Program Descriptions Camp S’mores – 3rd Grade St. Lucie Public Schools is providing an opportunity for eligible third grade students to attend a reading camp, entitled CAMP S’MORES. The camp is an opportunity for students who are AT RISK for Retention to receive additional intensive instruction for reading. This is a twenty day program. Students may only miss two days throughout the camp session. More than two absences will result in dismissal from the program. There are three classifications for program eligibility: 1. Student meeting criteria for Good Cause: A student being considered for “good cause” promotion to fourth grade will be promoted regardless of their participation in summer school. However, the student will greatly benefit from the additional summer reading instruction to maintain reading skills to be successful in fourth grade. 2. Student not yet meeting criteria for Good Cause: Promotion to the next grade will be determined by the student’s SAT 10 score. Students that score in the 27th percentile or higher at the end of Camp S’mores will be promoted. Should the score be below the 27th percentile, the student will be retained. 3. Students new to the District: Students new to St. Lucie Public Schools who have not taken the Florida Standards Assessment must demonstrate a level of proficiency in reading prior to being promoted to fourth grade. Promotion to the next grade will be determined by the student’s SAT 10 score. Students that score in the 27th percentile or higher at the end of Camp S’mores will be promoted. Should the score be below the 27th percentile, the student will be retained.

21st Century Community Learning Centers Programs The 21st Century Community Learning Centers summer programs, which are offered at no cost to students or families, provide a safe environment during non-school hours for additional educational opportunities. Each school operates a unique program of services based on the needs of the community, with the same set of goals as its premise using project based learning: Academic Enrichment in Reading and Language Arts, Academic Enrichment in Science and Mathematics, Personal Enrichment, and Educational Services to Adult Family Members. Priority of services is offered to students of Title I eligible schools, with academic needs in Reading and/or Math (Level 1 or 2 on FSA). Each school is limited as to the number of students that can be served and continued funding is contingent on student attendance each day of the program. The summer program is for 20 days from 7:30 to 12:30 p.m. With breakfast and lunch provided for each student.

Title I Extended School Year – K, 1st, 2nd Grade Title I ESY Summer Program is an innovative summer reading camp targeted at current Kindergarten, 1st, and 2nd grade students who are level 1 or 2 and attend a Title I school. Students are invited to participate in the extended school year activities based on their assessment data. The program is designed to assist students in overcoming reading loss that Page | 7    

research has shown occurs during the summer. Small class sizes will be combined with small group instruction and the curriculum is designed to increase their depth of understanding of the concepts presented during the regular school year. The extended summer program will use American Reading 100 Book Challenge Theme Kits. The material is an intervention using close reading of informational text with nonfiction writing to develop academic vocabulary, background knowledge, and test preparedness and proficiency. The program is a six week program.

Camp Invention for English Language Learners Camp Invention for ELLs is a one week summer enrichment program that provides English Language Learners with the opportunity to participate in hands-on Science, Technology, Engineering and Math (STEM) activities. Students will participate in inquiry-based activities with the language support of a bilingual teacher and a bilingual paraprofessional.

Senior Summer School Summer School Instruction: Summer school instruction will be conducted in a computer lab setting where students will work at their own pace to satisfactorily earn credits for completion towards graduation. Summer School Graduation: After successful completion of required credits, summer school students will be eligible to attend a district wide graduation ceremony. The graduation commencement will take place at Fort Pierce Central High School on July 13, 2016. Eligibility Criteria and Special Provisions for Credit Student’s eligiblility to graduate in the July 13, 2016 graduation is determined by the May senior credit check. The students will be able to take core subject area courses such as mathematics, English, social studies/history, and science. Counselors should advise students of the opportunity to attend summer school and make up credits in the credit retrieval labs as needed to graduate in the July 13, 2016 graduation. Students will pace their work and the attempted credit(s) will be earned when the student satisfactorily completes the course(s) for a July 13, 2016 graduation goal. Registration Process Each school’s guidance department will complete their eligible seniors’ applications and deliver the completed applications to the senior summer school principal. Late applications will be accepted after this day, however because of limited space in the labs, registration will be on a first come first served basis. If there are more applicants than available seats, a waiting list will be established by the summer school principal. Page | 8    

Attendance and Discipline 

 

Due to the limited space available and the shortened time frame for completion, students must be in regular attendance to maintain their seat. Therefore, a student who signs up and does not report for the first two (2) days of the session will be dismissed from summer school. Students will be marked tardy after being 15 minutes late to their assigned lab. Students later than 30 minutes will be marked absent for that day’s class. Students are expected to behave appropriately during senior summer school. The principal may immediately dismiss any student from senior summer school for inappropriate behavior.

Graduation of students at the end of summer school Students who satisfactorily earn their required credits for graduation and are cleared by their home school counselor as having met the needed graduation requirements, will participate in the July 13th Summer Graduation.

