BECA - Relatoría sobre los Derechos de los Pueblos Indígenas 2014 La Relatoría sobre los Derechos de los Pueblos Indígenas de la Comisión Interamericana de Derechos Humanos (CIDH) invita a jóvenes abogadas/os indígenas, provenientes de los Estados Miembros de la OEA, a postular a una beca para colaborar en su trabajo en Washington, D.C. La Relatoría sobre los Derechos de los Pueblos Indígenas de la CIDH fue creada en el año 1990 y tiene por objeto fortalecer, impulsar y sistematizar la acción de la Comisión en el área de los derechos de los pueblos indígenas en el continente americano. Durante la beca, se ofrece la oportunidad de conocer y aplicar los mecanismos de protección del Sistema Interamericano de Derechos Humanos en el área de los derechos de los pueblos indígenas. El plazo para postular vence este viernes, 14 de febrero. 1) Lugar de la Beca: Secretaría Ejecutiva de la Comisión Interamericana de Derechos Humanos (CIDH) de la Organización de los Estados Americanos (OEA). Dirección: 1889 F Street, N.W., Washington, D.C. 20006, Estados Unidos de América 2) Modalidad: Presencial 3) Plazo para la presentación de candidaturas: 14 de febrero de 2014 4) Fechas de inicio y de finalización: : 1 de abril de 2014 al 31 de marzo de 2015 5) Duración de la Beca: 12 meses 6) Objetivo: Ofrecer la oportunidad a jóvenes profesionales abogadas/os provenientes de los Estados Miembros de la OEA, de conocer y aplicar los mecanismos de protección del Sistema Interamericano de Derechos Humanos en el área de los derechos de los pueblos indígenas. La Relatoría de Derechos de los Pueblos Indígenas de la CIDH fue creada en el año 1990 y tiene por objeto fortalecer, impulsar y sistematizar la acción de la CIDH en el área de los derechos de los pueblos indígenas en América. 7) Programa: Apoyar el trabajo de la Relatoría sobre los Derechos de los Pueblos Indígenas de la Comisión Interamericana, bajo la supervisión de sus especialistas durante el período de la beca; y al concluir la beca, presentar a la Secretaría Ejecutiva de la CIDH de un informe detallado sobre lo actuado. 8) Requisitos:

• Ser ciudadano/a de un Estado Miembro de la OEA; • Ser miembro de un pueblo Indígena de las Américas; • Dominio del idioma castellano (el conocimiento de otro de los idiomas oficiales de la OEA es deseable) • Ser graduado/a en derecho en una universidad oficialmente acreditada (enviar copia del título y calificaciones obtenidas);

• Haber recibido el diploma universitario en derecho después del primero de enero de 2006;

• Interés profesional demostrable en el área legal de los derechos humanos, específicamente en el campo de los derechos de los pueblos indígenas;

• Presentar un trabajo escrito de hasta cinco páginas no editado por otra persona, sobre un tema de interés por parte del postulante en el ámbito de los derechos de los pueblos indígenas. 9) Documentos requeridos: Los siguientes documentos son requeridos a fin de ser considerado para la beca:

• La CIDH provee un estipendio de US$3,200.00 mensuales durante el período que cubre la beca, o sea US$38,400.00 en total durante 12 meses. Con dicho estipendio, el becario es responsable de adquirir una cobertura de salud de su elección por el tiempo de duración de la beca, debiendo acreditar formalmente la referida adquisición ante la Secretaría Ejecutiva de la CIDH.

• Pasajes de ida y vuelta vía aérea, clase económica, desde el lugar de residencia del becario a Washington, DC., USA. No se proveen fondos para gastos terminales y de tránsito.

• La CIDH otorgará un certificado de participación en el programa de la beca si se cumple satisfactoriamente el período completo de duración de la beca.

11) Responsabilidades de los candidatos seleccionados para dar inicio a la beca:

• El/la candidato/a seleccionado/a deberá aceptar la beca formalmente por escrito a la Comisión Interamericana de

Derechos Humanos, confirmando su disponibilidad para realizar la beca durante el período indicado. Posteriormente se procederá a hacer los arreglos necesarios para la compra del boleto aéreo de ida y vuelta clase económica- entre el país de origen o residencia y la sede de la CIDH en Washington D.C.

• En el caso de que el/la candidato/a seleccionado/a haya aceptado la beca, pero por razones ponderables no pueda posteriormente realizarla, debe notificar inmediatamente a la Comisión Interamericana de Derechos Humanos para que decida las acciones a tomar y realice las gestiones pertinentes.

• Es responsabilidad de cada candidato/a seleccionado/a gestionar y obtener de manera oportuna la(s) visa(s)

correspondiente(s) para ingresar a los Estados Unidos de América y/o países de tránsito (si aplica). La CIDH no solventará ningún gasto relacionado con la tramitación de documentos migratorios o visados. La CIDH extenderá una comunicación al/la candidato/a seleccionado/a certificando su selección como becario/a oficial de la CIDH a fin de que solicite la visa correspondiente, la cual será de su absoluta responsabilidad. Adicionalmente, la OEA extenderá una comunicación diplomática a la Embajada o al Consulado donde el/la candidato/a seleccionado/a solicitará la visa, también certificando su selección.

