RACE RULES 37th NATIONAL INDEPENDENCE TOUR

Introducción:

Introduction:

La Federación Dominicana de Ciclismo, organiza la XXXVII Vuelta Independencia Nacional, en colaboración con el Ministerio de Deportes (MIDEREC) y empresas privadas, evento que se rige por los reglamentos de la Unión Ciclística Internacional para pruebas por etapas y que se desarrollará desde el sábado 27 de febrero al sábado 5 de marzo del año 2016.

The Dominican Cycling Federation, organizes the 37th National Independence Tour, in collaboration with The “Ministerio de Deportes (MIDERE)” and private companies, which is a event run in conformity with the International Cycling Union for races with stages. The event will be carried out Saturday , February 27 to Saturday March 5, 2016.

La XXXVII Vuelta Independencia Nacional se desarrolla en conmemoración a las fiestas de Independencia de la República Dominicana, ocurrida el 27 de Febrero de 1844, cuando los próceres Juan Pablo Duarte, Francisco del Rosario Sánchez y Matías Ramón Mella, entre otros, izaron la bandera dominicana, en señal de la liberación del gobierno haitiano y fuese una nación libre e independiente.

The 37th National Independence Tour salutes the commemoration of the Dominican Republic Independence. Dominican Republic declared its independence on February 27, 1844; when our heroes Juan Pablo Duarte, Francisco del Rosario Sánchez y Matías Ramón Mella, and others made it possible. The goal of 37th National Independence Tour is to strengthen the tie of friendship and cooperation among all countries, to hoist sports flag and fraternity between nations.

La XXXVIII Vuelta Independencia Nacional tiene como misión fomentar los lazos de amistad y colaboración existentes entre todas las naciones, enarbolando la bandera del deporte y la confraternidad de los pueblos.

2. Participación: En la XXXVII Vuelta Independencia Nacional de La República Dominicana podrán participar atletas nacionales y extranjeros invitados, integrantes de selecciones nacionales, grupos deportivos u otras estructuras. Cada equipo podrá estar integrado por un mínimo de cinco (5) y un máximo de ocho (8) corredores y tres acompañantes. Todos los participantes, atletas y seguidores, deberán poseer la Licencia de su Federación Nacional

4. Acreditación: Las operaciones de acreditación se desarrollarán los días 25 al 26 de febrero en las oficinas de la Federación Dominicana de Ciclismo, Velódromo Olímpico, de la ciudad de Santo Domingo, desde las 09:00 A.M. hasta las 8:00 P.M.

5. Reunión Técnica: 1. La reunión del Colegio de Comisarios y la Dirección de la Organización con los directores deportivos se desarrollará el Viernes 26 de febrero a la hora 7:00 P.M.. en el Salón VIP del Velódromo Olímpico. 2. Los directores de equipos deben presentar las licencias de sus corredores el Sábado 21 desde las 10:00 A.M. a las 5:00 P.M. en el salon VIP del Velódromo Olímpico.. 3. Los corredores están obligados a portar el doble número en el dorso de su camiseta y la placa del cuadro correspondiente, así como el transponders facilitado por la organización. 4. Todo corredor que abandone la prueba está obligado a entregar su número y transponders a los comisarios de carrera. 5. Los corredores que encabezan las distintas clasificaciones están obligados a portar la camiseta de Líder que identifica a cada clasificación.

4. Accreditation: The accreditation process will take place on February 24 25, 2016 at the Dominican Cycling Federation Office, Olympic velodrome of Santo Domingo city, starting 09:00 up to 20:00 hrs.

5. Meeting technical: The meeting between the Panel of Commissaries and the Race Management with the Team Managers will be held on February, Friday 26th , at 7:00 P.M. hrs. at the hall VIP of the Dominican Olympic track. The team managers must submit their brokers licenses on Friday 26 from 10:00 A.M to 5:00 P.M. at the hall VIP of the Dominican Olympic track. The racers must bear the double numbers on the back of their jerseys as well as their frame number. Those racers withdrawing the race must hand their numbers out to the race commissaries. Those racers who place themselves at the top at the various qualifications should wear their leader Jerseys, which identify each qualification.

