STATE COORDINATORS COMMENTS

Hello all for another month. First off in this article I would like to set the record straight on the criminal investigation that has been dogging both myself the Jefferson County chapter and A.B.A.T.E. of PA over the past year, which I can say is officially over. For those that are in the dark on this please let me bring you up to date. There were some unfounded accusations brought to the Pennsylvania State Police about me and the Jefferson County Chapter dating back to my last year as Chapter President in 2018 through my first term as State Coordinator. The State Police conducted a 1-year investigation of both the chapter and I, and A.B.A.T.E. of PA. What they came up with was one misdemeanor charge against the Jefferson County chapter for failure to disperse funds in the amount of $500.00 to a charity ride that took place back in 2018, which was my last year as chapter President of Jefferson County. Kevin Snyder, along with the others on the Executive Committee conducted their own investigation, excluding myself, into this single charge. It was determined that a bookkeeping oversite on the chapters’ part was what lead to the misdemeanor charge against the chapter. On August 9, 2022, the current Jefferson County Chapter President, Vice President, and Assistant State Coordinator Kevin Snyder, along with our lawyer attended a preliminary hearing at the District Magistrates office in Reynoldsville, PA. The outcome of this hearing was that the chapter agreed to pay restitution of $500.00 to the family of the 2018 charity event for the oversite and the single misdemeanor charge was withdrawn and the case and investigation was officially closed. Over this past year my reputation along with the Jefferson County Chapter and A.B.A.T.E. of PA’s reputation has been drug through the mud due to this investigation with the stuff that was being broadcasted in the media and all over social media by people that knew nothing of the facts of what was happening in the investigation. In other past articles I mentioned about watching what you say on social media because it just may come back to kick you in the rear end, and this is a prime example of just that. I want to thank Dick Freeburn for all the legal assistance through this whole ordeal. I also want to thank Assistant State Coordinator Kevin Snyder and the Executive Board along with those in the membership throughout the state that stood behind me and the Jefferson County Chapter through this whole thing. For those that thought they were armchair lawyers and social media junkies, remember in this country you are innocent until proven guilty. It has been a long time that I wanted to talk about all this in my article and now that it’s over it feels great to get it off my chest. Lastly in this article I want to talk about two great guys that are running for State Coordinator and Assistant State Coordinator. First is Eric Mershimer current Chapter President of the Butler Chapter who is seeking the State Coordinator position. Let me say it took a lot of bugging on my part to get Eric to run, and I couldn’t think of a better guy to replace me. Eric has many years of leadership experience as a Chapter President, and he has my full support as he seeks the State Coordinator position. Next is Scott Minich for Assistant State Coordinator. Scotty has been a trusted friend over the years, and he comes with a lot of experience working as the Hazen State Party Committee Chairman, and his time working with Kevin Snyder on the Operations Committee. Scott has served as District Representative, District Sgt-At-Arms and State Sgt-at-Arms, and both Kevin Snyder and I couldn’t think of two better guys to take over for us come January, so I hope that you, the membership, will back both guys this fall during the election as they seek the highest offices in A.B.A.T.E. of PA. Well, I believe I have covered everything that I wanted to talk about this month, enjoy the fall riding and be safe and I will talk to you soon.

MRF UPDATE By Andy Kelly, MRF Rep Tesla autonomous vehicle systems have recently been involved in the tragic deaths of numerous motorcyclists. In one July incident, a Tesla Model Y traveling in a high-occupancy vehicle (HOV) lane ran over and killed a motorcyclist on a Yamaha V-Star in California. In the same month, another fatality took place in Utah when a 2020 Tesla Model 3—once again in an HOV lane— collided with the back of a Harley Davidson motorcycle, throwing the rider from the bike. Both motorcyclists died at the scene. Both incidents took place at night and the use of Tesla's autopilot features is suspected in each crash, which may point to an issue with the feature's ability to detect and account for motorcyclists on the road. As of May 2021, Tesla Model 3 and Model Y vehicles "built for the North American Market" no longer feature radar as part of the autopilot system and instead rely on a camera-based system. Earlier this year, the elimination of radar extended into Tesla's Model X and Model S vehicles, marking the movement of Tesla's entire lineup to the radar-less, camera-based "Tesla Vision" system. Experts say a lack of radar as a part of autopilot systems is detrimental to the systems' night vision. Keep in mind the numerous instances of Tesla vehicles, in autopilot mode, striking emergency vehicles parked along freeways. Adding to the list of troubles, NHTSA is also investigating over 750 complaints that Tesla vehicles engaged in autopilot can brake heavily with no clear reason, sometimes at very high speeds. This is often referred to as "phantom braking". These issues are highly relevant right now, as debates in Harrisburg are ongoing over whether or not to allow fully autonomous trucks in the state of Pennsylvania. Tesla manufactures autonomous trucks and who is to say which vehicle makes will use Tesla

systems below the hood going forward? I imagine senators in Harrisburg may argue that we need to allow autonomous vehicles in our state to facilitate industry growth. But do they and PADOT truly view motorcyclists' lives as inevitable collateral damage? Some senators and PADOT workers want to group pedestrians, bicyclists and motorcyclists in the same group when it comes to parties allowed to speak at committee meetings concerning autonomous vehicles. Pedestrians nor cyclists are required to hold an operating license or insurance. For those reasons, motorcyclists should not be grouped together with vulnerable users. There is power in numbers, and all of us need to be contacting our elected officials and PADOT to demand our rights. The MRF is fighting to defend motorcyclists from autonomous vehicle systems at the federal level and we need to be defending ourselves at the state level, too. I would like to think the job of making autonomous vehicles safe for everyone on highways can be achieved at the federal level, but in all reality, that hope is a fantasy. Defense at both levels is necessary. You can help play a direct role in keeping autonomous vehicles as safe as they can be, and defending your rights, by becoming a member of the MRF and contacting your federal representatives. If not you, then who?

OPERATION SAVE A LIFE UPDATE

COULD HAVE, WOULD HAVE, SHOULD HAVE Greetings Brothers and Sisters. The calendar says October, for some it’s a time to slow down, change our activities from summer activities to different hobbies. For some it's hunting, late season riding, maybe a trip to the beach for a last-minute trip. For Operation Save a Life presenters it is our prime season, time to kick the program into high gear. The old saying came to mind as I was writing this newsletter. Could have, would have, should have. I’m sure all or most of you have heard this before. It’s lamenting what happens in our short life. I’m going to connect it to our program. Over the last couple of months, I have devoted the newsletter to helping anyone who wants to become a presenter. I have offered ideas, opportunities, swag to hand out to the students. I have gotten little or no response for my efforts. This program is not for me, it is for each and every chapter in our organization. It is about saving lives, by lives I mean yours and mine and our fellow motorcycle enthusiasts. It is about teaching young, old and any age cage driver about sharing the road with us. So hopefully none of them will ever be faced with being responsible for a preventable death or injury. So, take some time to think about this. Put yourself in these sentences. I.......... could have stepped up and started the OSAL program in our chapter. I bet it is fun doing it. I........ would have been able to teach students about how to safely share the road with motorcycles. And share my experiences as a seasoned rider.

