Versión en Español Con la cuarta edición del boletín del Instituto de Estudios Europeos (IEE) de la Universidad del Norte en Barranquilla, Colombia, queremos mencionarles la discusión “Grecia y la Unión Europea – Una discusión sobre problemáticas y soluciones”, y el proyecto de libro “Política, Economía y Desarrollo regional: Colombia y la Unión Europea”. Discusión “Grecia y la Unión Europea – Una discusión sobre problemáticas y soluciones”, Abril 26 del 2012. Dentro del marco de la serie de eventos “Globalización y Cooperación” del Instituto de Estudios Europeos, se está realizando una reunión de discusiones acerca de las preguntas existentes en relación a la Unión Europea. Los voceros que participarán son el Prof. Nicolaos Arghiri (Equipo de Investigación OASIS/ Universidad del Externado, Bogotá), el Dr. Hans Blumenthal (Universidad Tecnológica de Bolívar y Evolución Caribe, Cartagena) y el Prof. Günter Mertins (Universidad de Marburgo). El evento tomará lugar el día 26 de abril, de 4 a 6 pm en el salón 22G2 - Bloque G, en la Universidad del Norte. La entrada no tiene alguno costo y no es requerido realizar reservaciones.

Libro “Política, economía y desarrollo regional: Colombia y la Unión Europea” El Instituto de Estudios Europeos se encuentra trabajando actualmente en la publicación de una colección que contendrá artículos referentes a Colombia y la Unión Europea. Diferentes disciplinas como la geografía, la sociología y las ciencias juridicas y las relaciones internacionales serán representadas dentro del libro. Un enfoque multi-nivel-gubernamental 1

es deseado para que ambos artículos sobre las entidades supranacionales la “Unión Europea” y la “Comunidad Andida”, y artículos con preguntas sobre temas nacionales y subnacionalesregionales será publicado. El libro será publicado dentro de los próximos meses y será presentado oficialmente en Octubre del 2012. Los contribuidores son, entre otros, Alexis de Greiff, Jan Marco Müller, Eduardo Pastrana Buelvas, Horacio Godoy, Roberto González Arana, Jorge Quevedo, Silvana Insignares, Carlo Tassara, Günter Mertins y Gustavo Rodríguez Albor.

Reporte de evento “El Tratado de Libre Comercio entre la Unión Europea, Colombia y Perú: marco teórico e impactos en Barranquilla”. El foro fue organizado por el IEE dentro del marco de la Cátedra Europa del presente año, que tomó lugar el 14 de marzo del 2012 en la Universidad del Norte. La primera parte del foro se enfocó en el marco teórico del Tratado de Libre Comercio y las relaciones cambiantes entre Latinoamérica, y especialmente Colombia y la Unión Europea. Los conferencistas Juan Pablo Milanese (Universidad Icesi, Cali), Dr. Roberto Gonzales (Universidad del Norte), el Dr. Dieter Wolfram (von Bila, de la Pava & Bertoletti Abogados, Bogotá/Frankfurt) y el Dr. Florian Koch (Universidad del Norte/DAAD), resaltaron la importancia del Tratado de Libre Comercio para Colombia, y asimismo, los problemas asociados al respecto fueron mencionados. Fue determinante que en la parte de Colombia existieran altas expectativas con respecto al Tratado. Luego de un detallado análisis del Acuerdo, sin embargo, es cuestionado en qué sectores realmente se puede esperar un crecimiento de exportaciones. En la segunda parte del foro, los impactos que el Tratado puede tener para Barranquilla y para el Atlántico fueron mencionados y presentados por Ricardo Plata (Fundesarrollo), Tatyana Orozco (PROBarranquilla) y René Alonso Guerra Molina. Fue demostrado por Ricardo Plata que existe gran potencial en la exportación de bienes como las frutas, vegetales, productos químicos, papel y plástico, desde el departamento del Atlántico a la Unión Europea. Sin embargo, las diferencias que existen entre los miembros de la UE hacen que algunos bienes sean exportados principalmente a Alemania y otros a España o Italia. Con la presentación de Tatyana Orozco, se reveló que muchas compañías europeas se encuentran interesadas en Barranquilla y que numerosas inversiones directas han ocurrido desde hace algunos años.

