or the first time, Agra reported a net profit before tax of more than N$100 million for the financial year 2021/2022. This was revealed at Agra’s Annual General Meeting (AGM) held in Windhoek last week. The meeting was well attended by Agra shareholders, the Agra board of directors, and management. Ryno van der Merwe, chairman of the Agra board of directors, welcomed all in attendance with a message that Namibians should take hands and work together for a better tomorrow. He congratulated Agra on its financial performance for the 2021/2022 financial year. He noted the importance of success-

ful leadership under Agra chief executive officer (CEO), Arnold Klein, who has built a passionate and motivated team, driven by a culture of good values, dedication and ethics, and who have implemented successful strategic projects during the financial year. Van der Merwe further emphasised that, despite numerous internal and external operational challenges in the agricultural sector, the Agra board and management team have a clear strategic plan for the next three years. Agra CEO, Arnold Klein noted that he is proud of Agra’s financial performance as they recorded a 10.4% growth in revenue for the group, with a turnover of N$1.997 billion for the previous financial year. Over the past three years, Agra has consistently achieved substantial growth in both revenue and profits, and Mr Klein said that he is happy to be adding value to Agra shareholders. Klein noted that Agra’s net asset

value has also increased steeply over the years. He noted that shareholders often do not realise the full value of their Agra shares. Agra’s share price showed significant growth of 34.4% for the previous financial year and in addition, a dividend of 13.5 cents per ordinary share was approved. All special and ordinary resolutions were approved. Two of Agra’s directors, Jesko Woermann and Bennie Amuenje, were re-elected to the Agra board. Marcel Lamprecht was appointed as a 7th director. Lamprecht brings his wealth of experience and expertise in retail, wholesale and agriculture to the Agra board of directors. The Agra annual general meeting noted that Flip de Bruyn, General Manager of Finance, is retiring after 19 years of employment at Agra. De Bruyn’s replacement, Philip Maass was introduced to those in attendance. He will take up the position as from 1 December 2022.

Diesel in SA set for steep cut next week As oil prices plunge to their lowest levels since 2021, diesel prices in South Africa look set to ease from record highs next week. But petrol may still see a hike. According to the latest information from the Central Energy Fund, petrol prices may be hiked by 38c to 48c a litre on Wednesday. But diesel may be cut from record-high levels, and currently looks set for a decrease of between R1.29 and R1.35 a litre. The fuel prices are usually adjusted on the first Wednesday of a month and determined by the price of oil and the rand-dollar exchange rate. On Monday, Brent crude oil fell almost 2% to US$82 per barrel. It is now down almost 11% over the past month, and has lost 20% since the end of August. Following the invasion of Ukraine earlier this year, it traded above US$130. Oil came under renewed pressure as concerns grew about the outlook for the Chinese economy. While China’s daily Covid-19 cases hit new record highs, strict lockdowns are being enforced, which will hit China’s economic growth. Bloomberg reports a sharp decline in peak-hour traffic congestion data from Chinese search engine Baidu. On Monday in Beijing, traffic was down 45% from a year ago, while in Guangzhou it was 35%

lower. Crowds are protesting the Chinese lockdowns, raising fears of a crackdown. Over the weekend, the US government has also granted energy giant Chevron a licence to restart oil production in Venezuela as it eased three-year-old sanctions against the county. This will add to oil supplies. Meanwhile, European Union members are still in negotiations about a new price ceiling that will be imposed on Russian oil shipments in retaliation for its invasion of Ukraine. G7 countries plan to introduce the cap on 5 December. Companies will be banned from handling Russian oil cargo – unless it’s sold for less than the price ceiling. The cap is expected to be set around US$60 a barrel. A recent rally in the rand – which surged from R17.85/$ earlier in the month to below R17 last week – will help fuel prices. Following another hike at the start of this month, the Gauteng diesel price is now at R25.49 a litre – a new record high. A year ago, Gauteng’s diesel price was around R17.20 per litre. In Gauteng, 95 petrol costs R22.87 a litre, compared to R19.54 a year ago – but down from a peak of – Fin24 R26.74 in July.

