Saudi Aramco owned and crewed self propelled jack up barges are currently excluded from this Instruction and their activities will be covered by a separate Instruction. The text of this Instruction includes: 1. Intent 2. 14 Day Prior Notice 3. Work Review and Planning (Rig Move) Meeting 4. Responsibilities 5. Buoying Requirements * 6. Conditions of provision of pilot (Rigmove Master) Service. 1. INTENT The guidelines described herein are intended to be applied judiciously in the development of specific, safe working procedures and to minimize production losses for each offshore work activity. Circumstances in specific operating areas may permit relaxing of the general guidelines after joint review and evaluation of specific work procedures. This is done jointly by Producing, Marine and the responsible Saudi Aramco agencies where the approval authority lies at Producing Superintendent level or above. 2. PRIOR NOTICE The responsible Saudi Aramco agency (Construction, Maintenance, Drilling, Project Management, Marine, etc.) must contact the concerned Producing Superintendent a minimum of 14 days prior to the commencement of any work activities within an offshore oil field to inform him of the proposed work and arrange a date, place and time for the "Work Review and Planning Meeting" (rig/barge move meeting). In the event that the Superintendent is not available, this notice should be given to his designated representative as shown in Supplement 1 of this Instruction. It is recognized that in some cases, 14 days notice will not be possible due to uncontrollable situations. In these cases there will be no reduction in the responsibilities of the concerned parties. The intent of this OIM will be met in all cases regardless of the circumstances. Prior to any request for such meeting, the anchor patterns

WORK REVIEW AND PLANNING (RIGMOVE) MEETING 3.1. As soon as possible after receipt of the 14 days prior notice, the Producing Superintendent whose field includes the Offshore Unit’s arrival and/or departure location, will set up a "Work Review and Planning Meeting" with representatives of the concerned Saudi Aramco agencies, which shall include the Superintendent, or his designated representative of the Offshore Unit’s field of origin if different from the field of destination, and their contractor representatives who are responsible for both moving marine craft and for the planned work. 3.1.1. This meeting will be held onshore in the Producing Division Office where the move is to take place, and it should be planned well in advance of the proposed rig move date to allow sufficient time for preparation of the work site, i.e. buoying, depressurizing, seabed clearance, etc. 3.1.2. The Rigmove meeting will be conducted and minuted using the format as shown in Supplement 2 of this Instruction. * 3.1.3. The Rigmove Meeting will document both the move onto location and also the move off location of the concerned Offshore Unit including the intra-field move routing and probable alternate routes as a contingency. 3.1.4. The Rigmove Meeting will cover all pertinent items shown on the "Work Review and Planning (Rigmove) Meeting Agenda Check List" Supplement 3 of this instruction. * 3.1.5 Minutes of the Rig/Barge Move Meeting will be compiled and distributed together with sketches of arrival/departure locations, routing, sea bed survey and buoying requirements, including the anchor patterns for construction purposes which will be revised and approved beforehand by the Rig Move Group. These minutes will not come into effect until all parties; Producing, Rig Move Office, Barge Superintendent and Rig Move Master on board are in possession of all documentation and required patterns / charts. 3.2. The minimum attendance for a Rig/Barge Move Meeting is: Producing Superintendent or Designated Representative Marine Rigmove Master/Co-ordinator Drilling/Contractor Superintendent or Designated representative (Barge Engineer or Rig Manager) Diving Marine Diving Unit Representative (only if required).

In the case of barges being required to straddle pipelines or carrying out similar operations which are deemed to be critical moves, Producing and Marine Managers or their designates are required to sign the Rig Move Meeting Minutes. 3.3. The responsible Producing Superintendent and the RT Marine Operatiion Division Superintendent should be contacted if there are any changes in the schedule or procedure after the Rig/Barge Move Meeting. 3.3.1. A minimum of 72 hours notice should be given by the proponent of the rig move to allow for further depressurization or buoying. 3.3.2. During the barge move, if any problem arises due to changes in circumstances and/or conditions that contradict the approved Rigmove plan and if due to circumstances, a follow-up rig move meeting cannot be immediately arranged, the Rig Move Master shall have the authority to exercise his discretion to safely complete the rig move or abort the operation, in consultation with Rig Move Office. 4. RESPONSIBILITIES 4.1. Diving Services and Buoying * 4.1.1. Tanajib Marine Operation Division (TMOD) shall be responsible for providing diving services and furnishing all associated materials required for buoying the installation for Drilling and Saudi Aramco owned / chartered barges (buoys, ropes, sinkers, shackles, spar buoys and wires, etc.). The material and diving services will be charged against the associated Work Order. Project Management (PMT) is responsible for the provision of all such materials and diving services for Project Operations. A copy of the Work Order shall be given to the Rigmove Master during the "Work Review and Planning Meeting". If agreed to by Producing Superintendent at the "Work Review and Planning Meeting", the Saudi Aramco Agency responsible for administering the relevant operation may furnish and/or install any required buoys. The Meeting will define the optimum requirements to be provided and reductions may only be made as directed or concurred with by the Rig Move Master. 4.1.2. The proponent Producing Division will be responsible for requesting a rig move meeting. The Producing Field/Facility Foreman or his representative shall issue a Work Permit (SA Form 924-2 in accordance

