OFFICIALS SEAL CITY’S 60TH ANNIVERSARY HISTORY IN TIME CAPSULE

On December 1st, over 400 residents attended the Baldwin Park’s Annual Tree Lighting Ceremony at the Esther Snyder Community Center. In tow the two-part celebration helped ring in the holidays and also served as the closing ceremony of the City of Baldwin Park’s 60th Anniversary year-long festivities, where guests of all ages witnessed the official display of the City’s diamond celebration time capsule collection. In partnership with the Baldwin Park Historical Society, City staff collected over 100 items of Baldwin Park historical collections including; newspapers articles, pictures, dated publications, veteran collectables, historical maps, coins and other memorabilia that depict the different eras of Baldwin Park history. City departments including the Recreation and Community Services, Community Development, Police, Public Works, Human Resources and Finance also contributed to the time capsule by submitting items related to its services, awards, and accomplishments that have contributed to the City’s growth throughout the years. A special letter drafted by the 2016 City Council to future leaders in the year 2056, shared a sentiment of pride, vision, and past accomplishments- that will unfold 40 years from now at the 100th anniversary of the City. Additional items from local residents, businesses, public library, and the school district where among the crowd favorites. For those not able to submit items for consideration, they were invited to be part of history by taking part in the 60th Anniversary photograph-which is a recreation of a decades-old print featuring residents from Baldwin Park’s earliest days. The sealed time capsule will be on display at the Baldwin Park Historical Museum, 14403-B E. Pacific Avenue, starting January 26, 2017-marking the beginning of the 61st year of the City. The time capsule is not scheduled to be opened until forty years from now, at the City’s centennial celebration in 2056. The time capsule will serve as an educational component for the museum for generations to come. SOUTHERN CALIFORNIA EDISON’S OPTION E PROGRAM In June 2016, Southern California Edison’s (SCE) Option E program became available to Cities to request LED technology for SCE owned streetlights.  This new program, titled “Option E – LED Fixture Replacement Program” would convert over 500 SCE owned streetlights within the City of Baldwin Park’s jurisdiction. Since the City of Baldwin Park joined early as the program was gaining traction, the City has been placed at the top of the queue for jurisdictions awaiting LED conversion and will be the first City to receive the LED conversion. The City will not pay any upfront capital costs; however, the contractual term is locked-in for twenty years and incorporates an energy efficiency premium, which recovers the capital expenditure for the installation of LED fixtures. The program will save a significant amount annually in energy costs for the first twenty (20) years of the contract. Under this new Program, any future LED replacement or pole knockdown is covered by SCE as usual. The Option E Program is also eligible for energy efficiency incentives under standard Energy Efficiency programs administered by SCE. SCE is nearly complete with the planning phase and is estimating the conversion to take place early 2017.

