Hy het volge­ hou dat die toilette nie ’n veiligheids­ risiko vir die leerlinge is nie. Hy het my verder gevra of iemand ingeval het,” het sy gesê. Die skool het sedert 2015 tydelike toilette gebruik wat nie deure gehad het nie.

Droombos VAN BL. 1 Indien dié toestemming teruggetrek word, sal die grond vir geen doel­ eindes gebruik kan word nie. “Die CoW beskuldig Droombos sedert Maart 2019 daarvan dat hulle nie die vereistes van die toestemming nakom nie en het aanhoudend gedreig om sy toestemming terug te trek,” lui Van der Merwe se verklaring. Droombos het glo daarna ’n brief van die strategiese uitvoerende direkteur van die departement vir stedelike en vervoerbeplanning ontvang.

Droom­ bos het gevolglik in Mei 2019 die hof genader en geëis dat die CoW se besluit tersyde gestel moet word op grond van die bewering dat dit teen­

strydig met artikel 18 van die Nami­ biese Grondwet is. Droombos het verder ’n bevel van die hof versoek wat hom toestemming gee om funksies en geleenthede aan te bied. Die CoW se reg om Droom­ bos se toestemming terug te trek, is ook uitgedaag.

GEEN REGTE CoW het in hul inale betoë – wat reeds in Februarie 2022 by die hof ingedien is – beweer dat Droombos die hof se hulp versoek om grondregte te verkry waarvoor hy nie aansoek gedoen het ingevolge die toepaslike prosesse nie. Hoewel Droombos beweer hy is ge­

ie regshulpdirektoraat kan tans slegs 29 van die 99 beskikbare poste vul weens finansiële beperkings. Die minister van justisie, Yvonne Dausab, het in haar begrotingsmoti­ vering gesê dié uitdaging word ver­ erger deur ’n hoë personeelomset oor die afgelope boekjaar, wat gelei het tot aansienlike vertragings in die verskaf­ ing van regsadvies. Altesaam N$33,6 miljoen is vir die 2023­’24­boekjaar aan dié direk­ toraat toegeken. Dausab het gesê die ministerie van justisie verskaf administratiewe dienste aan die prokureur­generaal en die regshulpdirektoraat val onder daardie portefeulje deur regsadvies aan die president en alle staatskan­ tore, ­ministeries en ­agentskappe te gee. Die direktoraat is ook verplig om wetlike ooreenkomste, verdrae en beleide te beding en dien op verskeie onderhandelingskomitees namens die regering. “Sy mandaat is skrikwekkend en uiters veeleisend, en hoewel die struktuur van hierdie direktoraat voorsiening maak vir die werwing

“Vir ’n lang tyd werk gemeenskapshowe met onvoldoende hulpbronne, wat toegang tot geregtigheid op gemeenskapsvlak beïnvloed.” Dausab het bygevoeg die direktoraat hersien tans alle staatshulpooreen­ komste vir die ontwikkeling van die wetlike raamwerk vir die groenwater­ stofprojek en die inalisering van Air Namibia se likwidasieproses. Daarbenewens sal N$32,6 miljoen aan die regsdiensdirektoraat, wat die mandaat het om plaaslike en interna­

sionale regsdienste te verskaf wat uit verskeie regsooreenkomste voort­ spruit, toegeken word. Die werksaamhede van dié direk­ toraat sluit in die hantering van uit­ leweringsversoeke, die fasilitering van staatsverslae aan internasionale menseregteliggame, en die hantering van regshulp in strafregtelike en siviele aangeleenthede. Volgens Dausab werk die direktoraat saam met die kantoor van die aanklaer­generaal om die insameling van bewyse van Ysland in die visvangkwota­korrupsiesaak en die verwante uitlewering van ver­ dagtes, te vergemaklik. Sy het gesê die direktoraat is ook belas met onderhoudsake en die on­ dersteuning van gemeenskapshowe. “Die direktoraat het onderhouds­ hobevele suksesvol afgedwing, wat gelei het tot die invordering van N$13,4 miljoen, wat aan die begun­ stigdes oorbetaal is.” Sy het die belangrikheid van die implementering van die onderhoudswet be­ klemtoon, veral in terme van die versorging en on­ dersteuning van kinders en minderjariges. Dausab het egter gesê ’n gebrek aan onderhoudsbeamp­ tes by landdroshowe bly ’n uitdaging.

» Uitlatings oor Damaras ‘neerhalend’

Staatsprokureur in die sop oor twiet Die minister van justisie het beslissend opgetree nadat ’n staatsprokureur se sosialemediaaktiwiteite ’n openbare herrie ontketen het.

ie minister van justisie, Yvonne Dausab, het die staatsprokureur Eva Nangolo se regshulpsertifikaat teruggetrek na aanleiding van haar uitlatings oor Damara-mense op Twitter die afgelope Sondag. ’n Dissiplinêre proses is intussen aan die gang gesit, het Gladice Pickering, die uitvoerende direkteur van die ministerie, Dinsdag gesê. Die ministerie het spoedig opgetree om ’n dissiplinêre proses teen Nangolo aan die gang te sit nadat sy die naweek opmerkings – wat talle waarnemers as neerhalend beskou het – teenoor Damara-mense gemaak het. Die ministerie het hom vandeesweek gedistansieer van Nangolo, ’n regsgeleerde van die regshulpdirektoraat, se omstrede uitlatings wat ’n storm op Twitter ontketen het. ’n Beroep is op die ministerie gedoen om op te tree. Pickering het by navraag aan ons susterkoerant Namibian Sun gesê daar word teen die prokureur opgetree nadat die ministerie klagtes van die ontstigte publiek ontvang het. “Die dissiplinêre proses ingevolge ons regsbeleide het vandag afgeskop. Die minister het geteken wat sy moes teken [in hierdie verband],” het Pickering gesê.

