ie Namibiese Korrektiewe Dienste (NCS) sê 15 867 aansoekers wat op ’n kortlys geplaas is vir 200 geadverteerde poste, moet tussen 18 en 27 Januarie vir evalueringstoetse aanmeld. Luidens ’n mediaverklaring deur die NCS het 33 259 mense vir die poste aansoek gedoen. Die kortlys sluit kandidate in wat

vir spesifieke vaardighede uitgesonder is. Wat sportvaardighede betref, is die NCS op soek na individue wat hulself reeds in netbal, sokker, atletiek en vlugbal bewys het. Hulle moet in die top-nasionale afdelings speel, of by Atletiek Namibië (AN) geregistreer wees en tussen die ouderdomme van 18 en 30 jaar wees. Musikante wat by die NCS se blaasorkes wil aansluit, moet onder die ouderdom van 35 wees om te kwalifiseer. CRAFT BISTRO-SAGE DUUR VOORT › Ellanie Smit Die algemene bestuurder van Craft Bistro in Windhoek, Petra Illing, het ’n dringende aansoek in die hoërhof gebring om te keer dat sy uit Namibië gedeporteer word. Die Duitse burger het die aansoek verlede week gebring - met die ministerie van binne­ landse sake en immigrasie, die voorsitter van die immigrasieverkiesingsraad, sowel as die immigrasie-turbinaal wat as respondente gelys word. Illing is Dinsdag deur im­ migrasiebeamptes vir onder­ vraging geneem omdat haar werksvisum verval het en sy ’n besigheid onwettig bedryf. Sy is gevolglik 48 uur gegee om die land te verlaat. Die verstrykte visum het aan die lig gekom toe werkers by Craft Bistro aan ‘n protesaksie deelgeneem het omdat hulle nog nie hul salarisse vir No­ vember ontvang het nie. In haar beëdigde verklaring sê Illing sy is ’n sakevrou en dat sy die afgelope 28 jaar, sedert 1994, in die land woon. Sy het om verskeie kortter­ myn-werkspermitte tydens haar verblyf aansoek gedoen wat later verleng is. Die laaste het op 11 November verlede jaar verval, waarna sy aansoek gedoen het vir ’n permanen­ te verblyfspermit, sowel as ’n korttermyn-werkspermit. Dit is egter op 9 Januarie afgekeur.

Illing vra die hof om die im­ migrasie-verkiesingsraad opdrag te gee om ’n kortter­ myn-visum uit te reik, hangen­ de haar aansoek om perma­ nente verblyfsreg. Die respondente staan die aansoek teen. Hulle het egter onderneem om nie teen haar op te tree totdat die aansoek gefinaliseer is nie. Die aansoek word op 27 Januarie aange­ hoor. Intussen het die minister van arbeid, nywerheidsont­ wikkeling en werkskepping en die eie­naars van Craft Bistro Vrydag ’n ooreenkoms onder­ teken dat alle werkers hul uit­ staande salarisse sal ontvang en dat niemand afgedank sal word nie. Volgens Bernard Petrus van die ministerie het Illinge as bestuurder gewerk by die restaurant wat 15 per­ soneellede in diens het. “Sy het nie voldoende doku­ mentasie om hier te wees nie. Sy is die een wat die konflik veroorsaak het. Ek het aan die eienaar gesê ek wil nie meer hê dat sy opdragte aan werkers gee nie,” het hy gesê. Volgens Petrus het Illinge die werkers se betaling vermin­ der en geweier om dit te betaal toe die werkers daarop aange­ dring het. CPBN het 90 tenders van plaaslik geregistreerde maatskappye ontvang vir die verskaffing en aflewe­ ring van ’n groot verskei­ denheid voorraad. Amnics Trading het voorkeur gekry bo Fresh Unit Medical Supplies (N$150,9 miljoen) en Trion Technology Soluti­ ons (N$193,2 miljoen) om die handskoene te verskaf. Amnics Trading was ook suksesvol teen twee ander maatskappye naamlik Trion Technologies en

MMED Investments met ’n bod van N$20,8 miljoen vir die verskaffing van grootte 8 weggooibare chirurgiese handskoene. Amnics was N$11,1 miljoen duurder as Trion Technologies se bod van N$9,96 miljoen. MMED Investments se aanbod was N$12 miljoen. ’n Derde tender is aan dieselfde maatskappy toegestaan vir grootte 8.5 handskoene – wat N$3,35 miljoen hoër as die tweede keuse was. Op die oomblik is die saak nog aan die gang,” het Binga gesê. Hy het bygevoeg die dissiplinêre verhoor word in die komende dae beplan, maar wou nie bekend maak op watter klagte die werknemers sal verskyn nie. Volgens een van die senior geskors­te amptenare, Makili, is dienslewering geraak deur die munisipaliteit se optrede teen die amp­ tenare. “Dis belangrik om uit te wys dat die amptenare almal van een stam is en hulle word geteiken deur onwettige skorsings. Verder, aangesien Gobabis ’n klein dorpie is, is die amptenare bekend as lede van die regerende party.” Makili beweer verder ten tyde van hul skorsing is geen konkrete rede hiervoor verskaf nie. “Gegewe die feit dat geen geldige, rasionele en deurslaggewende redes aangevoer is vir die onregmatige skorsings en die wyse waarop die skorsings uitgevoer is nie, is dit baie duidelik dat die skorsings polities gedrewe is en ’n veldtog van viktimisasie en vervolging van die amptenare is.” Die voormalige uitvoerende hoof van Gobabis, wyle Ignatius Thudinyane, het in Junie 2019 ’n verslag vrygestel wat verwys na bewerings dat hoogs betaalde bestuurders in die dorp onbevoeg is, dat hulle hom verontagsaam het, dat hulle ’n gebrek aan leierskapvaardighede het en dat hulle nie die verlies van miljoene kon opmerk nie. Nuwe voedselproduksieprojek takel hongersnoodkwessie ’n Geïntegreerde voedselproduksieprojek wat na verwagting landbouproduksie sal versterk, die plaaslike ekonomie ’n hupstoot sal gee en ’n pad na volhoubare selfvoorsiening sal skep, is op Mariental bekend gestel. Die projek word deur Impact for Africa (IFA) en Lithon Project Consultants bestuur met die oog daarop om die Verenigde Nasies (VN) se Wêreldvoedselprogram (WFP) te ondersteun, asook die regering se pogings om binnelandse voedselproduksie te vergroot, landbouwaardekettings te ontwikkel en sosioëkonomiese uitkomste te verbeter. Die vennote beoog om ’n landbou-loodsprojek te ontwikkel en uit te voer wat talle hoëwaarde-gewasse vir plaaslike en internasionale markte sal produseer. Die projek sal na verwagting oor 100 hektaar strek met die wegspringfase wat op ’n aanvanklike vyf hektaar sal begin. “Namibië volhard met die belangrike strewe na ‘geen honger teen 2030’. Gesamentlike inisiatiewe soos hierdie projek is ’n noodsaak-

