Premios recibidos Awards In Memoriam In Memoriam La realización en Buenos Aires del 12º Congreso Internacional de la Protección Radiológica (IRPA12) simboliza el reconocimiento a una larga trayectoria de la República Argentina en el campo de la protección radiológica, por parte de la comunidad internacional. Por ello, la Autoridad Regulatoria Nuclear (ARN) considera al Congreso IRPA12 un hito de singular trascendencia para el país. Nos permite, al mismo tiempo, recordar la obra y la contribución efectuadas por Dr. Dan J. Beninson.

The Argentine Nuclear Regulatory Authority considers the fact that the 12th International Congress of the International Radiation Protection Association (IRPA12) is being held in Buenos Aires as a milestone of singular significance for the country and recognition by the international community of Argentina's long standing tradition and history in the field of radiological protection. It is this long standing tradition and history in the field of radiological protection that makes it appropriate to recall the history, work and contribution of Dr. Dan J. Beninson.

The Argentine Nuclear Regulatory Authority considers the fact that the 12th International Congress of the International Radiation Protection Association (IRPA12) is being held in Buenos Aires as a milestone of singular significance for the country and recognition by the international community of Argentina's long standing tradition and history in the field of radiological protection. It is this long standing tradition and history in the field of radiological protection that makes it appropriate to recall the history, work and contribution of Dr. Dan J. Beninson.

Fundador y primer presidente de la Sociedad Argentina de Radioprotección, institución que fuera elegida para organizar y hacer realidad este importante congreso internacional en Argentina, Dan Beninson dedicó su vida a la tarea de conformar el mejor estándar de seguridad radiológica y nuclear, tanto en el país como en el resto del mundo. Bregó para que nuestro desarrollo nuclear se efectuara con los mejores niveles de excelencia tecnológicos y de seguridad. Argentina cumple con estos dos requisitos. Los herederos de sus enseñanzas y de su ferviente convicción del valor de formar profesionales y técnicos de excelencia intentamos mostrar al mundo, a través de este homenaje, la permanencia de sus logros, dedicación e ideas. Recordamos a Dan J. Beninson como un notable científico argentino, precursor mundial de la protección radiológica e impulsor del desarrollo tecnológico en la Argentina. Muchos han sido sus aportes científicos, algunos de los cuales intentamos exponer ante los visitantes al IRPA 12, pero queremos destacar en esta editorial dos de ellos: Primero, haber realizado una contribución fundamental al desarrollo y consolidación de la protección radiológica nacional, sentando los cimientos de la ARN - institución que presidió desde su creación hasta 1998 - como organismo del Estado Nacional para el control independiente de las aplicaciones de la energía nuclear. Segundo, señalar que su afán por la educación y el conocimiento llevó al establecimiento y maduración de los Cursos de Posgrado en Protección Radiológica y Seguridad Nuclear; semillero de profesionales que luego se destacaron en la actividad nuclear nacional e internacional. Profesionales, provenientes de todos los continentes se formaron en estos cursos a partir de la inserción de este programa educativo en la esfera del Organismo Internacional de Energía Atómica; muchos de ellos han ocupado luego, y ocupan actualmente en sus países, puestos de relevancia en el campo de la protección radiológica.

Founder and first president of the Argentine Radiation Protection Society, which was chosen to organize this important international congress in Argentina, Dan Beninson dedicated his life to the task of shaping the highest standard of nuclear and radiological safety, both in this country as elsewhere in the world. He struggled to ensure excellence in nuclear development by embracing the adoption of the highest technological and safety levels. The heirs of his teachings and in his fervent belief in the value of excellence in the training of professionals, technicians and radioprotection practitioners, would like to express to the world, through this tribute, the permanence of his achievements, dedication and ideas. We remember Dan J. Beninson as a remarkable Argentine scientist, world forerunner of radiological protection and promoter of technological development in Argentina. Many have been his scientific contributions, some of which we are trying to show at IRPA 12, but in this editorial we would like to highlight two of them. First, for having made a major contribution to the development and consolidation of national radiological protection, laying the foundations of the Argentine Nuclear Regulatory Authority (Autoridad Regulatoria Nuclear - ARN), an autonomous agency of the National State for the independent control of nuclear energy applications, institute which he presided from its creation till 1998. Second, his zeal for education and knowledge led to the establishment and consolidation of the Postgraduate Course on Radiation Protection and Nuclear Safety; cradle of Argentine professionals in radiological protection many of which have excelled in the nuclear activity, nationally and internationally. When these courses were included in the educational program of the International Atomic Energy Agency, many participants from Latin American countries and from countries in other continents were also formed, many of whom have occupied and/or now occupy positions of relevancy in the field of radiological protection.

