Other Tort Action Dismissed  The other tort action filed Oct. 2, 2020, by Gary Teeter of 1070 Waynesburg Rd., Carrollton, vs. James Oliver of 2296 Waynesburg Rd. NW, Carrollton, et al, has been voluntarily dismissed on a notice of the plaintiff.  Criminal Cases  The defendant’s request for judicial release has been denied in the case of Brian M. Soliday, 37, formerly of 10362 Bayard Rd., Minerva, who is serving an 11-month prison sentence imposed Oct. 28, 2022, upon conviction of two counts of receiving stolen property.  A defendant’s request for judicial release has been denied in the case of Katherine Sue Elliot, 39, formerly of last known address of 2109 Harrison Ave. SW, Canton, who is serving a 20-month prison term imposed Sept. 12, 2022, in the Reformatory for Women upon conviction of failure to comply with an order or signal of a police officer, receiving stolen property and petty theft.  The five-year reporting probation imposed Jan. 31, 2020, has been terminated in the case of Chris A. Griffith, 51, of 215 Main St., Apt. 2,

Columbiana, who was convicted March 28, 2019, of driving under the influence and driving under suspension.  Austin Michael Mayfield, 28, of 608 Saint Rd., Scio, has withdrawn a former not guilty plea to a Dec. 7, 2022, indictment charging him with failure to provide notice of change of address; registration of new address (3rd degree felony) and entered a guilty plea to the original charge. Mayfield was sentenced to a three-year community control program on 16 conditions, which include a $500 fine and all court costs to be paid within 36 months.  Dominique M. Hall, 29, of 2101 21st St. NE, Canton, has withdrawn a former not guilty plea to a Feb. 9, 2022, indictment charging him with aggravated possession of drugs (5th degree felony), falsification (1st degree misdemeanor) and obstructing official business (2nd degree misdemeanor) and entered a guilty plea to an amended indictment charging him with attempted aggravated possession of drugs (1st degree misdemeanor) and Counts 2 and 3. Hall was sentenced to 180 days in the Carroll County jail and ordered to pay all court

costs.  A capias has been issued for the arrest of Michael D. Proctor, 53, of 10578 Rochester Rd., East Rochester, for a violation of a threeyear probation imposed April 16, 2021, upon conviction of aggravated possession of drugs and drug paraphernalia offenses.  A capias has been issued for the arrest of Joshua A. Arbaugh, 44, of 352 2nd St. NE, Carrollton, for a violation of a three-year probation imposed Dec. 27, 2022, on conviction of two counts of aggravated possession of drugs.  The three-year probation imposed May 21, 2021, has been terminated as successfully completed in the case of Ryan S. Mitchell, 38, of 7 Allegheny Trail, Malvern, who was convicted of improper handling of firearms in a motor vehicle.  Divorce Granted  A divorce has been granted to each party due to incompatibility in the divorce action filed April 1, 2022, by Tyler S. Commissioners still trying to resolve radio issue By Nancy Schaar

Carroll County Sheriff Calvin A. Graham updated the Board of Commissioners on Thursday, January 12, on maintenance of the control base stations for the 400 system which is still being used by the Great Trail Fire Department. Chief Ralph Castellucci told Graham he was unsure if his department will switch to the MARCS radio system. He said Castellucci indicated he would maintain the 400-system radio at the sheriff’s office

until a decision is made. Graham said the radio is working fine and if an issue arises it can be dealt with, so he sees no reason to pay for the maintenance contract. Following the discussion, the board approved a motion to not renew the Bearcom Maintenance Agreement for the 400 system. Commissioner Bob Wirkner reported he attended the Airport Authority board’s meeting and learned the survey of the Leslie