likheid om hierdie doelwit te bereik. “Bereiking van die doelwitte help ook om voedselsekuriteit te bereik, asook om kundigheid en hulpbronne te benut om vordering in die uitwissing van hongersnood te versnel,” lui ’n gesamentlike mediaverklaring wat Namibië Korrektiewe Dienste (NCS), WFP, IFA en Lithon uitgereik het. Die vennote beoog verder om produktiwiteit te verhoog deur toegang tot markte, tegnologie, kapasiteit, vaardighede en kennis te verbeter wat volgens hulle nodig is om ’n robuuste, gediversifiseerde en veerkragtige inisiatief te ontwikkel. “Hierdie vennootskap is die beginpunt vir die ontwikkeling van konsepte wat die komplek-

se, snel ontwikkelende kwessies rakende veranderende voedselstelsels, ekonomiese transformasie en maatskaplike beskerming, asook die aanpassing by en verligting van die klimaatskrisis, sal aanpak.” Dit is die WFP se mandaat om humanitêre en ontwikkelingsbystand te bied en nasies te help om “geen honger teen 2030” te bereik. Hulle werk saam met vennote in talle lande om voedselhulp in noodgevalle te lewer en werk saam met gemeenskappe om voedingsgehalte te verbeter en voedselsekerheid te bereik. Hulle help ook met die verskaffing van tegniese bystand op nasionale vlak in ooreenstemming met die regering se doelwitte.

ie 25-jarige André Heckmair het op 7 Januarie 2011 sy ouers vir die laaste keer by die Maerua-inkoopsentrum gegroet toe hy op pad was na ’n vinnige middag­ eteafspraak met Amerikaanse vriende. Twee ure later is sy lyk in die bestuursitplek van die motor in Gusindestraat gevind met ’n enkele koeëlwond in die kop. Dit is vanjaar twaalf jaar sedert die Amerikaners Kevan Townsend en Marcus Thomas as moordverdagtes in hegtenis geneem is, en die verhoor sleep steeds voort.

Volgens die getuienisse van André se ma, Birgit, en sy suster, Bianca, het hy die gesin omstreeks 12:00 op die dag van sy moord by Maerua afgelaai. André het met Bianca se kar gery omdat hy nie sy eie voertuig in Windhoek gehad het nie. Hy het vir hulle gesê hy gaan twee Amerikaanse vriende by die Stellenbosch-restaurant in Klein Windhoek ontmoet vir middagete. Bianca het omstreeks 14:00 ’n oproep van die polisie ontvang nadat haar broer se lewelose liggaam agter die stuurwiel van haar wit Land Cruiser gevind is. Die voertuig was in Gusindestraat geparkeer, ’n kort doodloopstraatjie sowat 2,5 kilometer noord vanaf die Stellenbosch-restaurant. Die inkoopsentrum, André se vertrekpunt, is egter suidoos vanaf die Stellenboschrestaurant geleë en dit is steeds onduidelik hoekom hy hom in Gusindestraat bevind het. Die polisie het nie André se selfoon of beursie op die toneel gevind nie en het die kar se lisensienommer gebruik om Bianca in die hande te kry. Die gesin het hulself na die toneel gehaas. Hulle het André se selfoonnommer aan die polisie verskaf en die polisie het gevolglik ’n lasbrief vir dié nommer se selfoonrekords vanaf MTC verkry. Hulle het ook toegang tot die selfoonrekords gekry van die laaste nommer wat met André kontak gemaak het. Op daardie rekords het hulle ’n nommer gesien met wie hierdie persoon in kontak was en so het hulle ’n man in die hande gekry wat gesê het die nommer behoort aan twee Amerikaners aan wie hy ’n motor verhuur het. Laasgenoemde het hulle ook ingelig waar die mans woon en het ’n afskrif van ’n Amerikaanse rybewys aan die polisie oorhandig. Die naam op die rybewys was Marcus Thomas. Die polisie het onmiddellik, nadat die ontvangsdame bevestig het hulle is wel daar, na die African Sky Guesthouse gery waar hulle die twee mans in hegtenis geneem het.

Dit het onlangs tydens die verhoor aan die lig gekom dat hierdie twee mans mekaar in ’n tronk in New York ontmoet het. Marcus was agter tralies nadat hy in Augustus 2010 betrap is toe hy by André se woonstel in New York probeer inbreek het. Toe hy vrygelaat is, het hy Kevan se borgtog van US$10 000 betaal en op 10 Desember 2010 was Kevan ook op vrye voet. Sewentien dae later het die Amerikaners in Namibië geland. Volgens Kevan se getuienis gedurende een van sy borgtogaansoeke was hulle in Windhoek op vakansie en was hulle van plan om tot 12 Januarie in die land te bly. Bewysstukke toon wel dat een of albei van die mans tussen 10 en 27 Desember, die dag toe hulle by Hosea Kutako Internasionale Lughawe geland het, die Finse hoofstad Helsinki besoek het. Van daar af het hulle ’n pakkie met ’n enkele tafelpoot na Namibië gestuur. Binne-in dié tafelpoot was ’n kneldemper vir ’n pistool versteek. Die mans het ook na bewering twee 9mm-vuurwapenlope onwettig in die land ingebring. Die staat voer aan die duo het na Windhoek gereis met die doel om Heckmair te vermoor. Volgens die staat het die mans nie gras onder hulle voete laat groei nie en het hulle kort ná hul aankoms in die Namibiese hoofstad glo begin uitvra oor die Heckmair-gesin en André se selfoonnommer in die hande probeer kry. Hulle het ook na bewering rondgevra oor 9mm-vuurwapens en ammunisie. Kort ná hulle arrestasie is die Amerikaners vanaf die Windhoek Sentrale Gevangenis na die polisiekantoor geneem om klere en toiletware uit hulle bagasie te haal. Hiertydens

Die jong man was ingeskryf by ’n hotelskool in die Switserse stad Lausanne en het die laaste jaar van sy lewe in die bedrywige New York gewoon, waar hy ’n internskap gedoen het. Sy ouers was destyds die eienaars en bestuurders van die gewilde Cattle Baron-steakrestaurant wat in Maerua geleë was. André was in Namibië met vakansie en het die vorige dag saam my gesin na Windhoek teruggekeer nadat hulle oor Kerstyd by Woltzkasbaken naby Hentiesbaai vakansie gehou het. Hy sou die volgende dag (8 Januarie) terugvlieg na Europa.

