N

amibia Wildlife Resorts (NWR) sal vanjaar nog die kwessie van dienslewering en veral die gebrek daaraan in die Etosha Nasionale Park hanteer. Deel hiervan is omvattende en intensiewe opleiding van personeel met duidelike klem op wat die korrekte en die verkeerde manier is. Volgens NWR se bestuurder vir korporatiewe kommunikasie en aanlyn media, Nelson Ashipala, word klagtes van onder meer swak dienslewering en buitensporige pryse nie ontken nie, maar hy het dit duidelik gestel: “Ons is besig om daaraan aandag te gee, net soos ons die infrastruktuur met opknappings verbeter.” Ashipala het erken opknappings aan infrastruktuur is nog nie voltooi nie, met net opknapping van Onkoshi wat afgehandel is. “Wat ons sê, is dat ons weet die meeste van die geriewe is oud. Hoewel Windhoek onder die twintig Afrikastede met die hoogste lewenskoste gereken word, wil dit voorkom asof die Namibiese hoofstad eintlik goedkoper geword het in vergelyking met ander stede in Afrika. Die Numbeo Cost of Living-indeks het Windhoek vanjaar aangewys as die 13de duurste Afrikastad om in te woon, terwyl die hoofstad in 2021 die tiende plek op die indeks beklee het. en van die twee Amerikaanse burgers wat teregstaan op die moord van die 25-jarige André Heckmair wat in 2011 in sy motor in Windhoek doodgeskiet is, se nuwe borgtogaansoek is Maandag van die hand gewys voordat dit nog aangehoor is. Regter Dinnah Usiku het mnr. Kevan Townsend se aansoek van die hoërhof in Windhoek se rol geskrap omdat dit glo onvolledig ingedien is. Volgens Usiku was die besonderhede van

Usiku meen omdat sy nie enige inligting oor die vorige borgtogaansoek ontvang het nie, weet sy nie of die nuwe feite wel nuut is nie. Sy het ook geen kennis van die redes waarom die vorige aansoek van die hand gewys is nie en kan daarom nie ’n nuwe aansoek aanhoor nie. Indien Townsend die nodige dokumente indien, sal hy daarop geregtig wees om weer ’n borgtogaansoek in te dien. Regter Orben Sibeya het Townsend

se vorige borgtogaansoek in Oktober 2020 aangehoor en van die hand gewys. Townsend en sy medebeskuldigde in die moordsaak, mnr. Marcus Thomas, is sedert Januarie 2011 in aanhouding. Die moordverhoor sal op 14 Maart weer hervat en word deur die ervare regter Christie Liebenberg aangehoor. Heckmair is op 7 Januarie 2011 met een skoot in die kop doodgeskiet terwyl hy in die bestuursitplek van sy suster se motor gesit het wat in Gusinde­straat, Klein Windhoek geparkeer was. Volgens sy familie was hy op pad na ’n middagete-afspraak met twee Amerikaners. In Johannesburg sal dit N$7 024 kos om in die middestad te huur en N$6 434 vir die voorstede, terwyl dit in Pretoria onderskeidelik N$5 483 en N$5 966 kos en in Kaapstad N$11 835 en N$8 129. Benewens huur kan die maandelikse koste van nutsdienste in Windhoek vir ’n woonstel van 85 vierkante meter sowat N$1 590 beloop. In Johannesburg kos nutsdienste sowat N$1 853, in Pretoria N$1 682 en in Kaapstad N$1 274.

iegene wat vanuit die noorde van Namibië reis moet nou tot N$700 opdok vir ’n reis na Walvisbaai – in vergelyking met die gebruiklike tarief van N$450. Pryse het die hoogte ingeskiet ná die feesseisoen, met talle reisigers wat desperaat is om betyds terug by die werk te wees. Daar was Maandag nie plek vir ’n muis by Oshakati se vertrekpunte, die Okatana-diensstasie en Aupa Indongo-mark, nie. Die meeste reisigers was gefrustreerd weens die gebrek aan bekostigbare vervoer, terwyl busbestuurders geweier het om hul nuwe pryse te verlaag.

EERSTE SKOOLDAG

Hamunyela Ihula, ’n graad 8-leerder aan die Otjiwanda Sekondêre Skool, het vanaf Outapi gereis en net voor 12:00 by Okatana aangekom. Teen 14:00 het hy steeds nie ’n vervoergeleentheid saam met sy jonger boetie (11) gekry nie. Die twee is op pad na Grootfontein. Die staatskole open vandag en die twee het Maandag gesê hulle hoop om voor dan ’n bus huis toe te haal.