Germany to fund SA’s green hydrogen projects R410 mln

The grant funding is part of Germany’s commitment to the Just Energy Transition Partnership with South Africa and other wealthy nations – the UK, US, France and the EU.

player in the world. If we do well and this takes off if green hydrogen is the energy source of future that makes us the Saudi Arabia of the future. We can’t miss the opportunity,” Gungubele added. The week ahead will see South Africa marketing itself as a large-scale, lowcost green hydrogen production hub, said Minister of Public Works and Infrastructure Patricia De Lille. Dr Kgosientsho Ramokgopa, head of Infrastructure South Africa, said that South Africa has competitive advantages in the green hydrogen industry. This is mainly because its renewable energy resources such as solar and its mineral endowments – namely platinum group metals - are both used for the production of green hydrogen. There is a pipeline of green hydrogen projects in the country worth R300 billion, he said.

Plan

Agreement

Just a few weeks ago, when South Africa unveiled its Just Energy Transition Investment Plan, President Cyril Ramaphosa said that he had told the international partners that the proportion of grant funding for the transition needed to be “upgraded” because it was not enough. He echoed these views at the UN climate summit COP27, where he also called for multilateral financial institutions and development banks to reform their lending practices to be less risk-averse. Last week, ahead of Ramaphosa’s state visit, the UK government announced it would be supporting South Africa’s green hydrogen sector with grant-funded technical assistance. Minister in the Presidency Mondli Gungubele said green hydrogen could play a bigger role in South Africa’s energy mix. “This initiative is a historic opportunity for South Africa to be a key role

A separate agreement was signed between the Western Cape and Northern Cape governments to establish a green hydrogen corridor between the regions. Premier of the Northern Cape Zamani Saul said the green hydrogen economy presented an opportunity to create jobs and fight poverty. The province is the prime destination for renewables – accounting for 64% of all South Africa’s renewable energy investments, or R128 billion. “I believe working together, we can walk a much longer distance and a bit faster. We believe the symbiotic relationship will benefit both provinces,” said Zamani. Western Cape Premier Alan Winde noted that the Northern Cape province was the first to have a green hydrogen strategy. Most recently, the Western Cape cabinet adopted a green hydrogen strategy for the province too. -Fin24

outh Africa’s initial green hydrogen projects stand to gain support from €23 million (R410 million) in grant funding from the German Development bank KfW. Green hydrogen is created when water is split into oxygen and hydrogen (natural gas), using wind or solar energy. Green hydrogen can replace fossil fuels. On Monday, the Industrial Development Corporation (IDC) signed a Memorandum of Understanding (MoU) with KfW ahead of South Africa’s inaugural green hydrogen summit. IDC chief operations officer Joanne Bate said that a request for proposal had been issued for potential projects, which had since been narrowed down to 11. The successful projects, once identified, will then have funding flow to them. The grant funding is needed to catalyse “very early stage” green hydrogen investments, she explained. “We are very grateful for the grants because these projects need catalysing, equity-type funding to allow them to get off the ground,” said Bate. KfW’s head of division for infrastructure in southern Africa, Babette Stein von Kamienski, said that the funding facility should be set up by the end of the year or early next year before contracts can be signed. It is envisioned that the €23 million should be available for the next five or six years.

SA’s electricity outages expected to persist Wartsila Oyj, a Finnish company that makes power plants, expects South Africa to face electricity outages for at least another decade unless it installs as much as US$8 billion worth of gasfired generation capacity. The outages stem from state power utility Eskom’s failure to adequately invest in new capacity and the maintenance of 14 operating coal-fired power plants. The energy shortages have been exacerbated by the slow ramp up of its two newest plants. Wartsila’s modeling shows South Africa’s plans to add wind and solar capacity to the grid will be implemented too slowly to prevent outages, Wayne Glossop, the company’s senior business development manager for southern Africa, said in an interview. “You do need the gas” to make the renewable energy roll-out work, he said, referring to the fact that plants using the fuel can generate power quickly on demand. While Eskom and the government have said that gas-fired

plants will be needed as the country transitions away from coal, environmental rights groups oppose prolonging the country’s reliance on fossil fuels. Renewable energy companies say the country could use batteries that store power generated from wind or sun instead, but there are questions about the feasibility of using that technology.