DIE TWIET Nangolo het in die sop beland toe sy Sondag getwiet het: “Vir eens doen die Damara-mense iets moois, kulturele identiteit. Ek hou hiervan! Dit oorskadu daardie gewelddadige beeld van bottels breek, messteek, beledigings, geen kultuuridentiteit soos ek hulle ken (sic).” Teen druktyd gister was die twiet steeds nie verwyder nie. Talle mense op Twitter het die prokureur versoek om haar opmerking te verwyder, maar sy het geweier. Sy het kommentaar gelewer op foto’s van Damara-mense geklee in tradisionele drag by die bekendstelling van die Horokhoes-geleentheid in Windhoek, wat ontwerp is om Khoekhoegowabsprekers aan te moedig om hul tradisionele rokke te dra.

GEWOONTE-OORTREDER In ’n vorige twiet gedateer 17 Oktober 2022 het Nangolo gesê president Hage Geingob se voedselbankinisiatief is ’n “tipiese Damara-mentaliteitsding”. Sy het glo getwiet: “Die voedselbank is ’n tipiese Damara-mentaliteitsding... bedelbak dag na dag. Dis ’n walglike manier om te lewe en moet eindig (sic).”

Toe sy in 2022 deur Twitter-gebruikers meegedeel is dat dié opmerkings onsensitief en diskriminerend teenoor die stam was, het sy geantwoord: “Stem heeltemal saam, swak woordkeuse. Ek het bedoel om kwankara-mentaliteit te sê, maar in Oshiwambo. So ek vee die woord Damara uit?” Nangolo het eergister by navraag geweier om kommentaar te lewer oor die twiets en het ook gesê sy moet nog ingelig word oor die dissiplinêre proses. “Ek kan regtig nie kommentaar lewer nie. “Ek het pas die Katutura-hof verlaat. Ek is van niks bewus nie. Ek kan oor niks kommentaar lewer nie,” het sy gesê.

SAAM GESKOK

Die menseregteprokureur Norman Tjombe het gesê Nangolo se opmerkings is “baie ontstellend en behoort ons tot in die kern van ons fondasie as ’n nasie te skud”. Hy het gesê sulke gedrag word spesifiek verbied deur die Wet op die Verbod van Rassediskriminasie van 1991, wat dit ’n ernstige strafregtelike oortreding maak om enige taal te gebruik of enige geskrewe materiaal te publiseer of te versprei met die doel om ’n groep persone te dreig of te beledig op grond van die bepaalde rassegroep waaraan hulle behoort, asook om haat tussen verskillende rassegroepe te veroorsaak, aan te moedig of aan te hits, en om idees te versprei wat gebaseer is op rasse-meerderwaardigheid. “As bewys van die erns van sulke optrede, kan ’n persoon ’n boete van tot N$100 000 of tronkstraf vir ’n tydperk van tot 15 jaar – of albei – opgelê word met ’n skuldigbevinding,” het Tjombe gesê. “Die Damara-gemeenskap se grondwetlike regte op waardigheid as ’n kollektief en die individuele Khoekhoegowabsprekers is ernstig geskend. Ek is seker elke Namibiër, ongeag sy of haar etniese herkoms, sal beledig voel dat ’n lid van die Namibiese nasie so erg beledig word.”

HERSIENING VAN WERK

Tjombe sê die ministerie moet nou ondersoek instel na alle sake wat Nangolo hanteer het sodat vasgestel word of haar bevooroordeelde sienings die uitkomste van sommige van haar kliënte se sake beïnvloed het. “Let daarop dat die direktoraat van regshulp se tipiese kliënte mense van uiterste armoede sal wees, onkundig in die regte, en met ’n desperate behoefte aan ’n bekwame, passievolle prokureur,” het hy gesê. “Sommige van hulle kan dalk nou lank opgesluit wees omdat hulle nie van die mees dinamiese regsverteenwoordiging voorsien is nie omdat hul prokureur sulke bevooroordeelde standpunte oor hulle het,” het Tjombe gesê.

Al werk almal saam en net een persoon sterf die naweek op Namibië se paaie, is dit ongelukkig nog een te veel. Die ironie van die saak is dat só ’n persoon dalk mag sterf omdat hy of sy versigtig bestuur het. Té versigtig! Dieselfde geld die duisende mense wat die naweek eerder tuis gaan bly omdat hulle bang is hulle sterf op die paaie of hulle keer ná die naweek terug na ’n huis wat kaalgestroop is deur

diewe wat die Pase beskou as die produktiefste tyd van die jaar. Mense bly tuis, maar raak teen Saterdag verveeld met die huis-sittery en gaan eet ’n uitgerekte ete by vriende wat ook besluit het om liefs tuis te bly. En siedaar! As hulle teen 03:00 by die huis aankom, is daar net ’n leë dop. Om op die polisie pyl te trek wanneer dit kom by die beskerming van huis en haard, is onregverdig, want die dienders se taak is deesdae om van vroeg saans voorstaandienste te hou vir ’n moontlike dronkryer. Teen steeltyd is hulle van diens af, of al hul voertuie is by die padblokkades betrokke en hulle kan dus nie op diefstalklagte reageer nie. Buitendien moet hulle Engels praat by die klaer – opdrag van hoog op – en dit is makliker

