Winterzeit für Khomas-Schulen Windhoek (ot/omu) • Mit einer

neuen Verordnung wartet die Khomas-Region für Schulen auf. Demnach sollen sich die Lehranstalten wieder an den Gegebenheiten der Winterzeit orientieren. Somit dürfen Schulen frühstens ab 07:30 Uhr und nicht später als 08:30 Uhr mit dem Unterricht beginnen. Die Richtlinie wurde vom Direktor des Bildungsministeriums Paulus Nghikembua herausgegeben. Schulen, bei denen unterschiedliche Schülergruppen dasselbe Schulgebäude nutzen, wobei eine Gruppe morgens und eine andere Gruppe nachmitags unterrichtet wird (Platoon-System), sind angewiesen, den Unterricht nicht später als 16:30 Uhr enden zu lassen. Schulen, die von der Richtlinie abweichen wollen, mussten die Genehmigung der Direktion im Ministerium einholen, führte Nghikembua die Durchsetzung der Vorgaben weiter aus. Die Richtlinie trit am 3. April in Kraft und endet am 31. August.

n einem Gespräch mit der AZ bestätigte der Direktor der Anti-Korruptionskommission (ACC), Paulus Noa, dass sein Büro bereits eine Akte vorbereitet und in der Tat bereits eine Vorladung an den Treibstofvertreiber NamCor gerichtet habe. „Die Vorladung wurde bereits gestern (vorgestern) im Büro von NamCor abgegeben, sie ist natürlich an den Geschäftsführer Immanuel Mulunga gerichtet. Die Firma hat uns den Eingang der Vorladung bestätigt und nun haben sie Zeit bis Freitag, dies auch zu tun.“ Die Vorladung sei nicht als Bite zu verstehen und so könne es sein, dass „NamCor sogar noch heute mit den erbetenen Dokumenten hier im Büro erscheint“, so Noa. Die ACC habe natürlich auch gelesen, was in den Zeitungen stünde, doch sei die Verhaftung der NamCor-Aufsichtsratsvorsitzenden, Jennifer Comalie, eine Angelegenheit für die Polizei. Am vergangenen Montag hate sich der NamCor-Aufsichtsrat mit Mulunga trefen wollen, scheinbar mit dem Ziel, diesen zu suspendieren, nachdem der Geschäftsführer angeblich

eine Zahlung von 100 Millionen N$ als Investment in ein angolanisches Öl-Gemeinschaftsunternehmen getätigt hate, obwohl dies vom Aufsichtsrat ausdrücklich abgelehnt worden war. Es handelt sich dabei um zwei Öl-Explorationsblöcke vor der Küste Angolas, in die das Gemeinschaftsunternehmen investiert hat.

ACC will Fakten „Uns geht es rein um die Fakten und darum wollen wir jetzt erst einmal von der Finanzabteilung wissen, ob tatsächlich eine Zahlung in Höhe von 100 Mio. N$ durch NamCor getätigt wurde. In solch einem Falle wollen wir dann natürlich auch wissen, wer den Auftrag gegeben hat, wer ihn ausgeführt hat und mit welcher Ermächtigung. Darum wollen wir den Vertrag sehen, denn der muss ja wohl unterzeichnet sein und angeben, zu welchen Handlungen sich die Firma verplichtet hate“, erklärte Noa weiter. Noch am Dienstag, nach der Verhaftung und während der Kautionsantrag von Comalie im Gericht verhandelt wurde, hate der namibische Finanzminister, Iipumbu Shiimi, einen Brief an den namibischen Polizeichef, Generalleutnant Joseph Shikongo, gerichtet (Kopien gingen an den Minister für Inneres, Immigration und Sicherheit, Albert Kawana, sowie den Minister für Bergbau und Energie, Tom Alweendo). Darin hate Shiimi erklärt, dass Comalie bereits vor Wochen ihn und Alweendo während eines gemeinsamen Trefens darauf hingewiesen habe, dass man

ihr verschiedentlich gedroht habe, es gebe Leute in NamCor, die nicht mit ihr zufrieden seien. Es habe Comalie dabei weniger an ihrer eigenen Person gelegen, sondern viel mehr an der Sicherheit ihrer Tochter.

