Traveller's Guide

Royal Malaysian Customs Department welcomes travelers to Malaysia. We are committed to provide the best and professional services to all travelers and to make you feel comfortable, satisfied and welcomed while in Malaysia and when leaving Malaysia. Under the provision of the Customs Act 1967 (Amendment) 2019 and Customs Regulations 2019, travelers entering or leaving Malaysia are required to declare all dutiable or prohibited goods in their possession either on his person or in any of his baggage or in any of his vehicles. Failure to declare or making false declaration is an offence under the Customs Act 1967.

DUTIABLE GOODS AND DUTY RATE

The rate of duty / tax for passengers / travelers is subjected to the prevailing Customs Duties Order and Sales Tax (Rates of Tax) Order. Duty / tax rate on goods imported with persons entering Malaysia or in baggage for non - commercial purposes (excluding motor vehicles, liquor, spirits, tobacco, cigarettes, tires and tubes) is fixed at the duty / tax rate as provided under the Customs Duties Order 2017 and Sales Tax (Rates of Tax) Order 2018.

DUTY EXEMPTION PER TRAVELLER

Travellers Exempted: Residents & Non-residents Conditions: 

Non-residents having intention to visit Malaysia for not less than 72 hours.



Residents returning after an absence from Malaysia of not less than 72 hours (for Labuan is 24 hours and for Langkawi or Pulau Tioman is 48 hours).

Goods Exempted From Payment of Customs Duty / Tax Per Person; 

Wine / spirit / malt / liquor not exceeding 1 litre in all.



New apparels not exceeding 3 pieces and new footwear not exceeding one pair.



New portable electrical or battery-operated appliances for personal care and hygiene not exceeding 1 unit each.



Foods preparations up to total value of not exceeding RM150.00. 

All other goods than specified, excluding tyres and tubes, cigarettes, tobacco

electronic cigarette and electric vaporising device, in forms of liquid or gel, not containing nicotine to a total value not exceeding RM 500.00.  

Kindly refer to the prevailing Customs Duties (Exemption) Order and Sales

Tax (Persons Exempted from Payment of Tax) Order 2018 for the conditions on exemption.

3) DECLARATION OF CASH, BEARER NEGOTIABLE INSTRUMENTS OR BOTH (CBNI)

Section 28b (1), Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLATFPUAA 2001) “Any person leaving or entering Malaysia with an amount in cash, bearer negotiable instruments or both exceeding the value as prescribed by the competent authority by order published in the Gazette, shall declare such amount to the competent authority.” 

Any person leaving or entering Malaysia with an amount of CBNI exceeding the value as prescribed by the competent authority by order published in the gazette, shall declare such amount to the competent authority.



For the purposes of this section, a person leaves or enters Malaysia with CBNI, if the person brings the CBNI with him in his accompanying baggage or on any conveyance or otherwise.



Travellers/passengers entering or leaving Malaysia with CBNI exceeding the amount equivalent to USD 10,000.00 are required to make a declaration in Customs Form No. 7

Any person who contravenes the requirement commits an offence and shall on conviction be liable to a fine not exceeding RM3 million or to imprisonment for a term not exceeding 5 years or to both.



Definition of CBNI: Cash Coin and printed money (whether of Malaysia or of a foreign state) that; (a) is designated as legal tender; and (b) circulates as, and is customarily used and accepted as, a medium of exchange in the country of issue. Printed money: money comprising a note printed, written or otherwise made on polymer, paper or any other material.

Bearer Negotiable Instrument A traveller's cheque. Any negotiable instrument in bearer form, endorsed without any restriction, made out to a fictitious payee or otherwise in such form that title of such instrument passes upon delivery. Any negotiable instrument that is signed but the name of the payee is omitted Authorised Officer 

An officer of Royal Malaysian Customs Department or an officer authorised bythe competent authority to perform or assist in the performance of its functions in accordance with Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLATFPUAA 2001).

4) DRUGS UNDER THE CUSTOMS ACT 1967 AND DANGEROUS DRUG ACT 1952, THE PUNISHMENT DRUG TRAFFICKING IS MANDATORY DEATH SENTENCE. It is strictly prohibited to import and export drugs (e.g.: morphine, heroin, opium, marijuana, etc.). Prescribed drugs can only be imported into or exported from the country under a license issued by the Ministry of Health Malaysia

PROHIBITION / RESTRICTION OF IMPORTS The list of prohibited / restricted goods or items which are imported into Malaysia is subject to the prevailing Customs (Prohibition of Imports) Order. The importation of the following goods is absolutely prohibited under the Customs (Prohibition of Imports) Order 2017: 

Any emblem or device in circumstances which raise a reasonable presumption that such emblem or device was intended or was likely to be used in a manner prejudicial to the interest of Malaysia or to promote or foster a purpose prejudicial to or incompatible with peace, welfare or good order in Malaysia.



