Project Description*

Describe your proposed project and the targeted community, and the problem/issues/opportunities that your organization seeks to address. Indicate your vision for success for the project, during the grant period. Be sure to specify how your project will strengthen the economy of the Negev region. The fringe theater was established in 2010, since then it has become one of the main cultural space in the Negev and the Israeli independent art scene. We host more than 200 cultural events per year, we have our own house company with whom we produce our own award winning original productions and our annual International festival bringing the best international artists to perform in Beersheva. Our aim is to build and run a unique three months intensive training programs for the technical professions of the performing arts such as, lighting technicians and design, sound, costume & set design, production management. To take part in the program there is no need of prior knowledge, the courses will be given by lead professionals of the field. The graduates will then be employed by the different cultural institutions in the city. The Fringe theater alone can gaurantee work for at least 4 light & sound technicians per year, we believe the situation is the same if not worse in bigger institutions, such as the orchestra or the repertoire theater. A steering committee will be formed with representatives of all the relevant cultural institutions in the city, the municipality of Beer sheva, "Kivunim" the municipal company for culture & sports, the Ministry of culture and the Ministry of Labour. The committee will form the courses and the logistics of the program.

Goals*

List and describe the 3-4 goals that you aim to achieve in the next 6-12 months. The program will create new high paying jobs and opportunities for the Negev residents in fields that are very much needed. This will also improve dramatically the technical side of the artistic work done in Beer sheva and the quality of the work that the residents of the city will enjoy, and address the pressing problem of the cultural institutions. We believe that by initiating this program and making Beer sheva the only place you can learn these professions with the promise of employment, will draw a lot of people to the program and to Beer sheva. Timeline: Our goals are: 1. Finish the work of the steering committee by June of 2023. 2. Start the program in October 2023. 3.Finish the first course by december 2023 with all the grduates employed in the cultural institutions in the Negev.

Key success measures for this goal will be finding the best people for the steering committee and the cooperation of the cultural institutions in the Negev. 2. Finding at least 15 participants for the first course 3. securing employment for the graduates.

1. We intend to approach all the cultural institutions in the Negev and try to bring their representatives to be part of the steering comittee. the steering comittee will build the programm which will fit every intetution's needs. 2. we will publish an open call for participants. we believe with the emploiment guarantee we will be able acomplish our goal of 15 students. 3. the coporation with the cultural institutions with building the program will addrees their needs and secure the employment of the graduates.

Leadership*

Tell us about the key leadership team and 1-2 lead individuals that will be responsible for the project. Yoav Michaeli - Playwright, director, acting teacher, Dramaturgy & playwriting Born in Jerusalem, Israel. Artistic director and founding partner of the IFF- International Fringe festival Be'er-Sheva for the twelve consecutive year, one of the leading international cultural events in the country. A member of the EFFE, the European festival association, and the EFFE label for remarkable festival. Founder & Artistic director of the highly acclaimed Ayit Ensemble the house company of Fringe theater Beer sheva. Efrat Ziv-Aspis CEO of the Fringe theater in Be'er – Sheva. Born and raised in Be'er Sheva and was elected in 2019 to serve as one of the city's council members. Prior to this position, she was the Owner and CEO of "SHABLOL" Productions Ltd., which specializes in consulting and production of business and public events.

Uniqueness and Timeliness*

How is this project unique? Why is it important now? Why should it be funded now? The Covid 19 crisis has effected the cultural institutions in a dramatic way. One of the biggest problems is the leaving of the technical staffs. This has left many institution such as: The Municipal Beer sheva Theater, Kamea dance company, The Israeli Sinfonieta orchestra Beer sheva, and of course ourselves with a desperate need to find technicians. The only currant way for people to learn the technical professions of the performing arts is in the "Kibutzim seminar" or the university in Tel Aviv or self- taught through personal experience. It is important to say that these professions are very well payed. timeline: June 2023 - The steering comittee finishes building the program. October 2023 - Start of the first course. December 2023 - Graduation of the first course.

The cooperation with the different cultural institutions will insure the spread of our open call to the residents of the Negev. We will interview each candidate in order to select the most suitable participants. All the institutions have Pr and marketing tools of themselves and will publicize the successes of the program. And of-course we'll be using our marketing tools such as telemarketing team, new media and newsletters etc.

Describe the readiness of your organization to implement this project, upon hearing of approval, in terms of these and other relevant aspects: • Personnel are hired; if not, plans for hiring key people • Physical facilities are ready or space is arranged • Need to raise other needed funding • Need for government approvals • Outreach to identify participants • Key partnerships to collaborate The fringe theater hall which is a theater venue fully equipped with lighting and sound systems will be the place where the course will take place. Professional lighting programmers and soundmen as well as designers will be hired to teach the students, enabling them to practice in the theater on real-time systems. We have secured funding from the local municipality and they will take part and support the project with 33,000$.

Scalability*

How do you anticipate this project can be scaled larger if successful? We believe that as the project will succeed we can grow with more types of courses,more students and different professionals to teach in the project. This will attract more people to the project and the Negev and create professionals who will work in the performing arts in the technical departments.

What review process(es) are you planning to use for the program? Who is in charge of this? What are your tools and methods such as surveys, interviews, focus groups, follow-up questionnaires, communal feedback, interim discussions with staff, and use of the previously describe success measures in each phase or stage of the project? Please be specific and realistic. the course is very individual and each participant will be closly accompanied by the course teacher. We will the participants follow-up questionnaires in order to get their feedbacks. the different intitutions that will hire the graduates will be evaluated in order to find the best workplace for them. In the end of the course we will assess and modify the course in order to get better and well adjast to the specific needs of the participants and the institutions as well.