6.1 Clasificación individual por tiempos.

The winner in this qualification will be the racer with less time accumulated (taking into consideration the bonus given at the different stages and intermediate finish) as a result of summing all the times scored. In the event of tie at the end of the race, we will take into consideration the hundreds of second of the individual Time Trial. 2.6.015.

El vencedor de esta clasificación será el corredor que acumule el menor tiempo (teniendo en cuenta las bonificaciones de etapas y metas volantes) como resultado de la suma de todos los tiempos de las etapas desarrolladas. En caso de empate, se decidirá según lo establece el art. 2.6.15 del reglamento UCI. 6.2 Clasificación por equipos.

6.2 Team Qualification

La suma de los tres mejores tiempos de cada equipo en cada una de las etapas determinará esta clasificación, sumándose al final los tiempos de cada etapa por equipo para determinar el ganador de esta clasificación. En caso de empate, al final de la carrera, se decidirá según lo establece el art. 2.6.016 del reglamento UCI.

6.6 Clasificación sub 23.

6.6 Qualification sub 23. This classification will be leading this category row better positioned in the general individual time classification. In case of a tie at the end of the race, it was first decided by the steps disputed positions. it will be first decided by position on the contested stages.

Será líder de esta clasificación el corredor de esta categoría mejor posicionado en la clasificación general individual por tiempo. En caso de empate, al final de la carrera, se decidirá primero por posiciones en las etapas disputadas.

10. Asistencia Neutral: La organización pondrá a disposición de los participantes un servicio de asistencia mecánica neutral en dos vehículos, una moto y en el vehículo de fin de evento.

11. Abastecimiento: El avituallamiento se efectuará según lo establecido en los artículos 2.3.025, 2.3.026 y 2.3.027 del reglamento.

10. Mechanics assistance: The organizers will make all available for the participants a neutral mechanics assistance service on two vehicles, a motorcycle and on the end-of-the-event bus.

11. The Feeding: The feeding will be made as indicated in the article 2.3.025, 2.3.026 and 2.3.027 UCI regulations.

UCI. Las etapas que no excedan de los 150 kilómetros tendrán autorizado el avituallamiento a los corredores desde los vehículos, con la autorización del Comisario de carrera, a partir de los primeros 50 kilómetros de competencia y antes de los últimos 20 kilómetros. Las etapas que superan los 150 kilómetros tendrán establecido, además, una o dos zonas de avituallamiento pie en tierra.

12. Límite de Clasificación: Las etapas tendrán establecido un límite de clasificación sobre el tiempo del ganador de la etapa. El Colegio de Comisarios y la Dirección de la prueba podrán aumentar ese límite si las condiciones climáticas se hicieran desfavorables para los corredores o ante cualquier otro incidente debidamente comprobado.

13. Falta de Carrera: Las faltas de carrera y las infracciones a los reglamentos de la carrera serán sancionadas en correspondencia con el Capítulo XII de los Reglamentos de la UCI de acuerdo a la infracción y por la tabla de penalidades para faltas de carrera señaladas en el artículo 12.1.040 de dichos reglamentos. Todas las sanciones en tiempo se ubicarán en la Clasificación General Individual, en caso excepcionalmente grave, el Jurado de Comisarios podrá decidir incluirlas en el resultado de la etapa

14. Orden de la Caravana: Los conductores de vehículos deberán circular rigurosamente por el lado derecho de la vía. los vehículos del Director de la Organización y de los Comisarios de carrera velarán celosamente por mantener el orden establecido de la caravana y la mayor prudencia por parte de todos los conductores, dando prioridad siempre al paso de los corredores. El orden de los vehículos de la caravana estará establecido por el mejor ciclista clasificado de cada equipo en la clasificación general individual por tiempos. Para la primera etapa, el orden estará establecido por el sorteo del Jurado de Comisarios en la reunión con los directores deportivos.

15. Libro de Firma: Los concursantes deberán presentarse al sitio de salida con una hora de antelación a la señalada como hora de salida para firmar la planilla de salida, La planilla será retirada 10 minutos antes de la hora señalada para la salida.