I........should make a better effort to use this program to prevent unnecessary injuries and possibly save lives. Now one more adage, that I will add to this. I....... WILL become an OSAL PROGRAM presenter. I will complete the third leg of the A.B.A.T.E. mission statement “Public Education” So, what is holding you back from filling in the blanks with your name? What do you need to make it happen/ When will you get motivated to do this? Will it be when a Brother or Sister is senselessly injured or worse in a preventable crash. Don’t wait until you need to say to yourself could have, would have, should have, our family deserves better. I presented the proposal for another printing of the pamphlets to the Grand Board Meeting, in September, if they approve this and I can get some financial assistance, along with the yearly budget, we will have a new supply of pamphlets at the L&L Conference. FROM THE MEMBERSHIP DESK

CHANCES ARE…. How do we keep our Chapter Officers excited and, in turn, keep the membership excited? One of the things we continue to discuss is to have your meeting accomplish ‘something’. I would like to encourage you all to read this and take something from it. It’s not that difficult to conduct a meeting. There is old/new business that needs to be taken care of. There’s stuff that you do every year that can be addressed early. There may be new ideas that a Member could bring up. There may be old ideas that never got off the ground because one certain individual didn’t think it was a worth it. There is always legislation that needs to be talked about. There’s a lot that can be accomplished at your meeting. “Why don’t we have people showing up to our meetings?” Chances are you are not addressing issues that concern your Chapter membership. If you are talking about every other MC/RC/SC that you belong to then you aren’t addressing the majority of your membership. They’ll lose interest. We, whole heartedly, encourage endorsing every single Club or Group out there by bringing up their events and their accomplishments but it shouldn’t be the only topic discussed at your meeting. There is time for these endorsements at the end of the meeting during “Comments for the good of the Chapter”. Please bring those things up so your members can be involved with every motorcyclist organization in our area, just don’t let it run your entire meeting. “I just don’t want to deal with drama.” Everyone has drama. It’s a part of life. We do have control over how much of it shows in our Chapters. Chances are, you have toxic members. As I consult Webster, again, the definition of ‘toxic’ in this situation means; “causing unpleasant feelings; harmful or malicious.” When someone is constantly negative towards everything you are trying to do and everyone in your Chapter, it is a real turnoff to anyone who comes to your meeting; not just new or visiting members. Most of us know how to deal with a child having a tantrum, right? The child either changes their ways or they get reprimanded (by that I mean they get their ass beat). This toxic member might be one of the people who is around all the time or one of the people who helps with everything. Hell, they might even be one of your Officers. If you think; “I can’t say anything, we need them” you are kidding yourself. We are adults, well most of us, so why can’t we approach this person or persons and address the issue? We’re supposed to be Bikers, right? When did we have to start worrying about whose feelings we might hurt if it is in the best interest of protecting our own? It is far easier to replace a toxic Member than to rebuild a failing Chapter. Chances are the meeting isn’t structured, and by structured we don’t mean the meeting has

to be done on an exact timetable. We do not have to be done by a certain time when there is still old and new business that needs attended to. This is not accomplishing anything. What we’re talking about is have an agenda. Definition of ‘agenda’ is: “list, plan, outline, or the like, of things to be done, matters to be acted or voted upon, etc.” Robert’s Rules is a time tested and proven way to host a meeting. If you stick to an agenda, you will have newer Members think that you are a Chapter they want to remain a part of. The key meaning in the definition is “Things to be Done.” “I joined because I thought I would be helping my fellow bikers.” Members join to be a part of what A.B.A.T.E. is trying to accomplish and what we continue to accomplish. Make sure they know what bills are in legislation, right now, that they can help make it go our way. When you can look yourself in the mirror and say “I helped make that happen”, you have no choice but to want to do more. Talk about your accomplishments as a Chapter. The old guard might get tired of hearing it, but the new members have no idea about your Chapter’s history. Be Proud! It shows. Like I said last month, people join things because they have a want to be involved and a need to be a part of something. Let them! I’ve rambled long enough. Hope you found this, at least, a little helpful. If you have any issues going on in your Chapter and you’d like some advice on how to deal with it, contact your District Officer and they’ll either steer you in the right direction or they’ll let the right people know. FROM THE DESK OF CHARLES UMBENHAUER I am sure by now that most of you have received information regarding my present health situation. I decided it was time I personally update you on what happened and what my status is. A few weeks ago, I was getting ready to go to the Blue Mountain Chapter meeting and was running a little late and when I left my house I fell and broke my left hip. That put me in the hospital and rehab for a few weeks after having surgery. It left me parked in a hospital bed for a few more weeks. I am now at home taking physical and occupational therapy to build up my strength and endurance. It is the beginning of September as I write this. I want to thank everyone for the cards and letters I received and especially thank Lawrence County Chapter for sending Popcorn and I a gift card to Dockside Willies, we plan to use it very soon. I continue to take small improvements and figure in a few more weeks I should be back to somewhere near normal. While I am at it, I wanted to pass along some information which I hope you will consider to help you make important decisions about your own health care status. Luckily, I do not require any help from an attorney, but I did discover I am lucky to have established a relationship with attorney Richard Freeburn who has been doing a lot of work with A.B.A.T.E. of PA over the past year or so. In other words, the message I am trying to bring to you is “don’t wait until you need an attorney, to find one”. Take a little time now to establish an open relationship with an attorney so if the time does come that you need the services you will already be prepared to make that important telephone call to someone who is already aware of who you are and will be able to meet with you and protect your rights. If you are a member of A.B.A.T.E. of PA, I highly recommend Richard. He can be reached

