Salinas Reporta Sobre Session Legislativa En Austin Froy Salinas, representante del estado para Lubbock dijo ante una conferencia de prensa esta semana que hay posabilidad que haiga dos adicionales sessiones de la legislatura este aho. final. Tocante la ya terminada session de Ia legislatura, Salinas dijo que fue una "may buena session." "Una de las mejores cosas que hicimos fue quedarse dentro de los limiter del dinero que habia para gastar," dijo Salinas. Agrego Salinas que tambien sentia "que hemos hecho un buen trabajo en cumplir con las necesidades de los maestros de I. escuelas del estado." Dalia Garcia Gana Premio

Da lia Garcia fue nombrada ganadora de una parte del certamen de "Miss Northern Texas National Teenager Pageant." Dalia es hija del Sr. y Sra. Juventino y Anita Garcia. El certamen se Bev° acabo el 16 de Mayo en Ia ciudad de Clarendon, Texas. Dalia Garcia was named a winner of the essay portion of the Miss Northern Texas National Teenager Pageant. Dalia is daughter of Mr. and Mrs. Juventino an Anita Garcia. The Pageant was held on May 16 en Clarendon, Texas. Dalia competed against 95 other young girls in the contest. The essay titled "What's Right About America," will be sent to President Reagan. Delia described America in five words; security, hope, adventure, prosperity and religion. "It is security because of our strong national defense organizations, and our tremendous state and local law enforcement agencies. Our lives are the most tranquil of those of any nation due to the strength of these agencies," she writes. She describes hope as "a very real aspiration. No matter how dark the moments in our lives are, hope is only a few actions away from realization. We do have the opportunity to make hopes come true." "Adventure awaits those who possess the curiosity to expand their horizons. There are countless experiences to be lived in the boundaries of which are bigger than life itself." "Prosperity is ours. The limit to prosperity in America is restrained only because of the restraints we place on ourselves. The resources which create the paths to prosperity have no limits." Dalia finishes her essay describing religion. "In our beautiful country, religion is the most wonderful of all realities. We are at total liberty to pursue our religious lives as we so desire. Yes, America, you are security, hope, adventure, prosperity, and religion. May you always stand for this to all your people." Dalia is 17 years old and is a native of Lubbock. She is a senior at DunbarStruggs and is planning to attend college after finishing. She also plans to participate in COMA'S Senorita

Hoy, las noticias que brindan las redes televisoras han llegado a ser parte integrante de nuestras vidas diarias. Lo damns por sentado. Esperamos que se nos mantenga al dla sobre los asuntos que acumen a nivel local, estatal, nacional e internacional. Cuando se sabe algo de importancia, queremos ser capaces de conectar el televisor y saber que sucede. Ejemplo de ello son los atentados recientes contra las vidas del Presidente Ronald Reagan y del Papa Juan Pablo II. Minutos despues de cada una de esta ocurrencias tragic., las necks de television nos estaban brindando informacion. Mi primera involucracion para rectificar esa situacion ocurri6 el verano pasado, cuando estaba produciendo "La Nueva Voz" en la estacion principal del Servicio de TransmisiOn Public, la WGBH de Boston, y trabajaba como consultor sobre programas, .critor y director en Ia Red de Television en Esparto! Nacional "SIN", en Cu programa "Destino 1980", relativo al Censo de Poblacidn y a la campana electoral. Rene Anselmo, presidents de la red "SIN", me pidio que dirigiera la production de la cadena, supervisando el desarrollo de su programacion original, y que desarrollara el primer noticiero nacional televisado en espanol. Ademas de ubicar los espacios adecuados para oficinas y estudiOs, y de obtener el equipo apropiado, hemos pasado el ano Ultimo reuniendo el mejor personal posible y desarrollando un concepto y una filosofia. Ahora estamos listos. El tunes Iro de Junio, sera Ia primera audition del "Naticieron Nacional SIN." La transmision de noticias de 30 minutos que saldra al aire de lunes a viernes a las 6:30 de la tarde - empez.ara con una declaraci6n del Presidente Reagan elogiando la gestiOn sin precedent.. El concepto del "Noticiero Nacional SIN" Ilega en una epoca en que el juicio establecido de la television - en el sentido de que las audiencias prefieren los programas recreativos mejor que los de noticias - ha estado sufriendo una reconsideraci6n. By Frank Marrero When the 30-minute television network newscast was born on CBS in 1963, it seemed such a giant leap forward that President John Kennedy appeared in an exclusive interview with Walter Cronkite on the premier broadcast. Today, network news has become an integral part of our daily lives. We take it for granted. We expect to be kept up-todate about events taking place on a local, state, national and international level. When something of importance transpires, we want to be able to turn on the television and find out what's going on. Witness the recent assassination attempts on the lives of President Ronald Reagan and Pope John Paul II. Within tragic minutes of each of these occurrences, the networks were feeding us information. But what if you're not one of the millions of people in the U.S. who speak English or have English as a first language? What if you're a Hispanic and speak only Spanish or feel more comfortable with the Spanish language? Do you have any less of a desire to be informed? The answer, I assure you is an emphatic "no." So where do you turn for your irdormation? Until now, there really has been no television news outlet for Hispanics on a national level. The English-language television networks only report Hispanic news when a rebolution has taken place or an earthquake has leveled a Latin

