Human Trafficking Departamento del Sheriff Probará Cámaras en Uniformes BY ESTEPHANIA BAEZ

It constitutes modern slavery; it is a human-rights violation that strips victims of their freedom and their dignity. It is human trafficking, the illegal trade of human beings. In the past two years, there have been 110 cases in San Diego County. Forty percent of the rescued victims came into San Diego through the Mexican border, and 90% of them are women between the ages of 12 and 21. “Traffickers use force, coercion, and deceit; for example, they tell [the potential victim] that they has been chosen as a model. They think they’re going to model, but then when they

After the victims are rescued, they are offered rehabilitation; however, this process is sometimes delayed due to the fact that they have to face their aggressors in court. To help in this regard, the San Diego District Attorney’s Office is promoting a new initiative that would simplify the legal proceedings. “The intent of the bill is for judges to prosecute cases that happened in

Victims are generally told ‘I know where your family lives’, so right away [the victims] start to think that what matters most is to keep their family safe because otherwise they will be killed,” shared Marissa Ugarte, Director of the Binational Safety Corridor Coalition, an organization dedicated to investigating and rescuing trafficking victims. This would also mean savings to the court, because it would be tried as a single case, so it would only require one judge, one prosecutor, and one attorney,” stated San Diego District Attorney Bonnie Dummanis. “I have people who love me now, but my dream is to have my own little family: a husband, a baby, to have a home and get up each

PROMOTING A BETTER FUTURE FOR LATINO YOUTH BY ALEXANDRA MENDOZA

As a child, Ignacio De la Torre always wanted to know how the things around him worked. He used to open up watches, toy cars, and basically anything electrical just to watch how the gears turned or how the watch hands moved. CONTINUED ON PAGE 4

Just when it seemed that the current San Diego Mayor would have a free run to reelection, former California State Assembly Member Lori Saldaña officially threw her hat into the ring. Saldaña, who was an Assemblymember from 2004 to 2010, and is also a teacher, enters the race with just under six months to go before the June primary, putting her at a disadvantage against incumbent Republican Kevin Faulconer. Faulconer has alrady raised more than $1 million for his reelection. In spite of it, the former legislator is optimistic, quoting her father – a former soldier and then local journalist – at the start of her candidacy, stating that he taught her that “taking certain risks in spite of the possibilities is worth it.” “I love this city very much, and I believe that it is worth it to fight for San Diego and its future,” said Ms. Saldaña after announcing her candidacy.

OUT AROUND TOWN FOSTER QUITS SD Unified School District Board Member Marne Foster resigned her seat Tuesday after being convicted of accepting illegal gifts while on the board. The charges stem from gifts provided by a wealthy SD woman that paid for Foster’s son to attend a drama camp and also plane tickets for a college visit. Under state law a board member cannot accept more than $450 per year in gifts from any one person. The total value of the gifts was $3,487. Under the plea deal Foster got 3 years probation, can’t run for office for 4 years, and must repay the amount of the gifts.

FRAGOZO IN COURT Escondido Union School District Board Member Jose Fragozo pled not guilty to 13 felonies this week related to claims he lived outside his district and filed false forms about his residency. The charges carry a maximum sentence of over 9 years. Fragozo claimed he lived in an apartment in one area of town and also owns a nearby 4-bedroom home where he claims his wife lives because they are separated. The DA’s office alleges that’s not true.

CV BANS GROWING POT The Chula Vista City Council voted Wednesday to ban the cultivation of pot. There are currently 10 pot shops operating illegally in the city but the new ban targets the growing of plants. Cities only have until March 1st to pass their own laws or default to the state laws. By passing this ban the City may revisit the issue at a later time and revise the ban or set up new operating standards.

LATINOS IN IDAHO The Papa State? A small town in Idaho now has an all Latino city council. Wilder, ID, a town of only 1,500 residents, now has Latinos in all 4 council seats, as well as a Latina mayor. It’s the first city in Idaho to ever have all Latinos on a city council. The latest councilman elected was 19-year-old college student Ismael Hernandez. The city is more than 75% Latino.

