Owners of Property and Occupants and Other Interested Parties University of Southern California Development Plan Approximately 207 net acres generally bounded by 30th Street and the alley south of 30th Street to the north, Jefferson Boulevard to the northeast, Exposition Boulevard to the south, Hoover Street and Flower Street to the east, and Vermont Avenue to the west. In addition, the Project site also includes a small area to the south of Exposition Boulevard and a second area to the east of the Harbor Freeway (I-110), adjacent to Jefferson Boulevard between Hope and Hill Streets. (Refer to attached map)

Community Plan Area: South Los Angeles and Southeast Los Angeles Council District: 8 (Bernard Parks) and 9 (Jan Perry) Comment Review Period: May 27, 2010 - July 12, 2010 PROJECT DESCRIPTION: The University of Southern California (USC or University) proposes the USC Development Plan and Specific Plan (referred to hereafter as the proposed Project), which would provide for the development of new uses on and around the University Park Campus. The proposed Project is intended to: increase the ratio of academic space per student at the Campus to a level that better supports academic excellence; to increase the amount of University-affiliated housing available in the Campus area with the objectives of making existing housing in the Project vicinity available to non-University affiliated residents and decreasing commute times and associated traffic congestion; and to provide services that meet the needs of students, faculty and staff and also enhance the community.

The proposed Project would provide approximately 2,500,000 square feet of academic and University uses; up to 350,000 square feet of retail/commercial uses; and approximately 2,135,000 square feet of student and faculty housing providing up to 5,400 student beds in a variety of housing types and configurations and approximately 250 faculty housing units. The proposed Project would also provide for an approximately 165,000 square foot hotel and conference center with up to 150 guest rooms, conference and banquet facility areas, sit down restaurant area, a swimming pool, and other related amenities. In addition, a new University-affiliated K-8 laboratory school and community educational academy comprised of up to approximately 80,000 square feet may also be developed. New landscaped public open space areas and associated facilities are also proposed to enhance the Campus and surrounding area. Furthermore, the proposed Project would also provide for improved pedestrian, bicycle, vehicle circulation, and increased pedestrian safety. The proposed Project would be developed in accordance with Urban Design Guidelines and building heights would range from 20 feet to a maximum of 150 feet in height. The proposed Project would also provide for transfers of floor area for the University Uses and the student housing between Subareas 1 and 3 as long as specified thresholds are not exceeded. ANTICIPATED SIGNIFICANT ENVIRONMENTAL EFFECTS: Significant and unavoidable impacts have been identified with regard to aesthetics (visual quality related to removal of historic resources and shading), air quality (construction and operational emissions), historic resources, noise (construction), transportation (operational impacts: seven intersections, one neighborhood street segment and three access locations), and solid waste (operations). Other issues addressed in the Draft EIR include archaeological/paleontological resources; geology and soils; hazards and hazardous materials; aesthetics (construction, visual quality, views, and light/glare); surface water hydrology and surface water quality; land use/planning; noise (operations); traffic (construction); population, housing, and employment; public services (i.e., fire, police, schools, parks and recreation, and libraries); transportation (construction); parking; water supply; wastewater; and energy. With implementation of the proposed mitigation measures, no significant and unavoidable project or cumulative impacts in these other issue areas addressed in the Draft EIR are expected with regard to construction or operation of the proposed Project. El Proyecto propuesto tiene como objetivo: aumentar la relación del espacio académico por estudiante en el campus a un nivel que apoye mejor la excelencia académica;

