Project Description*
Describe your proposed project and the targeted community, and the problem/issues/opportunities that your organization seeks to address. Indicate your vision for success for the project, during the grant period. Be sure to specify how your project will strengthen the economy of the Negev region. The reality of life in the Negev is one of large and increasing disparities between the general population and the Bedouin community. With the new five-year plan set to come into force, many are looking at the Bedouin local councils as a key actor that, with proper action, has the potential to facilitate the major strides everyone is hoping; however, it could also act as a glass ceiling and obstacle to the extensive efforts to bring about change. Any investigation into the sources of economic prosperity in the country generally and in the Negev specifically always returns to the role of local councils as a driving force. Examples of this can be found in the Be’er Sheva High-Tech Park, the unique partnership in the Idan HaNegev Industrial Park, and the successful SodaStream facility in Kusseife (a joint venture in which Yanabia brought the partners together –the executive leadership of SodaStream and the local council). we are investing efforts in several directions – some intended to support policymakers through a research and data collection tool and some designed to create positive interactions on the ground with our work, in which we are attempting to integrate innovative practices and work with experts. we are asking for your support in running our flagship ‘municipal accelerator’ program, which as part of it Yanabia is recruiting professional mentors with a wealth of experience in managing local authorities. They are working together with the mayor and CEO to develop and improve the organizational processes. The underlying idea is to build trust between the senior officeholder and the accelerator, and After establishing the needs of the council and the mentoring, they will build an action plan and decide together with Yanabia on an expansion of the program to a secondary circle of three more accelerators for key senior management personnel. The program also brings in professional workshops to improve the managerial capabilities of the management ranks.
Goals*
List and describe the 3-4 goals that you aim to achieve in the next 6-12 months. 3 authorities were chosen to participate in our ‘municipal accelerator’ program trial run: Rahat (municipality), Kusseife (local council) and Neve Midbar (regional council). During our first year of work in Rahat, which is also an election year in the municipality, we set out the following targets: o Creating a stable and fully staffed map of mentors – the professional mentors in the accelerator are integrated full-time and seen as effective and supportive by the municipality. o Running an effective program of measurement and evaluation that is suited to the challenges o Supporting the municipality in establishing detailed guidelines for negotiations on the impending roof agreement with the new government o Improving the teamwork of the managers receiving the mentoring, and of the incoming management of the municipality, to be demonstrated through improved use of resources and organizing for the new five-year plan

o Integrating a measurement and evaluation methodology within the mentoring team, which will enter standard use, including dedicated technological tools. o Introducing a guideline document for negotiations and holding successful negotiation meetings with the relevant ministries. o Integrating new organizational routines that will demonstrate effective teamwork, with a focus on management meetings. o The authority defines the method (supervisor + routines) for management and oversight of implementation of the new five-year plan.

Rationale – setting up accelerator teams with full internal coordination and collaboration (through the head of the team, who is the lead mentor), as well as coordination with us and with the local authority. The professional mentor works as part of a customized work plan, with the head of the team working with us to identify trends/opportunities/risks and making adjustments to priorities accordingly (as happened when we learned about the sub-optimal management of the roof agreement negotiations). Furthermore, we identify ‘assets’ and engage them to support the process, to ensure there is a singular meaningful process of change, led by the accelerators (for example: we took charge of the process of organizational change within the municipality as part of our connection to the Ministry of Interior – the process was budgeted by the government, including organizational consultants working behind the scenes)
Leadership*
Tell us about the key leadership team and 1-2 lead individuals that will be responsible for the project. ‘Yanabia’ was founded under the leadership of Dr. Muhammad Al Nabari and Itzik Zivan as a strategic development body intended to push the Bedouin forward from a struggling community to the primary engine of growth of the Negev, for the benefit of all its residents. The area is being led by Roei Dahan, former deputy director general of the Ministry of Interior, brings a wealth of experience in the public sector. alongside him works Michal Aviram, the local government development coordinator, she is a graduate of the Cadets for Local Government program and brings several years' experience working at Be’er Sheva municipality. There are two key figures leading the accelerator program in Rahat: Itamar Bar Tov, who is working with the director general. he is a private businessman who was the director general of Beit Shemesh and chairman of Amidar. Rafi Rich, who is working with the strategic planner, He is the CEO of Smarter Urban IT, and was a senior official in the Planning Administration
Uniqueness and Timeliness*
How is this project unique? Why is it important now? Why should it be funded now? In 2021 the government approved a resolution regarding decentralization of powers to local authorities and reducing the regulatory. This was designed to transfer practical authority over economic and social development and governance within the local sphere from central to local government. Some government offices responsible for economic development and supporting infrastructure came together to plan and execute this resolution. When this welcome trend is appended, in the Negev there is a danger that the gaps will only continue to widen. Local authorities will receive powers that will enable them to impact the economic prosperity of their residents, while the Bedouin community will continue in its daily struggle to keep its head above the water.It is as a consequence of this realization that we set ourselves a key target to invest in building and supporting a local government infrastructure that will be capable of leading the Bedouin community into economic processes that drive change