Hoewel die land reeds die eerste neerslae van sy reënseisoen ontvang het, was daar nog net ’n geringe invloei in die damme in die sentrale gebied. Sover vanjaar het net die Omatakoen Von Bachdam inloop gehad. Volgens die nuutste damverslag wat NamWater Maandag uitgereik het, is vyf van die damme steeds meer as 70% vol. Die totale gemiddelde vlak van Namibië se damme was aan die begin van die week 71.4% in vergelyking met verlede seisoen, toe dit 73.2% was. In die sentrale gebied is die gemiddelde vlak op 42.7% v­ ergeleke met verlede seisoen se 58.6%. Die Swakoppoortdam is tans 73.3% vol, Von Bach se vlak staan op 31.6%, die Friedenaudam op 74.2%, die Gore-

angabdam is 100% vol en die Omatakodam is op 0.5%. In die Suide is die gemiddeld 80.3% in vergelyking met die 79.7% dié tyd verlede seisoen. Die Neckartaldam, die grootste dam in Namibië, is tans 93.7% vol. Dit beteken die dam hou tans 803 562 miljoen kubieke meter water. Verlede seisoen was die dam 92.5% vol. Die Hardapdam is tans 48.5% vol, die Nautedam 76.2% en die Oanobdam 65.7%. Die vlak van die Dreihukdam is op 4.9% en die Bondelsdam is leeg. In die ooste van die land is die gemiddelde damvlak 13.4%, wat veel minder is as die 42.2% van die vorige seisoen. Die Otjivero-hoofdam is 19.9% vol, die Tilda Viljoendam se vlak is op 34.9% en die Daan Viljoendam op 31.6%. In die Oshanastreek is die Olus-

handjadam 12% vol, teenoor dié tyd verlede seisoen se 14.1%. Beide die Omaruru Deltadam in die Erongostreek en die Omatjennedam in die Otjozondjupastreek is leeg. Beide was twaalf maande gelede ook leeg. Volgens die nuutste seisoenale reënvalvooruitsigte wat deur die weerkantoor uitgereik is, word normale tot bo-normale reënval oor die hele land vir Januarie tot April verwag. Vir Meimaand geld hierdie voorspelling steeds, behalwe oor die verre suidwestelike deel van Namibië, waar normale tot ondernormale reënval verwag word. “Die meeste modelle voorspel gemiddeld 75% teenwoordigheid van ’n La Niña-gebeurtenis oor die oostelike ekwatoriale Stille Oseaan, wat dus normale tot bo-normale reënval gedurende Desember tot Mei aandui.”

Die ekonomiese kommissaris van die Namibia Economic Freedom Fighters (NEFF), Michael Amu­ shelelo, wat self verskeie b ­ otsings met die gereg gehad het, het gesê Shikongo behoort sy bedanking in te dien en moet in hegtenis geneem word. “Ons kan nie simpatiek teenoor die polisie-generaal wees terwyl ons drie families het wat hul geliefdes verloor het nie,” het hy gesê. Amushelelo sê hy moes self die gevolge van sy dade dra toe hy ook 12 jaar gelede in ’n motorongeluk betrokke was. “Ek is in hegtenis geneem en moes in die hof verskyn om geregtigheid in die gesig te staar,” het hy bygevoeg. In 2015 is Amushelelo daaraan skuldig bevind dat hy sonder ’n rybewys bestuur het en ’n ongeluk in 2010 veroorsaak het deurdat hy te vinnig gery het. Die ongeluk het tot een sterfte gelei en nog ’n persoon verlam gelaat. “Indien niemand bo die wet verhewe is nie, moet Joseph Shikongo teen môre in hegtenis geneem word,” het hy gesê.

Fishrot: Sage oor D likwidasie duur voort › Jemima Beukes Die meester van die hoërhof, Elsie Beukes, sê sy het geen beswaar teen die likwidateurs van die Fishrot-beskuldigdes se bates se versoek om van hul pligte verlig te word en dat ander likwidateurs in hul plek aangestel word nie. Die likwidateurs, David Bruni en Ian McLaren, is op 4 Desember 2020 ingevolge 1965 se Wet op die Administrasie van Boedels en in ooreenstemming met die Wet op die Voorkoming van Georga­niseerde Misdaad (POCA) van 2004 aangestel om die bates van die Fishrot-beskuldigdes wat in aanhouding is, te bestuur. Bruni en McLaren het in 2022 die hoërhof in Windhoek genader met die versoek om as likwidateurs uit te tree. Hulle rede hiervoor was dat hul werk na bewering met frustrasies belemmer is - wat doeltreffende bestuur bemoeilik het - en omdat hulle glo nie die kapasiteit het om die betrokke bates te bestuur nie. In reaksie op hierdie versoek het James Hatuikulipi, een van die beskuldigdes, Beukes van pligsversuim beskuldig, gegewe die toesighoudende rol wat sy moet speel in Bruni en McLaren se uitvoering van hul verpligtinge.