Podemos decir con orgullo que gracias a su gran capacidad visionaria, la ARN está considerada como uno de los organismos reguladores más sólidos y capaces a nivel mundial. Reconocimiento, que en estos tiempos de reactivación de la actividad nuclear, es más valorable.

We can proudly say that thanks to his great visionary ability, the ARN is regarded internationally as a serious, solid, capable regulator, recognition that in these times of reactivation of the nuclear activity is extremely relevant and important.

Para que esto sea posible, fue y es central el valor de sus enseñanzas, respecto de la excelencia, profesionalismo y rigurosidad científica en la que creía, y en las que debían sustentarse las decisiones regulatorias, dejando una profunda impronta en el desarrollo y capacidad de todos los grupos de especialistas que fueron conformando el acervo de la ARN. Éste fue desde el inicio un rasgo que caracterizó la regulación y fiscalización de la actividad nuclear en la Argentina y que permitió prestigiarla con la presencia de sus profesionales en los foros internacionales.

For this to be possible, his teachings, respect for excellence, professionalism and scientific thoroughness in which he believed and by which regulatory decisions had to be based, were and are of cardinal, central, fundamental importance and have left a deep imprint in the development and capacity of all the groups of specialists who were forming the professional wealth of the ARN. This was from the beginning a trait that characterized the regulation and control of nuclear activity in Argentina and permitted it to gain prestige with the presence of its professionals at many international forums.

Para finalizar este primer mensaje, queremos expresar que con esta revista especial, como síntesis del video que será proyectado y de los paneles en exhibición durante todo el IRPA12, intentamos brindar un sentido y merecido homenaje a quien fuera una de las más brillantes personalidades que tuvo Argentina y el mundo en el campo nuclear.

Dan Jacobo Beninson nació en Trelew, en la provincia patagónica de Chubut, el 19 de Febrero de 1931. Veinticuatro años después, en 1954, se titula de Médico en la Facultad de Medicina de la Universidad de Buenos Aires. Comenzaba así una sorprendente carrera profesional y científica que culminará sólo horas antes de su desaparición física el 21 de agosto de 2003 en Buenos Aires.

Dan Jacobo Beninson was born in Trelew, in the Patagonian province of Chubut, on February 19, 1931. Twenty-four years later in 1954, he obtains the degree of Doctor in Medicine at the Faculty of Medicine of the University of Buenos Aires. Thus begins an amazing scientific career which culminated only hours before his physical disappearance on August 21, 2003 in Buenos Aires.

El mismo año viaja a los Estados Unidos donde se incorpora como investigador en el Doonner Laboratory del Lawrence Radiation Laboratory. Con sólo 26 años obtiene allí un Ph. D. en Física Aplicada y al mismo tiempo se consagra campeón de ajedrez del Estado de California. En 1957, Dan Beninson juega una partida de ajedrez con un joven y ya genial Bobby Fisher. Dos leyendas del pensamiento abstracto se encontraban en ese juego. Desde 1956 hasta 1958 fue Secretario General del Comité Científico para el Estudio de los Efectos de las Radiaciones Atómicas (UNSCEAR), siendo designado Presidente de dicho comité entre 1962 y 1964.