How do you plan to attract and recruit participants/target audience to your project? How will you select participants? How will you publicize your successes? Following discussions with our partners and professional analysis, we have chosen 3 Bedouin councils where we believe the basic conditions for success are in place. We provide regular updates of our work to partners (some of whom publicize our activity through their own channels). over the coming weeks we will update our website to include this new core area, and Yanabia has hierd the services of a well-known PR specialist from the Bedouin community who will work to prepare dedicated materials

Describe the readiness of your organization to implement this project, upon hearing of approval, in terms of these and other relevant aspects: • Personnel are hired; if not, plans for hiring key people • Physical facilities are ready or space is arranged • Need to raise other needed funding • Need for government approvals • Outreach to identify participants • Key partnerships to collaborate The conditions to enable the success of the project at the planned pilot scale are already in place. When the time comes to expand it, we will need to put the necessary infrastructure in place. In detail: there is a physical workspace and the professional team is mobile. The vital roles for a coordinating team (of minimal scale, as we have chosen to operate) have been filled. Some of the professional mentors have been recruited and we have the professional networks to enable us to recruit further. Government support is in place, as well as funding for the initial stages from the Yad Hanadiv Foundation – although at the end of next year we will be required to expand the support and transition to a model of a direct shared venture between Yanabia and the Ministry of Interior.
Risks*

Concerns surrounding the election year – limited attention span of the leadership of the municipality this year; upheaval in the wake of the election. Concerns surrounding compatibility of the professional mentors or difficulty implementing an innovative mentoring model (that integrates “man of the hour” practices with mentoring or consulting). Concerns that the professional standards necessary to evaluate results will be reached only in a number of years – loss of trust and patience by stakeholders.

Our plan is as follows: in early 2024 we will convene with our partners for a situational assessment. We will have with us the election results, a measurement and evaluation report and findings from a year of work. In accordance with them, and assuming that our plan has met expectations – we will expand our work to all nine local authorities and perhaps even begin to consider an innovative approach to our circles of impact regarding the unrecognized villages. Should we be successful, we will sign long-term agreements with the government and we will be able to support other organizations to adopt an adapted form of the model for other areas in the country (e.g. East Jerusalem and Arab communities in the north).

Alongside our work developing the local authority area in Yanabia, and as part of our goal to expand to all the Bedouin authorities over the coming years, the board of Yanabia decided to secure the services of an expert in measurement and evaluation, Ms. Anat Kedem, while also assigning a member of the team in this area, Michal Aviram, to lead the process within the organization. We held a launch meeting, followed by a number of working meetings that included a collective brainstorming and decision-making session regarding the blueprint for measurement and evaluation within our area. we designed a process to evaluate the success of the programs to enable us to take an informed decision when the time comes. Attached you will find a preliminary blueprint for measurement and evaluation of the local government area, which was drafted on the basis of the following work: going through the initiative’s existing materials, a guided meeting that took place with the participation of the local government team in Yanabia, raising ideas with the coordinator of the directors general forum and with mentors from the Rahat and Neve Midbar accelerators. Also attached is an Excel spreadsheet with specific metrics (initial draft as part of ongoing work) which includes, among other things, milestones, dates of reports, and details of the evaluation tools and methods we will be using: interviews, surveys, focus groups, reporting templates based on the Monday.com system, discussions and more.

