BASES 20o FESTIVAL INTERNACIONAL DE CINE DE VALDIVIA 2013 Organiza: Universidad Austral de Chile Produce: Centro Cultural de Promoción Cinematográfica de Valdivia. Invitan: Ilustre Municipalidad de Valdivia y Gobierno Regional de Los Ríos. 1. - OBJETIVOS: Ofrecer a los realizadores audiovisuales chilenos y extranjeros un espacio de difusión y competencia, junto con promover la producción audiovisual nacional e internacional de calidad artística. 2. - FECHA DEL CERTAMEN: Tendrá lugar en la ciudad de Valdivia entre el 7 y el 13 de octubre de 2013. 3.- CATEGORÍAS DEL CERTAMEN: I.- Competencia Largometraje Internacional: Selección Oficial orientada a la exhibición de películas de largometraje, en los géneros de ficción o documental, chilenas o extranjeras, de un mínimo de 60 minutos, terminadas en los formatos establecidos más adelante (ver formatos de proyección en punto 7, letra d). Las películas que participen en esta categoría no podrán haber sido exhibidas con anterioridad en CHILE bajo ningún concepto y por ningún medio. II.- Competencia Largometraje Chileno: Selección Oficial orientada a la exhibición de películas de largometraje, en los géneros de ficción o documental, de producción chilena, de un mínimo de 60 minutos, terminadas en los formatos establecidos más adelante (ver formatos de proyección en punto 7, letra d). Las películas que participen en esta categoría no podrán haber sido exhibidas con anterioridad en CHILE bajo ningún concepto y por ningún medio. Para ambas categorías existirá un formulario único de postulación. Se privilegiarán las películas que realicen en nuestro festival su estreno mundial o latinoamericano. En el caso de las películas chilenas, el equipo de programación del festival determinará cuáles serán las producciones nacionales seleccionadas en cada competencia. III.- Competencia Cortometrajes de Escuelas de Cine Latinoamericanas: Selección Oficial orientada a la exhibición de obras de estudiantes de cine, audiovisual o similar, tanto de pre-grado como post-títulos, y en los géneros ficción, documental, experimental y/o animación, realizadas en cualquier formato, de duración máxima 30 minutos incluidos los créditos, realizados en instituciones chilenas o latinoamericanas por directores chilenos o latinoamericanos (ver formatos de proyección en punto 7, letra d). 4. - CONDICIONES GENERALES DE PARTICIPACIÓN: a) Podrán participar aquellas obras de largometrajes terminadas a partir del 1o de Noviembre de 2012 y cortometrajes finalizados a partir del 1o de Julio de 2012.

