Verhoging van pensioene vertraag

Ek moes vyf partytjies saam met ander lede doen as deel van my opleiding, maar is ná my tweede een al alleen na geleenthede gestuur.” Ná sy haar studies voltooi het, het sy verder kinders vermaak en ondervinding opgedoen. In 2018 is sy getroud en het sy teruggetrek na Namibië. “Ek was egter mal oor die werk en wou daarmee aangaan. Mettertyd het ek begin om die kostuums bymekaar te maak. Ek het sommiges van oorsee af bestel en ander het ek self gemaak.” Weens haar twee swangerskappe en die Covid-pandemie het die besigheid vir ’n paar jaar stilgestaan. In Januarie 2022 het sy dit begin bemark en die besigheid is aan die groei. “Ek doen al my karakters en vermaak self, met die hulp van my jonger sussie en my broers wat my soms uithelp. ring van ’n plaaslike owerheidsraad oop vir die publiek sal wees, behalwe met betrekking tot aangeleenthede wat verband hou met aanstellings en enige aanbod wat deur die raad gemaak moet word deur middel van tenders of die aankoop van enige eiendom. “Die Hentiesbaai plaaslike owerheid streef daarna om ’n oop, deursigtige en akkommoderende entiteit te wees wat alle Namibiërs verwelkom om eiendom in die dorp te koop.”

ONTWIKKELING Die burgemeester van die dorp, Lewies Vermaak, het gesê Hentiesbaai moet ontwikkel word. “Ons is ’n Klas 2-munisipaliteit en ministeriële goedkeuring is aan ons

verleen om grond te verkoop. Ons het vasgestel om dit teen N$15 per vierkante meter te verkoop. Die ontwikkelaars moet ook verseker dat alle vereiste dienste ten volle verskaf word. Sodoende kan ons uiteindelik ’n Klas 1-munisipaliteit word.” Vermaak het verduidelik sodra grond ontwikkel is, sal dit geld vir die munisipaliteit genereer. “Mense moet verstaan grond in enige munisipale gebied is waardeloos tensy dit ontwikkel word. “Ons het geld nodig om dienste soos byvoorbeeld padinstandhouding te verskaf en sal eers fondse hiervoor kan genereer sodra mense begin gebruik maak van dienste wat deur die munisipaliteit op ontwikkelde grond verskaf word.” – [email protected]

Die saak sal nou na die hooggeregshof geneem word vir ’n aansoek om die besit van die gebou te verkry om die projek te voltooi,” het sy verduidelik. Die minister het ’n begroting van N$599 miljoen voorgestel.

oses Nghitotelwa word elke oggend vyfuur wakker om vir sy twee uur lange staptog na die Oshikunde Gekombineerde Skool in die Ohangwenastreek voor te berei. Moses is een van talle leerlinge wat daagliks dié afstand skool toe moet stap. Dié 19-jarige stap elke dag vanaf die dorpie Omhito na die skool om sy droom te verwesenlik om eendag ’n onderwyser te word. Moses woon alleen in sy oorlede ouma se huis. Hy sê hy gaan slaap gereeld honger en dit het ’n negatiewe impak op sy studies. Hy word soms gedwing om by sy bure om hulp te gaan aanklop. Hy het aan Republikein se susterkoerant, Namibian Sun, gesê hoewel sy ma in dieselfde dorp bly, is sy met ’n ander man getroud. “My ma sorg nie vir my nie. My tannie van Walvisbaai stuur vir my kos met ’n bus. Ek weet net my pa is in Ondangwa en ek het hom laas gesien toe ek 11 jaar oud was,” het hy vertel. Moses sê hy is gemotiveerd om eendag ’n wetenskaponderwyser te word. Die onderwysers by sy skool het hom geïnspireer en hy wil ’n beter toekoms

vir homself skep. Hy wens dat hy in die skool se koshuis kon woon wat tans meer as 200 leerlinge van omliggende gemeenskappe huisves. “Ek was verlede jaar in die koshuis. Een van die onderwysers het my koshuisgeld betaal, maar vanjaar kon ek dit nie bekostig om die fooie te betaal nie,” het hy gesê.

TALLE ANDER LEERLINGE Die Ohangwenastreek se onderwysdirekteur, Isak Hamatwi, het aan Namibian Sun gesê hy is onbewus van hierdie spesifieke leerlinge wat sulke lang afstande stap, maar dat sommige afstande verminder word namate nuwe skole opgerig word. Hy het bygevoeg die bou van nuwe skole dui daarop dat die kwessie aandag geniet. Die skoolhoof, Hoster Simasiku, sê die meerderheid van die leerlinge wat nie in die koshuis is nie, stap daag-

Moses het leerlinge wat in dieselfde situasie as hy is, aangemoedig om nooit moed op te gee nie en vorentoe te kyk, goeie dinge sal uiteindelik kom. Hy het ook ’n beroep op barmhartige Samaritane gedoen om hom by te staan met wat hulle ook al kan, om sy lewe makliker te maak.

ie Namibiese Uitsaaikorporasie (NBC) het die hoërhof in Windhoek genader in ’n poging om ‘n klag teen hom tersyde te stel. Die klag het betrekking op ’n Talk of the Nation-uitsending oor Reconnaissance Energy Africa (ReconAfrica) se olie- en gaseksplorasie in die Kavangostreke. Die media-ombudsman, John Nakuta, het ná die betrokke uitsending op 29 Maart 2021 ’n klag ontvang dat die program betaalde inhoud van die ministerie van myne en energie bevat het, wat slegs individue van die staatsektor ingesluit het. Die betrokke uitsending het glo versuim om ander standpunte oor ReconAfrica se bedrywighede in Namibië in te sluit. Die verhoorkomitee oor mediaklagtes het ná ’n openbare verhoor en hersiening deur die media-appèlkomitee bevind dat die program wel eensydig was. NBC versoek nou ’n bevel van die

ding ’n betaalde advertensie was wat as nuus voorgelê is nie, het hy uitgelig. Verder beweer Similo dat die media-appèlkomitee ’n fout gemaak het deur die appèl van die hand te wys. Die media-appèlkomitee het in sy uitspraak gestel dat hulle die program gekyk het en tot die gevolgtrekking gekom het dat die program eensydig was. Die NBC sê hulle het geen versoek ontvang om die uitgesaaide materiaal aan die media-appèlkomitee te verskaf nie. “Die media-appèlkomitee se besluit is deurspek met onreëlmatighede deurdat dit bewyse oorweeg het wat nie behoorlik voor dié komitee geplaas is nie. Anna Shiweda, adjunk-landbouminister, het dit in haar begrotingsmotivering gesê en bygevoeg dat die veebedryf steeds een van die hoekstene vir die meerderheid Namibiërs se lewensbestaan is. Deur Namibië se doeltreffende veeartsenydienste verseker die land marktoegang vir sy beesvleisprodukte om na nismarkte soos die Verenigde State, China, Noorweë en die Europese Unie uitgevoer te word, het sy gesê. “Die regering het eweneens in veewaardeketting-infrastruktuur in die NCA belê om die ekonomiese potensiaal vir veral landelike gemeenskappe en sy produsente te ontsluit.”

