financing options to help ease the impact of load shedding on consumers. The Nav Energy platform has been built as a one-stop shop for all things energy-related, from educational content to products, and what the bank says is the quickest loan application option in the market, taking only six minutes. The bank additionally launched a range of new credit offerings on Monday, saying that as South Africa

counts the cost of spoiled groceries, ruined appliances and bankrupt small businesses, the demand for solutions to load shedding is rising. The lowest cost option is to finance UPS devices from R149 a month over two years. BOTSWANA TESTS DE BEERS DEAL Botswana will acquire a 24% stake in Belgian gem trader HB Antwerp, in a deal that could challenge the southern African nation’s 50-year partnership with De Beers. As part of the agreement announced by President Mokgweetsi Masisi on Monday, Botswana’s state gem trader Okavango Diamond Co. will receive polished rather than rough prices over a five-year supply deal with HB Antwerp for some of its sales. The new approach could potentially generate more revenue for the government than De Beers traditional method of selling rough — uncut and unpolished — stones. De Beers and Botswana jointly own Debswana, which mines almost all of the diamonds in the country, the world’s No. 1 producer by value. In February, Masisi told a rally of his supporters that Botswana wants a larger share of revenue from the venture with De Beers: it currently gets 80% of the sales total when taxes and other charges are included. Masisi has previously threatened to walk away from talks with the biggest diamond company, which is a unit of Anglo American Plc.

“Today is the dawn of a new era in the diamond story of Botswana as we begin this journey with HB Antwerp,” Masisi said at the Belgian company’s offices in Botswana’s capital, Gaborone. “This partnership has the potential to be a game changer.” HB Antwerp already has a partnership with Lucara Diamond Corp., under which it pays polished prices for bigger stones from the company’s Karowe mine in Botswana. Okavango is entitled to 25% of Debswana’s output. The venture’s revenue was US$4.6 billion in 2022 and Debswana has long-term plans to extend the lives of some of its mines at a cost of billions of dollars.

SHELL WANTS DUTCH T O ‘SHUT DOWN’ GAS FIELD The Dutch government should shut down Europe’s largest gas field as early as this year, a top Shell Netherlands official said Sunday, despite global energy uncertainties following Russia’s war in Ukraine. Gas have been pumped from the massive northern Groningen field since 1963, but residents have been terrorised by increasingly violent earthquakes for more than two decades, directly attributed to mining operations. “The field must be closed. It can be done and it has to,” Netherlands Shell outgoing president Marjan van Loon said. “The parties involved believe that the field can be closed this year if you look at the data,” Van Loon told the WNL television talk show. Although gas extraction from the field has been almost cut to zero over the last few years, the Dutch government have left flames burning due global energy uncertainties prompted largely by Russia’s fullscale invasion of Ukraine a year ago. “Perhaps it’s uncomfortable to really quit something like this during an energy crisis but it has to be done,” said Van Loon, who steps down as the Dutch-based arm of Shell’s president at the end of the month. -Fin24

So, listen and learn; you’ll raise your own EQ and establish flexibility and mutual respect into the family. Be on the lookout for repeating history. It’s a lot easier to instill fear of feelings in children than you think, even if you try hard not to. Write a list of things your parent told you as a child - you might even jot them on a piece of paper and put it in your wallet as a way of symboli-

cally keeping them in your memory. When you’re tired and irritable, pull out that list and notice your own feelings as you read it. This reminder should keep you from shrugging off the warning feelings that arise when you start to utter these refrains yourself. Also, whenever you get a physical signal that you’re dismissing your child’s feelings, do what you can to observe your tone of voice, facial expressions, and body language - run to a mirror if you can. If what you find hurts you, it’s also hurting your child. Periodically recall how you felt being the object of those words and expressions. Invoking those painful experiences is a strong discour-

and the balance of the principal amount due to plaintiff; 5.11.
