“As the challenging year 2020 comes to an end, I would like to take a moment and recognize the dedication and hard work of our employees in the Department of Public Works and Highways (DPWH) Caraga and our partners, as they have worked tirelessly to sustain our public services through the difficult challenges. Their selfless contributions have enabled the provisioning of reliable and continuous infrastructure related services for our communities.” kinalulungkot man natin ang pagdating sa ating panahon ng isang mabagsik na pandemyang kumitil ng maraming buhay at naglalagay sa alanganin ang sitwasyon ng buong mundo, ngunit meron ding mga positibong pangyayari na lumutang dahil dito. We see heroes rise up to the challenge brought by COVID-19 and these are our health workers – the doctors, nurses, caregivers, barangay health workers, up to the hospital janitors, who untiringly and bravely care for the sick amidst threat to their own well-being. In our backyard, these are the field engineers and workers who continue to implement our projects for the needed infrastructures to keep our nation’s economic equilibrium and retain socio-economic balance. Saludo po ako sa inyong lahat! In spite of the threat of COVID -19 pandemic, I am proud to report that we have provided a substantive accomplishments at the end of the year 2020. We were able to

complete 316 project components and progressively implement 520 out of the 905 project components under the FY 2020 Regular Infrastructure Program acquiring an actual accomplishment of 56.05%. At the same time, we carried out 21 project components under the FY 2020 Outside Infrastructure Program where 2 are completed while the rest are positively on-going implementation. We also prioritized to implement seven (7) quarantine facilities and completed 3 to help over-crowded hospitals to admit spill-over COVID-19 patients and extend proper health care under the Bayanihan We Heal As One. Naipagpatuloy din po natin ang pagtugon sa mga proyekto ng Build, Build, Build program upang makamtan natin ang mithiing mabigyan ng maginhawang buhay ang bawat Pilipino sa hinaharap. Nakatapos po tayo ng 9,761.13 lineal meters of flood mitigation structures/facilities at karagdagang 5.64 lane kilometer ng Farm-to-Market Roads na sadyang kailangan ng ating mga magsasaka. We are grateful that even with these economic disruptions, we press on with our plans. I wish to reiterate my appreciation for the effective and efficient public works and services, to the men and women of DPWH Caraga. Your ongoing dedication provides the basis for our continued success especially in this time of the pandemic.

I would like to express my sincere gratitude and appreciation to every employee at the Department of Public Works and Highways Caraga Region. Their commitment and great dedication in performing their duties has helped the Caraganons to endure the impact brought by the COVID-19 pandemic. While it may take a while for us to return to some form of normalcy, or accept the “new normal” we are forced in, DPWH Caraga is ready to bounce back bravely and prosper and achieve new realization in the coming years. Throughout the difficult year I have been proud, amazed, and inspired by the dedication and resilience demonstrated by the entire DPWH Caraga family, including our partners as we worked together on new approaches. Though there was some vacuumed moment in implementation at the onset of the pandemic, we still able to fast track and complete some implemented projects on-time, and, those projects which are still ongoing have acquired substantial accomplishments at the end of the

year, despite the challenges brought by COVID-19 pandemic. Indeed, it is during these dark times that we see stars shining bright to give light to our world. As we proceed through the 2021 year, our ongoing experiences throughout this year reflects an unwavering strong group orientated spirit. So, let’s keep the fire burning; roll up our sleeves, face adversity head-on and continue to get works done because these projects are creating jobs for the people and are needed to keep our economy afloat.

INTRODUCTION The year 2020 was a trying year for the Philippines and the whole world due to the COVID-19 pandemic. The infrastructure sector, like all the other sectors in Philippine society, faced greater challenges, particularly in the implementation of projects which the country needed for socio-economic development. The threat of the deadly infectious disease to the well-being of the implementers vis-à-vis the importance of infrastructure spending to the economy, is a scale to balance in this time of the pandemic. With this, DPWH remains committed and steadfast in the efforts of the government to protect its people against the virus at the same time achieve their economic aspirations. Here in Caraga Region, once health protocols were laid down, field personnel wasted no time to reassure physical progress of the projects to cut loses during lockdowns. With Secretary Mark A. Villar designated as the isolation czar, high priority was given in the construction of quarantine facilities to augment the need for isolation quarters as measures to contain the spread of the virus. While all other projects under the regular and outside infrastructure program are pursued up to the last day of implementation for the year, though there may be crucial adjustments to the “new normal”.

