Namibia Asset Management vergibt Stipendien an Studenten Windhoek (NMH) • Im Rahmen seiner sozialen Verantwortung als Unternehmen organisierte Namibia Asset Management kürzlich eine Stipendienübergabe in der University of Namibia Foundation, um die Hochschulbildung in Namibia zu unterstützen. Die Veranstaltung war eine glamouröse Angelegenheit, bei der verschiedene wichtige Interessengruppen für die Förderung der Hochschulbildung im Land zusammenkamen und sieben Studenten mit Stipendien ausgezeichnet wurden. Frednard Gideon, UNAM-Vizekanzler für akademische Angelegenheiten, bedankte sich bei Namibia Asset Management für die Bemühungen, die inanzielle Belastung namibischer Familien zu lindern und so den Studierenden den Abschluss ihres Studiums zu ermöglichen. Viele Studenten haben Schwierigkeiten, ihr Studium zu inanzieren, vor allem während der Grundstudiumszeit. Viele sind gezwungen, sich einen Job zu suchen oder ein kleines Unternehmen zu gründen, um die Finanzierung zu sichern. Tarah Shaanika, Geschäfts-

führerin von Namibia Asset Management, erklärte, dass zwar zahlreiche Bewerbungen für Stipendien eingegangen seien, aber aufgrund der begrenzten Mitel nur eine ausgewählte Gruppe von Studenten in Frage komme. Die erfolgreiche Auswahl der Studenten erfolgte anhand von zwei Kriterien. Dazu gehörten die akademischen Leistungen des Schülers und die inanzielle Bedürftigkeit des Schülers nach einer gründlichen Hintergrundprüfung, erklärte Shaanika. Über einen Zeitraum von vier Jahren hat die Namibia Asset Management-Gesellschaft im Rahmen des Namibia Asset Management-Fonds etwa 16 Studenten in Namibia unterstützt, damit sie ihr Studium vollständig abbezahlen können. Rion /Narib, ein Student im ersten Jahr an der UNAM, der einen Bachelor of Chartered Accounting anstrebt, drückte seine Dankbarkeit darüber aus, dass er aus einem Pool von Studenten ausgewählt wurde. Er erklärte: „Wir fühlen uns privilegiert und wissen die Chance, die sich uns bietet, sehr zu schätzen”.

twas mehr als 37 Millionen Namibia Dollar (N$) wurden vom Ministerium für Sport, Jugend und Nationaldienst für die Renovierung und Modernisierung von 14 verschiedenen Stadien landesweit bereitgestellt. Zu diesen Stadien gehört auch das Independence Stadion in Windhoek, das aufgrund seines baufälligen Zustands seinen Status als Austragungsort für internationale Fußballwetbewerbe der FIFA/Afrikanischen Konföderation (CAF) verloren hate, was dazu führte, dass lokale Fußballmannschaften ihre Heimspiele in unterschiedlichen QualiikationsMeisterschaften in Nachbarländern austragen müssen. Das Sportministerium hat einen Auditbericht für dieses Stadion sowie die Stadien in Swakopmund (Vineta) und Oshakati erhalten, der versichern soll, dass alle Modernisierungen den CAF/FIFA-Vorschriften und -Standards entsprechen. Ministerin Agnes Tjongarero räumte bei der Begründung ihres Ministerbudgets ein, dass der Kostenvoranschlag „viel höher, als wir ursprünglich geplant haten“ war. Tjongarero ist jedoch zuversichtlich, dass mit Hilfe des Privatsektors und der Regierung die Renovierungsarbeiten in allen 14 Stadien fortgesetzt werden können. In der Zwischenzeit stehen 7,5 Mio. N$ bereit,

um kleinere und weniger dringende Instandhaltungsarbeiten in verschiedenen Stadien zu inanzieren, die vom Austausch defekter Geräte bis zur Reparatur von Einzäunungen reichen. Laut Tjongarero genießt der Bau des Eenhana-Sportkomplexes weiterhin Priorität, auch wenn einige der bereits fertiggestellten Bauten erneut „renoviert oder repariert“ werden mussten. Zehn Mio. N$ sind veranschlagt, um hier ein Fußballfeld und eine Tartanbahn anzulegen. Obwohl die Durchführbarkeitsstudie und die Dokumentation für den Bau eines Sportkomplexes in Usakos abgeschlossen

sind, wurde das Projekt wegen Geldmangels vorläuig erst auf Eis gelegt. Zur Zeit stehen nur zwei Mio. N$ für dieses Projekt bereit. Laut Tjongarero plant das Ministerium auch die Renovierung des Sportkomplexes in Mariental für weitere zwei Mio. N$. Die Sanierung soll Toileten, einen Pavillon, eine Leichtathletikbahn und die Umzäunung des Geländes umfassen.

ten, darunter auch die Brave Warriors, haben Südafrika in den vergangenen zwei Jahren als Heimspielstäte für internationale Auftrite genutzt, nachdem die CAF das Sam-Nujoma-Stadion aufgrund von Sicherheitsbedenken und „strukturellen Mängeln“ für ungeeignet erklärt hate. Es ist jedoch nicht klar, wie viel der namibische Fußballverband für die Teilnahme an den Spielen in Südafrika zahlen muss. In Fußballkreisen heißt es angeblich, dass es sich um Millionenbeträge handeln könnte. Auf die Frage, wann die Renovierungsarbeiten am Nationalstadion beginnen werden, erklärte Harold Akwenye, Sprecher der Stadtverwaltung von Windhoek (CoW), dass der Zeitplan von strukturellen Erkenntnissen und der Verfügbarkeit von inanziellen Miteln abhängt - daher die Verzögerung beim Beginn der Modernisierung der Anlage. Er fügte hinzu, dass eine Ausschreibung zur Einholung von Empfehlungen für Bauingenieure am 19. März endete und die Bewertungen abgeschlossen wurden. Der erfolgreiche Bieter wird benachrichtigt, und dann wird die Ausschreibung vergeben. Akwenye wich Fragen nach den voraussichtlichen Kosten für die Renovierung aus und sagte lediglich, dass dieser Betrag vom technischen Untersuchungsbericht abhängen würde. Auf die Frage, ob die Renovierungsarbeiten gemäß den CAF-Richtlinien durchgeführt werden, antwortete er: „Das Stadion entsprach nicht den CAF/FIFA-Anforderungen, daher ist es wichtig, sie zu erfüllen, damit der internationale und nationale sowie der lokale Fußball an diesem Ort beginnen kann.” Das Stadion hat 10 300 Sitzplätze und wurde 2005 für 64 Millionen N$ gebaut.