American city. English-speaking, Spanish-speaking, or bilingual, Hispanics have been shortchanged in the disseminatiuon of news in this country. My first involvement in rectifying that situation came last summer when I was producing "The New Voice" at the Public Broadcasting Service's flagship station WGBH in Boston, and working as a program consultant, writer and director for SIN National Spanish Television Network's D.tino '80 Census and election campaign. Rene Anselmo, president of the SIN network, asked me to head up SIN's network production, overseeing development of its original programing, and to develop the first Spanish-language national television newscast. In addition to locating the proper office and studio space and obtaining the right equipment, we have spent the past year putting together the best possible staff and developing a concept and philosophy. Now we're ready. on Monday, June 1, Noticiero Nacional SIN will premiere. The 30-minute newscast — to air weekdays at 6:30 p.m. — will open with a statement from President Reagan commending the unprecedented endeavor. The concept for Noticiero Nacional SIN comes at a time when established television wisdom—that audiences prefer entertainment to information — has been undergoing rethinking. CBS News' "60 Minutes" consistently ranks in the top

ten in audience ratings, and other news and public affairs shows continue to fare extremely well. I believe that a Spanish-language newscast will be equally successful. The Hispanic viewing audience has been hungering for such a program for a long time. I intend to challenge the Nielsen surveys which reveal that news and public affairs appeal more to professionals and managers than to blue collar workers, more to the middle-aged than to the young, more to the rich than the poor, more to college graduates than to the common man. I plan to turn that claim around by appealing to a mass audience. We will put special emphasis on events of particular concern to Hispanic Americans. On-site news coverage will be provided by internationally-based correspondents and by regional bureau reporters in San Antonio, Miami, Phoenix, Los Angeles, San Francisco and New York. Nationally-known television jounalist Guillermo Restrepo will anchor the broadcasts from the seat of our nation's government in Washington, D. C. As a Puerto Rican, I am pround to have been a small catalyst when Noticiero Nacional SIN begins transmitting its satellite signal to its 106 affiliates across the land. School was the place where I was ridiculed for my clothes, my way of reasoning, and for my neck, my elbows, my hair, and my hands — which are cleaned by my mother and judged by the school. School was Mrs. Rose, who enjoyed so much to march the kids from the camp out to the water fountain in the hall, hand us a bar of soap, and then bring out the whole class to watch as she ordered us to wash our necks. "Look, don't you know how to wash your neck? It's filthy." (It amazed me that Mrs. Rose could assume that there was plentiful water for bathing; my view of the world was that water for that purpose was limited everywhere, just as it was in the camp.) Her voice echoes in my ears: "His mother must live like a pig...pig...pig." Learning was the time I spent riding with my father in a tractor as he prepared the soil for planting. Throughout the long day he told me stones, told me of things that I was too young to understand, told me why he did what he did to the earth. He showed me how to grow by allowing me the freedom to taste different experiences throughout the day. Learning was guessing the answers to riddles posed by my father as we sat beside a running ditch of irrigation water, or guessing which ingredient my mother was going to use next when making the mass for the tortillas. School, for me, was figuring the cost per basket of strawberries, then multiplying that cost times a certain number of baskets to determine how much money I earned. School, for me, was written on a slate that counted the number of ladder steps multiplied by the number of times I climbed that ladder, outlined my journey into life.