Shiimi: Comalie verdient Schutz Gemessen an diesem Trefen und dem gezielten Polizeieinsatz am Montag käme er zu dem Schluss, dass der gesamte Vorfall es verdiene, genauer untersucht zu werden. „Ausgerechnet, als Comalie und ihr Aufsichtsrat mit ihrer Sitzung beginnen wollten, traf die Polizei ein, um ihren Dienstwagen zu durchsuchen“, schrieb Shiimi. Es handle sich möglicherweise um die persönliche Sicherheit Comalies und darum sollte ihr auch der entsprechende Schutz zugesichert werden. Gestern stellte sich die „Namibian Women Lawyers Association“ (NWLA) unverhohlen auf die Seite Comalies. In einem von der Vorsitzenden Ruth Herunga unterzeichneten Brief zeigt sich der Verband bestürzt über die Verhaftung und warnt vor dem Trend, Frauen in Exekutivpositionen „Schaden zuzufügen, einschließlich der physischen, psychischen, Namens- oder emotionalen Schäden, die ein Leben lang anhalten können“. Viele NWLA-Mitglieder befänden sich in Führungspositionen und seien Wächter für eine gute Regierungsführung und daher dem Risiko ausgesetzt, schikaniert zu werden. Mitlerweile steht fest, dass der Auf-

sichtsrat des staatlichen Treibstofvertreibers nicht den Arbeitsvertrag der NamCor-Finanzchein, Jennifer Hamukwaya, hate verlängern wollen. Dieser Aufsichtsratsbeschluss war bereits zu Anfang des Jahres gefasst worden. Am 30. April geht der Vertrag mit Hamukwaya, die als Vertrauensperson von Mulunga gerechnet wird, zu Ende – diesbezüglich unterhandeln NamCor und Hamukwaya auf Anwaltsebene.

IPPR-Einschätzung demnächst

In Namibia ist das Institut für öfentliche Politforschung (IPPR) durch verschiedene Projekte aktiv am Kampf gegen die Korruption beteiligt. Gestern wollte IPPR-Generaldirektor Graham Hopwood zu dem NamCor-Vorfall keine Stellung beziehen. Er wies allerdings darauf hin, dass IPPR demnächst einen Bericht veröfentlichen werde, der sich mit den jüngsten Ölfunden in Namibia und den mit diesen zukünftigen Reichtümern verbundenen Risiken befasst. Das IPPR gibt auf seiner Internetseite an, dass es seit 2009 ein Forschungsprojekt zur Korruptionsbekämpfung durchführt: „In Zusammenarbeit mit Freedom House, der Open Society Initiative for Southern Africa (Osisa) und der Hanns-Seidel-Stiftung haben wir eine Reihe von Forschungspapieren erstellt, die sich auf die Korruptionsprävention in Namibia konzentrieren. In diesen Papieren werden kritische Fragen bei der Korruptionsbekämpfung analysiert und Lösungsvorschläge unterbreitet.“

Gehälter verschlingen 80% des Bildungsbudgets Windhoek (es/cr) • Etwa 80% des Budgets des Bildungsministeriums werden für Personalausgaben verwendet. Dem Ministerium wurde ein Etat von mehr als 16,7 Milliarden N$ zugewiesen, was etwa 22,5% des Staatshaushalts ausmacht. Ministerin Anna Nghipondoka sagte, dass mehr als 13,8 Milliarden N$ (79,8% der Haushaltszuweisung) für Personalausgaben verwendet werden, die die Gehälter von über 38 200 Mitarbeitern abdecken. Außerdem wurden insgesamt 209 Millionen N$ für die Einstellung von weiteren 850 Lehrern für die Vorschul-, Grundschul- und Sekundarstufe bereitgestellt. „Diese Lehrer müssen die derzeitige Überfüllung der Klassenzimmer verringern und den Zugang zur Vorschule, der ersten und achten Klasse verbessern“, sagte Nghipondoka. Nach den vorläuigen Einschätzungen des Ministeriums ist die Gesamtzahl der Schüler für 2023 – im Vergleich zum Vorjahr – von 819 749 auf 864 632 gestiegen. Das ist ein Anstieg von 44 883. Nghipondoka sagte, die Gehaltsabrechnung des Ministeriums steige jährlich, hauptsächlich aufgrund der Zunahme der Einschreibungen von Schülern. Laut Nghipondoka ist die Finanzierung von 238 staatlichen Schülerheimen für das Geschäftsjahr 2023/2024 auf über 680 Millionen N$ gestiegen. Der veranschlagte Betrag wird verwendet, um 62 660 Internatsschüler mit ausgewogenen Mahlzeiten zu versorgen. Inzwischen gibt es 115 private Heime in Gemeinschaftsbesitz oder auf Kirchenbasis, die vom Ministerium inanziell unterstützt werden, sagte sie. Das Ministerium hat demnach 106 Millionen N$ für diese Schülerheime in Gemeinschaftsbesitz bereitgestellt, die für die Bereitstellung von Mahlzeiten für Internatsschüler sowie für die Zulage für Köche der Heime verwendet werden. Ein Betrag von 130 Millionen N$ wurde für das nationale Schulspeisungsprogramm bereitgestellt, von dem derzeit 461 829 Grundschüler proitieren. Dieser Betrag wird angesichts der Zunahme der Einschreibungen von Schülern für dieses Jahr voraussichtlich steigen. Nghipondoka sagte ferner, die Beschafung von Lehrbüchern für alle Phasen des überarbeiteten Lehrplans sei abgeschlossen, während veranschlagte Mitel in Höhe von 40 Millionen N$ die Lücke schließen werden, um das gewünschte Verhältnis von Lehrbüchern zu Schülern von 1:1 zu erreichen. Das Gesamtbudget für Schreibwaren für das Geschäftsjahr 2023/2024 beläuft sich auf 88,7 Millionen N$.