Zustand der Regierungsgebäude beunruhigend Windhoek (ot/sno) • Der Minister

für Arbeit und Verkehr, John Mutorwa, hat mit Besorgnis den Zustand der Regierungsgebäude zur Kenntnis genommen und erklärt, dass sie sich in einem permanenten Zustand des Verfalls beinden. Mutorwa äußerte sich in der vergangenen Woche anlässlich der Vorlage des Haushaltsplans seines Ministeriums in der Nationalversammlung. Es sei an der Zeit, die Notwendigkeit zu erkennen, Regierungsgebäude zu renovieren, sagte er. „Die Regierung hat Gebäude geerbt, die vor vielen Jahren gebaut wurden, und alle verwendeten Materialien haben ihre Lebenserwartung erreicht, so dass es jetzt dringend notwendig ist, alles zu erneuern“, so der Minister. „Staatliche Einrichtungen mieten sich bei Privatpersonen ein und zahlen exorbitante Mietgelder. Es ist an der Zeit, dass die Regierung sich verplichtet, Renovierungs- und Instandhaltungsarbeiten durch ein angemessenes Budget vorzunehmen“, sagte er. Eine weitere große Sorge für Mutorwa sei, dass zu viel Geld in den Bau neuer Immobilien ließt und nicht ausreichend inanzielle Mitel in die Sanierung bestehender Immobilien investiert wird. „Der aktuelle Haushalt konzentriert sich mehr auf den Bau neuer Gebäude, als auf die Instandhaltung und Renovierung. Wenn man weiterhin neue Infrastrukturen baut, während die bestehenden verfallen, schießt man sich selbst ins Bein”, sagte Mutorwa. Dem Ministerium wurden 204 Mio. Namibia Dollar (N$) für Betriebskosten für die Instandhaltung von Gebäuden zugewiesen, während 81 Mio. N$ für Entwicklungskosten für das laufende Haushaltsjahr vorgesehen sind.

Nach Angaben des Leiters der Öfentlichkeitsarbeit, Panduleni Nepembe, handelt es sich möglicherweise um eine Pilzinfektion im Zusammenhang mit der EUS-Krankheit, die Fische befällt. Nepembe fügte hinzu, dass Beamte des Gesundheitsministeriums und des Fischereiministeriums vor Ort waren, um Proben für eine wissenschaftliche Diagnose zu nehmen. Er wies darauf hin, dass sie den Gemeinden raten, bis auf weiteres auf den Fang und Verzehr der Fische zu verzichten, die unmitelbar betrofen sind.

Letztes Jahr habe der Fischereisektor rund 10 Mrd. N$ durch Exporteinnahmen erwirtschaftet, was 14 Prozent aller Exporte ausmachte, sagte der Fischereiminister, Derek Klazen. Der Minister hat Ende letzter Woche den neuen Etat seines Ministeriums für 2023-24 im Parlament vorgelegt. Klazen betonte, wie wichtig es sei, dass sein Ministerium Fangschiffe inspiziert und Patrouillen entlang der Küste durchführt, ebenso auf den Grenzlüssen, was die Binnenfischerei betrifft. Im Vergleich dazu waren es in 2021 nur 4,7 Mrd. N$. Das entspricht einem Anstieg von 2,4 Prozent, wie aus dem Jahresbericht der Bank of Namibia (BoN) hervorgeht. Der Wert der im Umlauf beindlichen Banknoten lag 2022 bei 4,6 Mrd. N$, gegenüber 4,5 Mrd. N$ im Jahr 2021. Der Wert der im Umlauf beindlichen Münzen lag 2022 bei 267,9 Millionen N$ im Vergleich zu 257,9 Millionen N$ im Vorjahr. Die Bank of Namibia hat das alleinige Mandat zur Herstellung und Ausgabe der namibischen Währung. Der Bankensektor verzeichnete im Jahr 2022 einen Anstieg von Betrugsfällen und der damit verbundenen Wirtschaftsdelikte. In 2022 wurden insgesamt 370 Betrugsfälle gemeldet, gegenüber 268 Fällen in 2021.

Windhoek (cr) • Die namibische Polizei meldet zwei Morde und einen versuchten Mord über das vergangene Wochenende. Demnach wurde ein 20-jähriger Mann angeblich von einer Gruppe von Personen angegriffen, wobei einer der Verdächtigen ein Messer zückte und auf den Verstorbenen einstach. Die Verdächtigen lohen daraufhin vom Tatort. Der Vorfall ereignete sich am Freitag auf der Mülldeponie von Havanna. Der Verstorbene wurde am daraufolgenden Tag in einer Blutlache mit einer Stichwunde in der rechten Schulter gefunden. Die polizeilichen Ermitlungen dauern an. In Rundu wurde ein Mann verhaftet, nachdem er den verstorbenen Sipira Lukas am Freitag mit Flaschen in beide Arme gestochen hate, woraufhin das Opfer seinen Verletzungen im Rundu Staatskrankenhaus erlag. Ferner wurde ein Wachmann in der Nähe der Karundu-Grundschule in Otjiwarongo in einer Blutlache auf der Straße liegend aufgefunden, wobei ihm ein Messer im Rücken steckte. Er wurde mit einem Privatfahrzeug in das staatliche Krankenhaus von Otjiwarongo gebracht, wo das Messer entfernt und das Opfer zur weiteren medizinischen Behandlung nach Windhoek gebracht wurde. Es wurde noch keine Festnahme vorgenommen. Die polizeilichen Ermitlungen dauern an.

as Agrarministerium hat im neuen Haushaltsjahr 1,75 Mrd. N$ zugewiesen bekommen, 38 Prozent mehr als im Vorjahr. Knapp 220,6 Mio. N$ sind für die Landreform bestimmt. Das Ministerium ist mit der Umsetzung von Beschlüssen der zweiten Landeskonferenz von Oktober 2018 beschäftigt; 25 Beschlüsse sind vollständig umgesetzt und 134 werden noch bearbeitet. Das Ministerium erwarb acht Farmen zur Umsiedlung mit einer Gesamtgröße von 3 731 Hektar zu einem Gesamtpreis von 82,9 Mio. N$. Oft werden Sarkoide durch bovine Papillomaviren (BPV) verursacht. „Wir wissen nicht, ob die Sarkoide dieses Oryx durch das BPV verursacht wurden, dafür wären zusätzliche Tests nötig. Obwohl wir über das BPV noch viel lernen müssen, scheint es nicht ansteckend zu sein, das heißt, es kann nicht direkt von Tier zu Tier überspringen. Die Krankheit könnte indirekt durch Fliegen übertragen werden, aber die Forschung hat bisher nur Virusteile in Fliegen entdeckt, nicht den ganzen, ansteckenden Virus“, so die Vets. Behandlung der Sarkoide ist möglich, hängt aber von ihrem Ausmaß und der Stelle ab. „Man kann sie chirurgisch entfernen, durch Abbinden, Abfrieren oder durch Chemotherapie. er Tag in Guantánamo Bay beginnt mit der US-Nationalhymne. Über Lautsprecher wird die heroische Melodie über die weite, staubige Bucht am südlichen Zipfel Kubas getragen. Vor der Kommandozentrale des US-Marinestützpunkts hissen zwei junge Soldatinnen die US-Flagge. Dahinter liegt türkisfarben das Meer in der Bucht, Palmenblätter rascheln im Wind. Fast könnte man meinen, es gebe keinen friedlicheren Ort auf Erden. Doch Stacheldraht und strengste Sicherheitsvorkehrungen erinnern daran, dass Guantánamo Bay nicht irgendein Militärstützpunkt ist. Vor mehr als 21 Jahren infolge der Terroranschläge vom 11. September 2001 errichtete der republikanische Präsident George W. Bush hier ein Gefängnis, um mutmaßliche Terroristen ohne Prozess festzuhalten. Die Rechtslage der Gefangenen, ihre Haftbedingungen, Berichte über die verwendeten Verhör- und Foltermethoden führten international zu einem Aufschrei. Der ist verklungen, doch das Gefängnis gibt es noch.