ONGEËWENAAR In dié verband het die Katima Mulilo-abattoir weer in 2021 operasioneel geword en – vir die eerste keer in Namibië se geskiedenis – het beesvleisprodukte van die NCA streekmarkte soos Ghana, Angola en die Demokratiese Republiek die Kongo (DRK) bereik onder kommoditeitsgebaseerde handel en “met ongeëwenaarde kwaliteit en veiligheid.” Vir die 2023-’24-boekjaar sal die ministerie fokus op die verkryging van verskeie dosisse entstowwe, en jaarlikse inentingsveldtogte en plaasinspeksies onderneem volgens die beste internasionale standaarde. Die ministerie sal ook diagnostiese materiaal aanskaf en die instandhouding van die sentrale veeartsenylaboratorium ondersteun. Volgens haar sal ’n haalbaarheidsassessering vir die uitbreiding van die Vlak 3- bioveiligheidlaboratorium by die sentrale veeartsenylaboratorium ook onderneem word vir die vestiging van kapasiteit vir plaaslike entstofproduksie in die toekoms. Verder sal die bou van en opknappings by veeartsenyklinieke begin om aan die vereistes van die veterinêre raad te voldoen, en vir doeltreffende lewering van dienste in verskeie streke van die land. Sy het gesê die beesvleiswaardeketting sal in die NCA ontwikkel word om die ingebruikneming van abattoirs moontlik te maak, terwyl konstruksie by die Ongwediva-vleisverwerkingsaanleg voltooi sal word. Die voorgestelde begroting is N$1,75 miljard.

Ons leef in ’n vinnig veranderende wêreld, maar die mens is nie altyd gemaklik met al die veranderinge wat om hom plaasvind nie. Dit stel ons bloot aan die onbekende en soms die ongemaklike waarmee ons nie gekonfronteer wil word nie. Maar, wat is verandering nou eintlik? Eenvoudig gestel is verandering die vervanging van iets met iets meer doeltreffend en meer kostedoeltreffend. Net eers die volgende. Eerstens, moet dit wat ons in die toekoms deur hierdie proses wil bereik, duidelik wees. Tweedens moet die transformasieproses gerig wees op hierdie doelwitte. Derdens is dit ’n kollektiewe proses; almal moet inkoop. Laastens moet die veranderingsproses behoorlik bestuur word. Die privaat sektor blyk heelwat suksesvol hierin te wees terwyl die staatsektore maar ’n bietjie sukkel. Sedert onafhanklikwording in 1989 het onderwys al heelwat veranderinge ondergaan. Daar moes natuurlik dringend van die pre-onafhanklikheidsbeleide ontslae geraak word. Die skoolstelsel, onderwysopleiding, kurrikula, onderrig en leermateriaal het radikaal verander. Ons toelatingskoerse het gestyg, meer fasiliteite is voorsien en baie meer onderwysers is aangestel. Baie werkswinkels en konferensies is gehou waar behoeftes uitgewys is en rigting bepaal is. Maar, daar is nog baie areas wat gehalteonderwys nog pootjie en dit lyk asof sommige areas net nie uit die blokke kan kom nie. Behalwe dat nie almal die laaste graad bereik nie, is die prestasies van diegene wat wel daarin slaag, maar baie power. Daar is nog ’n groot gaping tussen die toelatings- en konstruksiekoerse en ons sukkel om die onderwysbeloftes wat in die Grondwet gemaak word, behoorlik na te kom. Nou, waar lê die probleem dan? Een van die moeilikste olifante om uit die voorkamer te kry, is die gebrekkige begroting. Die geallokeerde bedrae

is te min en dit sit ’n kettingreaksie aan die gang; klaskamers is te min, leerling-klaskamer- en leerling-onderwyser-koerse is te hoog, baie skole kla nog oor onderrig- en leermateriaal en die landelike skole het nie die nodige akkommodasiegeriewe nie. Hierdie retoriek hoor ’n mens jaar na jaar. ’n Ander olifant wat moeilik is om uit die voorkamer te kry, is kostedoeltreffendheid. Hoe kostedoeltreffend is ons? Kry ons die verwagte waarde vir ons geld sonder om tyd, energie en bronne te vermors? Werkwinkels wat onder andere ten doel het om gehalteonderwys met beskikbare bronne te bevorder, het dikwels net die teenoorgestelde effek. Ek wonder dikwels of die kostes wat aangewend word om hierdie indiensopleidingprogramme aan die gang te hou, ooit opgeweeg word teen die werklike uitkomste. En ook, of daar al deeglike ontledings van geleentheidskoste (“opportunity cost”) gemaak is. En, wanneer die deelnemers terug is by hul onderskeie diensstasies, of hulle die nuut verworwe kennis met ander deel. En, is daar al ’n kostestudie onderneem om te bepaal of die onderwyskonferensies die vrugte afgewerp het? Die laaste konferensie het ’n stryery oor universiteitstoelating tot gevolg gehad, wat ontaard het in ’n aanval op die onafhanklikheid van die universiteit. En dan, die instandhouding van skoolameublemente! Hier is ’n onderwyseres op ons dorp wat dit op haarself geneem het om, met die hulp van leerlinge, ameublemente te herstel. Merkwaardig! By die streekkantoor, ’n hanetreetjie van hierdie skool, lê ’n paar honderd stoel- en lessenaarrame op die agterwerf. Hierdie “wrakke” kon al teen minimum koste herstel gewees het. Oor die natuur het iemand laat val: “One reason nature is efficient, is because there is no waste. Everything produced creates value for others and is consumed by others on the basis of value.”