PERSPECTIVE

Football May Have Peaked and Headed Toward Extinction

A

s the Carolina Panthers and Denver Broncos get ready for the 50th Super Bowl Game, some believe that football’s greatest days may be in the rear view mirror. For several years now, critics have been raising concerns that football as a sport is too dangerous for kids to play, and now many are making the same arguments about full grown men. Too many cases of concussions, brain damage, and suicides among former players exist for us not to agree. All the glitz and glamor of the Super Bowl can’t mask the true impact of such a brutally physical game. Last month, former Pittsburgh Steelers and Washington Redskins wide receiver Antwaan Randle El said in an interview that he regretted having played football and feels he should have played baseball instead because of the devastating injuries he sustained. He also said he wouldn’t be surprised if football is gone in 20-25 years. Although the game has changed and equipment has improved over the years, the diagnosis in 2002 of chronic traumatic encephalopathy, or

CTE, changed the future of the game forever. CTE is the permanent brain injury that comes from repeated impacts, most of which are not even noticeable. Famous former players have been proven to have had CTE but, unfortunately, most of their injuries were only diagnosed after they died. The first documented case was that of Pittsburgh Steelers Hall of Fame center Mike Webster who died in 2002 of a heart attack after his life fell apart. His autopsy revealed brain damage no one knew he suffered from. In September 2004, another former Steelers player, Justin Strzelczyk, was killed when he drove his car at 90 MPH against traffic before hitting a tanker truck. His autopsy also found brain damage that later explained his physical and mental problems leading up to his death. In July 2005, former player Terry Long, committed suicide to escaped his physical torment caused by CTE by drinking automobile antifreeze. And all of our hearts were broken when Junior Seau took his own life in May 2012 by shooting himself to end his personal torture brought on by CTE. Junior had battled with pain

and emotional issues for years, including suffering from insomnia for at least the last seven years of his life. These cases of otherwise healthy athletes are conclusive in proving that the repeated impacts of football hits, even when wearing the best protective gear, are life threatening even if the players aren’t killed instantly or paralyzed from a broken neck. No amount of money to players can compensate them for a shortened life filled with endless suffering. But how does the biggest sport in America go away? It will most likely start the same way other dangerous products or activities are attacked; lawsuits. As more and more players, including children, claim injuries from the sport, surely more lawsuits will follow. And with more lawsuits will come an increased financial burden on schools, universities, pro football teams, and even referees. The cost of the sport will outweigh the income potential, and it will simply cease to exist. Our past is replete with businesses, products, and even sports that faded away or flat-out failed due to their inherent risks. Once powerful brands disappeared before, why not football? Since Greek times more than

4,500 years ago, a naturally occurring mineral was used for its flame-retardant properties. Through the centuries it was used even though it caused skin irritations. Even famed explorer Marco Polo was amazed by the material. Starting in the 19th century, is was used industrially in products including wiring, insulation, and curtains. But in the past 30 years, lawsuits led to the most costly legal settlements in history and eventually to the banning of that miracle material: Asbestos. As willing spectators, we can enjoy the thrill of the game and appreciate the athleticism of the players, but we should not ignore the physical toll it takes on their bodies. We should keep that in mind as we enjoy our threelayer nacho dip, drinks, and chicken wings on Sunday. We should also do what’s right and protect the modern day gladiators that have given their lives for our enjoyment, and protect future athletes from certain injuries that could end their lives prematurely. Football seems to be a dying game, and maybe its time to blow the final whistle.

Signatures Demanding a Stop to Raids Delivered to ICE BY ALEXANDRA MENDOZA

Human Rights organizations from throughout the U.S. delivered a package to President Barack Obama containing over 135,000 signatures asking for a stop to the raids against Central American immigrants fleeing the violence that is afflicting their home countries. San Diego was no exception. The North County Immigration Task Force delivered a petition signed by 10,000 Californians to the Immigration and Customs Enforcement (ICE) office in Downtown San Diego. As part of this nationwide movement, activists are demanding that refugees be given Temporary Protection Status (TPS) to stay deportation proceedings that would send them back to the country they fled from. Earlier this year, federal agencies began a series of raids – mainly in North Carolina, Texas, and Georgia – aimed at Central Americans who arrived in the U.S. after May 1st, 2014 and have final deportation orders. News of these raids are worrisome for all immigrant communities and grassroots organizations are in a state of high alert. “People are scared”, indicated Caroline Theiss-Aird, VicePresident of the North County Immigration Task Force. “We have been getting a lot of phone calls from people who are scared, and it goes well beyond the Central American refugee community”. In addition to immigrants impacted by violence in countries such as Guatemala, El Salvador, and Honduras, there have also been cases of people whose fear is organized crime in Mexico. “International law states that we