Die US-Flagge weht hinter Stacheldraht auf dem Marinestützpunkt Guantánamo Bay auf Kuba. Hier betreiben die USA seit mehr als 21 Jahren ein umstrittenes Gefangenenlager. Nach jüngsten Angaben des Pentagons sind in Guantánamo noch immer 31 Menschen inhaftiert. Ihre Haftbedingungen sind mit denen zu Bushs Zeiten nicht mehr vergleichbar. Doch an der Tatsache, dass die USA hier noch immer Menschen ohne Prozess festhalten, hat sich nichts ge-

gerechtigkeit“ sei die US-Regierung verpflichtet, die verbliebenen Häftlinge in Situationen zu überführen, in denen ihre Menschenrechte geachtet würden. Die Schließung des Gefängnisses hat US-Präsident Joe Biden, ein Demokrat, zu Beginn seiner Amtszeit als Ziel ausgegeben. Doch er hat ein Problem: Der US-Kongress hat im jüngsten Verteidigungshaushalt eine gesetzliche Vorgabe erneuert, wonach die US-Regierung kein Geld für die Aufnahme von Gefangenen aus Guantánamo aufwenden darf. Die Vorgabe gilt auch für die Überstellung in bestimmte Länder wie Somalia oder den Jemen und für die Schließung des Marinestützpunkts. Hier spielt sich ein Leben ab, das mit dem der Gefangenen in dem abgeschotteten Lager nur wenig zu tun hat: Der Militärstützpunkt, der von seinen rund 6 000 Bewohnern liebevoll „Gitmo“ genannt wird, gleicht einer kleinen US-Stadt. Es gibt mehrere Wohnsiedlungen, einen großen Supermarkt, eine Kirche, eine AutoWaschanlage, ein Freiluft-Kino und einen McDonald’s. In einem Souvenir-Shop werden Guantánamo-Shirts und andere Andenken verkauft. Die US-Regierung kann ihr Vorhaben, das Gefängnis zu schließen also nicht aus eigener Kraft umsetzen. Biden ist auf die Hilfe anderer Länder angewiesen. 17 der 31 letzten Gefangenen von Guantánamo kommen nach Angaben des Pentagons für eine Überstellung sofort in Frage, einige warten schon seit Jahren darauf. Die US-Regierung hat die Transfers in diesen Fällen genehmigt, weil sie aus ihrer Sicht keine Bedrohung der nationalen Sicherheit darstellen.

Irritierender Streit zwischen Vorstand und Aufsichtsrat, Indiskretionen, Abschiedsgerüchte um den Erfolgstrainer: Knapp ein Jahr nach dem Europapokaltriumph ist Eintracht Frankfurt in einen Negativstrudel geraten, der sich auf allen Ebenen bemerkbar macht. Dem seit Mitte Februar sieglosen Team droht am Ende einer dann sehr tristen Saison der Abschied von Vorstandssprecher Axel Hellmann zur Deutschen Fußball Liga – und Medienberichten zufolge auch der von Oliver Glasner zum FC Chelsea nach England. Und in dieser Gemengelage sollen die Profis um Ex-Weltmeister Mario Götze an diesem Dienstag (18.00 Uhr/ ZDF) das Pokal-Viertelfinale gegen den 1. FC Union Berlin bestreiten. Bestenfalls erfolgreich – auch zur Ablenkung von den internen Querelen. Allerdings muss auch in der Liga schnell ein Erfolg her. SWANEUM BEIM MINISTERPRTÄSIDENTEN

Kapstadt – Eine 32-köpfige Delegation der Südwestafrikanischen Nichtweißen Einheitsbewegung (SWANEUM) führte gestern Gespräche mit Ministerpräsident B. J. Vorster und verschiedenen Kabinettsmitgliedern, die über zwei Stunden währten. SWANEUM gehören die Föderale Farbigenpartei, die Rehobother Bastervereinigung sowie Hereround Namaorganisationen an. A. J. F. Kloppers, der auch der Führer der Föderalen Farbigenpartei in Südwestafrika ist, stand an der Spitze der Delegation. Er erklärte, dass die Verhandlungen mit dem Ministerpräsidenten, die in Kapstadt stattgefunden haben, äußerst fruchtbar gewesen seien. Kloppers bekannte sich zu einer Zusammenarbeit mit der südafrikanischen Regierung und wies eine Einmischung der Vereinten Nationen zurück. Zu den Hauptgesprächsthemen gehört die Frage gleichen Lohnes für gleiche Arbeit, die Schaffung eines Heimatlandes für die Mbanderus sowie die Bereitstellung eines Gebietes für farbige Farmer.

EURO-AFRIKANISCHE KONFERENZ

Brüssel – Ein neues Konzept für die Entwicklungshilfe der Zukunft ist das Hauptthema der am 28. März in Kinshasa eröffneten parlamentarischen Konferenz der EG und der assoziierten afrikanischen Staaten. Der deutsche Abgeordnete des Europäischen Parlaments, Heinrich Aigner (CDU), wird einen Bericht mit den Grundzügen eines solchen Konzepts vorlegen. Aigner wirft der Europäischen Kommission in Brüssel vor, den sozialen Aspekt der neuen Entwicklungshilfe in ihrem Memorandum über die neue Entwicklungspolitik der erweiterten EG nicht genügend hervorgehoben zu haben. Aigner schlägt vor, von 1975 an ein halbes Prozent der EG-Einkünfte der Entwicklungshilfe zur Verfügung zu stellen. Die Diskussion der euro-afrikanischen Parlamentarier in Kinshasa ist um so wichtiger, als die EG ihre Präferenz-Politik jetzt auch den afrikanischen Commonwealth-Ländern anbietet. Außerdem müssen die Assoziationsabkommen von Jaunde und Arusha neu ausgehandelt werden.

IMMER WIEDER NEUE STREIKS IN DER REPUBLIK

Durban – Mit Tränengas und Knüppeln ging die Polizei gegen Streikende in Richards Bay vor, die einem Räumungsbefehl keine Folge leisteten. Die Streikenden, die zu den 800 Arbeitern des sogenannten Richards-Bay-Konsortiums gehören, das Arbeiten in Richards Bay verrichtet, verlangen höhere Löhne. Während über die Löhne mit der Betriebsleitung diskutiert wurde, sammelten sich hunderte von Arbeitern in den Straßen, um das Ergebnis der Verhandlungen abzuwarten. Sie wurden von der Polizei aufgefordert, bis zu einem gewissen Zeitpunkt auseinanderzugehen, und als dies nicht geschah, warf die Polizei Tränengaskanister gegen die Streikenden und trieb sie mit Knüppeln auseinander. Die Polizei weigerte sich, Angaben zu machen, ob Streikende verhaftet worden sind. Zuerst beteiligte sich nur ein Drittel der Belegschaft am Streik, doch legten die anderen bald danach aus Sympathie die Arbeit nieder. Es soll nun der KwaZulu-Chef Buthulezi um Vermittlung gebeten werden.