Wirkner said grant funds are available to remove trees near the runway, but some property issues must be resolved before trees can be removed, and tree removal must be scheduled around bat habitation in that area. The Carrollton Exempted Village School District Board of Education met on Jan. 10 and discussed the safety of all students and personnel in its school district during the Jan. 10 board meeting. “The Carrollton Exempted Village School District Board of Education believes that the safety of their students and staff

is paramount. They further believe that properly trained staff members are capable of defending and protecting students in the event of an emergency,” the board stated in a press release. Therefore, the Carrollton Board of Education passed a resolution at the Jan. 10 meeting allowing armed staff in district build-

ings. This action is in accordance with HB 99 which was recently passed by the Ohio General Assembly.   This legislation permits local boards of education to appoint selected individuals, who have met the extensive training requirements set forth in the bill, to be armed within a school.   These requirements, stated in the release, include

an initial training course approved by the Ohio School Safety and Crisis Center; annual requalification training, and annual

background checks.   The board is also required to notify the Ohio School Safety and Crisis Center of those individuals

that meet the above criteria and who have written authorization from the board to participate in this program.

Sgt. Preston Anderson (right) of Malvern, was sworn in as a member of the Carroll County Veterans Service Commission by Carroll County Common Pleas Court Judge Michael V. Repella II last Thursday. Anderson is a 12-year combat Army veteran, having served during the Iraq War where he did recovery and armed escorts. Anderson has been a member of the Malvern American Legion Post 375 for 19 years, having served as commander for nine years. He also is a life member of the Donald G. Whetsone Veterans of Foreign Wars Post 4120.

Two CEVSD students advance to regional spelling bee

A

n eighth-grade boy and a fifth-grade girl will represent the Carrollton Exempted Village School District at the regional spelling to be held Saturday, March 4, starting at 1 p.m. at Kent State Stark campus on Frank Road in North Canton.   Brayden Bowery, an eighth grader and son of Angie Bowery, was declared the spelling bee winner upon correctly spelling the word “locomotion” after runnerup, Paul Gomez, a seventh grader and son of Jesus Gomer and Ma De Lourdes Gomez, missed the word “coherent”.   Aubrie Raines, a fifth grader and daughter of Jonathon and Charlene Raines, outspelled six other fifth graders to win a chance for the regional bee after correctly spelling the word “address” after fifth-grade runner-up, Jemma Roby, daughter of Julie Oswald and Randy Roby, missed “ability”.   The two regional contestants were chosen during a spelling bee held Jan. 11 in the Carrollton Middle School/High School Performing Arts Center where 26 students in grades 5-8 competed for the district championship for Grade 5 and Grades 6-8.   Each of the four received plaques presented by Carrollton Elementary Principal Matthew Nicholas and Carrollton Middle School Assistant Principal Tim Albrecht.   The 22 other participants are listed by spelling order as follows:   5 th Grade – Zayden Bonar, Torin Cline, Mallarnee Palmer, Isabel Pest and Kadence Ullman.   6 th Grade – Gianna Fritz, Nadia Grimes, Camrian Huffman, Caden Husted, Aria Moser, Baden Neeley and Nayella Watts.   7 th Grade – Dennis Arbaugh, Bray Jones, Gracen Modranski, Eva Nicholas and Lola VanFossen.   8 th Grade – Hayden Hixenbaugh, Emma Nicholas, Ani Ruggieri, Kali Stutler and Berlyn Zimmerman.   Rose Seck, a member of the

Carrollton Board of Education, served as the pronouncer and judges were Acting Supt. David Davis, Tricia Green and Matt Nicholas.

Oscar Allen Addis Jr., dedicated husband, father, g randpa, and f r iend of many passed away on Jan. 7, 2023. He was born to Oscar and Mar ily n (Dawson) Addis on Sept. 12, 1954, in Canton, Ohio.  Oscar was a gifted athlete who grew up playing little league baseball, football, and r unning track for his alma mater, Canton South High School, where he g raduated i n 1972. Oscar met the love of his life, Darlean (Green) at CSHS, thanks to the epic matchmaking skills of his best friend, Hunter Keeton. After graduation, he attended Marietta College on a football scholarship to obtain his teaching degree. Oscar loved coaching and showed his exemplary ability to connect with kids as a football and baseball coach for most of his life, with Darlean as his scorekeeper.  He extended his mentoring talents by teaching auto body/collision repair where he started at North Canton High School, then to Alliance High School for a few yea r s before ending up at his beloved Canton South where he retired 36 years later. Further down the road, Oz and Darlean established t h e Au g u s t a B a s e b a l l Association in Augusta, Ohio so that his children would have the ability to play baseball/softball with their friends, which was an act of love for the entire community. He was the grounds keeper of that Aug usta baseball f ield