The proponent of the (rig/barge) shall initiate a diving service order at the Rig/Barge Move Meeting as required and distributed copies to the Producing Superintendent and to the Rig Move Master before the move is commenced 4.1.4. No Offshore Unit will be permitted to move on location unless all required buoys are in position and seabed inspection surveys, if required, have been completed. 4.1.5. Clearance of any debris from seabed locations will be charged against the Work Order, both prior to the rig/barge moving on and subsequent to its departure from the location. 4.2. Rig Move Master 4.2.1. RTMOD shall be responsible for assigning experienced and qualified Rig Move Masters, as required, to each marine Offshore Unit or equipment spread. The Rig Move Master shall be considered a "Servant of the Vessel" and shall be responsible for the following: 4.2.1.1. Receive Work Permits, issued by Producing representatives, for marine Offshore Unit movements in accordance with specific safe working procedures agreed in the "Work Review and Planning Meeting". The Offshore Unit’s movements requiring Work Permits will generally be limited to marine Offshore Unit’s engaged in: (a) Movement from safe anchorage (Supplement 4) into or out of designated Saudi Aramco oil fields. (b) Movement within designated Saudi Aramco oil fields where surface platform facilities and/or subsurface producing facilities (pipeline, cable, mud-line suspension wells, valves, etc.) are within 5 nautical miles of the moving Offshore Unit or 1,200 feet of any Offshore Unit anchor pattern, whichever controls. (c) Movement alongside surface platform facilities and/or subsurface producing facilities for purpose of anchoring/securing equipment prior to undertaking drilling, construction, or repair activities. (d) Movement into or away from work locations due to inclement weather conditions and/or interference with other marine equipment.

Prior to the commencement of the rig move the Rig Move Master must conduct a safety meeting onboard the rig/barge at which he highlights all critical stages of the move and if pipeline(s) and/or sub sea cable(s) exist in the vicinity of the rig/barge at the arrival location. The Rig Move Master shall communicate clear instructions, as per the Rig Move Meeting additional remarks, to the rig operator (i.e. Rig/barge Engineer or O.I.M.) and the Rig Foreman on the safe anchoring position. A notice prominently displayed in the Control Room shall indicate the safe position of anchor drop point and the provisions of safe anchoring (i.e. spar buoy and continuous subsea pipelines/cables buoying). 4.2.1.3. Upon receipt of the Work Permits, the Rig Move Master will be responsible for the on-site acceptance of the marine Offshore Unit safe work procedures, as agreed during the "Work Review and Planning Meeting". These on-site marine Offshore Unit safe work procedures will generally include: (a) All items on the rigmove log book checklist. Supplement 5 of this Instruction. (b) The safe operation of all marine Offshore Units, including anchor positioning and anchor handling vessels. (c) Competence of Offshore Unit personnel to implement the agreed safe work procedures. (d) Offshore Unit anchor patterns, including actual placement of anchors within agreed tolerance. (e) Adherence to the proposed routing as designated in the "Work Review and Planning Meeting". 4.3. Offshore Unit Operators 4.3.1. The Offshore Unit operators shall be responsible for implementing the specific safe working procedures agreed during the "Work Review and Planning Meeting" and as directed on-site by the Rig Move Master appointed as a "Servant of the Vessel". 4.3.2. Provide and maintain vessels and vessel crews that meet Saudi Aramco and International Maritime standards and classifications. 5. BUOYING REQUIREMENTS 5.1. Actual buoying requirements will be determined at the "Work Review and Planning Meeting" In general however, all sub sea lines and obstructions in the work area to a