The Financial Status Report of the Department of Public Works and Highways Region XIII indicated that it has received a total allotment of Php 21,172,577,503.12 under Current Allocation, where the amount of Php 20,256,623,733.12 was obligated. However, disbursement rate reached only 52.57% leaving an unobligated balance of Php 915,953,770.00 of the total Current Allotments, while Absorptive Capacity showed 52.57%. Meanwhile, Extended Allotments in the amount of Php 972,077,566.91 reached an obligation rate of 76%, thereby, obligating Php 734,836,615.14 but disbursing only Php 521,915,483.71. On the other hand, Consolidated Allotments showed that out of the total allocation received of Php 22,470,346,813.03, RXIII was able to obligate a total amount of Php 21,281,468,519.21 but disbursed a total amount of Php 22,977,328,551.36 or having a Disbursement rate of 102.26%. This is explained by the Disbursements of the Continuing Appropriation and Prior Year’s Accounts Payable.

STATUS OF ACCOMPLISHMENTS REGULAR INFRA

Under the FY 2020 Infrastructure Program of the Department of Public Works and Highways Region XIII (DPWH RXIII), by the end of December 2020, it was able to achieve the following accomplishments: For the total allotments received amounting P 18,779,294.13 to implement an equivalent of 905 project components, RXIII completed 316, while 520 are still on-going construction and 69 are not yet started, having an actual accomplishment rate of 56.05%. While under the FY 2020 Outside Infrastructure Program, this Regional Office received a total amount of P 335,031,480.00 to implement a total of 21 project components that came from the Department of Education and from the Department of Agriculture, out of which, 2 are completed, 19 are still on-going construction and 0 not yet started, having an actual accomplishment rate of 56.91 %.

ACCOMPLISHMENTS BY CATEGORY – FY 2020 REGULAR INFRA The DPWH Regular Infrastructure Program is categorized into four, namely: Organizational Outcome 1 (OO1) - which enfolds the construction of big ticket projects that are to ensure safe and reliable national road system; Organizational Outcome 2 (OO2) - mainly those that protect lives and properties against major floods; Convergence and Special Support Program (CSSP) - all infrastructure projects in convergence or collaboration with other departments to attain a common goal; and, Local Program (LP) – primarily vital infrastructures needed in local areas.

The Construction of Cabadbaran - Puting Bato - Lanuza Road is another missing link which will provide provincial inter-connectivity between the provinces of Agusan del Norte and Surigao del Sur. The road will traverse from Cabadbaran City in Agusan del Norte connecting to Lanuza in Surigao del Sur

and this will shorten travel time by one (1) hour. It involves opening and upgrading of 73.288 kms road and construction of two (2) bridges (120 l.m) with provision of drainage and slope protection structures or facilities and road safety devices.

FLOOD CONTROL ALONG MAJOR RIVER BASIN LAKE MAINIT - TUBAY RIVER BASIN

Lake Mainit is the fourth largest and the deepest lake in the Philippines. The outlet river from the Lake Mainit is the 30.8 km Kalinawan-Tubay River, which drains water of the Lake to the Mindanao Sea. Flooding has been the major concern of the residents near the river. Hence a 2 km flood mitigation structure had been proposed to counter the

problem. On the onset of the rainy season as expected every year, the residents are scared for the loss of their valued properties and worse of their lives. This flood control project aims to protect the National Highway (AH26) which is 0.59 km away from the eroded bank, the residential houses and

Working in the government is both a privilege and a challenge. And the year 2020 top notched as the most challenging year. The pandemic shuts down the world and everything became immobile, for a little while. To relieve the economy, the Department of Public Works and Highways needs to prioritize project implementation but has to maximize expenditures. It has become the anchor of the Government to sustain the economic equilibrium.

In our level, at first, the challenge seems impossible - accomplishing tasks, beating deadlines, facing an unseen enemy. However, in this trying times also manifests the true altruistic nature of humanity. Bayanihan To Heal as One became our mantra in fighting COVID-19. And though we have yet to conquer this pandemic, the selfless dedication and immeasurable effort of each personnel behind every infrastructure implementation, for me personally, is commendable and even heroic.
