La acción diplomática de España hacia Bosnia y Herzegovina se ha basado en la generosidad. Durante la guerra 23 soldados españoles dieron la vida por la paz en Bosnia y Herzegovina. España ha ayudado a Bosnia y Herzegovina con 2 millones de Euros sin pedir nada a cambio. Tiene principios de política exterior que velan por la paz y el desarrollo de todos los pueblos, de esta manera fomenta acciones como la Alianza de Civilizaciones, la Igualdad de Género y el estrechamiento de lazos con intercambio cultural (16.000 bosnios viajan cada año a España). Cabe destacar la colaboración con Naciones Unidas para paliar los grandes movimientos de refugiados. Es así como la Embajada de España en Bosnia y Herzegovina se ha convertido en el líder de la cooperación cultural. España es uno de los impulsores de la integración de Bosnia y Herzegovina en la Unión Europea. Seguiremos trabajando en estas líneas de actuación en el futuro.

Diplomatsko djelovanje Španjolske prema Bosni i Hercegovina zasnovano je na velikodušnosti. Tokom rata, 23 španjolska vojnika su dala svoj život za mir u Bosni i Hercegovini. Španjolska je pomogla Bosni i Hercegovini sa 2 milijarde eura. Njena vanjska politika je dijelom usmjerena prema miru i razvoju svih naroda kroz pružanje podrške aktivnostima građanskih udruženja, borbi za jednakost spolova i jačanju veza kroz kulturnu razmjenu (svake godine 16.000 državljana BiH putuje u Španjolsku). Treba izdvojiti suradnju sa Ujedinjenim narodima radi ublažavanja posljedica velikih kretanja izbjeglica. Ambasada Španjolske u Bosni i Hercegovini je postala lider u kulturnoj suradnji. Španjolska je jedna od zemalja koje podstiču integraciju Bosne i Hercegovine u Europsku Uniju. Nastavićemo ovim putem i u budućnosti.

Diplomatic action of Spain towards Bosnia and Herzegovina has been founded on generosity. During the war, 23 Spanish soldiers gave their lives for peace in Bosnia and Herzegovina. Spain assisted BiH with EUR 2 milliards. Its foreign policy is partly directed towards peace and development of all nations through providing support to the actions of citizens’ associations, activities for gender equality and strengthening of cultural links (every year 16.000 BiH nationals travel to Spain). It is important to underline the cooperation with United Nations on reducing the consequences of mass movement of refugees. The Embassy of Spain in Bosnia and Herzegovina has become a leader in cultural cooperation. Spain is one of countries promoting integration of BiH into European Union. We shall continue to do so in future.

Soledad Sánchez Merlo Nació en Segovia (España) en 1981. Su formación ha estado orientada hacia la Fotografía y el diseño, realizando sus estudios en España e Italia. Ha realizado diversas visitas a terreno en colaboración con el Alto Comisionado de las Naciones Unidas para los Refugiados, ACNUR, entre las que se encuentran Bosnia y Herzegovina, Kenia, Ecuador y Colombia. Pienso, siento y deseo : Nada más llegar quedé impresionada por las huellas físicas, las cicatrices de la guerra en la ciudad ( aún presentes más de una década después); y de cómo han pasado a formar parte del paisaje actual , de lo cotidiano . Me conmovió como la gente podía albergar esperanza y mirar hacia el futuro teniendo que toparse cada día con estas cicatrices. No tardé en comprender que las cicatrices en el alma de las personas eran aún más profundas e imborrables. Una vez escuché que los seres humanos somos parte de estrellas que fueron esparcidas por el universo luego de una gran explosión. Algo me dice que tal vez seamos una partecita de esas estrellas que alguna vez fueron sólo una, y espero que nuestro viaje por esta vida nos vuelva a unir para volver a ser UNA SOLA ESTRELLA… No olvidemos que para lo que algunos hoy son cicatrices, para otros son heridas abiertas