ZUR BIOGRAFISCHEN JAGDERZÄHLUNG GRELLMANNS Zur Vorstellung der noch druckfrischen Ausgabe der biografischen Erzählung über die Erfahrungen des Berufsjägers Volker Grellmann mit dem Titel „Der Bart des Elefanten“ waren letzthin bei der Namibia Wissenschaftlichen Gesellschaft (NWG) anwesend: Von links Sohn Robert Grellmann, Buchautor Wolfgang Brune, Witwe Anke Grellmann und Bruder Wolfgang Grellmann. Volker Grellmann hatte mit Hilfe von Brune seine biografischen Jagderzählungen fast abgeschlossen, als er am 22. September 2019 verstarb. Dann kam die Corona-Sperre. Brune hat das Werk im Pendelverkehr zwischen Deutschland und Namibia im März dieses Jahres mit dem Kuiseb-Verlag der NWG zum Abschluss gebracht. Abgesehen von der führenden Rolle, die Volker Grellmann in der Jagdbranche gespielt hat, pflegte er in den Gebieten seiner Jagdkonzessionen stets ein engagiertes Verhältnis mit den indigenen Bewohnern, zuletzt mit den Khoe-San bei Divundu am Okavango. Klimawandel „raubt San die Lebensweise“ Trockenheit und Tiersterben: Veränderung der Niederschlagsmuster drängt San in die Armut Windhoek (jb) • Die San-Gemeinschaft wurde durch den Klimawandel noch tiefer in die Armut getrieben. Dies sagte Leon Tsamkxao, ein Mitglied des Nyae Nyae Conservancy and Community Forest Management Commitee, der Namibian Sun diese Woche, als er einen Einblick in die verheerenden Auswirkungen des Klimawandels auf die Gemeinde gab. Er sagte, die drastische Veränderung der Niederschlagsmuster habe die Armut der San-Bevölkerung zunehmend verschlimmert. Sie ernähren sich größtenteils von Veldkost – essbaren Wurzeln, Beeren, Früchten und Nüssen. „Dadurch hat sich auch die Jagd- und Sammlerkultur stark verändert, weil wir früher leicht

feststellen konnten, wo bestimmte Wildtiere zu inden waren. Zum Beispiel gab es eine bestimmte Planze, die von Oryx gefressen wurde und ihnen half, lange Zeit ohne Wasser auszukommen. Diese Planzen wachsen nicht mehr, also müssen wir weiter gehen“, sagte Tsamkxao. „Genau wie bei den Girafen. Wir wussten, wo der Kameldornbaum wuchs, wir würden die Girafe inden“, sagte Tsamkxao. „Früher gab es einen Baum, der innen hohl war, und Jäger konnten ihren Durst mit einem strohartigen Gras stillen, um Wasser aus dem Baum zu saugen. Dieser Baum wächst auch nicht mehr viel“, sagte er. Unregelmäßige Regenfälle er-

sie keine neuen Wohnungen mehr für neue Familien oder junge Mädchen bauen, wenn sie volljährig sind. „Dies bedeutet, dass die Lebensweise der San-Gemeinschaft langsam ausstirbt, weil wir gezwungen sind, uns an die neuen Weteränderungen anzupassen. Weil die San von der Regierung und Menschen mit Miteln missachtet werden, bedeutet dies, dass die San ihrer Würde beraubt werden, weil sie in sehr großer Armut leben”, sagte er. „Viele unserer Leute können sich die Wellblechplaten, die zum Bau von Häusern verwendet werden, nicht leisten. Jahrelang haben wir Gras und Tierhäute verwendet, aber wir haben keinen Zugrif mehr darauf.“

