Stephen Kehoe, PE, Project Manager – Mr. Kehoe has over 33 years of experience in highway, roadway design, and project management. Projects include IDOT, MDOT, MODOT, Illinois Commerce Commission, City, and County clients. Project scopes include Feasibility Studies, Phase I Project Reports, and Phase II PS&E prepara�on. Roadway alignments and roadways, intersec�ons, interchanges, mul�-use paths, and drainage systems were designed. Civil Engineering - Planning & Design
Firm Experience
IL 97/125 & IL 97 from West of IL 4, Illinois DOT: QEI was the prime consultant for this project and prepared the roadway and bridge plans, completed the fields surveys, and prepared 63 right-of-way plats for land acquisi�on. QEI was responsible for the development of roadway plans, specifica�ons and es�mates of approximately 5 miles of IL 97 expressway west of Springfield, IL between IL 125 and IL 4. The proposed improvements included the construc�on of 5 miles of four-lane, divided, par�al accesscontrolled highway. This includes construc�on of a westbound to northbound right-turn, free-flow, single lane ramp at the IL 125 junc�on and a northern bypass around the town of Bradforton. The intersec�ons of IL 125/IL 97 and IL 97/Bradforton Road will both be signalized. Bradforton Road will be extended north across the proposed IL 97 to �e into the severed Moore Road. It included construc�on of the new access roads and entrances for exis�ng proper�es. The improvements also required replacement of the IL 97 over Prairie Creek Bridge and Sangamon Valley Trail Bridge over IL 97. As part of the development of the Combined Report, QEI assisted the District with the EA Re-evalua�on for this project. QEI performed the design for the re-alignment of Prairie Creek including the Hydraulic Report and the hydraulic modeling of the stream re-alignment. QEI also prepared the bridge TS&L plans and the final bridge design plans for the Prairie Creek structures and the Sangamon Valley Trail structure. IL Route 75 from Rock River to IL Route 2, Illinois DOT: This $10 million project consisted of complete reconstruc�on of approximately 0.6 miles of IL 75 and widening and resurfacing of approximately 0.8 miles of IL 75. The project scope called for the removal of the exis�ng pavement in the reconstruc�on area and replacement with full depth PCC pavement with concrete curb and gu�er. Beyond the reconstruc�on area, the project required full depth widening and resurfacing of the remaining roadway with new shoulders. Work also included provision of turn lanes at intersec�ons, an improved drainage system, new and reconstructed sidewalk, and new traffic signals at 2 intersec�ons. Project also included complex traffic control plans, construc�on of a mul�-use path, and the design of 42 ADA compliant curb ramps throughout the project. Project required removal of unsuitable material for a por�on of the reconstruc�on sec�on and the use of a variable depth aggregate subgrade within the reconstruc�on sec�on. Project also involved complex ADA curb ramp design, specifically at loca�ons where there were very �ght constraints due to buildings, some historic, abu�ng the sidewalk. Traffic control was complex due to the restricted nature of the exis�ng roadway and required the use of temporary pedestrian channelizing barricades, and an alternate/detour route. The project also required addi�onal changes a�er the le�ng due to various commitments related to nego�a�ons for land acquisi�on. High Speed Rail, Ridgely Avenue Crossing Design, Illinois DOT Bureau of Railroads: The project consisted of the reloca�on and reconstruc�on of the intersec�on of Ridgely Avenue and North 11th Street / Factory Street in the City of Springfield. The design included raising the profile of Ridgely Avenue and the realignment of the intersec�on to provide a safety improvement for the railroad grade crossing to accommodate the future High Speed Rail corridor. Improvements included pavement removal and replacements, sidewalk, curb and gu�er, entrances, grading; open and closed drainage systems, landscaping, maintenance of traffic, and erosion control. Elgin O’Hare West Bypass, U.S. Route 20 to IL Route 83, DuPage and Cook Coun�es, IL, Illinois Tollway: Provided engineering services and prepared contract plans and specifica�ons for proposed improvements including addi�onal lanes and resurfacing and construc�on of the Elgin O’Hare West Bypass between U.S. Route 20 and IL Route 83 in DuPage and Cook Coun�es. Work included providing appropriate soil erosion and sediment control design and plans as necessary in accordance with the Tollway’s Environmental Studies Manual and Erosion and Sediment Control Landscape Manual for the sec�ons of the bypass from east of Arlington Heights Road to Lively Boulevard and from Lively Boulevard to Supreme Drive. Work also included handling necessary permi�ng with regulatory agencies as required to secure the permits required for the construc�on of the project.