Soledad Sánchez Merlo Rodena je u Segovia (Španjolska) 1981. godine. Njeno obrazovanje je bilo orijentirano prema fotografiji i dizajnu, a studirala je u Španjolskoj i Italiji. Realizirala je mnoge terenske posjete u suradnji sa Visokim komesarijatom Ujedinjenih naroda za izbjeglice (UNHCR) i posjetila Bosnu i Hercegovinu, Keniju, Ekuador i Kolumbiju. Razmišljam, osjećam i želim : Samo što sam stigla, ostala sam iznenađena zbog fizičkih otisaka, ožiljaka rata u gradu (još uvijek prisutnih, čak i poslije jedne dekade), te kako su postali dio svakodnevnog okruženja. Dojmilo me je kako narod može gajiti nadu i gledati prema budućnosti susretćući se svakim danom sa spomenutim ožiljcima. Brzo sam shvatila da su ožiljci u dušama naroda još dublji i neizbrisivi. Jednom sam čula da je ljudsko čovječanstvo dio zvijezda koje su bile raspršene zbog utjecaja univerzuma nakon jake eksplozije. Nešto mi govori da smo možda dio tih zvjezdica koje su nekada bile kao samo jedna zvijezda i nadam se da će nas naš put kroz život ponovo vratiti i ujediniti kako bismo bili opet samo JEDNA ZVIJEZDA …. Nemoj zaboraviti da ono što su danas ožiljci, drugima su to otvorene rane.

Soledad Sánchez Merlo Born in Segovia (Spain) in 1981. She studied in Spain and Italy majoring in photography and design. In cooperation with the United Nations High Commissioner for Refugees, she visited Bosnia and Herzegovina, Kenya, Equator and Columbia. I think, I feel, I want: The moment I arrived, I was surprised to see so many physical marks, scars of the war in the city (still present, even a decade has passed since the end of the war), and how they have become a normal part of the surroundings. I was impressed to see people hoping and looking forward while still seeing those scars every day. Soon I realized that scars in their souls are even deeper and non-erasable. Once I heard that a human mankind is only a part of the stars scattered by a big cosmic explosion. Something tells me that we may be a fraction of those stars, which all were a part of one single star. I hope that our road through life will take us back in track and unite us in order to become again ONE SINGLE STAR …. Do not forget that today's scars are open wounds for somebody.

UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES UNHCR is mandated by the United Nations to lead and coordinate international action for the worldwide protection of refugees and the resolution of refugee problems. UNHCR’s primary purpose is to safeguard the rights and well-being of refugees. In its efforts to achieve this objective, UNHCR strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, and to return home voluntarily. By assisting refugees to return to their own country or to settle permanently in another country, UNHCR also seeks lasting solutions to their plight. UNHCR’s efforts are mandated by the organization’s Statute, and guided by the 1951 United Nations Convention relating to the Status of Refugees and its 1967 Protocol. International refugee law provides an essential framework of principles for UNHCR’s humanitarian activities. In support of its core activities on behalf of refugees, UNHCR’s Executive Committee and the UN General Assembly have authorized the organization’s involvement with other groups. These include former refugees who have returned to their homeland; internally displaced people; and people who are stateless or whose nationality is disputed. UNHCR seeks to reduce situations of forced displacement by encouraging States and other institutions to create conditions which are conducive to the protection of human rights and the peaceful resolution of disputes. In pursuit of the same objective, UNHCR actively seeks to consolidate the reintegration of returning refugees in their country of origin, thereby averting the recurrence of refugee-producing situations. UNHCR is an impartial organization, offering protection and assistance to refugees and others on the basis of their needs and irrespective of their race, religion, political opinion or gender. In all of its activities, UNHCR pays particular attention to the needs of children and seeks to promote the equal rights of women and girls. VISOKI KOMESARIJAT UJEDINJENIH NARODA ZA IZBJEGLICE Ujedinjeni narodi su UNHCR-u povjerili zadatak da rukovodi i koordinira aktivnosti na zaštiti izbjeglica širom svijeta i na rješavanju izbjegličkih problema. Primarni zadatak UNHCR-a je očuvanje prava i dobrobiti izbjeglica. Da bi postigao ovaj cilj, UNHCR nastoji da osigura da svako može ostvariti svoje pravo da traži azil i nađe utočište u drugoj državi, te da se svako može dobrovoljno vratiti svojoj kući. Pomažući izbjeglicama da se vrate u njihovu zemlju ili da se stalno nastane u nekoj drugoj zemlji, UNHCR iznalazi trajna rješenja za njihove nedaće. Aktivnosti UNHCR-a su zadate u Statutu ove organizacije i rukovođene su "Konvencijom o statusu izbjeglica" iz 1951. godine i njenim Protokolom iz 1967. godine. Međunarodno izbjegličko pravo osigurava fundamentalni načelni okvir za humanitarne aktivnosti UNHCR-a. U znak podrške ključnim aktivnostima koje UNHCR poduzima u ime izbjeglica, Izvršni komitet UNHCR-a i Generalna skupština Ujedinjenih naroda su ovlastile UNHCR da se bavi i sa ostalim grupama, uključujući bivše izbjeglice koje su se vratile u svoju domovinu, interno raseljene osobe i apatride ili osobe čije je državljanstvo sporno. UNHCR nastoji da reducira situacije prisilnog raseljenja tako što potiče države i druge institucije da kreiraju uvjete koji pogoduju zaštiti ljudskih prava i mirnom rješavanju sporova. Nastojeći da postigne ovaj cilj, UNHCR aktivno radi na konsolidiranoj reintegraciji izbjeglica koji se vraćaju u zemlju porijekla, te tako sprečava ponavljanje situacija iz kojih nastaju izbjeglice. UNHCR je nepristrana organizacija, koja nudi zaštitu i pomoć izbjeglicama i drugim ljudima na osnovu njihovih potreba i bez obzira na njihovu rasu, religiju, političko mišljenje i rod. U svim svojim aktivnostima UNHCR obraća posebnu pažnju na potrebe djece i nastoji da promiče jednakopravnost djevojčica i žena. El Alto Comisionado de las Naciones Unidas para los Refugiados (ACNUR) está autorizado por las Naciones Unidas para dirigir y coordinar las acciones internacionales para la protección de los refugiados en todo el mundo así como para la resolución de sus problemas. El primer objetivo del ACNUR es salvaguardar los derechos y buscar el bienestar de los refugiados. En un intento de alcanzar este objetivo, el ACNUR se esfuerza para asegurar que cada persona pueda ejercer su derecho a solicitar asilo y encontrar un refugio seguro en otro Estado, además del retorno voluntario. Mediante la asistencia a los refugiados para regresar a sus países de origen, o bien, para asentarse permanentemente en otro país, el ACNUR también pretende encontrar soluciones duraderas para la apremiante situación de estas personas. Los esfuerzos del ACNUR están determinados por el Estatuto de la organización y guiadas por la Convención de las Naciones Unidas de 1951 sobre el Estatuto de Refugiado y por su Protocolo de 1967. Por otra parte, la ley internacional del refugiado, también recoge los principios básicos por los que se rigen las actividades humanitarias del ACNUR. El Comité ejecutivo del ACNUR y la Asamblea General de la ONU han autorizado la vinculación del ACNUR con otros grupos como apoyo a su mandato principal en favor de los refugiados. Estos grupos incluyen antiguos refugiados que han retornado a sus países de origen, los desplazados internos y los apátridas o aquellas personas cuya nacionalidad está en litigio. El ACNUR pretende reducir las causas de los desplazamientos forzosos presionando a los gobiernos y a otras organizaciones paraa crear condiciones que conduzcan a la protección de los derechos humanos y a una resolución pacífica de los conflictos. Con este objetivo, el ACNUR se esfuerza en conseguir una reintegración consolidada de los refugiados retornados en sus países de origen para, de este modo, prevenir la repetición de las situaciones que provocan refugiados. El ACNUR es una organización imparcial que no sólo proporciona asistencia a los refugiados, sino también a otras categorías de personas en función de sus necesidades y sin tener en cuenta su raza, religión, afiliación política o sexo. Dentro de todas las actividades que lleva a cabo, el ACNUR presta especial atención a las necesidades de los niños y la lucha por la igualdad de derechos de mujeres y niñas.