GEEN KLAGTES

In hofstukke wat op 21 Desember verlede jaar by die hoërhof in Windhoek ingedien is, voer Beukes aan dat sy geen klagte ontvang het van die beskuldigdes wie se bates deur Bruni en McLaren bestuur word nie. Hierbenewens het sy bygevoeg sy het geen versoek om hulp of bystand vanaf Bruni en McLaren ontvang nie. “Die bewerings dat die applikante (Bruni en McLaren) nie die nodige same­ werking van die meester ontvang het nie, is eenvoudig nie waar nie. Ons het op al die korrespondensie gereageer en het met die likwidateurs vergader. “Ek het geen beswaar teen die applikante se versoek om van hul pligte as likwi­dateurs verlig te word en dat nuwe likwidateurs in hul plek aangestel moet word nie. “Ek is van mening voordat dit kan gebeur, moet die hof oortuig wees dat hulle inderdaad voldoende inligting

Een van die frustrerende voorvalle waarna Bruni en McLaren verwys het, is toe hulle Hatuikulipi se Range Rover by die Teenkorrupsiekommissie (ACC) wou laat haal om die voertuig te diens, maar die ACC het geweier om dit te oorhandig. Hatuikulipi het bevraagteken of die likwi­dateurs verplig was om die Fishrotbeskuldigdes in te lig oor die risiko’s waaraan hul bates onderwerp word sodat hulle stappe kon doen om hierdie risiko’s te voorkom. “Die hofstukke handel nie oor ver­ skeie beduidende kwessies nie, insluitend watter bates nog in die ACC se besit is. Wie is die ACC-beamptes wat geweier het om die bates te oorhandig? Wat het met my eiendom gebeur?” het hy gevra. “Wat het gebeur met die voertuig in die besit van die ACC, wat blykbaar nie gediens is nie? Was dit die enigste geval waarin die waarde van eiendom moontlik benadeel is? Hoekom het McLaren en Bruni nie vroeër opgetree om die waarde van hierdie bates te beskerm nie?” In sy beëdigde verklaring het Hatuikulipi daarop gewys dat die voertuig eintlik aan sy medebeskuldigde, die voormalige minister van justisie, Sacky Shanghala, – [email protected] behoort.

’n Aardbewing het Saterdag ­omstreeks 06:48 sowat 184 kilometer suidoos van Lüderitz en 41 kilometer noord van Rosh Pinah voorgekom. Volgens die adjunk- uitvoerende ­direkteur vir geologiese opnames in die ministerie van myne en energie, Gloria Simubali, is die aardbewing deur vyf seismiese stasies van die ­Namibiese Seismologiese Netwerk aangeteken en wel in Windhoek,

­ amanjab, Karibib, Ariamsvlei en K Aus. Die aardbewing het 3.3 op die Richter­skaal bereik en was vlak op ’n diepte van minder as 15 kilometer. Simubalie het mense gemaan om, wanneer hulle binnenshuis is tydens ’n aardbewing, skuiling onder ’n tafel te soek of indien moontlik veilig na buite te beweeg. In die buitelug behoort skuiling gevind te word op ’n veilige plek weg van geboue, bome of kraglyne.

Die oorledenes is geïdentifiseer as Frans Pombili Ndengu (27) van die dorp Omena, Sofia Natangwe Ananias (22) van Onekwaya-Wes en Stefanus Hafeni Shahafifange Lukas (22) van Eendobe.

Ons het n geweldige probleem met drinkwater en die kwaliteit van die water in Mariental. Die munisipa­ liteit is verantwoordelik vir voorsiening. Hulle doen niks om dit reg te stel nie en as jy vra vir hulp, word jy ingelig om hulle op hoogte te hou en dis dit. Die bestuur help nie en alles

Desember is verby en hoewel ek in my kinderdae gewoonlik hierdie tyd van die jaar gevul was met opgewondenheid en afwagting, is dit nie meer die geval nie. Ek het as jong dogtertjie die aand voor die eerste skooldag my kleertjies mooi uitgepak. Skoolsak het by die deur reggestaan en binne was ’n pennesakkie met splinternuwe potlode en uitdraaikruite. Boeke was reeds weke vantevore oorgetrek en alles is netjies ingepak. Die aand voor die tyd het die skoenlappers in my maag my uit die slaap gehou. Vandag verlang ek terug na daardie kinderlike opgewondenheid. Deesdae is ’n nuwe jaar net nog ’n nuwe jaar. Eerlikwaar voel daar niks vreemd aan die nommers – 2023. Moet ons nie al by 2025 wees nie?