Broadcast receivers capable of receiving radio communication within theranges (68 - 87) MHz and (108 - 174) MHz.



Cloth or animal skin bearing the imprint or reproduction of any verses of the Quran.



Comb or comb chunk, whether or not containing honey.



Indecent or obscene print, painting, photograph, book, card, lithographic or other engravings, film, video tape, laser disc, colour slides, computer diskettes and any other media (including unprocessed films) or any other indecent or obscene articles.



Lightning arresters containing radioactive material.



Liquid-filled type electric heating bag, cushion, pillow, pouch or pad using alternating current (AC) or AC and direct current (AC/DC) as follows:



a)

with 2-pin inlet filled with liquid; or

b)

with 2-pin or 3-pin inlet without liquid (empty)

Logs; wood in the rough, whether or not stripped of its bark or merely roughed down; wood roughly squared or half-squared but not further manufactured; and baulks.



Multicoloured granules or beads used for decoration and indoor plants which have the ability to absorb fluid and expand when in contact with fluid to form a smooth, transparent jelly like appearance including seven color crystal ball and any other goods which has the same characteristics (i.e magical jelly beans, jelly ball, crystal jelly, baby crystal or crystal soil). TRAVELLER’S GUIDE, PASSENGERS UNIT, ROYAL MALAYSIAN CUSTOM DEPARTMENT JOHOR RELEASED ON MARCH 28, 2022

New pneumatic snow tyres and new retreaded snow tyres (with any identification including S or SNOW or ICE or WINTER or STUDLESS, with or without standards) for all types of vehicles (excluding tyres with marked M & S and M + S).



Sodium arsenate.



Pen, pencil, and other articles resembling syringes.



Poisonous chemical and minerals listed in Item No.12 of the First Schedule.



Preparations of a kind used in animal feeding containing salbutamol, clenbuterol, salmeterol, terbutaline or formoterol.



Substances covered under Montreal Protocol.

The following are some of the goods usually carried by passengers which requirean import license / permit from relevant authorities: 

Any animal alive or dead.



Pepper spray or security spray.



Fireworks including firecrackers.



Imitation arms including toy guns / pistols.



Imitation hand grenades.



Swords, keris, cutlasses, bayonets, lances, daggers, flick knife, axes, spears or spearheads and crossbows.



Arms and ammunition.



Bullet proof vests, steel helmets and other articles of clothing as protection against attack.



Contaminated soil.



Safety helmets (except as worn by motorcyclists or motorcycle pillion riders).



Parabola antenna including other parts and accessories.



Batik sarong.



Rice and paddy including rice products.



Equipment to be connected to a public telecommunication network.



Radio communication being used for telecommunication in the frequency lower than 3000 GHz.



Saccharin and its salt.

Live fish.



Animal oils and fats.



Plants include parts and products.

Household and agricultural pesticides. Electric domestic equipment that uses 50 volt or 120-volt DC or more Toxic and / or hazardous wastes.



Corals, alive or dead.



Apparatus / equipment for the brewing of beer in the home.



Pharmaceutical products.

PROHIBITION / RESTRICTION OF EXPORTS The list of prohibited / restricted goods which is being exported to outside of Malaysia is subjected under the prevailing Customs (Prohibition of Exports) Order. The exportation of the following goods are absolutely prohibited under the Customs (Prohibition of Exports) Order 2017. 

Poisonous chemicals and minerals as stated in the First Schedule of the Order.

The following are some of the goods usually carried by passengers which requirean export license / permit from relevant authorities: 

Any animal alive or dead.



Contaminated soil.



Plants and parts of plant.



Fresh flowers (in excess of 5kg per consignment).



Wooden furniture, bamboo and rattans.



Vegetables, fresh, chilled or frozen (in excess 3kg per consignment).



Animal oils and fats.



Palm kernels and palm seeds.



Military clothing and equipment.



Arms and ammunition.



Antiquities as defined or stated in any written law in Malaysia.



Sugar and rice



Wheat flour

Aquatic animal and aquatic plant



Collections of zoological, botanical, mineralogical, anatomical, historical, archaeological, or ethnographical with numismatic interest. 