That same year he traveled to the United States where he joined as a researcher the Doonner Laboratory of the Lawrence Radiation Laboratory. With only 26 years he obtains there a Ph. D. in Applied Physics and at the same time wins the State of California's chess championship. In 1957, Dan Beninson plays a training game of chess with the young genius Bobby Fisher. En 1959, con sólo 28 años de edad, fue contratado por el Organismo Internacional de Energía Atómica (OIEA), como miembro del Panel de Expertos para la determinación del material radiactivo en la biosfera. También, con sólo 29 años, el doctor Dan Beninson aceptó ser miembro del grupo de expertos que redactó luego las Normas Básicas de Seguridad para Protección Radiológica del OIEA en 1960 y 1961. Y al poco tiempo, en 1962, fue designado Presidente del UNSCEAR, cargo que desempeñó hasta 1964.

Entre 1961 y 1964, el Doctor Beninson estuvo a cargo del “Programa de Evaluación de Riesgos” y del “Proyecto D3, Protección contra los Efectos de las Radiaciones”, en la Gerencia de Energía de la CNEA. A partir de 1964 se hace cargo del Departamento de Proyectos Especiales y posteriormente del Departamento Desarrollo y Proyectos en la Gerencia de Energía de CNEA. En 1965, Beninson pasa a desempeñarse en la recién creada Gerencia de Seguridad e Inspección de CNEA.

In 1958 he returns to Argentina to take charge, at the Argentine National Atomic Energy Commission (CNEA), of the fledgling group later known as the Radiation Protection Department.

Entre 1974 y 1979, fue nuevamente Director de la Secretaría Científica del UNSCEAR y actuó como representante argentino en el mismo hasta su fallecimiento en 2003.

Entre 1994 y 1997, fue Presidente del Ente Nacional Regulador Nuclear. Entre 1997 y 1998 fue Presidente de la Autoridad Regulatoria Nuclear Argentina. Between 1994 and 1997 he was named chairman of the Argentine National Nuclear Regulatory Board. Between 1997 and 1998 Dan Beninson was appointed Chairman of the Board of Directors of the Argentine Nuclear Regulatory Authority, and between 1998 and 1999, Chairman of the Argentine National Commission of Atomic Energy. Dan Beninson contributed to the world and to science the concept of the importance of the beneficial applications of ionizing radiation and the awareness of its risks. He contributed to the ethical practice both in the theoretical and practical aspects of the discipline and without a doubt, radiation workers and radioprotection practitioners of facilities with nuclear material are safer because of him.