om gebroke Engels uit te pluk teenoor ’n dronkie agter ’n motor se stuur as teenoor ’n verwoede klaer wie se huis pas geplunder is. Eintlik bevind ons onsself almal in ’n “catch 22”-situasie. Wat jy aan die een kant staan te wen, sal jy beslis aan die ander kant verloor. Geen twyfel daaroor nie. Dit gaan verder. Besluit ons almal soos een man om die langnaweek te gaan vakansie hou, word ons besteel en sterf ons op die paaie. Besluit ons om eerder tuis te bly en nêrens heen te gaan nie, selfs nie eens om Saterdagaand uit te gaan eet nie, kry die ekonomie ’n skok wat ons ook nie kan verwerk nie en dan is minister Hanekom tydens die volgende begroting onder druk om die “ekonomie ’n inspuiting te gee om hom weer aan die gang te kry”. En dit kan die land beslis nie bekostig nie.

Dié wêreld was sonder sonde en sonder vervreemding van God. Ons ongehoorsaamheid het ’n afstand geskep wat slegs deur God se genade oorbrug kan word. Openbaring droom van ’n nuwe orde. Nou is daar trane. Dan sal daar nie meer trane wees nie. Nou sterf ons. Dan sal daar geen dood meer wees nie. Dan sal ons nie meer van God vervreemd wees nie. Wanneer sonde nie meer bestaan nie, sal lyding ook verby wees. En so sal God se doel bereik word deur sy vernuwing van ’n wêreld gevul met sy teenwoordigheid.

Gert Jacobie Op die polisie kan ons ons nie verlaat nie en om van die weermag – wat almal afwesig is onder verlof – te verwag om die Paasnaweek in getalle op te ruk

en diewe aan bande te lê, is ’n droom wat nooit waarheid sal word nie. Ek ken ongelukkig nie die oplossing vir die probleem waarmee ons gekonfronteer word nie, maar moontlik het ek raad vir my mede-onderdruktes en slagofers van ons tyd. Gaan span die naweek vir oulaas langs die see of by een van die land se rusoorde uit en dink oor die saak. Aanstaande week, met die langnaweek agter die rug, kan ons moontlik bymekaar kom en ’n dinkskrum hou oor wat ons volgende maand gaan doen. Want volgende maand is vrot van die langnaweke! Intussen moet almal asseblief dié naweek veilig reis en die slagspreuk vir die naweek kan gerus lees: “Spaar ’n Namibiër se lewe – ons het meer van hulle vir volgende week se dinkskrum – 8 April 1993 nodig!”

Botha weeg opsies teen die Valke

Sy lankmaat Cameron Langenhoven volg egter die protokol vir harsingskudding wat normaalweg tien dae strek. Thomasau Forbes se dyspier het intussen herstel, maar hy is nog nie vir ’n hoë-intensiteit terugkeer vrygestel nie. Van die noordeklub FNB Grootfontein se twee Wêreldbekerstutte van 2019 is Nelius Theron terug op die oefenveld en kan oorweeg word. André Rademeyer is ook terug vir sy eerste week en fokus om iksheid in te haal. Die belowende 18-jarige vaskop Herman Coetzee het laas naweek ’n belowende debuut van die bank af gemaak. “’n Groot verlies is die senter Justin Newman, wat besluit het om sy inalejaarstudies by Nimt ’n prioriteit te maak en dus nie meer vanjaar rugby gaan speel nie,” sê Botha. PJ Walters en Hillian Beukes is in die binnebaan om Danco Burger se nuwe vennoot te word. “As ’n span is die verbetering reeds sigbaar. Talle redes vir opwinding buite Swakop ’n Wêreldklas internasionale geur Sondag kan ’n onverwagse hoogtepunt vir ’n besige Paasnaweek bied.

ie byvoeging van twee nuwe dissiplines in die Nedbank UCI nasionale bergietskampioenskap vorm deel van ’n Paasnaweek wat Swakopmund die middelpunt van die aksie vir ietsryers sal maak. Die twee nuwe dissiplines met volle UCI-erkenning waarin die Namibiese Fietsryfederasie (NCF) vir die eerste keer nasionale truidraers sal bepaal, is die elektroniese bergietsry (e-bikes) en die kortbaan-bergietsry (XCC) , wat beide Vrydag afgehandel word. Die NCF het reeds tevore byeenkomste by die kusvenue aangebied, maar die naweek is die eerste aanbieding van die nasionale bergietskampioenskap hier. Die uitdraai na die baan is op die C28-pad agter die duine en is sigbaar vanaf die hoogte by die Rössmundgholklub verby. Baniere van die borg Nedbank sal ook gevolg kan word om die venue op te spoor.

VRYDAG Vrydag se eerste resies om 15:00 is vir

die elektroniese bergietse, in die ope kategorieë vir mans en vroue (19 jaar en ouer). Vyf baanrondtes word gery wat omtrent een uur behoort te duur. Hierna volg die kortbaan-kampioenskap, op ’n roete wat net minder as een kilometer lank is en nie besonder tegniese hindernisse bevat nie. Die seuns en meisies 14-18 jaar se resies is om 16:30 (nagenoeg tien minute) en die ope mans en vroue sal om 17:00 meeding (nagenoeg 20 minute).