• Es responsabilidad del/la candidato/a seleccionado/a llegar con suficiente anticipación a fin de estar presente en la inauguración de la beca en la fecha establecida por la CIDH.

• Cuando un/a candidato/a seleccionado/a declina la beca después de que el boleto ha sido comprado, o no viaja en las fechas establecidas o cambia la ruta, el candidato deberá reembolsar el costo del boleto aéreo o de cualquier costo adicional en el que se incurra. Esto incluye cualquier gasto adicional en el que la CIDH incurriera, tal como, costo extra por alojamiento durante el viaje del candidato desde su país de residencia hacia Washington, D.C.

• Si el/la becario/a renuncia, cancela o termina la beca después de que el programa ha iniciado, sin presentar pruebas suficientes de la causa a la CIDH, ella/él deberá reembolsar a la CIDH la totalidad de los gastos incurridos en su persona.

Fellowship - Rapporteurship on the Rights of Indigenous Peoples 2014 The Rapporteurship on the Rights of Indigenous Peoples of the Inter-American Commission on Human Rights (IACHR) invites young indigenous lawyers, from the Member States of the OAS, to apply for a fellowship to assist with tasks of the Rapporteurship in Washington, DC. The Rapporteurship on the Rights of Indigenous Peoples of the IACHR was created in 1990 in order to strengthen, promote and systematize the IACHR’s actions in the area of indigenous peoples’ rights in the Americas. The fellowship provides the opportunity to understand and apply the mechanisms of protection of the inter-American system of human rights in the area of indigenous peoples’ rights. 4) Start and End Dates : April 1 2014 to March 31, 2015 5) Length of the Fellowship: 12 months 6) Objective: To provide an opportunity for young lawyers from OAS Member States to understand and apply the mechanisms of protection of the inter-American system of human rights in the area of indigenous peoples’ rights. The Rapporteurship on the Rights of Indigenous Peoples of the IACHR was created in 1990 in order to strengthen, promote and systematize the IACHR’s actions in the area of indigenous peoples’ rights in the Americas. 7) Program: To assist with tasks of the Rapporteurship on the Rights of Indigenous Peoples of the Inter-American Commission, under the supervision of its human rights specialists during the period of the fellowship and, at the end of the fellowship, present to the Executive Secretariat of the IACHR a detailed report on activities carried out by the fellow. 8) Requirements :

• Be a citizen of an OAS Member State; • Be member of an indigenous community of the Americas; • Spanish language proficiency (knowledge of other official OAS languages is desirable); • Have graduated in law from an officially recognized university (attach copy of the law degree and grades obtained);

• Have received law degree after January 1, 2006; • Have a demonstrable professional interest in the legal field of human rights, specifically in the area of indigenous peoples’ rights; and

• Present a paper of up to five pages, not edited by another person, on a human rights issue of interest to the candidate in the area of indigenous peoples’ rights.

9) Required documents : The following documents are required in order to be considered for the fellowship:

• The IACHR provides a monthly stipend of US$3,200.00 for the period covered by the fellowship, that is US$38,400.00 total for 12 months. With the stipend provided, the fellow is responsible for obtaining

health insurance coverage of his/her choosing for the duration of the fellowship, and should provide proof of coverage to the Executive Secretariat of the IACHR.

• Round-trip economy class air transportation from the participant’s country of residence to Washington, D.C. Terminal and transfer expenses are not covered.

• The IACHR will award a certificate of participation in the Fellowship Program to the fellows who satisfactorily complete the entire period of the fellowship.

11) Responsibilities of the selected candidates:

• Once an applicant has been selected, he/she should formally accept the fellowship in writing, confirming with the

Inter-American Commission on Human Rights his/her availability to complete the fellowship during the specified time period. Once accepted, the IACHR will proceed with the necessary arrangements for purchase of round-trip economy air transportation between the candidate’s country of origin/residence and Washington, D.C.

• In the event a candidate accepts a fellowship but cannot complete it, for whatever reason, he/she must

immediately inform the Inter-American Commission on Human Rights so that the course of action may be decided.

• It is the responsibility of each selected candidate to request and obtain the necessary visa to enter the United

States, and/or transit visa (if applicable) in a timely manner. The IACHR will not incur in any expense related to the processing of immigration or visa documents. The IACHR will provide the candidate a document certifying his/her selection as an official fellow of the IACHR so that he/she may request the corresponding visa, which is the sole responsibility of the selected candidate. In addition, the OAS will send a diplomatic note to the Embassy or Consulate where the selected candidate will be requesting his/her visa, certifying the fellow’s selection.

• It is the responsibility of the selected candidate to arrive in a timely manner so that he/she will be present for the commencement of the fellowship on the date established by the IACHR.

• If the selected candidate declines the fellowship after the flight ticket has been purchased, or does not travel on

the established dates or changes routes, the candidate shall reimburse the IACHR the cost of the flight ticket or any additional costs incurred. The latter includes any additional costs, if any, incurred by the IACHR, such as extra costs for accommodation during the candidate’s travel to and from Washington, D.C.

• If the candidate resigns, cancels or terminates the fellowship after the program has begun without providing sufficient reason and evidence to the IACHR for doing so, he/she will fully reimburse the IACHR for all costs incurred on his/her behalf.
