Introduction The System Operations Department (SOD) is the guardian of the Davao Light’s electrical and SCADA systems. SOD ensures that the systems are operating under normal conditions, and mitigate the effects of abnormal conditions. Round the clock, SOD operates and monitors Davao Light’s power system, thus having first hand information on its needs and its opportunities for improvement. The Network Operations Development Plan is an initiative that documents the department’s proposals on the following but not limited to: Substation Installations Power Line Upgrade and Extensions Recloser/ Sectionalizer Locations Fault Indicator Locations The proposals listed on this plan will serve as inputs to Power System Planning Department’s Distribution Development Plan and Distribution Network Operations and Maintenance Department’s Reliability and Maintenance Program. The Network Operations Development Plan will be reviewed and updated annually.

High Priority Substation Proposals

1.1.1 Puan Substation 69kV In-Out Breakers This facility will aid the load transfers involving Digos Line, Davao Line 1 and Davao Line 3. The Puan substation 69 kV air break switches are frequently operated live during load transfers to lessen the interruptions experienced by our customers. Thus, building the Puan Substation 69 kV In-Out earlier will eradicate the risk exposure of our personnel during live operation of air break switches.

1.1.2 Panacan Substation 69kV In-Out Breakers This facility will aid the load transfers involving ERA 2, ERA 4, DRA 1 and DRA 2. The 69 kV air break switches near DPWH Pancan are frequently operated live during load transfers to lessen the interruptions experienced by our customers. Thus, building the Panacan Substation 69 kV In-Out earlier will eradicate the risk exposure of our personnel during live operation of air break switches.

1.1.3 33 MVA Cabantian Distribution Substation The progress of Cabantian, Indangan and Mandug areas is significant; this can be observed in the steady increase of the BUH 4 feeder load. It is also important to highlight that the Mindanao Railway project will cut through the aforementioned areas. In case BUH 4 feeder is unavailable, portions of Cabantian, Indangan and Mandug might be unserved because its immediate alternate MAA 4 is already 90% loaded. Or if MAA 4 is unavailable, BUH 4 its immediate alternate cannot accommodate its entire load since BUH 4 is already 85% loaded. Building the new Cabantian Substation earlier will address the increasing demand of Cabantian, Indangan and Mandug areas.

2.1

High Priority Line Proposals

2.1.1 BAJ 3 Line Extension from BAJ3r_PNR to BAJ3s_MRQ The BAJ 3 Line Extension along Mandug Road aims to deload MAA 4, one of the top loaded feeders as of October 2021. This will also aid the isolation of the MAA 4 backbone situated in the flood prone areas of Juliville and Jade Valley subdivisions. The proposed line extension will follow the route of the existing MAA 4 along Mandug Road, either through the installation of separate poles or as underbuilt of the existing line depending on the feasibility at site.

2.1.2 BUH 2 Line Extension along JP Laurel Avenue The BUH 2 line extension along JP Laurel Avenue will serve as an alternate supply of the critical loads along Dumalas Road, which includes the Southern Philippines Medical Center and the DOH Region XI office (Davao City's main vaccine storage facility). Aside from being a backup supply of our hospital line BAJ 4, this project can also help deload BAJ 2 by assuming part of BAJ 2 loads along JP Laurel Avenue, from SM Lanang to DOH Region XI office.

2.1.3 BUH 4 Line Extension along Santol Street Buhangin The BUH 4 line extension along Santol Street, Buhangin will serve as an alternate supply of the critical loads along Dumalas Road, which includes the Southern Philippines Medical Center and the DOH Region XI office (Davao City's main vaccine storage facility). Aside from being a backup supply of our hospital line BAJ 4, this project can also help deload BAJ 3 by assuming BAJ 3 loads near Buhangin flyover.

2.1.4 BUH 5 Line Extension towards Country Homes Road The BUH 5 Line Extension along Cabantian Road towards Country Home Road aims to deload BUH 7, one of the top loaded feeders as of October 2021, by assuming the BUH 7 loads under the Cabatian Road lateral.

2.1.5 BUH 5 Line Extension towards Deca Homes and Emily Homes The BUH 5 Line Extension along Cabantian Road towards Country Home Road aims to deload BUH 7, one of the top loaded feeders as of October 2021, by assuming the laterals of Deca Homes and Emily homes, existing BUH 7 loads.

2.1.6 BUH 7 Line Extension along Communal Road towards Ponte Verde This proposed line extension will link BUH 7 (or BUH 5) and PCN 3/ BUH 8 and will help deload BUH 7.