can receive people under these circumstances, and we want for our government to follow through on it”, said Ms. Theiss-Aird. Two Task Force representatives attempted to deliver the petition to ICE’s Associate Chief in San Diego, but he was not available. As a result, the petition was received by an officer at the front desk, said the activists. “We ask for [President] Obama and ICE to stop deporting people who are afraid of going back; they need more time to get their case together, they have not been able to get an attorney and get a fair hearing”, stated Pastor Anna Runion, who delivered the signed petition. Although federal agencies have not said that they are doing these kinds of raids in San Diego,

members of the group stated that they know of at least two cases of North County immigrants who were supposedly visited by ICE officers. “We have cases, but since people do not know who to go to, we’ve only heard of them by chance. However, if people know they can come to our organizations, we’ll see more and more people coming out,” expressed activist Maribel Solache. In regards to the raids going on in the U.S., Jeh Johnson, Secretary of Homeland Security, expressed in a press release earlier this year that the border “is not open to illegal immigration” and that operations will continue whenever they feel it is “appropriate.” “This should not come as a surprise, given that for months I have publicly said that people who

fit into the enforcement priorities, such as families and unaccompanied minors, will be deported”, states the press release, referring to Central American immigrants who arrived during the summer of 2014. 121 people were detained during the January raids, of whom 77 have already been deported back to their home countries, according to official data published by the news agency Agencia EFE As a result, activists are asking the immigrant community to take precautions such as not opening the door to immigration officers unless they have a warrant, and to stay informed through grassroots organizations as to what to do in the event they are detained. “Know your rights ahead of time so you can be prepared”, closed Ms. Theiss-Aird.

The Gurmilan Foundation Raises Awareness of Disability Rights Across the Border BY GENEVA GÁMEZ-VALLEJO

In life, we either accept change and new challenges or fall to our limitations. There are moments and circumstances that leave their mark in our lives, for better or for worse. As harsh as it may often seem to many, it is up to us to see the positive outcome of these occurrences. Life changing events can happen unexpectedly, but recovering from a traumatic accident can take years, sometimes a lifetime. However, it has been proven by human success stories that recovery is not impossible. Humberto Gurmilan’s story is an example of recovery after a life changing event. Gurmilan fell victim to the ocean’s power while surfing one day and survived his ordeal. Humberto has spent over 20 years in a wheelchair after being pulled from the deep waters where he was catching waves off Playas de Tijuana’s shores. His accident left him with a broken neck and paralyzed him from the waist down. An accident like that would end ny positive outlooks on life. Especially for a high school student with an active athletic life and big dreams for his future. Fortunately, Humberto’s spirits remained strong. Although, Gurmilan was born in San Diego, he and his family were living in Tijuana when the accident happened. Doctors at the Tijuana hospital where he was treated immediately suggested that Gurmilan seek medical attention stateside due to lack of equipment needed to properly get him moving again. Intense months of change came all around for him and his family as they moved to San Diego and integrated into their new community.

As tough as these changes were, the Gurmilan family remained supportive of Humberto; his accident did not hinder their future expectations for him. Fortunately, Gurmilan’s physical abilities improved and he was eventually able to be less dependent for mobility. Today, Gurmilan is independent and an above average hard worker who sets an example for those around him every single day. He drives himself anywhere he needs to go, holds an A.A. degree in Journalism and a B.A. in Communications. Humberto’s passion for sports continues both as a fan and as a professional. He is the sports anchor for Telemundo 33 newscasts at 6pm and 11pm and is a familiar face to local viewers. He is also well known around San Diego City College where he teaches communications courses. He has written an autobiography, “Desde Mi Silla,” (“From My Chair”) and was the protagonist of “Una Vez Más” a documentary about him that recently premiered in La Jolla and in Tijuana of which half of it’s proceeds

benefit his new cause, The Gurmilan Foundation. This foundation has been part of a bigger picture for Gurmilan, who’s been interested with the idea for about five years now and is now finally coming to fruition. Attempting to speak with Gurmilan on a busy night for him, after he’d finished his appearance on the newscast and after he’d run around all day with a long to-do list (that he personally feels that he has to complete), I offered to switch the interview to another day and maybe a different time as it was getting late. He replied immediately “I’m ready, let’s do this now,” which was just another example of his consistent perseverance and work ethic. Gurmilan spoke to me about this long pursuit to help others with disabilities that almost seemed overdue in his telling of it. “In a nutshell, The Gurmilan Foundation is a non-profit organization to help support proper health, education, offering books to educate and wheelchairs to the most needy,”