Kevan het voorheen getuig dat hy André glad nie geken het nie, maar Marcus het tydens die verhoor by monde van sy regsverteenwoordiger gesê hy en André het mekaar geken en dat hulle op 7 Januarie ’n afspraak gehad het waarvoor André toe nooit opgedaag het nie. Daar is ook sprake dat André vir Marcus geld geskuld het, maar dié gerug is nog nie tydens hofverrigtinge bespreek nie.

het die mans glo ’n notaboek uit een van die beamptes se kantore gesteel, beweer die polisie. Hulle het op dié swart notaboek beslag gelê toe hulle die kamer in die gastehuis waar die mans ten tyde die moord vertoef het, deursoek het. ’n Medegevangene het later getuig dat hy gesien het hoe Marcus bladsye uit die boek skeur en dit in ’n leë koffieblik probeer brand het. Sy aksies het ’n bykomende klag van regsverydeling tot gevolg gehad. Die polisiebeamptes het egter reeds voordat dit gesteel is gesertifiseerde kopieë van die inhoud van die notaboek gemaak – wat verlede jaar tydens die verhoor

André was in ’n langtermynverhouding met Christine Brühwiler. Hulle het saam die hotelskool in Lausanne bygewoon en sy het in Desember 2010 saam met die Heckmair-gesin in Namibië vakansie gehou. Christine het die dag voor André se dood, op 6 Januarie 2011, teruggevlieg na Switserland. André sou op 8 Januarie op ’n vlug na Europa klim om by haar aan te sluit. Nadat die twee Amerikaners in hegtenis geneem is en beslag gelê is op hulle elektroniese toestelle, het die polisie na die Heckmair-gesin se huis in Windhoek gegaan en ’n skootrekenaar saamgeneem. Die skootrekenaar het ’n wagwoord gehad en hulle kon nie toegang tot die toestel verkry nie, maar op die skermskut was ’n foto. Die polisie het vir die Heckmairs gevra of hulle die man in die foto herken, want dit was een van die beskuldigdes. Hulle het nie die man herken nie, maar wel die vrou wat saam hom op die foto was: Christine Brühwiler. Tydens Birgit se getuienis het sy gesê sy weet Christine het met Marcus uitgegaan voordat sy ’n verhouding met André aangeknoop het. Dit is steeds onduidelik of Christine na Namibië sal kom om in die verhoor te getuig.

DIDDY MAAK SY STEM DIK

In September 2021 het die bekende kletsrymer Sean Combs, beter bekend as P. Diddy, op sosiale media uitgevaar en die vrylating van sy landgenoot, Kevan, geëis. “Daar is geen grondslag waarop iemand ’n dekade lank van sy vryheid ontneem kan word nie. Al wat hy wil hê is ’n regverdige verhoor!” lui Combs se sosialemediaplasing. Hoewel die beskuldigdes reeds twaalf jaar in aanhouding is, is die hofverrigtinge telkens vertraag en het die verhoor eers onlangs begin spoed optel.

MISLUKTE ONTSNAPPINGSPOGING

Die verhoor was geskeduleer om in November 2014 af te skop, maar Marcus het kort tevore met die hulp

van ’n vroulike tronkbewaarder probeer om uit die Windhoek Sentrale Gevangenis te ontsnap. Die ontsnappingspoging het egter liederlik misluk toe die Amerikaner hoog in ’n lemmetjiesdraadheining vasgesit het. Min sal die humoristiese beeld van die gevangene wat onderstebo aan ’n heining hang, binnekort kan vergeet. Dié gebeure het die verhoor met 10 dae vertraag.