FARBIGE TERRORISTEN IN SALISBURY VERHAFTET

Salisbury – Im Ardbennie-Gebiet von Salisbury sind am Freitag zwei farbige Terroristen verhaftet worden, Thomas James Harris Zerf und Cecil Paul Murtagh. Sie waren im Besitz von zwei automatischen Pistolen, von Granaten, Munition und Explosivstoffen kommunistischer Herkunft. Es gilt als sicher, dass sie zu einer Gruppe von Terroristen gehörten, die im zentralen Gebiet von Rhodesien operieren. Anfang März ist bereits ein Farbiger, Richard Errol Robinson, verhaftet worden, der ein Auto stahl und eine Benzinstation in Gatooma überfiel. Man stellte fest, dass er zu einer Terroristenbande gehörte, die das Innere des Landes unsicher machte. Die Bevölkerung wurde rechtzeitig gewarnt. Am Mittwoch veröffentlichte die Polizei eine Beschreibung Zerfs und Murtaghs und fügte hinzu, dass die beiden bewaffnet und gefährlich seien. Es wurde aber nicht angedeutet, dass es Terroristen seien.

Gegen Todesstrafe Kuala Lumpur (dpa) • Die erste Hürde für die Abschaffung der obligatorisch vorgeschriebenen Todesstrafe in Malaysia ist genommen: Die Abgeordnetenkammer (Dewan Rakyat) stimmte dafür, dass Richter in Zukunft die Freiheit haben sollen, alternative Strafen zu verhängen, wie die Zeitung „Malay Mail“ berichtete. Bisher waren in dem südostasiatischen Land Todesurteile unter anderem für Mord, Drogenhandel, Terrorismus, Entführungen und den Besitz von Schusswaffen zwingend vorgeschrieben.

Ein Barrel (159 Liter) der Nordseesorte Brent kostete zur Lieferung im Juni 83,75 US-Dollar. Das waren 3,86 Dollar mehr als am Freitag. Der Preis für ein Barrel der amerikanischen Sorte West Texas Intermediate (WTI) zur Lieferung im Mai stieg ebenfalls kräftig um 3,69 Dollar auf 79,36 Dollar.

er Bau war ein Triumph, der Fall eine Tragödie: Wo einst die weltberühmten Zwillingstürme des World Trade Centers standen, sind heute zwei quadratische Wasserbecken in den Boden von Manhattan eingelassen. An den Rändern stehen die rund 3 000 Namen der Menschen, die bei den Terroranschlägen am 11. September 2001 ums Leben kamen. Die Zwillingstürme, eröffnet heute am 4. April vor genau einem halben Jahrhundert, und insbesondere ihr dramatisches Einstürzen nach einem der tödlichsten Terrorakte der Geschichte haben sich tief in das kollektive Gedächtnis der Menschheit eingeprägt. Bis heute sind die Türme im Stadtbild New Yorks allgegenwärtig – nicht an alter Stelle natürlich, sondern als Foto oder gemalt auf Hauswänden, Taxis, Bauhelmen, T-Shirts, Aufklebern oder Fahnen. Und immer verbunden mit dem Gedenken an die Opfer. Das World Trade Center ist für viele New Yorker zum Trauma geworden, und das hat sie nie verlassen – obwohl es nur 28 Jahre lang stand und vor nun schon mehr als 20

Jahren zerstört wurde. Ursprünglich sollte das „WTC“ das Bankenviertel im Süden Manhattans aufpolieren. Midtown, die Gegend um Empire State Building, Times Square und Grand Central, hatte dem Süden der Insel den Rang abgelaufen. Der Nachbarbundesstaat New Jersey kam als Partner dazu. Als Architekt wurde Minoru Yamasaki (1912-1986) ausgesucht.

Architekt mit Höhenangst

80 Stockwerke wollte der US-Amerikaner bauen. Höhenangst wurde dem Architekten nachgesagt – und überhaupt sei das Unten der Gebäude viel wichtiger als das Oben, sagte Yamasaki einmal in einem Interview. „Ich hatte schon lange das Gefühl, dass es in Manhattan gar nicht so wichtig ist, wie hoch man geht – was den Menschen, die die Gebäude benutzen, wirklich wichtig ist, ist das Ausmaß am oder in der Nähe des Bodens.“

komplexes und platzsparendes Aufzugsystem aus. Bei der Fertigstellung war das World Trade Center das höchste Gebäude der Welt. Die Blicke vom rund 400 Meter hohen Restaurant im Nordturm und dem Aussichtsdeck auf dem Südturm waren atemberaubend. Rund 50 000 Menschen arbeiteten in dem Gebäude, das eine eigene Postleitzahl hatte. Hinzu kamen rund 200 000 Touristen täglich. Aber es gab auch viel Kritik. Dass die

Wochen nach dem Verschwinden eines deutschen Touristen in Südafrikas Metropole Kapstadt hat Bürgermeister Geordin Hill-Lewis seine Unterstützung zugesichert. „Die Sicherheit und das Wohlergehen von Besuchern und Einwohnern haben für die Stadt höchste Priorität“, sagte Hill-Lewis. „Obwohl solche Tragödien äußerst selten sind, ist jede einzelne eine zu viel. Der 22-jährige Brandenburger, der aus der Nähe von Cottbus stammt, gilt seit dem 15. Februar als vermisst. Suchtrupps der Polizei und Bergwache haben in vergangenen Wochen keine Spur des Mannes ausmachen können. „Die Ermittlungen dauern weiter an“, sagte Polizeisprecher An-

dré Traut. Immer wenn Ermittler neue Informationen erhielten, würden Einsatzkräfte entsandt, um Suchaktionen durchzuführen und möglichen Hinweisen nachzugehen. Aktuell gebe es jedoch keine neuen Entwicklungen, sagte Traut. Bürgermeister Hill-Lewis sagte, die Stadt unterstütze die Polizei in ihren Ermittlungen „wo immer möglich“. Im März waren in Zusammenhang mit dem Verschwinden des Deutschen fünf Verdächtige vor Gericht erschienen. Die Männer sollen im Besitz von Gegenständen gewesen, die dem Touristen gehörten. Sie wurden nach

Angaben der Nationalen Strafverfolgungsbehörde des Raubüberfalls angeklagt. Der nächste Gerichtstermin wurde für den 4. Mai angesetzt. Die Polizei hat nach eigenen Angaben jedoch noch keine direkte Verbindung zwischen den Verdächtigen und dem Verschwinden des Brandenburgers nachweisen können. Der junge Mann ist laut Polizei am 6. Februar in das Land am Südzipfel Afrikas eingereist. In sozialen Medien kursierte ein von einer Sicherheitskamera aufgenommenes Foto, das ihn am 15. Februar auf dem Weg zu einem Wanderpfad am Fuße des Karbonkelbergs in Hout Bay, einem Vorort Kapstadts, zeigt. Die Polizei bestätigte, dass er dort von einem Fahrdienst abgesetzt und letztmalig gesehen wurde.