Julian Gnatenco, PE, PTOE, VP of Traffic – Mr. Gnatenco has 25 years of experience in the field of Civil and Transporta�on Engineering and he has been involved in all aspects of traffic engineering. He has been involved in numerous Phase I and Phase II transporta�on projects for agencies such as Illinois Department of Transporta�on, Chicago Department of Transporta�on, Illinois Tollway, Indiana Department of Transporta�on, Cook County, Kane County, and local municipali�es. River North/Streeterville Transit Alterna�ves Study, Chicago DOT: This planning project aimed to provide improved public transit facili�es in downtown Chicago, including Magnificent Mile/Navy Pier area. Alterna�ves studied included dedicated bus-rapid transit (BRT) routes with curb-side, center-running, and underground (tunneled) alterna�ves for 7 different routes. As part of the project oversight team, on behalf of Chicago Department of Transporta�on, provided input in the travel demand modeling in VISUM, simula�on modeling in VISSIM including calibra�on and valida�on, diversion modeling (impacts on other modes of traffic in the larger system due to change in the capacity of BRT routes), development of planning-level design alterna�ves, cost es�mates and benefit/cost analysis, computa�on of service improvements per Transit Capacity and Quality of Service Manual, and innova�ve signal �ming schemes to accommodate Transit Signal Priority. Fulton Market Curbside Use Study, Chicago DOT: This project aimed to address the traffic opera�onal and safety characteris�cs of the West Loop area in light of changing land use from industrial to mixed-use, and the subsequent changes in the use of streets by various modes, including parking. As part of the project oversight team on behalf of Chicago Department of Transporta�on, provided input in the capacity analysis, crash analysis, truck rou�ng and loading analysis, transit evalua�on, evalua�on of infrastructure deficiencies, and cost es�mates to address system-wide needs. FAP Route 704 (I-55 Business / Veteran’s Parkway), Bloomington, IL, Illinois DOT: This feasibility study included analyses of exis�ng condi�ons and poten�al improvements at the junc�on of I-55 Business (Veteran’s Parkway) with Illinois 9 (Empire Street) in Bloomington. Tasks included reviews of exis�ng data and prior plans/studies; development of the purpose and need for improvements including capacity and crash analysis of the exis�ng geometric condi�ons; and assistance with development of various design alterna�ves including capacity and traffic opera�ons analysis. QEI performed a historical crash analysis to determine if there are roadway design or traffic control features contribu�ng to the crash risk that could be either eliminated or reduced as part of the long-term improvements. QEI aided in the development of 17 ini�al conceptual design alterna�ves, which were reduced to seven a�er a fatal-flaw analysis. QEI u�lized Synchro to analyze traffic opera�ons for the exis�ng condi�ons, the no-build scenario with future condi�ons, and the seven final design alterna�ves that included various at-grade and grade-separated op�ons. The results of the crash and capacity analyses, studies of other engineering and poten�al social, economic, and environmental impacts for the eight design op�ons, along with final recommenda�ons, were summarized in a feasibility study report.

Key Personnel Riley O’Neil, Bicycle Parking Program Manager – Mr. O‘Neil is currently the Manager for the Chicago Department of Transporta�on's Bicycle Parking Program. He is responsible for maintaining a public database with bike rack requests and abandoned bike reports, coordina�ng the installa�ons of bike racks, and surveying loca�ons for new bike parking. Riley sparked collabora�on between neighborhoods and community advocacy groups with the CDOT bike team to install over 1,000 bike racks in under a year. Riley loves surveying, helping site for the local bike share system, and ge�ng community feedback on upcoming bike projects while assis�ng CDOT Bikway program as well toward be�er cycling infrastructure.