SATERDAG Alex Miller sal die gunsteling in die elite mans veldresies (wegspring 11:30) se sewe baanrondtes wees, ná die 22-jarige Namibiese kampioen en Statebondspele-bronswenner se puik debuut in die Absa Cape Epic met ’n toptien eindposisie saam met Philip Buys (RSA). Op ’n goeie dag kan Hugo Hahn, Ingram Cuff en Gerhard Mans moontlik vir ’n tydperk druk op Miller as verdedigende kampioen plaas, hoewel hy tans te sterk behoort te wees tensy iets verkeerd loop. In die elite vroueresies (wegspring 10:15) is die 2022-titelhouer Monique du Plessis, kort voor haar 20ste verjaarsdag, moontlik weer die

Stewige deelname van altesame meer as 90 ryers word in die onderskeie resiesklasse verwag, insluitend die vroeër wegspringgroepe vanaf 08:15. Vanaf seuns en meisies onder 10, o.12 en o.16, tot die subveterane, veterane, meesters en grootmeesters sal deur die dag hul baanrondtes alê vir posisies op die podium.

SONDAG: WEST COAST MTB Die Hollard Gravel & Dirt-byeenkoms Sondag by die nabygeleë Moonlight Resort oos van Swakopmund sal ewe gewild wees vir inskrywings, insluitend diegene wie se bene nie te pap van die vorige dag se kompetisie is nie. Ritte oor die afstande van 20 km, 35 km en 75 word aangebied vir die tweede van agt byeenkomste in die reeks, waarvan die eerste in Februarie by Oanobdam was. Die 75 km wenners by Oanob en dus voorlopers in die reeks, Drikus Coetzee by die mans en Monique du Plessis by die vroue, sal opnuut hul stempel wil afdruk.

HOËPROFIEL GASTE

Die groot vraagteken waarop entoesiaste ’n antwoord sal wil sien, is watter van die sterbelaaide internasionale groepie besoekers van die Cannondale Factory Team se belangstellende navrae inderdaad op deelname aan Sondag se West Coast MTB sal uitloop. Driven to develop He travelled to many different African countries, but says Namibia captured his heart. Akinin’s irst venture in Namibia was Atenu Developments, a building contractor and real estate development irm. Today, his brother and business partner, Samuel Akinin, runs the company. After starting Atenu, Akinin focused on business, logistics, infrastructure, and the development of towns and informal settlements. His irst housing project was launched in Grootfontein and later grew and expanded to building houses in Outjo, Oshifo, Ruacana, Kahenge, and Nkurenkuru, to name a few.

Turning point Seeing the success of these projects, Akinin embarked on projects to develop the education system by building schools and early childhood development (ECD) centres in Namibia. A collaboration with Meryl Barry from the Pupkewitz Founda-

Recognising a need Akinin met four women who approached him and said they helped individuals register their businesses. “I asked them how much they get paid to walk around and approach strangers for their service. They said N$700 was their monthly income.” He thought he could improve their lives by ofering them a deal. “I gave each of them N$50 and told them, If you can get to my oice in Eros before I do, I will double your pay.’” Thereafter, he drove of to another appointment and then returned to his oice. “When I got there, I found them seated, waiting for me. We had a quick brainstorming session, and I ofered them contracts, which they signed before departing to a food wholesaler in Windhoek,” he said. There, he bought pasta, maize meal, cool drinks, cooking oil, soup boxes and sugar, which illed up his car. He drove to a popular street in Katutura that had a lot of tuck shops, climbed to the top of his car and began promoting the products on sale by shouting “pasta, sugar, maize meal, etc.!” Locals ran to his car and bought goods for their homes and tuck shops.

abu’s chief executive officer (CEO), David Akinin, was born in Venezuela and grew up in the United States of America, where he completed his high school education. He then pursued higher education at the University of Chicago in Economics, completed coursework at Harvard University and Paris VII, and obtained an MPhil in inclusive innovation at the University of Cape Town Graduate School of Business. He started working as a teenager in his father’s furniture store, and at a young age, Akinin would build websites for their clients, which opened his eyes to how businesses operate and grow. He worked for Google in California while still in university. Thereafter, he worked at Credit Suisse from 2011 to 2014, a global investment bank, to “understand how money works,” mostly in mergers and acquisitions.

Akinin and the women sold these products and made very small proits. After seeing how necessary this service was in the informal settlement, the team continued to do this each day for several months. However, a big problem remained: at the end of the day, they got to the oice with a bag full of cash and coins and hundreds of receipts that were impossible to track. Akinin thought if they didn’t digitise the entire value chain, they’d never be able to scale, which became a priority. Today, Jabu delivers to thousands of tuck shops in the informal settlements of Windhoek and nine other towns in Namibia, Zambia, and South Africa. For his almost decade of work developing communities and creating employment in Namibia, Akinin was awarded the Knight’s Cross in the Order of the Civil Merit by the King of Spain, a version of Spain’s knighthood. He has also served on the board of the African Union for Housing Finance and was the chairman of the inaugural board of GS1 Namibia, where he still serves.

In a country with a high unemployment rate and many graduates roaming the streets, attracting the right candidates has always been a concern. The Hatika Adult Education Centre, founded by passionate educator Wilfried Wilhelm Mbamba, provides a variety of education opportunities to adults. The centre is situated in the Goreangab informal settlement and was founded on 4 May 2019. Inspired by his passion for education, Mbamba said: “I am dedicated to providing accessible and afordable education to adults in Namibia. I want to make a positive impact in my community and beyond and establish different centres across Namibia.” The centre operates with the help of dedicated volunteers who ofer their time on Saturdays. On ofer are courses like English, Afrikaans, basic computer levels one and two, sign language, knitting, arts and crafts, inancial literacy, cooking, small business management, women’s empowerment studies, and learner’s license classes. “I recognise that leadership skills play a pivotal role in the survival of the institution. As such, I am focused on improving my management skills to ensure the success of the adult education centre.” Moulding a young leader Mbamba was selected to be part of the Mandela Washington Fellowship for young African leaders in 2018, a lagship programme that brings young African leaders to the United States. It ofers intensive academic and leadership training to accomplished innovators and young African leaders, and it enabled him to study public management at the University of Minnesota for six weeks. “The prestigious programme is followed by a summit in Washington, DC, sponsored by the US Department of State, which aims to develop the capacity of the next generation of

