‘Dividend withholding tax: Tread lightly’ With its passion for Namibian products and services, and by implication Namibian business, Team Namibia recently engaged tax specialist Cameron Kotze for his view on the current considerations around dividend tax, and its implications for Namibia. overnment has indicated that it intends to impose a withholding tax on dividends earned by residents from local investments, the so-called resident dividend withholding tax. The Namibian economy has been battling over the last few years and the introduction of this tax is perceived to be rather punitive for those entrepreneurs who would like to invest in the local economy. The last thing an investor wants to hear when making an investment decision is another tax that must be paid on the return on their investment, says tax specialist Cameron Kotze. “The tax morale in Namibia must be at an historical low,” Kotze says. He added: “Those who are already paying taxes are targeted for further taxes, whilst there are many individuals who are not contributing to the tax collections of Namibia, because they devise plans specifically to not do so. “Others have lost their jobs because of the steep decline in economic activity over the last few years and are not able to contribute any taxes to

the state.” The proposed resident withholding tax on dividends is a tax on the business profits that has already been subject to income tax through the corporate tax system, Kotze says.

HIGH RATE

Namibia has a high effective rate of income tax for both natural persons and corporate taxpayers compared to other countries in Southern Africa. The corporate income tax rate for a Namibian company is 32%, compared to 27% for South Africa and 22% for Botswana. The local economy has steadily declined since 2015 when it grew by 4.3%. The decline in economic growth bottomed out in 2020 when it contracted by 8.5%.

It is expected that the unemployment rate will stabilise in the mid-30 range over the next few years, Kotze says. “Dividends can only be declared by a company that has successfully navigated the local business environment - which is very challenging - and made

a profit after paying income tax that is due on profits in terms of domestic tax legislation. “For some years Namibia has had the edge of its competitors in Southern Africa as far as dividend withholding tax is concerned. This benefit will be lost should the resident dividend withholding tax become law in Namibia,” he says.

REWARD

A dividend to a shareholder can be seen as a reward for taking the risk to part with hard earned capital and risk it in a business venture. “Namibia needs many individuals to have the courage to part with their hard-earned income and to invest it in business activities that will grow the economy, as opposed to investing it passively to earn interest,” Kotze says. He added: “The advantages of investing in a business activity are significant. More jobs are created and the multiplier effect of an increase in economically active citizens are many. “Local investors must be ‘rewarded’ for the risk that they are prepared to take to start up a business by not imposing a dividend withholding tax on profits that are distributed to investors by way of dividend.”

TIMING

The minister of finance should seriously consider whether the timing is right to introduce the resident dividend withholding tax, Kotze urges. “The benefits of a larger economy – therefore growing the number of persons who contribute to the tax collections of Namibia – outweigh the additional tax that will be collected

from those who are already paying taxes in some other way.” The resident dividend withholding tax should not be introduced at all in the future, he says.

‘Stop sleeping on the job’ President Hage Geingob has taken a dig at cabinet ministers and senior government officials who ‘sleep’ on public information under the pretext of national security or to solicit bribes. The president said this cannot continue as it hampers the government’s efforts to secure investment or deliver services. Geingob said this during the opening of the two-day 2022 Cabinet retreat on Friday in Windhoek. The event saw ministers, deputy ministers, executive directors and regional governors converge under one roof. They are assessing how the gov-

ernment has fared in executing its mandate over the past 12 months, promoting a common understanding with the aim of avoiding duplications. According to Geingob, he has observed a culture of “sleeping on things” by some officials. During his recent visit to the United Arab Emirates, Geingob said, he was shocked to learn that some investment opportunities presented to his delegation were already tabled to Namibian officials in 2014.

Over the years, Geingob has maintained that there is no systemic or endemic corruption in Namibia. He reiterated this, saying some officials either fail to reply to investors or locals because they are scared of “corruption”, while others simply leave queries to collect dust in their cabinets, even for issues that take less than two hours to complete. He also called on public servants to be innovative, cost-effective and avoid working in silos. “We have been placed here to serve the interests of the people and therefore we must ensure that meeting the needs of the people should be our first, last and only - Nampa priority,” he said.