Power Power cuts are set to increase markedly until 2026, before ameliorating for several years as Eskom’s Medupi and Kusile coal-fired power plants come fully on stream, according to the Wartsila study. It foresees the energy crisis intensifying again in 2032 as older plants close. To alleviate disruptions, gas-engine plants capable of generating a total of 9 000 megawatts of power would need to be built at a cost of between US$6 billion (R103 billion) and US$8 billion (R137 billion) by 2032, according -Fin24 to Glossop.

The official unemployment rate declined further to 32.9% in the third quarter of 2022, from 33.9% in the second, Statistics SA reported on Tuesday. Unemployment hit a record high of 35.3% in the fourth quarter of 2021. The Quarterly Labour Force Survey (QLFS) shows that 204 000 jobs were gained between the second and third quarter of 2022. The largest job gains were in manufacturing ( 123 000), trade ( 82 000), construction ( 46 000) and transport ( 33 000).

Job losses were however recorded in the finance sector (-80 000), private households (-36 000) and mining and agriculture (-1 000).

Rate The expanded unemployment rate - which includes discouraged job seekers who have given up looking for work - decreased to 43.1% from 44.1% in the second quarter. The QLFS has faced some scrutiny in recent months, amid growing concern about the reliability of SA’s employment data. Statistics SA is meant to collect

data on the employment status of 33 000 households – which is extrapolated to determine the jobless rates for around 40 million adults in the country. However, last year it contacted fewer than 14 300 households. The interviews were done telephonically - not face-to-face as before the pandemic. At the start of this year, however, in-person interviews resumed. News24 previously reported that the head of the Statistics Council, the advisory board to Statistics SA, raised the alarm about the quality of the unemployment data. -Fin24

COMPANY NEWS IN BRIEF MTN GHANA COULD CUT OFF SOME SUBSCRIBERS MTN Ghana, which is Africa’s largest mobile operator’s third-most lucrative market, is bracing for the potential deactivation of a quarter of its subscriber’s sim cards on Thursday, as it looks to comply with directive from regulators in that country over biometric registration. The directive from Ghana’s National Communications Authority concerns deactivating those sim cards that have completed the first stage of a sim registration process, or linking of their Ghana Card ID to their sim card, but not the second stage, which concerns biometric capture. As of November 26, about 22.1 million MTN Ghana subscribers had completed the first stage while 16.4 million had completed the bio-capture phase. This means 5.7 million subscribers would be eligible for deactivation on 1 December. MTN said on Tuesday it was committed to the registration exercise to build an accurate customer database to help minimize fraud in the country. MTN said it will provide an update on Friday on the effect, including on revenue, of the process, as well as initiatives to reregister subscribers. All deactivated cards can be reactivated within 6 months, or a deadline of the end of May 2023. MTN Ghana accounted for just over a tenth, or R9.9 billion, of the mobile operators revenue in its half-year to end-June, putting it behind Nigeria and SA. The business has also been dealing with the implications of a new 1.5% levy on electronic money transfer services introduced in May, which has prompted it to cut its transaction fees by a quarter to cushion the blow. Sim registration rules have also been a headache in Nigeria, with the mobile operator saying in October the rules prompted a 57 000 fall in subscribers in its third quarter to end September, though over a nine month period, they were still up 10% to 74.1 million. -Fin24

JSE CENSURES NUTRITIONAL FOR SERIES OF FAILURES The JSE has publicly censured AltX-listed cannabis firm Nutritional Holdings over a string of failures related to how it informed shareholders over developments at the company, including letting them think for months that a subsidiary had been placed into business rescue. The firm, whose shares were suspended in May 2021 due to late financials and it is under the threat of termination, while it also faces a court battle in January that could see it liquidated. The JSE on Monday said it had imposed the censures for not releasing information that was price-sensitive, not observing the highest level of care in disseminating information, and failure to publish reviewed results. In February 2021, Nutritional had informed shareholders of a decision to dispose of its subsidiary, dry foods manufacturer Nutritional Food, but not only did it have to correct a date contained in that announcement about two hours later, the next day it informed shareholders its board had “unanimously” voted to place the subsidiary into business rescue, or a form of bankruptcy protection. Then, in May 2021, the company informed