SAUDI ARABIAN OIL COMPANY (Saudi Aramco) Page 6 of 36 OPERATIONS INSTRUCTION MANUAL ISSUING ORG.: NORTHERN AREA OIL OPERATIONS SUBJECT: WORK AROUND OFFSHORE PRODUCING FACILITIES: INSTRUCTION NO. 1.519 Issued: 10-07-2008 Replaces: 08/24/2003 Complete Revision Next Review: 10-07-2013 * Change ** New Addition radius of at least 600 feet beyond the usable length of anchor wire available must be clearly delineated by buoys prior to the Offshore Unit moving into the location. These buoys shall be color coded and so placed as to clearly indicate the direction and position of all lines and or the outside limits of groups of pipelines and cables. 5.2 With the agreement of the Producing and Marine Department Representative the requirement for buoying can be reduced if a construction spread is utilizing a Barge Management System to deploy anchors. This requires the proving of the Barge Management System under practical trials by the Rig Move Group and approval of the system and surveying personnel by Saudi Aramco Hydrographic Survey Unit. 5.3. All underwater pipelines and/or cables within the area of the work site will be marked by buoys in a manner agreed at the "Work Review and Planning Meeting". 5.4. All isolated piping special installations such as underwater valves, tie-ins and crossovers within the area of the work site will be marked with a double buoy, as determined at the "Work Review and Planning Meeting". * 5.5. When a rig is on location, all underwater pipelines and/or cables in way of supply boat anchors, loading or discharging at the rig, must be continuously buoyed. In congested work sites a specific anchor location buoy will be placed. It is the responsibility of rig Foreman personnel to ensure that the buoys stay on location and all vessels are aware of any restrictions / specific dangers. 5.6. Safe anchoring areas within the oil field near the work site will be designated at the "Work Review and Planning Meetings". 5.7. Obstacles along the route which are highlighted and classified during the Work Review and Planning Meeting must be double buoyed. * 6. MOVING OFFSHORE UNITS INTO, WITHIN, AND OUT OF OIL FIELDS ** ‘This section does not apply to drilling rigs and Saudi Aramco Owned / Chartered jack-up barges when anchors are not utilized to facilitate their movements’ 6.1. Movements during the hours of darkness or if visibility is less than 4 nautical miles shall be made at the discretion of the Rig Move Master after prior consultation with the Rig Move Office, Barge Captain / Superintendent and other Proponent groups. Movements which can be expected under these conditions (i.e., - pipe lay, cable lay) should be identified and discussed at the "Work Review and Planning Meeting". 6.1.1. Pipe laying barges and those wishing to adjust anchors may do so during darkness if they have informed Producing through the Rigmove Master before 1400 hours on the day of the move and received permission/permit to do so,

At the discretion of the Rigmove Master, short infield moves on anchors, not under tow, may be made in daylight during reduced visibility. 6.1.3. All support vessels accompanying a construction spread can only move away from or proceed to the work location within the oil field at the discretion of the Rigmove Master. In congested locations the Rigmove master will provide the routes for support vessels to follow to avoid damage to oil field surface and sub-sea installations. 6.1.3.1. No Offshore Unit shall cross any existing pipeline without permission unless there is a minimum of 5 meters (16 feet) clearance between Offshore Unit keel or the foot of the barge legs and top of the pipeline at LAT. 6.1.3.2. Hawsers, tow ropes or any other item must not be trailed in the water at a lower level than the keel of the towing vessel. 6.1.4. All material barges that may be required to go alongside the crane / work / pipe lay / or other must have at least one of the sides (port or starboard) clear with no cargo / material overhang. This is to facilitate safe berthing. 6.1.5. All material barges must have an operational bridle recovery system. When not in use the main and reserve tow bridles must be raised clear of the waterline. Under no circumstances may a tow wire be permitted to trail in the water while the barge is under tow. 6.1.6. The restriction on night/poor visibility movement does not apply to: Supply boats Tugs Adjustment of position without moving anchors Diving vessels Other support vessels All of which should navigate with caution at SAFE speed in accordance with international regulations. 6.2. Movement off location or out of the field during inclement weather may be allowed at the discretion of the Rig Move Master; after prior consultation with the Barge Captain / Superintendent and others as he sees fit. These moves do not require a Work Permit.