Equipo del Instituto de Estudios Europeos Actualmente, se encuentran trabajando cuatro practicantes en el Instituto de Estudios Europeos: Alexandra Gutiérrez y Fabio Campo, estudiantes de Relaciones Internacionales de la 2

Universidad del Norte; Lorena Steinle, estudiante de Estudios Europeos en la Universidad de Passau en Alemania, y Marco Kaczmarek, estudiante de maestría en Geografía en la Universidad tecnológica de Dresden en Alemania. Se encuentran trabajando en proyectos de investigación, apoyando a la organización de IEE y son financiados por el programa PROMOS del DAAD. La colaboración de los practicantes del IEE contribuye a la internacionalización de la Universidad del Norte y a los avances de la movilidad entre Alemania y Colombia para jóvenes investigadores. Diskussionsveranstaltung „Griechenland und die Europäische Union – Problematiken und Lösungsansätze“, 26. April 2012 Das Institut für Europastudien organisiert im Rahmen der Veranstaltungsreihe „Globalisierung und Kooperation“ eine Diskussionsveranstaltung zu aktuellen Fragen der Europäischen Union. Als Vortragende und Diskussionsteilnehmer werden Professor Nicolaos Argyris, Forschungsgruppe OASIS/Universidad Externado de Bogotá, Dr. Hans Blumenthal von der Universidad Tecnológica de Bolívar und Evolución Caribe, Cartagena sowie Prof. Dr. Günter Mertins von der Phillips-Universität Marburg teilnehmen. Die Veranstaltung findet am Donnerstag, den 26. April von 4-6 pm im Raum 22G2, Bloque G der Universidad del Norte statt. Der Eintritt ist frei, eine Voranmeldung ist nicht notwendig.

Buch "Politik, Ökonomie und Regionalentwicklung: Kolumbien und die Europäische Union" Das Institut für Europastudien arbeitet momentan an der Herausgabe eines Sammelbandes, der unterschiedliche Artikel zum Thema Kolumbien und der Europäischen Union enthalten wird. Im Buch werden verschiedene Fachdisziplinen wie Geografie, Soziologie, Rechtswissenschaften und Internationale Beziehungen verteten sein. Es wird ein Multi-LevelGovernance-Ansatz verfolgt, d.h. es werden Artikel über die supranationalen Blöcke „Europäische Union“ und „Andengemeinschaft“ ebenso wie Artikel über nationalstaatliche als auch subnationale-regionale Fragestellungen veröffentlicht. Das Buch wird in den kommenden Monaten erscheinen und wird im September/Oktober 2012 offiziell vorgestellt. Beitragende des Buches sind u.a. Alexis de Greiff, Jan Marco Mueller, Eduardo Pastrana Buelvas, Horacio Godoy, Roberto González Arana, Jorge Quevedo, Silvana Insignares, Carlo Tassara, Guenter Mertins und Gustavo Rodriguez Albor. Veranstaltungsbericht "Das Freihandelsabkommen zwischen der Europäischen Union, Kolumbien und Peru: Theoretischer Rahmen und Auswirkungen auf Barranquilla" Dieses Panel wurde vom IEE im Rahmen der diesjährigen Catedra Europa organisiert und fand am 14. März 2012 an der Uni Norte statt. Der erste Teil des Panels beschäftigte sich mit dem theoretischen Rahmen des Freihandelsabkommens und stellte die sich verändernden Beziehungen zwischen Lateinamerika und insbesondere Kolumbien und der Europäischen 4

Union dar. Die Vortragenden Juan Pablo Milanese (Universidad Icesi, Cali), Dr. Roberto Gonzales (Universidad del Norte), Dr. Iur. Dieter Wolfram (von Bila, de la Pava & Bertoletti Abogados, Bogotá/Frankfurt) und Dr. Florian Koch (Universidad del Norte/DAAD) betonten die wichtige Bedeutung des Freihandelsabkommens für Kolumbien, erwähnten aber auch die damit verbundenen Probleme. Festgestellt wurde, dass in Kolumbien grosse Erwartungen mit dem Abkommen verknüpft sind. Bei einer genauen Analyse des Abkommens stellt sich allerdings die Frage, in welchen Sektoren wirklich mit einer verstärkten Exporttätigkeit gerechnet werden kann. Im zweiten Teil des Panels stellten Ricardo Plata (Fundesarollo), Tatyana Orozco (Probarranquilla) und René Alonso Guerra Molina die Auswirkungen des Freihandelsabkommens für Barranquilla und das Departamento Atlántico dar. So bestehen viele Potenziale für den Export von Gütern wie z.B. Früchte, Gemüse, Chemische Produkte, Papier und Plastik aus dem Departamento Atlántico in die Europäische Union, wie Ricardo Plata aufzeigte. Allerdings existieren Unterschiede zwischen den einzelnen Mitgliedstaaten der EU, d.h. einige Güter eignen sich stärker für den Export nach Deutschland, während andere eher nach Spanien oder Italien exportiert werden können. Tatyana Orozco machte in ihrer Präsentation deutlich, dass viele europäische Firmen sich für Barranquilla interessieren und in den letzten Jahren zahlreiche Direktinvestitionen stattgefunden haben.