16. Incidente Reconocido: En caso de caída, pinchadura o accidente mecánico reconocido por el Jurado de Comisarios, durante los últimos 3 kilómetros de la etapa, el corredor tendrá derecho a que se le acredite el tiempo del o de los corredores con los cuales él venía en el momento del accidente. 2.6.027

Those stages not exceeding 150 km will include the provisioning of the racers from the vehicles, under the Race Commissar authorization, from within the first 50 km of competition and before the last 20 km. Those stage exceeding 150 km will furthermore include one or two provisioning stations foot on land.

12. Limited of classification: The stages will have qualifying limit over the time of the stage winner. The Commissaries Panel and the Management of the event will be empowered to increase such limit if weather conditions grow unfavorable for the racers or in the face of any other properly checked incident.

13. Faults on the race: The faults on the race and the breaches of the regulations of the race will be penalized in compliance with Chapter Xll of the UCI Regulations according to the seriousness of the infringement and as the penalization table for race faults as indicated in art. 12.1.040 of these regulations. All sanctions on time will be placed in the General Individual qualification, and in exceptionally serious cases; the Board of Commissaries will be able to decide on including them in the result of the stage.

14. Order of the Caravan: The drivers of motor vehicles must circulate rigorously on the right side of the lane. The vehicles of the Manager of the Organization and the Race Commissaries will zealously watch over the preservation of the established order for the caravan and the highest possible wariness by all drivers, always giving priority to the cycling race. The order of vehicles in the motorcade will be established by the top-ranked each team in the general individual time classification rider. For the first stage, the order will be established by the drawing of Jury Commissioners at the meeting with the team managers.

15. Book signal: The contestants must present themselves at the start site one hour in advance to the indicated starting time in order to sign the starting form. The form will be withdrawn 10 minutes before the indicated starting time.

16. Accident recognized: In the event of a fall, a puncture of a tube, or a mechanical accident recognized by the Board of Commissaries, during the last three kilometers of a road race stage, the racer will have the right to have the time of the racer(s) coming with him at the moment of the accident accredited. 2.6.027

Los incidentes de carrera que puedan presentarse en un paso a nivel serán resueltos de acuerdo a lo establecido en los artículos 2.3.034 y 2.3.035 del reglamento UCI.

17. Cronometraje. Cronometraje: la toma de tiempo se efectúa por medio de la señal registrada del transponder, además un cronometraje manual será efectuado por los comisarios cronometradores.

18. Antidopaje: En todas las etapas los corredores se someterán al Control Antidopaje de acuerdo a las normas establecidas en el Reglamento del Control Anti dopaje de la UCI. En la meta de llegada de cada etapa se colocará en pizarra indicando los corredores y la zona donde se efectuará dicho control.

19. Resultados: Los resultados serán publicados después de ser firmados por los comisarios del evento y serán entregado a cada director de equipo participante.

20. Radio Tour: La información y resultado de la carrera serán emitidos por la frecuencia, Canal 1

21. Regla particular para las etapas en circuitos: El o los corredores rezagados y que sean alcanzados dentro del circuito deberá continuar dentro del grupo principal, sin poder participar en la disputa de premios intermedios o el sprint final y ninguna otra acción ofensiva o defensiva de su equipo. A estos corredores se les clasificará en la etapa con el tiempo del último corredor, más el tiempo de la vuelta mas lenta del circuito. Si la suma de estos tiempos alcanza el límite de clasificación establecido para la etapa, el o los corredores implicados no serán clasificados.

22. Regla particular para la Contra Reloj Por Equipos. El orden de salida de los equipos se establecerá mediante sorteo, los equipos partirán con una diferencia de 3 minutos y solo circularan 4 equipos a la vez, cuando el ultimo equipo del grupo cruce la meta para su ultima vuelta, comenzará el tiempo de 3 minutos para la salida de los próximos 4 equipos siguientes. El tiempo del equipo será marcado por el cuarto corredor clasificado, los corredores rezagados se les asignará su tiempo real que marquen al paso de meta. Todos los tiempos pasarán a la clasificación general por tiempo, la clasificación por equipos se tomará al tercer corredor del equipo en cruzar la meta. Se permitirá bicicletas especiales de contra reloj, así como también apoyo suplementario en el sistema de conducción en bicicletas normales de ruta.

23. Casos no previsto en el presente reglamento. Para todo aquel aspecto que no esté contemplado en el presente reglamento se pondrán en vigor las disposiciones del reglamento de la Unión Ciclística Internacional UCI.
