CONFERENCE the

The DOST-PCAARRD National Agri-Aqua Technology Business Incubation Program is one of the strategies identified by the DOST-PCAARRD to support technology transfer and innovation, anchored on the DOST Technology Transfer Protocol, Philippine Development Plan 2017-2022, Philippine Technology Transfer Act (RA 10055), Philippine Innovation Act (RA 11293), and Innovative Startup Act (RA 11337). This Program is established to encourage, support, and nurture the development of mature Agriculture, Aquatic and Natural Resources (AANR) – based technologies into viable commercial agribusiness ventures for economic development. The program was also formulated to help the process of nurturing business start-ups. As of 2022, there are 22 ATBIs that are being supported by the DOSTPCAARRD ATBI Program in the Philippines, one of which is the Forest Product Research and Development Institute (FPRDI) while the rest are universitybased incubators. These university-based incubators are lodged in Benguet State University (BSU), Central Luzon State University (CLSU), Visayas State University (VSU), University of the Philippines- Visayas (UPV), Isabela State University (ISU), Cavite State University (CvSU), Capiz State University (CapSU), Central Mindanao University (CMU), Don Mariano Marcos Memorial State University (DMMMSU), Laguna State Polytechnic University (LSPU), Sultan Kudarat State University (SKSU), Western Mindanao State University (WMSU), Western Philippines University (WPU), Mariano Marcos Memorial State University (MMSU), University of Southern Mindanao (USM), Bataan Peninsula State University (BPSU), Ifugao State University (IFSU), Pampanga State Agricultural University (PSAU), Cebu Technological University (CTU), University of Southeastern Philippines (USeP), and Bicol University (BU). As the program lead, the BSU Agribased Technology Business Incubator/ Innovation Center implements DOST PCAARRD projects, namely: (1) ATBI Networking and Capacity Building Phase 2, (2) Agri-Aqua Technology Business Incubator (AATBI) Phase 2, and (3) Regional Agri-Aqua Innovation System Enhancement (RAISE) Program in Cordillera Administrative Region (CAR), all of which contributed to the implementation of this conference. The 2nd National Conference on Agri-Aqua Technology Business Incubators in the Philippines and the 1st Incubatee Summit is conducted with the tagline, “Incubate. Innovate. Collaborate. Consolidate.”, and theme, “Celebrating Agri-Aqua TBIs: Innovations and Networking Towards High Impact”. To strengthen the agri-aqua technology business incubation ecosystem, it brings together the ATBI project teams, the incubatees, the industry, and stakeholders in the public and private sectors to share experiences, to boost the partnerships, and strengthen relationships towards the goal of enterprise creation for socio-economic development.

Good day everyone! Thank you Dr. Reynaldo V. Ebora for the kind introduction, and congratulations to DOST-PCAARRD and the Benguet State University (BSU) for holding the 2nd National AgriAqua Technology Business Incubation (ATBI) Conference and the 1st Incubatee Summit. To our partners in the industry and S&T community, esteemed guests and speakers, it’s my pleasure to celebrate with you our fruitful collaborations in this momentous event. With DOST being at the forefront of innovation, we capitalized on the development, transfer, and commercialization of governmentsupported and locally-developed technologies to support the local industry’s productivity. One DOST offers various initiatives for wealth creation and protection, and skills enhancement geared towards maximum economic and social benefits for the people. The National Agri-Aqua Technology Business Incubation or ATBI Program is one of our strategies to achieve this mission. Under this program, we aim to nurture start-ups to produce successful technology-based enterprises that can create a niche in the market. Since its inception, we have witnessed how the ATBI Program opened opportunities to help us attain the synergy of innovation and entrepreneurship – bringing research outputs generated in laboratories to the marketplace. Of course, this will not be possible without the active partnership and collaboration among the significant actors and stakeholders who play a crucial role in boosting technology commercialization and developing a competitive and sustainable innovation ecosystem. On that note, I am very excited that this conference serves as a platform where all relevant stakeholders from the industry, academe, and the government convene and explore potential collaborative efforts to power up entrepreneurial opportunities from S&T innovations. Yesterday, we have seen how our ATBIs “tech their technologies to the Next Level: the ATBI way”. That is by Accelerating agribusiness practices, carrying out Trade innovations, and creating Business and technology synergy for Inclusive economic growth. In all these, we see the engagement and collaboration of the private sector in our activities as a critical factor to create a robust entrepreneurial environment in the country as we all put our stakes in making the Philippines become a start-up region within ASEAN. We at DOST are always open to new partnerships and collaborations, for we believe that together, we can build a competitive agri-aqua innovation ecosystem that maximizes the potential of every S&T creations. With that, I will not delay everyone’s excitement any longer and I hope that today’s event will be able to spread the spirit of collaboration and partnership. Together, let us aim for more dynamic and rewarding milestones in improving the lives of our countrymen. Let us all work as ONE for the people – ONE DOST FOR YOU. Thank you.