Agter my lessenaar dink ek terug na die warm Desember son. Ek proe nog die gin en tonik op my lippe. Dan skop die werklikheid in en ek vat nog ’n sluk van my bitter koffie en kyk moedeloos na die velle wat op my arm afdop. ’n Uitwerking van my sorgelose sonbrand. Ek verlang al klaar na die kuiers saam familie en vriende. Familie en vriende wat nou weer ver is en al wat oorbly, is die vooruitsig na volgende Desember wanneer ons almal uiteindelik weer saam is. Weg is die samesyn en al wat oorbly, is die werk wat oor die vakansie opgehoop het en by die minuut meer raak. Wat het my as kind so opgewonde gehad? Vriende? Sport? Ja, beslis. Maar ek was ook gretig om te leer en mal oor skool.

Dit was so ’n goeie balans van leer, sport en vriende. ’n Balans wat grootmense dalk nie aldag kan handhaaf nie. Hoe kan jy as 8 ure van jou dag op kantoor is? Ná werk jaag ek om te oefen net sodat ek lewendig kan voel; daarna staan ek moeg en moedeloos agter die kospotte en daarna lê ek my kop met dankbaarheid op my kussing net om môre alles weer te doen. Naweke is daar om te s­ osialiseer, né? Nee. Dit is nie. Mens is gewoonlik so moeg dat jy net wil slaap en dan voel enige sosiale geleentheid soos moeite – veral vir ’n introvert soos myself. Nie eens te praat van die angs oor alles wat jy moet doen en Maandag wat stadig nader kruip nie. Angs oor jou huis wat deurmekaar

is, jou geld wat min is, al die werk op kantoor wat nog gedoen moet word, het jy onlangs by jou vriende ingeloer, wanneer laas het jy jou ma gebel, ek moet regtig ’n afspraak by die tandarts maak. Diep asem. Alles gaan oukei wees en 2023 sal wees wat jy daarvan maak. Positiwiteit is die antwoord. Vir daai angs het ek net een hanteringsmeganisme – fokus op een ding op ’n slag. Begin boaan jou lysie en moet nie warrie oor die honderde goed onder dit nie. Dit geld ook vir sosiaal wees. Wanneer jy die geleentheid kry om te ontspan, doen dit ook ten volle en fokus al jou energie daarop, want dit is ook nodig. Geseënde, opwindende en angsvrye 2023 vir almal!

Vroue se oefenlopie vir 2023 suksesvol » Rolbal › Andrew Poolman

ie Namibiese vrouerolbalspan het ’n sterk prestasie gelewer by die vierhoekige internasio­ nale toernooi vroeg in Desember op George in die Suid-Kaap. Namibië was die algehele wenner in die kompetisie, terwyl Bianca Lewis uitgeblink het deur goud in die enkelspel te verwerf en ook as speler van die toernooi bekroon te word. Vanweë Zimbabwe se onttrekking is spanne van SA Korrektiewe Dienste en die SA Polisiediens betrek om Namibië en Botswana die stryd aan te sê. Die Suid-Afrikaanse kombinasies het verskeie ervare en gereken-

de provinsiale en nasionale spelers van die buurland bevat. In die vierspel het die goue medalje ook aan Namibië se Huipie van Wyk, Bianca Lewis, Diana Viljoen en spankaptein Marietjie van den Bergh behoort. Die vrouespan se ander uitslag was ’n silwer in die parespel, ná SA Korrektiewe Dienste. Geen kompetisie in driespel is aangebied nie. Vir die Namibiërs was die toer ’n waardevolle oefenlopie voor die nuwe jaar waarin die volgende belangrike toernooie in die vooruitsig is: • Namibiese nasionale kampioen­ skap – 30 April tot 6 Mei in Windhoek • Afrika Statetoernooi – 26 tot 30 Junie in Windhoek • Wêreldrolbaltoernooi – 29 Augustus tot 10 September in Australië