TANJA SÊ MAAR NET WIL JY REAGEER? Okaukuejo-kampeerplek – ja of nee?

Ons het onlangs vir vier nagte by Okaukuejo se kampeerplek uitgespan. Net voor ons vertrek uit Windhoek het ek weer ’n gesprek op Facebook gesien oor die toestand van NWR se kampeerplekke. Iemand het gevra hoe die geriewe in Okaukuejo lyk en soos gewoonlik het daar ’n storm losgebars van mense wat meestal negatiewe kommentaar gelewer het. Hulle het die persoon aangeraai om liewers buite Etosha te kamp en dan daagliks in te ry. Ek moet sê ek was bang, maar het vinnig agtergekom dat dié vrees totaal onnodig was. Die kommentare was totaal ongegrond en die mense waningelig. Die personeel, van die ontvangs, die skoonmakers, die wagte, en die dame in die winkel, was ontsettend vriendelik en as hulle gehoor het jy is ’n Namibiër, het hulle die Engels

gelos en begin Afrikaans praat. Dan is daar éérs lekker gesels. Elke oggend wanneer ons ons daaglikse ys gekoop het, het hulle ons ingelig waar mense verskillende wildspesies gesien het. Die kampeerterrein is skoon en netjies. Ons was vroeg daar en het plek onder ’n reuse-akasia gekry. Elke oggend was die man daar en het die braaiplek skoongemaak. Die roosters by elke braaiplek was ook in ’n goeie toestand. Ek was al by privaat plekke waar daar geen rooster of een met gate was. Mense word versoek om hul vullis in verskillende dromme te gooi. Daar is een vir onder meer plastiek, metaal en glas. Meeste mense doen die regte ding, maar daar is mos altyd die uitsondering. Elke oggend kom die werkers en sorteer die vullis in die regte dromme. Hulle is nie nors nie - inteendeel, jy word nog steeds met ’n hartlike “goeiemôre” gegroet.

Die storte en toilette is skoon en word gereeld skoongemaak. Ja, daar is tekens van verval, maar dit beïnvloed nie die werkende toestand van geriewe of die skoonheid nie. Die probleem is die kampeerders. Ek het nog nooit sulke vuil toilette gesien nadat die kampeerders (vroue!) die oggend daardeur is nie. Toiletrolle lê langs die vullisdrom. Stukkies toiletpapier lê die vloer vol. Die toilet is verstop, maar dit keer niemand om dié toilet te gebruik nie. Dit is vieslik. Ons het dit aangemeld en die werker het die boodskap onmiddellik deurgegee en dieselfde dag is dit reggemaak. Sy het selfs die moeite gedoen om na ons toe terug te kom en vir ons te sê dat die probleem opgelos is. Aandete in die restaurant het uit ’n keuse van een voorgereg, drie hoofgeregte en drie nageregte bestaan. Een van die nageregte was selfs ‘n “independence chocolate cake”.

Die eland-biefstuk was uit die boonste rakke en so ook die pepersous. Op die spyskaart was rys en geroosterde aartappels. Ons het gevra of ons dit dalk met skyfies kan vervang en ons kelnerin het met ‘n glimlag gesê sy sal met die sjef praat en hy het ingestem. Die volgende oggend was die ontbyt net so aangenaam, net soos wat jy by enige lodge buite die park sou ontvang. Niemand sit en doen niks nie. Jy sien selfs dat die vorige aand se kelners buite vee en die onkruid uitskoffel. Ek weet regtig nie waaroor mense kla nie. Die werkers probeer hul bes met dit wat hulle tot hul beskikking het. As elke besoeker net sy kant wil bring, sal daar ook nie rede wees om te kla nie. Okaukuejo se kampeerplek en sy mense, julle sien my beslis weer.

he Meat Corporation of Namibia (Meatco) set up a Meatma outlet in Walvis Bay and officially announced its arrival at the coast on Friday. Meatco board director Shiwana Ndeunyema said the business opening at Damara Court 4 in Mbabane Street, Kuisebmond, is a remarkable moment for the company and the community of Walvis Bay. “Namibian beef doesn’t just look good, it tastes good. We are going beyond just procuring cattle, processing and selling it in raw material forms. We add value to our raw materials and that is why we are here today. We do not only sell products to customers but also set up retail outlets to ensure that we facilitate value addition and beneficiation to our raw materials. “In doing so, we are creating employment opportunities for Namibians.”

EAT MEAT The initiative aims to promote local beef consumption. “The biggest and largest market realization is facilitated through your lucrative markets in Norway and the European Union. Meatco is, however, committed to ensuring local consumption and that Namibians can enjoy the premium taste of our own beef sector, despite the fact that we might not necessarily get the highest yield in terms of the realization from the local market.” Products that will be sold at the outlet will come from cattle procured in northern communal areas. “This creates an additional opportunity for these farmers to participate in the local market,” Ndeunyema highlighted. Meatco CEO Mwilima Mushokabanji add-

ed that the state-owned enterprise wants to achieve food and nutritional security and is happy to contribute directly to this objective. “We do not want the residents of Walvis Bay to only consume fish, but diversify their eating habits. We are the only certified export abattoir of meat in Africa that can export beef into advanced and emerging economies. We are exporting to China, the UK, Ghana, and Angola and can also export to the USA.” Mushokabanji said people always question why Meatco is taking the premium cuts out of the country with Namibians losing out. “We addressed that and now bring you the best in Walvis Bay. TASTY PROTEINS Martina Kröller, the marketing manager of Meatco and the person in charge of the shop, said the company is happy to bring its products produced by Namibians and for Namibians to the Erongo region. “We saw the niche market and decided on the move in order to come closer and bring tasty proteins to the people. “We have the bestselling Meatma products including the chakalaka wors, holiday braai wors, and traditional Meatco products such as tripe. We hope to serve and satisfy the taste of our coastal clients and we are certain that we will also serve their pockets.” Astrid Vries, the shop’s first customer, was overjoyed. “This is the best thing that could have happened. The steenbras are on the bite while Die Walle, Maketus Turn and Mile 72 produced some decent steenbras. Mile 68 also provided the odd big kob amongst the fierce fighting spotties. Clinton Barnard went fishing at Mile 68 targeting sharks. He used mullet as bait which is the preferred bait of spotties and a size 7/0 circle hook with a dingle dangle. Clinton succeeded in landing seven spotties and a steenbras

for the day. That is a great days fishing with some great pulling power required from the sharks. All fish were released to fight another day. The seas are calm giving anglers a pleasant experience on the beach whether the fish are biting or not. The weather was also awesome with mild winds and many anglers having a braai on the beach. Nothing that beats a good day along the coastline. The ski boats went out over the weekend and returned with some kob. There was however no fireworks but they were getting them all day long with the size varying from just size till 8kg. The bigger kob were however scarce.