Good afternoon everyone, I hope you all had a wonderful time as we conclude the second day of this momentous occasion. To our distinguished guests: Baguio City Mayor Benjamin E. Magalong; La Trinidad Mayor Romeo K. Salda; and BSU President Felipe S. Comila; to our partners and speakers from the Department of Agriculture - Bureau of Agricultural Research; Department of Trade and Industry - Bureau of Small and Medium Enterprise Development; Department of Labor and Employment; Commission on Higher Education; and Philippine Chamber of Commerce and Industry; to my fellow colleagues from the different DOST agencies: Secretary Renato U. Solidum, Jr.; PCAARRD Executive Director Dr. Reynaldo V. Ebora; PCIEERD Technology Transfer and Commercialization Division Chief Ms. Russel M. Pili; and to PCAARRD TTPD Team led by Director Noel A. Catibog, we are all grateful for the knowledge and information that you have shared with us today. Also, our sincerest gratitude to our resource persons from Thailand, Dr. Santiwa Pithakpol, Director of Innovation and Technology Transfer of the University of Phayao; and Prof. Nophea Sasaki of the Asian Institute of Technology, thank you for sharing your time and expertise. We are looking forward to future collaborations with you. The Department of Science and Technology is fully committed in bringing the S&T innovations to the ground level to make direct impacts to the community. As such, we continue to intensify our thrust on technology transfer, technopreneurship, and innovation by enhancing and sustaining an entrepreneurial culture and encourage Filipinos to start their business ventures with the help and support of our various technology commercialization platforms, such as the Agri-Aqua Technology Business Incubation Program. Through the Agri-Aqua TBI program, we intend to create pathways where local innovations flourish in the marketplace and become key drivers of progress. This conference served not only as a venue for all of us to learn the experiences of our partners and speakers in establishing a TBI, but also to recognize the hardwork and commitment of our Agri-Aqua TBIs in taking on the challenge of becoming a “start-up enabler” leading to rewarding milestones that we are now celebrating. As we shift towards the new normal, we look at the ATBIs as among the frontliners in the promotion and commercialization of our agri-aqua innovations. To the investors or potential collaborators with us today, I do hope you’ll find the ATBI program as something that you want to be part of, and eventually become our partners. DOST fully supports the development of enabling strategic partnerships with various institutions who share the same goal of making S&T solutions available and accessible to all. As I close, let me congratulate and commend the members of the Agri-Aqua TBI team led by Dr. Ruth C. Diego for successfully organizing this conference. We hope that this activity served as a platform for knowledge-sharing, collaboration, and networking to create a greater impact to the S&T industry. To everyone, there is still one more exciting day left in this celebration. Tomorrow, you are in for more as our incubatees present their budding businesses out of various AANR innovations. To our guests from the industry, I am hopeful that you will find the technology that you resonate with and be future partners of these budding start-ups. May we continue to recognize that innovation will continue to take the center stage as we break the mold in agribusiness and entrepreneurship. Magandang umaga po sa ating lahat. It is an honor to be invited to deliver the inspirational message today at the 2nd National Agri-Aqua Technology Business Incubation Conference and 1st Incubatee Summit of the ATBIs and incubatees of DOST-PCAARRD. I would like to acknowledge the presence of Hon. Marquez O. Go, Congressman of the Lone District of Baguio; Dr. Nancy A. Bantog, the DOST Cordillera Administrative Region’s (CAR) Regional Director; Yummyverse Corporation President/CEO Mr. Marvin Jay M. Cuyugan; and PCAARRD Deputy Executive Director Dr. Melvin B. Carlos who will share the closing message this afternoon. DOST is fully committed to driving the local industry to succeed. One DOST offers various programs for wealth creation and protection, as well as skills enhancement to boost economic development. Of course, ATBI is one of the best examples among our many programs, as it is the best avenue to diffuse the technologies generated through government-supported research and development (R&D) initiatives. Through the ATBIs, we nurture budding businesses and entrepreneurs and at the same time, provide an opportunity for our researchers to realize that their endeavors have the potential to reach the market and their intended beneficiaries, thereby inspiring a culture that prioritizes and appreciates innovation. A startup or incubatee will not be successful by simply having a visionary leader or impressive technology. Investors, industry partners, employees, customers, and the government—these are all relevant stakeholders who need to be actively involved for our country to have a successful start-up ecosystem. That’s why at DOST, especially at the regional level, we value collaboration, and this is also why I agree with this event’s theme: “Incubate. Innovate. Collaborate. Consolidate,” because innovation is not enough—We need to come together as industry players to make sure that our countrymen will benefit from what the brightest minds have spent a long time making in their respective researches. We also see the engagement and collaboration of the private sector in our activities as a critical factor in creating a robust entrepreneurial environment in the country as we all put our stakes in making the Philippines become a startup region within ASEAN. Now, what’s a better way to spark collaboration other than our partners’ presentation of their technologies? Today, we will witness the “elevator pitches” of our partners and the Gallery Walk of industry partners. With that, I look forward to the new partnerships that will be forged from this momentous event. Before I end my message, I would like to thank and congratulate the Benguet State University (BSU) ATBI project team led by Dr. Ruth C. Diego for the conduct of the 2nd ATBI National Conference and 1st Incubatee Summit. It has certainly been an interesting journey since the start of the ATBI, and we at DOST are eager to support its upward growth in the coming years. To the ATBI project leaders, staff, incubatees, and partners, it’s a pleasure to be working alongside all of you for the enhancement of our innovation ecosystem. Good morning everyone! I am glad to be with you today as we recognize the innovations and collaborations of our incubators, incubatees and partners that led us to many breakthroughs, with this endeavor as a milestone one. I would like to thank everyone who stayed with us as we head towards the second day of the 2nd National Agri-Aqua Technology Business Incubation Conference and 1st Incubatee Summit. Allow me to recognize the commitment and effort of the BSU-ATBI team, headed by Dr. Ruth C. Diego, and the BSU management led by Dr. Felipe Salaing Comila. Thank you for being our hand in cascading the initiative of the ATBI Program. I would like to acknowledge our colleagues from the Science and Technology (S&T) community; DOST Secretary Renato U. Solidum, Jr. and DOST Undersecretary Leah J. Buendia, who will deliver their messages later, and to the DOST-PCAARRD Technology Transfer and Promotion Division (TTPD) team, headed by Dir. Noel A. Catibog. More so, allow me to recognize the presence of the Baguio City Mayor, Hon. Benjamin E. Magalong, and the La Trinidad Mayor, Hon. Romeo K. Salda. Thank you for lending your time and effort to join us in this endeavor. I would also like to extend my gratitude to our partner agencies; Philippine Information Agency (PIA-Cordillera Administrative Region), the Department of Agriculture - Bureau of Agricultural Research (DA-BAR), the Department of Trade and Industry - Bureau of Small and Medium Enterprise Development (DTI-BSMED), and the Philippine Chamber of Commerce and Industry (PCCI). To the ATBI project teams, incubatees, innovators, and officials of the participating state universities and colleges, and research and development institutes, we appreciate your support as we establish a thriving Agri-Aqua Technology Business Incubation (ATBI) community. I am also excited to hear from our foreign presenters from Thailand, Dr. Santiwat Pithakpol of the University of Phayao and Prof. Nophea Sasaki of the Asian Institute of Technology. We are looking forward to learning from, and maybe, adopting the best practices being done by neighboring countries in reinvigorating science and technology innovations for wealth creation. It has been three years since we held the 1st National Conference on Agri-Aqua Technology Business Incubation here in Baguio as well, where we had more than 200 participants and guests from all over the country. Even with the occurence of the Covid-19 pandemic, we continued our drive to pursue a brighter agri-aqua innovation ecosystem Last year, we were able to launch various initiatives such as the ATBI Real-time Monitoring System, and the Agri-Aqua Business Incubation Network of the Philippines, Incorporated or AABINPhil, Inc. We believe that these initiatives paved the way to foster a synchronized knowledge management hub, and the further development of ATBIs in the country through networking and capacity building. Recognizing the importance of collaboration taking place, we were able to pursue the co-incubation program in which an ATBI collaborates to assist startups and open more opportunities to other ATBIs. DOST-PCAARRD is bracing itself for the changes that shall take place as the Council involves various players, stakeholders, and community members to intensify its efforts in creating a vibrant innovation ecosystem. To give context, the Council is now implementing the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program, a four-component program that includes Regional Intellectual Property and Technology Business Management (IP-TBM), ATBI, Knowledge Management (KM) Hub, and Agri-Aqua Business Hub. RAISE Program is an initiative that aims to establish centers in the region that will serve as a mirror-image of the DOST-PCAARRD Innovation and Technology Center (DPITC). Through the RAISE Program, we were able to establish two (2) more ATBIs in Bicol University (BU), and University of Southeastern Philippines (USeP). The Council also started the implementation of the DOST Startup Grant Fund (DOST-SGF), a program that aims to scale up technology adoption and accelerate innovation. DOST-SGF supports the upscaled operations of both PCAARRD and non-PCAARRD supported innovative enterprises towards full technology commercialization. ATBI has grown so much in the past years, and it will continue to grow further in the next succeeding years. I believe that these aspirations will only be possible through your help. As we always say, the P and C in PCAARRD also stand for “Partnership” and “Collaboration”, and we believe that this endeavor will serve as a platform for knowledge sharing, collaboration, and networking to create a greater impact to the S&T industry. May we all be inspired to work together as we gear towards a competitive agriculture, aquatic, and natural resource ecosystem where science and people meet. Magandang hapon po sa lahat. As we conclude the 1st Incubatee Summit with a day packed with presentations from our partners, a rich exchange of ideas and insights during the forum, and of course, the inspirational message from the Yummyverse Corporation President/CEO Mr. Marvin Jay M. Cuyugan, allow me to thank everyone who stayed with us in this afternoon’s event and recognize the efforts of