STILL NUMBER ONE LGRRC 6 wins 1st CapDev ACE Hall of Fame APANAV I SAYON DILG R6 caps 2022 with 'Pagdayaw' After two years of being held virtually due to the COVID-19 pandemic, the "Pagdayaw" of the Department of the Interior and Local Government Region 6 (DILG R6) was back this year with a face-to-face celebration on December 5, 2022 at the Diversion 21 Hotel, Iloilo City. This year-end tradition brings together all DILG personnel and various partners to recognize the commendable performance Awards (EXCELL), and PRAISEProgram on Awards and Incentives for Service and Novelty (PISAN) with the Fellowship of the DILG Region 6 employees. Pagdayaw, an Ilonggo term which means “giving appreciation,” was highlighted with two award-giving programs maintained through the years – the EXCELL Awards and the or the PRAISE-PISAN Awards. The official Newsletter of DILG Region 6 Second Semester 2022 VICTORIES of Local Government Units and the Department’s employees and organizational teams towards excellence in local governance. With the theme “Charting our New Future with Inspired Excellence,” this year’s Pagdayaw was comprised of a series of events, namely: Project RISE simultaneously conducted with Continuous Legal Education, Excellence in Local Governance PRE-LAUNCH SPECIAL The Local Governance Regional Resource Center (LGRRC) VI was hailed as the Ugnay ng Mamamayan Champion for the CapDev ACE Awards 2022. This win has also elevated the LGRRC VI to the Ugnay ng Mamamayan HALL OF FAME status -- the first in the country -- for having won the award for three consecutive years. UGNAY CHAMPS. 2 3 WV LRIs receive CapDev Accelerators award VICTORIES: A Panaysayon Pre-Launch Special 2nd Semester 2022 The Central Philippine University (CPU), Iloilo Science and Technology University (ISAT U) and University of the Philippines Visayas (UPV) were recognized by the Local Government Academy as potent partners in capacitating local government units in different facets of local governance. The CapDev Accelerator Awards aims to foster stronger partnerships among stakeholders and formally appreciate meaningful and impactful collaborative capacity development efforts that have aided in the shared goal of forging an enhanced quality of local governance. One of the founding members of the Western Visayas Local Governance Resource Consortium is the Central Philippine University (CPU), which was given the NextGen CapDev Accelerator Award in Local Governance. Its official representative, Dr. Lenny Rose P. Mucho and her team have been active and constant partners of the DILG-LGRRC VI on the implementation of the latter’s PPAs. The UPV, on the other hand, received the CapDev Game Changer Award. One of its major contributions was in the “State Universities and Colleges (SUCs) Approach for Comprehensive Development Plan (CDP) Formulation: An Expansion Project from Western Visayas” which is a spin-off of the pilot project SUC-Assisted Approach in CDP Formulation. ISAT U, recipient of the CapDev Accelerator Award in Local Governance, partnered with the DILG in the development of modules on WSSMP Formulation, Operations and Maintenance of LGU-Run Water Supply System, and Construction and Occupational Safety and Health (COSH). Aside from that, as a way to capture best practices, ISAT-U spearheaded the documentation of the completed SALINTUBIG Projects in the Municipalities of Pilar and Mambusao, Capiz. Page 11 Recognizing the perseverance and dedication of Barangay Tanods and Lupons in keeping the peace and order in our communities, the DILG Region VI conducted the Awarding Ceremony of the 2022 Search for Outstanding Barangay Tanod and Lupong Tagapamayapa Incentives Awards (LTIA) on October 25 at the District 21 Hotel, Iloilo City. As one of the highlights of the celebration of the 31st Local Government Code Anniversary themed “Lakas ng Lokal: Trailblazing Innovations and Collaboration in Local Governance,” the ceremony awarded plaques, tarpaulins, certificates, and cash incentives to winners in the Municipality, City, and Individual categories. PNP6 RD PBGen Leo M Francisco acknowledged the risks and dangers Barangay Tanods face as frontliners and recognized the efforts and dedication they exert on a daily basis. R6 leads VisMin in SGLG passers Financial Administration and Sustainability Disaster Preparedness Social Protection and sensitivity Business-Friendliness and Competitiveness Environmental Management Safety, peace and order Sustainable Education Health Compliance and Responsiveness Tourism, Heritage Development, Culture and the Arts Youth Development With 27 local government unit awardees for the Seal of Good Local Governance (SGLG) 2022, Region 6 has the highest number of passers for such distinction in the Visayas and Mindanao (VisMin) regions. The Province of Aklan and City of San Carlos in Negros Occidental were also recognized as consistent six-time SGLG passers, making them the only province and city in VisMin areas to achieve such distinction. The SGLG is the highest award conferred by the DILG to provinces, cities and municipalities. It symbolizes the department's brand of Matino, Mahusay at Maaasahang Pamahalaaang Lokal. LGRRC VI's Tale of Knowledge Sharing “Knowledge is power but knowledge shared is power multiplied.” Such is the statement of Robert Noyce, Intel co-founder, which is truly reflective of what the DILG Region VI Local Governance Regional Resource Center (LGRRC) believes. As a mature LGRRC buttressed by the principle of Knowledge Management, LGRRC VI finds great credence in the importance of collaboration towards the achievement of more empowered and sustainable communities through