RESERVATE DER ANDAMANENSEE BALD WELTERBE? Zahlreiche Naturschutzreservate rund um Thailands Trauminseln in der Andamanensee könnten bald zum Unesco-Weltnaturerbe erklärt werden. Das verantwortliche Komitee der Vereinten Nationen habe eine entsprechende Bewerbung ihres Landes in die engere Auswahl genommen, zitierte die Zeitung „Bangkok Post“ die stellvertretende Leiterin des DNP (Department of National Parks, Wildlife and Plants Conservation), Rungnapa Phattanawiboon. „Wir hoffen, dass die Mehrheit der 21 Mitgliedstaaten dafür stimmt“, sagte sie. schweren Erdbeben der Stärke 7 sind in Papua-Neuguinea mindestens drei Menschen ums Leben gekommen. Das Beben hatte sich in rund 62 Kilometern Tiefe ereignet, wie die US-Erdbebenwarte (USGS) mitteilte. Eine Tsunami-Warnung gab es nicht. Am schlimmsten betroffen war die Provinz East Sepik. Die Opfer seien laut dem örtlichen Katastrophenschutz in den Städten Wewak und Angoram unter einstürzenden Häusern begraben worden. Augenzeugenberichten zufolge sollen dutzende Häuser eingestürzt sein. Es gebe auch Verletzte, hieß es. Zudem würden immer wieder Nachbeben verzeichnet, sagte ein Sprecher des Katastrophenschutzes. Das genaue Ausmaß der Schäden sei aber noch unklar. Papua-Neuguinea liegt nördlich von Australien.

Die NSA noem egter dat die gemiddelde prys vir petrol en diesel oor die tydperk op onderskeidelik N$20,08 per liter en N$23,02 per liter gestaan het, wat tot onwrigtings in die sektor gelei het en die kwesbaarheid daarvan vergroot het – veral in terme van wisselvallige pryse. “Dit is ’n toename as dit vergelyk word met die N$15,02 per liter vir petrol en N$14,88 per liter vir diesel wat tydens kwartaal vier in 2021 betaal is,” lui die verslag.

BEESBEMARKING Tydens die laaste maande van 2022 is altesaam 55 851 beeste bemark – ’n verbetering van 3,5% op 2021 se syfers. Hiervan is sowat 35 346 beeste lewend uitgevoer. Die geraamde waarde van die beeste is sowat N$376,3 miljoen.

Veilingspryse het egter reeds tussen Oktober en Desember met 11% gedaal – met hoofsaaklik tollies, speenkalwers, maer koeie en store se pryse wat afwaarts geneig het. Hierteenoor het pryse tydens die ooreenstemmende tydperk in 2021 met 16% gestyg. In die laaste kwartaal van 2022 is die beste prys van N$40,23 per kg vir tollies betaal, en ’n gemiddelde prys van N$38,05 per kg vir speenkalwers. Die pryse van maer en vet koeie was die laagste – teen onderskeidelik sowat N$24,74 per kg en N$31,86 per kg.

KLEINVEE Terselfdertyd is meer kleinvee in die vierde kwartaal van 2022 bemark. Altesaam 147 007 bokke en skape is in die tydperk bemark, in vergelyking met 111 302 stuks kleinvee in dieselfde tydperk in 2021.

Altesaam 70 710 lewende skape ter waarde van N$85,4 miljoen is in die vierde kwartaal uitgevoer, teenoor 60 787 in die ooreenstemmende periode in 2021. Die prysindeks vir geweegde skaap het ’n afname van 7,9% in die tydperk ervaar. ’n Jaar vantevore – in die vierde kwartaal van 2021 – het dit ook met 5,8% gedaal. Terselfdertyd het die uitvoer van bokke toegeneem vanaf 34 189 in die vierde kwartaal van 2021 na 43 387 in die vierde kwartaal van 2022. Die waarde wat deur dié uitvoere gegenereer is, het op N$39,9 miljoen gestaan. Tussen Oktober en Desember verlede jaar het die gemiddelde veilingspryse vir bokke tussen 15,4% gedaal, terwyl dit ’n jaar vantevore met 3,2% verstewig het. Die ergste dalings is onder veilingspryse vir bokramme waargeneem, wat met

32,5% afgeneem het, en die prys vir bokooie met 24,4%. Die pryse vir bokkapaters het met 7,2% gekrimp, terwyl dit ’n jaar vantevore met 6,5% gestyg het.

HOUT EN HOUTSKOOL Tydens die vierde kwartaal van 2022 het Namibië ’n handelsurplus van N$242,9 miljoen aangeteken as dit by hout en houtverwante produkte kom. Dit verteenwoordig ’n verbetering op 2021 se surplus tussen Oktober en Desember, wat op N$186,7 miljoen gestaan het. Houtskool ter waarde van N$314,9 miljoen is die meeste uitgevoer, gevolg deur naaldhout ter waarde van N$37,6 miljoen. Die meeste hiervan het na SuidAfrika gegaan (24,7%), gevolg deur uitvoere na Duitsland (11,4%) en na Griekeland en Nederland (8,8%).

erwyl veilingspryse na verwagting verder sal daal ná dit oor die afgelope weke reeds met sowat 20% gekrimp het, is beesboere optimisties dat hierdie tendens van korte duur sal wees. Die Lewendehaweprodusente-organisasie (LPO) sê markte verkeer tans onder druk, weens ’n relatiewe swak reënjaar wat talle veeboere dwing om noodbemarking te doen. “Die druk op markte sal waarskynlik van korte duur wees – en dalk reeds teen Junie verby wees. Dan behoort die pryse terug na normaal te keer.” Só sê die LPO-voorsitter, Thinus Pretorius. “Daar is redelike mededinging in die plaaslike mark en internasionaal is daar ’n groot tekort aan proteïene. Die vraag is net of ons plaaslik die vermoë sal hê om die nodige verslagting te

doen,” het hy bygevoeg. Die LPO is wel optimisties nadat die Nieu-Seelandse maatskappy Global Protein Logistics (GPL) die plaaslike mark betree het en kontrakverslagting by Meatco doen.

DROOGTE Die nuus kom midde ’n besef binne landboukringe dat die afgelope reënjaar swak oor groter dele van Namibië presteer het.

N$58 en N$60 gedaal, maar dit is steeds sowat 10% tot 15% beter as die Suid-Afrikaanse prys. “Ek dink ons is onder druk, maar ons is nog nie in die situasie waar ons in 2019 was nie. Daar is dele van die land wat reën gekry het. Ons kan tot ’n mate die skok van die abnormale reënseisoen absorbeer in die wete dat ons in die najaar wel bemarking van slagbare diere sal kan doen. “Dis egter ’n gegewe dat ons alternatiewe planne sal moet maak,” sê Pretorius. – [email protected]

Western Cape allocates N$60m to prevent animal diseases

The Charcoal Association of Namibia says there are currently many infringements by charcoal producers not following production guidelines. It cannot condone this and will support the forestry ministry in fining these members, it said.