Antrag auf Tender-Annullierung abgewiesen Global Diamond Valuators: Ausschreibung auf Diamantenabschätzung unrechtmäßig hinterfragt Windhoek (krk/sno) • Das Obergericht in Windhoek hat kürzlich in einem Rechtsstreit über eine Ausschreibung (Tender) zur Bewertung von Diamanten entschieden und dem Vergabeausschuss und dem Nachprüfungsausschuss Recht gegeben. Global Diamond Valuators Namibia beantragte die Überprüfung und Aufhebung des Beschlusses des Untersuchungsrats vom 9. Mai 2019, eine Ausschreibung zur Diamantenbewertung an Gem Diamonds zu vergeben. Sie beantragten außerdem, dass das

m Dienstag, während des Workshops zur digitalen Transformation des Ministeriums für Information, Kommunikation und Technologie (MICT), sagte die Vizeministerin, Emma Theofelus, Namibia werde bald ein „weltweit bevorzugtes Ziel“ für die Verlagerung von IKT-Diensten werden. Haie und Rochen bei Lüderitz untersucht Lüderitzbucht/Windhoek (cr) • Mabuta Simataa ist der erste namibische Masterstudent, der Haie und Rochen in namibischen Gewässern untersucht. Er hat einen Bachelor of Science in Fischereiwissenschaften von der Universität von Namibia und sammelt nun Daten für sein Forschungsprojekt mit dem Namibia’s Rays and Sharks (NaRaS)-Projekt. „Wir bewerten die Biodiversität von Chondrichthya-Arten im Meeresschutzgebiet der Namibischen Inseln (NIMPA) mit ‚Stereo-Baited Remote Underwater Video Systems‘ (kurz BRUVs genannt). Das bedeutet, dass wir versuchen, die verschiedenen Arten von Haien und Rochen (zusammen ‚Chondrichthyen‘ genannt) zu dokumentieren, die innerhalb des NIMPA vorkommen. Die von uns gesammelten Daten werden uns helfen, die Artenvielfalt von Haien und ihren Verwandten an verschiedenen Orten innerhalb des NIMPA zu beschreiben und ihre Verbreitung zu schildern“, so Simataa. Stereo-BRUVs bestehen aus zwei Kameras in wasserdichten Gehäusen,

die an einer Basisstange befestigt und in einem Rahmen mit einem Köderbehälter vor den Kameras angeschlossen sind. Die BRUVs werden auf den Meeresboden abgesenkt und zeichnen 60 Minuten lang auf. „Das Filmmaterial wird dann verwendet, um den Lebensraum in diesem Gebiet und die vielen Meerestierarten, die diesen Lebensraum nutzen, zu bewerten.“ StereoBRUVs sind laut Simataa eine nichtextraktive Methode, was bedeutet, dass sie nur geringe Auswirkungen auf das untersuchte Gebiet haben und daher eine ideale Probenahmemethode für den Einsatz in einem Meeresschutzgebiet sind. „Ich habe viele dunkle Katzenhaie auf dem Filmmaterial. Sie sind eine der kleinsten Haiarten Namibias, völlig harmlos, aber wunderschön gemustert. Auch Langusten, einen ‚biscuit skate‘ und einen Siebenkiemerhai. Wir haben sogar Robben auf dem Filmmaterial gesehen. Ich kann es kaum erwarten, den Rest des Filmmaterials durchzugehen, um zu sehen, was wir aufgenommen haben.“