until he passed, so that his grandkids would always have a place to play ball. Oscar was a man of many accomplishments, but his greatest source of pride and happi ness was h is family.  Oscar married Darlean in 1975 and together they built the family that they loved, their 3 children, Oscar III, Jennifer, and Mat thew.  Oscar loved being a husband and a father, but absolutely a d or e d b ei ng Pa pPa p. Luke was his little best friend that he taught to hunt, f ish, shoot, weld, fix cars, build decks, play baseball, and cook. He loved Luke as his third son. He was given t wo more grandchildren with Olivia and Aver y, who brought more joy into his life and completed his perfect family. He enjoyed teaching them how to garden, watching Olivia play soccer, and spending time with both girls in the fruit tree orchard. He was preceded in death by his parents,

Oscar and Marilyn Addis; in-laws, Norman and Ida Mabel Green; sisters-inlaw, Na ncy G reen a nd Myra Wesley; and many great relatives and friends along the way. L ef t t o c h e r i s h h i s memor y and grieve the loss of such a tremendous man will be the love of his life for 51 years, Darlean; his children, Oscar ( Ve r o n i c a) , M a t t h e w (Abb ey), Je n n i fe r a nd Luke; his grandchildren, Luke, Olivia, and Avery; sisters, Cathi (John) Cindia and Barbara Joan AddisLooman; brothers, Rick (Karen) and Mark (Julie) Addis and Melvin Green; many nieces, nephews, and extended members of the family. Friends were able to call Friday, Jan. 13, 2023, 5-7 p.m. with masonic service.  Interment took place at Augusta Christian Church Cemeter y i n Aug u st a , Ohio, where he will be able to watch over h is baseball field. Obituaries Nancy C. Grimes Hendricks

Nancy C. Grimes Hend r ick s, 93, of Perr y s v i l le, p a s s e d away Thursday, Jan. 12, 2023, at Carroll County Golden Age Ret reat su r rou nded by her loving family. Born April 18, 1929, in N e wc o m e r s t ow n , s h e was a daughter of the late Thomas Grimes and Veva Milhorn Grimes. Na n c y w a s a h a r d working farm girl all of her life. When she was barely a teenager, she took over most of the farm work when all of her brothers enlisted in the military during WWII. When she was 16 years old, she did her part for the war effort and became a “Rosie the Riveter” at Taylor Aircraft in Alliance. She graduated from Perrysville High School in 1946 and married Harry E. Hendricks on Dec. 25, 1948. At different times over their lifetime together they owned and operated a farm, Hendricks Insurance, and the H&N Shell in Perrysville. W hile employed at the Scio Pottery, Nancy, along with many other employees, removed debris after a terrible fire to get the plant back up and r unning, all without being pa id . T I M E m aga z i ne covered the story that fea-

tured a photo of Nancy pushing a wheelbarrow filled with debris. She also worked at the former TRW in Minerva for 22 years. Nancy was a former Carroll County Democratic Central Committee Member and a Carroll County Election Board member for 10 years. Nancy was extremely active in her community and never did anything halfway. She was a founding member of the BRASS Ambulance Service and b e c a m e a n E M T. S h e volunteered at the Carroll County Golden Age Retreat and the Algonquin Mill Festival. She was a member of the Perrysville UMC, Whitetails Unlimited and the NRA. She was a former member of Scio