The Western Cape agriculture department has allocated more than N$60 million towards preventing and controlling animal diseases in the area. In 2021, the province saw a severe avian flu outbreak, which killed almost 20 000 seabirds. Funding will also be used to bolster rabies vaccinations and awareness campaigns.

Gevolglik word mense se lewensbestaan, voedselen voedingsekuriteit negatief beïnvloed, omdat die oorgrote bevolking in die streke van landbou en natuurlike hulpbronne afhanklik is vir hul voortbestaan. CCARDESA sê die afname in die produktiwiteit van SADC se landbousektor word hoofsaaklik deur klimaatsverandering en -wisselvalligheid gedryf. “As navorsing en innovering behoorlik verbind kan word tot ontwikkelingsinisiatiewe, bevorder dit ook innoverende praktyke binne landbouen voedselstelsels en raak landbou meer weerstandig teen klimaatsverandering. Boonop kan landbou ook beter op die eise van ontwikkeling reageer,” lui die verslag.

There are several documents and payments required by livestock owners when applying for a stock brand. Stock brands serve as an identification system for cattle and are kept up to date on a national register. The brand identifies the owner of the animal and its primary purpose is the control and management of animal diseases. It is also an important tool to address the problem of stock theft. According to the Meat Board of Namibia, with regards to new applications, livestock producers need to complete a producer registration application and obtain a producer registration number from its marketing department. For commercial areas, resettlement farms and townlands, a certified copy of your ID is needed. Livestock producers are instructed to complete the BR1 application form, sign it and attach proof of payment.

ith drought a potential threat facing Namibia this year, farmers have been strongly urged to develop robust coping mechanisms to ensure they are able to produce products they can sell, thereby maintaining their income streams. Hanks Saisai, Agribank’s technical advisor for crops and poultry, stated that most parts of Namibia that were forecast to receive normal to abovenormal rains have instead experienced below-average annual rainfall. He said this has created a sense of panic as a drought year looms over the country once again.

DROUGHT TOLERANCE The second strategy involves paying attention to the varieties or cultivars of crops farmers buy and grow in their crop fields, especially if their production takes place in rain-fed conditions. “When buying seeds, farmers are urged to always consider varieties with shorter growing periods, and usually, these varieties are indicated as early-maturing varieties,” he explained. Furthermore, attention must be given to varieties with characteristics of drought tolerance and pest resistance, as these varieties are more likely to attain better yields and harvests, despite sporadic rainfall.

Thirdly, Saisai urged farmers to invest in their farming businesses by taking out loans or investing funds into drilling reliable water sources, such as boreholes that use underground water sources. “Such investments enable farmers that farm with livestock to dedicate at least two hectares for pasture production, where they irrigate the land to grow grass, lucerne and other fodder crops that can be fed to their livestock.”

erwyl die leeubevolking in die Etosha Nasionale Park klaarblyklik oor die afgelope jare gestabiliseer het, bly dit van kardinale belang om hul getalle te monitor sodat bestuursbesluite voortdurend aangepas kan word. In ’n artikel deur Gail Thomson getiteld “The Lions of Etosha: A Brief History” word verduidelik hoe die park se leeus geraak is deur ’n vermindering in die getalle van hul prooi, wat deur die oprigting van heinings, kunsmatige watergate en ander faktore meegebring is. Die artikel is gebaseer op die navorsingstuk “The historical effects of infrastructure development on the lion population of Etosha National Park, Namibia” deur J. Heydinger, C. Packer en P. Funston wat in die Namibian Journal of Environment Vol. 6 (2022) gepubliseer is. Thomson sê uit die geskiedenis is dit duidelik dat Etosha ’n veilige vesting vir verskeie wildspesies is, maar dat die toespan of “afsny” van die ekostelsel van omliggende gebiede ’n verwoestende uitwerking op leeus se grootste prooi gehad het – sebras en wildebeeste. “Daar sou heelwat meer leeus gewees het as die wildebees- en sebrabevolkings nooit in duie gestort het nie,” sê Thomson.

Sy is van mening dat uitgebreide droogtes as gevolg van klimaatsverandering ook ’n bedreiging vir die leeus kan inhou en om dié rede moenie bloot aangeneem word dat hulle veilig in die park sal wees nie. “Nietemin is dit bewys dat leeus veerkragtig is en hul aktiwiteite en voorkeure vir prooi aanpas volgens veranderinge in die ekostelsel.”

Hierbenewens was miltsiekte of antraks nog altyd deel van Etosha se ekostelsel, maar oorbeweiding en die ontwrigting van grond het uitbrekings van die siekte oor ’n typerk vererger. As gevolg van al hierdie faktore het die bevolkingsgetalle van wildebeeste van 25 000 of 30 000 geval tot net sowat 5 000 – binne een dekade. Dieselfde tendens is onder sebras waargeneem, net oor ’n langer tydperk. Tydens die aanvanklike vrektes van die diere het die leeus floreer. Leeus is weerstandig teen antraks en kon aan die karkasse vreet sonder dat dit hulle affekteer. Boonop het die kunsmatige watergate meegebring dat hul prooi nie meer ver wegtrek nie en meer leeutroppe kon dus vorm. Die goeie tye was egter van korte

TERUGBLIK Sedert die vroeë 1900’s het die park reeds groot veranderinge ondergaan. Tog het die park se leeubevolking klaarblyklik besonderse veerkragtigheid getoon, al is honderde van hulle op naburige plase in die vroeë en middel twintigste eeu geskiet. Die laagste raming van leeugetalle in Etosha was 150 in die jaar 1952,

waarna hul getalle weer tot sowat 500 in 1980 aangegroei het. Die mees onlangse skatting van hul getalle was 335 in 2018. Terwyl leeus direk geraak is deur veranderinge in bestuurspraktyke oor tyd, was die grootste impak op hul getalle indirek. Siektes, die span van heinings en kunsmatige watergate het ’n sameloop van omstandighede tot gevolg gehad wat leeus se vernaamste prooi geaffekteer het. Die heining aan die noordgrens van Etosha het klaarblyklik die grootste impak gehad, omdat dit die migrasieroetes van groot kuddes wildebeeste en sebras versteur en hulle verhinder het om na die park terug te keer. Die oorblywende diere het naby die kunsmatige watergate begin saamdrom en die omgewing oorbewei.

In die jongste nuusbrief van Wildlife Vets Namibia, van die wildveearts dr. Ulf Tubbesing en Mariska Bijsterbosch, is bevestig dat laboratoriumuitslae dié diagnose bevestig het. Dit volg nadat Wildlife Vets in Januarie foto’s van die tipe velletsels in sy nuusbrief gepubliseer het en vir boere gevra het of hulle al so iets onder die wild op

hul plase opgemerk het. “Ons het antwoorde van sewe boere ontvang wat bevestig het dat hulle dit ook reeds gesien het – van so ver as die Outjo-, Otjiwarongo, Aroab- en Steinhausen-gebiede,” het die organisasie gesê. “Ons het monsters tydens ’n post mortem versamel en by die Pathcare-laboratorium vir Veeartsenykunde in Suid-Afrika ingedien vir histopatologiese ontleding.” Die uitslae wys dat die harde groeisels op die gemsbokke kankeragtige gewasse is wat sarkoïedes genoem word, word in die nuusbrief verduidelik.