El Campeón Mundial Juvenil de 1953, el ingeniero Oscar Panno, amigo y en alguna oportunidad alumno de análisis matemático de Dan, recordaba hace pocos días con afecto, con una mirada que se perdía al retrotraerse hasta aquellos años juveniles: "... era admirable el concepto, la claridad y precisión que tenia Dan, por eso le decíamos "EL ROBOT" porque jugaba con una precisión y rapidez asombrosa, como si fuera un robot... despertaba admiración, respeto, y le teníamos mucho afecto". Luego de una intensa noche de ajedrez rápido a siete minutos, el grupo de amigos, muchos de ellos luego de haber sucumbido en numerosas partidas ante el Robot, continuaban la noche porteña en algún restaurante disfrutando de una buena gastronomía y filosofando de temas varios. Así transcurrió la otra vida de Dan, la ajedrecística, el Robot como le decían en su club. El Club Argentino de Ajedrez, mantiene un cálido y grato recuerdo del Robot: En el mural de los socios benefactores está inscripto su nombre junto a un grande, Miguel Najdorf. En el primer piso en un tablero colgado en una de paredes, que lleva la firma del Campeón del Mundo Alejandro Alekhine, en el escaque "f6" se puede leer: Torneo Alejandro MOM 1961 ganador Dan Beninson. Y allí sigue estando Dan, perdurando en el espíritu del Club Argentino de Ajedrez, donde sobrevuelan los espíritus de los grandes de ese juego que animaron los antiguos salones del club noche a noche, José Raúl Capablanca, quién frecuentara el club a comienzos del siglo pasado, Miguel Najdorf, Dan Beninson... The Junior World Champion of 1953, engineer Oscar Panno, friend and at some time Dan´s pupil in mathematical analysis, recalled the days of his youth with affection and a lost look,: "... the concept, clarity and precision that Dan had was admirable, because of that we called him "the Robot" because he played with astonishing precision and speed, like a robot ... he aroused admiration, respect, and we felt fondness for him.. " After an intense night of seven minute blitz chess games, the group of friends, many of them having succumbed on many occasions before the Robot, continued the Buenos Aires night at a restaurant, enjoying good food and philosophizing on diverse topics. Corría el año 1961, época en que Dan era miembro del grupo de expertos que redactó las Normas Básicas de Seguridad para Protección Radiológica, cuando gana en el Club Argentino de Ajedrez el Torneo homenaje a Alejandro Mom, siendo este el último torneo individual del que se tenga conocimiento que haya jugado. Allí en ese Club Argentino de Ajedrez, fundado en 1905, uno de los clubes de mayor prestigio en la historia del ajedrez mundial, que entre otros míticos hechos organizó el Campeonato Mundial donde Alejandro Alekhine, en 1927, vence a José Raúl Capablanca, pasaba Dan muchas noches jugando con sus amigos, los mejores ajedrecistas de la época, comenzando por Miguel Najdorf. El Club Argentino era el segundo hogar de Dan, y por algunos años formó parte de la Comisión Directiva del mismo. A Miguel Najdorf, quién fuera uno de los mejores jugadores del mundo en su época, poseedor del récord mundial de simultaneas a ciegas en 1946, siete veces Campeón Argentino e infaltable presencia en las noches del club, le gustaba jugar con Dan partidas rápidas y aprovechar para entrenarse de ese modo. En los años ochenta los matches de Blitz en el club entre Miguel Najdorf y Dan Beninson continuaban congregando a un numeroso público de aficionados a nuestro juego. Otros ocasionales adversarios de Dan en el blitz eran nada menos que el GM Raúl Sanguineti, siete veces Campeón Argentino; el GM Oscar Panno tres veces Campeón Argentino, Campeón Mundial Juvenil 1953 y once años representante olímpico; el GM Héctor Rosetto seis veces Campeón Argentino; el GM Carlos Guimard, tres veces Campeón Argentino; los dos veces Campeones Argentinos y representantes olímpicos Julio y Jacobo Bolbochán; un joven por aquel entonces, Oscar Cuasnicú; Franz Benko quién hoy con 98 años es el ajedrecista de mayor edad en el mundo en actividad; y muchos otros grandes jugadores.

Between 1960 and 1961 he was a member of the expert group that drafted the International Atomic Energy Agency ´s Basic Safety Standards for Radiological Protection and during 1961 he wins at the Argentine Chess Club, the Tournament in tribute to Alejandro Mom, being this, to the best of ones knowledge, the last tournament he played at the Club Argentino de Ajedrez (Argentine Chess Club), founded in 1905, one of the most prestigious clubs in the history of world chess, which among other mythical events, organized the World Championship where Alexander Alekhine, in 1927, beats Jose Raul Capablanca. There, Dan passed many nights playing with his friends, the best chess players of those times, starting with Miguel Najdorf. The Argentine Chess Club was Dan´s second home and for some years was part of its Steering Committee. Miguel Najdorf (who was one of the best players in the world at that time, winning the World Record in 1946 for blind simultaneous games and seven times Argentine champion) was a constant presence at night in the club and liked to practice playing Blitz with Dan. In the eighties, the Blitz matches at the club between Miguel Najdorf and Dan Beninson continued bringing together a large audience of chess fans. Other occasional adversaries of Dan in the blitz were none other than GM Raul Sanguineti, seven times Argentine Champion, GM Oscar Panno, three times Argentine Champion, World Junior Champion and 1953 and eleven years Olympic representative, the five times Argentine Champion GM Hector Rosetto, GM Carlos Guimard, three times Argentine Champion, the twice Argentine Champions and Olympic representatives Julio and Jacobo Bolbochán (a young man at that time), Oscar Cuasnicú and Franz Benko who today, at the age of 98, is the oldest active chess player in the world and many other great players.