Scrum-Bock für Western Suburbs

Windhoek (omu) • Mit neuem „schwerem“ Trainingsgerät kann sich der Western Suburbs Rugby Club aus dem Hauptstadtvorort Khomasdal auf die neue Rugby-Saison vorbereiten. Kraatz Engineering (Kraatz), eine Tochtergesellschaft der Ohlthaver & List (O&L)-Gruppe hat für den Club einen sogenannten Scrum-Bock angefertigt. Das Unternehmen, welches vor allem auf Ingenieurdienstleistungen im Bereich Schwermaschinenbau ihre Kernkompetenz hat, verbaute für das 3,07 Meter lange, 1,515 Meter breite und 25 000 Namibia Dollar teure Trainingsgerät 230 Kilogramm Stahl. Vor allem die Spieler, welche die Arbeit im Gedränge (Scrum) verrichten, können von nun an mit dem StahlGegner ihre Kräfte im Training messen. Suburbs Club-Präsident Keith Allies betonte, wie wichtig diese Unterstützung für den Verein sei und schätzte sich glücklich, den auf den Spitznamen „Kraatzie“ getauften neuen „Mitspieler“ in den eigenen Reihen begrüßen zu dürfen.

Neue Trikots fürNIIHA-Nachwuchs Windhoek (omu) • Nachdem bereits Anfang Februar der Namibische Eisund Inlinehockey Verband mit der Supermarktkette SPAR (Namibia) eine dreijährige Partnerschaft verkündet hate, wurde der Sponsor nun eingeladen, einem Trainingslager des Verbands in Windhoek beizuwohnen. Die Juniorinnen und Junioren der nationalen Auswahlen haten sich im Ortsteil Olympia eingefunden, um beim Deutschen Turn- und Sportverein das erste Übungscamp der Saison zu absolvieren. SPAR unterstützt das nationale Programm über einen Zeitraum von 3 Jahren mit fast 2 Millionen Namibia Dollar (AZ berichtete). Vor Ort überreichten am Samstag der Direktor von SPAR Namibia, Eugene van Wyngaard, und der Leiter des regionalen operativen Geschäftes, Francois Loter, die neuen Trainingstrikots und konnten sich von dem Engagement des Nachwuchses ein Bild machen.

ax Verstappen oder Sergio Perez? Einen anderen Sieger dürfte es beim Formel-1-Rennen am Sonntag (7:00 Uhr) im australischen Melbourne kaum geben. Red Bull ist derart dominant in das Jahr gestartet, dass die Konkurrenz schon verzweifelt. Allerdings gab es für das Weltmeisterteam seit mehr als einem Jahrzehnt keinen Erfolg mehr in Down Under. TEAM RED BULL: Es scheint, als könnten nur eigene Fehler für ein Scheitern sorgen. Weltmeister Verstappen siegte zum Auftakt in Bahrain und wurde zuletzt nach einem verkorksten Qualifying Zweiter hinter Stallrivale Perez in Saudi-Arabien. Die Red Bulls sind so stark wie vielleicht noch nie - und wollen auch eine Negativserie beenden. Sebastian Vetel holte 2011 auf dem Weg

zu seinem zweiten Weltmeistertitel den bislang letzten Grand-Prix-Sieg für den Rennstall im traditionsreichen Albert Park. Die Strecke mit 14 Kurven auf einer Länge von 5,279 Kilometern liegt an der Südostküste des riesigen Landes. Viele Fahrer lieben das besondere Flair in der Stadt - und die Australier lieben die Formel 1. Vor der Pandemie war Melbourne traditionell der Ort für den Saisonstart, in diesem Jahr indet wie schon 2022 der drite WM-Lauf in der Metropole stat.

Geheimdienst FSB hat laut Staatsmedien in Jekaterinburg im Ural einen Korrespondenten der renommierten US-Zeitung „Wall Street Journal“ wegen angeblicher Spionage festgenommen. Der 1991 geborene Reporter werde der „Spionage im Interesse der amerikanischen Regierung“ verdächtigt, teilte der FSB mit. Gegen ihn sei ein Strafverfahren eingeleitet worden. Der Reporter habe im Auftrag der US-Seite Informationen über den militärisch-industriellen Komplex in Russland gesammelt, der ein Staatsgeheimnis darstelle. The dangers of illegal taxis With the rise of ride-hailing apps, illegal passenger transport operators have become a growing problem in Namibia. Many of these operators are unlicensed and unregulated, and they pose a serious risk to both passengers and the wider public. The problem of illegal passenger transport operators has been brought to the forefront recently, following a string of incidents in which passengers were robbed, assaulted or involved in accidents with unlicensed taxi drivers. These incidents have highlighted the dangers of using unregulated taxi and shuttle services, which can leave passengers vulnerable to a range of risks. The issue of illegal passenger transport operators is not new to Namibia. In fact, it has been a problem for many years, with unlicensed operators offering rides for cheaper prices than licensed taxis and ride-hailing services. This practice has led to a situation where many people are willing to take the risk of using unregulated and uninsured (passenger liability insurance) transport, even though they know that they are putting themselves in danger.