› Tielman van Lill Spanne van die Namibiese Ligtegereiboot Varswaterhengelvereniging het einde laasjaar tydens die Sone 5-kampioenskap by Hardapdam teen die Suid-Afrikaanse Proteas kragte gemeet. Die Namibiese o.16-hengelaar Pedri van Tonder, wat die kompetisie as tophengelaar gewen het, verdien staande applous vir sy besondere prestasie. Die kompetisie van bote met ligte hengelgerei is deur twee oefendae voorafgegaan alvorens die hengelaars mekaar oor drie dae gepak het. Die vis het goed geloop en die gasheerspanne kon elke afdeling inpalm met die topdrie individuele posisies asook topdrie bote in hul guns. Die voorste uitslae van die individue: Senior mans: 1 Rudy Horn, 2 Dewald du Rand, 3 Devin Klein (almal Namibië). Tourism remains one of the strongest pillars of our economy and consequently has the potential to create jobs and thus alleviate poverty. Through various events and activities, Namibia Media Holdings is committed to tourism growth in Namibia. The Namibia Town of the Year-competition is such an activity, whereby we have engaged with all towns in Namibia over the past years. This competition has contributed towards many towns developing their own tourism products and activities as well as prompting them to promote their town during various tourism fairs and other exhibitions in Namibia. It allowed them to profile their town as tourism destination in Namibia. After two years of absence due to the Covid-19 pandemic, Namibia Media Holdings is excited to announce the 2023 Namibia Town of the Year-competition with specific focus on Social Media Engagement. Entries will be open to all Municipalities and Town Councils in Namibia that will have opened their social media pages by or before 24 th February 2023. It is no secret that parents are truly essential for each child to feel cared for and supported in their life. Parents and children should connect and promote positive ways of interaction to keep relationships knit. In this first edition of 2023 Back To School for parents, we share some editorial content beneficial to you in assisting your child to connect positively with them. Different activity ideas to share with your child are contained in the Primary School and High School booklets distributed at their schools by the My Zone team. While you read this booklet, we hope

you pick up something to implement in your home or with your children for your connection to be even greater. We have spoken to some parents who share their input to topics discussed as well as children who wish to have their voices heard. Some of the topics contained in this booklet include: coping with teens; helping children with careers choices; teaching about physical changes; supporting their goals and extra activities as well as helping children cultivate and develop their confidence. Don’t forget that as much as you would like your child to be positively influenced, it is important for them to be a great influence to others as well. riends are people who have similar interests and interact with each other, or a person who you bond with. Children develop friendships with those they interact with in different environments. Friendships have great benefits for children when the right friends are chosen. Ensure that they know how to select the right ones and that they are good friends to others as well. Choosing the right friends will not only make their relationships easier to be in, but will also keep them away from harmful situations that are sure to happen if they pick the wrong ones to interact with and get attached to. Friends are companions when socialising, and good friends want the best for others and strive to be the best for those around them. Help children and teens to choose friends wisely

aising a teenager can be one of the most stressful stages of parenthood. Teenagers can become very difficult to deal with and raise, so they may test your patience, but you need to keep in mind that they too are going through a difficult time and are confused. “My children all changed when those teenage years hit, and they definitely tested me, but I always reminded myself that I am the parent and I needed to learn to understand them,” mother of three, Cynthia Martin, said. She added that when it comes to your feelings about your child’s behaviour, do not feel bad for feeling bad.

hoosing a career is one of the most important choices your child will ever have to make. In today’s world, your child can’t afford to make the wrong career choices, especially considering Namibia’s current economic situation. There are various ways parents, can assist children in choosing the right career without being too invasive, controlling, or coming across as a dictator. When assisting your child in choosing a career, it is important to keep the following factors in mind: the environment, opportunities, and your child’s personality.

STRENGTHS AND ­WEAKNESSES

When choosing a career, it is important to focus on what the child’s natural strengths and weaknesses are. This will highlight their natural abilities. “I have always known my child was vocally talented; she started singing even before she could speak, and through that, I already knew she would be a successful vocalist,” said Festus Akwaake, father of a young musical prodigy, Salu Akwaake. Learning your child’s strengths will allow them to choose a career that is in line with what they do

well, taking pressure off them and increasing their chances of thriving.

This allows you to assist your child in making a logical career decision based on where they want to live and work. For example, in Namibia, musicians do not currently make enough to sustain themselves fully. So, it may not be wise to advise your child to choose this as a full-time job.

Parenthood is traditionally assumed when a child is born, but it can also occur through adoption or by becoming a partner to someone who has children. Jason Shombe, who just became a father, said “preparing for parenthood is really tough. Some people find it easy because they grow up taking care of their younger siblings, while in some cases it tends to be hard because you don’t know how to be a parent.”

onfidence makes children feel good about themselves and helps them trust themselves in the work they do. As a parent, you may feel more at ease when leaving them to complete tasks and fulfil responsibilities on their own. Acknowledging that your child needs to acquire confidence is essential for their growth and development. Confidence gives children the urge to contribute effectively to their schoolwork, surroundings and communities. Here are a few ways to help them build confidence.

MOMENTS TO SHINE

In order to build their self-esteem and feel good about what they accomplish, children need moments to shine in order to prove themselves. Parent of two toddlers Anna Akwenye said she enjoys seeing her children happy after they have successfully completed a task independently. “I have seen my two-year-old’s eyes light up after he finished packing the spoons in the drawer. He is now more confident than ever to take up house chores and teach his younger brother to do the same,” she said. Akwenye added that the growth of confidence in children is commendable and can help them take on future tasks optimistically.

