A Message from our Chairman
Chairman,s Message I am honoured once again to represent the Centre as your Chairman for the forthcoming year and to present this years rally program. I would like to thank the out going committee for the work they done for the centre. Most of all I would like thank the previous committee who all volunteered to stay in place to keep the centre going for another year. Unfortunately if no one stands for committee all positions at the next A.G.M. the centre will have to alternative but to go into Hibernation and the CAMC. Will have all our funds. We have two new members on committee this year Mark and Phil. As you look through the rally program there some old favourites and some new ones but there are still rallies without rally officers if you fancy running a rally please contact Liz Owen or Helen Watts, thanks to all the rally officers who volunteered their time to run rallies this year. We also would like to thank all the land owners who for allowing us to use their sites. Thanks to the advertisers please use them if possible A big thanks to all officers and committee for giving up their time and hard work and support for keeping this great centre going Finally Liz and I look forward to seeing you on out on the rally field and we hope that you have an enjoyable and safe caravanning year. The Caravan Club National Council The National Council is made up of 36 members appointed by the Executive Committee of the Club from among its 345,000 members.
Nomination Form 2023 It is hoped that Full and Family Members will nominate members of the Centre for various Officers and Committee, all of which will become vacant at the Annual General Meeting. A nomination form can be found at page 10 of this book. It is advised that you check with the Centre Secretary at least 35 days before the AGM that you are a current member. You should ascertain that the person you wish to nominate is eligible and willing to serve. Before the form is sent to the Secretary, it is necessary for you to obtain the signatures of persons you nominate indicating that they are willing to accept nomination and also the signature of the seconder of your nomination. It is suggested that you should not nominate persons who are unknown to you, and it is not necessary for you to nominate someone for every office or place on the Committee. At the Annual General Meeting each nominee will be introduced so as to assist members before they vote. Your nomination paper, duly signed by yourself and seconder and your nominee(s) must be received by the Secretary not later than 14 days before the AGM. Closing date for receipt by the Secretary is 11.00am, Saturday 17th September 2022

A Welcome to new Ralliers 1. A Rally A Rally is a gathering of Caravan Club members who enjoy weekends away with fun and friendship thrown in. Your Rally Officers will be the people who have organised the weekend and will be the faces that greet you when you arrive. 2. Booking The pages that follow in this book give details of all South Wales Centre Rallies for the forthcoming year. To book your first Rally, complete all the requested details on one of the ‘slips’ in the middle of this book and post it to the Rally Officers, with a deposit and/or other details, if requested. If you have to cancel for any reason, please contact the Rally Officers as soon as possible. 3. Travel and Arrival When the time comes for your weekend or holiday rally, follow the directions given. Travel directions include postcode and website addresses (where known). When you are close to the site you will see the South Wales Caravan Club (SWCC) direction signs, coloured red and white, at the side of the road guiding you to the site. On arrival you will find the Rally Officers - they will normally be the first caravan inside the site and will be identified by a sign outside. Once you have booked in you will be handed an envelope containing the Rally Programme and details of the weekend’s activities. The Rally Officer will show you to your pitch where you will be requested to park with the front offside corner of your caravan on the marker ‘peg’ and to park your car on the offside of your caravan. 4. Plaque A Plaque is a plastic memento which is specifically produced for Special weekend/holiday Rally ONLY. 5. The Weekend/Holiday The Rally may include social activities which are usually specified in the details of the Rally in this book, or may otherwise be arranged during the Rally. All such activities are entirely optional but are always good fun! During the weekend/holiday Rally, typically on a Sunday morning during a weekend Rally, ‘Flag’ will be held. This is a meeting of all Ralliers to hear the results of competitions, to welcome new Ralliers and any visitors, to announce forthcoming events and rallies, draw the raffle and thank the Rally Officers. 6. What Do You Need? To attend a Rally, you will require the usual camping equipment plus a few extras. You must have your own toilet facilities which must never be taken near a fresh water tap. You may also require some leveling blocks for leveling your caravan on sloping fields and a dustbin liner for disposal of your dry waste in the event of there being no on-site disposal facilities. Finally - Please come along and see what it is all about - We look forward to welcoming you!
Safety on Rallies 1.
All vehicles are not to exceed walking pace on site and keep to the perimeter tracks as much as possible. Watch out for children playing.
2.
Do not light portable barbecues near caravans or awnings without informing the Rally Officer. Beware of the dangers from sparks and sudden changes of wind direction.
3.
It is advisable to have a suitable multi-purpose fire extinguisher sited near the door of the caravan, or a fire blanket. Note that dry powder extinguishers are more reliable if inverted and shaken smartly. Remember cooking oil is a great fire hazard.
4.
Children should not be left alone in the caravan at anytime.
5.
A special note to owners of cars fitted with catalytic converters - due to the high temperature of the exhaust pipe there is a danger of igniting the grass.
6.
Where Rally Officers have set out site pegs, caravans should be parked with the offside corner as near to the peg as possible, unless told to do otherwise. All "A" frames must face the same direction.