Note: Communal Lateral will be BUH 5 instead of BUH 7 if 2.1.4 - BUH 5 Line Extension towards Country Homes Road

2.1.7 MAA 2 Line Extension towards Davao Christian CP Garcia Campus The MAA 2 Line Extension aims to deload MAA 4, one of the top loaded feeders as of October 2021, by assuming the MAA 4 laterals to Woodridge and Davao Christian C.P. Garcia Campus. This line extension will utilize the existing poles, with MAA 2 as an underbuilt line of the existing MAA 4.

2.1.8 MAA 3 Line Extension along Riverview Road The MAA 3 Line Extension along Riverview Road aims to deload MAA 4, one of the top loaded feeders as of October 2021, by assuming the MAA 4 loads under the Countryside Road lateral. This will link MAA 3 and MAA 4.

2.1.9 SVI 2 Line Extension The SVI 2 Line Extension from Rivera Medical Center to Sto Niño Elementary School aims to deload SVI 3, one of the top loaded feeders as of October 2021.

2.1.10 SVI 4 Line Upgrade and Extension The SVI 4 Line Upgrade and Extension alongBangoy Street aims to deload SVI 3, one of the top loaded feeders as of October 2021, by assuming the SVI 3 lateral along Bangoy Street. In the future, the approximately 1.8 km SVI 3 lateral along Bangoy Street can be upgraded in order to link SVI 3 and SVI 4.

2.1.11 TAD 2 Line Extension The TAD 2 Line Extension along Santo Tomas - Carmen road aims to deload SVI 3, one of the top loaded feeders as of October 2021.

2.2.1 BUH 1 Line Extension along SP Dacudao Loop This proposed line extension will provide SM Lanang Compound, one of the major event centers of Davao City, an alternate supply.

2.2.2 BUH 5 Line Extension along Church Road The BUH 5 Line Extension along Church Road aims to link BAJ 3 or BUH 3 and BUH 5.

2.2.3 BUH 5 Line Upgrade and Extension at Northcrest Subdivision This proposed line upgrade and extension will link BUH 5 and BUH 7 via Northcrest Subdivision.

2.2.4 BUH 7 (Communal Lateral) and PCN 3 (Ponte Verde Lateral) Upgrade The proposed line upgrades of the BUH 7 lateral along Communal Road and the PCN 3 lateral supplying Ponte Verde will link BUH 7 (or BUH 5 if 2.1.4 is materialized) and PCN 3 (or BUH 8 if feeder scope is adjusted).

2.2.5 ECO 4 Line Upgrade and Extension This proposed line upgrade and extension will link ECO 4 and MAT 3 via Ecoland Drive.

2.2.6 MAA 2 Line Upgrade from Monteritz Maa to Waan Barangay Hall This proposal includes the upgrade of the 4.3 km MAA 2 lateral from Monteritz Maa to Waan Barangay Hall, to link the MAA 2 backbone along C.P. Garcia Highway and the MAA 4 backbone along Mandug Road.

2.2.7 MAA 4 Line Upgrade along Country Side Road After the implementation of 2.1.8 MAA 3 Line Extension along Riverview Road, the existing lateral along Countryside Road can be further upgraded to create a reliable link between the MAA 4 backbone along C.P. Garcia Highway and MAA 3 backbone along Eden Street.

2.2.8 MAA 4 Line Extension via Las Palmas Verdes This proposed line extension will link MAA4 and BUH 7 via Las Palmas Verdes Mandug.

2.2.9 PRE 7 Earlier Implementation and Extension of Scope The original Line New, P. Reyes Feeder 7 project is scheduled for 2023. SOD proposes to implement the project earlier and include the upgrade of the PRE 3 lateral along Jalan Palma Gil Street. Adding 0.35 km to the original project scope will result in the linking of PRE 7 and PRE 3. The lateral along Jalan Palma Gil Street is supplying the following government facilities: Davao City Investment and Tourism Building, Pasalubong Center and People's Park. Cost indicated includes both the original and additional project scope.

2.2.10 PRE 12 Earlier Implementation and Extension of Scope The original Line New, P. Reyes Feeder 12 project is scheduled for 2023. SOD proposes to implement the project earlier and include the upgrade of the PRE 4 and GAI2 lateral segments along San Pedro Extension, A. Pichon, Circumferential Road and Lopez Jaena. Adding 0.1.7 km to the original project scope will result in the linking of PRE 4, PRE 12, MAA3 and GAI 2/PRE 8. The segment along Lopez Jaena supplies the RMC Gymnasium, one of the major event centers of Davao City. Cost indicated includes both the original and additional project scope.
