BAM Standard Guidance on the use of a ride on compaction roller

1. Why do we need this document?

This document gives a detailed explanation of the process to be followed to comply with BAM’s policies and procedures along with legislation, whilst embracing and ensuring the safe operation of a ride on compaction roller

To ensure compliance, plant must be sourced through the Site Solutions Hire Hub or an approved, audited Site Solutions Partner.

2. This document must be read in conjunction with Provision and Use of Work Equipment Regulations 1998 (PUWER). CPA Guidance The Supply of Machinery (Safety) Regulations 2008 (SM(S)R).

3. Every ride on compaction roller operating on a BAM managed site must be: • Compliant with current European Emission Standards • Compliant with the NRMM Emissions Directive for use in Greater London, the Central Activity Zone & Canary Wharf. • Compliant with EC Machinery Directive 2006/42/EC and supplied with a declaration of conformity • Compliant with BAM’s policies for the management of HAVs Noise and Dust

These requirements will be managed by the Site Solutions Hire Hub and our Site Solutions Partners.

4. The Manager with overall responsibility for a project, office, department, or depot. It is the Managers responsibility to appoint a plant coordinator and a competent person ensuring that all personnel are adequately trained and competent in the operation of plant, equipment and fleet.

A competent person is someone who has sufficient training and experience or knowledge and other qualities that allow them to assist you properly. The level of competence required will depend on the complexity of the situation and the particular help needed.

The Manager is responsible for ensuring all operators are supplied with information, instruction and training on the use of work equipment

All persons preparing risk assessments involving plant and vehicles are encouraged to review previous risk assessments undertaken for similar activities and safety alerts

5. The Competent Person

Upon delivery to site the Competent Person must ensure that: • Ensure that the item of plant is the most suitable vehicle for the task in hand • The manufacturers handbook & operator’s instructions are with the machine • That there is evidence of pre-hire inspection • There is evidence of regular inspection plus “next service and or inspection due” date sticker

• A planned / preventive maintenance programme is in place and that it is to be carried out in accordance with manufacturers’ recommendations by an approved maintenance facility • All safety decals in place and are legible • Issue the operator with the correct pre-use inspection check sheets • Where an item of plant is not dedicated to one operative, the operator’s environment and controls must be sanitised prior to use • Protected cab or FOPS cab structure where risk of falling objects • Seat belts must be fitted and operational • Quarry spec light to indicate seat belt worn • Safety lever will not engage until the seatbelt is connected • Coloured seat belts improve visibility • Supplied with lights and if used on Public Highway compliance with C&U regulations – (VED registered, working Lights, indicators, registration plate’s front & rear etc.) • Flashing amber beacon • Fitted with front & rear scraper bars on drum/s • Have front and rear work lights • Integral water supply to drum • Locking doors with key - for all glazed cab machines • Cab steps and grab handles to ensure 3 points of contact is achievable and preferably high visibility • Mirrors / CCTV to ensure 1m high at 1m distance visibility criteria. • Reflective motorway/highway maintenance sticker and chevrons if used on the public highway • White noise reversing alarm. • Locking caps/covers to fuel and all other tanks • Isolation control by a secondary device Page 4 of 8

• First aid kit & eye wash in cab • Where it has been risk assessed that in the event of a fire an easy escape from the work equipment could not be achieved, a fire extinguisher must be carried in the cab • Safe access for refuelling, maintenance and to any place where accessories are stored • Fall prevention / edge protection and/or fall arrest arrangements where access to vehicle body required • The fitment of conspicuity markings on the rear of vehicles, plant and any towed trailer is mandatory

The competent person must ensure that the machine is fit for use.

6. Planning of the operation

All persons preparing risk assessments involving plant are encouraged to review previous risk assessments undertaken for similar activities and safety alerts Risks to be considered are: o Is the of equipment the right piece of kit for the job o The environment in which it is to be used o How it is used o Exhaust gases from mobile work equipment o Effect of weather on visibility and working surface o Public interface o Access & egress to / from the vehicle cab o Falls from height o Fatigue

The risks stated are meant as a guide only and are not exhaustive

7. Completion of Pre-use Check Sheets

The completion of a pre-use inspection is a legal requirement.

8. Limitations of use • Do not operate if the machine if it is, or appears to be damaged • There must be no entry into an exclusion zone unless signalled by an operator