On 11 August 2022, Old Mutual Namibia, Launch Namibia, the Financial Literacy Initiative (FLI), and the United Nations Development Programme (UNDP) Accelerator Lab completed the second edition of the OM SEED initiative, with the top 20 Keetmanshoop entrepreneurs taking the stage to pitch their ideas to a panel of three judges. Neza Cilunda is a TEDx speaker born in the northern part of Namibia. She is the second of three daughters and a self-described passionate individual. “I describe myself as a very enthusiastic and zealous individual with a deep sense of urgency to change the world for the better, starting with myself; that’s why I go by the name ‘Girl on a Mission’”.

Inspired to talk When asked about what inspired her to become a TED speaker, she said there has always been something about being on stage that appeals to her. “I would fantasise about being on stage all the time. I was always an attention seeker, and I loved sharing my thoughts, ideas, and any new information that I had learned with others.” She added: “I discovered TED talks on YouTube and absolutely fell in love. The sharing of valuable ideas, especially those that can impact the world for the better, amazed her.” In total, the young TEDx speaker has delivered three talks. The irst

Ability recognised Mbamba has a bachelor’s honours degree in education from the University of Namibia, which provided him with a strong foundation. talk is her favourite. Her biggest motivator is the version of herself that she has conceptualised. “She is reliable, gentle, wise and truthful. She is relentless in the pursuit of her ideals, not dependent on the validation of others, and eloquent and concise in her speech.” One of the challenges that the speaker faces is inding time to perfect her craft. “Between school and planning and operating my own youth initiative called Student Diary Hub, I barely get any time,” she said.

Background Cilunda attended grades one and two at Francis Galton Primary School in Tsumeb before her family moved to Grootfontein, where she continued at Wilhelm Nortier Primary School from grades three to seven. After that, she attended Grootfontein Secondary School, where she attained her senior academic colours in grade 11 in 2020. “I graduated at the top of my class in high school and won the trophy for the second-best advanced subsidiary level performer in the Otjiozonjupa Region in 2021.” She is currently a second-year medical student at the University of Namibia.

n January, Jacinta Lima was appointed as a revenue analyst at FlyNamibia, a promotion from her previous position as management accountant. Lima’s current roles and responsibilities are focused on the optimisation of allocated flights, to ensure that all flights depart with optimal revenue and passenger loads. She is also involved in analysing and compiling financial reports for management and the board. Lima explained that her current role relies on skills and responsibilities that she gained in her previous position as a management accountant. “I am responsible for producing monthly, weekly and daily reports relating to daily figures, operational performance, and booking velocity. I plan and validate forecast projections for allocated routes, as well as building and running financial forecasts,” she said. Additionally, Lima is involved in the financial pillar of management ac-

counting, which includes analysing and compiling financial reports for management and board level.

Educationally driven To acquire an education fit for her career, the young professional took on several courses to enhance and strengthen her educational base. Lima is excited to learn and use the experience at FlyNamibia to tackle the final strategic level, which focuses on long-term strategic decision making. After matriculating from St. Paul’s College, Lima pursued a bachelor of commerce degree, specialis-

coursework during the financial accounting degree was mainly focused on the analysis and reporting of businesses’ financial information, Lima chose to supplement her studies by enrolling in a bachelor of commerce (honours) in management accounting. “This course pushed me out of my comfort zone as studying was no longer as simple as black and white. The qualification taught me skills for strategic advice, managing risk and making key decisions,” she said. At the moment, Lima is contin-

uing her education by working towards a Chartered Institute of Management Accountants (CIMA) professional qualification. The practical work experience she gained during her first four months at FlyNamibia contributed to her successfully completing the management level. Thereafter, she was awarded a CIMA advanced diploma in management accounting in October 2022. Initially, Lima says she thought to pursue a career in economics, an interest that was sparked during her high school years. She ranked fifth in the NSSC national examinations in 2017.

Defying the odds

While finance is still thought of as a male-dominated field that is difficult to break into, Lima says this has not limited her desire to break the barrier. Her aim is to allow other women in the financial industry to realise that it is possible. Apart from balancing work obligations and studies, she spends most of her time in the gym – her second favourite place to be after her bed. Staying active helps her maintain mental well-being, and travelling helps her create lifelong memories. “It is not the most favourable time to be a Liverpool supporter, but I still enjoy watching football,” she said.