those who contributed to the success of today’s celebration led by BSU team. Your efforts are appreciated as convening the different ATBI stakeholders in one setting for the biggest celebration of the ATBI program yet after the pandemic is, without question, a challenge. Palakpakan po natin silang lahat. I am delighted to once again meet the ATBI groups and their incubatees. I would also like to recognize DOST Usec. for Regional Operations Dr. Sancho A. Mabborang; Hon. Marquez O. Go, Congressman of the Lone District of Baguio; and Dr. Nancy A. Bantog, the DOST Cordillera Administrative Region’s (CAR) Regional Director. Thank you po for joining us today to deliver your messages. Over the years since we started the journey of strengthening our technology transfer and commercialization efforts, our data claim that we have been making a dent in the innovation ecosystem. However, nagsisimula pa lamang po ang laban. This year, after the continuous trend of upward development of the Philippines’ standing on the Global Innovation Index (GII), our country dipped by eight (8) slides. I want you all to know that this shouldn’t be frowned upon, as a lot of factors at play were considered, and that includes the pandemic which affected most of our stakeholders’ operations and processes nationwide. Still, let this be our reminder to keep pushing forward. As we go through the years, the Council is starting to be more exploratory in determining new avenues to encourage our budding entrepreneurs. Aside from the Startup Grant Fund program which has been signed into law to deliver direct support to our startups, we also have the Agri-Aqua Innovation Challenge, a collaboration with the Asian Institute of Management (AIM) and the Management Association of the Philippines (MAP). The 1-year Challenge is a collaboration among the industry, academe, and government that aims to support start-ups to manage their agri-businesses better and enhance their innovation journey through funding support and expert mentorship. Last November 9, we recognized the winners of said Challenge under our project at the Asian Institute of Management (AIM). The Challenge crowned Kamino Algae, a startup offering algal paste to aquaculture hatcheries, as the grand prize winner under the Startup Category. Kamino Algae won the PHP 1 million grand prize among the nine other finalists in the first innovation challenge which aims to solve the country’s problems in agriculture and aquaculture. On the other hand, AquaGenTech Company which carries the JAmp-WSSV System, a diagnostic kit that detects White Spot Syndrome Virus for Shrimp won the grand prize of PHP 400,000 in the Students Category. In the 2nd Agri-Aqua Innovation Challenge next year, we hope that one or two of our incubatees who may qualify for the said project will be among the winners. These are just some of my hopes for all of you, aside of course from success in your respective ventures. To our investors, thank you for giving us your time today despite your busy schedule. We at PCAARRD are always looking forward to seeing our partners develop a connection with the private sector. We recognize that our partnership with you is one of the key pillars of a strong innovation system. Lastly, I congratulate everyone on the success of the 1st Incubatee Summit here in Baguio. With all of these activities, the vibrant showcase of the innovations, and the people that rally behind them for them to reach the market, I can say that makulay ang agham at teknolohiya sa ATBI. I am grateful and privileged to be with you today as we celebrate another milestone of the Agri-Aqua Technology Business Incubation (ATBI) or ATBI program — the 2nd National Conference on Agri-Aqua Technology Business Incubation and 1st Incubatee Summit. Allow me to express my sincere gratitude to everyone who lent their precious time to be part of this momentous event. To Benguet Province Governor, Hon. Melchor D. Diclas; Dr. Kal Kalayanamitra of Maejo Agro-Food Park (MAP); Mr. Peter Ng of the Philippine Chinese Chamber of Commerce and Hotel Supreme; to our media partner from the Philippine Information Agency (PIA) - Cordillera Administrative Region, Ms. Helen R. Tibaldo; to all the key officials, consortium directors, investors, and technology transfer officers, we appreciate your effort to be with us in this endeavor. The previous years have been quite an exciting time for the ATBI community. During our journey together, we celebrated milestones and victories with our ATBI and their incubatees, and our collaboration led us to launch various initiatives and undertakings. ATBI has been at the forefront of providing valuable infrastructure that hastens the commercialization of mature agriculture, aquatic, and natural resources (AANR) technologies. From the operationalization of six (6) ATBIs during its inception year to the empowerment of 22 ATBIs, we were able to support innovative startups by providing administrative support and assistance in technology management, business development, marketing, networking, and shared access to work facilities and equipment that helped our incubatees leverage their productivity. Furthermore, the ATBI was able to roll out 92 AANR innovations as viable agribusinesses, which cater to 324 incubatees who generated P68.7 million revenue and created 1,603 jobs. These incubatees are now operating their respective businesses with technical and managerial support from the ATBIs. Recognizing these gains, PCAARRD has supported the creation of the Agri-Aqua Business Incubation Network of the Philippines, Incorporation or AABINPhil, Inc. in 2021, headed by Dr. Ruth C. Diego of Benguet State University, which will foster the development and sustainability of ATBIs. AABINPhil, Inc. has now been recognized by the Securities and Exchange Commission (SEC) as a registered corporation. Despite facing challenges due to the pandemic, ATBI persisted in translating AANR inventions into innovations. Through the GALING-PCAARRD Kontra CoViD-19 Program, the ATBIs and their incubatees collaborated to carry out a number of relief operations aimed at assisting the local community. The pandemic also shed light on the importance of the use of new technology and media in promoting S&T innovations and interventions. As we aspired to cater to a wider network and boost our technology commercialization efforts, we launched the ATBI website, a real-time monitoring system, and a one-stop source of information on our ATBIs, incubatees, and technologies, among others. Indeed, we’ve had a hectic yet fruitful path throughout our ATBI journey. Of course, this will not be possible without the unwavering commitment and dedication of our ATBIs. We at PCAARRD, are grateful and proud of our expanding ATBI family. Later, we will hear from our ATBI project leaders on what transpired during their day-to-day ATBI operations. I believe we are all intrigued and eager to learn about the challenges they faced and how they overcame them. Above all, I think that the biggest challenge is the sustainability of the ATBI program, and I believe that we will overcome this if we work together towards our ultimate goal, which is to produce highly innovative agri-aqua enterprises that will leave the incubation program financially viable to sustain their operations and compete in the market. May this endeavor be a catalyst for strengthened collaboration and partnership towards the pursuit of a thriving innovation ecosystem. I am one with the whole BSU community and family in extending our congratulations and felicitations to the organizers of the 2nd National AgriAqua Technology Business Incubation Conference and 1st Incubatee Summit on November 23-25, 2022 at the Newtown Plaza Hotel, Baguio City with the tagline, “Incubate. Innovate. Collaborate. Consolidate. These are not only the buzz words of today’s survival but also the needs of time even as we continue to grapple with the aftermath of the COVID pandemic. This year’s theme, “Celebrating Agri-Aqua TBIs: Innovations and Networking Towards High Impact” aims to strengthen agri-aqua technology business incubation (ATBI) ecosystem and serves as an avenue to share best practices among stakeholders. Specifically, it intends to boost the partnership of 22 ATBIs and industries; showcase the incubatees’ technologies and products through exhibits; and promote collaboration and networking among incubates/accelerates with private and public organizations as they create new enterprises. As I welcome you all to this auspicious event, I would like to share what Benguet State University is practicing to bolster its quest to become SUC level 5, to attain National College of Highland Agriculture and Environment, and to offer College of Medicine and on Entrepreneurship. Noticeably, we are manifesting a Premier University where strong and innovative leadership is visible, where everyone is primed to take full responsibility and have a shared vision for sustainable development. Recently, BSU had its ISO re-certification external audit and by all indications, the University is primed to maintain that certification, subject to compliance with the auditor’s suggestions. My short message delves in the 5S formula: 1. SPREADING. Spreading is sharing. The effective utilization of limited resources on networks is of prime significance in diverse contexts, ranging from identification of “influential spreaders” for maximizing information dissemination and targeted interventions in regulatory networks, to the development of mitigation policies, and the like. The optimal distribution of available resources hence results from an interplay between network topology and spreading dynamics. 2. STEERING. Generally speaking, managers will administer the ideas of the leader. A leader will strive to innovate and champion new work policy, they will steer the direction of the business and have a level of courage that is required for inspired leadership. Imagine leaders as trendsetters and managers are those who follow those trends, making sure the workforce adheres to those trends. 3. SHIFTING. Scientific revolutions are not a matter of incremental advance; they involve "paradigm shifts." Important change can happen when the usual way of thinking about or doing something is replaced by a new and different way. Managers can develop innovations to initiate a paradigm shift. When a new technology or business model comes along, that dramatically alters the nature of demand and competition; a shift in the paradigm is imperative. 4. SOARING. In order for you to soar like an eagle, you need to release yourself from anything that is weighing you down. You cannot soar like an eagle if you have the mindset of a turkey. If you don’t believe you can fly, certainly you will not. If you don’t believe you are capable of soaring to the top of your own mountain peak in life, you will never try and therefore never succeed. If you’re surrounded by turkeys, start to limit the interaction and soar instead. 5. STORMING. If you have weights tied to your legs or if you have things that are weighing you down and preventing you from taking off, it’s now time to release those shackles. Set yourself free so you can fly. You were born to fly, to dominate in life, to make your own decisions, to walk your own path. Learn to surmount the seemingly insurmountable challenges in life. As we continue to build networks and innovate for high impacts, let us learn to listen in the depths of our heart to the voice of God, the voice of our conscience. This will tell us what God wants from us in every moment. Let us live well what God asks of us in the present moment. “Just as one dot after another makes a line, one moment after another makes our life.” Once again, my congratulations to the National Agri-Aqua Technology Business Incubation Conference and the very people behind the staging of this noble undertaking.

