MUSIC LA! Report ofFirst Phase of Music Education Program Summer 2005 This report is respectfully submitted by the Cultural Affairs Department as an introduction and update to activity related to the new department initiative entitled MUSIC LA! The Cultural Affairs Board of Commissioners has reviewed and accepted MUSIC LA! as a principal focus for the Department.
Background

The Cultural Affairs Department will launch a new initiative entitled MUSIC LA! in July, 2005. The goal ofthis initiative is to organize, coordinate and make available to the children of Los Angeles, a Music Education Program that takes advantage ofthe artists, cultural facilities and public/private partnerships found in this City. • •

The Cultural Affairs Department recognizes the need for a citywide Music Education program. There has been an unprecedented decline in Music Education in the California Schools. This was further pointed out in a document released (Sept. 2004) by the California Basic Educational Data System (CBEDS). There is a need to train as many Los Angeles youth as possible, in music, and, more aggressively, develop the workforce necessary for the Music Industry in this City.
Research -Approach and Outcomes

The Cultural Affairs Department recognized it was important to involve the community from the outset, determine individual preferences for music instruction, and gauge the desire for parents to involve their children in music education instruction. A one page survey instrument, prepared in both English and Spanish, was designed to gather this individual response from parents in the City. (Copies Attached) These surveys were distributed via the Cultural Affairs Department Neighborhood Art Centers, the Department of Recreation and Parks and the Commission for Children, Youth and Their Families.

90% of the respondents felt that it is important for their children to study music. 92% of the respondents want their children to receive instruction in music. 67% of the respondents did NOT presently have their children receiving music instruction. Piano was the instrument of first choice, closely followed by guitar, drums, voice and violin. Limited access to music classes due either to fiscal resources or to unavailability of classes nearby, appear to be major reasons for parents not involving their children in music instruction. The Department developed a comprehensive database of existing music education providers throughout the city and a listing of suitable sites to house music education programs. The Department developed a design for a system of music education delivery citywide. This system is scheduled to begin implementation in Summer 2005.
Program Design The following levels of instruction will be offered citywide: a. Early Childhood- Focuses on music readiness, building listening and responding skills. b. Introductory- Focuses on basic instrumental and vocal instruction. c. Intermediate- Focuses on instrumental or vocal ensemble performance. d. Advanced- Focuses on performance readiness. e. Demonstration Sites - Includes instruction at all levels and for a variety of instruments, and vocal instruction. These sites also include classes in dance, theatre and the visual arts. There are three sites proposed to be demonstration sites for Summer 2005.

Funding Partial funding for this Initiative is being requested in the Cultural Affairs Department 2005-2006 Budget and from private sector donors.
