COMFORT FOOD Nancy Edmonds Hanson Amy Iler and JJ Gordon are the first to proclaim that they aren't fancy professional chefs -- not the kind of kitchen artistes who create fine cuisine in the kitchens of five-star restaurants. But they do love food, both cooking it and eating it. "It's fun to find new recipes, but remember that food is fuel," advises Amy, the senior host of KFGO Radio's toprated noon-time program "It Takes Two." "Sometimes you just want to get something that tastes good on the table -- something your family will eat. What people want is something that's easy, that's cost-efficient, that's delicious ... and that keeps everyone happy." Food is one of the staples of the talk show Amy and on-air partner JJ Gordon host from 11 a.m. to 2 p.m. daily on the Mighty 790 and its broadcast alter ego, 104.7 FM. Their program features all kinds of topics, from an authority on America's first ladies to comedian Louie Anderson, and from professional ax throwers to the story of the rest of the cities named Fargo. And then there's the story of Widman's Candy and its famous Chippers and the folk tradition of predicting precipitation with an onion calendar. They model their food talk on neither Martha Steward nor Julia Child. Last week, for example, they carried on at length about egg salad, both classic and the special variant that JJ (who hates mayonnaise and mustard) pulled together with yogurt and mascarpone. Now the popular pair of not-quite-40year-olds will be sharing their down-toearth takes on popular local classics in the Extra. In this week's edition, they introduce their weekly concoctions in a new column

JJ Gordon uses a blow torch to top off his homemade creme brulee. they're calling "From the Kitchens of Amy and JJ," with a tip of the hat to the imprint on the vintage recipe cards on which grandmas and aunties jotted down family favorites. They're starting out with what may be the quintessential delicacy of Minnesota and North Dakota: Tater Tot Hot Dish. In coming weeks, they plan to draw on their own favorites as well as listeners' recipes chosen for their annual KFGO Listener Cookbooks, including the upcoming 2022 edition. Judge Judd administers oath to top Moorhead officials Nancy Edmonds Hanson Monday night was a firstever occasion in the story of Moorhead, as five of its previous mayors came together to witness the swearing in of Shelly Aasen Carlson as the 38th mayor in the city's history. Even more historic: The oath of office was administered by one of the five, Johnathan Judd, whose seat Carlson was appointed to fill in February 2021 after his appointment to the bench in the 7th Judicial District. Present for the occasion

were Wayne Ingersoll, the 33rd mayor in the Moorhead record books, who served in 1978-1979; Morris Lanning, the longest-serving top official in city history, who held the seat from 1980 to 2001; Mark Voxland, who presided from 2002 through 2013; Del Rae Williams, who wielded the gave3l from 2014 to 2018; and Judd, who was mayor from 2019 through Feb. 8, 2021. Judd also administered the oath of office to newly elected Ward 1 council member Ryan Nelson and to Heather Nesemeier of

Ward 2, who was elected to a first full term after her appointment to fill Carlson's seat in early 2021. Two incumbents were reelected -- Deb White, to her second term in Ward 3, and Chuck Hendrickson, now serving his third in Ward 4. Citizens protest recent Human Rights Award About 30 anti-abortion advocates were on hand at the Moorhead City Council meeting Monday to register their opposition to an award made by the city's human rights commission last month.

They questioned the presentation of one of the commission's presentation of one of four annual human rights awards to Tammy Kromenaker, director of the Red River Women's Clinic, which moved to Moorhead

Sen. Klobuchar: ‘Nine times was the charm’

With approval of the appropriation -“the check is in the mail,” she said -- the long-awaited route beneath the two BNSF railroad lines that bisect Moorhead is within sight. Preliminary construction work will begin late this year, according to Minneso-

ta Department of Transportation assistant engineer Justin Knopf, with completion expected in 2024. Thwarting the train delays that bedevil Moorhead has been a goal of the city since at least 1977, city engineer Bob Zimmerman told the reporters and officials assembled at the Hjemkomst Center. Questioned about milestones during his tenure, he told her it was the Moorhead city staff "who did great things in spite of my being mayor, not because of it." Carlson added that his tonguein-cheek comment was apt, noting that some current staff members have worked under all six mayors. Carlson observed that Lanning served three two-year terms on the council before being elected mayor in 1980. She credited him with moving Moorhead to the city manager form of government; prior to that move, 25 city employees reported directly to the council. Among the accomplishments of his term of service were a new wastewater treatment plant, the hotelconference center, the building of city reserves, and development of neighborhood

block clubs. Voxland, the second-longest-serving mayor in city history, spearheaded $100 million in flood mitigation measures after the city experienced two devastating floods. The local protection was initiated years before the joint powers agreement for the Metro Flood Diversion was signed. He was also instrumental in encouraging the development of more housing of every kind, from apartments and condos to twin homes and single-family dwellings. She noted that the two female mayors in city history, Williams and herself, share much in common: Both are married to men named Ron and come from Minot. On a more serious note, she pointed out that the city's two major underpass projects both started under Williams' leadership, as well as the art and culture commission and entry into the state's Green Step Cities project. Moorhead reached level 5, the top score in environmental resiliency, last year. As for Judd's tenure, she cited his leadership as the city, along with the rest of the