CHALLENGE THEM

Look back at previous achievements your child has made in any area you identify and add a challenge to it. If a child is able to sing well at home with their family, you may ask them to sing at a bigger family gathering or participate in the school talent show. Singing at home is comfortable and may be easy to do. Singing at a family gathering or school talent show may seem difficult to, but builds their confidence. This act of challenging children is a great way

for you to evaluate how much effort your child puts into tasks assigned and if they are able to grow and learn from past experiences. When you see children grow by making difficult things easier, they are empowered. It is important for them to be recognised in their efforts and celebrated in achievements. Make sure to vocalise how you feel about their performance by using comforting and congratulatory remarks such as “well done, you did great” or “I am proud of you” when they accomplish tasks. This assures them that they are capable of doing great things, while using remarks such as “we will prepare better for next time, thank you for trying your best” and “you are brave” can make them believe they can always do better in future tasks. Allowing children to do things independently can also help them gain and boost their confidence. Chores and activities around the house are great ways to kick-start this journey. Here are some chores and activities to help your child pick up and build confidence.

Expanding SARB mandate talks downplayed

The South African Reserve Bank (SARB) has repeatedly said bolstering economic growth and job creation fall outside the scope of monetary policy.

outh African President Cyril Ramaphosa played down suggestions that an amendment to the central bank’s mandate is imminent, while confirming that a possible change remains under discussion. Any change to the mandate of the South African Reserve Bank (SARB), which focuses on curbing inflation, will take time, Ramaphosa told reporters in Johannesburg on Monday. Last week Gwede Mantashe, the chairperson of the ruling African National Congress (ANC), said the party had agreed at its national conference to change the mandate, prompting a decline in the value of the rand. “It requires a constitutional amendment, it’s not just a matter you embark on,” Ramaphosa said. “It’s not something that’s about to happen, it’s something that’s being debated.”

South Africa’s economy is being held back by regular power cuts and the nation has one of the world’s highest unemployment rates.

Mantashe said the mandate needed to be expanded to “meet the needs of the economy,” while Mmamoloko Kubayi, the head of the ANC’s economic transformation committee, said various options needed to be explored to ensure the bank does more to encourage job creation. One of those was a constitutional amendment, she said, while stressing that the party is committed to protecting the bank’s independence. The US and Australian central bank mandates among others include promoting employment, Ramaphosa said. Plan to scrap TV licences in South Africa The majority of South Africans don’t pay their TV licences, affecting the SABC’s bottom line.

he ruling African National Congress (ANC) stands firm on its plan for the South African Broadcasting Corporation (SABC) to eliminate TV licences and rather introduce a new tax. EWN reported that Khumbudzo Ntshavheni, an ANC NEC member and South Africa’s minister of communications, reiterated the party’s push toward an alternative method of taxing TV ownership during a policy briefing this past weekend. Ntsahvheni was quoted saying that the process of drafting the framework

for the new method has already begun within the government itself. This echoes previous statements and policy positions from the ANC in August 2022, where the party pushed forward with a proposal that a deviceindependent levy be charged – adding that the current licensing scheme is not working. The ANC has noted in the past that it wishes for the SABC to be funded from the national fiscus, but it also finds it necessary to have a household levy or public media levy. The broadcaster’s annual performance plan, released in May 2022, showed the new levy would mean that South Africans who do not have a television set will still be required to contribute. In essence, the levy will apply to all households and businesses in the

The proposal went on to state that part of the levy’s revenue is expected to be collected by the ‘dominant subscription broadcaster’ – comprising of both DStv and Multichoice – on behalf of the broadcaster.

Evasion

The majority of South Africans don’t pay their TV licences, affecting the SABC’s bottom line. The group’s annual report for 2022 showed that there was an evasion rate of 81.7% over the course of the year. The SABC has a database of 10.5

holding a license. “While there are legislative prescripts enabling imprisonment for non-compliance, the limited resources and costs implications make enforcement economically unviable,” said the SABC. The company added that the collection cost for TV license fees in South Africa had also increased to 8.9% in 2022 from 8.1% in 2021. According to SABC, the new scheme will aid in the company becoming financially viable. The SABC reported a loss of R258 million and a negative cash flow of R353 million for the financial reporting period in 2022. SABC’s working capital remains healthy, with a net current asset of R767 million. Despite this, the SABC expects to only break even in 2022/23. -BusinessTech