ie Namibiese Eagles se oorwinning teen Kanada was gister te min en te laat om hul bas te red in die uitduntoernooi vir die Wêreldbeker-kwalifiserende geleentheid in Junie. Die Verenigde State van Amerika het verseker dat hy in Junie een van die mededingende spanne in Zimbabwe sal wees wat steeds in die wedloop na die Wêreldbeker in Indië is, met die Verenigde Arabiese Emirate ’n sterk gunsteling om vandag ook sy deur-

braak bo alle twyfel te bevestig met ’n sege teen Jersey. External shocks could weigh on growth

The Bank of Namibia projects economic growth to moderate to 3% in 2023, from 4.6% recorded in 2022. PHILLEPUS UUSIKU onetary policy tightening globally, high costs of key import items and load shedding in South Africa could weigh on Namibia’s growth prospects. The Bank of Namibia (BoN) highlighted these factors as key risks to domestic growth.

According to the Namibia Statistics Agency (NSA), the domestic economy expanded by 4.6% in 2022. The BoN projects economic growth to ­moderate to 3% in 2023, while the ministry of finance estimates the domestic economy to grow by 3.2% this year. Fin24 recently reported that the US Federal Reserve raised its benchmark lending rate by 25 basis points from 4.75% to 5% as it sought to strike a balance between curbing high ­inflation ­ and averting further upheaval in the commercial banking sector.

In addition, the South African Reserve Bank (SARB) last week raised the repo rate by 50 basis points from 7.25% to 7.75%. At the first monetary policy announcement in January, SARB increased the repo rate by 25 basis points from 7% to 7.25%. The prime lending rate in South Africa currently stands at 11.25%. South Africa’s annual consumer inflation rose for the first time in four months, edging to 7.0% in February from 6.9% in January, according to Stats SA. The South African Reserve Bank’s monetary

policy committee prefers to anchor inflation expectations close to the 4.5% midpoint of its target range of 3%-6%. Namibia has close economic ties with South Africa as the local currency is pegged to the rand. At the first monetary policy announcement for the year in February, the BoN increased the repo rate by 25 basis points from 6.75%. The repo rate in Namibia currently stands at 7%, while the prime lending rate stands at 10.75%. Inflation increased to 7.2% in F ­ ebruary from 7% recorded in January. The next monetary policy announcement is expected to take place this month.

External shocks FROM PAGE 1 Credit uptake

According to Simonis Storm, credit growth increased by 3.1% year-on-year by the private sector in February 2023, compared to 2.6% year-on- year in the prior month. Credit growth remains below the 6-month moving average, which indicates that credit uptake is on a slowing trend. Credit uptake was primarily driven by households, rising by 5.0% year-on-year in February 2023, compared to 4.9% year-onyear in January 2023. The biggest drivers of household credit growth were other loans and advances which increased by 17.8% year-on-year, and overdrafts as well ­mortgages which both increased by 2.8% year-on-year. Other loans and advances typically include credit card and personal loan debt instruments. Corporates, especially those in the manufacturing, wholesale, and retail sector, were mainly net repayers on their debt in the same month, leading only to a marginal increase of 0.4% year-on-year in ­February 2023, compared to -0.6% year-on-year in January 2023. Corporates were mainly net re-payers on mortgages which increased by 5.1% and overdrafts by 3.0% year-on-year. “Despite higher repo rates, together with rising inflation, we do see that credit uptake

is on a slow upward trend. Based on the recent short run trend in inflation, we anticipate that BoN will implement another repo rate hike of at least 25 basis points at their next meeting. This forecast is consistent with the BoN’s stance that repo rate hikes will continue until inflation rate lowers to 6% year-on-year. Inflation was recorded at 6.9% year-on-year in December, 7.0% year-on-year in January 2023 and 7.2% year-on-year in February 2023,” Simonis Storm said. IJG Securities noted that credit uptake by individuals recorded notable growth as well on the back of a N$91.8 million month-onmonth increase in mortgage loans. “While the uptick in the year-on-year growth rate is positive, it has been trending well below inflation since May 2020, meaning that we have not seen positive private sector credit extension growth in real terms for two-and-a-half years now.” In addition, credit uptake by corporates has been particularly lacklustre since June last year, with only short-term ‘other loans and advances’ and instalment credit exhibiting positive growth on an annual basis, IJG said.

Import costs

The BoN also views high costs of key import items as a key risk to growth prospects of the domestic economy. According to the NSA, Namibia’s N$10 billion import bill in January 2023 was mainly driven by petroleum oils sourced from Saudi Arabia, Malaysia and Singapore. Similarly, Namibia’s N$8.5 billion import

bill in February 2023 was also driven by ­petroleum oil, mostly sourced from India, the United Arab Emirates and Italy. Fin24 reported that major oil powers led by Saudi Arabia announced a surprise production cut of more than one million barrels p ­­ er day, calling it a “precautionary” move aimed at stabilising the market. The reductions, on top of a Russian decision to extend a cut of 500 000 barrels per day, and despite US calls to increase production, risk stoking inflation and pressure to raise interest rates. Cuts by Saudi Arabia, Iraq, UAE, Kuwait, Algeria and Oman from May to the end of the year will top one million barrels per day – the biggest reduction since the OPEC cartel slashed two million barrels per day in October. Russia, a leading member of the OPEC cartel, said it was also extending an existing cut of 500 000 bpd to the end of this year, describing it as “a responsible and preventive action”. A Saudi energy ministry official “emphasised that this is a precautionary measure aimed at supporting the stability of the oil market”, the official Saudi Press Agency said. The cuts follow a drop in oil prices triggered by jitters over the banking sector, following the collapse of US lender SVB and UBS’s hurried buy-out of troubled rival Credit Suisse, UAE-based oil expert Ibrahim ­al-Ghitani told AFP. Brent crude oil prices, trading just below US$80 a barrel late last week, should bounce to above US$80 as a result of the reductions, he said,

calling prices below $80 “unacceptable” for OPEC. Meanwhile, the ministry of mines and energy announced that fuel prices will remain unchanged for the month of April.