It is my honor and privilege to welcome you to the 2nd National conference on Agri Aqua Technology Business Incubation and 1st Incubatee Summit with the theme “Celebrating Agri-aqua TBIs: Innovations and Networking Towards High Impact” in Benguet, we have this dance called the “bendian” which involves the village circling and dancing around the leader while executing various arm movements. It is performed for various reasons, some of which are to heal a prolonged illness, relieve natural calamities such as famine and drought or to celebrate a bountiful harvest. We hope to perform this dance during the socio-cultural night of the conference because this event is a celebration of our healing, resilience and success. We celebrate our resilience to the covid 19 pandemic, our success despite it, and our healing from it. At its peak, it seemed like we couldn’t do anything. We couldn’t travel, go outside, and see each other. Now look at us, we are better than ever. Even with the challenges, we did not remain stagnant but rather grew and evolved from 6 ATBIs in 2017 to 16 ATBIs in 2019, and to 22 ATBIs today. This year also marks the start of the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program that will mirror the functions and initiatives of the Department of Science and Technology- Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) Innovation and Technology Center in the regions by providing assistance to the regional consortia on intellectual property management and transfer of technologies. This event will be a 3-day celebration of the ATBI and our accomplishments.The 2nd National ATBI Conference will have 2 days. The first day shall be the ATBI day wherein we shall hear from the project leaders of the 1st batch of the ATBI Program who are also the Founders of the Agri Aqua Business Incubation Network of the Philippines or AABINPhil, Inc. They shall share their best practices and challenges in various aspects of establishing and managing an Agri Aqua Technology Business Incubator. We shall hear from the DOST-TTPD that continually nurtures the ATBIs. Our speaker from Thailand shall share their experiences in agribusiness incubation. From industry, let us listen and learn about where we aspire our incubatees to join. The 2nd day will be dedicated to our staunch partners. As newly establishing ATBIs, we rely on them for funding, networks, linkages, mentoring and expertise. Let us be inspired by foreign and local partners with their support and experiences on technology business incubation. On the 3rd day, for the very first time, we will conduct the 1st Incubatee Summit which will allow our incubatees to network and showcase their technologies and products through an exhibit and pitch. This day will also have the incubatees, industry, and other stakeholders share ideas and form linkages to grow their enterprises. To showcase our cultures and have a good time, we will also have the AABINPhil Night and Socio-Cultural Night. I believe that modern development through the ATBI should not mean forgetting our culture and community identity, but rather be a medium and inspiration towards impact. Together as one ATBI community, let us celebrate the ATBIs, incubatees, and partners in development! Dr. Kal Kalayanamitra has been the Director of Maejo Agro-Food Park (MAP) since 2010 and is also a lecturer in the Program of Postharvest Technology under the Faculty of Engineering and Agro-Industry since 2011 at Maejo University, Chiang Mai, Thailand. Dr. Kal has a BS degree in Animal Husbandry, an MS degree in Postharvest Technology, and a Doctoral degree in Science (Biology) from Chiang Mai University. After completing his studies in 2005, he started his way into the field of technology and innovation management. He started as the assistant manager of the Chiang Mai University Technology Incubator while managing his own martial arts gym in 2006. Two years later, he became the Deputy Director of the Maejo University Business Incubator (now MAP) and eventually become the Director. Besides his experiences and achievements in technology business incubation, he was also a registered patent agent who managed a technology licensing office.