I read in the paper that my friend Mel Johnson passed away on December 18 at age 102. Mel was one of the original volunteers of the Hjemkomst Center when the museum opened its doors in 1986. I spent many Monday mornings sitting next to him at the museum’s admissions desk. He rang people in and ushered them into the theater to watch the movie about the Viking Ship while I waited to give them a tour of the Hopperstad Stave Church. Not a lot of tourists come to Fargo during the winter months, so we had plenty of time to chat. He once told me that he took a tumble off his bicycle, so he was probably going to stop riding. I was shocked and impressed. “Mel! You’re in your mid90s! You’re still riding a bicycle?!?” Mel grew up in Fergus Falls, the son of Norwegian immigrants. In February of 1942, two months after the attack on Pearl Harbor, Mel entered the US Army at age 21. He served in Europe until his honorable discharge two months after the war ended in 1945. He deserved a good life when he got home,

and he got it. He landed a sweet career as a travelling ice cream salesman. Mel worked for Muggs Ice Cream Shop in Fergus Falls before the war and he returned after a couple years at the U of M. In the summer of 1948, Lucille Haugen, a young teacher, got a summer job at Muggs. She was smart, beautiful, good natured with a warm smile, and half a century later she would be one of the finest tour guides for Moorhead’s Hopperstad Stave Church. Mel and Lucy married two weeks after meeting each other. He would have been a fool to wait longer. They were blessed with three kids and 73 anniversaries together before her passing 11 months ago. In 1956, Mel and Lucy moved to the booming town of Moorhead, Minnesota. To thank Mel and his fellow soldiers, sailors, airmen and Marines for saving the world the previous decade, our government passed the GI Bill, which gave them certain benefits like free college tuition and cheap home loans. The Johnsons built a brand new rambler a few blocks outside of town (now roughly the city center), about the corner of 17th St. and 17th Ave S. It cost them $12,500 to build. Zillow says its worth close to $200,000 today. I visited their home once – original mid-century modern woodwork, an old photo of Lucy that made me wonder why Mel waited so long to marry her, and a freezer full of ice cream.

Mel and Lucy Johnson Lucy went back to teaching elementary school. Each volunteered at the Hjemkomst Center when they retired. It makes me sad to realize I’ll never see them again. But I imagine a summer evening long ago, Mel behind the wheel of a classic 1950s car on his way home to Lucy and the kids and a bowl of ice cream. It was sweet knowing you both.

(Tina) Smith and I resubmitted it for the ninth time last year, someone in the Transportation Department told me, ‘There must be something wrong with it,’” she joked. “I told her, ‘Look it over. If you do find something wrong, please tell us and put us out of our misery.’” It was reviewed once again ... and found

Carlson told the group that Secretary of Transportation Pete Buttigeig confided that Moorhead’s plan was one of only 12 funded this year through a Rural Surface Transportation Grant. In addition to the federal funding, the project will be funded by $62 million from MnDOT, $3.7 million from BNSF and about $3.5 million from Clay County and the city of Moorhead. “I want to thank Mayor Carlson and the Moorhead city staff for their diligence in pushing this project,” the senator added. She noted that the project’s cost has increased 16% in the 10 years since the request was

first submitted. “Sometimes cities think short term. They bring something up, but that’s the last we hear of it. I love how Moorhead’s leaders persist. They’ve been thinking the same on this one since the 1970s.” The mayor noted that the double underpass will do more than save drivers’ time and open up access to the downtown. More important, she said, will be its effect on emergency access by police, fire and ambulance crews, expected to save some 200 lives in the next 10 years. Seventy trains now pass through the city every day, blocking downtown traffic for five hours. By 2025, transportation experts predict 90 trains will cross

She also mentioned funding to extend internet access in rural areas of the state.