Bike Parking Program Manager, Chicago Department of Transporta�on: Organized Bike Parking Program related 3-1-1 calls for bike parking, bike facility damage, and abandon/stolen bikes in the city of Chicago. Survey requests for bike parking at Chicago residents, public proper�es, and local businesses. Process work orders for CDOT in-house construc�on for bike parking replacements, reloca�on, and cu�ng of locks. Scout abandons bike sites for possible dona�ons of parts to local bike advocacy shops in the Chicago area. Coordinated with CDOT staff to priori�ze placing in neighborhoods for bike parking improvement. Illinois Prairie Path Re-Alignment at Chicago Central & Pacific RR, DuPage County Division of Transporta�on: This project included the re-alignment of 515’ of 10’ wide bike path within Pioneer Park (Elmhurst Park District) in order to improve safety at the Prairie path crossing at the Chicago Central & Pacific RR. Plans included bike path re-alignment, maintenance of traffic plans for pedestrians and bicyclists, erosion control plans, reconfigura�on of split rail fencing, and installa�on of RR access gate to separate path users from RR maintenance areas. The scope of work included field surveys, coordina�on with Forest Preserve and other agencies, and development of plans, specifica�ons, and es�mates. Newton Bike Path over Embarrass River: QEI performed bridge inspec�on and prepared Bridge Condi�on Report and bridge rehabilita�on plans for the rehabilita�on of a 141’ long historic pin connected truss bridge. The exis�ng Pra� Truss is on the Na�onal Historic Bridge List and had been closed to traffic for several years. The bridge was rehabilitated to accommodate a new shared use path. Citywide Commuter Bike Parking and Promo�on, Chicago Department of Transporta�on: As a sub-consultant to Sam Schwartz, QEI manages the day-to-day opera�ons of the Chicago Department of Transporta�on’s federally funded bike parking program. With the City’s goal of installing 4,000 new bike racks and 200 on-street bike corrals over four years, QEI has helped CDOT improve public systems for reques�ng bike parking and repor�ng abandoned bicycles, conduct outreach with businesses and neighborhood organiza�ons to promote and gain support for bike parking ini�a�ves, and survey sites for new bike racks. In addi�on, QEI oversees the administra�on and documenta�on of the project’s progress and budget in accordance with the Illinois Department of Transporta�on and works closely with the construc�on contractor to ensure bike rack installa�on is done on �me and correctly.

Key Personnel Michael Cima, PE, SE, Chief Structural Engineer – Mr. Cima is the Structural Department Manager with over 27 years of experience in transporta�on-related structure assessment, plan development, inspec�on, policy development, and management. He assists with bridge policy development and training for the Illinois DOT. Prior to joining QEI, Mike worked for the Illinois DOT in the Bureau of Bridges and Structures serving as the Hydraulics Unit Head, Consultant Services Unit Head, and as a Planning Squad Leader. His du�es included bridge planning, design, policy development, and review of consultant qualifica�ons.

David Booher, PE, SE, Project Manager – Mr. Booher brings over 30 years of experience in structural engineering including: founda�ons; new structures; rehabilita�on, and strengthening of members; and hydraulics. His experience includes bridge design for highways, railroads and trails. Mr. Booher has field inspec�on experience of bridges and other structures, and has performed load ra�ng calcula�ons for steel and concrete bridges using both the LRFD and LRFR methods.
Firm Experience
I-294 (Tri-State Tollway) Mile Long Bridge, Cook County, IL, Illinois Tollway: QEI was responsible for overall management and coordina�on for the inspec�on. Inspec�on was NBIS element level inspec�on which involved the use of snooper, bucket trucks, and significant coordina�on. QEI developed the inspec�on criteria and overall plan, coordinated with the four firms involved in the inspec�on, arranged for the rental of access equipment, arranged for lane closures from both IDOT and the Toll Authority, arranged for railroad flaggers while working in the railyard, and managed the prepara�on of exhibits for the Bridge Condi�on Report. One result of this inspec�on was to patch the exis�ng Mile Long bridge deck prior to the replacement project to accommodate the mul�ple traffic shi�s during construc�on of the Mile Long Bridge replacement. QEI prepared the complete set of patching and maintenance of traffic plans as well as specifica�ons and construc�on cost es�mates. QEI assisted with developing the Master Plan for the replacement project, which included developing the Type Size & Loca�on plans for the bridges over LaGrange Road and 4 retaining walls located south of the Canal. QEI carried these structures through final design.