b) Las obras recepcionadas para la competencia, en las distintas categorías, serán sometidas a un proceso de preselección realizado por el equipo de programación del festival. c) Para participar los realizadores deberán enviar tres copias en formato DVD (NTSC o PAL), hablada o subtitulada al español, para la etapa de preselección. d) Las copias en DVD, para la etapa de preselección, deberán ir dentro de un estuche, cuya portada contenga la siguiente información: - Categoría en la que participa - Título de la obra. - Nombre del director. - Fecha de producción. - Duración. - País de origen. e) Los DVDs enviados no serán devueltos y pasarán a formar parte del archivo histórico del Festival Internacional de Cine de Valdivia. El postulante acepta conocer esta cláusula al momento de enviar su postulación. El festival solicitará la autorización correspondiente a productores y distribuidores de las obras para ser utilizadas en actividades culturales sin fines de lucro fuera del marco del programa del evento, una vez finalizado éste. f) La inscripción de una obra en la presente convocatoria supone la total aceptación de estas bases. En particular, por el sólo hecho de enviar su formulario de postulación, el firmante declara tener poder y autorizar efectivamente la comunicación pública de la obra durante el período del festival (7-13 octubre 2013) en la ciudad de Valdivia, de acuerdo a la Ley chilena No 17.336 sobre Propiedad Intelectual. El firmante de la postulación declara además, que en el caso que su proyecto comprometa afecte o incluya la utilización total o parcial de obras protegidas por la legislación nacional o internacional sobre Propiedad Intelectual, y cuyos titulares de derecho de autor sean personas distintas de la del postulante del proyecto, cuenta con la autorización expresa de utilización de la obra dada por el titular del derecho de autor, cumpliendo con las formalidades indicadas en las presentes bases y sin perjuicio de las excepciones contempladas en el Título III de la señalada ley. La autorización es el permiso otorgado por el titular del derecho de autor en cualquier forma contractual, para utilizar la obra de algunos de los modos y por algunos de los medios que la legislación sobre propiedad intelectual establece. g) La organización del certamen se reserva el derecho de tomar las decisiones que estime pertinentes para aquellos casos no previstos en estas bases. h) No se aceptarán obras que hayan participado en la etapa de preselección y/o sección competitiva de versiones anteriores del Festival Internacional de Cine de Valdivia. i) Los productores y distribuidores de aquellos filmes que integran la Selección Oficial, así como aquéllos que obtengan premios en las distintas categorías, se comprometen a incluir en su publicidad y material de prensa la frase "Selección Oficial – 20o Festival Internacional de Cine de Valdivia", utilizando el logotipo del Festival. Este compromiso se aplica tanto a los estrenos comerciales en salas como a la distribución de la obra con o sin soportes físicos.

Los productores y distribuidores de las películas de la Selección Oficial autorizan expresamente al Centro Cultural de Promoción Cinematográfica de Valdivia a exhibirlos hasta cuatro (4) veces en funciones sin fines de lucro en Chile en el caso de los cortometrajes, y dos (2) veces en el caso de los largometrajes, como parte de la extensión cultural del FICValdivia al resto del territorio nacional. El postulante acepta conocer esta cláusula al momento de enviar su postulación. 5. - JURADO a) Estará formado por personalidades del medio audiovisual, de las artes y la cultura, nacionales y extranjeras. b) Estarán inhabilitados de formar parte del jurado personas directamente relacionadas con las obras en competencia. c) La decisión del jurado es inapelable. 6. - PREMIOS El Jurado de las distintas categorías oficiales del 20o Festival Internacional de Cine de Valdivia entregará los siguientes Premios: I.- Largometraje Internacional: - Premio Mejor Largometraje - Premio Especial del Jurado - Mención Especial del Jurado II.- Largometraje Chileno - Premio Mejor Largometraje - Premio Especial del Jurado III.- Cortometraje Escuelas de Cine Latinoamericanas: - Premio Mejor Cortometraje 7. - FECHA DE INSCRIPCIÓN Y ENVÍO DEL MATERIAL: Los materiales deben ser enviados bajo el siguiente nombre: 20o Festival Internacional de Cine de Valdivia El Festival ha habilitado la siguiente dirección para el envío del material de preselección: Centro Cultural de Promoción Cinematográfica de Valdivia Vicente Pérez Rosales 787, Oficina E Código Postal: 5110652 Valdivia, Región 14 de los Ríos, Chile. Las inscripciones deberán realizarse por medio del formulario electrónico disponible en nuestro sitio web http://www.ficvaldivia.cl. Para mayor información contáctate con nosotros a través del mail [email protected] a) La ficha de inscripción impresa y el material en formato DVD serán recibido hasta el 28 de junio de 2013 como PLAZO MÁXIMO para los largometrajes, y 12 de julio 2013 para los cortometrajes. El material debe haber llegado a nuestro domicilio para dichas fechas. b) La Selección Oficial será anunciada el mes de septiembre en el sitio web www.ficvaldivia.cl. Por el solo hecho de postular a estas bases, las obras seleccionadas automáticamente aceptan autorizar extractos de imagen de su screener para efectuar la promoción de la Selección Oficial del Festival a través de medios.