In the meantime, it is not too early to consider purchasing tickets to the annual L & L Seminar held in January. We will be holding events for BikePAC and want everyone to support A.B.A.T.E. of PA. And now that we brought up the seminar, you should also remember to support BIKEPAC our political action committee. Highway Clean-up was rescheduled at the August meeting for Sunday, September 18th. Many hands make light the work and all hands getting dirty at highway clean-up are appreciated, year after year. (Gloves and safety vests are provided by PennDOT.) If your chapter has not participated in the Highway Clean-Up program, it is easy to do and is a sign of your good work for your community. Not only is it a great program, but it is good for the environment (and wildlife) too! Please continue to keep our Assistant Coordinator Gary Ohls in your prayers during his recovery from recent surgery. We are thankful he is making progress! Chins up, folks. Autumn is approaching. Wet ones can be like riding on ice, not fun, not safe. This month, Thursday Oct. 20th, the Chapter is holding a chapter fundraiser event at The Beer Garden on Rt 38N, right outside North Washington. Volunteers to work the event are needed from 6:30 to 10:30 pm. Fun and Games start at 7pm. For more information call Eric at 724-748-4133 or any executive board member. Another good way, come to the next chapter meeting on Sunday Oct. 16th at 3 pm at VFW Post 249, downtown Butler City. Donation baskets to be raffled off are welcomed. Here is a bit of what went on at the last chapter meeting in case you missed it. Reviews of Bikes & BBQ, chapter party, vets ride and community night were conducted. Bikes and BBQ turned out really well, as the chapter gained some new members, raised some money for local charity, Vets in Need, and reintroduced itself to some of the local motorcycling community. The Vets Ride turned out pretty good as well, as a nice contingent of bikes turned out to support the Vets residing at Colonial Gardens, followed by a cookout and picnic. A pleasant time was had by all. The chapter wants to thank Jason Badger for his mastery over the grill, and to everyone who turned out to show support. Community night hosted by State Rep Marci Mustello also was solid as the event brings together the local community with various organizations that reside there. The chapter wants to thank Deana and Savannah Rager on their idea to hold a coloring contest for the kids. What did they color? A motorcycle of course. On the downside, a review of the chapter get together was also held, not good, as not a whole lot of folks came out. The Chapter thanks DR Distillery for allowing us to use their grounds. Upcoming events this month. The before mentioned Fundraiser on October 20th at the Beer

Garden and for those who bought stamp books, Sat. Oct. 8th the all-summer stamp book run party over at the New Castle Moose, 29 South Mercer St. Festivities start at 2pm. In legislative, SB 676, the Bill which would prevent you from stacking your insurance policies to cover your expenses if run over by an underinsured or noninsured driver has passed the State Senate and is now awaiting ratification in the State House. Please contact your state rep and have them vote No on this B.S. anti motorcycle piece of legislation. In membership the chapter welcomes Mitch and Kylee Ferry Jr., Paula Henry, Elizabeth and Irelyn Devore, Adalyn and Emberlyn Rager, Courtney Shunk, Harold Bennett, James Miller, Hailey Mattson, Cameron Hutchins and Matthew Tackett for signing on either as a new member or returning for another go round. The chapter sends belated congratulations to Jason Badger for taking a 2nd place in the foreign class at the Hazen Bike show, a couple of months ago. In other news, there are currently two bills that are trying to be passed in Congress. The first one is the Lemon Law for bikers. Currently, Pennsylvania does not offer a lemon law if you purchase a motorcycle. There is a bill that is going through congress that would

allow motorcycles to apply under this law. The second, SB676 would mean that the uninsured and underinsured motorist insurance pays you if you get into an accident and the person you get into an accident with has no insurance and/or not enough insurance to pay for your injuries. It would eliminate “stacking” which means that you would not be able to add limits of uninsured and underinsured motorists. If this bill were to pass, it would turn Pennsylvania into a “No Fault” state. We are trying to prohibit this bill from passing. If you would like to voice your concerns about this bill, contact your representatives. That’s all I have for now! Take care!

The chapter had some great riding and PR events in the last month. Between the Wounded Warrior ride and the custom bike show put on by A&D Custom Cycle at the Tiki Bar we have added 12 new members. Welcome NFGs! Allegheny also was one of the sponsors of the Western PA Toy Run. Tim Kass is a PR machine, Dave Harris, and John Samudusky, are great recruiters. Allegheny County also has a new Gold Star Membership, The Sourmash Band. Be sure to thank the band if you see them out playing! So far, Chapter 23 has collected 466 signatures against Senate Bill 676. As you may or may not know, 676 eliminates stacking of your insurance policies. If you’re like me, legislation is a little confusing. 676 is bad for motorcyclists in that it limits your abilities to get the best insurance coverage for the least money. Bill 676 also requires doubling your liability coverages, which surely means increased rates for most riders and auto drivers too. To get a more complete explanation contact our Legislative Coordinator, Wayne Toth. Get on Wayne’s monthly email list to stay up to date on legislative issues. The next Gun ticket goes off on Nov. 12. The winner gets a Winchester 12 ga pump and a Savage 350 legend. Tickets are 10 bucks for 5 chances to win, if you can’t sell some at least buy one. Round 2 of nominations for Officers took place at our September Chapter Meeting. We will vote at the November Chapter Meeting after we enjoy Happy Hour at 5pm downstairs of Clymer American Legion, then go upstairs to enjoy some great food and end the night with the meeting. Look forward to seeing you all at all of our meetings. Our monthly Appreciation Drawing continues to climb. You need to come to our meetings to find out what it’s up to and to get in on the drawing. Since our drawing had reached its “max” amount outlined in the proposal (available at request and I have copy with me at meetings) we drew two names at the August Chapter Meeting and will do so until one or both pots go. Names drawn for August are Guy Lanning and Brenda Harkins, since neither one was present the monies rolled over to September. Makes you wonder, doesn’t it? Come to the Meetings and you will find out. We are continuing to work with others that also do Charity works. If we help others, they help us and I believe that leads to more members for A.B.A.T.E. of PA. We also are able to educate more motorcyclists what we are about. There are 843,000 + registered motorcyclists in the Commonwealth of PA. We have about 5,000 + members in A.B.A.T.E. of PA, there is something wrong with this picture (I know our numbers keep fluctuating). We all have family and friends that ride, so let’s get excited about A.B.A.T.E. and let people know why you are a member and what being a member means to you. Bring them to a meeting. How much do you support A.B.A.T.E.? How much would you like to see us grow? Even though the Membership Drive is “over” it doesn’t mean we should stop recruiting members. We need to increase our membership. I set a goal for us and even though we didn’t achieve it, it doesn’t mean I’m giving up. We can still make the top ten Chapter List we just have to push harder and we can do it!! Chapter Coordinator’s Corner (Christine Rumbaugh): September’s Chapter Newsletter contained a scanned copy of the back of your membership application. Some of us are life members, some of us renew or join online. It is a good idea to refresh ourselves on the obligations we agree to as a member of A.B.A.T.E. of Pennsylvania. This includes item #3: Maintain my conduct as a member and a biker in A.B.A.T.E. so as not to create bad will, negative publicity, or trouble for the organization. While we all relish and support our freedom of speech, it is also important to consider the image we portray of ourselves and the ideals we endorse for others when out and about in public and when using social media. Speaking of masks - is anybody thinking of getting into the "spirit" and throwing their hat in the ring during this election season for either your chapter or district office? More people at the party "bobbing for apples" the better. Is anybody reading this thinking what can I do to make the chapter better? Is anybody giving thoughts to great ideas, but hesitant to bring them up for some reason? Well let me just tell you that everybody matters and there are no bad ideas. Anything that could be a benefit to a chapter/ district/ or the state - is worthwhile to consider. Anything that could help motorcycle rights and safety and help keep our "ways " alive is worthwhile. If nothing else, you can start by just coming to meetings and help with decisions in the chapter. Come to meetings and see how things work. Come to meetings and make fun of me in person - instead of just reading these articles and saying to yourself - this guy is a milky way short of a full bag of treats! Now this next paragraph is about your bucket lists. Let me just say that if you have something that has been on your to do list for a while – might as well cross it off and enjoy life. Recently, with help from some friends - we crossed STURGIS off our list! I could go into lengthy details about the trip but that would turn this paper into a short novel. I will, however, tell you - if you have never been - GO! The scenery, the people, the riding, the FOOD, the riding, the American-ness is all right there! The only thing that could have made it better is an extra 20 days’ vacation (and someone else's Visa card- LOL)! Special shout out to Apols Harley / Eagle Rider Rental for my Ultra and the trikes that hauled our asses around for the week! Even if John's scooter fell 10 miles short of the next gas station . Talk about stopping and smelling the roses - even if it was just a never-ending field of sunflowers hahahaha. Business: instead of going into what you need to do legislatively in this article - I want to send you further into this BTL to the section that includes all those goodies. It is always laid out very well, easy to understand, and all you need to bring things up to local legislators. AS always, if you have questions, ask me . August was a busy month for the Grand Canyon Chapter! • August 2nd, we set up an information booth and did a bicycle giveaway at National Night Out at Ives Run Park. • August 13th, we did a bicycle giveaway and membership scouting at Wolf Springs Off Road Park during their Mega Truck Weekend event. • August 13th, we sponsored a hole during the 3rd Annual United Steel Workers Local 1000 Golf Tournament at Indian Hills Golf Course, as well as some of our members forming a team and participating in the event. • August 19th, we sponsored the Kids’ Fun Run Obstacle Course during the Tioga Old Home Days weekend celebration. • August 27th, we hosted the 1st Annual Humble Bumble Project Motorcycle Run. September and October are looking to be a little slower but showing our support at various local benefit rides such as The Hoyles Family, Carter Knowlton Family, Sarah Southard Family, and Jason Lounsbury Family. We are putting together a Fireman’s ride on September 18th. We are also working on adding an allvehicle ride to our 2nd Annual Sweats for Vets Charity Drive Event on October 8th. We have a few other things that we are working on with more information coming later on. And of course, our Road Captain’s Challenge Each month until he decides the competition is over. I have been thinking about this and what it means to be in a bike oriented organization for some time now. But where do I start? So, like so many other people, when we have a question, I googled it. I typed in the word “biker” into the search engine. To my somewhat surprise, every dictionary company had a slightly different definition. Guess that shouldn’t be a surprise because “biker” means something different to everyone. The most common similarities were, “one who rides a bicycle” and “a motorcyclist, especially member of a club or gang” Not being satisfied or even more curious I typed, “what does it mean to be a biker?” The answers I got for this were even broader in the scope and how it can be explained. Again, this shouldn’t be a surprise because this can mean something different to everyone. Even those that don’t even ride a motorcycle most likely have their own definition of what a biker is. The more I read the wider the explanations and definitions got. Some didn’t even include

