RocAmoRA MANILA – After reeling from the devastating effects of the pandemic for more than two years, the Philippines is finally ready to usher in an “era of tourism”. Since the onset of the global health crisis that shuttered borders and grounded flights, the Department of Tourism (DOT) together with different agencies and stakeholders had been crafting protocols to pandemic-proof travel within the country. Armed with these guidelines, the country successfully reopened borders in February. The country also eased various pandemic protocols from lifting quarantine and testing requirements for vaccinated passengers to making masks outdoors optional. For DOT, 2022 proved to be a year of gradual recovery for the sector as it exceeded targets and outdid figures from 2021. Based on its latest >[email protected] Complimentary digital magazine News curated by PSC tourism services nationwide “Most of these destinations already have an internet, it’s a matter of improving the quality of the internet in the area and (the DICT) would be very helpful in doing that considering that they have the technology,” Tourism Secretary Christina Frasco said during the signing of memorandum of understanding with DICT Secretary Ivan John Uy. Aside from the tourist-magnets Boracay, Palawan, Cebu, Bohol and Siargao, the DOT would focus on emerging and lesserknown destinations. Frasco said the partnership is part of DOT’s goal to fully digitalize tourist transactions and integrate them into one system to further attract tourists, both foreign and local, to tour around the country seamlessly. Among the transactions the DOT is looking to modernize is the selling of tickets in seaports, citing the difficulty in obtaining one when purchasing online. “Our push for digitalization and connectivity will allow Philippine tourism to finally take a primary role in the ASEAN and the globe. This will propel us to even greater numbers than we have already achieved thus far,” she said, referring to the latest Philippine tourism figures which already surpassed the targeted 1.7 million arrivals. “This itself fulfills another objective under the Marcos administration for tourism and that is to equalize tourism promotion and development because not only will it give opportunities for key destinations to continue to open for development, but also allow even the most far-flung tourist destinations and local government units opportunities to be heralded to the world as a viable tourism destination,” she added. Under the MOU, Uy said the DICT would increase the bandwidth and reliability for destinations that have internet access and tap satellite technology in the case of remote areas. Meanwhile, he praised Frasco for the interventions she made for the tourism sector in the past months. “Some are really just common sense but took some time to implement for others but for her, political will was there and she’s able to deliver it very, very quickly and directly. And to many and others, it’s out-of-the-box thinking using imagination, using creativity in order to be able to introduce all of these wonderful interventions in our tourism sector,” he said. “From the DICT perspective, we want to help all of the departments, all of the departments to be utilized, get the services out in a more effective, more efficient, less redundant manner,” he added. The arrivals translated to PHP208.96 billion or USD3.68 billion in tourism revenues, a whopping 2,465.75-percent increase from 2021, according to a news release early January. Based on the monitoring of the Department of Tourism (DOT) from the time the country reopened its borders to all travelers in February until Dec. 31, 2022 arrivals peaked in December as more Filipinos and tourists alike opted to spend the Christmas and New Year vacations in the Philippines. Of the total 2.65 million international arrivals last year, 628,445 were returning Filipinos while the bulk of 2.02 million tourists were from top markets United States (505,089), South Korea (428,014), Australia (137,974), Canada (121,413), the United Kingdom (101,034), Japan (99,557), Singapore (53,448), India (51,542), Malaysia (46,805) and China (39,627). DOT Secretary Christina Frasco was elated over the achievements of the administration of President Ferdinand R. Marcos Jr., just six months into office. She said the tourism sector’s growth clearly showed the hard work of the entire industry in order to recover from the unprecedented crisis brought about by the Covid-19 pandemic. “Moments of great difficulty are also moments of great opportunity. In the past, we have overcome a global pandemic and survived various calamities. The Philippine tourism industry has managed to exceed expectations and our tourism partners and frontliners continue to offer the best of Filipino grace and hospitality to the world,” Frasco said in a statement. “We welcome 2023 with gratitude and excitement for Philippine tourism to bounce back stronger than ever. We shall welcome with warmth and that distinct Filipino smile visitors from all over the world as they visit our award-winning beaches, experience the richness of our culture, and enjoy our world-renowned Filipino brand of service excellence,” she added. Frasco is hopeful that the DOT will surpass its targets anew in 2023. “We look forward to the continued convergence and collaboration of our tourism stakeholders -- travelers, tourism players, national