c) Las copias originales deberán llegar a Valdivia a más tardar el día 27 de Septiembre de 2013. d) Los formatos de proyección son: CINE: -35 mm (sólo Selección Oficial Largometraje). VIDEO: -HDCam (sólo Selección Oficial Largometraje). -DCP -DVCAM. -MiniDV . -  Apple Proress HQ e) Sólo se aceptarán copias en norma NTSC f) Los largometrajes de habla no inglesa participantes de la Selección Oficial Largometraje Internacional y de la Selección Oficial Largometraje Chileno deberán enviar una copia de exhibición subtitulada al inglés. g) Los cortometrajes de habla hispana de la Selección Cortometraje Latinoamericano deberán enviar una copia de exhibición subtitulada al inglés. Los cortometrajes de habla no hispana deberán enviar una copia de exhibición subtitulada al español. 8. - TRASLADO DE LAS COPIAS a) Las copias de exhibición deberán ser enviadas únicamente a: Centro Cultural de Promoción Cinematográfica de Valdivia Vicente Pérez Rosales 787, Oficina E Código Postal: 5110652 Valdivia, Región 14 de los Ríos, Chile b) Los gastos de envío de las obras, tanto para la preselección como para la Selección Oficial serán de responsabilidad del postulante. La organización del certamen sólo se hará cargo de la devolución de éstas. c) Los materiales cinematográficos seleccionados para la Selección Oficial deberán ser enviados con las medidas necesarias para proteger su contenido. En el caso de copias 35mm, se solicita verificar sus correspondientes carretes o bobinas de arrastre y “taco” de laboratorio, además de un container adecuado para las bobinas que permita su rápida revisión por parte de aduanas. En el caso de copias en cinta magnética SD o HD, asegurar una buena caja de protección para su transporte. 9. - SEGUROS DE LAS COPIAS a) El certamen no se responsabiliza por los daños o pérdidas ocurridas durante el traslado de las copias. b) En caso de daño grave o pérdida durante el Festival, y mientras esté en su poder, la organización responderá por el costo de reposición de la copia, siempre y cuando esta situación sea notificada durante el certamen.

             

  THERMS AND CONDITIONS OF THE 20o FESTIVAL INTERNACIONAL DE CINE DE VALDIVIA. FICVALDIVIA 2013 Organized by: Universidad Austral de Chile Produced by: Centro Cultural de Promoción Cinematográfica de Valdivia. Invitation by: Ilustre Municipalidad de Valdivia y Gobierno Regional de Los Ríos. 1. - OBJECTIVES: Offer the Chilean and foreign film creators a competition and spreading space as well as promoting its artistic quality. 2. – DATES OF THE CMPETITON: The festival will occur in the city of Valdivia, Chile, between the 7th and the 13th of October 2013. 3.- COMPETITION CATEGORIES: I.- Competencia Largometraje Internacional: Official selection oriented to the exhibition of fiction or documentary feature films, produced in Chile or abroad, of a minimum of 60 minutes, finished in the formats that are later on stipulated (see projection in 7, letter D). These selected films cannot have been showed in CHILE, under no means whatsoever. II.- Competencia Largometraje Chileno: Official selection oriented to the exhibition of fiction or documentary feature films, produced in Chile, of a minimum of 60 minutes, finished in the formats that are later on stipulated (see projection in 7, letter D). These selected films cannot have been showed in CHILE, under no means whatsoever. There is only one application form item for both categories of competition. Films that are doing their world premiere in FICValdivia 2013 will be privileged at the time of selection. In the case of Chilean films, the programming team will be in charge of selecting the movies that will be competing. III.- Competencia Cortometrajes de Escuelas de Cine Latinoamericanas: Official selection oriented to the exhibition of film students (or similar) work, under and post graduate in the genres of fiction, documentary, experimental and/or animation, realised in any format. These work must be 30 minutes of maximum length (including the credits) and must be created in Chilean or Latin-American education institutions by Chilean or Latin-American directors.