BISMARCK, N.D. - On Jan. 1, 2023, North Dakota Health and Human Services’ Medicaid program extended health care coverage for eligible pregnant and new mothers from 60 days to 12 months after pregnancy to help improve maternal and child health outcomes and overall wellbeing. The 12-months of continuous coverage will provide qualifying individuals access to checkups after birth, behavioral health services and preventive care like mammograms and cervical screenings. The extended coverage also covers dental care, vision and hearing screenings, chiropractic care and other vital health care services. “Extending Medicaid coverage after pregnancy helps ensure that women have the care they need during their child’s first year of life,” said Interim Medical Services Division Director Krista Fremming. “This aligns with our vision to make North Dakota the healthiest state in the nation by investing in people’s economic, behavioral and physical health, which are the foundations of well-being.” To qualify for this extended coverage, current ND Medicaid members and new applicants must inform a human service zone office that they are pregnant before they give birth. Grease a 9 x 13 inch baking dish with non-stick cooking spray and set aside. In a large skillet brown the ground beef along with the onion, garlic powder, salt and pepper until the beef is no longer pink. Drain grease if necessary. In a large bowl mix together the beef mixture with both cans of soup, corn, green beans and some of the tater tots. (Just add to your liking.) Spread the beef and soup mixture into the prepared pan. Top with an even layer of tater tots and bake in the preheated oven for 50 minutes, until tater tots are brown and the casserole is bubbling. OPTIONS: CHEESE - Put one cup of shredded cheese in beef/ soup mixture and then top the casserole with another cup of shredded cheese for the last 5 minutes of cooking or until cheese is melted. SOUP - Substitute the cheese soup with another can of cream of mushroom soup. OR, use ⅓ cup sour cream, 1 can of cheese soup and one can of cream of mushroom. He speaks fondly of recipes passed down from his grandma with instructions that included such obscure measurements as a "chubby pinch." Amy, who graduated from Bismarck High School, came to Moorhead to attend Minnesota State University. Food -- and radio -- were not foremost on her mind. Instead, after several years in Washington, D.C. she returned to Fargo in 2007 and landed a job at KFGO, where she'd interned as a communications major. First working as Joel Heitkamp's producer, she was paired with Jack Sunday on "It Takes Two" in 2015. Three years later, when Sunday began spending winters in Florida, she had to choose a substitute partner. JJ, who had been on-air on Midwest Communication's Rock 102 (morphing into Mix 101.9), was a perfect fit. They've been together ever since. She credits her husband of 10 years, Kristjan Helgoe, with sparking her interest in cooking. "He got me more interested in cooking. He loves it," she says. "I love hosting. Our first Thanksgiving dinner for our whole extended family sort of catapulted both of us into the kitchen." While Kristjan continues to enjoy cooking and mastering new skills, like the barbecue class he and JJ took last month, she follows a different path to the kitchen. "He loves trying new recipes. I make comfort foods -- safe, familiar foods everybody wants to come home to." But not quite everybody. "A lot of people cook out of necessity, and I do, too," she confesses. "You cook what your kids want to eat." For her two, Bjorn, 5, and Gretta, 3, that may mean whipping up pancakes together on weekends: "But, basically, they'd be happy to skip meals and just snack all day." JJ's foodie skills have earned him a certain prominence in the down-home cooking community. An avid griller, he has judged the North Dakota Barbecue Cook-off, the Coors Light Chili Cook-off, the Drekker Hotdish Fest and other competitions. "I really enjoy seeing how proud people are when they present their special dishes with their secret ingredient," he observes. Then he confides, "It's usually cinnamon." Foodie Fridays are a tradition on their radio program. But the two are proudest, they say, of something they cooked up three years ago in the early days of the pandemic. "We were brainstorming on safe ways for people to get out of the house and get together," he recounts. That's when they came up with Parking Lot Bingo. It was a huge success -- a way for people to get out and have fun, safely ensconced in their "pods." Every Friday from April to September in 2020 and again in 2021, cars lined up in parking lots, from the Center Mall to surrounding towns like Hunter and Leonard. Using their cellphones with audio-only Zoom and sitting in their own cars, players competed for fun, silly prizes. The weekly gatherings drew hundreds of participants, reaching 550 at their peak. "They were the largest games going in the country," says JJ. They took their enterprise very seriously, wearing gloves and masks as they drew numbers from a professional bingo machine gifted by JJ's wife Jill. "Even now, thinking about it puts a smile on my face," he admits. "It kept us going. I'd have to say it was our masterpiece." As for their new Extra column, the two pros admit to feeling somewhat nervous. "We have a lot riding on this first one," JJ says. They settled on Tater Tot Hotdish. "Nobody does it better than the Upper Midwest," Amy adds. We aren't changing up the original this week. We're just zhuzhing it up a little." Then she's compelled to prove "zhuzh" is a real word in the dictionary: like Amy and JJ's very personal take on good food, it means "to make something more stylish, lively or attractive."

The bids shall be publicly opened and read aloud at 2:30 p.m. Electronic bids are acceptable. The general nature of the work on which bids will be received consists of installation of new 230 to 115 kV substation and associated sitework. Installation of owner-furnished items including steel, bus work, breakers, GOAB switches and CVTs. This also includes concrete foundations, conduit, grounding, control cable, bus work to the associated equipment. The project will include demolition of the existing equipment and foundations. Project also includes modifications and connections to existing facility equipment. The above work shall be in accordance with the specifica-

tions and proposed form of contract now on file in the office of Moorhead Public Service, Moorhead, Minnesota, by this reference made a part hereof as though fully set out and incorporated herein. The Contractor and all subcontractors shall submit to the Owner a signed statement verifying compliance with each of the criteria described in the State of Minnesota “Responsible Contractor” law as codified in Minnesota Statute section 16C.285.
