PROJECT
GENERAL Misiones
OBJECTIVES
This Project provides the rehabilitation of 1.360 kilometres of tracks of the San Martin´s Railway with the objective of improving the connection between the Cuyo Region and Buenos Aires port. Thus, it aims at providing a trustable and efficient alternative as regards freight transportation, influencing positively in the production areas along the corridor Buenos Aires - Mendoza, generating a larger BRASIL volume of transported freight by this means and consequently a reduction in transportation costs and logistics for producers.

CURRENT SITUATION
General situation of the track: Some sectors of the track need intensive improvement or total renewal, if the aim is to significantly improve the speeds of convoys so as to improve competitiveness and complementarity with other means of transport, both for passengers and freight. Characteristics: Wide gauge: 1.676 mm Freight and passenger trains circulate Average convoy: 45 wagons Track structural design: 20 tn./axis (good condition) Rolling stock: 20 tn./axis Average speed for freight train: 40 km/h Maximum speed for passenger train: 80 km/h Simple track: in many sectors of the network Extension: approximately 1050 km between Buenos Aires and Mendoza Design parameters of the projected track: Freight train circulation: with standard trains of up to 105 empty wagons (1.600 tn.) and loaded trains of up to 56 wagons (4700 tn.) Passengers train circulation: with standard trains 11 coaches of 800 tn. Maximum load per axis: -30 tn for freight convoys -22 tn/axis for passenger convoys Maximum design speed: -120 km/h for 22 tn./axis convoys -90 km/h for freight convoys Gauge: 1.676 mm Minimum design radius: 500m Ballast: 30cm thick as from sleeper’s underside Sub ballast: 35 cm thick Track: UIC 54 Sleeper: Pre-stressed concrete, weight350 kg. per unit, length 2.760 mm

Below, some of the tasks to be performed by the contracting companies are detailed, without limitation. Development of design, engineering and executive project.
Santa Cruz
The initial survey, the elaboration of an executive project for the renewal of tracks and the complementary works and their stakeout. The removal of the existing tracks to be renewed, that shall comprise the ultrasound auscultation of the existing tracks, the marking of the detected defects and trimming thereof, the disassembly of the track structure, classification of materials, their transport and storage.
The formation of the new sub grade and the cross section of the track area according to Santa Cruz the standard profile specification and design standards.
Chubut
The assembly and installation of the new track structure in wide gauge (1.676 mm), which shall consist of rails Profile 54E1, Class “R260” 18 and/or 25 meters welded with preferably electric butt welding, or Aluminothermic, to constitute Long Welded Rail (LWR) with double elastic fastenings and monoblock concrete sleepers (at the rate of 1500 units per kilometre). The start-up of all transversal drains of the stretch. The provision of assembled Turnouts, comprising the design, supply and installation with new rails, wooden sleepers and double elastic fastenings. The construction of the indicated static turnouts.

Safety and hygiene: • National Safety and Hygiene Law N°19587, Decree 351/79. • Municipal laws. • OSHA Regulation.
CONDITIONS OF ADMISSIBILITY
Articles of association, minutes of Shareholder´s meetings and Minutes of the Board of Directors' Meeting evidencing capacity of the Offeror and of the attorney-in-fact. Balances and audited Financial Statements, of which economic and financial indicators higher than the following ones arise: • Capital adequacy ratio higher than 1.2 • Current ratio higher than 1.2 • Total equity higher than twenty-five per cent (25%) of the Official Budget plus VAT. • Liquid assets plus Access to Credit higher than twenty-five per cent (25%) of the Official Budget plus VAT. Annual volume in construction work higher than seventy per cent (70%) of the Official Budget plus VAT. Certificate of capacity issued by a government authority that accredits capacity higher than seventy per cent (70%) of the Official Budget plus VAT. Experience at works that have reached an average monthly rate of execution higher than 2,5% of the Official Budget plus VAT. Experience in a work of similar complexity to the renewal of railway infrastructure. Technical Representative with minimum experience of 10 years in similar works. Proven property and/or third party agreements that ensure the availability of essential equipment for the execution of the work (Tamping, aligner, grader, cutting face, work trains, hoppers, shallow wagons, dynamic Stabilizer (not exclusive) train line built (not exclusive). Administrative documentation type: receipt of bid specifications purchase, bid bond, affidavits including the declaration of acceptance of the terms and conditions of the bidding documents without material deviation or conditions whatsoever, that does not have litigation against the National Government and/or its decentralized agencies. All documents submitted must be duly certified, legalized and, if necessary, translated into Spanish.