agencies, local government units and host communities -- in propelling our industry to the heights of becoming a tourism powerhouse in Asia,” Frasco said. The 30-year-old online business owner had a 30- seater jeepney customized into his idea of a “BahayJeepney” – a Pinoy version of the popular camper van home that can serve both as a car and a house for his whole family. In his Facebook posts, Amoroso showed netizens around his camper-jeepney’s living room, kitchen, bedroom, and bathroom. So far, Amoroso has traveled with his family and friends in the camper jeepney to the National Capital region, Naic, Quezon, Camarines Sur, Albay, Sorsogon, and Batangas. They intend to take it on other excursions throughout Luzon, Visayas, and Mindanao. The adventure seeker also offered netizens a chance to join him on his trip and the lucky stranger’s experience on the camper jeepney was documented in his recent video posted just before Christmas. Amoroso said he always wanted to travel around the Philippines and share the amazing stories of the people he meets. The modified jeepney camper van has earned a lot of attention on social media for exhibiting Filipino innovativeness and creativity in the iconic house on wheels. Netizens were impressed with the customized camper jeepney since Amoroso managed to turn it into a Pinoy version of a camper van which costs around PhP500,000 to build. Amoroso also said the camper jeepney will have more features such as its own solar power system to advocate renewable energy. The Philippine jeepney was previously turned into a stationary jeepney camper van by a Filipino designer. Niño in Cebu, and among them is the personal “encounter” of a downhearted Dipolog priest whose spirits were “lifted out from darkness and brought into the light.” Fr. Leonilo Dagpin, Jr. shared his encounter with the Senor Sto. Niño in his homily as he presided over the 10 a.m. secondday Concelebrated Novena Mass at the Basilica Minore del Sto. Niño de Cebu Pilgrim Center here. Fr. Jun, now the administrator of the Our Lady of Fatima Parish in Barangay Sta. Filomena, Dipolog City in Zamboanga del Norte province, said the Sto. Niño, appeared to him while he was lying on a bed inside a small room at the Patria de Cebu recuperating from major bone fractures, damage on his face and right eye caused by a freak accident in Dipolog City, five years ago. He narrated that on March 26, 2017, he was in a hurry for another Mass at another chapel in Dipolog when the motorcycle he was driving flipped over after hitting an uneven surface due to ongoing asphalting at that time. The priest said that in the aftermath of the accident, he was thinking that the broken bones in both arms, damaged face and right eye would render him inutile and useless, and even questioning God why drunkards and reckless riders could go on “motor banking” without meeting any accident at all. Dagpin, administrator of the Our Lady of Fatima Parish in Dipolog City, Zamboanga del Norte province, shared his close encounter with a “little boy with curly hair asking for water” who, he said, was the Sto. In a hospital in Dipolog, I already questioned God why the accident happened. I said to the Lord: why me who had just said a Holy Mass? The Mass was for you. I am your priest. I asked the Lord why did he allow it, seeing the damage,” said Fr. Jun in a mix of English and Cebuano. Encounter with a “little boy with curly hair asking for water” Fr. Jun said he was transported to Cebu via a sea vessel and was confined at the Chong Hua Hospital for several months, and thanks to his siblings and other benefactors, he was able to secure money for his hospitalization. “But deep in my heart, the PHP500,000 that was raised for my hospitalization did not give the peace that I wanted, because, during that time, I was very depressed,” he said. His depression worsened when the hospital administration asked him to find another place, suggesting that extending his stay would only pile up his medical bills. The advice of the hospital administration forced his family to rent a room at the Patria de Cebu, an inn owned and managed by the Archdiocese of Cebu, where priests could get big discounts. “One day, while inside my room, I was lying on my bed because I can’t even tilt my body to the side because both of my arms were cemented, and I can’t see a thing because my eyeglasses got broken during the accident. My parents were there when we heard someone knocking on the door. When my mother opened the door, I saw a little boy with curly hair and a radiant face who asked for water,” Fr. Jun narrated. He recalled that his mother asked the boy why he was asking for water, wondering why a young vagrant would neither ask for money nor food, but something to drink. “The boy replied to my Mama: ‘I asked for water, but they did not give me’,” the priest said, recalling how the boy’s words, which was stated in an innocent voice, struck him and gave him goosebumps. Fr. Jun said the boy’s message brought him back to the Gospel of John, Chapter 19 Verse 28, where Jesus, while hanging on the Cross, uttered: “I am thirsty.” The centurions denied Jesus water and instead gave him vinegar soaked in a sponge. After his mother gave him a bottle of water, the little boy went away. Fr. Jun said his mother started to follow him, but went back to close the door, and in just five seconds, the boy disappeared from their sight. The priest’s father went to the chapel to pray be-