he governor of the Bank of Namibia (BoN), Johannes !Gawaxab, says the central bank is looking at possibilities of working with various ministries and agencies in a bid to modernise the economy through digitalisation. He suggested that agencies such as the Master of the High Court and Business and Intellectually Property Authority (Bipa) should be digitalised to speed up services, while commercial banks should be allowed to have access to the database of the ministry of home affairs, immigration, safety and security. !Gawaxab spoke at State House last week during a courtesy call to president Hage Geingob, vice president Nangolo Mbumba and several other high-ranking government officials. !Gawaxab said that in the past month, the BoN wrote letters to four ministries - home affairs, immigration, safety and security, as well to labour, finance and trade, innovation and industrialisation, to sensitise them on the findings of a study the central bank carried out regarding the immigration policy. “If we can give our commercial banks access to the home affairs database, we can help eliminate

fraud. This could be a big project between home affairs and the banks. We will ask the board to allow us to assist Bipa, within our development mandate. They wrote to us requesting help to digitalise their documentation because currently, their documents are all just papers and files lying everywhere,” he said.

He said the introduction of digital identity documents (IDs) can help stop identity theft and fraud and improve efficiency by using technology efficiently. He added that they also would like to get involved with helping the Master of the High Court by digitalising their documents to improve efficiency when dealing with issues of orphans.

Currently, we have been using that policy as a way of policing and protecting our jobs, but at the same time we should use the policy to attract the skills that we do not have,” he said. Uanguta took time to explain why some digital platforms such as PayPal were not operating in Namibia, saying these platforms are international platforms whose operations are volume based. - Nampa 

G7 urges countries not to­ ­restrict food exports The Group of Seven industrialised nations on Friday urged countries not to limit their food exports over the war in Ukraine after a meeting of their agriculture ministers to discuss the crisis. “We call upon all countries to keep their food and agricultural markets open and to take precautions against unjustified restrictive export measures,” the G7 agriculture ministers said in a joint statement. The agriculture minister from Germany, which currently holds the presidency of the G7, said he was “very concerned” about the potential impact of countries shutting off exports. “If everyone thinks of themselves in this situation, it will exacerbate the crisis and cause prices to shoot through the roof. These are avoidable costs that we do not need - the crisis is already bad enough,” Cem Ozdemir said. – Nampa/AFP

India-Africa Trade Summit

Namibia and India talk about pharma, gems The India-Africa Trade Council organised a summit on Saturday, which was attended by the business community in Telangana and Andhra Pradesh.

rade between India and Namibia stood at approximately US$80 million in the last few years – about N$1.2 billion at the current exchange rate. Namibia imports drugs and pharmaceuticals, chemicals and agricultural machinery from India. While as India is interested in Namibian diamonds, both countries are committed to a robust partnership in diamond and pharma sectors, The New Indian Express reported yesterday. The India-Africa Trade Council organised a summit on Saturday, which was attended by the business community in Telangana and Andhra Pradesh. The president of Indian Economic Trade Organisation, Asif Iqbal,

and the High Commissioner of Namibia to India, Gabriel Sinimbo, pledged to strengthen the trade relationship between the two nations.

DIAMONDS

The Trade Commissioner of Industrialists and Businessmen from Telangana, Tasneem Shariff, spoke about accelerating India’s relationship with the Southern African region and its port proximity to Walvis Bay for the various other nations around the region. “The Diamond Park project can enable students to learn the diamond trade and other related self-reliant skill sets. Very soon our students will go to Namibia to learn the intrinsic details of the diamond sector,” said Tasneem. Sinimbo said global trade relations were essential, and that he was gratified to see development of trade relations between India and Namibia. He also appealed to Telangana businessmen to invest in Namibia.  – The New Indian Express/

GIPF opens satellite ­office at Nkurenkuru The Government Institutions Pension Fund (GIPF) has allocated N$24.5 million in the areas of housing finance and renewable microfinance loans in the Kavango West Region, particularly in Nkurenkuru, GIPF board chairperson Nillian Mulemi said. Mulemi during the official opening of a satellite office for GIPF at Nkurenkuru on Thursday said as part of GIPF’s value creation strategy, the fund’s investment made a social economic impact in investing N$11.5 million on housing finance and N$13 million on renewable microfinance loans in Kavango West. “In an effort to attain our goal of being mem-

ber-centric, we made a conscious decision to increase our national footprint to ensure our active members as well as annuitants can access our services conveniently.” With the satellite office in the region she said clients will now access services conveniently without having to travel daunting kilometres of which the nearest GIPF office is 140 kilometres away in Rundu.