All moves shall be along routes discussed at "Work Review and Planning Meeting", however, deviation may be allowed at the discretion of the Rig Move Master in consultation with Rig Move Office. 6.4. Divers and diving vessel may be required to be in attendance on vessel moves as determined at the "Work Review and Planning Meeting". 6.5. When moving the barge anchors, the barge shall be attended by three tug boats each capable of handling the anchors and of adequate horsepower to safely tow the barge against inclement weather conditions. One tug shall set the initial 4 anchors while the other 2 vessels shall hold the barge in position. Exceptions to this general rule shall be identified at "Work Review and Planning Meeting". Barges anchored in specified safe anchorages (Supplement 4) shall also be provided with an attendant tug for each barge at all times. 6.6. No Offshore Unit is to move into the oil field either to standby for work or to start work, until all required buoys are in place and Work Permit covering the move has been issued to the Rig Move Master by the Producing representative appointed by the responsible Producing Superintendent to cover the work. 6.7. After review with the RTMOD and the responsible Saudi Aramco agency, the Work Permit may be revoked at the discretion of the Producing representative if, in his opinion, the move becomes hazardous to existing facilities and/or other Offshore Unit’s working in the same area. In which circumstances the craft is to be removed from the field at the earliest time. 6.8. These guidelines may be modified at the "Work Review and Planning Meeting", if work is to be done in open locations with no existing commissioned facilities. 6.9. The foregoing guidelines apply to all construction barge movements into, within, or out of oil fields and elsewhere where there are sub sea lines or facilities. 6.10. A situation may arise where Offshore Unit moves are not permitted or are halted by either the Rig Move Master or Producing representative, when the responsible Saudi Aramco agency and/or the Barge Captain considers such movements to be safe. As Saudi Aramco is exposed to potential standby charges in these instances, a written report in sufficient detail and completeness to allow evaluation of any claim shall be issued to the responsible Saudi Aramco agency (Construction, Maintenance, Drilling, Project Management, Marine etc.). The responsible party (Rig Move Master or producing representative) shall issue this report within seven days. ** 7. MOVING DRILLING RIG AND JACK-UP BARGES ‘This section applies to jack-up drilling rigs and/or barges when anchors are NOT utilized to facilitate their movements’


SAUDI ARABIAN OIL COMPANY (Saudi Aramco) Page 9 of 36 OPERATIONS INSTRUCTION MANUAL ISSUING ORG.: NORTHERN AREA OIL OPERATIONS SUBJECT: WORK AROUND OFFSHORE PRODUCING FACILITIES: INSTRUCTION NO. 1.519 Issued: 10-07-2008 Replaces: 08/24/2003 Complete Revision Next Review: 10-07-2013 * Change ** New Addition 7.1 No drilling rig or jack-up barge is to move off/on a platform or into the oil field either to standby for work or to start work, until all required buoys are in place and Work Permit covering the move has been issued to the Rig Move Master by the Producing representative appointed by the responsible Producing Superintendent to cover the work 7.2 Prior to the commencement of the rig move the Rig Move Master must conduct a safety meeting onboard the rig at which he highlights all critical stages of the move and if pipeline(s) and/or sub sea cable(s) exist in the vicinity of the rig at the arrival location. The Rig Move Master shall communicate clear instructions, as per the Rig Move Meeting additional remarks, to the rig operator (i.e. Rig Engineer or O.I.M.) and the Rig Foreman on the safe anchoring position. A notice prominently displayed in the Control Room shall indicate the safe position of anchor drop point and the provisions of safe anchoring (i.e. spar buoy and continuous subsea pipelines/cables buoying). 7.3 Movement within the field during the hours of darkness or if visibility is less than 4 nautical miles is prohibited 7.4 Rig move shall be along routes discussed at "Work Review and Planning Meeting", however, deviation may be allowed at the discretion of the Rig Move Master No Offshore Unit shall cross any existing pipeline without permission unless there is a minimum of 5 meters (16 feet) clearance between Offshore Unit keel or the foot of the barge legs and top of the pipeline at LAT. The positioning of a Rig in shallow water gives implicit permission for supply vessels to reduce this requirement, the minimum clearance and conditions to be discussed at the rig move meeting. 7.5 Divers and diving vessel may be required to be in attendance on rig/barge moves as determined at the "Work Review and Planning Meeting". 7.6 After review with the RTMOD and the responsible Saudi Aramco agency, the Work Permit may be revoked at the discretion of the Producing representative if, in his opinion, the move becomes hazardous to existing facilities and/or other Offshore Unit’s working in the same area. The responsible party (Rig Move Master or Producing representative) shall issue this report within seven days. 8 ANCHORING WITHIN THE OIL FIELD * ‘This section does not apply to AHTSS and Supply Vessels when moving or supplying drilling rigs and jack-up barges or Saudi Aramco owned chartered Dive Vessels carrying out required survey operations’ 8.1. No anchor movement is allowed inside the oil fields without a work permit. Work equipment is not to anchor inside the perimeter of the oil field, except at safe anchoring areas or at buoyed work sites. No dropping of anchors is allowed within an oil field except as directed by a Rigmove Master and for this reason, three assisting vessels all of which must have anchor handling capability, must be in attendance for all moves, two to tow and one to set and recover anchors. The supply and backup vessels are in no way permitted to be tied into any platform. Offshore Unit’s are not permitted to anchor at work sites until a Move In and Set-Up Work Permit has been issued by the responsible Producing representative. Offshore Unit’s may anchor within the confines of a safe anchoring area without a Work Permit. 8.2. Anchors for work Offshore Unit’s are not to be set or picked up at a work site until the responsible Producing representative has issued a Work Permit covering the action. 8.3. Where an anchor cable is to cross a sub sea pipeline, the anchor must be at least 600 feet across the line if it is depressurized and 1,200 feet if the line is "hot". 8.3.1. If any anchor wire lying across a sub sea line is in contact with or likely to be in contact with that line, it must be supported at the crossing by parachute / buoyancy / DP buoys to avoid damage. Damage prevention buoy locations will be determined at the Rig/Barge Move Meeting and after setting will be marked with a distinctive buoy to facilitate inspection. 8.3.2. Where an anchor is laid up to a pipeline but not across, it should be a minimum of 300 feet from the line. 8.3.3. The requirement for anchor wires run across pipeline/cable will be determined at the "Work Review and Planning Meeting". Producing Department will have a representative on duty at the job site to issue the Work Permit. Similar to the Rigmove Master this representative will have to have single accommodation aboard the marine craft on certain jobs. 8.4. Prior to setting anchors, the anchor location will be buoyed and dive checked if required.