DISTRICT & CHAPTER REPORTS the mention of a motorcycle. Instead, it explained being a biker as “the people and their attitude or lifestyle”. I could go on for a long time about the different definitions because the range is wide and there are dozens of them. For example, they range from “someone who rides a bike” to “a person who engages in a hobby of riding motorcycles” and as far as “outlaws who ride motorcycles and don’t want to live by society’s rules” So, I thought I’d explain what my idea of what it means to be a biker. The definition that best explained my idea of this was, “A biker is one who feels a part of motorcycling with a strong attachment to other riders that love the world of two wheels”. I also believe that, aside from the motorcycle, being a biker also is the person. To me being a biker can be summed up in three words, Respect, Loyalty, and Brother/Sisterhood Respect- 1. A feeling of deep admiration for someone or something elicited by their abilities, qualities, or achievements. 2. Due regard for the feelings, wishes, rights or traditions of others Loyalty- 1. The quality of being loyal. 2. A strong feeling of support or allegiance. Brother/Sisterhood- 1. The feeling of kinship with and closeness to a group of people or all people. 2. An association, society or community of people linked by a common interest, religion, or trade. I grew up around bikers and the biker community and those three words were always used, shown, and lived by. Once respect was earned, you treasured it and took care of it. Respect has a value but is fragile, because once it is broken or lost, it is almost impossible to fix or regain. When persons respect each other a bond of loyalty is formed. This cannot be bought or just talked about because if it is just words it will soon be discovered as fake and all will be lost. But when respect and loyalty are real, you have a brother/sisterhood. That is a strong bond. We all know families fight and have disagreements, but with respect and loyalty going both ways, things can always be worked out. People may not always agree, and everyone can’t always be right, but they were always your brother or sister. Having said all this, I must say with what I call the me first attitude and oversized egos that I believe exists so much in today’s society, I see so much less of what I think are true bikers. I am not talking about the Facebook version either. You know the ones that say you can’t be a real biker unless you ride a certain manufacturer or a certain size of bike, or you take a camper or trailer to a rally. Or any of the other madeup reasons you can’t be a real biker. When did respect and loyalty include judgement anyways. What I am talking about is the lack of respect and loyalty and especially brother/ sisterhood and replaced with the desire for control or greed for power makes persons do the opposite to achieve what they want. Where the ends justify the means no matter what. Backstabbing, overstepping, undermining and pushing out people that stand in the way of power and control will never lead to brother/sisterhood. This will kill any organization. As will turning a blind eye to wrongs done to others, behind their back or not. Remember if we do pretend not to see then sooner or later it will be our turn to be in the way. Integrity means doing the right thing even when nobody is looking. I have seen some examples of the good and the bad, as I imagine we all have. Unfortunately, sometimes the bad seem to outnumber the good. But when the good stand together they can overcome the bad and the organization will be better for it in the end. Let’s face it, mistakes and hard times teach the best lessons. I don’t want to be all negative or critical here. I’ve seen the best of people too. Again, as I imagine we all have. I have had the honor to get to know some really great

