F

irst National Bank (FNB) last week reacted to Prime Minister Saara Kuugongelwa-Amadhila’s vision of – once elected to the presidential office – turning around the economy by tapping into the huge reserves of commercial banks, pension funds and insurance companies. The bank’s executives, including CEO Jacques Celliers, made this commitment when answering a Namibia Media Holdings’ question on whether the bank will be willing to participate in the scheme proposed by Kuugongelwa-Amadhila in an interview on The Agenda, which premiered last night on NTV. On the show, Kuugongelwa-Amadhila was asked to share her vision for the stuttering Namibian economy, should she win the race for the Swapo vice-presidency at next month’s elective congress and eventually the 2024 national presidential election. “This situation can be turned around. While we may not have a lot of money in government coffers, Namibia has massive savings in local insurance companies, pension funds and even commercial banks,” she explained. “Through public-private partnerships, we can actually direct these funds into the Namibian economy so that we improve services to the Namibian people, revive the economy and boost the construction industry.” The prime minister added: “We need young people with energy and skills – combined with the resources that we have in the private sector – to turn around the situation.”

READY TO PARTNER On the sidelines of FNB’s rebranding events held in Johannesburg late last week, the bank’s chief operating officer, Mary Vilakazi, with Celliers concurring, said the bank is ready to partner the Namibian government to place the country on an accelerated development trajectory. Vilakazi said: “We take our responsibility as a bank very seriously because we understand the role we play in the Namibian economy. We are very much tied to fiscal conditions that we might find ourselves operating under

in any country we operate in, and we have the ability to unlock growth in the economy.” “So we very much welcome policies and the thinking that says how do we get private sector capital, how do we get those funds that are sitting with asset managers that are looking for long-term projects, which is really going to unlock growth and opportunities, particularly in Namibia.”

POLICIES Namibia has endured stunted growth since 2016, with successive droughts and the Covid-19 pandemic partly credited for the troubles. With investment into the economy slow and unemployment rates soaring, Namibia is desperate to pull herself out of the doldrums. Vilakazi says as long as Namibia has policies that would enable institutions like FNB to unleash their potential, the country should remain optimistic. “How are we going to get policies that would enable us to plough a lot of resources that we are sitting on? We take our role as an active participant in the economy seriously because we know it’s our role.” “So we would welcome those pol-

icies but there has to be enough demand for the role that banks play. We are prepared to engage and help. We have enough resources to deploy into the Namibian economy.”

NEW ERA On Friday FNB unveiled its new logo, which Celliers said was to mark the bank’s journey of change and innovation. “Our efforts to transition beyond banking are still deeply rooted in our promise of helping customers with advice they can trust, solutions that

are easy to use and safe, and a brand that is relevant at every life stage,” he said, amid a carnival atmosphere at FNB Bank City complex. In a parallel event in Windhoek, FNB Namibia CEO Erwin Tjipuka said: “FNB is no stranger to change. For nearly 115 years in Namibia, we have led the way in solving financial challenges for Namibians.” “Over time, we have definitely not only embraced change but have begun to actively seek it out and innovate and deliver contextual solutions that delight customers. Change is as much a part of our DNA as is being helpful. In pro-actively managing and embracing change together - our customers’ success has been our success too,” Tjipuka added. Apart from the revised logo, the bank has also unified the look of its web portal and its app. Other changes include customers now having greater control over their home page when logging in. The bank is also introducing a new feature called Money Protect. COMPANY NEWS IN BRIEF LOSS-MAKING PETROSA SEEKS REVAMP PetroSA is taking steps to end a legacy of mismanagement and continuing annual losses as it plans a project with TotalEnergies SE, according to its interim chair. The state-owned oil company has reported a string of losses, including a record R20.7 billion in 2019, and experienced a high turnover of executives through the same period. More recently, the government made plans to expand PetroSA’s profile, adding gas and fuel storage businesses as the nation sees an increase in oil and gas activity. “To us, leadership is critical,” Nkululeko Poya, chair of PetroSA, who has served in the role since last year, said in an interview in Cape Town. The company expects to appoint a chief executive officer and chief operating officer by the end of November. The company reported a profit in September because of a new strategy that focuses on cutting expenses, reviewing service providers and a revamped trading strategy, according to the – Fin24/Bloomberg chairman.

Namibian uranium to power the blockchain The owner of, among others, the Rössing North Uranium Project in Namibia, will be part of the first-ever uranium-backed non-fungible tokens. JO-MARÉ DUDDY

adison Metals Inc. has signed a “historic and first-of-itskind uranium forward sales agreement” with Lux Network blockchain for up to 20 million pounds uranium oxide from its Namibian operations to be tokenised in the next 5 years. Among others, the Canadian-based Madison Metals upstream mining and exploration company owns the Rössing North Uranium Project in Namibia. Lux is a fintech company domiciled in the Isle of Man and partnered with a regulated and licensed money transmitter business. Bitcoin and other cryptocurrencies like Ethereum are powered by blockchain technology, but blockchain has found many uses beyond virtual currencies. According to a statement by Madison, the fulfilment of the uranium oxide delivery would back the first-ever uranium-backed nonfungible tokens (NFTs). “Having the ability to potentially monetise our uranium resources at a premium using innovative technology provided by industry leaders is a

testament to our forward-thinking strategy to deliver shareholder value,” said Duane Parnham, executive chairman and CEO of Madison. “We believe there are many benefits to forward selling a portion of our assets in this way. We expect it to provide non-dilutive capital to explore, develop and mine our properties while also generating additional revenue through token trading fees,” he said.