If anchor handling vessel is fitted with survey equipment, anchors may be set and dive checked afterwards. Survey vessel checks may also be used to confirm locations and for drag watch on buoys. 8.4.2. No anchors shall be moved across existing pipeline while anchors are suspended from anchor handling tugs or barges. All anchors must be on deck, with a safety strap/wire installed if they are to be moved across a pipeline. 8.4.3. No anchor may be moved such that the anchor cable sweeps along the pipeline. 8.5. When the agreed anchor position is deemed "critical" due to proximity to existing surface or underwater facilities or due to potential interference with anchor patterns of other Offshore Unit’s working in the same area, a diver will be required to "spot" anchors as they are set and ensure they are clear. Divers will be required to "spot" anchors as determined by the Rig Move Master. 8.6. All anchors will be fitted with wire pendants of adequate length for the water depth with suitcase style buoys. The wire pendant must be secured to the "crown" of the anchor. 8.7. No Work Permit is to be issued until all required buoys are installed and all necessary lines inside the area of operation required to be shut in have been depressurized. Deviations from this procedure, if required by operational contingencies, will require approval from the Superintendent or higher Producing Management. 8.8. After work has started, no anchors are to be moved until the responsible Producing representative has issued a Work Permit covering the move. 8.9. When entering, leaving or moving within an oil field, all anchors must be hove in and secured by a safety strap in the case of anchors connected by wires. Where anchors are connected by normal chain with purpose built gypsies, the compressor or Guillotine arrangements must be operational and in use. 8.10. No vessels other than those approved by the Producing Department shall berth at existing Offshore Platforms. Vessels working at existing platforms must moor in a safe and seaman-like manner to avoid damage to the platform and themselves. "No work vessel shall remain alongside existing platforms during the hours of darkness, but must proceed to a safe anchorage for the night". The provisions of Sections 7.1 and 7.2 above apply to the anchoring of such vessels. "But this prohibition may be waived" for contractor's vessels at the discretion of the Operations Superintendent. 8.11. Where crossing of a pipeline or setting of anchors may be potentially hazardous, or present difficult working conditions, offshore units may "Soft Line" to the legs of a conventional pile driven jacket. A "Soft Line" is a synthetic or natural fiber rope which is secured by a shackle to a conventional anchor/mooring wire to form a "bight", which is passed around the leg of the jacket. (Producing consent).

(b) Certificates of test, or calculations showing the safe working load and breaking strain of the rope. * (c) The Maximum amount of stress / strain to be used. * Formal consent to "soft line" should be sought at the work planning meeting, and final approval will be given by the Operations Superintendent, at the Rig Move Meeting. Soft Lines are to be regarded as a Last Resort, permission for the use of soft lines will not be granted as a rule. Each case will be looked at separately and the age / condition of the platform will be taken into account. Where soft line use is approved, it must be removed as soon as possible and definitely before the departure of the barge. ** 9. ANCHORING AT RIG/JACK-UP BARGE LOCATION FOR SUPPLY PURPOSES 9.1 The vessel must obtain prior permission from the Rig Foreman before approaching any Offshore Rig/Barge. Rig foreman or his delegate must give the supply boat clear instructions on the safe anchoring location as indicated in the rig move meeting. 9.2 No anchoring is allowed at any location where there is a subsea pipeline or cable within 400 meters of the rig. In congested areas this may require the use of DP Vessels only to supply the Rig. 9.3 When a rig is on location, all underwater pipelines and/or cables in way of supply boat anchors, loading or discharging at the rig, must be continuously buoyed as indicated in the Rig Move Meeting Minutes. In congested work sites a specific anchor location buoy (Spar Buoy) shall be deployed. It is the responsibility of Rig Foreman to ensure full compliance with the provisions of safe anchoring (i.e. spar buoy and continuous subsea pipelines/cables buoying). 9.3 Where there are any pipelines or power cables in the vicinity of any rig, a notice will be placed on the rig in the control room by the Rig Move Master relocating the rig. The notice shall be also passed to all vessels via the Marine AHTSS foremen at Tanajib to be kept on the bridge, instructing all vessels where anchoring is prohibited and where the safe anchoring position is located. The Drilling Foreman, as the Saudi Aramco Representative on board the rig, will be also given a copy of the notice and will observe its enforcement.