Load shedding

Potential spillover of electricity cuts in South Africa to Namibia could also weigh on the domestic economy. Namibia heavily depends on South Africa for imports. According to the NSA, Namibia’s import bill stood at N$8.5 billion in February 2023. During the month under review, the top five import markets for the country accounted for 75.8%, in first position was South Africa with a percentage share of 46.2%. Fin24 recently reported that South Africa posted a current-account deficit for the first time in three years in 2022 as imports ­increased and power shortages and rail constraints curbed exports, heightening the ­nation’s vulnerability to external shocks. According Simonis Storm, Namibia’s live exports decreased by 16.9% year-on-year in February 2023 due to lower demand for weaners from South Africa. Prices for live animals at auctions have been decreasing due to a decrease in demand as a result of load shedding. South African farmers struggle to slaughter live animals and retailers struggle to store finished meat products in freezers or fridges due to electricity supply disruptions. Should electricity supply issues be resolved, farmers will have excess stock to sell and so prices could drop even further, Simonis Storm said. – [email protected]

hina’s billions of US dollars in global investments and infrastructure projects seem to be paying off politically and economically. Just recently, Honduras signalled it is set to cut diplomatic ties with Taiwan, having been one of the few remaining countries to recognise the island as a state. This switch of allegiances would be a coup for China, which sees Taiwan as part of its jurisdiction, but also a sign of d ­ iminishing US power in Latin America, since the US is a long-time supporter of Taiwan. China’s influence seems to be everywhere. Days before Chinese president Xi Jinping flew into Moscow to discuss the Ukraine war with ­Russia’s Vladimir Putin, China had brokered a deal between Iran and Saudi Arabia. The high-profile deal sought to re-establish diplomatic, trade and security relations between Iran and Saudi Arabia in an effort to d ­ e-escalate tensions and bring more stability to the Middle East. The agreement transforms the nature of China’s involvement in the region from one purely driven by commercial interests into a security-related cooperation that can protect its growing assets and expatriate population in the region.

Commentators see the agreement as a positive step, but wonder about the influence that Iran and Saudi Arabia can have in lessening the internal conflicts in several nearby countries. This is particularly where they support rival parties, including in Lebanon, Syria and Yemen. What the deal does highlight is the rising influence that China can exert and the waning of the US’ power over the Middle East regional order.

Trading partner

Studies have shown that political instability in neighbouring countries negatively affects the economic performance of a nation by disrupting trade flows and increasing defence expenditures while lessening investment, for example, in education. Under such conditions, economic incentives can drive a peace-building process. Peacefully resolving conflicts benefits countries not ­directly entangled in the disputes. Since the 1990s, China has gradually become the largest trade partner of the Arab region overall and the top trade partner of Saudi Arabia. China’s exports to Saudi Arabia have annually increased at 15.3% year-on-year on average, amounting to US$905 million in 1995

and US$31.8 billion in 2020. Meanwhile, over the same period, China’s imports from Saudi Arabia rose from US$393 million to US$33.4 billion, an average annual increase of 19.4%. In 2019, China and Saudi Arabia signed 35 trade and investments deals.

Regional power plays

Similarly, China’s exports to Iran have increased at an average 14.7% annual rate from US$276 million in 1995 to US$8.51 billion in 2020. And its imports from Iran have also risen by 14.5% annually between 1995 (US$197 million) and 2020 (US$5.85 billion). By 2022, exports totalled US$9.44 billion and continued to grow exponentially in early 2023. Russia has recently overtaken China as the largest foreign investor in Iran, but China remains its largest oil customer. China’s main exports to Saudi Arabia and Iran include broadcasting equipment, motor vehicles and air pumps. Its main imports are crude petroleum, ethylene polymers and acrylic alcohols. In the context of the Saudi Arabia and Iran reconciliation, trade with China is likely to ­continue to follow such increasing trends. If benefits from the agreement spread to other countries in the region, China could also gain from economic relations with those countries as regional s­ tability increases. There is already some evidence of such ­positive spillover.

After the agreement with the Saudis, Iran is ready to expand cooperation, hopes rapprochement with Bahrain will be possible, and is willing to improve relations with Jordan and the United Arab Emirates. However it’s worth noting some ­commentators point out that previous efforts at reconciliation between Iran and Saudi Arabia were unsuccessful, while others question whether they will adhere to the terms of the agreement.

Resilience in the spotlight

Building a strong local economy Building resilience will require specific interventions that are most appropriate to the domestic economy, the Bank of Namibia (BoN) says in its latest annual report, released last week. Key responses, according to the central bank, must involve interventions that deal with the problem of the poor and vulnerable, interventions to respond to trade distortions through economic diversification, and interventions to rebuild fiscal policy buffers and ensure external sustainability. ood and fuel price increases could lead to a substantial increase in poverty rates in Namibia. The impact of the food price increases on poverty could be particularly significant in Namibia, given that many households spend about half of their income on food. The fuel price increases are likely to have a smaller direct impact on poverty, however, because fuel is an intermediate input into most other goods and into transport services, the impact could still be great. To curb the increases of fuel prices, the mines and energy ministry in 2022, reduced levies on all petroleum products. While these measures provide temporary relief to consumers, they may not be sufficient, especially to the most vulnerable members of the society. However, more long-term measures are needed to protect the most vulnerable people in society, such as increasing grants to the elderly and those living with disabilities. The Namibian government can consider zero-rating consumer goods that are particularly consumed by the most vulnerable. A host of the consumer goods, which are presumably affected by the current global supply disruptions and increasing price caused by the Russia-Ukraine war, are already zero-rated. However, other goods that could be considered for zero-rating may include all wheat and all grain products and substitutes.

Increase income

Namibia should also look at longer-term policies designed to raise income levels and hence to reduce the vulnerability of the people who are currently prone to all shocks, and particularly to shocks involving changes in the price of food. Raising the income of the poor is the most effective long-term mechanism for reducing their vulnerability—and especially the vulnerability associated with higher prices of staple foods. This is a huge challenge that involves all fields of economic policy. For this, Namibia will need to improve the technology of agricultural production. Investments in agricultural research and the adoption of modern technology can have

­particularly high rates of return. This can be done by scaling up climate-smart agricultural practices, strengthening climatesmart agricultural research and seed systems, and supporting market, climate, and advisory services. It can also contribute to fairer competition, increased government revenues, national economic growth, and social cohesion.