VOORKOMS Dié tipe gewasse word dikwels op perde se velle gesien, maar is ook al by honde en wildspesies soos sebras, swartwitpense en kameelperde opgemerk. Dit bedreig gewoonlik nie die dier se lewe nie, maar kan die dier se welstand en funksies inkort. Die gewasse kom dikwels voor as enkele of verskeie letsels en kan soos klein vratjies lyk, maar ook groot genoeg raak en veselagtige verbindings vorm. Volgens Wildlife Vets word dié tipe gewasse dikwels deur die beespapilloomvirus (BPV) veroorsaak. Meer toetse is egter

duur tot daar nie meer baie sebras en wildebeeste oor was nie. Springbokke (en tot ’n mindere mate gemsbokke) het die leeus gered. In die laat 70’s het goeie reënneerslae daartoe gelei dat springbokke se getalle tot ’n geraamde 32 000 verdriedubbel het. ’n Erge droogte het egter in die vroeë 80’s gevolg en springbokke se getalle het ook skerp begin afneem. Die leeubevolking het ook gekrimp – van sowat 500 individue in 1980 tot net sowat 200 in 1986. Sedertdien het hul getalle darem weer toegeneem en klaarblyklik op 300 tot 400 gestabiliseer. Konflik met mense bly egter ’n uitdaging vir Etosha se leeus. ajor oil powers led by Saudi Arabia announced a surprise production cut of more than one million barrels per day on Sunday, calling it a “precautionary” move aimed at stabilising the market. The reductions, on top of a Russian decision to extend a cut of 500 000 barrels per day, and despite US calls to increase production, risk stoking inflation and pressure to raise interest rates. Cuts by Saudi Arabia, Iraq, UAE, Kuwait, Algeria and Oman from May to the end of the year will top one million barrels per day - the biggest reduction since the OPEC cartel slashed two million barrels per day in October. Namibia’s N$10 billion import bill in January 2023 was mainly driven by petroleum oils sourced from Saudi Arabia, Malaysia and Singapore, according to the Namibia Statistics Agency (NSA). Meanwhile, the ministry of mines and energy announced that fuel prices will remain unchanged for the month of April 2023. Russia, a leading member of the OPEC cartel, said it was also extending an existing cut of 500 000 bpd to the end of this year, describing it as “a responsible and preventive action”. A Saudi energy ministry official “emphasised that this is a precautionary measure aimed at supporting the stability of the oil market”, the official Saudi Press Agency said. The cuts follow a drop in oil prices triggered by jitters over the banking sector, following the collapse of US lender SVB and UBS’s hurried buy-out of troubled rival Credit Suisse, UAE-based oil expert Ibrahim al-Ghitani told AFP. Brent crude oil prices, trading just below US$80 a barrel late last week,

he Financial Intelligence Centre (FIC) has established a forensic unit to help the government fight corruption and prosecute complex financial crimes, part of an effort to have the nation removed from a global watchdog’s dirty money watchlist.

COMPANY NEWS IN BRIEF MOHAHLAULA AIRLINES SUING LESOTHO GOVERNMENT A Lesotho aviation charter company is suing the Lesotho government for damages because mines in the country do not use its services to transport diamonds to South Africa by plane. Court documents, dated 28 March 2023 and seen by News24, show that Bohlokoa Aviation, trading as Mohahlaula Airlines, is suing the Lesotho government in the High Court of Lesotho for damages of R10 million plus interest. It claims that the Lesotho government is breaching the country’s mining law, which stipulates that local services should be used, if available, over similar outside services. Mohahlaula Airlines is based at the Moshoeshoe I International Airport in Maseru. Lesotho’s Mines and Minerals Act provides that the holder of a mineral right shall, “with due regard to the need to ensure safety, technical and economic efficiency”, use services available in Lesotho. In 2017, the company identified an opportunity created by the law to transport diamonds from mines in Lesotho to South Africa and do aerial survey work for the mines. Investment capital was raised to invest in its services. Mohahlaula claims it incurred large costs, including obtaining aircraft, pilots and other staff, equipment, insurance, permits and licences, and operating capital. In March 2020, the company made the diamond mines in Lesotho aware of its services but received no response. In January 2022, the company raised the issue with the Lesotho Department of Civil Aviation. Mohahlaula claims the Lesotho Civil Aviation Authority keeps issuing foreign operators temporary airspace permits, enabling the Lesotho mines to avoid using locally -Fin24 available services. BELL’S PROFIT SURGES AMID STRONG DEMAND Bell Equipment, which makes and sells heavy machinery such as dump trucks and forklifts, said it cashed in on robust demand from the mining industry in 2022, growing profits by almost two-thirds, while also maintaining a record order book. Profit after tax increased 63% to almost R639 million to end-December, the company said, with its final dividend jumping 80% to 90c per share, about an R86 million payout. Valued at about R1.6 billion in the JSE, Bell generates almost 60% of its revenue from its SA segment, while also selling equipment internationally, including in Europe, Asia and the rest of Africa. Group sales were up 28% in 2022, the company said, also benefiting from an easing of global supply chains. SA experienced a positive year as well, it said, with favourable commodity prices fuelling demand in the mining industry, while demand was strong in the US and UK despite high inflation levels. The order book is being maintained at record levels, with the group saying it was taking orders for 2024. Bell CEO Leon Goosen said in a statement that increased demand for commodities, country-specific post-Covid-19 stimulus packages, and increased infrastructure spending in several markets had driven demand for articulated dump trucks in particular. -Fin24

BOTSWANA’S MINERGY REPORTS BOOMING REVENUES Botswana coal miner, Minergy Limited, reported a 146% surge in interim revenues due to strong coal sales. But tough times lie ahead as commodity prices fall while a heavy debt burden continues to weigh on the company. As reported in its results for the six months ended in December 2022, Minergy produced an operating profit for the first time thanks to a “remarkable improvement in revenue” owed to high global demand and coal prices which supported product exports through Walvis Bay in neighbouring Namibia. Notably, the inflows have seen Minergy reduce its net loss before taxation by 37% from 91 million pula (R123.9 million) for the comparative six-month period to 58 million pula (R79 million) for the interim period, thanks to increased revenue. The exceptional demand for coal created by the war in Ukraine and the resultant impact on Minergy’s performance started early in March 2022. The miner reported a 53% increase in volumes during the period under review, supported by some 147 000 tonnes which were exported via Walvis Bay. Coal prices were about 66% higher than the comparative six-month period, Minergy noted. To sell the additional coal supported by buoyant export markets, mining at Masama was ramped up to full capacity. “This came with further investment into work in progress and increases in contract mining and other services trade accounts”, Minergy -Fin24 said. JURY TAKES OVER AS MULTICHOICE SA BOSS MultiChoice South Africa CEO Nyiko Shiburi is relinquishing the role after three years to head up a newly created technology division at the Randburg-based pay-TV company. SuperSport CEO Marc Jury will be the new MultiChoice SA CEO. Teix Texeira is stepping in as interim SuperSport CEO for a year. Rendani Ramovha, the head of marketing and commercial for SuperSport, has been appointed as SuperSport CEO-designate and will take over the position from April 2024. Its last empowerment report showed black share ownership stood at 17.56% in 2021, with the bank saying that after the transaction, its black ownership will exceed the 25% threshold set out in the Financial Sector Charter. The bank hopes to implement the deal before the end of this year, with shareholders set to vote on the matter on 2 June. A Corporate Social Investment (CSI) trust, for the benefit of black communities, will indirectly own a 4% shareholding, while a staff trust will indirectly hold 3% of Absa. Black staff members in South Africa will receive just over 82% of the value of the staff trust, it said, while the equivalent of approximately 1% of Absa will be made available to staff employed by subsidiaries in other markets. –Fin24 PSG WEALTH ORDERED TO PAY CLIENT The South Gauteng High Court in Johannesburg has ordered a financial services company to pay a client more than R800 000 stolen by fraudsters through email cybercrime. Judge Denise Fisher ruled in favour of Jan Jacobus Gerber who sued a PSG Wealth Financial Planning for the loss he sustained due to the unlawful electronic transfer of money intended for his retirement that he had invested with the company. Judge Fisher said it had become routine for business to be conducted via email and it had now become common for these emails to be accessed remotely by fraudsters. She said business email compromise (BEC) had become rife and that both parties had been victims of the fraud. “The question is, who should bear the losses,” she said. Judge Fisher said Gerber had a share portfolio which had been managed by PSG, through its representative Jonathan Fisher, for more than a decade. Gerber had a share and cash portfolio with