Gurmilan began to explain. “The foundation started five years ago when I started thinking of helping other people in Tijuana who don’t have the opportunities I had. There’s a big need in Tijuana, [and] in all of Mexico. There is a huge lack of inclusion in disability rights” He further explained how he had thought of all the many ways he could help and quickly realized he didn’t want to become another foundation that only donated wheelchairs, clothes, etc but he wanted to take it a step further and become part of the solution to the lack of a larger issue by educating and preparing those with disabilities to be a voice in their community so they can potentially demand rights of inclusion and be heard. “Taking wheelchairs [across the border] helps but not with the real problem of infrastructure. We want to help promote those getting educated so they can help others become leaders,” he said. “So far The Gurmilan Foundation has been able to aid a girl who is visually impaired by providing the tools she needs to learn braille, medicine and clothing but a lot more needs to happen so others can get the help they seek.” Members of the foundation board vary between community leaders, colleagues and others with disability success stories. He hopes to become a voice of motivation, empowering individuals with disabilities in challenged communities. The foundation will also raise awareness to a tremendous issue that is often placed low on the government’s priority list: disability rights. Those interested in learning more or helping can visit his website at gurmilanfoundation.org.

Having left the Democratic Party two years ago due to differences with local party leaders, Saldaña will race for the Mayor’s office as an Independent. Saldaña, 57, expressed that the strength of her campaign will be based on the support of volunteers and a community effort. She also challenged the incumbent to sign a commitment stating that if he wins he will finish his four-year term without leaving early to seek higher office. “Mr. Faulconer’s eyes, I believe, are on another prize,” said Saldaña, who asked the current Mayor to let her work lead the City if his end goal is to leave it. As a California Assembly Member, Saldaña was known for supporting environmental measures and veterans’ rights; in fact, she was named “Legislator of the Year” in 2006 by the California Association of Veterans Service Officers. After leaving the Legislature, Saldaña was involved in causes such as increasing minimum wage in San Diego, a measure that was vetoed by Mayor – and now opponent – Faulconer, and which will be on the ballot during the upcoming elections on June 7th. Saldaña reiterated her support for the minimum wage ordinance, which would increase wages for more than 100,000 workers, rejecting the argument that this would impact small businesses. “When people earn higher wages, we have more people

supporting local businesses; it might be tough at first, but other cities have done it and they have moved forward,” she shared. The measure could benefit Saldaña, since it is expected to draw a large number of voters in the June election. Saldaña also backed Councilmember Mark Kersey’s “Rebuild San Diego” initiative, which would allocate $5 billion to infrastructure projects such as libraries, public parks, and street improvements, among other things. Her main motivation has been to offer a clear alternative to voters who, until a few days ago, had none. According to the San Diego County Registrar of Voters, 3 other candidates have declared their intent to run, in addition to Faulconer and Saldaña. “I am going to motivate people who have never been interested in politics to participate in this election, because it is important and it has to do with their lives,” she expressed. Faulconer and Saldaña will vie for votes in the June 7th primaries, and if neither garners more than 50% of the votes, they will face off directly in the November general election. “He could win in June and, if that happens, I will go back to my final week of classes and that’s fine. But San Diego deserves better, they deserve for their Mayor to have opposition until November,” Saldana concluded.

Unauthorized Used Car Dealers BY ESTEPHANIA BAEZ

In San Diego County, there are individuals who pretend to be used car dealers and sell vehicles without being licensed to do so. They tend to buy cheap vehicles that have been repaired after being totaled. Buyers can easily fall victims of fraud, given that in most cases these cars’ frames have hidden defects and damages. “What these people do is just not right, I do everything by the book, these are my cars, my customers, I pay the insurance, I pay everything I need to so that my business is all legal,” said Ernesto Duran, owner of a well-known car lot in National City. “These people do it the easy way. They just come and park their cars and sometimes they have salvage titles. And the prices? Well, yes,

they’re cheaper so they get more customers because they buy cars on the street and then they [fix them] here, almost in front of my sidewalk so that it looks like it’s part of my business”, added Mr. Duran. According to a report issued by the San Diego D.A. ’s Office, the crime these illegal resellers most often incur in is tax evasion, since they leave the vehicle titles open or blank so that they do not appear in the ownership history; this way, the buyer is unaware that they did not pay Federal Income Tax or any other legally-required filings. The way these illegal resellers work is by parking a large number of vehicles at a single location all the time. Sometimes they block roads, as well as private property and parking lots. They also

attract buyers through online ads using different names and phone numbers. “This makes our people and other car dealers mad. It is unfair for them to continue operating. The worst thing is that sometimes they sell more cars than we do. We’ve seen how many cars they park out there, and by the end of the week there are only a few left. When the place [their cars] out in front of our lots, it makes it look