Bridges & Structures
The LaGrange Rd bridges were dual non-iden�cal two span 84” California Shape PPC I-beam structures on a curved and flared alignment with MSE style abutments and a 44°skew. The total length was 335’ bk-bk abutments with 166’ and 161’ spans. Due to the curved/flared alignment most beams were a different length. The decks have large flares and a super-eleva�on transi�on located on them. The MSE retaining walls were between 300’-1100’ in length and up to 38’ tall. The bridges were constructed in two phases to accommodate the maintenance of traffic. The first phase included demoli�on of and outside por�on of the exis�ng bridges and construc�ng the outside por�on of the new bridges. The inside por�on of the bridges were constructed in the same manner during the second phase. I-355 South Extension (Veteran’s Memorial Tollway), Illinois Tollway: QEI designed the superstructures for three cross road bridges and one mainline dual structure and 2.5 miles of new tollway in Will County. The $70 million project included a Split Diamond Interchange at I-355 and 143rd Street and Archer Avenue. Work also included performing quality assurance of the remaining structural components and coordina�on with mul�ple consultants and agencies. Cedar Street Bridge over Illinois River, Peoria, IL, Illinois DOT: This project involved a $10 million rehabilita�on of this truss bridge over the Illinois River. Structural tasks included gusset plate ra�ng calcula�on for 6 deck truss spans in accordance with AASHTO MBE. QEI prepared por�ons of bridge repair plans including the deck, parapet, substructure, retaining wall, naviga�on lights, replacement of the vaulted abutment slab and pier scour protec�on. Our work also included field surveys, traffic management plan and traffic control plans. I-74 Approach to Mississippi River Bridge, Moline, IL, Illinois DOT: Prepara�on of plans, specifica�ons and es�mates for the $5.2 million rehabilita�on of two bridges. Rehabilita�on included the bridge deck, expansion joints, and steel repairs for steel plate girder structure with integral steel pier caps. Developed construc�on sequencing to minimize the detour routes required during the I-74 lane and ramp closures. NBIS Bridge Inspec�ons for Major Bridge Structures, Illinois DOT Bureau of Bridges & Structures: Work included inspec�on planning, access coordina�on, field inspec�on using under-bridge trucks and aerial li�s, UT pin inspec�ons, scour inspec�ons, and prepara�on of Illinois DOT inspec�on reports. Bridges included: - U.S. Routes 60/62 over Mississippi River - I-64 over Wabash River (Grayville) - US Route 67/IL-100 over Illinois River (Beardstown) - I-72 over Illinois River - IL 100/106 over Illinois River (Florence) - IL 89 over the Illinois River (Spring Valley) - IL 116/29/8 over Illinois River (Cedar Street) - I-270 WB over Chain of Rocks Canal - IL Route 121 over the Tate & Lyle Plant and Norfolk Southern Railyard (Decatur) Route 94 Bridge Replacements over Smith and Lost Creeks, Warren Co. MO, Missouri DOT: Update Route 94 descrip�on to this: Preliminary and Final Design Engineering to replace two bridges on Route 94 in Warren County. The Lost Creek Bridge is a 187-foot long 3-span NU-girder structure and the Smith Creek Bridge is a 128-foot long 2-span NU-girder structure. The substructure of both bridges consists of pile supported bents with integral end bents. Proposed roadway improvements include profile adjustments to the road to accommodate the new structure design, safety improvements, new entrance and side road connec�ons off of MO 94, erosion and landscaping upgrades, and pavement marking and signing. QEI was responsible for preparing bridge memorandums, hydraulic reports, Type, Size & Loca�on plans, right-of-way plans, and final roadway and bridge plans and specifica�ons.