South Africa’s policy certainty eases WILLIAM BREDERODE South Africa’s policy uncertainty eased in the fourth quarter of 2022 after rising to record levels, though it remains in negative territory. This is according to the NorthWest University Policy Uncertainty Index (PUI), and comes as some of the negative influences either subsided or were priced in by the market, said report author Professor Raymond Parsons on Monday. Earlier in 2022, the index rose to record levels not seen since 2016, driven in part by global uncertainties including the Russia-Ukraine war. In the fourth quarter, however, it fell from those highs, dropping from 59.6 in Q3 2022 to 53.2 in the last quarter of the year. The baseline for the index is 50, so the reading is still in negative territory. But, the report’s authors say that the positive indicators for policy certainty in the last three months outweighed the negatives. The report notes that high levels of policy uncertainty have been shown, empirically, to deter investment, employment, and output. “Elevated policy uncertainty in many countries contributes to sluggish growth. Economic policy uncertainty then has actual consequences for the economy,” write

the authors. The decreased uncertainty level was partly attributed to strength in the domestic economy. “While South Africa will not entirely escape unfavourable global developments, positive trends in South Africa in recent months have included the much-better-than-expected GDP growth figures in 3Q 2022, a slight easing in the rate of inflation, lower fuel prices, improved employment figures, and a well-ac-

cepted Medium Term Budget Policy Statement in October,” it reads. “The re-election of President Cyril Ramaphosa as ANC President appears to have had a particularly favourable impact on the 4Q 2022 PUI,” the report adds. he rand fell back below R17/$ on Monday afternoon, while the JSE had climbed more than 2% to a new record, with global sentiment lifted by reports China is easing its crackdown on its tech sector. In late afternoon trade the local currency was 0.83% firmer at R16.96/$ - having now gained more than 3.5% over the past month - while on the JSE, tech stocks and miners were faring well, with Naspers, Prosus, Glencore and Sibanye-Stillwater all gaining more than 3%. A top Chinese central bank official was reported as saying the clampdown on the internet sector was drawing to a close, offering the prospect of an end to two years of uncertainty sparked by regulatory interventions, including related to gaming restrictions for minors and online tuition. Market sentiment has also been lifted so far in 2023 after China eased its Covid-19 restrictions, resulting in optimism over the prospects for the world’s second-largest economy, while US nonfarm payrolls numbers on Friday has also boosted riskier

COMPANY NEWS IN BRIEF DANONE FACES LEGAL ACTION IN FRANCE Some environmental groups have taken legal action against French bottled water and dairy group Danone over its plastic use, accusing it on Monday of failing to sufficiently account for all the plastic used along its production cycles. Danone, the world’s biggest yoghurt maker which also produces infant formula and the popular mineral water brand Evian, said in a statement emailed to Reuters that it was “very surprised by this accusation which we firmly refute”. The case, brought at a Paris civil court on Monday, comes as a growing number of non-governmental organisations are acting against large companies by using a 2017 French law establishing a “duty of care” along supply chains to avoid harm to human rights and the environment. But unlike a similar case brought against oil giant TotalEnergies to fight a controversial pipeline project in Africa, environmental group Surfrider and its partners which include Client Earth and Zero Waste France, say they do not want to launch criminal proceedings against Danone. “We want Danone to re-publish its compulsory duty of care report and specifically account for its plastic use, including a concrete strategy to reduce it,” said Antidia

Bolsonaro refused to concede defeat and some supporters have claimed the election was stolen, with people taking to social media and messaging platforms from Twitter, Telegram and TikTok to YouTube and Facebook, to organise protests. Habits of thinking differently, of reacting differently, of behaving differently. And it can be a frustrating process as you wait for these changes to take effect and become more automatic, as habits do.

How long does it take to form a new habit? A week? A month? A year?

Contrary to popular opinion, most people will not be successful at forming a new habit in their life in just 21 days. It’s too short a time period for the neuropathways to form the habit-friendly patterns in your brain for the new behavior you’re trying to embrace. The myth of 21 days may have come, according to PsyBlog, from a book about research conducted on how long it took amputees to adjust to the loss of a limb. But that research was published in 1960 and didn’t really examine habits, but rather adaptation to a life-changing event.

At Least 2 Months to Form a New Habit

Researchers (Lally et al., 2009) wanted to better understand how long it took, on average, for a group of people to form a new habit in their life, such as going for a daily run or eating a piece of fruit every day. The study was published in the European Journal of Social Psychology by Phillippa Lally and colleagues from University College London. At least 2 months (or about 66 days, on average), according to this study of 96 people. And good news — the researchers did not find that missing one opportunity to perform the new habit behavior did not materially affect the habit formation process. You can safely forget or skip a day and still successfully build that new habit. Back in 2009, PsyBlog examined the topic for a blog entry that looked at what the research tells us about how long it takes us to form a new habit. Here’s what they had to say: Although the average was 66 days, there

was marked variation in how long habits took to form, anywhere from 18 days up to 254 days in the habits examined in this study. As you’d imagine, drinking a daily glass of water became automatic very quickly but doing 50 sit-ups before breakfast required more dedication (above, dotted lines).