School Days —A Migrant Child Looks Back By Thomas A. Shannon

For our nation's public schools, it's diploma time. It's a logical moment to reassess the curriculum we have provided our system's graduates to prepare them— as so many valedictorians will be phrasing it — "for the world." It's also time to take that word "world" more literally, to reappraise our need to focus more on global/international education. A two-year study just released by the non-profit Council on Learning and the Educational Testing Service of Princeton, N.J., shows that as many as 85 percent of America's college freshman and seniors have an inadequate knowledge of the modern world. Three thousand randomly selected students participated in the inquiry. Most said they received the bulk of their knowledge about world affairs not from teachers, but from television. No comparable time in history has witnessed the revoluntionary changes affecting the world's political, economic, social, and scientific and technological environment. The realities staring at us

include: A world population explosion, hunger, inflation, economic imbalances, energy shortages, nuclear and conventional war, racism, concern for minority and women's rights, pollution, crime and terrorism, declining morals, disintergration of the family, and massive violations of human rights. Yet the impact of these changes on the curriculum of elementary and secondary schools has been minor, it not negligible. Consider. • One of six Americans has a job directly related to international trade. • Total value of U.S. imports and exports has topped the S100 billion mark. • One of every four new dollars of U.S. investment now goes abroad. • Exports account for 40 percent of U.S. production of construction machinery. • More than half of this nation's wheat, soybeans and rice are sold abroad. • Direct foreign investment in the U.S. now totals over $50 billion. • Foreign banks in the U.S. have assets well over 5250 billion.

• Fortune 500 lists of leading U.S. corporations show that at least 50 percent of the top 50 are foreign based and owned. • The following "American" household names are actually forcing-owned: Nestle's , Libby's, Stouffer's, Baskin-Robbins, Gimbers, Saks Fifth Avenue, Good Humor, All, Lux, Rinso, Knox Gelatin, Shell Oil, Grand Trunk RR, Soo Line RR, Massey-Ferguson, Seagrams, HiramWalker, Magnavox, Aim, Pepsodent, Spry, Close-up, Lifebuoy... • Of the 13 basic industrial raw materials required by the end of the century, the U.S. will be dependent primarily on foreign souces for 12 — all except phosphate. • Seventy percent of all U.S. investment in the developing world, totaling S36 billion, is in Latin America and the Caribbean, providing $5 billion annual earnings. • By the end of the century, there will be more than 600 million people in Latin America, more than double the projected U.S. population.

• The U.S. is now the hemisphere's fourth-larest Spanish-speaking nation. What do we mean when we suggest an emphasis on "global education"? First, let me tell you what we don't mean. Let me explode some myths. Myth No. 1: Global education is the inculcation of foreign ideologies. Fact: Global education does not proselytize foreign ideologies. We live on an ever more crowded, polluted, resource-deficient and conflict-prone planet. Our schools sho,ld be engaged in preparing our young people to deal with the reality of increased human interdependence. Myth No. 2: Global education is a thinly disguised attempt to sell some vague form of "one-worldism" or "world citizenship" to American schools. Fact: Global education's purpose is to assure that citizens are prepared to function intelligently in the marketplace, at the ballot box, and as U.S. citizens. Adding a global dimension can only enhance, not distract, from the major mission of our schools. Myth No. 3: Global education is an

Life was moving just as we had really begun to settle down in one spot, until my mother learned from experience not to unpack. Then life was boxes filled with clothing and other miscellaneous articles, boxes that served as shelves, as TV trays without the TV, as coffee( tables covered with my mother's beautiful needlework, or as footstools. Life had begun in El Paso, carried me through Clint, Fabens, Ysleta, Socorro, El Paso, San Elizario, and Juarez. Then life took a diving leap from one of those towns and carried me through faraway places like Oregon, Arizona, California, and the rest of Texas. Life was more schools than the number of years that I spent going to school. Life was a smile, a tear, a whisper, a thundering storm. Life was a Greyhound station of departure where nobody knew how to say hello. at empt to add a new subject or new courses to an already overcrowded school curriculum. Fact: Schools are already doing many things that contribute to a better global perspective. But too often that potential has been shorted. As a result, recent generations of students can be described as globally illiterate. Extending the global perspective will help assure the degree of global literacy essential to function effectively as A Merican citizens in an interdependent world. Myth No. 4: The cost of introducing global education to the curriculum is prohibitive. Fact: adding a global dimension to the curriculum certainly will cost something. But if we think that adding a global perspective is too expensive, try ignorance. That can be extremely expensive. Recent world events, and the public lack of basic information regarding them, call for a degree of literacy far greater than what exists today. America's schools can help all of our future citizens gain this familiarity. Given the dramatic changes in our

global environment, we need programs that will help guarantee that every student who leaves school will be equipped with the necessary knowledge and attitudes required to manage constructively the global issues, concerns, and realities that will condition the lives of all humans in the future. Lozano Appointed Special Assistant President Ronald Reagan has announced the appointment of Diana Lozano to be Special Assistant to the President and Deputy Director for Public Liaison. with management responsibility for Human Services. The Office of Public Liaison, under the direction of Elizabeth Hanford Dole, is President Reagan's major outreach program at the White House. Its mission is to ensure that the views of key groups are considered by the President in developing his agenda. The Office of Public Liaison seeks to develop a broader understanding of the Reagan Administration's policies an...; programs. Before joining the White House Staff, Miss Lozano was a National Account Marketing Representative with the IBM Corporation in New York. From 1973 to 1977, she was Executive Assistant to the Director of the Minority Business Development Agency in the U.S. Department of Commerce. In 1972 Miss Lozano served in the White House Communications office and in the office of the Counsellor to the President. Her responsibilities included liaison with Federal departments and agencies on programs affecting Hispanics. In 1971-72 she served as Special