Hygiene
All members are advised to take all reasonable precautions to minimise the risk of serious health problems whilst attending rallies, not least given extensive concern regarding E.coli bacteria. Do not drink from rivers or streams Ensure that animals have not been in contact with the water taps Avoid contact with animals wherever possible Avoid walking through areas contaminated with faeces or slurry liquid Keep out of areas not allocated to the Rally Wash hands thoroughly before eating, drinking or smoking Clean off clothing, footwear or any items carried, which may have been in contact with the ground 8.
Fire Safety
It is your responsibility to ensure that you have adequate fire-fighting equipment! In the unfortunate event of fire: Get everyone out Turn off the outside gas valve Raise the alarm and call the Fire Service Never leave children unattended in a caravan. Combustible materials should be kept clear of all cooking and heating appliances. 9. Booking Onto Rallies Rally & Site Fees At weekend rallies, rally fees and site fees must be paid to the Rally Officers on arrival at the site. No cheques will be accepted on weekend rallies. On Limited-places and 5-days Rallies A £10 non-returnable deposit must be sent with booking slips The deposit is strictly non-returnable., Full payment must be paid four weeks in advance of the rally. Easter Rallies A £10 non-returnable deposit must be sent with booking slips Full payment to be paid two weeks in advance of Easter rallies Holiday Rallies - A £10 non-returnable deposit must be sent with booking slips. Full payment to be paid four weeks in advance of holiday rallies Members - requesting refunds are requested to do so in writing, addressed to the Secretary. Social Fees - Where a social is organised at a Rally, a nominal charge may be made. VAT - VAT is chargeable on Site, Rally, Social and Plaque fees, also on advertised activities. This is an instruction of the Caravan Club Head Office in conjunction with HM Revenue and Customs.

General - All Rally and/or Social Event Bookings that are not taken up are liable for any charges that may be incurred on your behalf and if necessary you will be invoiced by the Centre Treasurer for costs incurred. Booking Slips - Please complete the booking slip in full, providing all details requested on the slip.When paying deposits or full payments on the field please make sure you get the receipt at the bottom of the rally booking slip completed and signed by the member receiving the money On-Line Bookings - Booking’s can be made on-line at the Centre’s web site. If you have booked onto a Rally and, for whatever reason, you are unable to attend, please let the Rally Officers know, giving as much notice as possible. Remember - with limited-places Rallies, there are likely to be fellow-members who would like to have attended but who were unable to do so due to lack of available places. If you are unable to attend, please let the Rally Officers know so that at least others on the waiting list can be given the option. 10. On Site Arrival - Please check with the rally officer when booking a rally what time the rally will open. Remember NO arrivals before the time stated by the rally officer, , Due to Caravan Club Pitching rules, which must be adhered to, no caravans to be sited without presence of the Rally Officer, as you may be asked to move pitches. Pitching - Caravans and towing vehicles must be sited as instructed by the Rally Officer. Note that all caravan 'A' frames must face the same direction, in the interest of safety. This rule is to be strictly adhered to. No pitches may be reserved at weekend rallies. Cars must be parked at a place indicated by the Rally Officer and at no time parked as to cause an obstruction or danger. Please do not drive through playing areas. Remember that when a Red Flag flies from the Centre Flag Pole no vehicle should be moved without the express permission of the Rally Officer. Late arrivals - Members arriving after 10.00 p.m. should site themselves at a suitable spot. They must report to the Rally Officer in the morning and be prepared to move on instruction from the Rally Officer. Visitors - All visitors must report to the Rally Officer on arrival at site. If you are expecting visitors, please ensure that they are familiar with site rules, in particular the 5 mph speed limit, i.e. walking pace. Vehicles - Must not exceed walking pace on site and only persons possessing a full driving licence are permitted to drive on-site. Learner drivers are not permitted to drive on site, including those on motor cycles. Water/Sanitation - Where possible drinking water will be available from a tap on site. Each caravan must have its own toilet. Disposal facilities will be provided for the emptying of chemical toilets where possible. No toilets or parts of toilets may be taken near a drinking water source. Rubbish - Arrangements cannot be guaranteed for dry rubbish disposal at rallies. Members must take their rubbish home and not put it in the disposal pit if no dry rubbish facilities are available. Cycles, Roller Skates, Skateboard etc - These must not be ridden or used within caravan lines.