VERHOOR EN VERTRAGINGS

Marcus het glo tydens sy ontsnappingspoging ’n kopbesering opgedoen en sy verteenwoordiger het versoek dat hy vir psigiatriese evaluering gaan om vas te stel of hy geskik is om verhoor te word. Dié ondersoek het bevind dat hy nie geskik is nie. Die staatsaanklaer, adjunk-aanklaer-generaal Antonia Verhoef, het die bevinding uitgedaag en die hof het beveel dat Marcus vir ’n tweede evaluering gestuur word. Tydens dié evaluering is bevind dat hy wel geskik was om verhoor te word. Hierdie proses het die verhoor met etlike maande verleng. Toe die verhoor in Junie 2017 moes hervat, het albei beskuldigdes aansoek gedoen dat regter Christie Liebenberg homself van die saak moet onttrek en kon die verhoor dus vir ’n wyle nie voortgaan nie. Dié aansoeke is van die hand gewys. Marcus het teen Julie 2018 reeds vier prokureurs gehad wat onttrek het omdat hy na bewering onhaalbare opdragte gegee het. Gevolglik het die Namibiese Regshulpsentrum besluit daar sal nie nog ’n regsverteenwoordiger aan hom toegeken word nie. Die verhoor het hervat en Marcus is gelaat om homself te verteenwoordig. Daarna het dié weer ’n rekuseringsaansoek gebring omdat Liebenberg die saak laat voortgaan het ondanks die feit dat hy sonder ’n regsverteenwoordiger was. Dié aansoek het ook misluk. Intussen het Kevan aansoek gedoen vir sy saak om van Marcus s’n geskei te word. Ook dié aansoek is van die hand gewys. Beide aansoeke het egter maande geneem om afgehandel te word. In April 2019 het Marcus regshulp gekry, maar voordat die verhoor kon hervat het die prokureur homself, op sy kliënt se opdrag, van die saak onttrek. Die Covid-19-pandemie het ook vertragings meegebring, maar sedert verlede jaar is die saak goed op dreef. In 2021 is ’n binneverhoor oor die toelaatbaarheid van bewyse wat die polisie tydens ’n soektog van die beskuldigdes se kamer in die gastehuis op beslag gelê het, afgehandel. Die polisie het die kamer op 7, 8 en 9 Januarie sonder ’n lasbrief deursoek en die hof het uiteindelik beslis dat die bewyse waarop op 7 en 9 Januarie beslag gelê is, wel toelaatbaar is. Praat saam BRIEWE Geen water op Langstrand GEFRUSTREERDE VAKANSIEGANGER SKRYF: Die leser se SMS verlede week in Republikein oor sy of haar ondervinding op Langstrand tydens die afgelope vakansieseisoen met vloekende, dronk jongmense, vakansiegangers se eindelose doef-doef musiek en gillende dronkpraatjies tot in die vroeë oggendure. Glo my, dit kom nie naby daaraan om vir dae en ure aaneen geen water en waterdruk op Langstrand te hê gedurende die vakansieseisoen, of hoegenaamd nie te weet wanneer en of jy ooit weer water gaan hê nie. Kan julle glo dat werknemers van Walvisbaai se munisipaliteit by navraag gesê het hulle het hoegenaamd geen verpligting om water aan inwoners te verskaf nie, en ook dat die munisipaliteit se reservoir nie genoeg water in gehad het nie omdat hulle nie gedink het daar sou in Desember vakansiegangers Langstrand toe kom nie? Kan jy nou meer? En hoe meer mens iets probeer uitvind het oor hierdie haglike situasie, hoe meer het die munisipaliteit en NamWater mekaar oor en weer die skuld gegee vir wat aangaan. Praat van onbeholpenheid en onbevoegdheid! Word wakker, mede-Namibiërs! Namibië is onteenseglik en onkeerbaar op pad na totale verval! Dit word ook geïllustreer in die berig oor NWR se totale verval. Moet alles eers breek of toeriste so sleg behandel word dat hulle nie weer wil terugkom nie, voor iets gedoen word? Dit laat my dink aan die hond wat die kar gejaag het en toe niks gedoen het toe hy die kar vang nie. Vandat die regering aan bewind is het hulle (en hulle lakeie in die streekrade en plaaslike owerhede) maar nog weinig gedoen om ‘n goed geërfde infrastruktuur in stand te hou, wat nog te sê te verbeter of te vervang waar nodig.

Sy maatjies wat ook dalk betrokke is, hits mekaar aan om hulle self op te hang. Dis ‘n baie ou ding die. Die ouers moet kyk of hy ‘n selfoon in die hande gekry het. Dis so bitter hartseer.

Dis nie van “wat weet hy van selfmoord?” nie. Dis ons grootmense wat kinderdepressie ignoreer of onderskat...moes hy skool toe gegaan het? Het hy werklik homself gehang? Hoe het dit gebeur, is die ouers die enigste grootmense rondom die kinders, is daar nie buurmense nie, was die kind dalk mishandel, gaan die polisie die saak deeglik ondersoek, sal die ander kindertjies berading ondergaan om soortgelyke voorvalle te verhoed? Nietemin, rus sag seuntjie en sterkte aan die ouers en sy boetie en sussie.

Og, ons mense wat die tipe gebeurtenisse as natuurlik en vanselfsprekend begin aanvaar. Mense word soms vermoor in sulke rooftogte.

GERINE SÊ MAAR NET WIL JY REAGEER? Niemand lus vir hierdie gekiekery

Dis amper drie jaar sedert ek my laaste Sê Maar Net geskryf het oor ons avonture met familiefoto’s neem. In die afgelope 36 maande was dit nog net my broer en sy gesinnetjie wat braaf genoeg was om weer die uitdaging aan te pak; die res van ons, skat ek, is nog te erg geskend van daardie tyd se drama. Voeg daarby die “pret” wat ons gehad het by vorige jare se sessies, en julle sal verstaan hoekom ons lig loop. In Februarie 2020 het ek geskryf oor hoe ons reeds verwag het dat een of meer van die kinders nie gaan wil saamspeel wanneer daar foto’s geneem word nie, want dis mos nie net ons nie – dis die uitgebreide en aangetroude familie wat ook gekiek moet word. Ons het dit net-net, maar nie sonder drama nie, oorleef met dikbekkies, ’n harde

hou teen een van die kleintjies se kop, en ’n trein wat ontspoor het wat alles deel was van die proses. Fast forward na Desember 2022 en ek het weer besef hoekom ons maar half skugter is vir familiefoto’s neem. Om die toneel te skets: Terwyl ons gesin in die Kaap kuier, maak ons ’n draai by my oom en tannie wat saam met hulle drie kinders en eggennote - wat elkeen ook drie kinders het - saam vakansie hou tussen pragtige wingerde en die mooiste blou lug. Die kiddies wissel in ouerdom van 15 jaar tot agt weke, so jy kan jouself indink daar wag weer ’n uitdaging, want dis nie min mense wat op een foto moet kom nie! Tog, omdat ons mekaar lanklaas gesien het en dit Kersdag is en almal is mooi aangetrek, besluit ons ons moet die kans waag.

En toe begin dit. Neef Clinton se baba was uit die staanspoor nie lus vir hierdie storie nie, so uit die 80 foto’s (ek oordryf nie) wat geneem is, is daar nie een waar hy nie ’n keel opsit nie. Clinton se jongste dogter was ook net bereid om vir die kamera te gluur. Nig Eloise se jongste wou net afgeneem word as sy in ma of pa se arms is (sy is vyf), en nig Carita se tienerseun het hasepad gekies. Dan is daar ons eie Lara wat die vorige aand vir Kersfees ’n kamera gekry het en saam wou foto’s neem; niks voor die kamera staan vir haar nie. Na ’n stryd om die meeste van ons op ’n enkele foto te kry en waar almal vir die kamera kyk, was dit tyd vir individuele gesinsfoto’s. Weer is ons Lara moeilik, want blykbaar het ons nie vir haar genoeg tyd

Ouma, ek’s baie trots op jou, ek weet dis baie harde werk. Aaats, die snywerk is verskriklik, dit neem baie tyd in beslag en om patroontjies daaruit te ontwerp. Wat is jou skeppingsdoel op hierdie aarde? Ons moet ouma se voorbeeld volg, dit is wat God verwag van ons. Jammer die kinders leer nie meer die basics van handwerk nie. Dis deesdae ‘n anomalie as iemand jonger as 40 naaldwerk doen, brei of hekel. En dis dan soooooo lekker. President vergader met ministerie van onderwys, kuns en kultuur All smiles … no shame. And therein lies the problem. Waar is onderwysers, hulle werk elke liewe dag met kinders. Onderwysers moet ook betrek en na hulle probleme geluister word, veral dissipline. The president will never blame them even they have made education a disaster! President is protecting his ministers.

