On March 3, 2023, the Department of Education in Laoag City unveiled its first interactive learning center at Shamrock Elementary School. The "iLEARN" project is focused on enhancing classroom interaction systems and technology with the use of 73 tablets, 11 robotics gadgets, one Interactive whiteboard, and one STARBOOKS, all of which will be available to all learners at Shamrock.

Through the use of tablets, interactive whiteboards, e-library, robotics, and other interaction management programs, the iLEARN project aims to promote the development of creativity and critical thinking skills among the learners. The General Parent-Teacher Association (GPTA), led by its President, Mrs. Kharen D. Vidad, played a key role in the creation and renovation of the learning center, along with the assistance of Shamrock School Head, Mrs. Cecilia D. Antonio. The Schools Division Office provided some of the learning resources, including other gadgets distributed during the pandemic, while the robotics gadgets were sourced through a generous donation from stakeholders.

The localized SLMs were aligned in consonance with the Whole Brain Learning System Outcome-based Education (WBLS-OBE) and the Most Essential Learning Competencies (MELCs). This is a curricular innovation initiated by the SDO Laoag City, which produced localized SLMs and compilation of endstates, developed quarter and unit plans, lesson exemplars, assessment tools, and produced Radio and Television-based Instruction (RTVI). WBLS-OBE, the anchor of the localized SLMs, aims to maximize students' holistic development by activating the whole brain in learning. To achieve this target, SDO Laoag City has embarked on a series of trainingworkshops for teachers and other personnel and came up with its vision of the ideal graduate – a value-laden and 21st century communitarian. Exit points and endstates in every grade level were seamlessly integrated in the quarter, unit, and lesson plans for each learning area, which were the basis in the development of our localized SLMs. Moreover, to ensure the appropriateness of the learning activities, the said SLMs were integrated with the 7 self-mastery skills (think, do, feel, communicate, intuit, lead, be). Teachers in the SDO Laoag City were trained to develop assessment materials that measure learning outcomes anchored to the WBLS-OBE initiative of the division. Hence, these assessment tools were also integrated