good local governance. For LGRRC VI, this collaboration should not only be present within its jurisdiction; but also, should outstretch beyond the borders of the region. In this sense, the LGRRC VI opened its doors this year to other LGRRCs in the Philippines through the implementation of benchmarking and knowledgesharing sessions. Benchmarking or knowledgesharing sessions is not a new concept. It is a learning method to determine and understand the best performances being achieved by the benchmarkee that would lead to the benchmarker's understanding of their own gaps for improvement. This was also the purpose of the Bicol LGRRC benchmarking. As what Atty. Anthony Nuyda, Regional Director of DILG Region V has said, “The 2021 Performance Assessment Results determined the Bicol LGRRC as Capable in terms of carrying out its core principles and goals. To further strengthen their LGRRC’s operations, DILG R5 conducted the Benchmarking activity in DILG Region VI to replicate the best practices especially on partnership and collaborations, institutional development, and knowledge management initiatives”. As to the question why they chose LGRRC VI to be the location of their benchmarking among all regions, RD Nuyda cited the LGRRC VI’s five-time receipt of the Ugnay ng Mamamayan (Best LGRRC) CapDev Ace Awards conferred by the Local Government Academy. He added, “It is in this light that DILG R5 considered it best to learn from an excellently recognized LGRRC. DILG R5 resolves to continuously improve its operations by establishing a strategic roadmap and strengthen its convergence and multi-stakeholdership”. Per RD Nuyda, after the benchmarking, the Bicol LGRRC immediately began their calibration based on their learnings from LGRRC VI. He shared that the Bicol LGRRC has now updated its business plan, strengthened its sub-LGRRCs, and provided them with IT equipment. Innovations such as the Innovations and Management Banking and Knowledge Sharing (IMBAK) System, Disaster Resiliency and Management (DREAM) Academy, Bicol Youth Leadership Camp, Bicol DILG Award (BIDA Awards), Capacity Development Analytics, and LGU Performance Analytics were introduced to further support and promote active participation with LGRRC-MSAC partners and Local Government Units. On the other hand, for another DILG Region located in the South Central Mindanao -- the SOCCSKSARGEN, Dir. Lailyn Ortiz, Assistant Regional Director and LGRRC Manager of DILG Region XII had another perspective as to why they opted to conduct the benchmarking in Region VI. She said, “We consider Region VI as our big brother, a mentor in that sense- being the pillar in LGRRC operations of the country. Ours is an LGRRC that is in a capable status and we want it to soar higher with the insights coming from LGRRC VI”. She also added that the sense of belongingness with Ilonggos and the sense of family bond made them handpick LGRRC VI to be the first priority as the host region. With all candour, she mentioned: “We look up to LGRRC 6 being the best LGRRC for such a long time. And we want to learn first-hand from them”. For DILG Region XII, they are now taking small steps – one work at a time. In fact, ARD Ortiz shared, “Taking off from the benchmarking activity, we were able to revisit our LGRRC Work and Financial Plan and reorganized the core team and started to really make operational and functional our Sub-LGRRCs”. Indubitably, these are just two of the DILG Regions that took the chance to find for themselves the works of LGRRC VI. As of this writing, a total of six benchmarking or knowledge exchange sessions were actually hosted by Region VI both online and face-to-face, which comprise MIMAROPA, Region IX, Region X, and Region XII. On top of these activities is the establishment of partnerships with some of these Regions including Region VII and Region VIII. Indeed, through this benchmarking and knowledge sharing, LGRRC VI is now entering a new challenge – the onus of mentorship, for the story of LGRRC VI is definitely not a mere benchmark. It is a tale that has inspired other LGRRCs toward their own multiple successes – a benchmark within reach. /P 5 VICTORIES: A Panaysayon Pre-Launch Special 2nd Semester 2022 DILG VI RD Juan Jovian E. Ingeniero, CESO IV was recognized for the Region's accomplishments in promoting transparency and accountability through the SubayBAYAN portal during the 2022 SubayBAYANI Awards held on December 12, 2022 at the Cocoon Boutique Hotel in Quezon City. DILG Western Visayas garnered an average score of 100% in the Delivery and Completion Rate of Locally Funded Projects. Furthermore, three LGUs were awarded as Top Over-all Performers: Passi City and Escalante City as 2nd and 3rd places respectively in the Component City Category, and Patnongon, Antique in the Municipal Category./P Region 6 wins big at 2022 SubayBAYANI Awards Barangay Abiera, Sebaste, Antique - Champion, 4th to 6th Class Municipalities Category, and Barangay Lawa-An, Roxas City, Capiz - 2nd Runner Up, Component Cities Category Two barangays in Region 6 were hailed as national winners in the 2022 Lupong Tagapamayapa Incentives Awards (LTIA). EXCELL Awards honors excellent, resilient LGUs This year, the EXCELL Awards adopted the Department’s Seal of Good Local Governance (SGLG) focus indicators as it continues to recognize the commendable performances of shortlisted Local Government Units (LGUs) in the SGLG regional assessment, national calibration and validation. With the foregoing, the EXCELL Awards continue to search for the exemplars of outstanding public service in the areas of administrative governance, social services, economic