Dr. Renato Umali Solidum, Jr. is a geologist and government official who is currently serving as the Secretary of the Department of Science and Technology (DOST) since August 13, 2022. His first stint in DOST was in 2017 when he was appointed as Undersecretary for Disaster Risk ReductionClimate Change Adaptation (DRR-CCA) while being assigned as Officer-In-Charge of PHIVOLCS. He was also assigned as the Undersecretary for Scientific and Technical Services in 2019. For the longest time, he has worked with the Philippine Institute of Volcanology and Seismology (PHIVOLCS) since 1984 and became its Director in 2003 up to February 2017. Dr. Solidum obtained his BS degree in Geology from the University of the Philippines. He then finished his M.Sc. in Geological Sciences from the University of Illinois at Chicago and his Ph.D. in Earth Sciences from the Scripps Institution of Oceanography, University of California, San Diego. In recognition of his contributions to disaster risk reduction in the Philippines, Dr. Solidum has been awarded the Presidential Citation for Public Service, the Presidential Lingkod Bayan (Civil Servant) Award by the Civil Service Commission (CSC), the Professional of the Year in the field of Geology by the Professional Regulation Commission (PRC), the Excellence Award for Government Service by the Philippine Federation of Professional Associations, and the Presidential Career Executive Service Award by the Career Executive Service Board.

