Bachelor of Secondary Education Major in Mathematics Introduction The Cebu Technological University- San Francisco Campus, formerly known as Cebu State College of Science and Technology (CSCST)-Fishery and Industrial College, is a public state higher education institution in San Francisco, Cebu, Philippines. Its mandate is to provide advanced professional and technical instruction for special purposes, advanced studies in industrial trade, agriculture, fishery, forestry, aeronautics and land-based programs, arts and sciences, health sciences, information technology, and other relevant fields of study. It shall also undertake research and extension services, and provide progressive leadership in its areas of specialization (R.A. 9744). Initially, by virtue of the BOT Resolution Number 241-series 2001, the CSCST system-wide has given the authority to offer the BSED Major in Mathematics. However, it was until the Academic Year 2011-2012 that CTU-San Francisco Campus, under the College of Education, began offering the Bachelor of Secondary Education major in Mathematics. A well-regarded research field that contributes to technological and scientific advancement while also providing excellent preparation for careers in education and global industry. Indeed, Mathematics gives a plethora of incredible benefits in terms of professionalization, specialization, and social, intellectual, vocational, moral, and cultural development for the entire domain in society.

I.

Well defined Objectives

R.A. 9744, otherwise known as CTU Charter, and R.A. No. 8282, also known as the “Higher Education Modernization Act of 1997,” jointly serve as the governing charters of the University where the Cebu Technological University- San Francisco Campus belongs. In accordance with these Republic Acts, through the Board of Regent Resolution No. 24-series 2018, a resolution approving the proposed University-Wide Curriculum Program Revisions, the University strictly follows the provisions under CMO No. 75-series 2017 and with emphasis on the adaptation of CMO NO.20-series 2013. Based on this CHED Memorandum Order No.75, s. 2017, BSEd is an undergraduate teacher education program designed to equip learners with adequate and relevant competencies to teach in their chosen area of specialization/major at the secondary level. The Secondary Education Program aims to develop highly motivated and competent teachers specializing in the content and pedagogy for secondary education. Furthermore, the program draws from various allied disciplines like social sciences, science, math, technology, languages, and humanities to ensure that the graduates have a multi-disciplinary preparation in the content and pedagogy. The offering of this program, especially BSEd-Mathematics, in the Camotes group of Islands, where Municipality of San Francisco is located, and to its nearby districts, brings the opportunity and hope for the clientele towards the realization of their goals, especially to those who are less fortunate but deserving students. The existence of both the institution and the program in the Islands of Camotes, is also a great response by the state to make quality education accessible to all. Additionally, it is an avenue for more individuals to be indulged in teaching mathematics, which will, in the future, be the answer to the declining performance of Filipino students in Mathematics.

Through the adaptation of both CMO No. 13-series 2013 and CMO No.75-series 2017, the curriculum for BSEd- Mathematics across the different campuses went through series of revisions and below are the recent development of the Program Prospectus as of A.Y. 2022-2023 as stipulated from CTU Memo. PC-No.10-088, s.2021.

Within this report it is noted that, based from the three existing revisions of Program prospectus, all of the version exceeds to the minimum number of unit requirements as stipulated from CMO NO.75, s.2017 below.

Furthermore, by virtue of the CMO No.75, s.2017, the BSEd-Mathematics Program of the institution adopted the following as its specific Objectives of the Programs: 1. Exhibit competence in mathematical concepts and procedures 2. Exhibit proficiency in relating mathematics to other curricular areas 3. Manifest meaningful and comprehensive pedagogical content knowledge (PCK) of mathematics 4. Demonstrate competence is designing, constructing and utilizing different forms of assessment in mathematics 5. Demonstrate proficiency in problem-solving by solving and creating routine and non-routine problems with different level of complexity 6. Use effectively appropriate approaches, methods, and techniques in teaching mathematics including technological tools 7. Appreciate mathematics as an opportunity for creative work, moments of enlightenment, discovery, and gaining insights of the world. Below is an excerpt from CHED CMO No. 75, s.2017 outlining the Nature and Program Outcomes.

It is noted that the program generally adopts the provisions stipulated in CMO. No.75, s.2017, specifically the Program Outcomes, however, congruency and alignment of these to the institution’s Vision, Mision, Goals and even to the shared Core Values are evident.

II. Adequate and Relevant Projects/ Activities to achieve Objectives

The institution, Cebu Technological University-San Francisco Campus, has been providing sufficient and significant projects/activities aligned with the institution’s Vision, Mission, and Goals. These projects/activities are crafted to attain the stipulated objectives that are geared towards becoming a premier and sustainable institution with the aim of producing holistic and globally prepared individuals. Collegiate Orientation Annually, the institution has been conducting Campus and College Orientations where students get to know the basic and essential information like the thrust and directed course of the institution through the VMGO (Vision, Mission, Goals, and Objectives). The students also get acquainted with the faculty members by College and are informed of the semester requirements, grading system and the scholastic standing, the departmental uniforms, students’ support services and other offices, and other relevant information they need to know. PARENTS SPECIAL CONFERENCE The Bachelor of Secondary Education Major in Mathematics conducted a special parents with students conference meeting through online platform(google meet). The conference was called to discuss students’ concerns and preparations for the different requirements in the implementation of the planned activities and program of the curriculum which positively responded by the parents. Furthermore, the event served as an avenue for the parents to get information about their students’ performance in the classroom and their other issues and concerns on a specific project. A meeting will be called for, before its implementation, as agreed by the body.