Spor tsman’s Club. She had been an avid bowler at Valie Lanes in Jewett and Garson Lanes in Amsterdam. She was also a seasoned traveler, visiting 13 countries and 49 states. She was preceded in deat h by her hu sba nd , Harry on April 15, 2017; brothers, Frank, Barney, Dale and infant brother, Wayne. A second three-day trial date has been set to begin April 17 in the criminal case of Bruce VanFossen, 30, of 5180 Factor Rd., Sherrodsville.  The trial date has been set by Visiting Judge James L. Kimbler, who has been assigned to the case by the Chief Justice of the Ohio Supreme Court, after VanFossen’s conviction and sentencing imposed in 2021 was vacated by the Seventh District Court of Appeals and remanded back to the Carroll County Common Pleas Court for further proceedings on an appeal filed by the defendant.  VanFossen is to be tried on four charges contained in the original indictment of Jan. 6, 2021, which include

Live in forgiveness Luke 11:4 (NIV) – ‘Forgive our sins, for we also forgive everyone who sins against us.’ To live as a Christian is to live in forgiveness. We all sin from time to time. Hebrews 12:1 says, ‘Let us lay aside every weight and the sin which does so easily beset us.’ Sin will drag you down. It can mock our efforts to live for Jesus. Dellroy Village Council makes committee appointments By Jacquie Humphrey

Committees for 2023 were formed during the organizational portion of Dellroy Village Council’s January meeting. Solicitor JJ Ong advised that it is important for the village to have personnel and finance committees. Mayor Joe Mabie said that in the past, all council members had been on the personnel committee and asked if the village should proceed in that manner. Ong advised that it was permissible, but then any meeting

of the committee would be considered a special council meeting and would have to abide by Sunshine Laws. After a brief discussion, council agreed that Brian Lawther, Bruce Palmer and Joe Rafferty would serve on the personnel committee, while Amy Harkless, Jeff Hanshaw and Dustin Favri were appointed to the finance committee. Councilman Jeff Rafferty asked about the status of the other committees that were formed annually in the past, such as the street and

park committees. Ong said the mayor and council could form any committees that they deemed necessary. No further action was taken on committee formation. In other discussion, Mayor Joe Mabie asked for nominations for a member to serve as council president for 2023. Amy Harkless was nominated and unanimously approved as council president. County Municipal Court handled 1,097 cases in 2022 A total of 1,097 criminal, civil and rent escrow cases were filed during 2022 in the Carroll County Municipal Court under Judge Gary L. Willen.  These included 321 civil complaints and small claims actions and 776 criminal and traffic cases.  Of the 776 criminal and traffic actions, there were 86 felonies, 309 misdemeanors, 61 driving while intoxicated charges and

CV board members receive certificates of appreciation By Jacquie Humphrey

At the January meeting of the Conotton Valley Board of Education, Superintendent John Zucal presented board members Chris Bower, Logan Putnam, Kevin Willoughby, Rob Higgenbotham and Jake Galigher with certificates of appreciation. Zucal said he felt that January, being National School Board Month, was a perfect opportunity to thank each board member personally for their service to the school and community. Committee appointments for 2023 were set during the meeting. The possibility of adding a Rocket Center Committee was considered. Board President Chris Bower said he felt a Rocket Center committee would be very helpful, considering the high volume of activity

that is currently taking place while getting the Center up and running. Rocket Center Director, Bill Love agreed that communication and coordination with the board between regular monthly meetings would be advantageous. Board member Kevin Willoughby suggested adding community members to such a committee, and Zucal advised that a separate committee could be formed to include community members, but that was not permissible for regular school board committees. The board agreed to form a Rocket Center Committee for 2023, with Logan Putnam and Rob Higgenbotham serving as members. In other action the board: -Discussed standardizing policies for all volunteers. -Appointed Chris Bower