מתווה מדידה והערכה – תחום שלטון מקומי
1כללי 1.1מיזם ינאביע מיזם ינאביע החל לפעול בשנת 2019בהובלת ד"ר מוחמד אלנבארי ואיציק זיוון כארגון פיתוח אסטרטגי שייעודו קידום החברה הבדואית בנגב מקהילה מוחלשת בכל היבטי החיים ,למנוע צמיחה מרכזי לרווחת כלל תושבי הנגב .מטרת המיזם הינה סגירת הפער בין החברה הבדואית בנגב לבין יתר האוכלוסייה הערבית-ישראלית ,כפי שהוא מתבטא במגוון מדדים חברתיים- כלכליים ,ובהמשך גם מול כלל החברה הישראלית .בבסיסו של המיזם עומדות שלוש הנחות יסוד (1) :שינוי בר קיימא יצמח מתוך החברה הבדואית ,תוך רתימה של הכישרון והיצירתיות שלה .כיום החברה נמצאת בפער מנהיגותי הנדרש להובלה ותמיכה בשינוי המבוקש (2) .המיזם יבנה על מעגלי אמון שיווצרו בין מובילי המיזם ,החברה הבדואית ,והשלטון המקומי והמרכזי. ) (3שינוי אמיתי יתאפשר רק אם החברה הבדואית תתאחד ותפעל באופן מתואם ללא מחסומים שבטיים או אזוריים. על מנת לממש את חזון המיזם ,בחרו מוביליו לפעול במספר תחומים מרכזיים המהווים את אבני הבניין ליצירת איכות חיים טובה יותר בחברה הבדואית בנגב ,ואלה הם :פיתוח כלכלי ותעסוקה, חינוך ,בריאות ותוחלת חיים ,פיתוח הון אנושי ,קידום צורות מגורים חדשניות ,והשלטון המקומי.
1.2תחום שלטון מקומי בינאביע אחד מהמוקדים המשמעותיים ליצירת שינוי בחברה הבדואית הוא השלטון המקומי ,הן כסוגיה העומדת בפני עצמה והן כפלטפורמה ליתר הפעילויות .ארגון ינאביע פועל ,ביחד עם משרד הפנים ,משרד הרווחה וג'וינט אלכ"א ,לחיזוק הרשויות המקומיות במרחב הבדואי בנגב, באמצעות ארבע אסטרטגיות פעולה מרכזיות: 1.2.1
קהילות ידע מקצועיות ינאביע מקימה ופועלת לביסוס קהילות מקצועיות אשר יהוו מנוף לפעולה עבור המנהיגות המקומית ,בהתאם לרוח המיזם והנחות היסוד המנחות אותו. 1.2.1.1

קהילת מנכ"לי הרשויות הבדואיות בנגב היא הקהילה המקצועית הראשונה הפועלת תחת מטרית המיזם .קהילה זו הינה גוף הנהגה ראשון מסוגו במרחב ובכוונת חבריה להוביל עשייה משמעותית לקידום תושבי הרשויות הבדואיות בפרט ,והאוכלוסייה בנגב בכלל. קהילת טאלנטים במרחב המקומי :קהילה זו עתידה לקום בקרוב והיא תבקש לצרף אליה את המנהיגות הצעירה ברשויות ,בוגרי תוכניות "עתודות לישראל" במרחב הבדואי בנגב ,דוגמת "תכנית הצוערים לשלטון המקומי" ,תכנית "מובילים דיגיטליים" ,תכנית "מקום" של מעוז ,ועוד .הקהילה מקיימת מפגשים מונחים כאשר נעשית עבודה בשני צירים – ציר אישי וציר קבוצתי1 . ליווי אישי לבוגרי תוכנית הצוערים לשלטון מקומי המאיישים תפקידים ברשויות המקומיות הבדואיות שבמרחב.
1ינאביע מתמקדת בפיתוח מענים וחותרת לשותפות עם ארגונים אחרים במרחב ,דוגמת ארגון "שתיל" שהקים ומנחה את פורום הגזברים והמהנדסים.

