Objetivos

Facilitar y difundir información sobre la situación de los CP en cada país en un contexto europeo –
Relevante para gobiernos, instituciones y sociedades científicas

Facilitar la la comunicación entre asociaciones y equipos de cuidados paliativos. Facilitar el conocimiento de lo que pasa en el entorno

Identificar personas claves que puedan servir de referencia para facilitar información sobre el desarrollo de los cuidados paliativos a cualquiera que lo reclame

26 palliative care units exist in hospitals. Sixteen institutions are supported by grants from the Ministry of Health and three by grants of “Deutsche Krebshilfe” (Strumpf 1996)
•
Whereas palliative care units are affiliated with a hospital, receiving full funding from the national health insurance system, reimbursement from the health insurance system is much less for hospice beds than for palliative care beds, and patients must pay part of the costs in many hospices. (Radbruch 2002)

In hospices, reimbursement follows the lines for nursing homes, which means that part of the expenses are put forward to the patient and his family. (Radbruch 2002)

Inpatient hospice units and palliative care wards received financial support from a variety of institutions, including state subsidies and funding by churches, charities and private groups. The German Cancer Foundation (Deutsche Krebshilfe eV) is a prominent supporter of palliative care services. (Sabatowski 1998)

Hungarian hospice movement started in 1991. A few teams began their works between 1994 and 1995 with the help of Soros Foundation. Hungarian Health Law declared the Human Right of Palliative Care in 1997. After a slow increase there were around 22 teams in 2003. But lack of acceptable financing has weakened many organizations. From September 2004 Health Ministry launched the new special hospice financing system.

CONCLUSION • Los Cuidados Paliativos en Europa se desarrollan en grados diversos. En algunos países, se ha apreciado una explosión de servicios recientemente. En los países menos desarrollados nuestros datos nos permiten mirar al futuro con claro optimismo. • Próximamente el Grupo de Trabajo de la EAPC podrá aportar datos globales de 50 países que, en sí mismos, podrán ser una gran ayuda al desarrollo de los cuidados paliativos en Europa.