ANIMAL CONTROL DEPARTMENT CANVASSING TO BEGIN JANUARY 2017 The City of Baldwin Park contracts with the County of Los Angeles for animal care and control services. As part of this contract, uniformed officers from the County of Los Angeles Department of Animal Care and Control’s Enforcement Services Division are now at work in our city, making sure dogs and cats are licensed as required by law. Both state law and the municipal code require that dogs over the age of four months be licensed and have a current rabies vaccination. The County of Los Angeles officers will be canvassing the City of Baldwin Park to remind pet owners of these requirements and to facilitate the licensing of unregistered dogs. Licensing provides a means of verifying that dogs have received the required vaccinations and also to help identify ownership of a lost pet. Revenue generated from the issuance of licenses helps to pay for Animal Care and Control services in the City of Baldwin Park since our city receives 100% of the revenue from license sales as a credit against the cost of providing animal regulation services. We ask that you cooperate with these officers as they are carrying out their legally assigned duties to ensure that dogs are licensed as required by law. If you are not at home when an officer from the Department of Animal Care and Control visits your home, he or she will leave a “call back” notice. If you do not have a dog, of course you do not have to purchase a license. If your pet already has a current license, you have the option of renewing your license through the officer who visits your house. If your pet is not licensed, you are required by the State of California to obtain one. Dog owners who are not in compliance with the law will be subject to license fees, a delinquency charge equivalent to the license fee, and a $40 field enforcement fee. One reason the City of Baldwin Park is such an attractive and desirable community is because our municipal government supports the principles of responsible pet ownership, which includes enforcement of the leash law to prevent animals from running at large. Your cooperation with the officers from the Department of Animal Care and Control will assist us in maintaining the quality of life we enjoy. COUNTY OF LOS ANGELES PUBLIC LIBRARY Start the New Year off with some family fun at the Baldwin Park Library. During the month of January we will host a variety of programs for all ages. Join us every Tuesday at 11:30 AM for Toddler Storytime and every Wednesday at 3 PM for Family Storytime. We will host two family activities this month that will take place on Saturdays, January 14th and 28th at 2 PM. Superintendent’s Message Baldwin Park Unified School District was off to a great start this fall with students engaged in an amazing array of activities – far too many to recount – ranging from musical performances to celebrations that deepen our understanding and appreciation of diverse cultures. A signature aspect of much of what we’ve done is our close connection with community partners, who provide us with incredible levels of support. For example, our Geddes Elementary students benefited from a gift of 150 shoes from Southern California Edison – a timely and helpful donation for a school tackling a 100-mile fitness challenge. We also engaged community parents with Disciplina Positiva, a program that offers tips and techniques for connecting with kids and encouraging them to succeed. The program is in its third year and will be offered again this spring. Finally, some of our schools let their creativity flow free. At Santa Fe School, students were rewarded for positive behavior with a celebration that included obstacle courses and water balloon battles. At Holland Elementary, students took part in a color run to raise money for school celebrations. These types of activities are an incredibly valuable tool for engaging with our students, our community and our parents – a partnership that ensures high achievement for all learners. Froilan N. Shoe Donation Prepares Geddes Students for 100-Mile Challenge Geddes Elementary students who are tackling a 100-mile running challenge received a boost to their efforts from a pair of community groups – a donation of 150 pairs of shoes. Southern California Edison teamed with Shoes That Fit, a nonprofit that pairs schools with sponsoring groups, to provide the shoes in October. “We are indebted to SoCal Edison and Shoes That Fit for this incredible gift,” Baldwin Park Unified Superintendent Froilan N. Mendoza said. “It’s a wonderful element of support for our children and their families.”

Shoes That Fit, formed in Claremont, works with thousands of school districts across the U.S. to ensure children have new, fitting shoes – a boost to their self-esteem. School officials identified the students most in need of shoes. The gift will ensure all students tackling the school’s 100-mile challenge have proper footwear. The students are part of a 100 Mile Club, and work away toward their goal with weekly runs. The program is designed to build student confidence and encourage healthy lifestyles. “This generous gift will speed our children toward their goals,” Principal Irene Garcia said.

Baldwin Park Unified Program Reinforces Positive Parenting Skills More than 75 parents from across Baldwin Park Unified participated in a series of six workshops this fall aimed at reinforcing positive parenting skills, reviewing and learning techniques for engaging children. Disciplina Positiva classes were offered weekly and covered such topics as texting, social media promoting strong grades, and ways to make children feel indispensable. A morning class at a District elementary school focused on tools for supporting younger children while an evening session at a high school focused interactions with older children. The group was founded in 2010 and uses experiential tools, such as role-playing, to spread its message. “These workshops are a wonderful resource for our parents,” Superintendent Froilan N. Mendoza said. “They offer good reminders for elements parents already use and open the door to a slate of new tools for connecting with their children. These interactions have a ripple effect in our classrooms.” This is the District’s third year offering the program. A second set of workshops is being planned for spring.

Elementary Schools Hold Innovative Student Celebrations Students at Santa Fe School and Holland Middle School enjoyed creative adventures this fall as they celebrated positive student behavior and raised funds for an end-of-the-year gathering. At Santa Fe, about 350 students took part in a ‘3Be’ celebration in November that included a scavenger hunt, water balloon battle, obstacle course and cookie decorating to mark their success in the school’s Positive Behavioral Interventions and Supports (PBIS) program. PBIS uses positive reinforcement to encourage good behavior from students. At Holland, some 170 students along with school faculty and staff participated in the school’s first “Blaze of Color” color run in October. Students ran and walked a one-mile course while teachers, parents and other members of the school community dusted them in a rainbow hue of cornstarch. At the end of the run, participants celebrated with a “color explosion” by tossing their own special color packets. Proceeds pay for items and activities that encourage a positive school environment, such as academic incentives, brunch activities and Holland’s end-of-year fun day.