people. One comes to the top in my mind. He is what I strive to be like. Can’t always be there but always there to help out when he can. Not afraid to work, He don’t say much but when he does speak you can bet it is encouraging or an attempt to be helpful. Guys and gals like this will make any organization better and stronger. Thank you Rick. At this time, I’d like to thank everyone who have taken the time to read my articles. I truly hope I have helped to keep you informed and at times entertained you as well. I have truly enjoyed writing and submitting these small stories. I’ve only been writing these for about two years, but unfortunately this will be my last article for this chapter. I wish all of you luck and hope a lot of you will see your way to get involved and active in this organization and build it back up to the best that I know it can be. If we don’t, nobody will. If you want to know one way to do this, may I suggest, in June or July’s Between the Lines, state membership advisor Brian Magness wrote a great article in reference to members, officers and voting. Grange Fair was a little disappointing for our chapter. Our annual raffle for this fair was on the low side on ticket sales. The attendance at the fair seemed low this year compared to previous years which could be part of the problem but several days were very warm and with the economy such as it is didn’t help us either. We were also selling gun raffle tickets for the same price ($10) which helped us in one respect as those ticket sales were brisk. I had reported last month that the run had raised a little over $4,000.00. Instead, we (together with the help of John & Karen Tansey of Railroad Street Tavern doing a chicken BBQ) raised over $5,500.00. We are so happy to be able to help the parents of little Hoyt and his ongoing medical needs. Also, since last month's report, we have formed a committee for our annual Gun & Cash Bash. We received a list of available guns from Grice Gun Shop, then the committee proceeded in selecting five (5) guns for the raffle ticket. Besides the guns, there is also five (5) chances to win cash on the ticket. Food is also provided,

and the cost is only ten (10) dollars ($10.00) per ticket. The date set for our event is Saturday, November 19, 2022. Doors will open at 4:00 pm, with event starting at 5:00 pm. This year our event will be at the Clearfield VFW, located on Industrial Park Road, Clearfield. Besides the chances we have listed on the tickets, we run our paddle wheel all evening. This gives everyone there the chance to win all evening, ranging from food packages to cash to lottery tickets, and even a pistol and fly fishing outfit. You can get your tickets from almost anyone in our chapter, or you can contact our Chairperson, Al (Slick) Pearson @ 954-270-5111 or myself, Co-Chair @ 814553-2590. We will be glad to get tickets to you. A group from Elk County came to our event last year and I'm pretty sure they had a fun time. took place recently by Patriot Riders Chapter of Pennsylvania. There was a total of 152 bikes distributed to the youth needy and our chapter had the privilege of being able to assist with purchasing 56 of the bikes. Also, keep the Newcomer family from Waynesboro, in your thoughts as they had a family accident recently and are seeking prayers and assistance with their situation. Thanks to Ken Edwards for continuing to keep our membership up to date on all of the upcoming and ongoing legislative matters, particularly House Bill 2398 on autonomous vehicles of up to five trailers in line with no driver; No. #7731 of the MRF education program to continue; and Bill #82 of trying to get the Lemon Law passed. Thanks also to our own Scott Crum for his continued information and articles in the BTL, with so much important information that we need to keep in mind for motorcyclists in Pennsylvania Thank you, Scott. We had two other motorcycle organization guests at the meeting, Roman and Koz, officers of the American Bikers on a Mission (ABF), providing us with information on their need of assistance with fundraiser events to help families who are burdened with tragedy incidents or diseases and are in need of funds for their immediate need. Thank you to both of these organizers for aiding your services in situations time of need. Thank you to all of the members and guests that helped out with National Night Out in Carroll Valley and Waynesboro Borough in distribution of information and grab bags to the youth and their families. Both destinations exhausted all of the grab bags that were stuffed for distribution. Great job folks. A huge Congratulations to our LC, Ken Edwards, for winning the first-place trophy at a recent bike show displaying his antique 1200 class 1982 FXWG, which competition was held by Washington County A.B.A.T.E. of MD in August. Kuddos to Ken for also riding it to the competition. But, his wife, Shawn, strapped it on her bike and hauled it home safely. Again, A.B.A.T.E. is seeking volunteers from our area, PA is hosting the Meeting of the Minds held September 2023. Keep this in mind for the next year to get involved. A.B.A.T.E. also searching for members to consider being an officer in our Blue Mountain and Keystone chapters, so that we can have a supporting team again. Thirteen members and guests of the chapter took a 300-mile round trip ride to Bill’s Old Bike Barn in Bloomsburg, PA on Saturday, August 27. Many of those participating had not been to this establishment. There is just too much to see and take in. Many has already indicated that they will return when they can spend hours reminiscing of the displayed items. Everyone had a great time of riding together and lunching together. On a personal note, I have been in touch with Rep Benninghoff's office on this matter. The mileage contest is still in full swing and goes on till the June meeting of 2023. The membership contest is also going on. The one who sells the most memberships in 2022 will have their membership paid for 2023. We are selling them for $25.00 since that is all the State wants. This is my favorite time of year to ride. Not too hot not too cold. The changing of the seasons makes a fall-colored rainbow of oranges, greens, reds and yellows. Gone are the chicken BBQ's, pool parties and many layers of sunscreen. We now have bonfires, hot chocolate, hayrides and scarves. The Lancaster County chapter completed its two fundraising BBQ's with success to our bank account. Our Ride to Thrive is still thriving! Next on this month's agenda is the Ride for Camps on Sunday October 9th starting at Bashore Scout Reservation and ending at Edward Mack Scout Reservation. We support our Boy Scouts of America! One of the things the Lancaster County Chapter does is........RIDE! We LOVE to ride. Any chance we get. Whether it be for a cause or not. We recently went on a ride from Lancaster to the Kinzua Dam. Round trip a little over 600 miles. Left on Friday morning and returned on Sunday. The weather was PERFECT! Food was PERFECT! Nightly accommodations were PERFECT! 7 Bikes, 1 car and 14 people (including a junior member). The good Lord blessed us with a safe ride there and back. If you ever want a true hotel experience of a lifetime, stop at the Comfort Suites, Lakeside Avenue in DuBois. Make sure you ask for Joseph! Was it biker friendly? Let's just say our Motorcycles got the 5- star treatment too! Under awning parking and each one left with a blue towel on the seat for the next morning wipe down. The rooms were like small apartments. The hot tub was spacious and complete with a waterfall. The pool had a slide which got to experience many of our members going down...head- first! And the Bar had onion rings big enough to wear on your wrists! Another thing the Lancaster County chapter likes to do is EAT!! We would like to recommend several places to stop and partake if you are ever near them. First, the Country Corner Cafe in Elysburg. The food was so good and the atmosphere was a true family dining experience (and they loved bikers). Second was Cougar Bob's Kelletville Tavern in Tionesta. They are VERY A.B.A.T.E. friendly and the Pierogie Pizza must be tried. Just make sure you "Kiss the Moose" before you go. Moose, you ask. What happens at Cougar Bob's stays at Cougar Bob's! Last but not least, Smoke House Griddle in Mifflintown. Again, very biker and veteran friendly. I would recommend the smoked meatloaf. The tables were handmade by the owner and had beautiful Native American decor.