Seminar: Forschen in Deutschland Das Informationszentrum des DAAD in Bogota veranstaltet gemeinsam mit der Deutschen Forschungsgemeinschaft - Sociedad Alemana para la Investigación (DFG) und der Stiftung Alexander von Humboldt (AvH) ein Seminar zu den Kooperations- und Finanzierungsmöglichkeiten von Deutsch-Kolumbianischen Forschungsprojekten. Event "Greece and the European Union – problems and possible solutions", 26th of April 2012 Within the framework of the event series "Globalization and Cooperation" the Institute for European Studies is organizing a discussion meeting regarding the current crisis of the European Union. Participating speakers will be Prof. Nicolaos Argyris (Investigation team OASIS/Universidad Externado de Bogotá), Dr. Hans Blumenthal (Universidad Tecnológica de Bolívar and Evolución Caribe, Cartagena) and Prof. Dr. Günter Mertins (Phillips-Universität Marburg). Book "Politics, economy and regional development: Colombia and the European Union" The Institute for European Studies is currently working on a book project which will contain various articles concerning Colombia and the European Union. Different disciplines like geography, sociology, law and international relations will be represented in the book. A multilevel-governance approach is pursued so that articles about the supranational entities „European Union“ and „Andean Community“ and articles about national and subnationalregional aspects will be part of the book. The book will be published within the next months and will be presented officially in October 2012. Event report "The free trade agreement between the European Union, Colombia and Peru: theoretical frame and impacts for Barranquilla". This forum was organized by the IEE within the framework of this year's Cátedra Europa which took place on 14th of March 2012 at Universidad del Norte. The first part of the forum engaged in the theoretical frame of the free trade agreement and presented the changing relations between Latin America, especially Colombia, and the European Union. Juan Pablo Milanese (Universidad Icesi, Cali), Dr. Roberto Gonzales (Universidad del Norte), Dr. Iur. Dieter Wolfram (von Bila, de la Pava & Bertoletti Abogados, Bogotá/Frankfurt) and Dr. Florian Koch (Universidad del Norte/DAAD) highlightened the importance of the free trade agreement for Colombia and mentioned as well the associated problems. It was determined that Colombia has high expectations regarding the agreement. A detailed analysis of the agreement however is necessary for indications in which sectors actually increasing export and import activities can be expected. In the second part of the forum the impacts of the agreement for Barranquilla as well as for the department Atlántico were presented by Ricardo Plata (Fundesarollo), Tatyana Orozco (Probarranquilla) and René Alonso Guerra Molina. Ricardo Plata showed that there exist a lot of potential in regard to the exportation of goods as fruits, vegetables, chemical products, paper and plastic from the Atlántico department to the European Union. However, differences exist among single EU member states so that some goods are suited better to be exported to Germany, while other goods can be transported rather to Spain or Italy. Within her presentation Tatyana Orozco revealed that many European companies are interested in Barranquilla and that numerously direct investments took place in Barranquilla during the last years.

Team of the Institute for European Studies Currently four trainees are working at the Institute for European Studies: Alexandra Gutiérrez and Fabio Campo, students of International Relations at Universidad del Norte, Lorena Steinle, student of European Sciences at University of Passau as well as Marco Kaczmarek, master student of Geography at Dresden University of Technology. They are working in research projects, support the organization of the IEE and are funded partly by the DAAD-program PROMOS. The collaboration of the trainees at the IEE contributes to the internationalization of the Universidad del Norte and the German-Colombian mobility of young researchers. Investigation in Germany The Information Centre of the DAAD in Bogota organizes together with the German Research Foundation (DFG) and the Foundation Alexander von Humboldt (AvH) a seminar on cooperation and funding opportunities for German-Colombian research projects.
