The Los Angeles Unified School District (LAUSD) is the Lead Agency under the California Environmental Quality Act (CEQA) for the proposed South Region Elementary School No. 9. LAUSD has prepared an Initial Study, which determined that an Environmental Impact Report (EIR) will be prepared for the project identified below. Agencies: LAUSD requests your agency’s views on the scope and content of the environmental information relevant to your agency’s statutory responsibilities in connection with the proposed project, in accordance with California Code of Regulations, Title 14, Section 15082(b). Your agency will need to use the EIR when considering any permit or other approval that your agency must issue for the project. Organizations and Interested Parties: LAUSD requests your comments and concerns regarding the environmental issues associated with construction and operation of the proposed project. PROJECT TITLE: South Region Elementary School No. 9 PROJECT LOCATION: The proposed school site is approximately 3.9 acres located in the City of South Gate, Los Angeles County, approximately 3.6 miles east of the I-110 Freeway and California State Route 42 (Manchester) interchange. The proposed school site comprises a portion of the block bounded to the north by Firestone Boulevard, to the west by Santa Fe Avenue; to the east by Long Beach Boulevard and the to the south by Willow Street. PROJECT DESCRIPTION: LAUSD is proposing to construct and operate an elementary school, known as the South Region Elementary School No. 9, in LAUSD Local District 6 in the City of South Gate. The proposed project is intended to relieve overcrowding and restore pre2002 classroom size norms at existing schools within the South Region Planning Area. Relief schools include Independence, Madison, Stanford, State, Victoria, and Walnut Park Elementary Schools. The proposed project would provide an elementary school (grades kindergarten through five) with 650 seats on a traditional single-track, two-semester calendar. The proposed facilities would involve approximately 52,446 square feet of development that includes 26 classrooms, areas for administration offices, multipurpose room, and a library. These facilities would be contained a three-story building. The multipurpose room would be in a one-story building. POTENTIAL ENVIRONMENTAL EFFECTS: The attached Initial Study describes the potential environmental effects of the proposed project. An EIR will be prepared to further evaluate the project’s potential adverse impacts on the air quality, cultural resources, hazards and hazardous materials, noise, pedestrian safety, public services, and transportation and traffic and, provide mitigation for significant effects, and analyze alternatives to the project. PUBLIC REVIEW PERIOD: This Notice of Preparation (NOP) and the Initial Study are available for public review and comment pursuant to California Code of Regulations, Title 14, Section 15082(b). The comment period for the NOP and Initial Study begins July 1, 2008 and ends on July 30, 2008. Public Notice: Notice is hereby given that the Los Angeles Unified School District (LAUSD) has completed the Environmental Impact Report (EIR) for the project identified below. The EIR describes the project and its alternatives, and it evaluates the environmental effects of the project and its alternatives. Project Title: South Region Elementary School No. 9 Agencies: LAUSD requests your agency’s views on the scope and content of the environmental information relevant to your agency’s statutory responsibilities in connection with the proposed project, in accordance with California Code of Regulations, Title 14, Section 15082(b). Your agency will need to use the EIR when considering any permit or other approval that your agency must issue for the project. Project Location: The proposed school site is located on approximately 3.9 acres in the northwest section of the City of South Gate. The site encompasses 16 parcels in the mid-block bordering Firestone Boulevard to the north and Willow Place to the south. The nearest street to the east is Long Beach Boulevard and Santa Fe Avenue to the west. The site is approximately 3.6 miles east of Interstate 110, 1.7 miles north of Interstate 105 and 5 miles south of Interstate 10. The 3.9 acre project site currently consists of five single-family housing units, twenty-eight multi-family housing units, and three commercial buildings, including, but not limited to an automobile repair facility and a restaurant. Project Description: The proposed project involves the acquisition of property for the construction of a three-story building with 26 classrooms (650 seats), library and administrative offices, and a one-story multipurpose building. The two buildings totaling 52,446 square feet would be located on the southern part of the campus along Willow Place. Recreational facilities would be constructed within the center of the campus and include a playground area and playfields. The main pedestrian entrance, along with the drop-off and pick-up zone for passenger cars, would be along the north side of Willow Place. An on-site parking area comprised of 59 parking spaces would be provided for faculty and staff. List of Hazardous Waste Sites Enumerated Under Section 65962.5 of the Government Code: The project site includes one property on the RCRA-SQG, HAZNET, FINDS, and EMI database located at 2750 Firestone Boulevard. Records indicate that the property is a small quantity hazardous waste generator of unspecified solvent mixture waste, oxygenated solvents (acetone, butanol, ethyl acetate, etc.), paint sludge, and unspecified aqueous solution. The property was listed as a historical large quantity hazardous waste generator in 1985. No violations were identified at this property. Localizacion del Proyecto: El sitio de escuela propuesto está situado en aproximadamente 3.9 acres en la Ciudad de South Gate. El sitio abarca 16 parcelas a media cuadra bordeando Firestone Boulevard al Norte y Willow Place al sur. La calle al este mas cercana es Long Beach Boulevard y Santa Fe Avenue al oeste. El sitio esta ubicado aproximadamente 3.6 millas al este del Interestatal 110, 1.7 millas al norte del Interestatal 105 y 5 millas al sur del Interestatal 10. El proyecto de 3.9 acres actualmente consiste the cinco casas uni-familiares, veintiocho casas multi-familiares, y tres edificios comerciales, incluyendo, pero no limitandose a un taller automobilistico y un restaurante. Descripcion del Proyecto: El proyecto propuesto incluye la adquisición de la propiedad para construction de un edificio de tres pesos con 26 aulas (650 asientos), biblioteca y oficinas administrativas, y un cuarto multiusos. Los dos edificios, con un total de 52,446 pies cuadrados, estarian localizados en la parte sur del campus sobre Willow Place. Facilidades recreativas serian construidas en el centro del campus e incluira campo de juegos. La entrada principal de peatones, junto con una zona de dejar y levanta pasajeros, seria incluida sobre la parte norte de Willow Place. Un lote para estacionamiento compuesto de 59 instalaciones para estacionarse seria proporcionada para la facultad y empleados. Los archivos indicant que la propiedad genera desechos peligrosos en pequenas cantidades de una especie de solventes, solventes oxigenados (acetona, butanol, acetato de etilo, etc.), fango de pintura, y solución acuosa inespecífica.