Faculty and students Participation to: CADTEC “11th Student Teachers’ Congress” The students of CTU-San Francisco Campus have been participating in different programs that will equip them with beneficial knowledge and skills in their future field of work. One of which is the program conducted by CADTEC (Council of Administrators and Dean of Teacher Education Colleges) in collaboration with PAFTE VII (Philippine Association for Teacher Education) last March 2019 that bore the theme “Revisiting Essential Teaching Practices towards Empowered Learning.” This was participated by the chosen students of CTU-San Francisco Campus.

Pre-Internship Orientation for the BSEd-Mathematics The program regularly conducts a Pre-Internship Seminar before the students are to be deployed for Internship. Hence, topics on Internship Policy, Internship Grading System, Work Ethics, Internship Forms and other Requirements, DepEd MOA and other Internship concerns are tackled.

Undergraduate Research Project Presentation As a sowing and reaping ground, the University, especially the BSeD-Mathematics Department, has been providing activities that train students to meet the comprehensive demands of research. Harmonious to this is the provision of thesis or research classes as well as giving guidance to the student-researchers. To ensure the correctness and validity of the student-researchers’ outputs, the department has been supervising thesis presentations where researchers obtain feedback on the proposed or conducted research, help them refine their outputs, and further develop their presentation skills.

III. Systematic and Effective Procedures

Along the global thrust of quality assurance, the Cebu Technological University (CTU) has embarked on the institution of the International Organization for Standardization (ISO) in its operations by subjecting itself to the internal and external quality audits starting in 2003, thus, being ISO 9001-1994 certified that year. Continuing on its efforts at strengthening quality assurance in all levels and across sectors, the CTU has endeavored to plod on along the years of being certified accordingly in different ISO 9001 versions. Thus, since 2003, the CTU Quality Management System (QMS) has gained an ISO 9001:2005 and ISO 9001:2008 Certification, with the AngloJapanese American (AJA) Registrars Inc. that is accredited with the United Kingdom Accreditation Series (UKAS). In 2018, the CTU top management with the middle level managers and the rank and file steers to continually improve the suitability, adequacy, and effectiveness of the quality management system in compliance to the requirements of ISO 9001:2015 standards; thus, presently CTU is ISO 9001:2015 certified.

A. Reviewing, Developing and Sharing of the Program Curriculum Being an ISO certified and per CTU Quality Policy Manual (Doc. Code: QP-0807), the curriculum offered in CTU is subjected to periodic updating with reference to the latest CHED Memorandum Order (CMOs), on Policy, Standards, and Guidelines as well as industry feedback. Thus, the institution conducted series of relevant meetings in response to different updates and observations coming from within the institution or from other governing agencies and stakeholders. Major Examinations are carefully crafted by the instructor following the prescribed format of the institution, which adheres to the Revised Bloom’s Taxonomy Note: Performance and other similar Project Based outputs are assessed using Rubric.

When approved, Major Examinations are to be sent to students’ institutional email address

NOTE: As we gradually go to “Now Normal”, examinations are done via online platform and Faceto-face.

Every after major examinations, “Item Analysis” are done for evaluating the content. This will able the instructors to determine which item can be included/retained in the future examination.

Results of the exams are recorded accordingly for reference in grade computation.

E. Approval on the conduct of Face-to-face Classes As we move to what is now referred as “Now Normal”, CTU-San Francisco adhered to the local and National policy on the implementation of classes.

IV: Reasonable Budget The budget for the Bachelor of Secondary Education major in Mathematics program is taken from the budget by the college per CMO 20. As provided in the reports below, the university received Php 3,800, 470.00 for the FY 2018, Php 3, 542, 025.00 for FY 2019, Php 4, 632, 450.00 for FY 2020, Php 5, 842, 950.00 for FY 2021, Php 7, 521, 525.00 for FY 2022 from the budget allocation fund per CMO No. 20, series of 2011.The budget allocation for instruction is fifty percent(50%) of the actual tuition fees collected within the calendar year and is broken down into following components: Faculty and Staff Development, Curriculum Development, Student Development, and Facilities Development.

As part of the efforts of the Cebu Technological University to strengthen the research capability of its faculty and staff, the select officials under the Research and Development are hereby directed to bring their laptops to the Office of the Vice-President for Research and Development, CTU Main Campus, on weekdays from 8:00 AM to 5:00 PM (except Saturdays and holidays) for the installation of the IBM SPSS software.

The IBM SPSS software will only be installed on the laptops distributed by the OVPRD.

CADTEC The students of CTU-San Francisco Campus have been participating in different programs that will equip them with beneficial knowledge and skills in their future field of work. One of which is the program conducted by CADTEC (Council of Administrators and Dean of Teacher Education Colleges) in collaboration with PAFTE VII (Philippine Association for Teacher Education) last March 2019 that bore the theme “Revisiting Essential Teaching Practices towards Empowered Learning.” This was participated by the chosen students of CTU-San Francisco Campus.

ICT: SciMaC (Extension Project) Various training and programs offered by the department extend beyond developing the students. As the shifting of Tradition teaching to the use of ICT in teaching, especially in Mathematics, becomes one of the significant concerns in teaching and learning, the BSeD Mathematics and Science Departments have viewed this demand by providing a training program. This program was entitled “ICT: SciMaC,” which aimed to enhance the basic ICT integration skills of the teachers in Science and Mathematics classrooms. It also helped the teachers adapt to the new teaching and learning styles. The participants were the Science and Mathematics teachers in the Municipality of San Francisco. The Math & Science Faculty together with the BSEd-Mathematics students assisted the participants all throughout the entire training.