En tussen al die drama deur, stuur my broer uit Windhoek die mooiste foto wat hulle viertjies vir Kersfees geneem het. Dis soos sout op ’n wond. Nou ja, nog ’n foto (mis-)avontuur is agter die rug. Ons kon ten minste darem deur die res van die vakansie ’n volle twee ander foto’s van ons in die Kaap saam kry, en dit sonder te veel trane. Hopenlik sal ons volgende keer (ja, ons sal dit seker weer een of ander tyd – dalk eers volgende jaar – aandurf) ’n mooi foto van ons gesin en die uitgebreide familie op een kiekie kry. Die hoop beskaam mos nie.

Kort tevore het die motorfietsjaer Kevin Benavides van Argentinië dié afdeling op sy KTM gewen nadat hy die vorige dag se voorloper, die medeKTM-jaer Toby Price van Australië, in die doodsnikke van die ren verbygesteek het. Hy was 55 sekondes voor Price by die eindpunt, maar op die algehele ranglys was sy voorsprong net 43 sekondes. Die motorfietsjaers het die betreklik kort sneltrajek oor 136 km in net minder as een uur 10 minute afgelê, terwyl die motorfietsjaers se vinnigste tyd vyf minute langer was. Die algehele tydsduur vir die hele ren was egter korter vir die tweewieljaers – 44 uur 27 minute en 20 sekondes teenoor 45 uur drie minute en 15 sekondes vir die motors. – Netwerk24

Die jong naelloper Sadé de Sousa is goed op dreef in Amerikaan­ se universiteitsbyeen­ komste en het die naweek opnuut haar Namibiese nasionale binnenshuise rekord oor 60 meter oortref. Die 21-jarige De Sousa het Saterdag die rekordtyd tot 7.41 sekondes verbeter, met ’n eerste plek by die Virginia Military Institute uitnodigingsbyeenkoms. Sy het verlede maand die vorige nasionale beste merk van Jolene Jacobs (7.46, in Februarie 2020 in Birmingham) tot 7.41 verbeter. De Sousa het aan die Namibian Sun gesê sy is in haar skik met haar vertoning. “Ek is baie bly daaroor. Ek het nie daarvoor gemik nie, maar ’n wen is ’n wen en ek is net bly ek is konsekwent met my tye. “Mense sal waarskynlik meer van my sien hierdie jaar. As tienermeisie het sy in 2018 die Namibiese nasionale 200 meter-titel met 24.62 gewen.

ie MTC senior nasionale vroue­ hokkiespan het Saterdag na Nederland vertrek waar die twaalf Namibiërs vir die volgende twee weke teen hul Nederlandse eweknieë vir die komende Binnens­ huise Wêreldbeker in Suid-Afrika gaan slyp. Die span wat ook deur Namdia, NamibRe en Standard Bank geborg word, sal van 5 tot 11 Februarie in Pretoria hul status as die beste in Afrika wil onderstreep. Die Nami­ biese vroue is die heersende binnens­ huise ­Afrika-kampioen. Hulle het Desembermaand in Egipte ook die Afrika-titel as beste vyf-aan’n-kantspan teen gedugte teenstand ingepalm. Met dié prestasie in die sak, het Namibië ook vir dié kode se eerste Wêreldbeker in Januarie 2024 in Muskat, Oman, gekwalifiseer. In Pretoria sal hulle sal in groep B teen België, Kanada, Kazakstan, ­Oekraïne en die Tsjeggiese Republiek meeding. Die gasheerland se Proteas is in groep A, met Australië, Nederland, Nieu-Seeland, Oostenryk en die Ver­ enigde State van Amerika in hul pad. Maggy Mengo, kaptein van Namibië, het verlede jaar September haar laaste toets op Namibiese bodem vir haar land gespeel. Haar uittrede sal ná meer as 100 toetse by die Wêreld­ beker in Pretoria ’n werlikheid word. Amended Income Tax Act, 2022 commenced As at 01 January 2023

The amendments amongst others increased the threshold for the tax deductible amount in respect of contributions to a retirement fund and education policy from N$40 000 to N$150 000.

T

he Income Tax Amendment Act, 2022 came into force on 01 January 2023, the ministry of finance and public enterprises has announced. The amendments to the Act amongst others include strengthening the taxation of income received on the disposal of ownership of a petroleum licence, or right to mine petroleum in Namibia, including direct or indirect disposal of inter-

est in a company that holds a petroleum licence or petroleum right. The amount received from disposing off a petroleum licence, right to mine petroleum or interest in a company that holds the petroleum licence or right would be deemed to have accrued from the Namibian source irrespective: of whether the transaction was concluded in or outside Namibia; the place where payment of such amount is made; or the place where the funds

from which payment is made are held. Therefore, such an amount is taxable in Namibia. The objective is to ensure that any income from the exploitation of natural resources is taxed, whether such income is of revenue or capital nature. Secondly, the amendments increased the threshold for the tax deductible amount in respect of contributions to a retirement fund (pension fund, retirement annuity fund) and education policy. As from 2022/23 tax year, the aggregate of the amount that may be deducted in respect of these contributions is increased from N$40 000 to N$150 000. The increase in the deductible amount serves as an incentive for citizens to invest adequately for retirement and the education of the Namibian child, the ministry pointed out.