Bank of Namibia ­extends relief measures Supporting economic recovery During 2022 the banking industry received a total of 122 819 applications for repayment holidays. The value of loan approvals indicated that individuals dominated the approvals with a total of N$2.3 billion in 2022 compared to N$4.9 billion in 2021. This was followed by the real estate and business services sector with N$1.2 billion, trade and accommodation with N$731.1 million, and the mining sector with N$285.1 million. Since its issuance in 2020, the Determination on Policy Changes in Response to Economic and Financial Stability Challenges following the fallout of the Covid-19 pandemic (BID-33), was extended in 2021 and in 2022 until 31 March 2023. The policy interventions have gradually alleviated the impact of Covid19 on the banking industry. However, despite the resumption of normal business activities, some of the key sectors of the economy that were hit hard by Covid-19 still require more time to recover from the impact of Covid-19 levels. This necessitated the need to revise the Determination (BID-33) to extend the period of the credit relief measures extend-

o further support the economic recovery underway, the Bank of Namibia has decided to continue with some of the measures instituted to cushion households and businesses from the worst impacts of Covid-19 pandemic and its related restrictions on economic activities. The new measures provided for in Determination BID-33 came into effect on 2 April 2023, and are valid until 1 April 2024. The unprecedented measures taken by the Bank of Namibia included loan repayment moratoriums, liquidity relief measures, and the relaxation of the capital conservation buffer and concentration risk/single borrower limit. These relaxations allowed commercial banks to extend credit to economic sectors most affected by the pandemic and its aftermath.

However, since the banking institutions’ liquidity position remains healthy, and any concerns regarding liquidity risk are muted, the liquidity relief measures that applied previously are no longer necessary. Therefore, banking institutions are from now on required to comply with the liquidity requirements set in the Determination on Minimum Liquid Assets (BID-6). Similarly, the capital Conservation Buffer which enabled banking institutions to use the capital they have built up during better financial and economic conditions for lending purposes is no longer required anymore as banks hold capital above the minimum capital requirements plus conservation buffer. The Bank of Namibia will continue to closely monitor the implementation of these relief measures by banking institutions to ensure that they achieve the desired objectives and to ensure that financial system remains stable.

The adrenaline rush never ends, whether you’re watching go-kart racing, rallying or any other sport that involves a high-powered motor vehicle. The National Circuit Race, Leg 1, hosted by Windhoek Motor Club and sponsored by M&Z Motors, took place on 1 April at the Tony Rust Race Track. Organiser Richard Slammet said: “This circuit racing forms part of the national racing series. Naturally, we do eight events during the year, amongst which drivers try to accumulate as many points as

possible to take part in the national championship.”

Big entertainment

With free entrance, people showed up in numbers to enjoy the entertainment. Michael Rust, who put on a decent race, took first place in the overall race. When asked how long he’s been racing, he said: “I’ve been racing for about 32 years now and I started when I was 17.” Racing in his silver Volvo, four-cylinder, 2.0-liter motor, Rust said he was happy with the results. For fans of high-speed racing, there is virtually no greater thrill than heading to the track to watch these powerful machines and skilled drivers in action.

Mwatile Kapolola, who is a big admirer of motorsport, said: “I really enjoy coming out to watch these guys race. I can’t explain it, but as a spectator, it gets my blood pumping, and I just enjoy watching how these guys can race at high speeds and cut corners the way they do.”

It must not be forgotten that this sport is also extremely dangerous for a number of reasons. Drivers protect themselves in a number of ways: they wear protective pads and helmets, they have crews standing by for accidents, and they make sure that their vehicles are properly insured. Motorsport is an expensive sport, especially at entry level. Michael Trust explained: “Motorsport is dangerous, so driving a standard car with no roll cage or safety does become an issue, but we do have open days where drivers can come drive around the track to test and practice.” With the second leg set to take place on 6 May at the Tony Rust Race Track, drivers are ready to compete. Slummet is urging his fellow drivers to sign up and showcase the skills they have on the track.

During March 2019 and at Windhoek the second defendant in writing bound herself as unlimited surety in solidum and as co-principal debtor jointly and severally with the first defendant for the due and punctual performance by the first defendant of all its obligations towards the Trust of whatsoever nature in the past or in the future in respect of the amended facility agreement and the facility provided. 15. First defendant breached the material terms of the settlement agreement in that first defendant failed to make payment in full or at all as agreed in the settlement agreement. 16. Summary Judgment was granted against the Defendants for the amount of N$3 488 130.73 plus interest and costs on 23 February 2021, and the relevant court order is annexed hereto as “B”. 17.Despite judgment being granted in favour of the Applicant, WT Business Group(Pty) Ltd and the Respondent have failed and or refused to pay the aforementioned amount of N$ 3 488 130.73. 18. The Registrar of this Court issued a writ of execution in respect of the movable property of the Respondent. A copy of the Writ of Execution is attached hereto marked as “C”. 19. On the 11th of August 2022, the Deputy Sheriff of Windhoek executed the writ of execution on the Respondent at her physical and or chosen domicilium address and recorded that he could not locate sufficient movable disposable assets of the Respondent on the premises to satisfy the writ of execution or a portion thereof, therefore his return is one of Nulla Bona. the return of service marked as “D”. 20. The judgment debt remains unpaid. LOCUS STANDI 21. In the circumstances, the Trust is a judgment creditor of the Respondent in the sum of N$ 3 488 130.73 according to the Court order of 23 February 2021, together with Finance margin of 1.5%per month compounded monthly calculated on the balance of the amount outstanding shall accrue as from 15 September 2020 until date of final payment; and penalty interest at the rate of 1.5% per month accruing daily and compounded monthly, calculated from the date payment was due until date of payment thereof, alternatively interest at the rate of 20% per annum a tempore morae. 22. The Trust, therefore, has a liquidated claim against the Respondent in excess of N$ 100 and has locus standi in iudico by virtue of the provisions of section 9 of the Insolvency Act. ACT OF INSOLVENCY IN TERMS OF SECTION 8(b) OF THE INSOLVENCY ACT 24. I respectfully submit that the Respondent on the basis of what is already said above (specifically paragraph19), has committed an act of insolvency in terms of section 8(b) of the Insolvency Act. 25. Section 8(b) of the Insolvency Act reads as follows: “A debtor commits an act of insolvency(b) if a court has given judgment against him and he fails, upon demand of the officer whose duty it is to execute the judgement, to satisfy it or to indicate to that officer disposable property sufficient to satisfy it, or if it appears from the return made by the officer that he has not found sufficient disposable property to satisfy the judgement.” ADVANTAGE TO CREDITORS 26. I have reason to believe that it would be to the advantage of the Respondent’s creditors should her estate be sequestrated in that: 26.1. If the assets in the Respondent’s Estate are realized they will probably yield a substantial dividend for creditors. 26.2. A trustee will be able to ensure that the Respondent’s property(including their interest in WT Business Group (Pty) Ltd) is realized for its true value and that the proceeds are distributed to the Respondent’s creditors. 26.3. A trustee will have the power to ascertain whether the Respondent has made any dispositions which may be set aside under the Insolvency Act. 27. In this regard, an impartial trustee will investigate the affairs of the Respondent to ensure that the proceeds from the realisation of any assets will be made available to the Respondent’s creditors. SERVICE ON THE RESPONDENT 28. I have been advised by the Applicant’s attorneys of record that a copy of this application must be furnished to the Respondent, as well as the Respondent’s employees, if any, and any registered trade unions representing any such employees. 29. Namibian junior triathlete a go-getter Rising star Brinkmann credits her athletic prowess and passion for sport to her extended family, saying that without their involvement, she wouldn’t be doing what she is doing.