Tackling the problem To address this problem, authorities in Namibia are taking steps to crack down on illegal taxi and ride-hailing operators. The Namibia Police and Windhoek City Police have announced plans to increase the number of inspections and enforcement actions against unlicensed operators. This includes impounding vehicles that are found to be operating illegally and imposing fines on drivers who are caught breaking the law. Authorities are also cracking down on ride-hailing companies for facilitating the proliferation of illegal operators on

their apps. The police have also urged members of the public to be vigilant and report any illegal taxi and ride-hailing operators to the authorities. They have advised passengers to only use licensed transport services and to avoid getting into any vehicles that do not display the correct permits or licenses.

Be aware The dangers of using unlicensed taxis and ride-hailing services are real, and they cannot be ignored. It is important for both passengers and the public at large to be aware of the risks posed by illegal passenger transport operators and to take steps to protect themselves. By working together and supporting the efforts of the authorities, we can help ensure that our roads are safer and our communities are better protected. In conclusion, it is crucial for Namibian authorities to continue to take strong action against illegal passenger transport operators, and for members of the public to be aware of the risks involved in using these unlicensed services. With these efforts, we can work towards a safer and more secure future for all Namibians.

A passion for communication Audrin Mathe has enjoyed a long career in the field of communication. THERESIA LUCAS

udrin Mathe is the executive director at the information and communication technology ministry, where he began working in August 2022. Mathe described his experience working at the ministry as “great.” He said he works with excellent political principals, beginning with minister Dr. Peya Mushelenga and deputy minister Emma Theofilus, who he said have a good appreciation of what accounting officers do, which makes his job easy. He added that the management team is easy to work with and that the youthful staff has been amazing. “I could not have asked for more. Everyone is engaged in the process,” Mathe said.

Before Mathe started working at the ministry, he worked in the sport, youth and national service ministry. Going further back, his career began at the Namibian Broadcasting Corporation (NBC), where he started as a scriptwriter and trainee. Later, he was promoted to assistant producer before being promoted to producer. He extended his thanks to mentors such as Hilda Basson-Namundjembo, Dudley Viall, and Rikuetjua Tjombonde who supported him during the start of his career.

By the time he left to join the Office of the Prime Minister (OPM) as spokesperson to the then Prime Minister Hage Geingob in 2001, he was an assistant manager for television programmes. He highlighted that he learned a lot about the art of political communication from Geingob. When Mathe left the OPM in 2003, he joined the University of Namibia until 2005, when he was offered a job as executive assistant to the secretary-general of the SADC parliamentary forum, but only for a year before he joined the Roads Authority as head of communications. “I hated being in the same job for longer than five years. I was looking for a challenge,” Mathe stated. In 2011, he re-joined NBC as chief news and programming officer – a new position at the time. He stayed there until 2013, when he left to take up a position as chief executive officer at New Era Publications Corporation, which was his last posting before rejoining government in 2020.

He completed high school at St. Kizito College, six kilometres out of Katima Mulilo, where he enrolled in 1992. He said he joined Kizito because he could not be admitted to CSSS because of his involvement in student politics.

Prioritising education

His struggles did not stop him, as he eventually succeeded in earning a good education with eight degrees in various fields. This includes a PhD in rhetoric studies (persuasive communication) from the University of Cape Town, an MA in communication science from the University of the Free State, an MPhil in development policy and practice from the University of Cape Town, as well as a master’s in business administration from the University of Namibia.

Overcoming challenges Mathe attended most of his high school at Caprivi Senior Secondary School (CSSS). He noted that, at that time, it was considered a training ground for students in political education. That meant that, one way or another, he was going to get into trouble with the authorities. As there were no taxis at that time, Mathe had to walk long distances to and from school.

elled brand that expand into a multinational entity. Bianca Strauss, who was recently appointed as a human capital business partner at Old Mutual Namibia, enjoys engaging with people and believes in showing compassion in her work environment. Strauss successfully steered the implementation of the new online integrated tax administration system (ITAS) at her previous workplace, when all PAYE returns had to be uploaded. “One of the challenges I have experienced in my career was people management. It is not everyone’s cup of tea; human beings are complex. Working with a diverse workforce from different ethnicities, backgrounds, and cultures is not an easy task. I have learned from my challenges to always give your best to achieve success. People will always appreciate your willingness to help,” she said. When she is not busy at work, Strauss’ hobbies include listening to music, reading, and socialising with people.