I-74 WB and U.S. 67 Ramps B and D in Be�endorf, IA, Sco� County, Iowa DOT: This project consists of construc�on of the WB Ramps B and D to the approaches for the $30 million I-74 Mississippi River Bridge in Iowa. It includes over 7800 cu. yds. of structural concrete, 6300 �. of driven H pile, over 7.1 M pounds of reinforcing steel, over 5 M pounds of structural steel, electrical, storm sewer, sidewalk, excava�on, embankment, curb and gu�er, seeding and other related items. Electronic field documenta�on used was through Doc Express and Field Book. Tied Arch Bridge, Meredosia, IL, Illinois DOT: This $75M project involves major reloca�on of approach roadways, embankment, drainage, and addi�onal roadway bridge in Meredosia with MSE walls, storm sewer, pavement, curb and gu�er and related improvements. This 10-span, 2,120 �. long bridge has founda�on H piling lengths averaging 87 feet. The �ed-arch river span length measures 590 �. over the Illinois River. QEI provided the Assistant Resident Engineer responsible for construc�on inspec�on, layout, tes�ng and documenta�on. US 52 Savanna / Sabula Tied Arch Bridge over the Mississippi River, Illinois DOT: QEI provided an inspector and materials documenta�on on this $80 million dollar �ed arch bridge connec�ng Savanna, Illinois and Sabula, Iowa. Preformed field observa�ons and documenta�on of construc�on techniques and quan��es as needed. Verified all material is in conformance with the contract specifica�ons. Review of material sourcing, bills of lading, cer�fica�on, heat numbers, coa�ng thickness verifica�on, etc. for electronic records keeping. Inspected drilled sha� and coffer dam installa�ons, rebar placement and concrete pours. Also responsible for storm sewer inspec�on, underdrain inspec�on, aggregate subgrade improvement, curb and gu�er including handicaps ramps, pcc driveway, guardrail, ar�cular block mat, riprap, and earthwork. Excellent Evalua�on John Deere Road from 16th St. to 70th St., Sec�on 142R, Rock Island County, IL, Illinois DOT: Provided support staff for the inspec�on of a 3.2-mile sec�on of John Deere Road and a single-point urban diamond interchange at 41st Street. The new roadway design provided improved access to local commercial proper�es and a new roadway to connect proper�es north and south of John Deere Road. Excellent Evalua�on High Speed Rail (HSR) at various complex crossings, Various Routes, Logan, Macoupin, and Sangamon Coun�es, Illinois DOT: QEI was the Prime Consultant and provided construc�on phase engineering services for mul�ple complex crossings including providing a Field Engineer, Resident Engineer/Resident Technicians at mul�ple loca�ons, construc�on inspectors, and materials technicians to provide full documenta�on and QA field tes�ng of the individual projects from the pre-construc�on mee�ng to project close out. I-294 (Tri-State Tollway) Mile Long Bridge, Cook County, IL, Illinois Tollway: QEI performed land surveys of the BNSF intermodal rail yard and the CN railroad that run underneath the MLB. QEI coordinated with railroad and government agencies to safely perform the work in this high profile area that required extra cau�on and safety protocols. QEI conducted topographical surveys of the MLB, which included tradi�onal roadway survey, and laser scanning of the underside of the bridge structure. Highland Woods Subdivision, Kane County, Illinois: Worked with client to determine their needs for a subdivision design and layout for a 900+ subdivision covering over 550 acres in Kane County, Illinois. Determined the boundary from field located points, adjacent subdivisions and deeds of record, designed layout with crown community development to determine subdivision layout, pla�ng requirements and community development for parks and schools, prepared all neighborhood plats and submi�ed for recording purposes. Final as-built surveys prepared for submi�al with plan set to village for approval. Major Taylor Trail, Cook County Department of Transporta�on and Highways: QEI completed the field topographic survey to facilitate the design plans, as follows: 1. SW corner of Beverly going west along the south side of W. 87th Street from the back of curb to approximately 50’ south of curb line (No Roadway Topo). This survey included approximately 1000’ of collec�on of structure dips, tree tags, sketches, and photos. 2. Topo from the exis�ng trail at South Hermitage Ave., going south to W. 91st and east along 91st. Street to South Beverly, approximately 750’. This included structure dips, sketches, and photos. 3. Topo at West 94th Street to South Beverly and also from Major Taylor Trail going east to South Beverly ROW to ROW. This 50’ of swath included the en�re path not to extend past tree line approximately 500’ total topo. 4. Topo of two ADA sidewalk loca�ons, being at the Southeast corner of South Charles Street and West 95th Street and the loca�on directly north of West 95th Street. Work included loca�ng all above-ground features (trees, signs, fences, gates, signs, fire hydrants, edge of pavement and shoulder, sidewalks, curbs, driveway dimensions, etc.) within the project limits. Control points were located at each improvement area. They were established based on the NAD83 adjustment. Bench marks were set within each improvement area. Level circuits were performed, as required, for each roadway improvement to �e the bench marks to NAVD88. Cross sec�ons were taken at 100-�. intervals in each improvement area. All sewer structures within the survey limits were opened and the following informa�on was collected: measure downs, pipe size, pipe material and direc�on. The nearest structure beyond the ROW was located and opened. Rim eleva�on was determined, sketched and measure down eleva�ons were provided. The condi�on of the exis�ng drainage structure was documented. All trees over 6 inches in diameter was measured and located.