In addition, the amendments focus on providing for the filing of a tax return or serving a notice of assessment in an electronic format. A specific provision allowing for furnishing a tax return or serving a notice of assessment through an online platform (i.e. Integrated Tax Administration System), has been introduced. This provision enables and supports government efforts to enhance efficiency and effectiveness in tax administration through automation of processes. Moreover, it made provision for the transforming tax payments allocation rule. Unlike the previous system, where payments for tax where allocated in order of: tax, penalty and interest, payment will now be allocated in the following order: tax, interest and lastly penalty. This approach to

tax payment allocation lessens the tax burden on and improves the ability of taxpayers to settle arrear taxes. The new rule is equally applicable to tax payments pertaining to Value Added Tax. Lastly, it focused on strengthening thin capitalization rules. A limitation (of 3:1 ratio) in respect of tax deduction for interest incurred on intercompany loan has been introduced. An interest expense for subsidiary on a loan received from a parent would be limited to a deduction not exceeding a ratio of 3:1, if the parent owns at least 25% shares of such subsidiary or entitled to at least 25% of the profit or dividends of such subsidiary. This provision is introduced to prevent companies within Groups from shifting profits from Namibia to tax haven countries, the ministry said.

skom says it appreciates the “tough decision” made by the National Energy Regulator of South Africa (Nersa) to hike electricity tariffs by more than 18% and

12% in the next two financial years respectively, adding that it “recognises the pressures this determination will place on consumers”. In a statement responding to the

shock tariff decision, which was announced by the regulator late on Thursday, Eskom CFO Calib Cassim said the revenue determination for the financial years 2023/24 and 2024/25 would “positively contribute from a financial and sustainability point of view and allow a further migration towards a price level that reflects the efficient cost

of producing electricity.” The decision follows a court order requiring Nersa to undertake the necessary regulatory steps to assess, consult and make a determination on Eskom’s revenue application in time for the first hike to be implemented in April this year. Eskom said it noted the tempering of the volume of diesel for the operation of open cycle gas turbines to a load factor of 6% - as compared to the 12% load factor stipulated in its revenue application. In announcing the tariff decision, the regulator said the hikes were conditional upon Eskom ramping up efficiencies in areas within its control, such as plant performance. “It is evident that both Eskom and Nersa are aligned that every effort needs to be made to improve the energy availability factor at Eskom power stations,”

the utility said, noting that the shortage in capacity is due to both Eskom performance and delays in the Independent Power Producers projects which need to be addressed. “Nersa has reconsidered capital-related costs when compared to the previous decision. This significantly contributes to allowing for Eskom to recover costs related to debt commitments.” Eskom said it awaits the reasons for the decision. FlySafair is second-most punctual airline

ow-cost South African airline FlySafair is the second most on-time airline in the world, according to an annual ranking by global travel data provider OAG, based in the UK. Its Punctuality League 2023 report, released last week, analysed flight data during 2022 to determine the most on-time airlines and airports in the world. FlySafair’s on-time performance of 95.3% got it the second place on the top-20 most on-time airlines in the world list. This is despite operating 47% more flights in 2022 than in 2019. The airline also had a 0.02% cancellation rate. It was only beaten by an Indonesian airline, which managed to obtain a 95.63% on-time performance. Garuda Indonesia only operated 25% of the flights they had in 2019. No other local airline could make it onto the top-20 list. FlySafair spokesperson Kirby Gordon credits two factors for the airline’s sterling performance. “First is the fact that we manage all our own maintenance, which means

we have full control over keeping our fleet in tiptop shape, thereby minimising delays due to technical issues,” he said. “The second factor is a great team with a great culture - a group of people who want to be the best in the world and who know that if they apply themselves, they can be.” Furthermore, two South African airports made the top-20 on-time list

for airports. Durban’s King Shaka International Airport took the fifth spot with an on-time performance of 89.73% and a 1.37% cancellation rate. The top four positions were taken by Japanese airlines. Cape Town International Airport obtained the 16th spot with an 87.26% on-time performance and a 1.02% cancellation rate.

COMPANY NEWS IN BRIEF PEPCO REPORTS REVENUE SURGE Steinhoff’s European discount retailer Pepco says its revenue surged by about a quarter over the key festive period, with record trading days across its brands, as it benefited from its ongoing store rollout, its status as a discount retailer in tough economic conditions, as well as a healthy stock position. Pepco, the owner of the discount Pepco and Dealz brands in mainland Europe and Poundland in the UK, said in an update on Thursday group revenue rose 27% in constant-currency terms to €1.65 billion (R30.1 billion) in the quarter to end December from a year prior, rising 24% on an actual basis which includes currency effects. Pepco added 105 new stores during the quarter, bringing its total to 4 066, and it operates in 19 territories, including the UK, Italy, Greece and across eastern and central Europe.

Steinhoff holds more than three quarters of Pepco, which accounts for about half of its revenue, and listed in Warsaw in 2021. Pepco said on its value-proposition as a discount retailer had proved successful in the current economic environment, with inflation remaining elevated across its markets, although inflation in clothing and footwear is running significantly below the headline rate. Inflation has surged across the eurozone in the wake of Russia’s invasion of Ukraine, notably pushing up energy prices, but also food prices. Sono states in his latest report that, regrettably, Gordhan has not made a decision yet. The PFMA allows for an application to be deemed as approved if there is no response within 30 days. However, SAA and its shareholder, the Department of Public Enterprises (DPE), agreed on an extension period. “We understand that the minister wrote to SAA on or about 20 December 2022, expressing a view that he was not completely satisfied with the responses to the queries that were raised by SAA [about the Mango sale],” states Sono’s report. It is also his understanding that National Treasury has indicated to SAA that it does not regard SAA’s application to the DPE as complete and would also like to have a submission made directly to it.  -Fin24

On-time performance is important, because, from a passenger’s perspective, having confidence that the airline is going to get you to your destination on time is important, especially for onward journeys,” says Bac. “Better on-time performance means improved travellers loyalty and bookings. It also means lower costs for the airline as delays have significant ramifications for scheduling of resources - for the airline and airport.” While Bac also lauds the performance on the global top-20 on-time airports list of King Shaka and Cape Town International, she says it is disappointing that OR Tambo International in Johannesburg did not make the global list, nor the top 20 on-time airports in the Middle East and Africa sub-list. She says the challenge for South Africa’s star performers will now be to keep or improve on their ratings in 2023. -Fin24