During the Covid-19 pandemic, informal ­activities picked up and became an alternative source of income to many. However, due to the informality of these businesses, Covid19 regulations did not permit them to operate as they did not meet health standards. The various authorities can assist by supporting and enabling the informal trades to achieve formal status. Namibia should also invest in rural infrastructure. Improvements in rural infrastructure raise the prices received for output from a region and lower the cost of consumption goods brought into the region and can be very effective in lowering poverty. Investments in infrastructure frequently have high benefit/cost ratios. A sound strategy is to rigorously screen potential infrastructure projects so that high benefit/cost ratio projects are identified and carried out. There is a need to support the small and medium enterprises through the formalisation of informal businesses. Formalisation is the process of acquiring formal legal status through complying with business regulations. Formalisation can help small informal businesses grow and provide greater security for workers.

Diversify

The Namibian economy is largely undiversified due mainly to an overreliance on mining and related exports. The performance of the economy has been highly reliant on mining commodity exports which tend to be volatile as they are dependent on commodity prices set at an international level.

Diversifying the economy would mean moving away from relying only on one or two main drivers of growth. – Bank of Namibia For Namibia, diversifying the economy would mean moving away from relying only on one or two main drivers of growth. This would require expanding investments in the non-mining, non-government sector and orienting these investments to be weighted towards exports rather than consumption.

Shielding the economy from external shocks through economic diversification can be achieved, either by diversifying the e­ conomic structure or by increasing export markets. Economic diversification can be defined as the shift towards a more varied structure of domestic production and trade with a view to increase productivity, creating jobs and providing the base for sustained poverty reducing growth. Growth also tends to be unbalanced in the case of mineral dependent countries or slow and ­difficult to sustain in agrarian ones. Poverty-reducing, trade-driven, growth has been particularly difficult to achieve in countries whose economies are heavily dependent upon primary commodities. However, the development and expansion for instance of diamond cutting and polishing, fish processing, beer and soft drink production, and tourism in Namibia is proof that diversification can succeed in practice.

Export markets

Another way the country can build resilience to shocks is by broadening the export markets, thereby reducing the overreliance on only a handful of countries for revenue. The recent discovery of oil and gas, including the green hydrogen project emerge as potential avenues of economic opportunity in Namibia. These discoveries could place Namibia as a potential economic player within the region and on international markets soon, as it has a comparative advantage to fully explore the arena of green energy. The tendency of commodity price booms to be more pronounced than price slumps, as witnessed over the past 50 years, underscores the importance for Namibia to save windfall revenues, through the newly established sovereign wealth fund, during good times to respond to future shocks. Namibia, which is prone to droughts, will need to look at avenues of rainwater harvesting during flood seasons to ensure sufficient water is available for agricultural products.

Self-sustainable

To cushion the economy against adverse food price increases will require that the country find ways to be food self-sustainable. Increasing irrigation is one of the inevitable ways to ensure continuous food production throughout the year. This will require rainwater harvesting during rainy season, ensuring water supply throughout the year. This will increase crop production of basic items to substitute some imports for local production. Moreover, the country may wish to look at

drought resistance crops to adapt to climate change. Similarly, the global energy crisis also remains a significant risk that must be monitored and countered. The global energy crisis, especially in Europe and Southern Africa, shows the need for the country to increase energy supply in the country, while also exploiting the diversification opportunities created by the energy situation in the Southern African Development Community (SADC) region.

Fiscal policy buffers

Creating fiscal space and enhancing government revenue is important for buffering the economy against shocks. Increasing tax revenues, rationalising spending, increasing spending efficiency, and addressing medium-term fiscal risks are necessary to increase development, social, and climate spending, while maintaining fiscal sustainability. To mitigate against potential future crises, the Namibian government will need to think of bolder and stronger transformative policies to build fiscal buffers. This will mean saving during times of economic booms and reducing non-essential spending through targeted spending efforts. To this end the Namibian authorities have created a mechanism through a sovereign wealth fund as one of the important avenues to facilitate such saving.

Productive spending

To support the stronger pro-growth fiscal policies, Namibia will need to double efforts to enhance revenue mobilisation and increase productive spending and its efficiency. Higher tax revenues, through enhanced collection methods instead of increased tax rates would support consolidation while allowing higher pro-growth expenditures. The increase in revenues should be accompanied by efforts to enhance fairness by ­reducing regressive and distortive exemptions and closing loopholes. On the spending side, better prioritisation and streamlining of current expenditure and increased efficiency of capital and social spending would be crucial for increasing p ­ roductivity and growth. Similarly, improved controls over public sector procurement and transparency over the procurement decisions will save cost and reinforce credibility. It would also improve the business environment while reducing income ­inequality and fighting poverty. Increased revenues should be saved under the sovereign wealth fund to increase long-term fiscal buffers.  – Bank of Namibia

Can this former CEO fix the World Bank? Ajay Banga sole ­candidate for president

Rachel Kyte, dean of the ­Fletcher School at Tufts University, sees four key roles – four “Cs” – that Ajay Banga will need to master from the outset.

ver the past two years, a drumbeat of calls for reforming the World Bank has pushed its way onto the front pages of major newspapers and the agenda of heads of state. Many low- and middle-income countries – the population the World Bank is tasked with helping – are falling deeper into debt and facing growing costs as the impacts of climate change increase in severity. A chorus of critics accuse the World Bank of failing to evolve to meet the crises. The job of leading that reform is now almost certain to fall to Ajay Banga, an Indian American businessman and former CEO of Mastercard who was nominated by president Joe Biden to replace resigning World Bank president David Malpass. Nominations closed on 29 March 2023, with Banga the only candidate.

Advice

There is no shortage of advice for what Banga and the World Bank need to do. The G-20 recently issued a report urging the World Bank and the other multilateral development banks to loosen their lending restrictions to get more money flowing to countries in need. A commission led by economists Nicholas Stern and Vera Songwe called for a rapid, sustained investment push that prioritizes transitioning to cleaner energy, achieving the UN sustainable development goals and meeting the needs of increasingly vulnerable countries. African ministers of finance will soon come out with their own “to do” list for the World Bank, and India’s minister of finance just pulled together an expert group to consider World

Bank reform. Banga will walk into the job with these and many other to-do lists. Yet he will inherit a corporate culture that makes the World Bank Group too inwardly focused and too slow to respond. Rachel Kyte has worked for the World Bank Group and with it from the outside. She sees four key roles – four “Cs” – that Banga will need to master from the outset. From his track record and his reputation for deep thoughtfulness, Kyte is confident that he can.