shareholders that the resolution had been passed by a majority, not unanimously, and “technically” it had not been placed into business rescue in February. The company also came under fire for “false and misleading” statements related to the launch of a cannabis cryptocurrency, Cannacrypt, which it announced in a letter to shareholders dated March 2021. Shareholders were being offered 20 000 coins at a launch price of R1, and were also told it would exhibit triple-digit growth year on -Fin24 year. META FINED R4.7 BILLION Meta Platforms was slapped with a €265 million (R4.7 biillion) fine for failing to prevent the leak of the personal data of more than half a billion users of its Facebook service. The Irish Data Protection Commission, the main privacy watchdog for Meta in the European Union, levied the fine following a probe that found the social-media company had failed to apply strict safeguards required under the bloc’s sweeping General Data Protection Regulation. On top of the fine — the third-biggest under GDPR — the watchdog ordered Meta’s Irish unit to make sure its processing complies with the law, according to an emailed statement on Monday. The Irish authority is the lead watchdog for some of Silicon Valley’s biggest tech firms that have set up an EU base in the country, including Meta. It opened its probe following revelations that “a collated dataset of Facebook personal data” had been published on the internet. Personal information on 533 million Facebook users worldwide reemerged on a hacker website last year, including their phone numbers and email addresses. The investigation looked into “Facebook Search, Facebook Messenger Contact Importer and Instagram Contact Importer tools in relation to processing carried out by Meta” between May 2018 and September 2019, the data protection commission said. The social network has previously said the data is old and that the problem had been -Fin24 found and fixed in 2019. MA-AFRIKA HOTELS HEADED TO THE CONCOURT Ma-Afrika Hotels, the first company that took insurers to court over lockdown claims and won, has now fired another legal salvo, this time against its landlord. The hospitality group, with hotels in Stellenbosch, has launched an application for leave to appeal to the Constitutional Court against an eviction order brought by its landlord. The company is arguing that the pandemic, exacerbated by the government’s lockdown restrictions, made it impossible for MaAfrika to pay its rent during that period. Ma-Afrika’s landlord, Venezia Trust, took the hotel group to court in February 2021, seeking an eviction order because it didn’t pay rent for a guest house during the pandemic. The guesthouse did not earn any revenue during the lockdown period from 26 March to 20 September 2020, as it had no guests.]Ma-Afrika had a 10-year lease agreement with Venezia Trust for its Rivierbos Guest House.

PHOTO REUTERS

But the Western Cape High Court dismissed Venezia Trust’s application for eviction, and the landlord took the matter to the Supreme Court of Appeal (SCA). The trust says that Ma-Afrika’s rental was in arrears to the tune of R872 266 by the end of December 2020. It continued to service the mortgage bond repayments to avert foreclosure of

the guesthouse. The SCA ruled that even though the lockdown regulations up to 20 September 2020 impacted Ma-Afrika’s ability to pay rent for the guesthouse, restrictions on the guesthouse’s ability to trade changed after that. It referred the claim for arrear rental back to the Western Cape High Court for determination earlier this month. -Fin24

Mental illness has become a widespread epidemic across not only Namibia but around the world. BRENDA KIMBLE

Health tip

D

epression, in particular, is increasingly common—shown to affect up to 20 percent of the general population during some point in their lives. The current treatments available for mental health conditions such as depression and anxiety, including medication and therapy, do not always provide relief for patients. In fact, as many as half of all patients who are prescribed an SSRI for depression will find the first medication they try insufficient. People are turning more to alternatives in the hopes of better treating their mental health conditions. This has led to a sizable market of people seeking relief not found in conventional medications and treatments. Certain forms of dietary supplements, especially those that contain probiotics and enzymes, have shown promising results in clinical trials and hold the hope of a new way to treat these serious and often life-threatening illnesses.