The researchers also noted that:

• Missing a single day did not reduce the chance of forming a habit. • A sub-group took much longer than the others to form their habits, perhaps suggesting some people are ‘habit-resistant’. • Other types of habits may well take much longer. So 66 days later, a simple habit might be in place and on automatic pilot. But as the research shows, it could as long as 8 and a half months for more complicated habits to take hold. Don’t let this dissuade you from trying to retain a new habit. The simple upshot from this research is that habits take time to form — likely 3 times as long as you may have thought. Disabled people in UK unable to afford food Nearly one in three disabled people had been forced to reduce their spending on food.

isabled people in the United Kingdom are among the hardest hit by the cost-of-living crisis, a new report has concluded, with comparatively low incomes leaving them exposed to soaring prices. The Resolution Foundation, an independent think-tank, said that more than 40 percent of people with a disability could no longer afford to keep their homes warm compared with 23 percent of the non-disabled population. Meanwhile, nearly one in three disabled people had been forced to reduce their spending on food. Fewer than one in five people without disabilities reported the same issue. “Disabled people have been stung not just by fast-rising energy prices but also by increasing food prices,” the report said. “They are more likely to be worried about the cost of essentials and to say that the crisis is making their health worse,” it added. The UK’s inflation rate is currently above 10 percent – the highest level since the 1980s. But even before the crisis, those with a disability were far more likely to live in materially deprived households, the Resolution Foundation said. Thirty-three percent of adults in the lowest-income households had a disability. By comparison, in the UK’s richest households, just nine percent of adults had a disability.

The Resolution Foundation report was based on an analysis of official figures and a survey of about 8 000 working-

age people, more than 2 000 of whom reported a ­long-term illness or disability. The think-tank cited a 44 percent income gap between disabled and non-disabled people. Adults with an underlying disability were found to earn a median income of 19 397 pounds (US$23 373) a year, whereas those without a disability earned 27 792 pounds (US$33 488). The gap is partly a result of the relatively low employment rate among disabled people, the report said, with 54 percent of disabled adults in work, compared with 82 percent of non-disabled adults. “But employment status explains only a third of the income gap between working-age disabled and non-disabled people,” the foundation said.

But Charlie McCurdy, an economist at the thinktank, said further measures are necessary. “More policy work will be needed, not just through this crisis, but to make more progress on closing the huge income gaps that already existed between disabled people and the rest of the population,” McCurdy said. In an emailed statement to Al Jazeera, a spokesperson for the Department for Work and Pensions said the government recognised disabled people face additional costs and was “committed” to protecting the most vulnerable. As part of a 37-billionpound (US$44.6bn) package of support, the government has supported six million people with a disability or health condition over the past year, the spokesperson said.

Mechanic General x 2 Oranjemund The Position Reporting to the Service Supervisor, the successful incumbent will perform planned and breakdown repairs, services and maintenance on Earthmoving Equipment and components to supplier standards and customer requirements.  Key Accountabilities • Repair and maintain earthmoving equipment • Troubleshoot & repair machine systems problems and failures • Produce accurate service reports including failure analysis and investigation reports • Deliver high quality service to all customers • Perform repairs in compliance to Company warranty policies and procedures • Must be a self-starter and able to work independently • Perform all other ad-hoc duties as assigned by Superior • Think analytically and have a mechanical and practical aptitude • Have initiative and work accurately Qualifications and Experience • Qualified Diesel Mechanic (N3/NQF3) with at least 3 years’ experience in the earthmoving industry • Knowledge of diesel engines, fuel systems and electronic engine control systems • Knowledge of electrical, hydraulic and power train principals • Strong knowledge in fault finding (electrical specific and machine systems) • Computer literacy (MS Office, SAP, AMT and Microsoft Projects) • Good communication skills (written and oral) • Good report writing skills and ability to understand and work from Service Manual • Caterpillar Earthmoving Equipment knowledge and experience will be an added advantage • Electronic Technician (ET) and Service Information System (SIS) knowledge and experience will be an added advantage • Must be in possession of a complete set tools (imperial and metric) • Must be willing to work overtime, weekends and public holidays • Must be able to cope under pressure and varying workloads • Must be in possession of a Code of Conduct not older then 1 year • Must be in possession of a valid driver’s license Interested candidates that meet the above requirements should send their CV’s and certified copies of educational qualifications and relevant documents to: [email protected] Candidates from designated groups are encouraged to apply.