Masters must consider the buoy to mark the most extreme distance for anchoring from the Rig/Barge, and should anchor between the Spar Buoy and the side of the Rig/Barge, and NEVER on the far side of the buoy. 9.7 The Spar Buoy will be deployed by a survey vessel (e.g. Karan 8) to ensure the correct positioning of buoy. The vessel used to position the Spar Buoy will enter the exact position of the Spar Buoy in the Deck Log-book. A survey Work Order must be raised by the Drilling Foreman for the positioning of the Spar Buoy. 9.8 The Master of the supply vessel will ascertain whether the Spar Buoy is in the correct/agreed position. If the Master has any doubts about the position of the Spar Buoy, he shall immediately report this to the Rig Foreman and the Rig Move Office. 9.9 The Master of the supply vessel shall use all available navigation aids (e.g., Radar Range & Bearing or DGPS) to ascertain anchor drop position. The use of GPS or visual reference of the Spar Buoy is not acceptable as an exact means of ascertaining the correct anchor drop position. 9.10 The Master of the supply vessel shall, as practically as possible, lay the anchor cable in a straight line from the anchor drop position to the side of the Rig/Barge. 9.11 When letting go from the Rig/Barge and recovering the anchor, the Master will maneuver the bow of the vessel directly back along the anchor lay in such a manner to prevent the anchor being dragged along the seabed. 9.12 On departure from the Rig/Barge location the Master of the Vessel will immediately report to the Rig and the Marine Department any difficulty in recovering the Anchor, especially if the anchor is fouled. 9.13 These conditions for the use of anchors by Dive Support Vessels for the survey of locations shall be followed where applicable. 10. DEPRESSURIZING UNDERWATER PIPELINES AND PLATFORM TOPSIDE PIPING; AND DE-ENERGIZING SUBSEA CABLES.

Construction work by floating barges 10.1.1. If pipe laying barges are to work in the vicinity of existing underwater commissioned pipelines, critical lines that are inside the agreed area to be covered by the lay barge anchor system shall be shut down and depressurized before the lay barge is moved into the position. The lines will not be returned to service until the pipe laying barge anchor spread is 1,200 feet clear of said lines unless otherwise agreed at the "Work Review and Planning Meeting" by Producing Superintendent. No pipe is to be laid, repaired or altered until the responsible Producing representative has issued a Work Permit covering the work. 10.1.2. On a platform where riser installations and/or modifications to the topside piping are being made, all topside piping as well as all piping connected to that piping, and critical underwater pipelines inside the area covered by the work barge anchor system shall be shut down and depressurized before the work barge moves in, sets anchor(s), does the work, and moves from the platform. Unless otherwise agreed as in Step 8.1.1 above, platform topside piping must be depressurized and drained (blinded or double blocked and bled if necessary) if the risers are to be connected to an unvalved piping connection. No work is to be done until the responsible Producing representative has issued a Work Permit covering the installation. 10.1.3. For platform installation adjacent to an existing platform, the guidelines presented in Step 8.1.1 above will apply. 10.1.4. An underwater pipeline that is to be modified and critical nearby lines that are inside the agreed area covered by the work barge anchor system shall be depressurized before the work barge is moved on location to set anchors. 10.1.4.1. No pipeline deemed critical shall be returned to service until all work has been completed and the barge has moved off location if frequent anchor moves are required during the course of the work. If frequent anchor moves are not required, all pipelines outside the area of the barge anchor system, except the pipeline is being modified, may be returned to service at the discretion of the responsible Producing Superintendent while work is in progress, unless otherwise agreed as in 8.1.1 above. 10.1.4.2. All such pipelines shall be shut down and depressurized for all anchor moves that occur after work has been started, unless otherwise agreed as in 8.1.1 above. 10.1.4.3. The pipeline that is to be modified shall normally be scraped to displace the oil in the line with water prior to the start of work if the work involves cutting or opening the line for any reason.