Leesville council learns video recorded theft of traffic signs

At the January meeting of Leesville Village Council, Mayor Mara Malterer reported that the theft of two traffic signs was recorded on video. Malterer reported the theft to the Carroll County Sheriff ’s department and had discussed it with an ODOT representative. Malterer said one sign has been returned but the other is still missing. In other discussion, Austin Haney and Karen Love spoke about employment with the village. Retiring Fiscal Officer Sally Bernhart said the person hired at the December meeting to fill the position of fiscal officer now realizes she will not have suf-

ficient time to do the work. Part-time employee Skip Bernhart had submitted his resignation at the December meeting, opening the position for a part-time maintenance worker. Following an executive session, council members agreed to hire Karen Love as fiscal officer at the rate of $450 per month. Austin Haney was hired at the rate of $12 per hour for a period of 90 days, when a review will be performed, and his pay rate will be reevaluated. Tuscarawas Toys for Tots campaign is a success The Tuscarawas County Toys for Tots recent 2022 campaign was very successful. Bob Stratton, the local Toys for Tots Coordinator for the Marine Reserves, wishes to thank all of the volunteers, contributors, and those who assisted in any manner to help make the toy drive and distribution process a success. There were over 7,000 children who benefitted from this year’s effort. The toys were distributed based upon the child’s age and gender. The volunteers worked

over three months of the daily process of loading, unloading, sorting, setting up and distributing the various toys. All the toys that were distributed were either donated and paid for by donations made to Toys for Tots, including all the donations from the fire last year.   Four different locations were utilized for distribution events, which included

Hog Heaven restaurant in New Philadelphia, the Warren Township Community Center in New Cumberland, Crossroads Restaurant in Magnolia, and St. Joseph’s Catholic Church in Dover. Carroll County Dog Wa r d e n C a s o n L e g g e t t reported to commissioners that county residents who own a dog must purchase dog tags for 2023 before January 31. Dog licenses can be purchased at the Dog Pound, Auditor’s office in

the courthouse, Discount Drug Mart in Carrollton and Minerva, Baxter’s General Store in Sherrodsville, Gordon’s Graphics in Malvern, and Atwood Deli in Dellroy. The cost is $16 for one dog. Residents also may purchase three-year tags or lifetime tags. After Feb. 1, a citation for having no dog

license will cost $125 plus $20 for each additional dog. If cited for having over five unlicensed dogs, the owner will have to appear before a judge. Citations for having no license can cost as much as $200, according to Leggett. And that is just the citation fee. The owner will still

Big Brothers Big Sisters of East Central Ohio is proudly celebrating 50 years as a local agency. Founded in 1973, the agency began for single parent families with the kids ages of 8-18, with a focus on males without fathers. At that time, Big brothers, Big sisters was only available for children in the Dover/New Philadelphia area. However, the need for mentors grew and the program became county-wide very quickly. In 1982, the agency officially registered as ‘Big Brothers Big Sisters of East Central Ohio’ with the national program.   Big Brothers Big Sisters is the only mentoring program that is evidence based, which means what they provide is measurable and

needed. Students involved in the school-based programs have earned better grades, more confidence, and better social and emotional behaviors. The community-based program which goes beyond the school, has impacted many children’s lives in big ways. Many past “littles” have become some of the best members of our society working, raising families, and helping their neighbors. In the communitybased program, mentors meet with their mentees once a week for 1 hour at a time. The relationship that comes from a match is one of the strongest in a child’s life, and the employees work hard to make sure the matches are a good fit. The agency plans to

The Rotary Club of Malvern is hosting a class named “Constitution Alive”. The class will run 10 weeks on Monday evenings, 6:30-8 p.m., in the Media Center in the Malvern High School beginning Jan. 23. Join David Barton and Rick Green, Constitutional experts and advocates for the original intent of our founding documents, in this one-of-a-kind course on the meaning and purpose of the Constitution. Registration opens Jan. 23 for motorcycle course COLUMBUS — Ohioans who wish to learn what it takes to ride a motorcycle safely and responsibly can sign-up for rider courses online beginning Monday, Jan. 23. Training courses through Motorcycle Ohio begin as early as March and run through early November. The state has over 600,000 endorsed riders, making Ohio one of the