The solutions to cascading problems like these cannot be managed by one institution. However, the current multilateral development bank system – the World Bank Group and the regional development banks – is disjointed at best and competitive at worst. In the past, the leaders of the development banks, the International Monetary Fund (IMF) and the World Trade Organisation (WTO) have cooperated, more or less, depending on crises and personalities, and can move fast when they need to.

Act as a CEO

The World Bank Group is a conglomerate with four balance sheets, three cultures and four ­executive boards, plus a dispute resolution arm. Lending to low- and middle-income countries is just part of its role. The World Bank Group also provides technical assistance across all areas of economic ­development and invests in and provides risk insurance to encourage companies to invest in projects and places they might otherwise consider too risky. Its ability to mobilise private-sector finance and stretch every dollar is crucial for meeting the world’s development and climate adaptation and mitigation needs. Banga will need to set clear goals for each part of the World Bank Group and get them working more effectively to help the world achieve its goals.

Collaborator

Many of the World Bank Group’s client countries are facing both mounting debt and rising costs from climate change. The high cost of borrowing can hamper developing countries’ ability to invest in needed infrastructure to grow and protect their economies, and they fear being locked out of global trade as the United States’ green subsidies in the Inflation Reduction Act and Europe’s border carbon tax may make it more difficult for them to compete.

It’s an extraordinary moment in the history of the institution, with sky-high expectations of what one leader needs to do. Rachel Kyte Dean: Fletcher School During the global financial crisis of 2008 and 2009, for example, the then-heads of the World Bank and the WTO hurried to develop trade finance facilities to support banks in developing countries as capital fled to the US and Europe. It took intense diplomacy to push wealthy countries and institutions to get money out the door to shore up businesses and trade. Success was measured not in months but in days. The new president of the World Bank will need to support more radical collaboration among development financial institutions, including pooling capital and talent, to help respond quickly to countries’ needs. It won’t be easy. Institutional rivalries run deep. But with budgets tight, there is growing

clarity that there is no choice – the capital that is already in the system is the closest at hand and can be deployed to better effect if the ­institutions are willing to adapt.

Overhauling how international finance works will require everyone to be on board – develop­ment banks, central banks, regulators, ­investment banks, pension funds, insurance companies and private equity. Banga and IMF managing director Kristalina Georgieva can settle institutional ­differences and present a coordinated face to private investors and the major lending countries, ­including China – which has emerged as the biggest holder of developing country debt – to speed up support to struggling countries. On other issues, such as nature-based solutions to climate change, building resilience and economic inclusion, the World Bank Group can bring its significant resources and skills, including data analysis, to global conversations that it has been painfully absent from for the past four years.

The world’s most vulnerable people are the World Bank Group’s ultimate beneficiaries. For those living on the front line of biodiversity loss and climate impacts, such as extreme heat, drought and flooding, the current i­ nternational financial system is proving inadequate. The World Bank Group’s management incentives are still too oriented to lending approved by the board, not the outcomes of that lending, advice and assistance. Throughout its history, World Bank leaders have been able to make rapid changes to better help vulnerable countries when they stay close to the needs of their ultimate beneficiaries and the goals that the world has set. The next president faces turbulent times. Banga’s careful listening on his campaign tour signals that he understands the complexity. It’s an extraordinary moment in the history of the institution, with sky-high expectations of what one leader needs to do.  – The Conversation

Go fishing for a good cause Raising funds The Dutch Reformed Church in Africa hosts its annual Easter Angling Competition in Henties Bay again.

T

he upcoming Easter Angling Competition with prizes worth N$30 000 up for grabs, takes place on 8 April along the coast. The event, which has been hosted annually since 1992, serves as a fundraiser for the Dutch Reformed Church in Africa. “We constructed a church in Swakopmund with the official opening planned for June. The money we generate will be channelled to our construction fund and we also use these funds to sustain our congregation,” says Reverend Leon Janse van Rensburg, a member of the organising committee.

Family fun He adds that the event has experienced exceptional growth since its

inception, although “we had 1 200 anglers competing in 2019. Then Covid-19 disrupted us in 2020 and when we hosted the event in 2021, we had 900 entries.” Van Rensburg says the signs of recovery are visible and the organisers are looking forward to another successful event. “We’ve seen that people have begun travelling again with Henties Bay being abuzz in December. All anglers are welcome and we encourage them to bring their families along. Easter carries huge significance for Christians and what better way to celebrate it than in the company of family.”

The coast becomes a hotspot for Namibians looking to relax over the Easter long weekend. During holidays, Namibian beaches are packed and the often resulting sunburn from having so much fun in the sun, can be dangerous. The Cancer Association of Namibia’s chief executive, Rolf Hansen, warns that the hours between 12:00 and 14:00 are when the UV index is at its peak and advises the public to rather stay indoors then. For the rest of the time, he reminds that regular re-application of sun protection lotion is vital to remain safe. “People never apply enough sunblock to their faces. Many are squeamish because the sun protection factor (SPF) is sometimes oily. But rather an oily face than a skin tumour,” he advises, while recommending sunblock with an SPF of at least 40.

Off-road driving do’s and don’ts A permit is required for off-road or dune excursions by quad bikes or four-wheel drive vehicles.

ermits to drive in the dune belt which are valid for three months and identifying stickers are available free of charge at the ministry of environment and tourism (MET) offices in Swakopmund (064 40 4576) and Walvis Bay (064 20 5971) and at Dare Devil Adventures at Long Beach. No vehicles other than that of emergency services are allowed to drive in vegetated and fenced-off areas. Quad bikes must be licensed and riders must always wear helmets. Quad bikes are only allowed in the central dune belt between Swakopmund and Walvis Bay as demarcated by MET.

Not allowed Motorbikes and quad bikes, other than registered tour operators, are not allowed on the beach between the Swakop River and Sandwich Harbour (including Pelican Point).