El Campeón Mundial Juvenil de 1953, el ingeniero Oscar Panno, amigo y en alguna oportunidad alumno de análisis matemático de Dan, recordaba hace pocos días con afecto, con una mirada que se perdía al retrotraerse hasta aquellos años juveniles: "... era admirable el concepto, la claridad y precisión que tenia Dan, por eso le decíamos "EL ROBOT" porque jugaba con una precisión y rapidez asombrosa, como si fuera un robot... despertaba admiración, respeto, y le teníamos mucho afecto". Luego de una intensa noche de ajedrez rápido a siete minutos, el grupo de amigos, muchos de ellos luego de haber sucumbido en numerosas partidas ante el Robot, continuaban la noche porteña en algún restaurante disfrutando de una buena gastronomía y filosofando de temas varios. Así transcurrió la otra vida de Dan, la ajedrecística, el Robot como le decían en su club. El Club Argentino de Ajedrez, mantiene un cálido y grato recuerdo del Robot: En el mural de los socios benefactores está inscripto su nombre junto a un grande, Miguel Najdorf. En el primer piso en un tablero colgado en una de paredes, que lleva la firma del Campeón del Mundo Alejandro Alekhine, en el escaque "f6" se puede leer: Torneo Alejandro MOM 1961 ganador Dan Beninson. Y allí sigue estando Dan, perdurando en el espíritu del Club Argentino de Ajedrez, donde sobrevuelan los espíritus de los grandes de ese juego que animaron los antiguos salones del club noche a noche, José Raúl Capablanca, quién frecuentara el club a comienzos del siglo pasado, Miguel Najdorf, Dan Beninson... Tus amigos del ajedrez siempre te recordarán.

The Junior World Champion of 1953, engineer Oscar Panno, friend and at some time Dan´s pupil in mathematical analysis, recalled the days of his youth with affection and a lost look,: "... the concept, clarity and precision that Dan had was admirable, because of that we called him "the Robot" because he played with astonishing precision and speed, like a robot ... he aroused admiration, respect, and we felt fondness for him.. " After an intense night of seven minute blitz chess games, the group of friends, many of them having succumbed on many occasions before the Robot, continued the Buenos Aires night at a restaurant, enjoying good food and philosophizing on diverse topics. So went Dan´s other life, the chess player, the Robot as he was called at his club. The Argentine Chess Club maintains a warm and gratifying memory of the Robot. In the mural of benefactor members is registered his name alongside the great Miguel Najdorf. On the first floor, on a board hanging on a wall which bears the signature of World Champion Alexander Alekhine, in square "f6" can be read: Tournament Alejandro MOM 1961, winner Dan Beninson. There remains Dan, enduring in the spirit of the Argentine Chess Club, together with the spirits of other great ones of the chess games that animated the old night club lounges at night, José Raúl Capablanca, who frequented the club at the beginning of last century, Miguel Najdorf, Dan Beninson ... Ese día de invierno argentino, también la protección radiológica mundial se vistió de luto por la pérdida física del querido maestro Dan J. El ingeniero Abel González, uno de sus principales discípulos, recibió innumerables mensajes de personas de todo el mundo expresando esa sensación de pérdida. En esta revista especial repetimos algunos de los fragmentos de los mensajes que han sido publicados en la edición de homenaje de la revista de la Sociedad Argentina de Radioprotección en septiembre de 2003. “Beninson nos enseñó a pensar y nos quitó los complejos con los cuales uno viene de la universidad. On August 21, 2003, the death of Dr. Dan J. Beninson caused deep grief and regret in the Argentine nuclear community. That argentine winter day, radiological protection worldwide also mourned the physical loss of the beloved and much admired master Dr. Dan Jacobo Beninson. Engineer Abel Gonzalez, one of his foremost disciples, received countless messages from people around the world expressing this profound sense of loss.