When sub sea power & communication cables are inside the agreed area to be covered by barge anchor system, the position of the cable is to be confirmed prior to the deployment/movement/recovery of any anchors. 10.2. Construction work by jack-up construction barges, so long as these barges are moving in, jacking up, jacking down, or leaving a work site: 10.2.1. The rules outlines in Paragraph 8.1 above apply to jack-up construction barges, so long as these barges are moving in, jacking up, jacking down, or leaving a work site, or at any time when anchors are deployed. 10.2.2. While the barge is working jacked up and anchors are not deployed all piping lying more than 300 feet outside the maximum working radius of the barge crane shall be considered as outside the "area covered by the anchor system of the work barge", as long as the vessels or barges do not need to deploy anchors alongside the jack-up barge. Dive checks may be required for leg penetration and to make sure that legs are clear from any underwater pipelines and structures (before the legs are finally lowered to the seabed when in close proximity to pipelines). 10.2.3. No vessels may tie up to the legs of a jack-up, or come alongside a jack-up barge in the process of operating its legs without the expressed permission of the person responsible for the jack-up. 10.2.4 The rules as outlined in Paragraph 8.1 above apply without modification during the entire period they remain on location. 10.3. Construction Work by Dynamic Positioned (DP) Vessels 10.3.1. DP vessels shall be used only in water depths within the vessel certified limits, but in any case not less than 10 meters. 10.3.2. Three (3) independent DP reference systems shall be used with the DP system. Each reference unit shall be a stand alone system. Multiple receivers

The responsible Saudi Aramco agency and Contractor representatives shall present full details/justification of the vessels operational characteristics and systems criteria at the "Work Review and Planning Meeting" to support its classification as a DP vessel, fully capable of performing the work safely and without the use of anchors. The DP Vessel must be classed as such and meet IMCA Recommendations for minimum of DP 2, or such other requirements as recommended by IMO if their requirements have been upgraded. Final approval of the DP classification shall be given by RTMOD based on on-site sea trials which fully simulate the work to be undertaken. 10.3.5. As long as the DP vessel performs the work without reliance on anchors, the restraints on pipeline depressurization and sub sea cable de-energization covered in Paragraphs 8.1.1 and 8.1.5 above will generally not apply. 10.3.6. When existing pipelines are to be cut or modified, positions derived from a satellite navigation system MUST be verified by conventional navigation methods, prior to commencement of work. 10.4. Maintenance Work 10.4.1. The guidelines outlined in all preceding paragraphs generally apply to Maintenance work in offshore oil fields. 10.5. Workover/Drilling Work The guidelines outlined in all preceding paragraphs generally apply to workover/drilling work on offshore wells. Detailed work procedures will be defined at "Work Review and Planning Meeting" held as required with the concerned Producing Superintendent, Drilling representatives and Rig Move Coordinator in attendance. 11. ASSISTING VESSELS 11.1. Towing vessels must be of a suitable horsepower/bollard pull to be capable of handling their tows in all likely conditions to be expected in the Arabian Gulf. The Marine Department will have the final decision on the adequacy of a towing vessel's

Every Towing / AHT vessel must have Sharks Jaws or Similar system fitted and operational. 11.1.1. Every barge at a work site, material transportation or other, shall have a dedicated tug, capable of towing the barge, attending it at all times. 11.1.2. Dedicated tug will not leave the locality of the work site unless replaced by an adequate substitute. 11.1.3. Sections 11.1.1 and 11.1.2 do not apply to jack-up barges having an air gap of six feet or more and in a pre-loaded condition. 11.1.4 Where vessels are used for Anchor Handling Operations on a 24 hour basis such as during pipe lay operations then two masters must be on such anchor handling vessel and sufficient manpower for 24 hour operations. In such instances Rig Move Masters will be provided by Offshore Projects Department, the number to be determined by RTMOD, who will also approve such Rig Move Masters. Such Rig Move Masters proposed cannot be or have recently been in the employ of the contractor, and must be provided through an independent third party. The Rig Move Masters so provided shall be responsible solely to, and report directly to the Rig Move Coordinator. 11.1.5 Where Anchor Handling Vessels are utilizing Barge Management System to set or recover anchors, sufficient survey personnel must be on board the Anchor Handling Vessel to monitor / service / calibrate the survey equipment during the entire period of utilization. 11.2. Tug assistance will be related to displacement tonnage of the tow in the following manner: 11.2.1. Jack-up drilling rigs - two by 5000 BHP (Brake Horse Power) with a bowthruster providing a minimum of 6 Tones thrust departing locations or under tow, and three by 5000 BHP vessels and bow thruster of 6 tones thrust for positioning at platforms. 11.2.2. Construction Barges are to be attended by two anchor handling vessels at all times, each vessel to have a minimum horsepower of 5,000 BHP and bowthruster with a minimum thrust of 6 Tones. During initial set up or recovery period for first and last 4 anchors, construction barge must be held in position by two tow vessels, and a third vessel used for those four anchors first deployed or last recovered. * 11.2.3 In special circumstances where constructions barges are entering congested or sensitive areas the barge must be attended by three Anchor Handling Vessels at all times, each vessel to have a minimum horsepower of 5,000 BHP and