Children - Parents or guardians are responsible for supervising any children (those under 18) staying with them on site Games. Ball games, - Flying kites, model aircraft, drones and other activities likely to degrade the comfort and convenience of other members, should not be allowed near the pitches or where they could inconvenience local residents. Rally officers should arrange an appropriate open space well away from the outfits for such activities, taking note of any overhead power lines that would prevent particular activities, e.g. flying kites. Boules - May be played within caravan roadways only and at a distance of a minimum of two metres from caravans. Dogs and Domestic Animals - Must be kept on a suitable lead of not more than two metres (6ft. 6ins.) and under control at all time. They must not be allowed to foul the ground in the vicinity of the caravans, but must be exercised on the extreme perimeter. Owners must remove accidental fouling by dogs within the caravan lines. All dogs should be wormed. Dangerous Breed Dogs will not be accepted on rallies under any circumstances. Dogs are not allowed in the marquees Noise - Excessive noise is a regular complaint and should not be allowed to spoil the ambience at rallies. Musical instruments, radios, tannoys, etc, should be operated at considerate noise levels. In the absence of other guidance, e.g. individual Centres’ procedures or landlord’s requirements, noisy activity should cease at 10.30 pm. Official or private parties should under no circumstances be allowed to cause annoyance to people not attending them. Any amplified music should not be so loud that it can be heard beyond the confines of the rally field Generators - It is recommended that generators are not operated after 6.00 pm and before 9.00 am in line with Caravan & Motorhome Club Rules, please check with Rally Officers if you wish to extend these times. Generators must NOT be left unattended when running. Tents - Are not normally allowed on rally sites for sleeping or living in with the exception of Holiday Rallies. Non-members attending such rallies will be the responsibility of the Club member who invited them. The Club member must also be attending the rally over the same dates as the non-member. Consequently the rally bookings by non-member must be made by the Club member. They must be pitched on the next pitch to the member they are with and pay the full site fee and rally fee for the pitch they are using for the full period they are attending the rally. Pup tents - will be allowed on rallies, but only in the area of the awning with sleeping annexes to the side of the ‘A’ Frame, or at the discretion of the Rally Officer. Trailer Tents - Where a site is also being used by trailer tents, they must be sited separately and not interspersed with caravans/motorhomes. If the layout does not allow for separate lines, it is permissible to continue a line of caravans/motorhomes with a line of trailer tents. There should be at least 6 metres clear between any line of caravans/motorhomes and trailer tents. Wet Ground - To avoid unnecessary damage to the site and entrances, members are expected not to use their cars unnecessarily and to adhere to the Rally Officers instruction. A red flag will be flown at the flagpole in extreme conditions. When the red flag is flying the Rally Officer must be consulted before moving any vehicle onto, off or within the site. Accepting a Tow - Care should be exercised when offering assistance to other ralliers to tow units off waterlogged pitches and fields to ensure that the operation is carried out safely. Those offering such assistance need to be aware that The Club’s Public Liability insurance does not provide cover for this activity. Cover would need to be provided under the personal insurance policies of those involved. In addition, if payment is made for doing so, the person providing the assistance needs to ensure that he is not in breach of his insurance policy by ‘plying for hire’ should an accident occur.

