INNOVATION TECHNOLOGY TRANSFER

El Instituto Nacional de Investigación y Tecnología Agraria y Alimentaria es un Organismo Público de Investigación, con carácter autónomo, adscrito al Ministerio de Ciencia e Innovación. El INIA es responsable de la gestión y coordinación en el ámbito estatal en materia de I+D+i agroalimentaria, así como de la ejecución de los proyectos de investigación que tiene asignados como propios, tanto del Plan Nacional de I+D+i como de otros programas. Su Dirección comprende dos Subdirecciones Generales, dedicadas a la gestión, coordinación y ejecución de las actuaciones de I+D+i. Dado su carácter autónomo, el INIA cuenta además con una Secretaría General, dedicada a los asuntos de recursos humanos, presupuestarios y patrimoniales. El equipo humano del INIA está formado por mil cien personas, de las cuales ochocientas realizan labores de investigación.

Todas las actuaciones del INIA están dirigidas a contribuir al progreso continuo y sostenible del sector agroalimentario español y, a través de sus actividades internacionales, al esfuerzo colectivo global que representa la consecución de los Objetivos del Milenio.

The Spanish National Institute for Agricultural and Food Research and Technology (INIA) is an autonomous Public Research Organisation (OPI) belonging to the Ministry of Science and Innovation. INIA is responsible for the management and coordination of agrifood R&D&i programs at the national level, as well as for the execution of its own research programs, within the National R&D&i Plan or others. Its Directorate comprises two Deputy Directorates, devoted to the management, coordination and execution of R&D&i activities. Due to its legal charter, it also has a General Secretariat responsible for human resources, budget and asset management. The INIA team is made up of eleven hundred people of whom eight hundred are involved in research activities. All the activities of INIA are directed towards its contribution to the continued and sustainable progress of the Spanish agricultural and food technology sectors and, through its international activities, to the collective global effort of reaching the Objectives of the Millennium.

Gestión y coordinación de i+d+i Al culminarse el proceso de transferencia de las competencias en investigación a las CCAA, se creó en 1987 la Comisión Coordinadora de Investigación Agraria INIA-CCAA, presidida por el Director del INIA, que es la pieza angular en el ejercicio de la cooperación y coordinación entre la Administración General del Estado, a través del INIA, y sus homólogos de la I+D+i agroalimentaria de las CCAA. En este foro se identifican las prioridades de investigación y se alinean las necesidades e intereses comunes y los recursos disponibles, maximizando las sinergias entre los distintos centros e instituciones y dotando de esta manera a la investigación agroalimentaria española de un instrumento único de cohesión que le permite una mayor eficacia para afrontar los retos del sistema agroalimentario español. El INIA gestiona a través de la Subdirección General de Prospectiva y Coordinación de Programas el Subprograma Nacional de Recursos y Tecnologías Agrarias en coordinación con las Comunidades Autónomas, dentro del Plan Nacional de I+D+i gestionado por el MICINN.

R&D&i management and coordination At the conclusion of the process of transfer of responsibilities in research activities to the Autonomous Regional Governments, the Research Coordination Commission INIA-Autonomous Regions, chaired by INIA’s Director, was created in 1987. It is the cornerstone of the cooperation between the national administration, through the INIA, and its homologous institutions in the Autonomous Regions. In this platform, research priorities are identified and common needs and interests are aligned with the resources available, in order to maximise synergies among the various centres and institutions and provide the Spanish agrifood research with a unique cohesion instrument to meet the challenges of the Spanish agrifood sector. The INIA manages through the Deputy General Directorate of Prospective and Program Coordination the National Subprogram for Agricultural Resources and Technologies in coordination with the Autonomous Regions, within the National R&D&i Plan managed by the Ministry of Science and Innovation.

Ejecución de i+d+i La Subdirección General de Investigación y Tecnología del INIA tiene la responsabilidad de ejecutar los proyectos de investigación científica en el sector agroalimentario correspondientes al Plan Nacional de I+D+i así como los financiados por otras entidades. EL INIA desarrolla su labor de investigación en sus distintos Centros y Departamentos en los sectores agroalimentario y forestal. Sus actividades en investigación, innovación y transferencia de tecnología tienen un alto nivel de competitividad con instituciones comparables tanto en España como a nivel internacional.

Execution of R&D&i The INIA’s Deputy General Directorate of Research and Technology has the responsibility for the execution of research programs in the agrifood sector of the National R&D&i Plan, as well as of those funded by other organisations. INIA carries out its research responsibilities in its various Centres and Departments in the agrifood and forestry sectors. Its activities in research, innovation and technology transfer are highly competitive with comparable institutions in Spain and worldwide.

EL INIA tiene una clara vocación de transferencia tecnológica al sector productivo, mediante la formalización de convenios de colaboración y contratos de I+D+i, así como contratos de licencia de explotación de variedades vegetales obtenidas bien directamente por el INIA o por centros de las CCAA. El INIA y las CCAA han abordado la creación de Centros de Competencia Científico-Tecnológica, potenciando en ellos plataformas tecnológicas. Cabe resaltar una Plataforma Tecnológica al servicio del sector cárnico, el CECOC-PTC (Cataluña) y un Centro de Competencia Científico-Tecnológica en Gestión y Productos Forestales, el CECOC-GPF (País Vasco).

R&D&i transfer The INIA has a clear calling for technology transfer to the private sector, through cooperation agreements and R&D&i contracts, as well as licensing of agricultural varieties obtained by the INIA or by the institutions of the Autonomous Regions. The INIA and the Autonomous Regional governments have undertaken the creation of Centres of Scientific-Technological Competence, promoting technological platforms. Among them, a Technological Platform for the meat sector, the CECOC-PTC (Catalonia) and a Centre of Scientific-Technological Competence in management and forestry products, the CECOC-GPF (Basque Country).