Dietary Supplement Use About half of all Namibians take a dietary supplement, and many of these are people looking to find a natural treatment for their mental or mood conditions. This can be due to side effects experienced on psychotropic medications or a lack of sufficient relief of their symptoms. Chronic mental health issues, such as a major depressive disorder or generalized anxiety, are a predictor of dietary supplement use. Practitioners as well are searching for innovative alternatives to standard mental health interventions that provide better results. Dietary supplements can present an affordable alternative when the cost of medication and ongoing therapy is prohibitive, which is the reality for many patients. In a 2002 study, ...[..] 35 percent of internet users searched for information on alternative and complementary treatments for their medical conditions, and this number has skyrocketed in the years since. Much research has shown that a person’s diet can significantly affect their mental health, both directly and indirectly, by influencing the production and use of key neurotransmitters in the brain. However, many

in the last few decades and has been investigated for antidepressant and anti-anxiety efforts. It’s theorized that the brain and digestive system communicate continuously with one another. Psychiatric disorders have been linked to changes in the bacteria that live inside the gut. Only recently did researchers find there is a separate nervous system located inside the intestine, which produces the same neurotransmitters as the brain. An imbalance of these neurotransmitters in the gut can create problems, just like it can with the brain. These problems present in the form of gastrointestinal symptoms.

Use prebiotics and probiotics for improved gut and mental health

people following a standard American diet struggle to get adequate intake of essential nutrients. For many years, treatments were centered on influencing the brain’s chemistry directly via medications that increased neurotransmitters such as serotonin and dopamine. Now the focus has turned to exploring the impact of digestive health on the brain.

The Brain-Gut Axis Increasingly, researchers are learning more about what is termed the “brain-gut axis.” This connection between the central nervous system and the digestive tract was discovered

Nutritional psychiatry is a term that encompasses this new frontier of psychiatry which explores this brain-gut axis further, focusing on how diet affects each individual’s mental health. Dietary supplements can be an important factor, filling any nutritional gaps as well as providing additional support for the body. A type of dietary supplementation of particular usefulness is probiotics. Probiotics (often called “good bacteria”) are microorganisms that live naturally in the digestive system. Forty types of probiotics have been identified as naturally occurring in a healthy human gut. Supplementation can be effective when an imbalance of gut bacteria is suspected. Probiotics have been shown to provide a therapeutic effect for many patients, not only in regard to their digestive problems but also with their mental health. Another useful dietary supplement is digestive enzymes. Digestive enzymes are crucial to the natural breakdown of foods in the body. Studies have shown that many people with depression and anxiety lack sufficient enzymes, making proper absorption of vitamins, minerals and medications a challenge. The introduction of digestive enzymes as a dietary supplement allows the body to properly absorb these elements, potentially improving depression and anxiety symptoms. Probiotics and prebiotics have gained massive popularity in recent years and are now the third most sought-after natural product. Therefore, the addition of probiot-

ics and prebiotics to a product can significantly enhance its profitability. With the possibility of not only supporting digestive health but improving mental health, this number can only grow. Gastrointestinal Disorders and Mental Health Mental health and gastrointestinal disturbances are often linked, as with the case of irritable bowel syndrome (IBS). In one study of 44 adults who were suffering from both IBS and depression, over half of the patients in the non-placebo group had a significant reduction in their depression scores after six weeks. One theory is that for some patients, by clearing up worrisome physical symptoms, mental health improves. However, direct activity on neurotransmitters has also been demonstrated. In the study, changes were seen in the limbic system, which is responsible for processing emotions. This suggests the use of probiotics in some patients could play an essential part in improving their mental health. The addition of probiotics was also shown to increase brain-derived neurotrophic factor (BDNF) which plays a major role in neuroplasticity and memory and is usually reduced in patients diagnosed with depression.

Research Findings for Probiotics While studies are still limited, findings have been extremely promising. Numerous studies have suggested that using a dietary supplement featuring probiotics and enzymes can improve the symptoms of certain mental health conditions, especially major depressive disorder. Probiotics, in particular, have been demonstrated to positively affect neurotransmitter activity, thereby improving depression and anxiety in some patients. This is mainly due to the neurotransmitter serotonin, which is also a target of most antidepressants. While antidepressants prevent the reuptake of serotonin into the synapses, probiotics may regulate the amount of serotonin produced and improve the body’s ability to use this crucial neurotransmitter. – Source - https://www. pleaselive.org