The Reserve Bank is seen by investors, business and ratings companies as one of few pillars of institutional strength in an economy hollowed out by state graft during former President Jacob Zuma’s presidency. A 2017 proposal by nowsuspended graft ombudsman Busisiwe Mkhwebane to change the bank’s official mandate and curtail its independence sparked concern before it was blocked by the courts. frican Stars, log leader and the only unbeaten team in the Debmarine Namibia Premier League (NPL), showed the depth of their playing squad in a friendly ‘tournament’ format which also involved fellow premier league clubs Tura Magic and Unam, as well as a second African Stars combination. At Unam Stadium on Saturday morning, the host team was eliminated 1-0 by the African Stars’ ‘second’ combination, with the winning goal scored by Kaejarukako Katjimune. In match two, Tura Magic were overshadowed 5-3 by the African Stars team for which Willy Stephanus, Tjahikika Mbakondja (two), Edmar Kamatuka and Katoorua Mbuenda found the goal net. Later the afternoon, Tura Magic redeemed themselves with a 4-0 win against Unam, before the ‘final’ between the two African Stars teams.

Worrying moment

A worrying moment for African Stars coach Mervin Mbakera may have been the aerial challenge to first-choice goalkeeper Kamaijanda Ndisiro, which left him needing medical attention before later being replaced. Speaking to reporters afterwards, Mbakera seemed in good spirits following the competitive match practice for his extended squad. African Stars is scheduled to travel to the north this coming weekend for the resumption of the NPL season, facing Life Fighters at Otjiwarongo on Saturday before their Sunday appointment at Rundu against Julinho. Life Fighters are currently second on the NPL log (15 points from five wins and two losses), just four points behind leaders African Stars. Julinho is in seventh spot, jointly on 11 points each with Civics (fifth) and

Shilongo hopeful for future amid SuperSport United split LIMBA MUPETAMI

In a sad end, Namibian international footballer Benson Shilongo has parted ways with SuperSport United. The Namibian international joined the Tshwane outfit last September and is understood to have put pen to paper on a twoyear contract at the time, but was still waiting to make his official debut. Benson confirmed the news, describing the situation as “sad” but adding that he is hopeful for the future. The Brave Warriors forward is still in South Africa and is still training with SuperSport for a while, hoping another opportunity will arise. SuperSport United CEO Stan Matthews also confirmed to SABC Sport that they have parted ways with Shilongo. He explained that a matter involving the forward and his former club, Egyptian side Ismaily, appeared to not have been resolved to pave the way for his second stint in the Premier Soccer League. Shilongo spent two years at the now defunct Platinum Stars before moving to North Africa in 2018 to initially join Pyramids and then later Ismaily.

“We agreed upfront with Benson that we would want to bring him on board only after his matter with his previous club was finally settled. Unfortunately, that matter has dragged on longer than expected and will now only be heard later in the year, so we have agreed that it’s best for both parties that Benson explore other options and we can reassess things when his case is settled,” Matthews told SABC Sport. The reason for Shilongo leaving Ismaily in December 2021 was due to the club failing in their commitment to pay his salary. He transferred to Israel for a few months and it was thought he was cleared to subsequently move on and return to South Africa with SuperSport. “Benson has been super professional and dedicated throughout his time training with us and it’s frustrating and unacceptable really that any player should have a matter drag on for well over a year without being fully resolved through the dispute resolution structures in place. “We hope he can get on with his livelihood and playing the game he loves soon,” Matthews said. – Additional information SABC SPORTS

Last year, the playground was renovated by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), in collaboration with City of Windhoek, in order for children to continue playing in a safe and fun space. he inaugural United Arab Emirates (UAE) International League T20 (ILT20) tournament commenced over the weekend in Dubai - much to the enthrallment of cricket fans. It’s not all good news, though, with 27-year-old JJ Smit revealing to Sport Wrap that he withdrew from the tournament because of an injury to his left knee. “I hurt my left knee a few years ago and have been playing with the injury ever since. It is serious and I’m going to be on the sidelines for about six months,” he said. The ILT20 will see several of the world’s leading players competing in six teams over the next month. Even though Smit will not be featuring, cricket fans can, however, still expect to see other Namibian players such as Eagles captain Gerhard Erasmus and David Wiese featuring in the inaugural league. Both are signed to Gulf Giants.

This year will see some of world sport’s biggest events feature in a bumper calendar year. When it comes to Namibian athletes and their participation, I really want to see the likes of Christina Mboma, Beatrice Masilingi, Sade de Sousa and Veja Hinda do well. I hope boxer Jeremiah Nakathila will get a world title shot. I would also love to see growth for other boxers such as Charles Shinima, Philipus ‘Energy’ Nghitumbwa, Alfeus ‘Mosquito’ Shaanika, Harry Simon Jr and Flaime Nangolo on a bigger stage. The main objective of the league is to provide the opportunity to the native developing UAE players to take their game to the next level while playing with worldclass players. to step out and back up their trash talk. They are young, but it would be exciting to see them fight worthy opponents - this will show that they have what it takes. When it comes to football, the likes of Steven Damaseb and Prins Tjuiza are now the future of the Brave Warriors. I hope more players like them can be brought into the set-up. We need to revamp the Warriors squad, but that can only happen if the team gets a chance to take part in friendly matches and so forth. In terms of the Namibia Football Association, I beg for stability and cohesion. I further hope MTC will spread its wings and continue to bless other sport codes, and I’d love to see other cor-

porate companies follow suit. I hope that the women;s and men’s senior indoor hockey teams bring medals home from Pretoria’s Indoor World Cup. Furthermore, seeing the national rugby team win a match for the first time on a World Cup stage is something I really hope to witness. In addition, I hope that the Debmarine Premiership gets better in terms of organising and disseminating news, and that the way players are treated improves. I’m hoping for a bigger and better sponsorship for para athletes in order for them to perform on a bigger stage. All in all, I pray that this year’s sports calendar is exciting and that Namibia can thrive. man of absolute “character, courage and vision”. This is how former Springbok and ex Western Province coach Dawie Snyman paid tribute to the late Dougie Dyers last week. Dyers, a former Springbok rugby selector who left a legacy in WP and South African rugby before and after unification in 1992, died last Tuesday at the age of 85. Dyers was also a founding member of Kudus Rugby Club in 1961, the Walvis Bay-based club said in a tribute posted on its website following his death. To this day, Kudus remains a strong competitor in the Namibia Rugby Union premier league and a regular contributor of talent to national teams. “Our thoughts are with his family, friends and loved ones in this very difficult time. May you find solace in the memories of ‘Oom’ Dougie and the knowledge that he was a true pioneer in South Africa. We as Kudus Rugby Club Salute you.”

participate in the annual Craven Week tournament in Stellenbosch. “This was 10 years before Nelson Mandela was released. We did not have the approval of the university, the WP Rugby Union or the South African Rugby Board. We nevertheless proceeded and after that, it was never the same,” Snyman said. Before unification, Dyers was connected to the SA Rugby Federation, a coloured governing body which in the apartheid years worked together with the SA Rugby Council, under the leadership of Craven, to pursue nonracialism in the game.