Barbecues - Barbecues must not be held inside awnings, or less than two metres from awnings or caravans. They must be at least 300mm off the ground and on metal legs. Fire Pits and Open Flame Fires are not allowed under any circumstances. Rallying Area -
The use of the rally field is a privilege - it is the responsibility of members to ensure that the privilege is not abused. Please observe the Caravan Club and Country Code Rules to uphold the good name of the Caravan Club and the Centre. Rally Officers - The authority for the conduct of any Rally is vested in the Rally Officers. They will arrange their own programme and make all decisions on the site. The Rally Officers will be in sole charge and will be responsible to the Centre Committee.
Portable Wind Turbines - Members wishing to erect small portable wind turbines on their outfit are allowed to do so, but must ensure that they are erected securely and cannot topple or be blown over and comply with noise restrictions Rally Programme -

The South Wales Centre committee reserves the right to ask any person attending a rally organised by the South Wales Centre for proof of current membership Centre Competitions - All competitions are open to SWCC members and their families only and, where appropriate, only those attending the rally or event. Rally Book Cover Competition - All entries to be on A5 paper (8ins x 5ins) and must reach the Secretary by 3rd October 2021 at the AGM. The winning entry will go forward to the Caravan Club’s National Competition. The winner of the 2021 Handbook cover competition was Michelle Shemilt, the winning a prize of £25.00 was donated to Blodwise by Michelle Shemilt Photographic Competition - The Effie and Richie Richards Cup is awarded annually to the best photograph on a caravanning theme. The 2020 winner was - John Thomas Entries to be submitted to the Secretary by no later than 3rd October 2021 at the AGM.

Please remember to promptly complete the form or alternatively log on to The Caravan & Motorhome Club Web-Site and designate South Wales as your registered Centre. Failure to do so within 14 days will result in a break in your Centre Membership and you will then become a new member when re-registering, if you are not a registered Centre Member you will not have access to South Wales Centre benefits and participation in Centre business, meetings etc. The registration card is the only record of names and addresses of Club members. It is sent to the Centre Secretary by the Caravan & Motorhome Club following receipt of membership renewal forms.

SOCIAL MEDIA GUIDANCE SOUTH WALES CENTRE Introduction Social networking sites, such as, but not exclusively, Facebook, YouTube, Twitter, Instagram etc, are a useful way for keeping in touch with friends, family and Centre members, and are also a great way to exchange information. However, Centre members must not forget that what they post on social networking sites may be seen across these networks, and are reminded that they must conduct themselves in a manner which upholds the good name of the Caravan and Motorhome Club and which respects the comfort and convenience of other members. Please note that when using a social networking site, such as Facebook, YouTube, Twitter, Instagram etc. the hosting service or social media provider is the Data Controller and personal data will be processed by them in line with their terms of use and policies. Before providing personal data or becoming a member of a social media site, it is advisable that the Centre reviews their Data Protection Policy or Notice so that you can be clear how personal data will be used. If you agree to the terms of use and policies, the agreement is between yourself and the social media provider. In these circumstances the Club has no control or responsibility how personal data is processed. General Guidance 1. The South Wales Centre recognises that some members will make use of social networking in their own time, using their own equipment. Whilst there is no intention to restrict an individual’s rights and freedoms, it is expected that all members will conduct themselves in such a way as to avoid bringing the Club or Centre into disrepute or compromising their effectiveness. 2. This policy has been prepared to protect the privacy, confidentiality and interests of The South Wales Centre members. It applies only to Centre related issues and is not intended to infringe upon an individual’s personal interaction or commentary online. However all members are asked to respect the privacy, confidentiality and propriety of The South Wales Centre and those working on their behalf, and not post anything that might be considered to breach this. Members should take care when discussing information relating to Centre affairs as discussions can sometimes be misinterpreted and cause offence. 3. All members should be aware that any inappropriate posts made to social media sites could be deemed a breach of the Caravan and Motorhome Club’s Code of Behaviour (Bye-Law 10) that could result in disciplinary action (Centre Rules 9 and/or Bye-Law 11). In extreme cases, it could result in civil and criminal liability. 4. When posting to the internet, including engaging in blogging or the use of forums, video sharing or social networking sites, it is suggested that members do not disclose their position as a Centre member. 5. Members should be aware that the Committee takes the posting of offensive material, and the harassment, bullying or victimisation of members via the internet and social networking sites very seriously. A breach of any of the following may lead to disciplinary action: a. Members must not divulge or forward any confidential information or information belonging to The South Wales Centre, which is not in the public domain or expand upon such information already available in the public domain. b. If any member discloses that they are attached to the The South Wales Centre, then it must be made absolutely clear that any views expressed do not represent the official position of the Centre but are the views of the individual. c. Members cannot write a blog in an official capacity unless sanctioned and agreed by the Committee, i.e. representing the views of the Centre. If, however, they give a personal opinion as an experienced person in a particular field, they must state that it is solely their view and not the view of the Centre. Members must not use any Club or Centre logo or other copyright material that infers official endorsement of the photograph, article, document or opinion.