GREEN / RED LANE FACILITIES Green Lane is intended for travellers with “Nothing to Declare” (non-dutiable and non-prohibited goods). Otherwise, travellers must proceed to the Red Lane and declare the goods. Penalties or imprisonment shall be imposed if it is misused under the existing law.

8) DEPOSIT FACILITIES FOR TEMPORARY IMPORTATION FOR TRAVELLERS 

Deposit facility is a temporary import facility on conditions for travellers.



Deposits amount equal to the duty / tax of goods.



To be redeemed at any exit point.



Claims to be made within 3 months from the date of importation. 

9) ATA CARNET FACILITIES: The ATA Carnet documents is issued by an organization / body which is accredited by the member states. A declaration of Customs form is not required if there is an ATA Carnet document that has been obtained from the country of origin.

This facility allows goods to be brought in / out without being subject to duty / tax in accordance with the procedures and conditions. The catagory of goods that are allowed to use ATA Carnet document:i.

Commercial Samples.

ii.

Professional Equipments (Trading Equipments).

iii.

Goods for display or used at events, fairs and exhibitions.

The category of goods that are NOT ALLOWED to use ATA Carnet document:i.

ii.

Goods already sold or offered for sale.

iii.

Gems / Gemstone.

Postal traffic

The ATA Carnet facility is subjected to the following conditions:i.

The goods cannot be sold or change ownership.

ii.

The same goods shall be re-exported to the country of origin prior of expiry date.

iii.

A license / permit shall be produced for the goods which is listed in the Customs (Prohibition of Imports) Order 2017 / Customs (Prohibition of Exports) Order 2017.

iv.

The temporary importation / exportation using ATA Carnet documents will be processed at Malaysia’s entry / exit points.

v.

The importer must inform the original Customs import station if the exportation of such goods takes place at a different Customs station and vice versa.

vi.

The duration of temporary imports using ATA Carnet facility is limited to three months from the date of importation. Any aplication for an extension of the duration shall be submitted to the Customs State Director prior to the expiration of the original approval.

FREQUENTLY ASKED QUESTIONS (FAQ) 1. WHAT ARE GREEN AND RED LANES FACILITIES? Green Lanes are for travellers with "Nothing to Declare" (non-dutiable and nonprohibited goods). Otherwise, the travellers shall proceed to the Red Lanes and declare the goods. Penalties or imprisonment shall be imposed if it is misused under the existing law.

2. CAN I BE STOPPED FOR CUSTOMS CHECKING? Yes, nothing shall prevent Customs officials from controlling and inspecting passenger’s baggage or vehicle in the Green and Red Lanes. A Customs officer has the authority to inspect and verify all items accompanying the passenger or the passenger in person under Section 112 and 113 of the Customs Act 1967.

3. AM I SUPPOSED TO DECLARE CURRENCY / CASH AND TRAVELLER'S CHEQUE? Travellers entering or leaving Malaysia with CBNI (Cash & Bearer Negotiable Instruments) or both exceeding the amount equivalent to USD 10,000.00 are required to make a declaration into Customs Form No. 7. For Ringgit Malaysia, authorization from the Central Bank of Malaysia on importation and exportation of Ringgit Malaysia currency shall be obtained. Any person who contravenes the requirement commits an offence and shall on conviction be liable to a fine not exceeding RM 3 million or to imprisonment for a term not exceeding 5 years or to both.

4. WHAT IS CUSTOMS DUTY? Customs Duty is a tax imposed on goods when transported across international borders. However, passengers entering Malaysia do enjoy exemptions as provided under the Customs Duties (Exemption) Order 2017.

7. AM I SUPPOSED TO PAY CUSTOMS DUTY / TAX FOR BRINGING DUTIABLE GOODS INTO MALAYSIA? Yes, Customs duty / tax will be levied on quantities and values in excess of the limits provided as in the Customs Duties (Exemption) Order 2017 and Sales Tax (Persons Exempted from Payment of Tax) Order 2018. The rate of duty / tax for travellers are subject to the Customs Duties Order 2017 and SalesTax (Rates of Tax) Order 2018. Keep the original receipt / invoice or purchase proof of the goods for valuation purpose.

8. ARE USED PERSONAL EFFECTS IMPORTED BY PASSENGERS LIABLE TO CUSTOMS DUTY? Under the Customs Duties (Exemption) Order 2017 and Sales Tax (Persons Exempted From Payment of Tax) Order 2018, any person entering Malaysia are entitled for an exemption of used personal effects that are imported on or with the person or in his baggage. Goods shall have been in the regular and private use of that person for such period prior to their importation as the proper officer of Customs may require.