The priest’s mother went back to the room in tears. “According to my father, the boy was transmitting a kind of energy, a power, a strength while staring at me lying in my bed,” Fr. Jun said. his parents verified to the security guard detailed at the front gate who then told them: “We don’t allow children here (Patria) as we don’t allow beggars inside”. When the mother who was sobbing in tears asked him: “Jun, who was he?” he replied: “Ma, it was the sto. niño! The holy child Jesus visited me while i am on the verge of my suffering because of my condition after the accident.” Fr. Jun said the encounter lifted his spirits, and moved him to utter: “Thank you, lord. Thank you, sto. niño for visiting me at this time in my life when i needed you most!” Marvels of the Sto. He said he was “honored and privileged” to celebrate a Holy Mass in his parish where the Sto. Niño was enthroned and became emotional when he shared -- which he has been doing for five years now – about his close encounter with the “little boy with curly hair asking for water”. Fr. Jun pledged to the thousands of devotees who attended the Holy Mass he was presiding along with dozens of concelebrants to continue preaching the “marvels of the Sto. Niño”, even as he said that there are many old stories about the locals having an experience with the Holy Child. One of them was about the Sto. Niño image that disappeared from the “urna” or religious shrine, and at the same time, a little boy appeared at a market and asked for a fish from a vendor. When asked who would pay for the fish, the boy would say to collect it from the priest. In a nearby church, the Sto. Niño would appear again on the altar with fish at his feet. In San Nicolas de Tolentino, the Philippines’ first pueblo, a story about the Sto. Niño as a wanderer was a story told to children. According to the story, the Sto. Niño would disappear from the altar and at the same time, the children playing on the patio would see a little boy playing with them. And when the priest would ask the playing children if they saw a child with red garment, that little boy would disappear. At night, the priest would become busy pulling out amorseco thorns stuck on the Sto. Niño’s garment. Cebuanos regard the Sto. Niño as miraculous. Many downtrodden individuals would always associate their encounter with an unknown “boy with curly hair” as the miraculous Child, viewing it as a blessing. The image of the Sto. Niño now enshrined at the 457-year-old Basilica named after him, is the oldest Christian artifact in the Philippines. It was originally a gift from Ferdinand Magellan to Rajah Humabon and his wife, Reyna Humamay, on account of their Christian baptism in 1521 or 502 years ago. To further ease entry into the country, the DOT began talks with the Department of Foreign Affairs to establish an electronic visa platform in key markets and to lengthen the allowed period of stay for non-visa countries. DOT said it will focus on developing the Chinese and Indian markets for visa facilitation services. ‘Philippine Experience’ The anticipated “Philippine Experience” caravan, meanwhile, is slated to be launched in 2023. The new campaign will provide tourists a window not only into the country’s world-class destinations but also into the Filipino heritage and all the nuances that make Philippine culture unique. “We feel that by heralding the best of the Filipino culture to the rest of the world, we would be able to give our country an opportunity to be at par and to stand shoulder to shoulder with our ASEAN neighbors who have been able to strongly lobby for their culture as well,” Frasco said. The DOT is diversifying its tourism product portfolio going beyond the promotion of sun and beach, dive, marine sports and nature travel. Under development are education, health and cruise tourism, food and gastronomy tourism, culture and heritage tourism, halal tourism, as well as film tourism. For the first time, the DOT also identified arts as a tourism offering, increasing support for the creative industry. In addition, Mindanao is on top of DOT’s priority list following President Ferdinand R. Marcos’ directive to fully reopen the region for tourism. “[W]e have been in very close coordination with the Department of National Defense (DND) with whom we will be signing a Memorandum of Agreement for purposes of ensuring that the bedrock of our reopening of Mindanao to tourism is peace and security,” Frasco said. “We’re very confident in the success of this reopening considering that we are going to be working closely not only with the DND but also with the DILG (Department of the Interior and Local Government), as well as the (RTFELCAC) Regional Task Force Ending Local Communist Armed Conflict (RTF-ELCAC),” she added. The agencies, she said, will identify areas that will be piloted for the Mindanao reintroduction. ‘Optimistic’ In 2023, DOT has set a moving target of 4.8 million foreign tourist arrivals and at least USD5.8 billion in revenue. “[W]e’re confident that while we will lay these down a benchmark, we will try as best we can to have an even more optimistic number of arrivals in the year to come. But we’re putting that down as our baseline,” Frasco said. With an array of tourism programs in the pipeline, Frasco foresees “very exciting and optimistic” years ahead for the industry. (PNA) n