We had so many other stops along the way and each one held its own personal experience. We cannot wait to plan the next trip! If I have said it once, I will say it a hundred more times...I LOVE MY A.B.A.T.E. FAMILY!! Blessings to you all and safe travels! Mandy

ASSISTANT COORDINATOR’S CORNER

OPERATIONS COMMITTEE UPDATE

One of the hats I wear is that of chairman of what is called the Operations Committee. This committee was formed in February 2019 by the Board of Directors to manage the organization’s administrative infrastructure. The immediate need was to anticipate the eventual retirement of our office manager, and it was clear that upcoming decisions were better made by a dedicated committee rather than by the board as a whole. The committee consists of the Assistant State Coordinator, two state officers appointed by him, and two district reps appointed by the senior district rep. The current members are Kevin Snyder, Scott Minich, Helen Cohenour, Lenny Young, and George Park. The committee has also brought in two non-voting advisory members, Dianne Evans and Peggy Snyder. The Committee has recently been working to respond to two situations. The first is the loss of the existing state office as a rented workspace. The landlord wanted to impose lease terms that A.B.A.T.E. of PA simply couldn’t support. By the time you read this, the office space will be largely vacated. To the outside world, nothing will change. The phone will be answered mail will be received, emails will be responded to and so forth.

We have actually not used the office space for its intended purpose since April. There will be more to come on that topic later. The second is the establishment of a contract “Office Manager” position to assume the rest of Carol Umbenhauer’s duties since her retirement back in March. The Newsletter and Membership Assistant positions have been doing their part, and volunteers have been taking care of the rest. On this page is the job description for the Office Manager position, and we encourage anyone reading this issue of Between the Lines to submit a resume/application for the position. OFFICE MANAGER JOB DESCRIPTION A.B.A.T.E. of PA: The Alliance of Bikers Aimed Toward Education (A.B.A.T.E.) is an alliance of bikers dedicated to the protection of the individual rights of motorcyclists through political change, charitable works, and public education.

• Prepare and make bank deposits: Incoming funds are to be organized and deposited in A.B.A.T.E. of PA’s bank (S&T Bank). Information regarding them is to be forwarded to the State Treasurer and the Membership Assistant.

We have over 5,500 members statewide making up 46 chapters in 8 districts. Our structure includes an executive board comprised of elected and appointed officers, a board of district representatives and our grand board of executive officers, district representatives and chapter coordinators from across the state.

• Maintain inventory of distributed supplies and send out on request, re-order when necessary.

Job Title: Office Manager Job Description: ABATE of PA currently maintains an office in Lemoyne, PA. The Membership and Newsletter functions are now being done remotely. The office is still used for some remaining functions that are also being remotely enabled. We will be establishing a remotely located contract position (Office Manager) to perform those remaining functions.

• Manage flow of chapter event insurance requests and payments. • Provide limited support to state event committees (Hazen, L&L) . Job Requirements: The Office Manager should have the following minimum qualifications: • The position will require approximately eighty hours per month on a flexible schedule (to be determined by the contractor) to ensure that the responsibilities are carried out in a timely manner.

Job Responsibilities:

• Be proficient with Microsoft Office 365 programs, including Word, Excel, and Outlook.

The Office Manager’s responsibilities include but are not limited to:

• Be able to learn A.B.A.T.E. of PA’s procedures, people, and workflow.

• Receive mail delivered to the office address (forwarded). • Process and redirect the mail to the appropriate destination. o Mostly scanning documents to the cloud and emailing the recipient. o Some mail may have to be physically forwarded. • Handle office e-mail:

• Be self-motivated, highly organized, and be an active partner in adapting to a workflow that is changing as A.B.A.T.E. of PA transitions from a traditional office environment to a remotely enabled collaborative workflow. • Be outgoing, friendly, and receptive to all contacts. This position is the face of A.B.A.T.E. of PA to the outside world.

o Organize Inbox into appropriate folders and review daily.

Location of workplace:

o Forward emails to designated officers for further handling.

The contract individual who carries out these responsibilities will provide their own workspace and organize it. We expect this will entail a desk, A.B.A.T.E. of PA furnished computer(s), a printer/scanner, and a limited number of filing cabinets or shelves to keep distributed supplies on. There will also be a remote storage location (managed by A.B.A.T.E. of PA) for additional storage, but the final location for that is not yet determined.

o Coordinate with Assistant Coordinator for items not clear. • Answer phone: Using an A.B.A.T.E. of PA furnished cell phone, answer phone calls to the office more or less daily and respond to voice mails as appropriate.

IN THE NEWS Bipartisan pair of lawmakers introduce legislation that would establish compensation program for wrongfully imprisoned people A pair of lawmakers have introduced legislation to set up a system for compensating people who’ve been incarcerated after being wrongfully convicted of crimes. Pennsylvania is just one of 15 states that don’t have a system in place to compensate individuals who were wrongfully convicted and spent time behind bars. More than 100 people have been exonerated after being incarcerated in Pennsylvania, according to a tally by the National Registry of Exonerations. That includes seven men exonerated last year, alone. Earlier this year, a lawsuit filed by a Fayette County man who spent 26 years behind bars was settled with an $8.75 million award. Nineteen states, including New Jersey and Ohio, provide $50,000 or more for each year the individual was incarcerated following a wrongful conviction. Gov. Tom Wolf has previously urged the General Assembly to pass legislation that would provide compensation to exonerated prisoners. The new proposal, House Bill 2794, jointly sponsored by Rep. Frank Ryan, R-Lebanon, and Rep. Regina Young, D-Philadelphia, would award compensation based on the length of time that individual spent behind bars. Ryan said a hearing on the proposal is likely going to happen in September or October. Ryan said the legislation doesn’t address whether the law would be retroactive or not. He said he’d like it to be retroactive, but he’s worried that other lawmakers may oppose that. The legislation would not bar exonerated individuals from filing separate lawsuits, but any court awards would be deducted from the amount the individual would receive in compensation from the state’s program, he said. Ryan, who is a CPA that specializes in helping people facing bankruptcy, said he

was drawn to the issue out of concern that the court system doesn’t treat people from low-income backgrounds as fairly as it treats those with financial means. “People who don’t have the financial resources get hurt the most,” he said.