9. HOW CAN I PAY CUSTOMS DUTY / TAX? The payment of duty / tax can be made with Ringgit Malaysia currency or using credit / debit card. The J.K.83A receipt will be issued once the payment is made.

10. WHAT HAPPENS IF I FAIL TO PAY DUTY / TAX FOR DUTIABLE GOODS OR PROVIDE IMPORT LICENSE / PERMIT FOR PROHIBITED GOODS EXCEPT UNDER AN IMPORT LICENCE OR PERMIT? The dutiable goods will be detained by the authority. The duty / tax shall be paid and the import license / permit issued by the relevant authorities shall be produced prior to collection of the goods within a period of one month from the day of such detention. The goods will be forfeited if the traveller or passenger failed to pay the duty / tax and produced such import license / permit after said detention period.

11. IS IT AN OFFENCE IF A PASSENGER MAKES AN INCORRECT DECLARATION AND FALSIFYING DOCUMENTS? Yes, it is an offence in accordance with Section 133, Customs Act 1967.

12. CAN COMMERCIAL GOODS BE IMPORTED OR EXPORTED USING PASSENGER ROUTES? No, commercial goods shall be imported or exported with a proper customs declaration using Customs Form No.1 for importation and Customs Form No.2 for exportation through import or export routes.

13. CAN I BRING MEDICINE INTO MALAYSIA? Travellers can bring in medicines including vitamins and health supplements into Malaysia only for their own personal use. All medicines are subjected to Pharmaceutical Service Division, Ministry of Health rules and regulation. 14. WHAT ARE THE CONTROLLED GOODS AND PROHIBITED FOR EXPORTS IN PASSENGER ROUTES? Goods such as wheat flour, Diesel Fuel, Petrol RON 95 and Liquified Petroleum Gas a r e t h e controlled items under the Control of Supplies (Prohibition on Exports) Regulations 2011. Therefore, export of such goods is prohibited. 15. CAN I BRING ANY PLANT OR ANIMAL INTO MALAYSIA? The Malaysian Quarantine and Inspection Services (MAQIS) will quarantine and inspect any plant, animal, carcass, fish, agricultural produce, soil, microorganism or any other items at the point of entry for the purpose of determining whether pests, diseases and contaminants exist and ensuring compliance with the rules and regulation under the existing laws.

Poisonous chemical and minerals listed in Item No.12 of the First Schedule.



Preparations of a kind used in animal feeding containing salbutamol, clenbuterol, salmeterol, terbutaline or formoterol.

17. WHAT ARE THE GOODS PROHIBITED FOR IMPORTATION EXCEPT UNDER AN IMPORTATION LICENCE OR PERMIT? The following are some of the goods usually carried by passengers which require an import license / permit issued by relevant authorities: 

Any domestic animal alive or dead.



Pepper spray or security spray.



Fireworks including firecrackers.



Imitation arms including toy guns / pistols.



Imitation hand grenades



Swords, keris, cutlasses, bayonets, lances, daggers, flick knife, axes, spears or spearheads and crossbows.



Arms and ammunition.



Bullet proof vests, steel helmets and other articles of clothing as protection against attack.



Contaminated soil.



Safety helmets (except as worn by motorcyclists or motorcycle pillion riders).

Live fish.



Animal oils and fats.



Plants include parts and plant products.



Household and agricultural pesticides.



Electric domestic equipment that use 50 volt or 120 volt Dc or more



Toxic and/or hazardous wastes.



Corals, alive or dead.



Apparatus/equipment for the brewing of beer in the home.



Pharmaceutical products

18. WHAT ARE THE GOODS PROHIBITED FOR EXPORTATION EXCEPT UNDER AN EXPORTATION LICENCE OR PERMIT? The following are some of the goods usually carried by passengers which requirean export license / permit issued by relevant authorities: 

Any animal alive or dead.



Contaminated soil.



Plants and parts of plant.



Fresh flowers (in excess of 5kg per consignment).



Wooden furniture, bamboo and rattans.



Vegetables, fresh, chilled or frozen (in excess 3kg per consignment).



Animal oils and fats.



Palm kernels and palm seeds.



Military clothing and equipment.



Arms and ammunition.



Antiquities as defined or stated in any written law in Malaysia.