Dr. Sancho Mabborang took oath as the DOST Undersecretary for Regional Operations on July 7, 2022. Prior to this, he served as the Regional Director of Region II. Dr. Mabborang obtained his B.S. degree from Far Eastern University in 1991. He went on to pursue post-graduate studies in Belgium from September 1994 to July 1995 where he was granted Cum Laude in MS Post-Harvest Engineering. He also attended numerous trainings, seminars, conferences, workshops, and short training courses. Some of these were his training in Technology Needs Assessment from August – September 2003 at Swinburne University, Australia, and his Non-Destructive Testing Trainer’s Training in September 2006 in Seoul, South Korea. Honors and awards include DOST 02 Employee of the Year, 2013, and Model DOST 02 Employee of the Year, 2012 for local awards; Outstanding PSTD – National Awardee, 2011, Philippine Quality Award (DOST 02), 2015 and Most Outstanding DOST Employee, 2015 for national awards.

Dr. Ruth C. Diego has been the Director of the Benguet State University Agribased Technology Business Incubator/ Innovation Center since 2011. Since then, she lead various projects funded by both private and public organizations. Some of the ongoing projects were the ATBI Networking and Capacity Building Phase 2, DOST-PCAARRDBSU ATBI Phase 2, and Regional Agri-Aqua Innovation System Enhancement in the Cordillera Administrative Region, all were DOST-PCAARRD funded. She is also the president of the Agri-Aqua Business Incubation Network in the Philippines (AABINPhil.,) Inc. which was SEC registersed in 2020.

Dr. Efren L. Linan is the Vice President for Research, Development and Extension of Capiz State University since November 2020. He served as the project leader of DOST-PCAARRD-CAPSU ATBI Phase 1 which concluded in June 2021 and serves as the lead of the second phase of the same project which started in July 2021. He is also a member of the Agri-Aqua Business Incubation Network in the Philippines (AABINPhil.,) Inc.

In September 2022, she was recognized as an Outstanding Extensionist for her exemplary accomplishment in research development and extension during the 106th Foundation Anniversary of the university.

Dr. Efren l. Linan is a Registered Agricultural & Biosystems Engineer and a Licensed Professional Teacher.

Throughout her years in the service, she had been attending numerous trainings, seminars, and fellowships on Business Incubation within and outside the country. Dr. Diego completed her BS degree in Veterinary Medicine at the Gregorio Araneta University Foundation, Manila in 1987 and her MSc degree in Aquaculture at the University of Gent, Belgium in 1998.

Mr. Guillermo P. Desenganio is an instructor and chair of the Department of Agricultural Entrepreneurship of the College of Agriculture, Food, Environment, and Natural Resources of Cavite State University. He served as the former Director of the Office of Business Affairs responsible for managing 16 different entities ranging from Income Generating Projects, Pure Business Enterprises, and Service Enterprises. He is also a project member of the PCAARRD-CVSU Technology Business Incubation Program.

Ms. Milyn C. Leghid is a Business Manager at the University of the Philippines Visayas since 2012. She also serves as the Project Leader of the DOST-PCAARRD Agri-Aqua Technology Business Incubator Project since 2017 under the UPV Coastline 5023 Fisheries Technology Business Incubator.

Mr. Desenganio is an Agriculturist and a graduate of Bachelor of Science in Agriculture majoring in Agricultural Economics. Earned an MBA degree at Cavite State University and currently a candidate for a doctoral degree in Philosophy of Business Administration at the DLSU-D in Dasmarinas City, Cavite.

Dr. Pablo J. Rafael Jr. is a faculty member at the Department of Agribusiness Management, College of Agriculture, the Manager of the Agriculture and Food Technology Business Incubator, and a Business Development Division Officer at Central Luzon State University, Science City of Muñoz in Nueva Ecija. He is also the project leader of the DOST-PCAARRD-CLSU Agriculture and Food Technology Business Incubator – Phase I and II and the vice president of AABINPhil, Inc.

Professor Alan B. Loreto is the Director of the Innovation Office and the Manager of the Innovation Technology Support Office of Visayas State University. He is also in Incharge of the Computer Application and Statistical Unit of PhilRootcrops-VSU and the Public Relations Officer of the AABINPhil, Inc.

Dr. Rafael obtained his BS degree in Business Administration and MS degree in Agricultural Economics at Central Luzon State University. He then pursued his Ph.D. degree in Business Administration at Nueva Ecija University of Science and Technology.

Prof. Loreto obtained his BS degree in Agricultural Engineering at the Visayas State College of Agriculture (now VSU) and his MS degree in Agricultural Engineering at the University of the Philippines in Los Baños. He is currently pursuing his Ph.D. degree majoring in Precision Farming, Instrumentation, and Machine Systems at Purdue University in West Lafayette, USA. Throughout his profession, he attended various conferences, training, and seminars locally and abroad. He also authored/coauthored various publications with topics on autonomous aerial vehicles, cartography, control engineering computing, disasters, environmental management, environmental monitoring (geophysics), environmental science computing, geophysical image processing, remote sensing, and robot vision.

Mr. George T. Barcelon is a business executive and entrepreneur. He has been elected as the Philippine Chamber of Commerce and Industry’s (PCCI) president for the second time in December 2021, after his successful first term in 2015. He is also currently serving as the president of Integrated Computer Systems, Inc. and Paramount Vinyl Products and Interpolymer Corp. He sits on the board of BDO Unibank, is a representative of the private sector in the Industry Development Council and National Competitive Council, and is chairman of the Philippine Exporters Confederation, Inc. (PHILEXPORT).

Dr. Santiwat Pithakpol has been working with the University of Phayao since 2011. He started as the Deputy Dean of the Faculty of Agriculture for 2 years. Shortly after, he became the university’s Science Park Director. In his earlier career, he served as the Department Head of the School of Science and Technology and School of Agriculture and Natural Resources of Naresuan University, Phayao from 2001-2004 and 2005 to 2010, respectively.

Before this, he started out as a graduate of chemical engineering at De La Salle University, working with his family’s rubber and plastic manufacturing company in the 1970s.

Dr. Pithakpol has a BS degree in Fishery (Marine Science) from Kosetsart University in Bangkok. He continued to build his academic record in Japan where he finished his M.Sc. in Agriculture (Bioresources Science) at Kagawa University and his Ph.D. in Aquatic Environment at Ehime University. With his astounding experiences and academic track, his skills and expertise extend to knowledge management, academic administration, management of the university science park and business incubator, management of intellectual property, and research commercialization.