Flourishing in labour relations INTERVIEW | JOEL AMUNYELA Joel Amunyela has been in the labour industry for over 14 years. He first obtained an advanced diploma at the Namibian University of Science and Technology (NUST) in 2009, and then joined the ministry of labour, industrial relations and 1 June 2014. e said he is passionate about labour relations and joining the ministry has been one of the biggest game-changers in his career. Amunyela completed high school at Ella du Plessis, and then studied human resource development at the Bulawayo College in Zimbabwe. He persevered to attain a bachelor’s degree at the then-Polytechnic of Namibia, now NUST, and subsequently decided to pursue an honours degree in labour law at the University of Johannesburg. He recently obtained a master’s degree in industrial and employment relations from the International Training Centre of the International Labour Organisation (ITC) in collaboration with the University of Turin, Italy.

Motivation He is motivated by his challenging childhood, which has driven him to do and be better every day. His advice to his younger self is that things get better when you work on them and that circumstances do not define you. With discipline and resilience, one can achieve whatever one sets their mind on. He advised aspiring labour attaches to educate themselves and further highlighted that it is important to know what you want and be on the

lookout for opportunities and be patient with yourself while doing your part. He further stated that things always unfold for the better if you are doing your best. A typical day for Amunyela would typically involve attending to emails and representing Namibia at meetings organised by the International Labour Organisation (ILO), working closely with the African Union representative in Geneva to strengthen Namibia’s position, and identifying and canvassing new areas of technical assistance and cooperation with the ILO.

Five interesting facts • I was born in Lubango, Angola. Yes, l am a ‘struggle kid’. • I am a little impatient. • I have travelled to over 10 countries • ‘Rich Dad, Poor Dad’ is the best book I have read that changed my perspective on money. • I enjoy keeping up to date with current affairs, both nationally and internationally. When asked about the labour industry and its possible challenges, Amunyela said: “One of the major challenges facing the labour relations industry is the impact of new technologies and automation on the workforce. “This can lead to job displacement and changes in work, which will require new regulations and policies to protect workers’ rights and ensure that they have access to training and education to adapt to these changes. Additionally, there is a growing need for greater collaboration and communication between employers, workers, and government to address issues such as inequality, job security and social protection for vulnerable workers. Finally, post-Covid, how do we balance and regulate remote working moving forward?

Fish exports increase The value of fish exports increased by 14.9% year-on-year in January 2023, compared to 21.5% year-on-year in December 2022. SARB announces jumbo interest rate hike

T

he South African Reserve Bank (SARB) announced a second consecutive increase in the repo rate this year. SARB raised the repo rate by 50 basis points from 7.25% to 7.75% yesterday. At the first monetary policy announcement in January, the central bank increased the repo rate by 25 basis points from 7% to 7.25%. The prime lending rate currently stands at 11.25%. months, edging to 7.0% in February from 6.9% in January, according to Stats SA. The South African Reserve Bank’s

monetary policy committee prefers to anchor inflation expectations close to the 4.5% midpoint of its target range of 3%-6%. Fin24 recently reported that South African inflation expectations rose at the start of 2023, suggesting the central bank may keep interest rates higher for longer. Average inflation expectations for the year increased to 6.3% in the first quarter from 6.1% previously, according to a survey conducted by the Stellenbosch-based Bureau for Economic Research. Fin24 further reported that that the International Monetary Fund (IMF) praised the South African Reserve Bank (SARB) for successfully anchoring inflation expectations and said it expected inflation to fall within the

target range of between 3% and 6% by the end of 2023. South Africa’s third monetary policy announcement for the year is expected to take place on 25 May.

Namibia

Namibia has close economic ties with South Africa as the local currency is pegged to the rand. At the first monetary policy announcement for the year in February, the Bank of Namibia increased the repo rate by 25 basis points from 6.75%. The repo rate in Namibia currently stands at 7%, while the prime lending rate stands at 10.75%. Inflation increased to 7.2% in February from 7% recorded in January. The Bank of Namibia does not target inflation.