d. Any photographs of Centre members must not be used to harass, intimidate or bring the Club or Centre into disrepute. e. Members must not display offensive images or make offensive comments, or in any way harass, intimidate, bully, victimise or discriminate against other members. Centre Facebook Guidance 1. The Centre’s Facebook page is for closed groups and Centre Members only and is not open for anyone to read. Access by anyone else must be approved by the Centre Committee. 2. When content or information is published by a Centre member on the Centre Facebook page, it means that they are allowing everyone with access to that page to use that information. 3. All comments must relate to Club or Centre business. General discussion should be on other social media forums. 4. The Centre will appoint a minimum of two administrators to manage its Facebook page, at least one of whom will be a Committee member with access to Centre membership records. Any derogatory, offensive or inappropriate comments will be removed by the administrators as soon as they are identified. The decision of the administrator on what should be removed will be final. Use of Photographs/Images On those occasions where Centre members take photos for use in Centre-related publicity, e.g. the Centre handbook, website or Caravan and Motorhome Club Magazine, the Centre will ensure that you are aware that this is happening and the context in which any such photo is being used. Committee Members’ Responsibilities All Committee members have a duty to implement this policy and take action if they become aware of any breach of this policy. They should explain the Centre’s policy on the use of social media and networking sites and take steps to promote awareness of this policy What to do if you believe you are being harassed, bullied or victimised via a social networking site? If you are a member and you believe that you are being harassed, bullied or victimised as a result of another member’s post to an internet site, it is open to you to take the necessary action. You should contact the Centre Secretary or Chairman or another Committee member for support and guidance on the informal and formal action which can be taken. Consequences of not following this guidance Any member found to be in breach of the above may be subject to disciplinary action in accordance with the Club’s Code of Behaviour at Bye-Law 10 and Centre Rules, Para 9. If the member is also found to be in breach of the UK Data Protection Law, or other relevant legislation or copyright, it could lead to criminal proceedings and prosecution

Centre membership The Caravan & Motorhome Club has 70 Centres throughout the UK and Ireland. They are run by voluntary committee members elected at Centre AGMs. Centre officers organise activities throughout the year and provide a valuable source of support to The Caravan Club's Committees and Councils. To attend and vote at a Centre AGM, Club members must be a member of that Centre. Centre membership is free of charge. If you pay your annual subscription by Continuous Credit Card and the expiry date of your Club Membership has passed you will be unable to re-register to the Centre of your choice on the website. If you pay your annual subscription by Direct Debit you will be able to re-register to the Centre of your choice once you are within 10 days of your Club Membership expiry date. Therefore to re-register to a Centre outside of the above dates, please call the Contact Centre on 01342 318813 Monday to Friday between 08:45 and 17:30. If you are registering to a Centre for the first time, this can be processed on the website in the normal way. PRIVACY POLICIES 1.