Professor, Natural Resources Management, Asian Institute of Technology

OIC Director, Bureau of Agricultural Research, Department of Agriculture

Dr. Nophea Sasaki is a professor and the department head of Natural Resources Management at the Asian Institute of Technology (AIT) in Thailand. He is also the chair of the AIT Sustainability Taskforce working on the global university’s impact ranking, and sustainability campus, and producing AIT’s Annual Sustainability Report. His specialization and research interests include Forest Carbon Management and Monitoring, Tropical Forestry, REDD+ and Sustainability, Sustainability and APP development, and Biodiversity Conservation.

Joell H. Lales is currently serving as the OIC Director of the Department of AgricultureBureau of Agricultural Research (BAR). Dir. Lales had been serving the bureau for almost two decades since his first stint in 2004 as an Agriculturist II. Throughout his service, he had been awarded an Outstanding BAR Employee four times under different categories. He later assumed various designations such as senior executive assistant and planning officer, until he became chief agriculturist in 2011 and headed the Program Development Division of DA-BAR until 2020 when he was designated OIC-assistant director. In March of 2022, he was appointed full-pledged assistant director.

Dr. Sasaki finished his BS degree in Forestry at the Royal University of Agriculture, Phnom Penh, Cambodia in 1994. He pursued his graduate degrees in Japan, obtaining his MA in Forest Management at Shinshu University in 1999 and his Ph.D. in Agriculture (Forest Management) in 2002. The same year, he was awarded the University Presidential Award for Excellence and the START Young Scientist Award for Outstanding Publication. Other awards include the Zayed International Prize for the Environment “Scientific Achievements in the Environment” in 2005, Best journal paper from the International Society of Environmental and Rural Development in 2013, and the Next Step Award from Google (USA) for the introduction of Krumap, a near real-time technology for land cover change detection and monitoring in 2019. He was also a recipient of notable fellowships programs such as the Charles Bullard Fellowship in Forest Research, at Harvard University from September 2008 to August 2009 and the Volkswagen Postdoc Fellowship at Max Planck Institute for Biogeochemistry in Germany from May 2002 to March 2004 among others. He is also an Associate Editor for Frontiers in Forest and Global Change, a member of the Editorial Board of Heliyon Agriculture. Elsevier, an Editor of the Journal of Forest Planning and a Review Editor for Frontiers of Ecology and Evolution and Frontiers of Earth Science.

Dir. Lales earned his Masters of Technology Management degree at the University of the Philippines (UP) Diliman in 2011 and a Bachelor of Science in Agriculture degree majoring in Animal Science at the UP Los Baños in 1999.

Currently, Thai UBI is divided into 9 networks which consisted of 83 UBI. The purpose of UBI was to create new entrepreneurs from the student, alumni, and university staff based on the research and technology of the university. Thai UBI separates the incubation program into 2 stages, start-up and spin-off stages. Each stage has a period of 2 years which is evaluated every 6 months. Maejo University Business Incubator (MJUBI) participated in the first generation of 12 UBIs in 2005 and were members of the upper north network. In 2013, MJUBI was involved in the project of a regional science park (RSP) with support from the ministry of science and technology. MJUBI is a co-founder member of the northern science park (NSP), a network from a total of 4 networks in Thailand. At present, there are 44 university science parks (USP) in total. NSP aims to stimulate the creation of new technology businesses and be linked to building the ecosystem to promote innovation development between the academy, government, private sector, and community. The technology business incubator (TBI) platform is 1 of 5 original platforms of RSP including service, TBI, IRTC, co-research, and infrastructure platforms. TBI has a period of 3 years of the incubation program which is evaluated at graduation time. However, with a mission that goes beyond business incubation, MJUBI is transforming to be Maejo Agro-Food Park (MAP) in 2019. After more than 17 years of operation. The results of 185 jobs in 69 businesses with revenues of more than PHP 190 million, increased investment by PHP 85 million, and decreased imports of PHP 92 million. MAP training business knowledge to the student, alumni, university staff, and people of more than 11,000 persons. In addition, MAP promotes and encourages the university to cooperate in research work with the private sector in order to create innovations that are needed by the private sector which will result in the utilization of those innovations for commercial purposes. MAP together with the private sector has offered a research fund of over PHP 62 million, and as a result, private sector and community enterprises have jointly invested with the university more than PHP 23 million in cash and cash equivalents of more than PHP 50 million.

Surrounding areas are highland which are rich in bioresources, high quality of agricultural products, local wisdom and variety of cultures. University of Phayao is a Thai government funded university located in Phayao Province. The campus established in 1999, formerly known as Naresuan university Phayao campus. It was promoted to become an independent university in 2010 and became the University of Phayao. It is committed to providing wisdom for community empowerment. Education at the university is divided into 18 faculties. Cluster of faculties are health science, scien and technology, humanity and social science. There are 2,000 academic and supporting staffs, and more than 20,000 students. Innovation and technology transfer institute (UPITI) / The University of Phayao science park is an organization responsible for creating innovation ecosystem, entrepreneurship and incubate new technology businesses for students, alumni, startups, community enterprises and local SMEs and is one of the founder of Thailand northern science park network. UPITI consists of variety business supporting units including industrial liaison office (OIL), innovative design center (IDC), intellectual property management and technology licensing office (TLO), entrepreneurship and technology business incubator (TBI), innovative food product learning center (IFP), laboratory for product quality and standard testing (LAB), animal research center (ARC), co-working space and maker space, and innovative product market place (UP Innoshop). Technology business incubation (TBI) at the University of Phayao is a platform to promote Bio-Circular-Green (BCG) and creative economy and driving inclusive economic growth of northern Thailand. TBI come from 3 main tracks; student-alumni-licensee to startup, professor to spinoff, and community business-local SME to innovation driven enterprise (IDE). The incubator mainly incubates agriculture related businesses, for example smart farm and aquaculture system, high value food and functional food from agricultural products and by products, cosmetics from herbal extract, etc. Incubation processes start from scouting and selection of research/IP or ideation activities, pre-screening, selection, readiness evaluation, business model development, market validation, coaching, mentoring, prototyping, product launch, funding and financial support, legal service, evaluation for graduation, and post-graduation activities. We are looking forward to cooperating with the Philippines universities and business incubators.