As rate hikes continue

SA’s residential property market shifts The latest FNB Residential Property Barometer indicates that rising borrowing costs likely diverted some homeownership demand to rentals. CARIN SMITH

P

roperty data shows a shift in the local housing market as rising interest rates are impacting affordability and, therefore, forcing more prospective homeowners to opt for renting instead. The South African Reserve Bank’s Monetary Policy Committee (MPC) increased the repo rate by a further 75 basis points to 7%. This is the seventh consecutive hike, and interest rates are now at their highest level since 2016. The prime rate is now 10.5%. “The effects of these interest rate hikes usually only become evident a few months after consumers adjust to paying the higher debt instalments. However, we have already started to see signs that the property market activity is shifting,” says Adrian Goslett, regional director and CEO of RE/MAX of Southern Africa. “Over the last two months, our digital marketing agency has noted a rise in rental-related search terms and a decline in buying search terms. This points to a coming shift in the local housing market [as] affordability becomes an increasing concern for homeowners over time.” The latest FNB Residential Property Barometer indicates that rising borrowing costs likely diverted some homeownership demand to rentals. It shows the rental market has continued on a gradual recovery path. Rental vacancy rates have slowed from 13% during the pan-

demic to 7.8% in the third quarter of 2022. However, vacancy rates remain above the pre-pandemic average of 5.3% between 2017 and 2019. Rental inflation increased by 2.8% year-on-year in the third quarter of 2022, up from what FNB calls “a trough” of 0.6% in the first quarter of 2021. “The pace of rental recovery is still constrained by weak employment growth and a rising cost of living. While demand is improving, there is still excess supply in the market. This is reflected by the declining average real rental rate, as well as above-average vacancy rates,” states the FNB barometer report.

Tourism According to Samuel Seeff, chair of the Seeff Property Group, semigration and a return of tourism have also boosted rental demand. Annual growth in the First National Bank (FNB) House Price Index moved marginally lower in October, averaging 3% from 3.1% in September. According to FNB, slower price growth reflects softer demand due to increased financial pressure on

Seeff foresees that in 2023 the strongest residential property market is likely to be the Western Cape, boosted by semigration and a return of international buyers. “We have already seen a notable uptick in sales above the R10 million to R15 million mark for the first time since 2017 in the Cape,” says Seeff. Given the increased affordability challenge due to the interest rate hikes, Lew Geffen Sotheby’s International Realty CEO Yael Geffen, says first prize always is to hang on to your home. “So, if you’re battling with bond repayments, be proactive and speak to your financial institution. There isn’t a bank in the world that wants to repossess a home if it can be avoided,” says Geffen. –Fin24

EU to propose boosting recycled content The European Commission is set to announce this week proposals to reduce packaging waste with new targets for recycled content in plastic drinks bottles and for the reuse of take-away cups and of packages used for online deliveries. The revision of the EU Packaging and Packaging Waste Directive will seek to push towards an EU goal of ensuring all packaging is reusable or recyclable by 2030 and contributes towards reducing the bloc’s carbon footprint to zero by 2050. The proposal highlights that some 40% of plastics and 50% of paper consumed in the European Union is for packaging, according to a draft seen by Reuters, and that packaging

as a whole makes up 36% of municipal solid waste. The proposal, which could still be changed, retains recycling targets of 65% by 2025 and 70% by 2030 from the directive’s last update in 2018. However, it introduces new targets for recycled content in a variety of plastic packaging. For 2030, these would be 30% for plastic drinks bottles and for contact sensitive packaging such as food wrapping made from polyethylene terephthalate (PET), 10% for contact sensitive packaging not made from PET an 35% for other plastic packaging. By 2040, these would rise to 50% for contact sensitive packaging and

65% for other packaging, including drinks bottles. It also sets 2030 and 2040 targets for packaging reuse. For take-away drinks cups they are respectively 20% and 80%, for beer and soft drinks containers 10% and 25% and for packaging used for nonfood online deliveries 10% and 50%. Companies using such packaging would have to set up or joint systems to ensure reuse. The proposal, likely to be presented on Wednesday, will need approval from the European Parliament and the European Council, the group of the 27 EU governments, to enter law and will probably be subject to some revisions. – Fin24