Paved the way

As a pioneer across racial boundaries, Dyers was appointed in 1971 as the first captain of a national team of colour to leave South Africa’s national borders when he led the Proteas on their European tour in 1971. The following year, he was also the captain of the Proteas in a match against England – the first international match on South African soil where coloured and white players

played against each other. In 1974, he was also the Proteas’ captain in a match against the British and Irish Lions. Administrators and players who were connected to the federation were sharply criticised from the ranks of the then non-racial South African Rugby Union for their cooperation with the “white” governing body. “He had a different political vision, not necessarily a different goal, about the path he had to walk to get to the destination. He, like John the Baptist, paved the way for South Africa to be able to undergo the transformation we have had since,” Snyman put it into perspective. “It was a choice of two political paths. One was a revolutionary path and the other one of cooperation. Dougie walked the path of cooperation. “Dougie and Dr Craven are the two people who were the core in terms of the practical implementation of white, brown and black people being able to play rugby together.”

The first two one-day premier league matches for 2023 took place on Saturday in Windhoek, where AMH Motor Holdings’ WHS Old Boys Cricket Club 1 and the MR24/7 Welwitschias 1 bagged two valuable league points each towards the white ball championship. At Vegkop Stadium, Old Boys hosted Imperial Wanderers 1, taking revenge with a comprehensive fivewicket victory over the White Stallions. Wanderers batted first with Niko Davin, Lo-han Louwrens, Karl Birkenstock, Nyasha Nyasha and Michale Durant (not out*) contributing 63, 28, 24, 29 and 29* runs respectively towards their score of 214 for the loss of seven wickets in 50 overs that included 15 extra runs. For Old Boys, Shaun Fouché took two wickets for 48 runs in 10 overs, Donovan Zealand 2/45 in 10 and Malan Kruger 2/29 in seven. However, it was Zhivago Groenewaldt’s excellent spell of 1/20 in 10 that made him man of the match. He also bowled three empty overs when the visitors could not score a single run. Old Boys’ runs came from the willows of Fouché (27), Divan la Cock (36), Kruger (48), Zane Green (36), JP Kotzé (26), Gerhard Janse van Rensburg (12*) and JW Visagie (8*) to reach 220/5 in 38 overs with

72 balls to spare. Wanderers conceded a whopping 27 extra runs. For Wanderers, Danie van Schoor took 3/31 in seven overs, Christiaan Delport 1/29 in three and Davin 1/11 in two. Birkenstock did not take a wicket, but the 3.78 runs he conceded in his nine overs made him the most economical bowler after Groenewaldt.

Trustco United (156/9) vs Welwitschias (202/10)

The Welwitschias batted first and saw batter Samson Chivi (105) scoring more than half of his side’s runs (202/10 in 38.3 overs) to scoop up the man of the match award. Their tally included 33 extras to beat the home side by 46 runs. Michael van Lingen (4/31 in 10), Handré Klazinga (3/53 in 7.3), KC Griffiths (1/29 in eight), Ramsay McDonald (1/12 in three) and Melrich Robyn (1/11 in four) took wickets for United. McDonald (31), Henry Hayes (20), Van Lingen (24), Hendrik Van Der Walt (15), Klazinga (14) and Dickson Vambe (15) as well as 26 extras contributed towards United’s total score of 156 all out in 37.4 overs. The Welwitschia bowlers Simon Shikongo with 4/29 in 10 and Justus Hangula (2/22 in 7.4) were deadly on the attack, while John-Eric Thierauch, Junior Kariata and Ricardo Strauss contributed one wicket each.  - [email protected]

In a game that seemed to have everything - including a red card for England international Henry Slade and a change of referees as Mathieu Raynal pulled a hamstring on the 50thminute mark - the Bulls outscored Exeter six tries to four to rack up a solid victory and take revenge for their loss at Sandy Park last month. But the bonus point Exeter picked up late in the game will be valuable for them as they moved above the Bulls on the current log in pool A, with the Bulls sitting fourth now and taking a massive step towards qualifying for the play-offs with the victory.

anchester City defender Manuel Akanji says Marcus Rashford was clearly interfering with play in the lead-up to Manchester United’s equaliser in their Premier League match on Saturday. City defenders tracked Rashford’s run from an offside position as he

chased the ball for 30 metres before Bruno Fernandes stepped in at the last second to score. The linesman raised his flag for offside, but referee Stuart Attwell awarded the goal, allowing United to mount a comeback and win 2-1. “Fernandes tells him he’s not in an offside position and he can shoot. That’s when he stopped and for me it’s a clear interference,” Akanji told

Viaplay. “I understand he didn’t touch the ball. But what I always thought the rule was if you chase the ball and your intention is to play the ball... it’s clearly offside, but the ref decided it’s not.”

‘No doubt’

United’s Luke Shaw told Sky Sports that the City defender covering Rashford was not able to reach the ball. “Rashy obviously made the run but I think the player who was with him, I don’t think was going to be able to get the ball anyway,” he said. “I don’t

think he actually did interfere at all. “I think Rashy was clever to know that Bruno was there and leave the ball. For me, it was a goal.” Former English referees chief Keith Hackett said there was “no doubt” Rashford was interfering with an opponent. “To allow Bruno Fernandes’ goal to stand is total nonsense. If we do not call that offside, then the offside law is an ass,” he wrote in The Telegraph. “They will argue that he [Rashford] has to touch the ball to be active. The law is awful and requires a complete rewrite.”