A Push Pull Tug requirement may be enforced in certain circumstances where this will enhance safety. ** 11.2.4 The Horse power requirement may be raised as appropriate where the Barge is above 15000 Tonnes displacement, or where heavy lift vessels are involved. ** 11.2.5 Where AHT Vessels are required to handle Gravity Blocks, the winch must be a minimum of 100 Tonnes, and be proved to be capable of handling the gravity blocks. ** 11.2.6 Vessels required to handle Gravity Blocks must be capable of double securing such blocks. ** 11.2.7 For Shallow Water (Less than 10 Meters LAT) either vessels with A Frames capable of decking the Gravity Blocks, or spud Barges with similar capability must be used. 11.2.8 Shallow Water Spreads must comply as closely as practical with the horsepower requirements, but the main emphasis will be on draft restrictions and the proven capability of the vessels to perform the operation in shallow water. 11.2.9. Twin screw vessels are mandatory. 11.2.10.Horsepower shall be that of the main propulsion engines at 100% MCR (Maximum continuous running) only and Brake Horse Power as opposed to Indicated Horse Power. The towing vessel must provide a recent bollard pull certificate (less than 90 days from issue). The bollard pull to Brake Horse Power ratio must be a minimum of 1.1 metric tons per 100 BHP. The bollard pull certificate shall be renewed at intervals not exceeding one year. 11.2.11.Tonnage shall be displacement at maximum permitted draft as assigned by classification Society or Certificate of Registry. 12. CONDITIONS OF PROVISION OF PILOT SERVICES 12.1. No rig or barge may move within an oil field without a Rigmove Master onboard. 12.1.1. The Rigmove Master will remain onboard until he is satisfied the move is completed and the barge/rig is in safe condition. 12.1.2. In the case of jack-up rigs, 12.1.1 usually means completion of pre-loading and final diver leg check.

AUTHORITY OF THE MASTER The Master whose signature appears below is duly authorized to act on behalf of the Vessel's Owners, Charters, Operators or Agents in all matters concerning the vessel's operating or preparing to operate in "SAUDI ARAMCO Marine Areas". The Master's authority includes, but is not limited to, the execution of this Contract. PILOTAGE The Master is responsible for insuring that all movements of the Vessel to and from work locations in SAUDI ARAMCO Marine Areas and in the proximity of SAUDI ARAMCO installations shall be under the direction of an SAUDI ARAMCO Rig Move Master, and, before said Rig Move Master begins to provide pilotage services he will be informed by the Master of any special conditions present which may affect the intended operations. The Rig Move Master has the right to refuse to move the Vessel if in his sole judgment it has unsatisfactory equipment. The Vessel shall perform its function relative to the moving operation to the entire satisfaction of the Rig Move Master, and the Master shall be willing to perform such tasks as deemed necessary by the Rig Move Master to enhance the safety and efficiency of the operation. No operation relative to the movement of the Vessel shall be undertaken by the Master without the express permission of the Rig Move Master except in an emergency. In circumstances which threaten the safety of the Vessel, the personnel onboard the Vessel, or SAUDI ARAMCO installations, the Master shall, if directed by SAUDI ARAMCO Rig Move Master or his supervisors in the SAUDI ARAMCO Marine Department, move the Vessel with or without a Rig Move Master being onboard. Prior to any movement operation taking place in the ordinary way, the Rig Move Master will fully discuss all aspects of the intended operation with the Master. Also prior to any movement operation taking place, proper lines of command and communication shall be established, including but not limited to radio and telephone communication with support craft and related SAUDI ARAMCO installations.

SAUDI ARAMCO and its agents, servants, contractors, employees and representatives shall not be liable or responsible for any loss of or damage to or expense incurred in connection with the Vessel, its personnel or its equipment caused by or arising out of or resulting from the performance of services by the Rig Move Master. The Master, on behalf of the Vessel's Owners, Charters, Operators and Agents, agrees to indemnify SAUDI ARAMCO and its agents, servants, contractors, employees and representatives and to hold them harmless against all claims for any loss of or damage to or expense incurred in connection with the Vessel, its crew or its equipment and against all claims for any loss, damage or expense suffered or paid out by or on behalf of third parties, howsoever caused, arising out of or resulting from the performance of services by the Rig Move Master.