development, environmental management, local legislation, and the new assessment area under social protection - public safety, peace and order. It has remained as a potent vehicle in advocating and promoting participatory, accountable, responsive, transparent and effective local governance. Through the synergy of the EXCELL Awards and the SGLG, it is desired that the program will continue to benefit a wide support from our LGUs, our partner national government agencies, civil society organizations and other governance stakeholders. By recognizing the good performance of the LGUs, all LGUs in the region and in the country will continue to champion the tenets of EXCELLence in local governance. PRAISE-PISAN shines spotlight on exemplar personnel, teams Best performing personnel and teams of the year were recognized anew at the PRAISE-PISAN Awards. The DILG 6 exclusive awards recognizes the industrious and considered model personnel of the Department and the outstanding performance of the field offices as evidenced by documented best practices and innovations they have done in the course of their work, thus, “Pisan” in hiligaynon means industrious. Over the years, DILG Region 6 has received various awards, recognition and words of praise through PRAISE-PISAN Awards. Notably, it has produced regional and national finalists, and five national winners of the Dangal ng Bayan and Pag-Asa awards of the Civil Service Commission. DILG Region 6 is also a recipient of various awards of the CapDev ACE Awards of the Local Government Academy. Atty. Lord A. Villanueva, Undersecretary for Operations of the DILG said in his inspirational message, “The feat to produce five national winners of the Dangal ng Bayan and Pag-Asa Awards of the Civil Service Commission mark a milestone not only for the region but it also showcases the culture of Excellence that we move our employees into the Department.” “Conceived in 2003, the ceremony was named after the name “Pisan” which means industriousness and diligence. These are the two traits we want to inspire from all of our employees,” Usec. Villanueva further said. He added that this year’s theme emphasizes that in order to move forward as a department, excellence should not only be in passion to serve but also inspire excellence in our acts, the way we relate to each other, and occasionally look back and acknowledge those who contributed to the future we are aiming for. The DILG Region VI through Project RISE identified the 15 qualified LGU winners based on the guidelines provided and recognized the best practices and accomplishments of LGUs in three (3) performance criteria namely: (a) Physical Status based on foster with our counterparts at our LGUs creates a ripple effect of positive changes which eventually lead to a greater impact for our beneficiaries – uplifting or improving their socio economic conditions, much more bringing luster to democratic institutions particularly their engagements and increase in public trust,” said Atty. Winners For the first time since its conception in 2014, the Local Governance (LG) Quiz opened its doors to contenders from local government units and DILG regional offices outside Western Visayas. This was part of the LGRRC 6's efforts to continuously improve on and expand its initiatives to reach more stakeholders. In its seventh year, the LG Quiz saw participants from the DILG National Capital Region (NCR), and Region 8. LG Quiz serves as a venue to challenge and evaluate LGU Officials, DILG Personnel and stakeholders on their knowledge on the necessary competencies involving contemporary governance three decades after the passage of the LG Code. LG Quiz has been an advocacy mechanism to highlight the various DILG programs and the different provisions of the Local Government Code. This is being mainstreamed in the implementation of laws and regulations that affect the LGUs' capacity./P This year, LGRRC 6's staple activity DevTalk went global as it focused on promoting the concept of "smart cities" to LGUs in Region 6 as a way for them to enhance their business climate and service delivery. The center invited Associate Professors Dr. Jung Won Sonn, of the University College London and Dr. Park Joon of the University of Seoul to discuss the topics "Creative Economy" and "Smart City," respectively. To further enrich the previous discussions, Rep. Christopher De Venecia of the 4th District of Pangasinan expounded on the Creative Industry as a tool in improving local economic development. The DevTalk has evolved into an annual tradition which provides a venue for the discussion on the current local governance trends. This year, it put focus specifically on the concepts of smart city, urban regeneration, and local economic development. DILG Secretary Atty. Benjamin “Benhur” C. Abalos, Jr. encouraged DILG leaders to set a parameter in handling responsibilities and authorityin order to efficiently deliver the Department’s services, and to work together to attain goals adopting a common policy and system for the good of the people. 12 DILG Quality Policy 100% of R6 54th Batch LGOO apprentices graduate VICTORIES: A Panaysayon Pre-Launch Special 2nd Semester 2022 All seven apprentices from DILG region 6 graduated in the 54th Batch Apprenticeship Program for Local Government Operations Officer II & IIIs. After 148 training days which started in March, the R6 apprentices, together with their 128 batchmates marched on their grand graduation held on December 12 at the Manila Prince Hotel. Marlo Iringan, Undersecretary for Local Government, proclaimed the 135 graduates of the 54th Batch Sanliyab as full-fledged LGOOs of the Department.