Assistant to the Chairman of the Cabinet Committee on Opportunities for Spanish Speaking People. Miss Lozano was born In San Jose, California on October 30, 1947. Senator Lloyd Bentsen on Thursday announced the appointment of Esteban A. Aguilar as a Legislative Assistant. Aguilar joins the Senator's Washington, D.C. staff after serving as an associate with the law firm of Studdard, Melby, Schwartz, Crowson and Parrish in El Paso. Aguilar, age 29, is a native of El Paso. He and his wife, Anna Cathleen, have two children, Esteban and Laura. They will join him in Washington. The new Bentsen aide holds a law degree from the University of New Mexico and a Bachelor's degree in criminal justice from the University of Texas at El Paso. Aguilar is a member of the American Bar Association and the State Bars of Texas and New Mexico. As a law student, he received the Dean's Award and the Outstanding Graduate Faculty Award in 1978 at the University of New Mexico's School of Law. Aguilar is a member of the El Paso Jaycees and has served on the El Paso County Child Welfare Board.

SURVIVORS BENEFITS Social security survivors insurance, like most insurance plans, has two important parts. One is the protection it gives. Almost all workers and their families are protected by this part of social security. Of course, it's the kind of protection you hope you never benefit from, but it's reasuring to know it's there if you do need it. The other important part of survivors insurance is the monthly . checks it pays. When your family's income stops or is reduced because of death, survivors benefits can be a big help. It's this combination of protection and benefits that makes this part of social -. security so valuable. About seven and a half million peopl: get survivors checks. But just as important is the protection 115 million workers are earning for themselves and their families...and the fact that 95 out of 100 children under 18 and unmarried full time student up to the age of 22 and their parents could get monthly checks if the family breadwinner should die. Widows and widowers can get benefits at age 60, or at any age if they are caring for an entitled child of the deceased worker. What this means, to use an example, is this: if a woman is widowed at age 35 and she has no children, then she can't get survivors benefits until she reaches age 60... or age 50 if she's disabled. But if she has children under 18 in her care, then she can get benefits immediately. And, of course, the children also get benefits. Under some circumstances, divorced wives, grandchildren, and parents of deceased - workers may be eligible for benefits. Men can get benefits under the same circumstances as women. But these rules are a little complicated, so if you might be eligible, get in touch with any social security office. You should apply for benefits as soon as possible after the worker's death. Also, there are several important papers, or proofs, that are needed to complete an application...things like social security numbers, birth certificates, earnings information, and the like. La otra pane importante del seguro de sobrevivientes se refiere a los cheques que page mensualment. Cuando el ingreso de una familia termina o se reduce debido al fallecimiento de quien gang el sustento, los beneficios de sobreviviente pueden ser uno gran ayuda. Aproximadamente siete millones y medio de personas recibien cheques de sobrevivientes. Pero igualmente importante es la proteccidn que 115 millones de trabajadores .tan ganando para ellos y sus familias...y el hecho que 95 de cads 100 nifios menore de 18 o hasta la edad de 22 afios si son .tudiantes de tiempo completo y sus padres puedan recibir cheques merisuales si Ia cabeza de la familia muere. Hance Predicts No Cuts

Por Sofia T. Martinez U.S. Rep. Kent Hance predicted on May 29 - Friday that there will be no "drastic" reduction in the near future in benefits under the Social Security System. The Texas Congressman said he has not endorsed any of the present proposals for changing Social Security, but is committed to ensuring that it remains financially solvent. He said he expects final approval by Congress of a strong, workable plan which will keep the system "sound." "We will see some changes in the system," he said. "But I do not think we will see increased penalities for early retirement or drastic reductions in benefits as have been proposed. I firmly believe that those individuals who have worked hard and paid into the Social Security System over the years are entitled to the benefits of a sound

retirement insurance program which they were promised. Any substantive changes must be fair and must be phased in so that those affected will have time to make the necessary adjustments and plan (or the future. "Because of the nature of the Social Security System where contributions are made systematically throughout the working career, it is a kind of contract which should not be broken," said Hance. "It must be fulfilled and cannot be watered down or breached by the government. There is simply no conceivable way that drastic benefit reductions or bankruptcy can be permitted." As a Member of the Ways & Means Commitee, Hance will review the various proposals regarding Social Security benefits, including those of President Reagan which were recently announced.