investments totalling R855 413 as at September 2019. This could be liquidated and paid out at Gerber’s request. The judge said that the contact between Fisher and Gerber was rare. The dealings entailed no more than a monthly statement, detailing his account activity, sent via email to Gerber. Then, in October 2019 there was a “somewhat unusual request” when Fisher received an email, purportedly from Gerber, requesting to liquidate R250 000. The email also provided details of a new bank -Fin24 account with FNB. MOMENTUM CAPS POWER SURGE PAYOUTS Momentum Insure reduced the amount it pays out for power surge claims. The Centurion-based insurer sent a letter to its customers informing them that power surge cover under their buildings and contents policies will be capped to a maximum of R10 000 per claim. Customers will still pay a standard excess of R3 000 per incident for all power surge claims. It wrote that the changes were necessitated by “the significant increase in power outages across the country, the inconsistency of the current provided to homes and businesses, and the increase in power surge-related claims.” Previously, the insurer only committed to covering loss or damage caused by power surges or dips without putting a limit on the payable claims. If people want to be covered for more than R10 000 per event, they’d have to cough up more in terms of their monthly premiums. Momentum Insure said customers can increase their default cover with extended power surge cover up to a maximum of 30% of the total sum insured. Momentum is not the first insurer to try to hedge its risks against power surge claims. OUTsurance and Bryte Insurance are among those who have implemented larger excesses for these claims. -Fin24

he South African Revenue (SARS) collected just over R2 trillion in gross tax revenues over the past year, a 9.7% increase from the 2021/22 tax year. The gross revenues were R123 billion, above what the Finance Minister estimated in the 2022 budget speech. This was the first time that SARS exceeded the R2 trillion gross tax revenue mark. But it was R5 billion below SARS’s

own revised estimate. “Basically, for all intents and purposes, we have achieved what the [Finance] Minister set us out to achieve,” said SARS commissioner Edward Kieswetter. Total tax refunds surged by almost 19% to more than R381 billion, with value-added tax (VAT) refunds increasing by almost 22% to R319 billion. “We’ve seen a higher than usual growth in VAT refunds. In fact, it’s the highest we’ve ever paid out. The R381 billion is

In the past year, tax collection from fuel levies was affected by National Treasury’s decision to temporarily reduced the general fuel levy to smoothen the impact of higher fuel prices on consumers and businesses last year. Makhubu said the tax agency estimated that refunds would amount to around R314 billion over the past year. A bill awaiting assent by President Yoweri Museveni, an LGBTQ critic, will force companies to report homosexual people to the authorities. That’s “unacceptable” and leaves firms vulnerable to “blackmail if accused of breaking any of the laws,” Open for Business, an alliance of global companies including JPMorgan Chase, Meta and Deutsche Bank, said in a letter to Museveni. The oil fields and the pipeline may generate about $70 billion of revenue for the nation during their life. Research conducted by Open for Business, which advocates for LGBTQ people, showed that discrimination against the community cost neighbouring Kenya’s economy $4.2 billion. It also cost India 1.7% of its $3.2 trillion economy, according to the research.

Muhoozi Kainerugaba, Museveni’s son, tweeted that Uganda could do without foreign investors. In 2013, Uganda’s parliament passed a bill that carried a life sentence for “aggravated homosexuality.” The law was endorsed by Museveni despite international condemnation by people including then-US President Barack Obama. In a sign of what the community could face once more, a day after

Museveni signed the bill on February 24, 2014, a tabloid newspaper published a list of dozens of people it said were from the LGBTQ community.

The nation’s Constitutional Court in August that year annulled the law, citing flaws in the legislation process. Lawmakers pledged to rein-

troduce the bill after the court order. Nine years later, Uganda’s parliament passed the 2023 Anti-Homosexuality Bill on March 21.

“Museveni must urgently veto this appalling legislation,” Tigere Chagutah, regional director at Amnesty International, said in a statement on

March 22. “This deeply repressive legislation will institutionalise discrimination, hatred, and prejudice against LGBTQI people.” -Fin24

Natural hazards such as Flood, Subsidence, Wind and Storms are also included. More advanced risk management knowledge will be obtained after completion of the relevant training programmes/material. • Engage with Management and other internal stakeholders as required. TENDER DBMNE0407– PROVISION OF BUNKERING SERVICES TO DEBMARINE NAMIBIA FLEET SCOPE OF WORK: 1. The Bidder shall source, supply and deliver bunkers to the Company’s fleet of vessels offshore and inport. 2. The Bidder and technical partner should have a minimum of five (5) years general bunkering operational experience. 3. Debmarine Namibia will require the supply of Marine Gas Oil (MGO)-DMA, and delivery of which shall meet the technical specifications contained in Schedule C, of the tender document. 4. All fuel supplied must be compliant as specified in MARPOL Annexure VI. Sulphur must be less than 500ppm. 5. The Bidder shall be required to provide the services to the Company’s vessels namely: • MV Debmar Pacific • MV Debmar Atlantic • MV !Gariep • MV Grand Banks • MV SSN • MV Coral Sea (chartered) • MV Mafuta, • MV Benguela Gem • Anchor Handling and Supply vessel – Port of Lüderitz • Any other vessels chartered or owned by the Company, as instructed by the Company (all the aforegoing vessels herein jointly referred to as “the vessels”). The technical service required: 1. The tanker shall be in class at the time of delivery of bunkers and tendering; such classification shall be with an internationally recognised member of the International Association of Classification Societies. All fuel supplies to be compliant as specifications MARPOL Annexure VI; 6. Tanker Capacity minimum 5000 MT; 7. Preferably DP2 tanker, minimum DP1 tanker; 8.