Under the state’s current laws, exonerated inmates are just released, not only without compensation, but without any help to readjust to life outside prison, even if they’ve spent decades behind bars, he said. Governor Wolf expands voter registration access for eligible Pennsylvanians Governor Tom Wolf signed Executive Order 2022-03 to greatly expand access for eligible Pennsylvanians to obtain voter registration information whenever they do business with commonwealth agencies. “We are proud of the free and fair elections held here in the commonwealth, and that would not be possible without first providing convenient, accessible opportunities for every eligible citizen to register to vote,” Governor Wolf said. “That’s why I am designating seven additional state agencies to provide their clients with materials and information on voter registration. This work will support the dedicated county officials and thousands of local poll workers who do their part every election to ensure that anyone who wants to exercise their precious right to vote can do so.” The executive order builds on the requirements of the federal National Voter Registration Act of 1993 (NVRA) which mandates that certain state agencies are required to provide voter registration opportunity to clients with whom they interact. Governor Wolf’s new order designates seven agencies and programs that, as Voter Registration Distribution Agencies (VRDA), will be required to provide voter registration materials and information to their clients: • Department of State (DOS) at public Bureau of Elections, Bureau of Professional and Occupational Affairs, and Bureau of Corporations and Charitable Organizations locations • Department of Agriculture at events at the Farm Show Complex

• Labor and Industry programs at CareerLink offices

“With 1.7 million Pennsylvanians who are eligible to vote but are not yet registered, it will be no small task to reach those individuals before the November election,” Acting Secretary of State Leigh M. Chapman said. “I thank this administration for recognizing that by collaborating with our state and federal partners to make that effort possible.” Under the new order, the VRDAs must make available to their clients and customers critical voter education materials, including an official voter registration mail application that is not specific to any county election office, an accompanying non-postage-paid envelope and instructions explaining where the completed voter registration application should be sent. They must also display nonpartisan signs or posters in highly visible areas to indicate that official voter registration materials are available on site. In addition, agencies and programs are to link to DOS’ online voter registration application on their internet home page until they can integrate the department’s voter registration web application into their customer portals. The EO also designates September as Voter Registration Month and encourages NVRA and VRDAs to collaborate with DOS to further promote voter registration. Finally, the EO directs these agencies to designate someone to be their voter registration distribution coordinator and to provide DOS with quarterly statistics to assess the effectiveness of the voter registration program. Each agency coordinator will serve on a working group, established by DOS, that will support the agencies and coordinators throughout the program’s implementation. Under the NVRA, the following agencies and programs are already required to provide their clients the opportunity to register to vote: • Department of Human Services – county assistance offices, state mental hospitals, county mental health/ intellectual disabilities programs, and intermediate care facilities • Department of Labor and Industry – Bureau of Blindness and Visual Services offices, Office of Vocational Rehabilitation offices, and Centers for Independent Living

• Department of Health – Women Infants and Children (WIC) clinics • Department of Aging Area Agencies on Aging (AAAs) • Department of Education – Bureau of Special Education offices • State System of Higher Education – Student Disability Services offices • County Clerk of Orphans’ Court offices, including marriage license bureaus • Armed Forces Recruitment Centers • Americans with Disabilities Act (ADA) Complementary Para-Transit providers • All other offices in the state that provide public assistance and all offices that provide state-funded programs primarily engaged in providing services to persons with disabilities. During Governor Wolf’s administration, Pennsylvania voters have seen important election reforms, including the implementation of online voter registration and online mail-ballot applications, updated voting systems in all 67 counties, and Act 77 of 2019, a bipartisan measure that brought the most comprehensive voting improvements in more than 80 years, including no-excuse mail balloting for all voters who wish to vote by that method. Rural school districts faced COVID challenges, study finds Rural school districts in Pennsylvania lost students and teaching staff at a higher rate than elsewhere during the COVID-19 pandemic, a new study by a legislative research agency concludes. In addition, the ability of rural schools to operate remotely during the pandemic was harmed by having slower download and upload speeds than in urban areas and fewer high-speed Internet providers, said the Center for Rural Pennsylvania. The study conducted in 2021 and 2022 explored the challenges faced by rural schools since the pandemic started in March 2020. It examines a number of areas, including student enrollment decline, loss of teachers, broadband availability for remote education and health care services. The study recommends that policymakers: • Provide broadband access to all communities without staggering startup fees or a competitive grant process. • Prioritize mental health funding as happened with the $200 million initiative in the new state budget • And provide a state school lunch program to replace the federal program that has ended and offer incentives for educators to teach in rural areas among other ideas.

While there was a decline in enrolled students in Pennsylvania between the 2011-12 academic year and the 202021 academic year that increased sharply during the pandemic, enrollment in rural schools declined at a rate of 13 percent in this period compared to six percent in urban schools, the study showed. This translates to more than 420,000 enrolled rural students in 2011-12 compared to about 370,000 students in 2020-21. A number of these students went to charter schools. Of that group, large numbers went to cyber-charter schools. Similarly, teachers left the profession at a greater rate during the last decade in rural school districts than in urban districts, a decline of 4.76 percent in rural districts compared to a 0.27 percent decline in urban districts. Teachers in rural districts declined from 29,141 in 2012-13 to 27,755 in 202021, the study said. “Almost all districts reported facing immense staffing shortages, a struggle that has been especially pronounced during the 2021-22 school year, exacerbating the already inflated workloads across the state…,” the report said. “Many teachers left the profession during the pandemic, so many districts lost the knowledge, wisdom and guidance of veteran staff.” Districts with more resources have more money for new staffing positions and many are looking to fill vacancies by hiring entrylevel teachers who can start at the bottom of the pay scale, the report added. Teaching remotely during the pandemic was a challenge especially for rural schools in underserved broadband areas. “Superintendents reported that teachers’ comfort with technology was a pressing concern early in the pandemic, especially for older, more veteran teachers, many of whom opted to retire early rather than transition to long-term remote instruction,” the report said. Schools provided teachers with technology, including smart boards, and substantial professional development in this area, including Google classroom tutorials. Yet the study found that on average rural school districts have lower download speeds and upload speeds than urban districts. In addition, there are fewer providers offering high-speed connections in rural districts than in urban districts. There are wide variations in what rural school districts invest in computers, software and related technological services. The rural districts with the greatest resources had invested $20 million more in technology than the rural districts with the lowest resources by the end of 2019-20, the study found.