According to the Namibia Statistics Agency (NSA), the domestic economy expanded by 4.6% in 2022. The Bank of Namibia projects economic growth to moderate to 3% in 2023. “Risks to domestic growth are predominantly in the form of monetary policy tightening globally and high costs of key import items that are likely to remain for the entire forecast period,” the central bank said. Recently, the US Federal Reserve raised its benchmark lending rate as it sought to strike a balance between curbing high inflation and averting further upheaval in the commercial banking sector, Fin24 reported. In the absence of a construction council

T

he Construction Industries Federation of Namibia (CIF) is concerned that many government projects over the last years, were abandoned before completion, as well as that the quality of the workmanship on many of the projects were regarded as very poor and below desired standards. Accordingly, the CIF wants to encourage buyers of building and construction services to be extremely careful and prudent when selecting service providers and awarding contracts accordingly. The organisation points out that this is as a result of there not being a statutory regulatory body, such as a construction council – in place; and highlights related disadvantages; as well as recommends that in the interim, buyers only appoint contractors that are CIF members, since they have to adhere to the federation’s Code of Conduct.

With the lack of a regulatory body in the construction sector, such as a construction council, there is not a single statutory body that has the mandate to monitor and police the performance of contractors in this sector. With the absence of such a body, buyers of building and construction services –mostly government authorities, are not in the position to accurately evaluate tenders before their respective awards.

We really cannot understand why after 17 years of lobbying our Government, there is still no council. Bärbel Kirchner CEO: CIF Repeatedly, since 2006, the CIF has lobbied Government so that a Construction Council would be established. With no statutory regulatory body in place the following can occur: Tenders are awarded to contractors

that do not have the experience to do the job and therefore are not in the position to complete the projects; Secondly, tenders are often awarded to Namibian so-called tenderpreneurs, who subcontract to other contractors, many of them foreign companies; In addition, if a contractor has not completed a project or has delivered below par work, and consequently has been barred to do further work for a specific authority, they often open up and operate under a different business name; Furthermore, many business owners create more than one – often up to three companies – only for tendering purposes; and Lastly, the occurrence of nepotism and potentially fraud, is much more probable in an unregulated environment.

Inefficiency

“Without an appropriate regulatory body in the construction sector, the scope for fraudulent and corruptive practices is much bigger, which can lead to a very inefficient public procurement system”’ says Bärbel Kirchner, chief executive officer of the CIF. With a construction council in place, all businesses operating in this sector will have to be registered with the council. Details that would have to be disclosed are ownership, citizenship,

previous work undertaken; as well as criteria such as turnover and cash flow, qualification and size of the workforce. Essentially, the criteria will be determined by the council itself. Based on this, companies would be categorised and projects could be sized so as to also meet the developmental needs of businesses in the sector. Bärbel Kirchner says: “We really cannot understand why after 17 years of lobbying our Government, there is still no council. We were very hopeful that after the pledge was made by Government at the Namibian Investment Summit in 2019, organised by the High Level Panel of the Economy, that by end of the financial year; i.e. 28 February 2020, the bill would have been tabled in Parliament and eventually promulgated. “Not having a council is essentially a very wasteful use of government resources, and ultimately taxpayers’ monies, as unqualified businesses are getting contracts. “At the same time, the procurement processes are incredibly long and therefore very costly. With a register of prequalified contractors, a lot of bureaucracy can be cut out. This saves everyone’s time – both the time of civil servants as well as the precious time

of contractors”. However, in the absence of a council, the CIF wants to encourage every buyer of building and construction services to only appoint contractors that are members of the CIF. Whilst the CIF has no legal authority to monitor the performance of just any business in the sector, it can demand that its members adhere to the Code of Conduct of the CIF. Agreement to honour the Code of Conduct is one of the requirements for membership of the CIF. In a sense it allows a degree of self-regulation of members of the CIF. However, should any member be in contravention of the Code of Conduct, he/she can be asked to rectify the problem or indeed loose the membership of the CIF. Kirchner says: “As a stakeholder in the construction sector, we want to see that the sector is optimally regulated. This is in the interest of the development of country, the development of our sector and ultimately, will help to better utilise scares financial resources. However, in the absence of that, we want to call everyone that is buying or funding building and construction services, to establish first whether the service provider is a member of the CIF”.