Extended School Year (ESY) for Students With Disabilities What Are ESY Services? Special education and related services provided to students with disabilities beyond the regular 180-day school year are called extended school year (ESY) services. Under the Individuals with Disabilities Education Act (IDEA), school districts must provide ESY services if the student requires those services in order to receive a free appropriate public education. The most common reason why a student receives ESY services is because it is feared that the student will regress (or lose progress) in critical life skills during time off from school. School districts are not required to provide ESY services to all students with disabilities—only to those who require ESY services. Every student with disabilities has an individual educational plan (IEP) that lists the student’s goals and objectives and the special education and related services that will be provided to help the student succeed. The IEP team decides whether or not the student needs ESY services in or order to receive a free appropriate public education. The IEP team must make their decisions based on the following criteria:  Will the student regress substantially in a critical life skill related to his or IEP goals if ESY services are not provided?  Is the student at a crucial stage in mastering a critical life skill, when a lapse in services would substantially harm the child’s chances of learning that skill?  Is the nature or severity of the student’s disability such that the student will not receive a reasonable level of benefit from his or her educational program during the regular school year if ESY services are not provided?  Are there extenuating circumstances that make it unlikely that the student will receive a free appropriate public education without ESY services? Services Provided The IEP team determines which services the student will receive during the extended school year period. The team may determine the child needs to continue receiving the same services or only a specific service during the ESY period. The IEP team will determine the type of service, the amount of services provided and the initiation and duration for those services. ESY Services ESY services are provided in a variety of ways for students with disabilities. They may be provided in a school, at a job site, at the public library, or any location that the IEP team determines is most appropriate for the individual student. Teachers may also work with families to develop Extended School Year packets with activities for skill building that the student can work on during the summer. The IEP must always consider the Least Restrictive Environment for the student when making the determination about ESY services. ESY services are provided at no cost to the parent. Specialized transportation is provided to the student to attend ESY services when they are offered on a public school campus. ESY Services as part of Summer School If the IEP team determines that the student with disabilities can participate in an extended school year program aligned with the district’s summer school schedule, the student will receive instruction in the areas specifically outlined in the IEP. These services will also include any related services identified by the IEP team. The IEP team will also determine whether or not the child will follow the proposed daily schedule aligned with the summer school calendar. Contractual Agreements for Teachers during ESY Article IX of the CTA contract for teachers (ratified 12/09/10; 6/27/13) identifies the specific guidelines for the appointment of instructional staff for Extended School Year for Students with Disabilities. Extended School Year Eligibility for teachers is prioritized as follows:  Submittal of an Extended School Year application to the Personnel Office within the advertisement period.  Teachers currently assigned to the students identified as eligible for ESY services.  Recent classroom experience in academic area of certification within the most recent five year period.  Seniority in the district. Contractual Agreements for CU Employees during ESY Classified Unit (CU) employees will be selected on a rotating eligibility system wherein a CU employee who is offered a summer school or Extended School Year position will be placed at the bottom of the eligibility list for the following year. However, in the case of Extended School Year, priority will be given to the paraprofessional’s current work assignment as appropriate. Page | 10

4. If student enrollment requires a reduction in staff at an elementary, middle or high school those lowest in time of service in the district at the affected grade level at the site will be reduced first. Those teachers who are impacted and who taught less than half of the summer school session shall be placed above those who taught for the full summer session on the eligibility list for the following year.

5. In the event that the District changes the terms under which summer school was negotiated both parties agree to reconvene a summer school subcommittee for collaborative bargaining.

B. School Psychologists

1. School Psychologists who are interested in summer or extra work shall sign up on the extra/summer work list. Psychologists will be selected for extra/summer work based on countywide seniority and those psychologists who did not work summer/extra work assignments the previous year will be given first consideration based upon seniority on the eligibility list. Assignments for extra/summer work will be based on two-day increments where budget permits.

2. School Psychologists who have not completed their mentoring program are not eligible for extra/summer work list until the mentoring process is completed.

SCHOOL BASED RESPONSIBILITIES for CAMP S’MORES Steps to Ensure Success 1. Review electronic spreadsheet of test scores sent by Kathy Dailey, and identify all students who scored Level 1 on the FSA ELA. 2. Of these identified students, determine who is eligible for Good Cause. Complete Good Cause Registration Forms and submit to Kathleen Dailey and approval by the Superintendent. 3. For the remaining identified students, schedule students to sit for the May SAT 10 test administration. (Any student receiving a score of 45 percent or better on SAT 10 will also be a Good Cause candidate.) 4. Send Parent Letter and Registration Form home to the following students: a) Good Cause students b) FSA Level 1 (Retained) who did not take or pass the May SAT 10 c) New to District and have not taken FSA 5. Schools will collect all registration forms and input data into Skyward no later than Friday, May 27, 2016. 6. Transportation routes will be completed by Thursday, June 2, 2016. 7. This program is being offered to your child to help maintain his/her math, reading, writing, and science skills. The summer program will consist of academics, enrichment and extracurricular activities. Academics will be comprised of the basic core curriculum studies. Each student will participate in both academics and extracurricular activities.   Summer camp will begin June 6th and run through July 1st. The summer sessions will run Monday through Friday 7:30 AM till 12:30 PM.   We will offer the program at this summer school site:  Samuel S. Gaines Academy  2250 S. Jenkins Road  Ft. Each student will be provided with breakfast upon arrival and lunch prior to dismissal. Meals will be served at no cost to the parent/student(s).