First, several of our officers and members attended the Mega Truck Weekend event at Wolf Springs Off Road Park in Knoxville, PA. While enjoying the trucks and having a muddy good time, our Officers Mike Holley, Ben Shutter and members Pam Shutter and Candi Holley donated our Chapter’s offering of 2 children’s bicycles and assisted with raffling them off. Wolf Springs Off Road Park is a seasonal, family friendly, community-based non-profit off road recreation park that opened in 2013. They offer on site camping, kids’ activities, mud pits, rock climb areas, trails and more for your Jeep, Buggy, ATV, Truck, etc. For more information about the park and their calendar of events, please visit their website at www. wolfspringsoffroadpark.com. Our second event for August 13th was the 3rd Annual United Steel Workers Local 1000 (of which our Sergeant at Arms, Shane Magill is Union President) Golf Tournament at Indian Hills Golf Course in Painted Post, Ny. This fundraiser supports Disabled American Veterans (D.A.V.), which provides resources to our disabled veterans who have sacrificed so much for us already. Our Officers Joe Young, Dave Thompson, Chuck Smith and member Duncan Williams participated in this great charity event as well as our Chapter sponsoring one of the holes. United Steel Workers Local 1000 is located in Corning, NY and represents about 2,100 members along with almost 2,000 retirees. 2022 Freedom Fest VS THE WEATHER MAN With Freedom Fest on the horizon, I started to look at the weather forecast. The 10-day forecast didn’t look too bad, but it steadily grew worse each day. Our numbers were down, but those that came had fun, and of course, the weatherman, like usual, proved to be a moron. The weekend was a success, the bands were awesome, the biker games were a blast and it was great seeing everyone. We had a nice turnout from the folks of Ohio A.B.A.T.E. District 8. 2023 plans are already under way, with vendors, bands, and the tattoo artist already booked. 2023 will be held July 28-30 with Thursday Early Entry option. The date change is to avoid conflicts with Little Sturgis and Mon Valley’s weekend party. We hope to see everyone next year!

Many times I find myself struggling for interesting article ideas. My role, as State Public Relations Officer (PRO), is to make sure A.B.A.T.E. of PA maintains a positive image in the press and public opinion and to provide chapter and district PROs with the necessary tools to make that happen. This month, I decided not to bore you with PR advice or how-to's. Instead, I am asking YOU for some feedback on my articles and recommendations on topics for future articles and to explain why it matters to you. Also, L&L is fast approaching. I would love to know what YOU would like to have covered in the PR seminar. Any article/seminar suggestions or critiques you may have would be greatly appreciated. Even if your idea appears foolish, sometimes its consideration can lead to an intelligent, informative topic. Pitch to me your

PUBLIC RELATIONS ARTICLE MEET SOME OF THE NOMINEES FOR STATE ERIC MERSHIMER – STATE COORDINATOR NOMINEE Hello! My name is Eric Mershimer. Most people know me as MERSH. I am the Chapter Coordinator of Butler County - Chapter 13 and have been for the past 13 years and a member since 1989. The year after I got out of the service, I had no plans on doing anything but riding and having fun, but the more I did the more I saw a need to do more. So, I did, and I see that need again. That is why I have accepted my chapter nomination for State Coordinator. I already go to the L&L every year, the Rights Rally, Hazen, the Grand Board meetings and a lot of other chapter events around the state. I am very outgoing and open to all suggestions and ideas. I do want to know where every penny is being used. Some people don’t like it much, but it is the way it should be. I expect all officers to do their jobs and push them to do so. I know there are things that pop up and have to be addressed with no notice, but anything that can be should be decided by the membership at a chapter meeting. It is the members that run the organization and should make decisions on how and when things are to be done. I believe in running by the C.O.P.’s and The Robert’s Rules as much as possible. There are changes in our C.O.P.s that need addressed and changes to be made that will be done correctly with approval of the membership. I have put on many rides and love to ride. I would like to see a state ride go on whether I get the position or not. We are Bikers for pete sake, it’s in our name. Also, education which we are not doing enough of, and I would like to see changes. Enough of my babbling if you do not know me, ask around. I'm usually causing trouble at the Grand Board Meeting. My name is Scott Minich and I am running for Assistant State Coordinator. I have been a member of A.B.A.T.E of PA for over 20 years and have held several positions in the organization, including chapter Sergeant of Arms, District 2 Sergeant of Arms, District Representative and currently State Sergeant. I have also served on committees, such as the Operations Committee since its inception and chaired the Hazen committee for the past 2 years. I believe that this is a great organization. Over the years many major accomplishments have been made because of our membership. We need to keep moving forward and continue

the drive for younger members in A.B.A.T.E. of PA. We have a variety of issues facing us right now, from profiling and the removal of stacking insurance to E-15 fuel and we as an organization, need to stay in front of them. As the Assistant State Coordinator, I would make sure that we have the people and tools in place to keep A.B.A.T.E. of PA strong and sound, keep moving our organization forward. I have been a member of A.B.A.T.E. of Illinois for more than 20 years and have held several board positions with my chapter there. I have represented A.B.A.T.E. of Illinois while lobbying in Washington, D.C. Having been involved with several organizations that rely heavily on working hand in hand with legislators on both sides of the aisle, I developed excellent relationships with those I’ve had the pleasure (and some misfortune) of working with. Even with those whom I’ve butted heads, and there were a few, there was respect for the job being done. I pride myself on trying to make myself and others aware of issues relating to the many aspects of motorcycling, local and federal. I have been the Legislative Coordinator of the Westmoreland Chapter for the past year and hopefully I’ve made them proud. They certainly know I have a passion for this position. I have been told by a Pennsylvania State Representative that A.B.A.T.E. really isn’t relevant anymore. That made me both sad and angry. If that one Representative said that out loud, how many more are thinking the same thing? FROM THE TREASUER’S DESK TO YOUR DESK: You accepted the nomination to be your Chapter’s treasurer for next year, congrats, and thank you for accepting. Your position is very important! It is important and helpful that you to know what is in the COP’s concerning the treasurers to help you to perform your duties. 1. Record keeping 2. Audits two times yearly 3. Fundraisers require small game of chance license 4. Profit and Loss Statements 5 All financial records are to be kept for 7 years 6. ALL RECORDS ARE TO BE FORWARDED TO THE STATE TREASURER WITHIN 60 DAYS FROM THE LAST MEETING 7. Please plan to attend the Treasurers workshop at the L&L in January. MICROSOFT 365 UPDATE Since the 2022 there have been approximately 60 Microsoft 365 accounts created and requested. Only half of those accounts are being used, many of which have never logged in. We knew that there would be challenges rolling out M365 to officers across the state. After 7 months, I have come to see what those challenges are, and I plan to address them at the L&L in January. I plan to hold two seminars again this year, one for persons who requested and have been actively using their M365 account, and the other for those that have requested but not used their account or those that have not yet requested an account. I also plan to make myself available for a few hours to help one-on-one with anyone needing some assistance logging in or using any features of their account. WEBSITE UPDATE The abatepa.org website has been very stable and seen a great deal of traffic over the summer months. No real changes have been made since my last report. The current COP, fillable membership report form and the Event/Ride Waiver forms have all been updated and available for download at https://abatepa.org/officers Now that my duties as Westmoreland Chapter Coordinator are diminished after a very busy event filled summer, I will be focusing on improvements to the website after Koury and I return from our trip in mid-October. Improvements will include getting products up and running on the website, improving the online membership join/renewal processes by moving it to GoDaddy Payments and no longer requiring the redirect to PayPal after submitting your join or renewal information. I will also be working with Membership to possibly make an online membership report submittal portal and also to test the autorenewal feature we discussed in the May State Board meeting.