The Namibian and Zambian governments last week signed a memorandum of understanding (MoU) to build an oil and gas pipeline from the port of Walvis Bay to Zambia. The private sector-led initiative is called the Namibia-Zambia Multi-Product Petroleum and Natural Gas Pipelines Project (Nazop). “If executed as planned, this project has the potential to unblock economic potential, not only for Namibia and Zambia; but for the SADC [Southern Africa Development Community] region as a whole,” mines and energy minister Tom Alweendo said. The private sector player promoters of the project is Basali Ba Liseli Resources Limited (BBLR), a company incorporated in Zambia, the country’s mines and energy minister Peter Kapala, said. In developing the project to take it to bankability, the promoters will be conducting technical and economic feasibility studies, Kapala said. “The Nazop Pipelines system, when completed, is envisioned to supply 100 000 to 120 000 barrels per day of refined petroleum products in Namibia and Zambia. PRIVATE SECTOR He said the governments of Namibia and Zambia accept that its economies will grow and industrialise better and quicker when the private sector is involved. “Hence our two governments’ commitment to assist with this project,” Alweendo said, adding: “It is one thing to sign an MoU and it is another thing to ensure that it is implemented.” The MoU makes provision for a joint technical committee that will be responsible to work with the private sector in identifying the exact assistance that will be needed. One of the biggest challenges on the African continent is access to energy. More than 600 million Africans do not have access to energy, Alweendo said. “What we have on the continent is energy poverty,” he said, adding that the lack of energy transport infrastructure fuels this. “For some time, gas will become the most important source of energy on the continent, and therefore having gas pipeline to transport the gas more efficiently will be critical,” the minister said.

Madison has contributed to the Lux partnership. This will be followed by an additional 12.35 million pounds to be minted as the market dictates. The sales of tokens are intended to generate cash which will be returned to Madison plus royalties from trading fees. Madison’s capital proceeds of funds will be used to advance compliant resource/reserve figures, as well as for engineering and economic studies and mining, the company said.

vast and controversial East African oil project led by French oil giant TotalEnergies risks inflicting “unacceptable” damage, a report by two NGOs warned last week. Total and the China National Offshore Oil Corporation (CNOOC) signed a US$10-billion agreement earlier this year to develop Ugandan oilfields and ship crude through a 1 445-kilometre pipeline to Tanzania’s Indian Ocean port of Tanga. The mega-project has met strong opposition from rights activists and environmental groups, which say it threatens the livelihoods of tens of thousands of people and fragile ecosystems in the region. The report by Friends of the Earth and the Survie (Survival) NGO said the pipeline would emit “up to 34 million tonnes of CO2 per year into the atmosphere — far more than the combined greenhouse gas emissions of Uganda and Tanzania”. It warned East Africa Crude Oil Pipeline (EACOP) infrastructure “risked a major oil accident” off the Tanzanian coast that could harm protected marine areas, and would “threaten more than 2 000 square kilometres of nature reserves” in the biodiverse country.

NO ADEQUATE MEASURES The report said communities were having to give up land “under duress and at an unfair price... to the EACOP consortium led by Total”. They faced “an interminable wait” for compensation, it added — “three to four

years for the majority of people affected”. The NGOs said TotalEnergies had not “implemented adequate measures to put an end to these violations”, and concluded that “the human, climatic and environmental costs of Total’s oil megaproject are simply unacceptable”. In response, TotalEnergies said it would “do everything possible to make it an exemplary project in terms of transparency, shared prosperity, economic and social progress, sustainable development, environmental awareness and respect for human rights”. Last month, the European Parliament adopted a resolution that also voiced concern over “human rights violations”. These included “wrongful imprisonment of human rights defenders, the arbitrary suspension of NGOs, arbitrary prison sentences and the eviction of hundreds of people from their land without fair and adequate compensation”.

HUMAN RIGHTS VIOLATIONS

On Tuesday, police in Kampala arrested several Ugandan students during a demonstration against the project. The StopEACOP campaign group has called for their “immediate release”. Coordinator Omar Elmawi said: “It is sad that in our time, innocent citizens are being arrested for simply exercising their right to speak out ... about the EACOP project and the damage it will do to people, nature and the climate”. The European Parliament resolution said more than 100 000 people were at risk of being displaced by the pipeline and called for them to be adequately compensated. It also urged TotalEnergies to take a year before launching the project to study the feasibility of an alternative route “to better safeguard protected and sensitive ecosystems and the water resources of Uganda and Tanzania”.

JOB ADVERTISEMENT MECHANICAL FITTER & TURNER SUPERVISOR – WALVIS BAY 3C fetal Belmet is currently seeking the services of a fechanical Fitter & Turner (Red Seal) Supervisor to lead, coordinate and supervise a team of workshop personnel in such manner so as to ensure the effective and safe use of equipment to ensure Client requirements are met whilst ensuring the safety of the Team. The successful incumbent will undertake the following: • Carry out a range of mechanical work on machines, sub-assemblies and manufactured parts using a range of processes, tools and machines with precision • Assist with the allocation of Pipe Fitters, Welders, fechanical Fitters, Operators and other Team members to complete tasks effectively and safely • Assign tasks to team members in close cooperation with the Supervisor (where relevant) • Examine detailed drawings or specifications to identify job, material and equipment requirements • Follow up on production activity and identify any shortcomings and possible problems • Ensure all team members have the correct consumables/equipment to perform the task/s adequately • Ensure that personnel are appraised of the technical, quality and safety requirements for the tasks that they have been tasked to perform • Ensures daily housekeeping is performed by Team members • Operate machines to produce parts or tools by boring, milling, planning,