Training takes up most of her time, as she follows a strict schedule with swimming classes in the mornings on a Monday, Wednesday, Thursday and Friday before school and training with her biokineticist on a Tuesday. Tuesday and Thursday afternoons are dedicated to cycling, running, or both. “I would try to do a longer run and ride over the weekend as well,” Brinkmann explained.

aja Brinkmann, a 15-year-old up-and-coming triathlete, has made impressive strides in triathlon and recently placed second after Kadence Ribbink at the African Triathlon Junior Cup. Brinkmann clocked in at 01:17:39, a minute away from Ribbink. In her second competitive race and a qualifying competition for the Commonwealth Games, Brinkmann proved to be a force to be reckoned with. Brinkmann explained that she lost some time in the transition zone and struggled to close the gap between her and Ribbink again. However, the triathlete put up great competition throughout the race by staying close on Ribbink’s heels during the cycling portion of the race. “I came out of the water with the top junior triathlete, Kadence Ribbink, and managed to stay with her for the entirety of the bike, which was surprising as someone who is very new to cycling,” Brinkmann said.

Brinkmann’s athletic prowess can be credited to the passion her extended family has for sport. “My extended family is passionate about sport, so I grew up with it,” she said. Without her family’s involvement in sports, Brinkmann said she wouldn’t be doing what she is doing. Her life growing up included taking part in various friendly games and doing sports for the fun of it. “When we were younger, my cousins and I could compete, and now that we are older, we are able to challenge our parents as well,” she said. She added that it is great having a support system where they wish each other the best.

Swimming remains one of Brinkmann’s favourite disciplines, and it was the sport that she focused on before trying her hand at triathlons. After breaking her collarbone, she decided to take a different route. “When I broke my collarbone and triathlon became an option, I jumped at the opportunity to try something new.” With her jam-packed schedule, Brinkmann spends most of her time training, and when she is not training, she focuses on her school work. Although she would like to make more time for her friends as a “typical teenager,” she explains that socialising remains a problem. “I often don’t have time for anything other than school and sport,” said Brinkmann. As a learner at St. George’s College, Brinkmann also takes part in athletics at her school. She will soon be taking part in the 1500 m at the Khomas regional athletics event. Brinkmann’s advice for aspiring triathletes: “If you want to compete as a triathlete, start by swimming and then move across to the other disciplines. Triathlon is all about the swim; if you can’t swim, you’ve almost already lost the race. Also, make sure to enjoy yourself; it’s not worth doing anything if you don’t enjoy it.”

In my opinion, nepotism and the growth of the economy, in which the supply cannot meet the demands, as well as the education and work experience factors, are just some of the causes of the high unemployment rate in Namibia. Furthermore, the duality of the labour market combined with slow job creation and low primary sector productivity play a role.

Unemployment is one of the most economically degrading problems in Namibia. Due to a lack of unlocked potential in Namibia, our unemployment rate is high among the youth. Some young adults want jobs, but under- or over-qualifications also remain a problem. In some way, we would assume that the main cause is a lack of job opportunities.

At a recent press briefing on youth unemployment and youth in mining, she said Namibia needs a government “that understands the fundamental and structural issues and who is bold enough to create a conducive environment for job creation.” According to Ndala, youth unemployment has increased because of 33 years of economic under-development, maladministration, corruption, outdated and misguided macroeconomic policies, and a lack of political will. She added that the youth unemployment rate has reportedly reached more than 50%. “Unemployment is a threat to the country’s safety. Young people have lost confidence in government,” she said.

New strategy needed

At the annual ministerial opening, sports and youth minister, Agnes Tjongarero, said the performance of the ministry must be seen against the backdrop of the effects of Covid19 as well as an inefficient budget allocation. She added that there are a number of unfinished projects related to youth development, which include, amongst others, the resumption of the Namibia youth credit scheme that aims to empower youth entrepreneurs with a starting amount of between N$1 000 to N$5 000 for businesses in the beginning phase. “We need to focus on how well our programmes and projects are achieving the goal of maximising youth potential and adding value towards sport professionalisation,” Tjongarero said. “We welcome the idea of the credit scheme,” Ndala said. “Agnes Tjongarero should give us a guideline on how many youth will benefit. Any programme or scheme should have a class agenda and be specific to the realities of young people.”