Los Dias Escolares Un Nino Migratorio Mira Al Pasado Por Javier Aguirre i,Que aprendi en Ia escuela primaria? eres uno de esos muchachos migratorios, i,no es asir pregunt6 El. Lo mire sin comprcnder lo que estaba diciendo. "Todos usted., los muchachos migratorios, tienen piojos en el .bello, ego es lo que dice mi madre. Jienes piojos en el .bello? Apucsto que si." Al decir eso, commzo a halarme cl pelo y a burlarse de quc yo era un muchacho migratorio. Le di un puntapit y lo hice caer, y cuando estaba en el suelo brinque con dureza sobre su esternago y lc di de puntapiEs. Le cornettzo a sangra.. la nariz y me volvi, marchadome dc alli. La escuela primaria, para mi, queria dear sentarme solo en el autobus de la escuela, desirado por los dee. ninos. Eran los autobuses escolares que nos pasaban de largo al grupo de nosotros que esperaba en la parada del campamento de trabajadores, y el conductor hacia caso omiso de nosotros como si no hubieran habido niftos alli, mientras los otros muchachos se reian y nos seffalaban mientras el autobus se alejaba. Alli estaba Arnoldo, diciendole a una de las maestras que no le gritara mils o la cortaria con el cuchillo curvo que usaba para separa las uvas de la parra. Por suerte, el no podia hablar inglEs y ella no comprendia .panol. El ultimo dia de clases, todos los muchachos del campamento les hacfan pasar malos ratos a todos los demos muchachos en el autobUs. Cuanto placer y dulzura nos hacia sentir Es° - tirades del

polo, ponerles zancadillas, lanzarle uvas al conductor del autobus, y retar a los demas muchachos para quc nos denunciaran. Toda una temporada de d.ilusi6n producla una cosecha de vengan.. La escuela estaba en algiin lugar donde yo no tenia que ir. Era un recuerdo nacido en Socorro, Tejas, y desde que salimos del Paso una actividad que solamente ocurria de vez en cuando. La escuela era un mundo de ninos y juegos, mat gringos de los que yo habia visto nunca y azotainas que nos administraba alguien llamado el director, que castigaba a los ninos por lo que ellos decian. No fud sino hasta mss tarde que los soci6logos y los teorizantes nos informaron que nos habian castigado por no saber hablar ingles. La escuela era el lugar donde me ridiculizaban por mis ropas, mi forma de razonar, y por mi cuello, mis codos, mi .bello y mis manos - que limpiaba mi madre y Ia escuela criti.ba, La escuela era la Sra. Rose, que disfrutaba mucho haciendo marchar a los nifios del campamento hasta el bebedero de agua del pasillo, dandonos un pedazo de jabOn y entonces trayendo a toda la Clare para que observara a medida que nos ordenaba lavarnos los cuellos. "Mires, zno saben como lavarse el cuello? Esta sucio." (Me asombraba el que la Sea. La escuela, para mi, era calcular el costo de cada cesta de fresas y entonces multiplicar ese costo por un cierto numero de cestas para determinar cuanto dinero ganaria. La escuela, para mi, estaba escrita en una pizarra que contaba el numero de peladafios de una escalera multipli.do por el numero de veces que yo subla esa escaler, perfilando mi viaje hacia dentro de Ia vida. La escuela era observar las millas que se agregaban al automovil dc mi padre, o escuchar a mi madre brornear sobre las arrugas que se anadian a su cara, u oirla decir a mi padre que sus canas estaban aumentando "con esta vida." "Esta vida." Esta vida era una de movimiento constante, ya QUe Mi munch

La vida habia comenzado en El Paso, y me habia Ilevado a travel de Clint, Fabens, Ysleta, Socorro, El Paso, San Elizario y Juarez. Entonces In vida tomb un salto grande de.ide uno de esos pueblos y me Ilev6 a lugares lejanos como Oregon, Arizona, California y el resto de Tejas. La vida tenia mat escuelas que todos los atlas que past asistiendo a Ia escuela. La vida era una sonrisa, una lagrima, un susurro, una tormenta que tronaba. La vida era una estacion de Greyhound para ir de vije, en la que nadie sabla de que mode saludar.
