A regular meeting of the Golf Committee of The Lakes Country Club Association, Inc., was held on April 5th, 2023. The meeting was called to order by Chair Steve Engstrom at 2:00 p.m. in the MultiPurpose Room and via Zoom at The Lakes Country Club on Old Ranch Road, Palm Desert, CA. PRESENT:

VISITORS: Kris Reckeey, Jeannie Morris, Gayle Placeres, Fred Sigmund, Stan Shaw, John Carver, John Farncomb AMEND/ADOPT AGENDA: A motion was made to adopt the Agenda of April 5th, 2023, Bob Skrondal MOVED, SECOND by Marlene Langdon. MOTION PASSED by unanimous vote. APPROVAL OF MINUTES: A motion was made to approve the minutes of February 1st, 2022, Marlene Langdon MOVED, SECOND by Bob Roth. MOTION PASSED by unanimous vote. VISITOR’S COMMENTS: Gayle Placeres commented that Team Play has been played at The Lakes on a Monday or a Friday since 1987. The league will not change that. She requested that Spring Team be allowed to play on a Friday and the team would make every effort to avoid any conflicts with the Lakes schedule of events. Betsy Flanagan commented that they had picked out a Monday and received golf shop approval for the upcoming Fall Team event. 4-5-2023 Golf Minutes Approved The Lakes Country Club Association Page 1 of 4

Fred commented that he has posted 100% of his scores and has been penalized 2 strokes by the Cap Patrol system. Fred commented that if he is penalized again he will not play in another LMGA sanctioned event. Fred requested that the handicap committee submit to him clearly, in writing why his handicap has been changed. Stan Shaw commented that 2023 will be the 25th anniversary of the Battle of the Pro’s. Stan commented that he was there to encourage the Golf Committee and members to create publicity for the event. We need contributions from the members, LMGA and LLGA. When this event first started we needed crowd control and it has faded in recent years. We need campaigning by the members. John Carver commented about the lack of available tee times. John suggested the following items as ways to improve tee time availability. My biggest concern is too many golfers and not enough tee times. 1) Golf shop could monitor tee times. 2) Put an end to the Non-resident membership. 3) Real Estate – waitlist vs. automatic membership availability. 4) Reduce interclub tournaments. 5) Charge more for Golf membership. 6) Pace of play should be faster than 4 hrs. 15 mins. 7) Guest Play policy changes.

There was a discussion regarding tee time availability. Ron Phipps commented that with 508 members, 30 Non-resident and 45 Golf Intro members our issue is utilization. CHAIRMAN’S REPORT: Steve Engstrom thanked the visitors for their comments regarding pace of play and tee times. The golf shop does monitor tee times. Before covid we were starving for members and now we are dying from our own success. Tee times and pace of play will be on the agenda moving forward. GOLF COURSE SUPERINTENDENT’S REPORT: Craig Howard reported Greens continue to

be in fantastic shape and increased the speed for the men’s invitational with speeds of 11” to 11”3” all three days. Still closely monitoring transition on greens and with cooler weather plants are behind but there seems to still be plenty of healthy rhizomes and small plants for this time of year. We stopped all needle tinning and planet air during the ladies and men’s invitational so plant air this week and needle tine next week, these also serve as transition aids. Sapphire was applied two weeks ago to the rye grass at half rate and has helped slow down the rye grass. Only areas noticeable currently are traffic areas are a little beat up but hopefully the course starts to slow down over the next few weeks. Sapphire is scheduled to go back out next week, critical to transition success. Poa control seems to have really worked well this year with much less Poa than the previous years. We are looking at continuing the program we used this year and fine-tuning seed head control next year. Pre-emergent weed control, prominent, tower, tower Bernie Lyons thanked Craig or the excellent conditions for the Invitational and asked if there was anything Craig needed for his department. Craig commented on the fertilizer prices coming down a bit. Bernie Lyons asked about compaction and Craig replied that we are watching it closely. 4-5-2023 Golf Minutes Approved The Lakes Country Club Association Page 2 of 4

THE LAKES COUNTRY CLUB ASSOCIATION, INC. GOLF COMMITTEE MINUTES OF April 5th, 2023 Approved BOARD LIASION REPORT: Peter Hatt acknowledged the discussions on pace of play and tee time availability. Peter gave a summary of the Golf Course Master plan. GENERAL MANAGERS REPORT: Ron Phipps reported that we have over 500 golf members. Nonresident members are maxed out at 30 memberships and 45 Golf Intro memberships. 26 Introductory Golf memberships have paid the activation fee. Non-resident members pay a 30% premium from $700 monthly to over $900. They also pay a cart fee of $750. The golf department has finished $35,000 to the good. Desert Reflections and The Men’s Invitational went off well. The Fall Team will be on a Monday and the Spring Team will be on a Friday. Cap Patrol will be addressed in the next Golf Committee meeting. There was a discussion on the Non-resident membership. A motion was made to recommend to the Board that no new Non-resident memberships be taken and that the Non-resident membership be eliminated through attrition, Betsy Flanagan MOVED, SECOND by Bernie Lyons. MOTION PASSED by unanimous vote. DIRECTOR OF GOLF’S REPORT: Mike Clifford reported that the Niners will be adding four more tee times to their block of times on Tuesdays and Thursdays. The Niners block will be from 10:12a.m. to 12:04p.m. We have 87 players in the LLGA mixer tomorrow. The Niner scramble has 39 players. The LLGA Guest day has 96 players. The Niners invite has 29 players. The Couples Championship is coming up.

AREA ASSIGNMENTS: A. Ernie Wallerstein LMGA – The Invitational is in the books and it was great. We have added two new board members to the LMGA, Russ Reckewey and Allan Durkovic. George Muhar will be the LMGA liaison to the Golf Committee. B. Marlene Langdon LLGA – The LLGA eliminated the March Mixer. The Charity piece will go to the Couples in the December Playday. The LLGA events are all set for next season pending food costs. WE have new board members, Susan Kozak, Nadine Wright and Laura Gordon. I really am a proponent of Spring and ask the Committee to approve. C. Cathy King Niners – The Couples event and the Invite are our last events of the season. We would like to thank the 18 holers for the four additional tee times. D. Betsy Flanagan Mixed Couples – We have 68 Couples signed up for the Championship.

Wiles greeted the Golf Committee and mentioned that he is a golfer who plays with various groups at The Lakes. There was a discussion on Pace of Play. A Motion was nade to reduce the Pace of Play to 4 hours or less, Bob Skrondal MOVED, the motion failed. Steve Engstrom asked that Pace of Play be added to the next Golf Committee meeting and that the golf rules be attached to the information packet. Bob Roth gave an explanation of Cap Patrol and mentioned that every player who receives an index reduction is notified in person and in writing by policy of the handicap committee.