Our unemployment rate is caused by various reasons, such as a lack of jobs and the current financial crisis the government faces. Some youths are uneducated but yet demand high-standard jobs. Old people refusing to resign is also one of our major concerns, as is the youth being too lazy to create jobs for themselves.

The better-qualified people are, the easier it is to find a job since the demand for well-qualified people is quite high. In contrast, when people lack proper education, they are at great risk of unemployment since companies often do not want to employ them.

I believe the factors causing the high employment rate are endless, but there are some major ones. Firstly, most academics are just teaching the youth to be job seekers instead of job creators. Secondly, there are specific job markets that cannot accommodate all graduates. Lastly, the overpopulation of cities is the other factor, meaning the number of existing jobs is reduced.

SARAH CATOTA Firstly, what does it mean to empower the youth? Why is it important? Youth empowerment is the process of involving the youth and the young population in the decision-making of a community. It gives them the courage to believe in themselves, to not be swayed by the opinions of others, and to go after their dreams. It has been such a great honour to attend this beautiful youth-empowering event held at NUST on 24 February. That was an event to remember, with the first ladies of our beloved country (the honourable Monica Geingos) and the United States (the honourable Jill Biden) giving us all hope for the future. Who could forget such an inspiring speech done by Miss Namibia, who has such a striking voice? “If you don’t have haters, make them,” she said, leaving me dazed.

Following dreams

Furthermore, both first ladies made such an impact speaking on freedom, making us feel free to follow our dreams and make a better tomorrow. In addition, First Lady Jill Biden spoke on democracy, mentioning how

the fight for democracy is continuous and how we Namibians are fighting together with Americans in this longlasting battle. We have the capability to fix problems in the present. Why wait five years to fix something that’s happening now? Instil that habit of fixing issues as they arise or, even better, before they arise.

Power in our hands

We, the youth, are the future of the country; how this country of the brave will be run in the next 20 years or so is up to us. We are responsible for making sure recurring problems such as gender-based violence, inequality and substance abuse come to an end. I admit it will not be an easy task, but it is also not impossible. Working as a team to mould the country into a more desirable shape is the change we want to see. In conclusion, everyone has potential, and everyone has a dream. It is up to you to make it happen and see it with your own eyes. Anything you set your mind to is possible. Be mindful of your surroundings and keep your head up. It is better to try than not to do anything at all.

A singular lesson

What struck me immensely was when a child could find more than two eggs and willingly shared with those who found only one or nothing at all. A lesson I learned that day was to share lovingly. It was clear that even though these children were not related, they were indeed family. We played musical chairs and tug of war. Games that activated their spontaneity and childlike nature. I’m still wondering who had more fun – the little ones or Aim to Change Girls.

It was heartwarming to see toddlers attach themselves to us, wanting to be picked up or just content to hold onto the hem of our school uniform. unshine Private College held its third graduation ceremony last week in Windhoek. The graduation ceremony saw 53 students obtain their post-graduate diploma in education. The college has an increased its number of graduates - 18 in 2020, 12 in 2021, and 53 this year - making it the largest number of graduates the college has seen. Speaking at the event, director Nomakando Kangira said the cur-

riculum was designed following the guidance of the National Qualification Authority and the National Council of Higher Education. She added that the graduates embarked on a three-month teaching practice, as this falls in line with work integrated learning. “It is pleasing to note that most of them got employed either at the schools where they were doing teaching practice or elsewhere,” Kangira said. In addition, she stated that most of the students conducted research in schools and produced good mini theses, which can easily be published as research articles.

Areas of teaching

Moreover, Kangira said higher education emphasises four areas of teaching: Research, community service, innovation and industrialisation, adding that the institution fully subscribes to this philosophy. Speaking at the event, education deputy minister Faustina Caley said

this post-graduate diploma empowers Namibian educators and will go a long way in building their capacity to package and deliver content in innovative, exciting and easily understandable ways.

ception that prevails that anybody who has mastered content can teach and bring about good throughput. “By throughput, I mean the number of students enrolled into a particular programme of study who actually complete their students,” she said. She stressed that for the ministry and its counterparts across the world,

throughput is a major concern. “In southern Africa, throughput is not more than 15%. This is appalling! It is expensive and demoralising,” she said. “We suspect that one of the reasons why the throughput is so low is because the capacity of our teachers to deliver content has not been sufficiently built.”

NUST receives microscience kits JUNIOR KAPOFI Risked Based Solutions (RBS) handed over microscience kits to the Namibia University of Science and Technology (NUST) at the university’s high tech transfer plaza in Windhoek earlier this week. These will be used to give students more practical practice. The university’s vice-chancellor Dr Ernold Naomab stated that it is important to support teaching and learning in the classroom where it matters the most. “How do we provide the necessary tools and support to teachers as well as enabling the environment for the learner to better grasp the subject content?”

Naomab asked. Speaking on behalf of education executive director Sanet Steenkamp, Ayesha Wentworth said learners are not doing well on practical questions, and this has led the ministry to consider that science teachers are struggling in the delivery of this aspect. “To support our teachers, last year the ministry developed practical guides for physics and biology and the results show that the performance in these subjects improved throughout all the grades except for the percentage of learners who where ungraded,” she said. Moreover, Dr Sindila Mwiya, founder of RBS, touched on the lack of practical practice during high school years. He said during high school, learners never see experiments, and if they are lucky, they see it in a text book, so these kits will help with a lot of practical work.