David Holden, Project Manager – Mr. Holden is responsible for general coordina�on with clients and other design disciplines for all project phases. He is also responsible for overseeing design and dra�ing work, mee�ngs, scheduling, and permit submi�als. David performs civil design and analysis of storm water management and conveyance systems, li� sta�ons, water distribu�on and wastewater collec�on systems. He prepares reports, plans and applica�ons for project submi�als and obtains regulatory permits. Permit submi�als have included FEMA, Southwest Florida Water Management District (SWFWMD), city and county jurisdic�ons (i.e. ci�es of Winter Haven, Bartow, Haines City, Dundee, Davenport, Lake Wales, St. Cloud in Osceola County Florida).
Firm Experience Fantasy of Flight, Polk City, FL: QEI performed design and construc�on inspec�on of the mile long grass runway, and mi�ga�on of wetland impacts in two loca�ons. Design included a bisec�ng ½ mile grass runway. The drainage, deten�on, and wetland mi�ga�on was accomplished by incorpora�ng grass swales and providing compensatory storage. Addi�onal design phases included design of maintenance and display areas and a fire tower and design of a conference area with associated parking and four reten�on ponds. Scope of work included zoning of this 203-acre site to allow for its use as an aircra� museum with an opera�onal runway. The total square footage of buildings is 156,977 sq. �. Permits were obtained through work with: SWFWMD, Polk County, City of Auburndale, Corp of Engineers, Florida Department of Environmental Protec�on (FDEP) Environmental and Water/Wastewater Divisions, Department of Community Affairs (aka Department of Economic Opportunity, and Florida DOT Avia�on and Spaceports Office.
Site Development
American Water Ski Founda�on, Polk City, FL: The project consisted of two phases: Phase 1) design of the 12,818 sq. �. museum building on 4.35 acres consis�ng of the building, parking area and reten�on; and Phase 2) design of the ski lake with an access road, a boat house and a judging stand. The exis�ng borrow pit was incorporated into the design by extending it with a finger for a slalom course. Scope of work included zoning for this 73-acre site along I-4 to allow for special use as the museum and training lake for the American Water Ski Educa�onal Founda�on. The total lake acreage is 31.4 acres. Permits were obtained through SWFWMD, Polk County, City of Auburndale, FDEP, Polk County Health Department, and Corp of Engineers. Road Ranger Truck Stops (mul�ple sites within Illinois): QEI prepared the design and layout plans, specifica�ons and es�mates for the site, including grading, storm water deten�on and TIN models for machine grade control, water and sanitary sewer system designs. Work included: Alta surveys, topographic and boundary surveys and recording of plat work. Loca�ons included O�awa, Springfield, Rochelle, Marengo, Bensenville, Minonk and Wilmington, Illinois. Florida Natural Visitor Center, Lake Wales, FL: Design and construc�on of the Florida Natural Visitor Center. Project consisted of a 5,250 sq. �. building on 11.69 acres. QEI’s scope included design and permi�ng of decelera�on turn lanes, site access, driveway and parking design, storm water deten�on, permi�ng, extension of water and sewer and construc�on observa�on. Maintenance Facili�es, Illinois Tollway – QEI was responsible for the prepara�on of the plans, specifica�ons, and es�mates for the pavement rehabilita�on of Tollway Maintenance Yards M-2 and M-14. The designs included: full depth pavement removal and replacement; fence removal and replacement; sidewalk improvements; curb and gu�er improvements; earthwork grading; open and closed drainage system improvements; pavement markings; landscaping; maintenance of traffic; and erosion control. Roof Replacement and Repair/Generator Installa�on, Illinois Tollway: QEI performed design of 13 plaza and/or maintenance building roofs and generator containment areas. QEI conducted inspec�ons and evalua�ons of roof systems followed by the prepara�on of design plans and specifica�ons for replacement and/or repair of 13 roofs and containment structures for generators. Roof sizes varied from 415 square feet at the Dixon Repeater site to 48,900 square feet at the Central Support Building. Open Road Tolling (ORT), Plaza Modifica�ons, Illinois Tollway: QEI staff were responsible for the prepara�on of maintenance of traffic plans for the modifica�on of four toll plazas to include open road tolling (ORT) configura�ons. The maintenance of traffic and staging of the construc�on were designed to maintain the exis�ng I-Pass collec�on methods un�l the new ORT equipment was installed.