The area between the low water mark and the first crest of the western side of the sea-facing dunes between Swakopmund and Walvis Bay up to the Kuiseb Delta is also off limits. Bikers are not allowed on any roads or tracks on the eastern edge of the dune belt, any gravel plains, or anywhere in the Swakop River.

Dune driving tips • Lower tyre pressures to improve traction. • Drive smoothly with gear changes at high revs. • Ensure wheels are pointing straight ahead when taking off. • Avoid soft sand at the base of dunes and gullies. • Make turns as wide as possible. • Only travel straight up or down dunes. • Follow in existing tyre tracks to drive on compressed ground. • Avoid braking by coasting to a stop. • Do not floor the accelerator if you are bogging down. • When bogged, try to reverse in your own tracks • Use extreme caution when driving over the summit of a dune.

Permitted Four-wheel drive vehicles are allowed near the beach area north of Long Beach up to the Swakop River mouth. No quad bikes or four-wheel drive vehicles are allowed between the northern edge of Long Beach and the southern tip of the Afrodite Beach development. The municipal traffic division and Nampol traffic department exercise strict control over road use and adherence to traffic rules and signs. Road users are reminded to wear seat belts at all times and to adhere to the speed limits and to avoid drinking or using a cell phone while driving. Headlights must be switched on between dusk and dawn, and in foggy or hazy conditions.

amibia’s N$8.5 billion import bill in February 2023 was mainly driven by petroleum oils, mostly sourced from India, the United Arab Emirates and Italy, according to the Namibia Statistics Agency (NSA). Similarly, in January, petroleum oils was the main driver of the domestic N$10 billion import bill. Petroleum oils in January were mainly sourced from Saudi Arabia, Malaysia and Singapore.

Brent crude oil prices, trading just below US$80 a barrel late last week, should bounce to above US$80 as a result of the reductions. Cuts by Saudi Arabia, Iraq, UAE, Kuwait, Algeria and Oman from May to the end of the year will top one million barrels per day - the biggest reduction since the OPEC cartel slashed two million barrels per day in October. Russia, a leading member of the OPEC cartel, said it was also extending an existing cut of 500 000 bpd to the end of this year, describing it as “a responsible and preventive action”. The cuts follow a drop in oil prices

triggered by jitters over the banking sector, following the collapse of US lender SVB and UBS’s hurried buy-out of troubled rival Credit Suisse, UAEbased oil expert Ibrahim al-Ghitani told AFP.

orld oil prices soared Monday after several top producers led by Saudi Arabia sprang surprise output cuts despite already angering the United States with a similar move last year. Crude futures surged almost eight percent at one stage, a day after multiple members of the OPEC exporters’ alliance unexpectedly slashed production by a total of more than one million barrels per day. By early afternoon, Brent crude oil was up 6% to just below $85 a barrel.

EY Germany handed two-year ban EY’s German business has been banned for two years from accepting major new audit mandates, after it failed to uncover fraud at Wirecard AG. Ernst & Young GmbH breached its professional duty when auditing the payments firm’s annual reports for 2016, 2017 and 2018, Germany’s audit watchdog APAS said in a statement Monday, which didn’t mention EY by name. It levied a fine of €500 000 (R9.8 million) on EY and banned it from new audit work for companies of “public interest,” though it exempted contract renewals. The decision is the harshest regulatory consequence yet for EY Germany since Wirecard’s demise almost three years ago. There have also been commercial repercussions including decisions by Commerzbank AG, KfW and DWS Group to move business away

from the firm. Wirecard went bankrupt after acknowledging that €1.9 billion it had listed as cash probably didn’t exist. Although the collapse also exposed severe shortcomings at supervisors and banks, EY’s repeated approvals of the firm’s annual reports has attracted strong criticism. “We regret that the collusive fraud at Wirecard was not uncovered earlier and we have learned important lessons from the case,” a spokesman for EY Germany said in an emailed statement. “The important thing is that EY Germany is a different company today”, the statement said, pointing to changes in the firm’s fraud risk assessment and a new management team. APAS also sanctioned five audit staff while saying it couldn’t punish seven others because they had returned their audit license, effectively ending APAS jurisdiction over them. CARIN SMITH A major overhaul of South Africa’s visa regime is needed, and during his upcoming investment conference, President Cyril Ramaphosa should address the issue, according to Business Leadership SA (BLSA). “The president could use the opportunity to announce a credible intervention to fix the visa mess. That would go far to addressing one of the major sources of a lack of confidence in South Africa’s investment case,” the BLSA says in its latest newsletter. Visa administration problems at the Department of Home Affairs are unacceptable and a serious impediment to the South African economy, according to BLSA. The slow processing of applications for work visas and the extension of existing ones create an “impossible situation” for companies doing business or wanting to do business in SA. SA announces solid cut in diesel prices HELENA WASSERMAN The diesel price in South Africa is cut by over 73 cents (c) a litre, with a marginal 1c decrease in 93 petrol, and a 2c increase in 95 in Gauteng. The department of mineral resources and energy said diesel 0.05% sulphur decreased by 73.58c, while 0.005% sulphur dropped by 74.58c a litre. Fuel prices are largely determined by the oil price, as well as the rand - as oil is priced in dollars. While the Brent oil price has fallen from above US$84 a barrel to around US$80, the rand has taken a big knock this month. In recent

he South African Reserve Bank has established the country’s first deposit insurance body, the Corporation for Deposit Insurance (CODI), to help protect bank depositors as well as with confidence in the financial sector. CODI became a legal entity on 24 March, and the move makes protection of those with money in a bank explicit, rather than the “implicit” protection already on offer, Reserve Bank governor Lesetja Kganyago has said previously. In the past, the government compensated depositors for their losses on a case-by-case basis, meaning taxpayers had to bear the cost of the failure of banks. When a bank failed, there was uncertainty about which depositors would be compensated, the amount of protection provided and where the funding would come from, the SARB said in October. CODI’s primary responsibilities include establishing, maintaining and administering a deposit insurance fund to protect the banks’ clients, the SARB said on Monday. It is also tasked with informing the depositors of its benefits and limitations should a bank be placed into resolution, which refers to a bank failure deemed too important for financial stability or economic reasons for normal insolvency proceedings. Seventeen commercial banks, three mutual banks, five cooperative banks and 13 local

While CODI is a statutory body and a subsidiary of the SARB, it has an independent board which will manage and oversee its affairs.