4. – CONDITION TO PARTICIPATE: a) All feature films that are finished from the 1st of November 2012 and all short films finished from the 1st of July 2012. b) All applications, from all competition categories, will be selected by the programing team of the festival. c) To participate in the selection, all applicants must send 3 copies of the film, in DVD format (NTSC or PAL), spoken in Spanish or with Spanish subtitles. d) The DVD copies, for selection puroposes, must be sent within a DVD case, with a cover that states the following: - Competition Category - Title - Director Name - Production Date - Duration - Country of Origin e) All DVDs that are sent will not be returned and they will become part of the Festival Internacional de Cine de Valdivia historic archive for cultural purposes (non-commercial use). Please be informed that this regulation is accepted by the participant when applying online. f) By applying online, the participant will be accepting the totality of tems and conditions present in this document. By accepting, the participant accepts the festival to use this information in all public communication forms, and the screening of the film during the festival period (7-13 of October 2013) in the city of Valdivia, according to chilean law (art. 17.336). By applying, the participant also accepts and commits that the film posses all due copyright permissions to all pieces of its content. g) The organization of the Festival, reserves the rights to make unilateral desitions to all those cases that are not met by this form. h) All films that have not participated in the selection stage and/or films that have competed in previous versions of the festival, will not accepted.

i) All films selected, and those how receive any award in the festival, have the commitment of its producers and distributers to include the FICValdivia logo and the frase “Official Selection of the 20º Festival Internacional de Cine de Valdivia” in all the publicity and communication of the film including commercial releases in any format. All producers and distributers of the selected movies, authorise the Centro Cultural de Producción CInematográfica de Valdivia, to exhibit the film for up to four (4) times in non-commercial screenings in the case of short films and two (2) in the case of feature films, as part as the cultural extension efforts of the FICValdivia in the rest of the Chilean territory. 5. – THE JURY a) It will be formed by authorities of the audiovisual, artistic and cultural scene, from Chile and abroad. b) All people related to any competing film, are disabled as possible Jury. c) The Jury´s decision is final. 6. - AWARDS Each Official Selection competition Jury, on this 20th version, will give the following awards: I.- Largometraje Internacional: - Award for best feature film (Premio Mejor Largometraje) - Special Jury Award (Premio Especial del Jurado) - Special Jury Mention (Mención Especial del Jurado) II.- Largometraje Chileno - Award for best feature film (Premio Mejor Largometraje) - Special Jury Award (Premio Especial del Jurado) III.- Cortometraje Escuelas de Cine Latinoamericanas: - Award for best short film (Premio Mejor Cortometraje)

Chile. Only applications done through the online form, present in http://www.ficvaldivia.cl, included the sent DVD copies (as stipulated earlier) will be accepted. If you have any enquiries, pleas write to [email protected]. a) All sent material will be received until the 28th of June 2013 as a MAXIMUM date for feature films and the 12th of Jully 2013 for short films. Please note that all material has to be delivered by those dates. b) The selected films will be announced in the month of September on our website. All applicants, just my applying and submitting the form, are accepting the festival to use fragments of their movie to create the screener that promotes the festival in different media. c) All original copies must arrive to our offices in Valdivia, by the 27th of September 2013. d) The projection/screening formats are: FILM: -35 mm (only for Selección Oficial Largometraje). Chile. b) All shipping expenses, as for the selection process and the exhibition process, are of full responsibility of the applicant. The Festival will only be responsible for the delivery expenses of returning the films. c) All cinematographic material selected for the Selección Oficial must be sent with the appropriate measures to protect the filmic content. In case of 35mm copies, we request the applicant to assure the corresponding reels, coils and lab material are in order, in addition to the appropriate container for express check in customs. In case of magnetic SD or HD films, please ensure a proper transportation box to protect the content. 9. – COPY ENSURANCE a) The Festival does not take responsibility for the damages and/or losses of copies that happen during the delivery process. b) In case of damages and/or losses during the Festival, while is in its domain, the organization will respond for the costs of reposition of the copy, as long as this situation is notified during the festival.
