Methodology to identify industrial districts. A case study for Valencia, Spain* Josep-Antoni Ybarra

SUMMARY: The article examines specialised production. productive resources ofa given area and small

-and medium- sizedjirms to identify, by quantitative methods, industrial districts in a case study.

I. Presentation The international literature on industrial districts is based on long experience and many written works (see Capiello 1986, BeJlancli 1989) \vhich delineate the theoretical basis of the important contributions now being made to knowledge of this subject. As regards Spain, however, there are (apart from a very few exemplary studies- see Cela da 1988, Costa Campi 1988), no preliminary reports from which the existence of industrial districts can be exactly and properly identified. Before studying the industrial districts of the Valencian area they have to be identified and exactly located. Rather than jump to conclusions as to whether

industrial districts exist or not, this paper tries to base its conclusions on thorough investigation including, since there has been so little basic research in Spain on these problems, an examination, based on indicators and socio-economic variables (Sforzi 19,85), whether or not there are industrial districts in the Valencian area of Spain. The first step is to establish exact methods to identify and locate the industrial districts of the Valencian area. It is always difficult to examine Spanish industrial districts qualitatively (with regard to their internal dynamics, activities, institutional relations etc.). It is also difficult to examine them quantitatively. Without statistics giving abreakdown to municipal level, or often to regional level, it is difficult to analyse

local conditions accurately. Even where there are rich sources of information together with a breakdown for a specific economic sector and/ or locality, they do not help in a general analysis of industrial districts because there are no such sources of information or breakdowns for other sectors Hin at least one of the three variables considered are selected in order to locate them (where Hn < H. dispersion of the activity at municipal level is above average, as with agriculture and wood). This gives 14 sectors to be considered. These yield municipal location quotients and the activities of each municipality expressed as a percentage of the whole of regional acti vity. The purpose of this is to