like we’re the ones selling them, and we have nothing to do with them, we sell good cars. This has been going on for a long time now, so what we did was to contact the Department of Motor Vehicles,” stated Andrew Duran, another used car dealer. After becoming aware of this, the California Department of Motor Vehicles

changes in the community by collaborating with nonprofits that want to make a difference. “It is important for the Company for employees to not just sell services, but also support individuals and groups that are doing something to improve the community”, voiced Mr. De la Torre, who now lives in Chula Vista. AT&T Aspire is the company’s $350 million signature initiative focused on helping students nationwide graduate high school ready for college and career. Although the initiative is open to students regardless of what their professional aspirations are, the company is focused on helping those who want to delve into science and technology-related fields. A Bureau of Labor Statistics study estimates that, by 2020, there will be close to 9.2 million jobs will be available in Science, Technology, Engineering, and Math (STEM) fields. In light of this, the

program is intended to empower low-income students with the tools they need to pursue these careers that are considered “the economy of the future” and where minority groups such as Hispanics are underrepresented. In 2011, only 7% of science-related positions in the U.S. were held by Latinos, according to U.S. Population Census data. “In order to improve the business climate in the U.S., we need to have more students pursuing these careers”, De la Torre expressed. Locally, AT&T has helped young men and women through organizations such as Reality Changers, Interfaith Community Services, and Barrio Logan College Institute, to name just a few. “We want for young people to not only finish high school, but to also have the opportunity to do something with their life, whether they want to go to community college or

to a university, and we also know that we needs to promote these careers”, he added. Another program that Ignacio De la Torre has been involved with locally has been his company’s Aspire Mentoring Academy. As a mentor, he has invited young people to visit the company’s facilities and learn about the jobs they do. Since the initiative started, it is estimated that AT&T employees have provided more than 1 million hours of mentoring to students throughout the United States. Ignacio De la Torre’s community work extend beyond AT&T’s walls. He has been involved for several years with organizations such as Downtown San Diego Partnership, the San Diego Regional Chamber of Commerce, United Way of San Diego County, Urban League of San Diego County, and earlier with the Chicano Federation.

HUMAN TRAFFICKING morning knowing that I have to go to work and then pick up my daughter at daycare,” said “Samantha”, a former victim. “I just want a normal life.” “Samantha” is one of thousands of trafficking victims. She managed to get out of a nightmare she had thought she’d never wake up from. “Our pimp wanted $500 a night from each of us. If we didn’t make enough money, he would beat us up. We could not eat, we could not sleep, he’d ’just send us back out. Sometimes we would have to stay at the corners until 4 or 5 a.m.,” shared “Samantha,” “Samantha,” together with 6 other women, lived at over 200 San Diego County hotels, and at times had to have sex with more than 15 men in a single night. This went on until one day she was brave enough to escape from her ordeal. Trafficking

victim advocate groups received her with open arms. Today, “Samantha” is battling the ghosts of her past on her way to recovery. “I am safe now. It’s been 4 or 5 months since I left, but sometimes I still feel anxious, scared. I don’t trust people. I have my issues, and sometimes I have my moments,” added Samantha. According to a study by the San Diego D.A. ’s Office Investigation Department, more than 50% of sex workers in San Diego County are being forced to perform this illegal activity. Most come from South American countries and were transported to the U.S. through trickery, under the false promise of a job and a better life. According to the same study, last year there was increase in the number of victims who do not report it for fear of being murdered.

organized an operation throughout the state in which undercover officers went to these illegal resellers posing as potential buyers, and then fined them. The investigation resulted in 93 fines and 68 warnings. They also seized 109 vehicles and arrested 4 individuals. In addition, a series of warnings were posted on the DMV website regarding the consequences of selling vehicles illegally and alerting would-be buyers so they will not fall victims to these illegal resellers. The San Diego District Attorney’s Office shared that whoever commits this crime can face severe consequences, up to and including jail time. “Over the years, our investigators have come across many of these cases, due to the fact that we border with Tijuana, Baja California, and many Tijuana residents come over for the sole purpose of buying cars on this side of the border”, stated Jesse Navarro, Director of Community Relations for the D.A. ’s Office. “They do the same illegal activity, but in Mexico; however, the punishments there are not as harsh. Every case is different, of course, but [illegal resellers] can get as much as 3 years in jail”, closed Navarro. For more information, please visit: www.dmv.ca.gov