aumentar la cantidad de viviendas afiliadas a la Universidad dentro del área del campus con el objeto de brindar alojamiento en las viviendas existentes en las inmediaciones del Proyecto a los residentes no afiliados a la Universidad y reducir así los tiempos de viaje y las congestiones de tránsito asociadas; y proporcionar servicios que satisfagan las necesidades de los estudiantes, el plantel académico y el personal, además de realzar la comunidad. El Proyecto propuesto proveería aproximadamente 2,500,000 pies cuadrados para usos académicos y Universitarios; hasta 350,000 pies cuadrados para usos de venta al por menor/comerciales; y aproximadamente 2,135,000 pies cuadrados para viviendas para los estudiantes y el cuerpo docente, con hasta 5,400 camas para los estudiantes, en una variedad de tipos de viviendas y configuraciones, y aproximadamente 250 unidades de vivienda para el cuerpo docente. El Proyecto propuesto también proveería un espacio de aproximadamente 165,000 pies cuadrados para un hotel y centro de conferencias con hasta 150 habitaciones para los huéspedes, áreas para conferencias y banquetes, áreas para un restaurante, una piscina y otras comodidades relacionadas. Además se podría instalar un nuevo laboratorio escolar K-8 afiliado a la Universidad y una academia educacional para la comunidad compuesta de aproximadamente 80,000 pies cuadrados. También se han propuesto nuevas áreas con instalaciones al aire libre para el público para embellecer el campus y las áreas circundantes. Adicionalmente, el Proyecto propuesto proveería mejores caminos de circulación para peatones, bicicletas y vehículos y más seguridad para el peatón. El Proyecto propuesto sería desarrollado de acuerdo con las directivas de diseño urbano, y la altura de los edificios oscilaría entre los 20 pies y un máximo de 150 pies. El Proyecto propuesto también permitiría la transferencia de áreas de superficie para uso de la Universidad y viviendas de los estudiantes entre las sub-áreas 1 y 3, siempre y cuando no se excedan los límites máximos especificados. Proposed USC Development Plan and Specific Plan Draft EIR Notice of Completion and Availability EIR-2009-271-EIR Council District 8, 9 The City of Los Angeles Department of City Planning is holding an Open House on June 16, 2010 regarding the proposed USC Development Plan and Specific Plan Draft Environmental Impact Report (DEIR). You have been mailed this notice because you own property or reside within the proposed USC Development Plan and Specific Plan or within a 500-foot radius of the area, or have indicated an interest in this proposed project.

Proposed USC Development Plan and Specific Plan Boundaries The proposed USC Development Plan and Specific Plan covers an area generally bounded by 30th Street and the alley south of 30th Street to the north, Jefferson Boulevard to the northeast, Exposition Boulevard to the south, Hoover Street and Flower Street to the east, and Vermont Avenue to the west. In addition, the USC Development Plan and Specific Plan also includes a small area to the south of Exposition Boulevard and a second area to the east of the Harbor Freeway (I-110), adjacent to Jefferson Boulevard between Hope and Hill Streets.

Proposed Project The University of Southern California USC Development Plan and Specific Plan has been initiated by the Los Angeles City Council to guide a portion of the development and provide an entitlement framework for new University development within the South and Southeast Los Angeles Community Plan areas. The proposed USC Development Plan and Specific Plan would set forth regulations for future development occurring within three planning Subareas including the core campus, the University Village area, and an industrially-zoned area east of the 110 freeway, land that is predominantly owned by the University. The DEIR for the USC Development Plan and Specific Plan, which evaluates potential environmental impacts of the proposed project, was completed on May 27th, 2010, and is now available for public review and comment. The proposed USC Development Plan and Specific Plan would allow up to approximately 2,500,000 square feet of academic and Universityserving uses; up to approximately 350,000 square feet of retail/ commercial uses; and up to 2,135,000 square feet of residential uses that would provide 5,400 student beds in a variety of housing types and configurations and up to approximately 250 faculty housing units. Furthermore, the project also provides for a reconfiguration of a portion of Jefferson Boulevard. The Open House is intended to allow the community to (1) review and learn more about the DEIR; (2) ask questions of Department of City Planning (DCP) Staff about the DEIR; (3) understand potential environmental impacts of the proposed project. There will not be a public hearing at this Open House, nor will oral testimony be taken at this meeting. There will be written comment forms available for the community to submit written comments at the meeting or to be mailed before the completion of the DEIR circulation period. The focus of this Open House will be on the DEIR for the proposed USC Development Plan and Specific Plan to provide the public with a better understanding of the potential environmental impacts of the proposed project. At a later date, the Department of City Planning will hold a Public Workshop on the proposed USC Specific Plan, Nexus Study, and Development Agreement, as well as a Public Hearing to allow for formal public input on the matter.