Benguet State University was tasked to lead the group through a project for coordination, management, and capability building to support their activities, ensure the successful and harmonized implementation of activities, and monitor the milestones and accomplishments of the ATBI ecosystem in the country. Some best practices in establishing and sustaining the ATBI are institutionalized operation, provision of physical facilities, curriculum development, periodic assessment of incubatee performance, maintaining a pool of technology mentors and business coaches, offering university and non-university technologies, accepting incubatee’s technologies and innovations, providing Intellectual Property management services and market linkages, and establishing the Agri-Aqua Business Incubation Network of the Philippines, Inc. (AABINPhil. Inc.) for common networking and capacity building activities. Some challenges include a limited number of full-time ATBI staff, unclear delineation of tasks under offices in Research, Extension, and Training services, limited financial capacity of start-ups to proceed with incubation, limited face-to-face activities due to the pandemic, lack of entrepreneurial mindset and unwillingness of researchers to commercialize technologies they generated, limited time of experts for mentoring and coaching, and partnerships with private and public entities take time to establish. Since most of the ATBIs are relatively new, it is also a challenge to have incubatees graduated and their enterprises launched as startups or spinoffs. Establishing an ATBI is a long and laborious process that requires a substantial amount of financial, technical, physical, and human resource investments. ATBIs can develop and flourish by building a strong management team, and getting support from the host agency and a strong ecosystem.

Best Practice and Challenges in Incubatee Recruitment Efren L. Linan, Ph.D Project Staff, ATBI Vice-President for Research Development and Extension, Capiz State University Abstract The Capiz State University - Agri-Aqua Technology Business Incubator (CAPSU-ATBI) was made possible through the funding of the Department of Science and Technology - Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST - PCAARRD) to commercialize the technologies and output of local agri-aqua research and development (R&D) inputs. The operation of the CAPSU ATBI under the Research, Development and Extension (RDE) Office was institutionalized in August 2018 and was inaugurated on April 8, 2019. Incubatee prospecting and attracting process is a critical component of technology business incubation to ensure that value for resources can be achieved while securing a right fit with the incubatee and the objectives of the incubation program. Staff selection, communication and community strategies, early entrepreneurial linkages and clear goals are main aspects of an effective client recruitment system for a business incubator. Ultimately, a positive recruitment strategy is the showcase of successful incubatees.

Ilagan Cavite State University Indang, Cavite, Philippines Abstract The CvSU Agri-Aqua Technology Business Incubation (ATBI) is committed to providing more sustainable business operations to new incubatees that will, in turn, provide a stable livelihood to their current stakeholders. Apart from focusing primarily on introducing innovations, the CvSU ATBI team places a strong emphasis on ensuring that the innovations presented are operationally compatible and financially viable, based on the needs and capacity of the incubatees. The team has conducted and attended trainings, webinars, and other related activities based on the curriculum. The team promotes both asynchronous and synchronous learning despite time constraints, location, or internet connection issues. Depending on the selected platform of the incubatee, the team uploaded learning materials. They might choose between Google Classroom, Facebook ATBI Group, one-on-one coaching, and printed materials. By providing timely feedback, the mentors support them in enhancing their business plans and strategies or developing their products. The team conducted site visits and exposed the incubatees products to the market by participating in a variety of activities to gather accurate market feedback and develop a plan to enhance their products or market presence.

From Lab to Market: CLSU AFTBI as a Support Mechanism for Spin-off Pablo J. Rafael, Jr., Ph.D. Project Leader, AFTBI Central Luzon State University Science City of Muñoz Nueva Ecija, Philippines Abstract For more than a decade, the CLSU Agriculture and Food Technology Business Incubator (CLSU-AFTBI) has been assisting entrepreneurs on increasing the survival rate of their innovative start-up businesses through offering packages of specialized services on production and processing technologies of various commodities, i.e., rice, tilapia, goat, mango, mushroom, vegetables and dairy carabao which are relevant to the country’s economic development. These engagements contribute to the attainment of the United Nations Sustainable Development Goals particularly SDGs 1 (No Poverty), 2 (Zero Hunger), 5 (Gender Equality), 8 (Decent Work and Economic Growth), 9 (Industry, Innovation and Infrastructure), 12 (Responsible Consumption and Production), and 17 (Partnerships for the Goals). CLSU-AFTBI also supports the government in the realization of AmBIsyon Natin 2040 that aspires strongly-rooted (matatag), comfortable (maginhawa) and secure (panatag) life. Envisioned to play a proactive role in developing partnerships with new enterprises for the commercialization of CLSU-developed technologies, CLSU-AFTBI has been extensively involved in regional and national economic development initiatives of the government. It fosters MSMEs development, promotes inclusive growth and uplifts the entrepreneurs’ quality of life by utilizing and commercializing the technologies of the University. For the last five years, its 45 incubatees had been able to create 149 jobs and generate a total revenue amounting to P27.047 million. From 2017 to present, CLSU has been supporting two (2) spinoffs company: VeraBella (tilapia ice cream) and Blitzkrieg (test kits). These companies have been authorized by the University to utilize its technologies through licensing, hence transforming these innovations into viable enterprises. During the pre-investment and investment phases, CLSU-AFTBI provides support in the form of access to technology, mentoring and training, access to investors/partners/financial institutions, low-cost workspace and processing facilities, access to mentors and seed capital. In the course of the implementation of the ATBI program, CLSU-AFTBI successfully addressed several pitfalls that could otherwise adversely affect the project implementation of the University and business operations of the incubatees, to wit: limited mobility vis-à-vis the pandemic; insufficient fund to upgrade the facilities, machines and equipment to respond to the needs of the clients; and insufficient ATBI personnel.