largest states for total ridership. Education and public awareness are keys to making our roadways safer for all motorists. Since 2017, there have been 1,074 fatal crashes involving motorcycles in Ohio. In 56% of those crashes, the rider was atfault. An unendorsed rider was involved in 45% of those crashes. The Motorcycle Ohio

program, offered by the Ohio Department of Public Safety, provides different levels of motorcycle safety courses for riders based on their skill levels and objectives. Funded by motorcycle plate fees and class registrations, Motorcycle Ohio strives to provide affordable, effective education programs at just $50 per course that includes the cost of student workbooks.

Students must have a validated motorcycle temporary permit before the first riding session. Upon successful completion of any course, the student will earn a 60-day Bureau of Motor Vehicles skill test waiver for a motorcycle license or endorsement. Dowling re-elected Southern Local board president in FY’24. Sabbato noted that the Classroom Facilities Fund should have a balance of $577,819 this fiscal year with about $176,000 in FY’24.  Now leaders have their eyes on upgrades over the next few years, including the replacement of the 20-year-old roof which has been prone to leaking and new turf on the football field.  Sabbato said officials had looked at the roof project two years ago, but C O V I D a ff e c t e d t h o s e plans and costs have since risen. However, he said $800,000 has been allocated to finance the work should they move forward.  Long-term goals include replacing the turf at Wigwam Stadium over the next few years and putting a restroom in the wrestling room, yet any movement on an auditorium or the expansion of the elementary school parking lot are further down the road.  In the meantime, the Classroom Facilities Fund is defraying costs for a new propane boiler. Sabbato said the old PI fund was more restrictive when it came to projects while the new fund provides more latitude and allows for such improvements as security. He noted that the district may also qualify for grants to complete work.  In other matters, the board heard reports from Southern Local High School Principal Rich Wright, who said ASVAB testing was being set while Positive Behavior Intervention and Supports (PBIS) rewards were being given to about 200 students.  He continued that the Aiming High program will begin at the junior high in February with discussions on substance abuse and

social relationships and ACT testing will be held for juniors in March. He added that state testing was set for April 25-May 4.  Southern Local Elementary Principal Emily Brinker plans to approach PTO members about volunteering during lunch duty to free up classroom aides and said SLES teachers will be working with consultant Carri Meek during professional development on the next waiver day.  Supt. Tom Cunningham said high school officials reviewed an ACT prep program over the holiday break and are looking to implement it in classrooms. He added that tests are free and mandated by the state while the software tools could be used in class and students can also work online at home.  Cunningham said twopart waiver days were eyed for Jan. 20 and Feb. 10, at which time the elementary school would work on educational improvement projects and the high school would focus on the Bridges Out of Poverty program regarding disadvantaged students. The Southern Local School Board of Education hit the reset button during its first gathering of 2023.  Kip Dowling and Scott Hart remained in their respective positions as board president and vice president with John Sawyer still acting as legislative liaison and Karl Blissenbach named student achievement liaison during the board’s January organizational meeting. Linda Morris is the fifth board member.  Officials conducted a series of sessions to discuss tax budget and records retention matters and capped it off with a regular meeting. During the latter, the board submitted final numbers to the Columbiana County Budget Commission. District Treasurer Greg Sabbato said there were no major changes and Southern is looking at future projects.  “The budget is the same except we have the old and new permanent improvement (PI) fund,” he said. “We paid off our bond and moved money into the new PI fund,” Sabbato told the board.  He referred to the retirement of a 4.21-mill bond that was approved in 2000 and fully remitted last year. By doing so, it helped lower numbers by 40 base points to the benefit of taxpayers.  Meanwhile, Dowling asked how much money the district saved by fully remitting the bond funds and Sabbato estimated the sum at more than $170,000.  According to the numbers, the old PI fund is anticipated to have $630,095 at the end of this fiscal year and possibly $62,745 at the close of FY’24. The new fund should end with $877,020 for FY’23 and $1,225,633