כתיבת ניירות עמדה ומסמכים מחוללי שינוי/יוזמה הכוללים ניתוח מצב ,הצגת נקודת המבט של כלל החברה הבדואית ,והצעת פתרונות. הקמת מרכז ידע לנושא הבדואים בנגב – גוף ניטרלי ונטול אינטרסים ,אשר ייצר ידע ומידע ,לפי תכנית פעולה ,לצד מתן מענה של נתונים וידע לצרכים שיעלו מהשטח. הקמת פלטפורמת - POWER BIאיסוף כלל מסדי הנתונים הפתוחים לתוך תשתית אחת ,המאפשרת ניתוח והצגת חתכים שונים של הנתונים .מקור הנתונים :הלמ"ס )הלשכה המרכזית לסטטיסטיקה( ,דוחות משרד הפנים ועוד. מדידה והערכה – כדרך לשכלול מודל הפעולה של התחום ותיקופו. בהמשך – נקדם מחשבה על מדידה ייחודית הוליסטית למגמות שיפור במציאות החיים של הבדואים בנגב

יזום שותפויות ביסוס קשרים עם כלל השותפים במרחב :משרדי ממשלה )משרד הפנים ,משרד הרווחה ,ובהמשך גם משרד החינוך ,משרד הבריאות ,ועוד( ,שלטון מקומי )ראשי רשויות ,פקידות מקצועית בכירה ,בוגרי תכניות מנהיגות שעובדים ברשויות( ,ארגוני חברה אזרחית הפועלים במרחב )שתיל ,מנדל ,אג'יק ,כוכבי המדבר ועוד(, פילנתרופיה )יד הנדיב למשל( ,אקדמיה ,ושחקנים/שותפים נוספים, כאשר המטרה המרכזית הינה איגום המאמצים להשפעה מיטבית ,תוך זיהוי מענים חסרים במרחב ופיתוח שלהם.

תכנית המאיץ המוניציפאלי במסגרת תכנית המאיץ ,ינאביע מגייסים מלווים מקצועיים עתירי ניסיון בניהול רשויות מקומיות .מלווים אלה מובילים את תכנית המאיץ המוניציפאלי ברשויות שנבחרו להרצת החלוץ שלה ,ביחד עם ראש הרשות והמנכ"ל ,במטרה לפתח ,לשפר ולבסס את התהליכים הארגוניים ברשות .הרעיון בבסיסה של התוכנית הוא יצירת אמון בין בעל התפקיד הבכיר ברשות למוביל המאיץ ברשות ,ולאחר ביסוס ראשוני של צרכי הרשות והליווי ,יחדיו אלו מייצרים תכנית פעולה ומחליטים במשותף ויחד עם הצוות בינאביע על הרחבת התכנית למעגל שני של 3מלווים נוספים למנהלים בכירים משמעותיים ומרכזיים בתוך הרשות .בנוסף ,מזמנת התוכנית ,לדרגי הניהול ברשויות ,סדנאות מקצועיות לשיפור יכולות ניהוליות .התוכנית פועלת בשלב זה כפיילוט בשלוש רשויות :רהט )עירייה( ,כסיפה )מועצה מקומית( ונווה מדבר )מועצה אזורית( .הליווי מתוכנן עד לסוף שנת ) 2024בהתחשבות במשמעויות של הבחירות בשלטון המקומי הצפויות בנובמבר .(2023
1.3הערכה ומדידה בתחום שלטון מקומי בינאביע 1.3.1
תיאור התהליך עד כה: 1.3.1.1במקביל לפיתוח הפעילות של תחום שלטון מקומי בינאביע ,החליטה הנהלת ינאביע בחודש מאי 2022לשכור את שירותיה של מומחית בתחום הערכה ומדידה ,הגב' ענת קדם ,זאת במקביל להגדרת אשת צוות מתוך התחום אשר מובילה את התהליך בארגון. 1.3.1.2התקיימה פגישת התנעה ולאחריה פגישות עבודה שכללו בין השאר סיעור מוחות משותף וקבלת החלטות על מתווה הערכה ומדידה בתחום השלטון המקומי בינאביע.

מטרות המסמך הנוכחי: 1.3.2.1הצבת מתווה ראשוני למדידה והערכה של תחום שלטון מקומי במיזם ינאביע. 1.3.2.2המסמך נכתב על בסיס :עיון בחומרי המיזם ,מפגש מונחה שהתקיים בהשתתפות צוות תחום שלטון מקומי בינאביע והנהלת הארגון ,ראיונות עם המנחים והמלווים בתכניות השונות.
